How do you avoid powergaming in roleplay?: By using terms/emotes like "attempts" or "tries" so as to leave the air for possibilities and to allow freedom of RP, for instance "Steve attempts to cook some stew" leaving this open for a possibility of failure, and in this instance could create a good RP moment establishing Steve is not good at cooking if it tastes bad or alternatively becoming a cook for a group he may be travelling with.
Also establishing personality to each character, as well as backgrounds. For instance a farmer wouldn't be able to cut someone's arm off with ease as they would barely know how to swing a sword.

How does metagaming disrupt fair roleplay?: It ruins the flow and can take people out of the moment and ruin the fun. It is also just considered cheating by the majority of people as you are using knowledge your character shouldn't have.

For instance you wouldn't know a noble man's income is specifically 1000 gold you would only know of a lot or more than most
