A Marivessian Death

It is with a heavy heart, that I regret to inform, the Kings spiral of madness has set him into suicide. He will be given a proper burial alongside the  forefathers of Marivesse. Yet, there also seems to be things I must address. I have been sending and receiving letters from the High Pontiff of the Church of Canon, and have decided that, although Marivesse lets its citizens have whatever religion they would like to have, the Canon religion is not banned from my city, and I will be thinking of looking into rebuilding the church that the ‘Keeper’ destroyed.

I also reject the secularist state the King created. I understand the things the late king may have said caused issues, but I will be working hard to create a happy place for people to live. I am no tyrant, I only want a city full of peace and happiness.

A Mad Man

The King has gone mad, and I am taking total control over the Kingdom of Marivesse, as the council has decided. The King has been removed of his titles, and is now single (have at em’ crazy ladies), I do wish him the best, but I, with a heavy heart, must declare him insane, a mad man, overran by the horrors and choices a leader must make, which is why I am now taking over fully.

The Kingdom of Marivesse is considering all its options, as talks have been and are underway.

Citizens of Courland,

The Nation of Courland has endured hardships and tests of both Strength and Will for centuries, through the acts and aggressions of the Bandits, Criminals, and Wars. Our Army has fought on countless front, fending off foreign invaders for years.

In an attempt to modernise and reflurish the Eagle’s Vigil, the Lord Regent has issued a call for able bodied men from our Homeland. Each man and woman living under our banner of the courlandic eagle may henceforth sign up and enlist within the Army of Courland.

Every able bodied man and able bodied woman at the minimum age of sixteen anni. Of these Recruits absolute loyalty to Courland and the will to fight for your Homeland is expected. Those who take up arms to defend the Nation of Courland shall be granted tax exemption, provided housing and a further number of benefits.

The men and women of the Eagle’s Vigil shall enact as the main executive force of the Nation of Courland. It shall police the streets and patrol the borders of the State. It shall secure the civilians of our Nation and protect the virtues and wishes of the Lord Regent.

A New Era

The council of  Marivessa through extensive meetings have determined that the Staunton family will no longer rule over the kingdom, the king will take the queen's last name, and the new ruling family will be of the last name Perot.

The colors of Marivessa have been determined to be black, white and orange. Housing is now 10 mina every fathers sunday, and market stalls have been determined at 15 mina every fathers sunday. We have many jobs opening up, our tavern is currently looking for keeps, bartenders or maid. 

Our military is also recruiting, if you are interested please send a bird to Lykos Westborne (Cycloth_), if you are part of the military you’re able to get a free horse, and free drinks in the tavern.

The Reformation of a Kingdom

A decree has been made, the Kingdom of Courland has been renamed, and will now be known as the Kingdom of  Marivesse, it is known we cannot escape our past, but we will be moving forwards from it, to create a Kingdom that is worth standing.

The capital city's name will remain New Aleksandria until further notice. We are accepting allyship, and pacts of friendship and non aggression, if interested please send a letter, 

Marivesse is also inviting new citizens to come and live within the walls, many jobs are opening up, and market stalls and homes are currently being sold at a small cost, The current tax rate is 10 mina every fathers Sunday. 

We hope to go back to the peace and prosperity we once had with ourselves and other nations and settlements.

NOBLE CODE OF COURLAND

Preamble

This document has been made to explain the courlandic rules for nobles. It has been commissioned by the Lord Regent of courland and written by Agni Gent. This document will be broken down into several sections to explain the ins and out of nobility from how to become a noble to the noble games.

SECTION I

• The Lord Regent, The absolute ruler of Courland he leads us to greatness and the original two have direct oaths to him
• Dukes, The Dukes are the highest rank a noble can hope to attain they help the Lord Regent in the all affairs
• Count, Counts serve directly under a Duke helping them in all affairs
• Vi-Count, Vi-Counts serve under a Count and who have shown exemplary service and loyalty as a baron but do not apply for Count yet
• Baron, the barons are light nobles who serve under a Count
• Knights, the Knights serve as personal champions to the noble houses despite being the lowest noble form they can sometimes hold lots of sway if serving a high family

SECTION II 

How to become a noble and how to rise through the ranks. You must start by proving yourself and becoming a knight under a house from there you will have to prove to your lord that you are worthy of elevating. There is a second way which is to receive a sponsorship from a Count or higher. From a knight or sponsor you will need to gain a five person rally and a family to become a noble under, only then can you become a Baron. From a Baron to a Count you will need to gain a fifteen person rally and for a Duke or higher to elevate you. The only way to become a Duke is for the Lord Regent to recognize you and choose to raise you.

SECTION III

The noble games are a grand event in which the nobles enjoy three events. The first one is the Tournament of champions in which the Knights of the households seek to prove themselves to their lords by attempting to gain the highest ranking in the Tournament. The second one is the Battle of wits in which a family chooses a member to go in a battle royal where they are asked a variety of questions by the Lord Regent or Arch-Chancellor, they can be anything from history to philosophy. The final event is an eligible bachelor show where the nobles who are unwed show themselves off in hopes of finding a suitor, the heads of the family tend to sit together to discuss the proceedings. 

SECTION IV

The knights have a special set of oaths they swear to the households, each household carries a oath of their own for their knights examples of which is house Gent and house Von Santen each has a unique oath and each knight has a unique set of duties.

The Criminal Code of the Kingdom of Courland

11th of Sun’s Smile, 1759

TITLE I. RIGHTS OF THE PEOPLE

SECTION I. Right to Life

Every person has the right to live and protect themselves against threats to their life.

SECTION II. Right to Trial

When accused of crime any person has the right to demand a trial before being punished. 

SECTION III. Freedom of Religion

Any person is free to practice any religion, so long as its practice doesn’t break any laws. 

SECTION IV. Freedom from Racial Discrimination

All races are to be treated equally under all government institutions. 

SECTION V. Freedom from Slavery

The right to resist against slavery. Those who pursue the act of enslaving others, are punishable in a court of law, in a manner in which the state shall ensure the protection and compensation of victims. 

SECTION VI. Right to Marry
Any men and women aged sixteen or older, without any limitation due to race, nationality or religion, have the right to marry a person of the opposite sex and with them found a family. Marriage shall be entered into only with the full consent of the intending spouses, or consent of the parents or caretakers of the intending spouses.

TITLE II. CRIMES

Section I. Degrees of the criminal offenses

There are three main levels of crimes, which are all punishable in different ways:

1. First degree. These crimes are punishable with fines of 100 to 500 mina or imprisonment for up to one year. 

2. Second degree. These crimes are punishable with fines of 500 to 2,000 mina or imprisonment for up to three years. 

3. Third degree. These crimes are under usual circumstances punishable with fines of up to 10,000 mina, imprisonment for up to 10 years, exile or death. Punishment may exceed the previously noted recommendations if the judge deems the circumstances deem it necessary. 

Section II. Crimes against the person

Murder

1. Under exceptional circumstances a judge may deem that this level of punishment is appropriate. 

2. The intentional killing of a person. 

3. The intentional killing of a government figure or member of the royal family. 

Manslaughter 

1. The unintentional killing of a person through carelessness. 

2. The unintentional killing of multiple people in a situation where the accused knew that the situation was dangerous and did not take necessary precautions.

Forced Labour

1. Forcing a person to do individual tasks or multiple tasks over the course of a year or less. 

2. Forcing a person to do individual tasks or multiple tasks over the course of five years or less, or forcing multiple people to do individual tasks or multiple tasks for a combined duration of five years or less.

3. Forcing a person to do individual tasks or multiple tasks over the course of five more than five years, or forcing multiple people to do individual tasks or multiple tasks for a combined duration of more than five years.

Assault

1. The use of violence to harm a person mildly. 

2. The use of violence to harm a person severely.

Kidnapping

1. Abducting a person for a period of time less than one month. 

2. Abducting a person and keeping them for a year or more.

3. Abducting people and keeping them in a total of 10 years or more.

Section III. Crimes against property

Theft 

For theft the punishment is a fine of the same amount that the items that the thief stole valued by the judge, as well as giving back the items or paying the estimated value as compensation if the items have been sold. 

Vandalism

1. Destroying a building or a smaller structure without hurting any person. On top of fines or jail time the vandal must also pay for reparations.

2. Destroying government structures without hurting any person. On top of fines or jail time the vandal must also pay for reparations.

3. Destroying the Royal Palace or any other major government structure.

Trespassing

1. Entering an area in which the person is not authorised to enter. Entering government buildings leads to worse punishments. 

It is considered an aggravating factor of the crimes against people the commission of the crime against a member of the army, a member of the chivalry order, a noble, a privy councilor, a member of the royal family, or any other government official. 

Section IV. Crimes against the Crown

Treason

1. To use power handed to a specific individual by the government to commit minor crimes against the Crown.

2. To use power handed to a specific individual by the government to commit major crimes against the Crown.

3. To use power bestowed upon a specific individual by the government to overthrow the Crown or a Privy Councilor. It also includes using power handed to you by the government to help assassinate government figures or members of the royal family. 

Sedition

1. To perform a speech or follow a conduct that incites people to disobey minor authorities.

2. To perform a speech or follow a conduct that incites people to disobey major government authorities.

3. To perform a speech or follow a conduct that incites people to rebel against the authority of the government or the Crown. 

Bribery

1. To pay money to a minor political figure in order to receive favorable treatment by the government.

2. To pay money to a major political figure or a judge in order to get favorable treatment. It also includes accepting bribes. 

Extortion

1. Threatening a political figure or a judge to commit criminal offenses of the first degree in order to gain political favors or favors in court.

2. Threatening a political figure or a judge to commit criminal offenses of the second degree in order to gain political favors or favors in court.

3. Threatening a political figure or a judge to commit criminal offenses of the third degree in order to gain political favors or favors in court. 

Defamation

1. Spreading lies about lower level political figures in order to slander the Kingdom.

2. Spreading lies about the King or a vassal lord of the Kingdom in order to slander Courland. 

Terrorism

1. Under exceptional circumstances a judge may deem that this level of punishment is appropriate. 

2. To make a violent attack aiming to destroy structures, but not to kill people, with political intent.

3. To make a violent attack aiming to kill or injure people, with political intent.

Obstruction

1. To prevent the government from doing day to day activities, such as collecting taxes.

2. To prevent the government from responding to a crisis that risks to cost the lives of citizens. 

3. To prevent the government from responding to a crisis that risks destroying Courland.

Tax evasion

1. Not paying the correct amount of taxes for your. The punishment also includes paying the taxes a particular individual owes to the state. 

2. Helping multiple people avoid taxes. The punishment also includes paying the taxes a particular individual owes to the state. 

Smuggling

1. Bringing illegal substances into Courland for personal use, either by accident or deliberately.

2. Bringing illegal substances into Courland with the intention of selling.

Section V. Legal considerations

The punishable preparatory acts in the commission of a crime such as conspiracy are translated in the sentence with a reduction of 1/3 of the penalty of the crime.

The inchoate offenses in the commission of a crime are translated in the sentence with a reduction of 2/3 of the penalty of the crime. 

The aggravating factors in the commission of each crime are translated in the sentence with an increase of 1/3 of the penalty of the crime. 

The mitigating factors in the commission of each crime are translated in the sentence with a decrease of 1/3 of the penalty of the crime.

Multiple prison sentences are stacked according to this equation: Largest individual sentence + (all other sentences)^0.7 where the value is years. This does not apply to fines. 

Section VI. Jurisdictions

Common Jurisdiction: 

1. Everyone can present a complaint before a Judge, who will then investigate the case and dictate all the necessary procedural acts, such as subpoenas, in order to evaluate whether the facts that have been denounced have any criminal relevance according to this Criminal Code. If somebody presents a complaint before the Lord Justiciar, he will then forward the case to a Judge.

2. If the Judge appreciates any criminal relevance on the denounced facts, he will then arrange a trial between the complainant and the defendant.

3. In the trial both parties shall be heard and all their evidence, such as witnesses, shall be assessed by the Judge, who will finally issue a judgment in the first instance.

4. The judgments dictated by Judges in the first instance can be appealed in a second instance before the Lord Justiciar.

Special Jurisdiction: 

1. The Knights of the Realm can only be tried in a single instance before the Grand Knight or before the King.

2. The Vassal Lords of the Realm, such as barons or higher, can only be tried in a single instance before the King.

3. The members of the Royal Household can only be tried in a single instance before the King.

4. In all the subsections mentioned above the King can delegate the case to the Lord Justiciar to issue a judgment on his behalf.

PATRIARCH RECONSTRUCTION ACT, 1758

After the treacherous coup attempted by Percival II in order to destroy the Kingdom, His Royal Highness the Crown Prince-Regent has seen fit to decree the following, effective immediately:

ARTICLE I - THE MAD KING

Percival II Staunton, the former King Emeritus, shall be called “The Mad King” from now on by all courlanders so the future generations remember the chaos and the dark times this monarch caused in our Kingdom.

ARTICLE II - DISOWNMENT AND EXILE OF THE TRAITORS

The Mad King and Emmeline Staunton are do hereby disowned from the House of Staunton and exiled from the Kingdom of Courland. They shall never use the Staunton surname and never walk within courlandic lands again, and if they do they shall be executed for the crimes they committed against the Crown.

Josephine Lisette Beauclair is hereby exiled from the Kingdom of Courland. She shall never walk within courlandic lands again, and if she does she shall be executed for the crimes she committed against the Crown.

ARTICLE III - PATRIARCH OF THE ROYAL HOUSEHOLD

The current Patriarch of the House of Staunton is Tobias Staunton [sergisala]. All those claiming otherwise shall be punished according to the Lex Stauntonia.

ARTICLE IV - ROYAL PARDON

The Crown has seen fit to offer Royal Pardon to Dame Lysandra Fenderen and Ser Manuel Palaiologos for their apparent collaboration with the Mad King in the assassination of Prince Aleksandr Staunton.
