The Imperial Election Commission (IEC), has been tasked with oversight over the new electoral reforms. The “IEC” shall ensure that all elections are carried out and follow the new system. It shall protect voters' integrity and provide the necessary management of the electoral process.

HOW TO GET A VOTER CARD?
 

We know this might be a lot to take in, but we shall walk you through every step.

• First you need to fill out the current Imperial Census posted by the Civil Affairs Ministry.
• Next you have to fill out the “IEC” Voter Registration. Please keep in mind you must meet the requirements under the new reforms.
• Finally once you have filled out the Voter Registration an “IEC” representative will contact you to drop off your brand new Voter Card! 

After each election when you cast your vote the “IEC” shall ensure each voter card is returned to its owner. You can either pick them up in the office or we’ll send it to your address.

HOW DO I RUN FOR THE IMPERIAL DIET?

You might be asking, how do I run for the Imperial Diet? Well every election term a post will be made allowing for everyone to announce their candidacy for the SEVEN elected seats on the Imperial Diet.

Once the post has been made everyone can announce their candidacy. However in order to be considered you must meet all the requirements under the new Election Reforms. Then at the end of the election term the seven candidates with the most votes shall be announced as the new Senators and represent the people.

HOW DO I FORM A PARTY?

Now comes perhaps one of the biggest changes from the new reforms. Political Parties are now under the oversight of the “IEC”. In order to form a Political party one must have the following requirements.
 

• All members must be citizens of the Holy Orenian Empire.
• All members must be registered to Vote.
• All members must have filled out the Imperial Census.
• Must have a clear party platform.
• Must have approval from the Imperial Crown.
• Must have at least 5 members.

If you meet all these requirements you simply have to arrange a meeting with the and they shall approve or deny the Party.

The Crown shall not entertain a single wanted criminal's request to mediate an issue with a crown appointed Peer , the Ebonwoods justice system is empowered by this Empire and is trusted to meet justice on its own accord outlined in its agreement.

Her actions of treason by declaring war against the Empire is not something we will look lightly upon nor will we stand idle from delivering a sentence upon such a crime. Foreword

Within the last few weeks, the bountiful harvest has blessed our nation. The farmers state that the crops have been plucked with utmost care and are now getting ready to be sold. With that being stated, it is with great pleasure the Festival Messis or in common terms- The Harvest Festival- will be held within the grounds.

Event Itinerary

Firstly, there will be an open fair where the denizens and guests may peruse the wares for purchase. There will be many fresh fruits and vegetables for cheap prices that may be bought in large or small supply. Also, there will be traditional beverages and food from the different brackets of culture in the Orenian empire. 

Secondly, a bake off will occur. Any denizen or guest of Oren will be able to present their baked item for judgment and win the title Victorem Paradisus in honor of the Saint of Bakers, St. Clement of Paradisus. Hosted and judged by the wonderful Lady Chamberlain, Miss Odessa, Princess Catherine and the Prefect of Providence, Henry Constanz.

Lastly, there will be a drinking contest in which you may sign up day of to test your skills in gobbling four goblets of Sunholdt wine and then running a small agility course. Whomever may dare to enter and win will receive a basket of the finest fruits, vegetables, drinks and food from the fair!

206.02 - On Gambling 

206.02A - Where an individual intentionally partakes in unsanctioned betting in games or events, usually for the reward of money or property, this shall be the crime of gambling, an infraction. 

206.02B - Ratibor Act (1759): Individuals are permitted to partake in friendly wagers, gambling, and card games as a decriminalized act, only punishable if such endeavors reach an institutional level without proper dispensation. 

206.02C - An undispensed level of gambling that would violate CH 206.02 shall be defined as an organized business promoting gambling in such a way that it inspires a spirit of immorality, indecency, and dissent among its patrons.

206.02D - Institutionalized gambling halls are exempt from CH 206.02 if granted dispensation by the local provincial authority or Imperial authority, namely the relevant Lord Lieutenant, Governor-General, Lord Palatinate, or by writ of the Ministry of the Interior, or by Imperial decree, in that order of authority, with the understanding that their writ dictates the establishment is one honest and in line with Orenian tradition.

210.012 - Unlawful Imprisonment Act (1794): On Unlawful Imprisonment

210.012A - A petition for a writ of unlawful imprisonment can be filed by or on behalf of a person in custody to the Central Circuit Court to dispute the legal basis for confinement.

210.012B - If the petition is accepted, the Central Circuit Court will hold a hearing on the matter, where the person in custody and the Crown prosecution can both present evidence about a lawful basis for jailing the person.

(i) The Court may also issue and enforce subpoenas in order to obtain additional evidence. 

(ii) Whereas such hearing must follow procedure for the Legal Procedure Act & the Swift and Fair Justice Act.

210.012C - This writ is not equivalent to a direct appeal of the court, but instead simply allows the challenging of errors to prove a detention unlawful.

303.06B -Intellectual Property Act (1777): Where an individual reproduces, distributes, or shares copies or duplicates of a work or title that is exclusively chartered, patented, or branded, this shall be infringement by association in the second degree - an infraction.

The job of a clerk is to sell houses, show new residences or visitors around the city, repair damage to the city, manage the nation's taxes and approve any major or minor alterations to the look or design of new providence and its surrounding areas.

Things we look for in Clerks

Every clerk is expected to be on their best behavior and try to help out whenever they can. The main purpose of the clerk's office is to sell properties however that does not make it their most important task. No, a clerk is meant to be a guiding hand to both visitors and residents of new providence as well as its surrounding regions.

MAYORAL DECREE

CANONIST EQUALISATION ACT

We, New Providence, do so release, in accordance with the Public Record Act of 1751 & beneath the authorization of the Crown, this Act of Mayoral decree. It shall, as assented within the purview of the Crown, henceforth be enacted and executed as city law, as this document shall serve as the official confirmation of ascension of the Crown. And so it shall, as demanded of the Crown, be transcribed within the Orenian Revised Code.

As a devout canonist myself, I have always shared the canonist belief that burdens we bear are burdens we share. According to the equity principle the distribution of benefits and burdens is just if the benefits and burdens in question are allocated according to individuals contribution and efforts. The foundation upon which our great city stands is the taxes of its people. Its people pay taxes and in return they enjoy the protection of the ISA, the Imperial sewage system, medical aid, and regular festivities. New Providence supports one certain organisation which does not follow these rules, or any rules for that matter. The canonist church reaps the same benefits without paying any taxes in return. My first decree as Lord Mayor of New Providence is to tax the canonist church 300 minas a year for their use of the Basilica of The Argentate Star. Refusal or delay in payment will result in immediate eviction and locking of all entrances. In case of eviction the building shall lose its status as a church as to not violate any canonist laws.

Obviously the glorious canonist church would like to know where this new income stream of taxes would be allocated to, and so I shall concur. In light of the resignation of His Imperial Excellency, Minuvas Melphestaus, the Crown has thus seen fit to appoint the Privy Seal, Joseph d’Azor, Count of Azor, as his successor to the position of Archchancellor. 

Mister Melphestaus has done the Empire a great service amidst the transitions over the past years upon the ascension of Emperor Philip III to the Imperial throne. Amidst it all, Mister Melphestaus has been a faithful, honest, and wise, advisor of Their Imperial Majesties. As the Vice Chancellor under the Crestfall Administration, Mister Melphestaus proved to be a stalwart and capable administrator, breaking ground as an elf occupying one of the most powerful positions in the Empire. Upon the ascension of Philip III and Anastasya of Kositz as a result of the Aster Revolution of 1849, Vice Chancellor Melphestaus would serve as a bridge between the reigns, being promoted to Archchancellor to lead the Emperor’s government in the turbulent period.

Furthermore, His Imperial Excellency, the Vice Chancellor, Olivier de Savoie, has also chosen to resign from his office, citing poor health and advanced age. In his stead, the Treasurer, Henry Penton, shall ascend to the office of Vice Chancellor. The Crown thanks the Prince-Emeritus for his many years of service

Now, the transition has been completed, and Mister Melphestaus shall retire to focus his attention on the governance of Ephesius and be appointed to the position of Privy Seal to aid the new Azor Ministry in whatever matters require his attention. It is with sadness and disapproval that the Imperial Crown has borne witness to the proclamation of Lady Tuvyic, who has acted treasonously whilst harboring unbidden and apparent sympathies for the Enemy; whilst her own mother Charlotte Augusta arranges secret meetings with foreign leaders and dignitaries in an attempt to usurp the Crown and thrust the Realm of Man into chaos. 

With a tenuous grasp upon her own lands, Anna Elizaveta Tuvyic sewed dissent within the Holy Orenian Empire, pledging that until such a day that the Emperor and Empress resign their positions, Woldzmir shall not sally to the support of the Orenian people. With the influence of her noble pedigree, she has sought to justify the attacks of the Nonhuman Coalition, whilst her own Canonist people suffer and die at the hands of Highwaymen, Haeseni, and Dwarven invaders. No doubt the noble Ostromir Carrion, First Count of Dobrov, rolls in his grave knowing that his own progeny have sought to discredit the Empire he helped build.

Anna Elizaveta Tuvyic was entreated to meet with the Crown and promised safety. Instead, at the behest of the insurgent Charlotte Augusta, she has co-opted her mother’s mission of spreading disinformation and acting in support of the invaders, throwing tantrums in court and dispatching bulletins to incite rebellion. We solemnly condemn the dissent against the Orenian people and the support of the enemies of Oren, who seek to slaughter our valiant citizens and soldiers, and to expand into the territories that rightfully belong to our people.

Thus, as they flout the laws of the Empire, Woldzmir’s contempt is met with the following motion. After much deliberation, the Adriatic Court, composed of Noble Peerage, has reached a direct conclusion.

“Alright. Welcome to the first Mayoral debate of New Providence, we have our candidates Judge Henrik Komnenos and former Alderman Edith Hope.” 

Valentino:

“To begin we'll be starting off with each candidate providing an introductory statement, starting with Judge Komnenos.”

An ogre walks up to moderators Valentino Gradic and Aubergine de la Baltas. He makes clear his intent to run as a third mayoral candidate!

Henrik Komnenos:

“Greeting people of Providence. Many of you may already know who I am or at least know of me…”

There is a minor interruption as Valentino’s voice cracks while asking the ogre, Bub, his address of residence. Henrik answers. A crossbowman seated in the audience draws a bead on Bub’s head!

Nevertheless, Henrik continues,

“I was Lord Mayor once in Providence, where the city saw growth and many of its issues were put into the grave under my leadership…”

“I wish to run,” the crossbowman raucously stands, announcing his own campaign for mayor. Bub takes a stand between the two other candidates, fidgeting in anticipation of his turn.

Valentino Gradic interjects: 

“Please let Mister Komnenos finish his introduction, thank you.”

Henrik, undeterred, continues,

“... And I wish to help our newly reformed capital see even more growth, and its people feel they are listened to. I'm a family man. A business man.” He gives a second’s pause, “but what matters the most I'm a man of the people.”

Henrik:

“I will yield my turn for now.”

Aubergine de la Baltas:

“Next! Edith Hope will address the constituency!”

Edith Hope:

“I've served Oren for forty years in the ISA, and twenty-four years as a City Alderwoman. I constructed the reformed municpal codex for Providence before the new City was built …”

The crossbowman interjects yet again - “You're a terrorist!” He screams at Edith, “Haense supporter!”

Aubergine, Valentino:

“ORDER! ORDER, ORDER.”

Edith Hope:

“I've spent years working for the people in the City Government to better Providence, and with the new Government.  I will seek to give universal income to those who cannot work, add increased benefits if you own a business and a house.”

Edith:

“God Bless Providence and God Bless the Holy Oren Empire. I yield the floor.”

There is momentary confusion over whether the third candidate, Bub, had abandoned the hall entirely. After a moment of tense deliberation, the ogre bursts into the hall again: 

Bub:

“UGUUGG.”

Valentino:

“Bub may introduce themselves, upon providing the address of their residence.”

Bub:

“Me Addrezz bi Mane's Lane AZH.” He'd take a pause before speaking confidently once more, “Mi EZ BUB agh mi Ez Runnin Fo Mayor. Be ez HOZh IZA love, HOZH.”

The Obedia family interjects from the stands,

Kenny:

“Whoa! Hey! Hold on!”
Solomon:
“That’s my home…”

Valentino:

“Is this true?”

The ogre makes no comment.

Valentino:

“I'm afraid I'm going to have to disqualify you then, Bub, for using another's address fraudulently.”

In the ensuing confusion over Bub’s disqualification, the crossbowman rises again, re-stating his wish to run for mayor. 

Valentino:

“I'm officially closing off candidacies. The debates have already started, it's too late.”

Bub looks around, confused. The crossbowman returns to the stands. Another citizen enters the hall, asking after the guards for an unstated reason. Bub takes a pause once more, looking around the hall,

Bub:

“UkKE zu MI ez OLOG agh our citeh bi at KRUG. Mi az OLOG zhall teach all Women agh Men Pinkehz tu KLOMP HOZH. Thank lad.”

Valentino escorts Bub to the stands, or attempts to. Bub declares, at Valentino “lat haz no right tu remove BUB.” Valentino re-states his position, firmly, to which Bub interjects that he submitted his candidacy on time, to which Valentino re-states his disqualification for using the Obedia family address. The crossbowman takes aim at Bub once again.

Crossbowman:

“Get on your knees. You are under arrest.”

Bub protests:

“Mi share blarg, lat nub disqualify me.”

Bub’s lawyer enters the chamber to no avail. The crossbowman has his bead trained right between Bub’s eyes.

Crossbowman:

“Get on your knees or be executed.”

The ISA in the room make haste to disarm the crossbowman, or at least talk him down from attempted assassination. Meanwhile, Valentino continues, red as a beet with exasperation:

Valentino: 

“Edith Hope. What would you do as Mayor to steer this city in the right direction?”

Edith:

“I would start by expanding the clinic as it is too small to handle the wounded soldiers that every battle inevitably has. I would then work with the City Clerk on a way to lower taxes for everyone in Providence and I'd start construction on more shopping plazas as it seems we do not have enough storefronts for the city. I'd also like to restart theatre plays and maybe even advocate for an Orenian Band to play there.”

There is a lull in the fracas and then quiet applause. The Surgeon-General smiles at the mention of her clinic. Aubergine and Valentino both raise eyebrows at the prospect of a renewed theatre. 

Valentino:

“Very good Miss Hope, you may now go ahead Mister Komnenos.”

Henrik Komnenos:

“My plan is simple Trade must grow, were currently in a war fighting on two fronts. If our trade dies, our city rots from within.”

The crossbowman, still in possession of his weapon, cheers for the mention of trade. 

Henrik:

“I plan to work with the state and the clerks to issue packages for our merchants to ensure they can operate without the fear of shutting down. Furthermore, I will do my best to work with the army to ensure our city is safe. So we can have our plays! Our music! And events!”

There is a laudatory whistle from the crowd:

Henrik:

“Without fearing the small bearded men or damn Haense! A safe people is a happy people! I won't issue tax cuts left and right like Miss Hope, we can’t afford such ordeals. Every dime helps the war effort and keeps our people safe!”

Valentino:

“Thank you Mister Komnenos. Now for the final question, we shall be fielding one from the audience.”

A flurry of hands raise, each eager to pose a question. A young ISA recruit is singled out from the audience, and in precocious eloquence asks both candidates:

Recruit:

“The new city charter lets the city government, including the mayor, to exert a lot more authority on the city. Without the House of Commons being an obstacle, what new policies will you push forward as mayor that you couldn't previously?”

Edith Hope:

“As I read in the new city charter the Lord Mayor may grant alms to those who need it. I would set up a program to grant that money to those who need it. It would enable them to buy Oren and build Oren more so than they ever could before.”

There is a jeer from the crowd, unsurprisingly from the fiscally responsible crossbowman. He raises his weapon once again, though this time at Miss Hope. The ISA immediately jump up to disarm him.

Henrik Komnenos:

“Back on topic, I will also look into every single law currently active within our capital to see which ones can either be removed or eased up to provide a better state of living for our people.”

There is a loud and chaotic scramble in the stands to relieve the crossbowman of his crossbow. Through the din, Valentino dismisses the debate, and attendees begin to flee the assembly hall...

Valentino:

“Debate’s over! Thank you all for attending!”

            Simply put, the Ministry of Civil Affairs assists the Imperial Crown in a number of different topics. They govern the archiving of information as well as immigration to the Holy Orenian Empire and the production of the Providence Post.

The Office of the Archives

            The archiving section of Civil Affairs commits to a lot of different duties, arguably one of the largest branches of the Ministry. The workers of the Archives are typically the ones designated with record-keeping. This includes: Knighthood within the Empire; the issuing, authoring and editing of scholarly letters; the confirmation of peers via letters patent; the confirmation of peerage succession; the management of Imperial directories (e.g. Government, Peerage, etc.) and etc.

The Scriveners

 > Any official within Civil Affairs can also be a scrivener, tasked with composing compendiums of cultural, historical and urban importance. One example is a prospective Peers of the Empire Compendium (which lists peer houses and a summary of their history and culture), and relevant works include the Epochs of the Empire Parts I & II.

The Office of Immigration

            The Office of Immigration handles the movement of foreigners into the Empire. Their job entails many different things, including: immigrating people into the Empire; the teaching of Orenian culture and customs through classes; the assistance in procurement of a job as well as place to live; encouragement of movement to the various Orenian municipalities (e.g. Dobrov, Redenford) and etc.

The Office of Information

            The Office of Information’s main job is the publishing, editing and writing of the Providence Post. They discuss and bring to light recent events within the Holy Orenian Empire in a paper that is published according to the ongoing proceedings.
