It is thus proclaimed that Ilse Haakonsdóttir and Dragomir Raudrdrakar shall be joined in sacred union, as decreed by ancient customs of the Red Faith. As sagas are told of those who stood before flame and did not falter, so too shall these two be bound in heart, and in will.

Tempered as iron in the forge of devotion, let it be known: this is a rite of binding, of shared burden, endurance and flame unbroken.

The Procession

✠ THE KINDLING OF THE HALL; 

Before the rite begins, the hall will be prepared in solemn quiet. With the braziers lit, and sacred herbs cast to flame so their smoke may carry prayer to the Allfather. All those gathered are to keep silence, holding their thoughts in reverence whilst the fire stirs and steadies.

✠ THE BINDING OF TWO; 

At the Keeper’s call, the bride shall be escorted forward by her blood-kin, where she will stand before the altar and declare herself before the Flame.

The groom shall then approach from among the gathered, to answer this call much the same. A challenge shall be issued by her blood-king, and steel will be met in honorable holmgang, first blood or yield deciding the matter. Should the union be permitted to continue, the rite proceeds.

The bride shall offer the Borðker, from which the groom drinks, accepting the bounty of the hearth and the hand offered to him.

Thereafter, beneath the Keeper’s guidance, the hands of both shall be cut and bound together with the Rauðrblíat, their blood and lineage joined as one. Oaths will be sworn upon their names, their ancestors, and the Allfather himself.

With the final invocation, their union shall be declared before the Flame Imperishable, witnessed by the faithful and the Essence of the Red Lord.

Since their younger days, they have been witnessed to possess a future that was tied together, what began as bouts of conversations and time spent together would soon transpire into moments that would bring the two together, leading to an affirmation of their courtship through the bestowal and completion of many traditions between their cultures. Thus, with the discussion and subsequent affirmation of the elders of the realm, of the High Keeper, do these two, the son of sol and the daughter of Koravia announce their joined union and matrimony to take place upon this Ashen year.

THE PROCESSION

Long has the citizenry of Norland endured by order, and discipline. Strength beneath a united hearth. Yet law is not set by word alone, and is henceforth reinforced by a more modern parchment. With the goal so that the freeman, guest, and King alike may know what conduct is expected, protections promised, and what consequences follow wrongdoing.

This document, Almennlǫg Norðlands, exists as a public-facing codex: the laws most relevant to the common populace, written so any soul within the lands of the Nords may view and understand the boundaries of law expected we operate under.

DEFINITIONS & LEGAL STANDING

1. Freeman. A citizen of Norland is either:

• One born a freeman within Norland; or
• An Outlander granted citizenship by the blessings of the King or High Keeper.

2. Outlander. Any non-citizen within Norland’s borders.

3. Authority. Lawful authority includes:

• The King
• The Red Council
• The Keepers & Hearth Council
• The Northern Host [The Guard]
• Landholders within their lawful rights.

THE COMMON LAW

 [ Judged by Guard; a Keeper may be requested, or required for severe matters. ]

Conventional Crimes

• Disturbance of the Peace
  • Threats, violence, excessive disruption, inciting chaos or refusal of lawful order.
• Trespassing
  • Unwanted entry into protected properties.

• Theft
  • Taking another’s property with intent to deprive them.
• Burglary
  • Unlawful entry with intent to commit crime.
• Vandalism
  • Willful destruction of property (homes, fields, structures, shrines).

  • Agreement to commit illegal acts with the intent to achieve them.

  • Intentional violence causing injury outside brawls or sanctioned duels.

  • Failure to pay lawful dues, including special levies when imposed.

High Crimes

  • Marauding, raiding, extortion, or aiding known outlaws.

  • Unlawful killing outside execution, warfare or sanctioned terms.

  • Acts that directly harm the state, its officials, or its stability.

Includes unauthorized possession/handling of Ashwood without express documented permission.

Includes the obstruction of justice by landed men aiding fugitives or preventing lawful arrest.

• Espionage
  • The trade of sensitive information to enemy/foreign powers to Norland’s harm.

RIGHTS OF FREEMAN & OUTLANDER

1. Rights of the Freeman

• Travel freely in and out of Norland
• Speak and act freely as long as law is not violated
• Practice any and all service / trade they deem suitable
• Petition for audience with the Throne or Faith within reason and by arrangement
• Protection from foreign threats and hostile entities
• Fair trial before Keeper or the King’s justice

2. Rights of the Outlander

• Equal and fair treatment beneath Nordic law
• Travel freely in and out of Norland (lest otherwise ruled)
• Speak and act freely so long as law is not violated
• Petition citizenship after fifteen years of lawful residence

Envoys or delegations sent by Nations may not arrive unannounced in a party larger than four, save for extenuating circumstances. The punishment for allowing said delegation inside can measure to execution.

RESIDENCE, PROPERTY, & TAXATION

1. Residence

Homes must be properly registered through the Master of Coin, and stewards in the housing ledger. Potential residents must give their full name and answer any questions prompted off them truthfully, to determine they can be trusted with the privilege of owning a home and possessing keys to the city.

2. Taxation

• Annual residence tax is determined by the Master of Coin.
• Taxes are subject to reasonable changes on the discretion of the Master of Coin.
• Subversive Elements Tax: A tax of 280 minae yearly may be imposed on agents hostile institutions/organizations at discretion of King or High Keeper.
  • Refusal is grounds for permanent banishment.
  • Payment grants no immunity.

3. Expulsion from Housing

Homes left uninhabited for three Ashen Weeks may be evicted with three-month notice. Criminal activity may also result in dispossession.

Failure to pay the appropriate taxes will result in eviction if the payments fall more than three Ashen weeks behind.

PUNISHMENTS & SENTENCING

• Fine (or labor equal to the value if unable to pay)
• Indentured Labor (productive labor for set duration)
• Corporal Punishment (lashing/bludgeoning for minor offenses)
• Branding (visible mark, often for theft/repeat crimes)
• Banishment (temporary, or permanent; violation may result in execution)
• Execution
• The Father’s Mercy (purification by fire) reserved for forbidden sorcery, corruption beyond redemption, apostates/heretics who refuse to recant, or severe unholy corruption.

AUTHORITIES & ENFORCEMENT

4. The Throne

The central secular authority, holds power to;

• Impose taxes
• Appoint/remove councilors
• Grant/revoke titles and holdings
• Rally and direct the Guard and militias
• Declare war, issue decrees in emergencies
• Grant permission for Ashwood product handling

5. The Hearth Council (Keepers)

The spiritual and moral authority, holds power to;

• Judge Red Law matters and severe disputes
• Interpret scripture and declare orthodoxy
• Declare anathema
• Consecrate temples and ordain Keepers
• Call Purifiers against servants of the Long Dark
• Conduct sacred rites (unions, funerals, coronations)

6. The Guard

Enforcers of law and public peace.

• The Guard may assess and judge conventional matters when a Keeper is not requested
• Only a sworn Guard may conduct arrests, and enforce sentences.
  • An attempt to circumvent this authority will be fined with 100 minae, save for the Order of Purifiers when enforcing Red Law.

7. Landholders

Govern held lands; may levy their own taxes locally (lest the King revokes such), draft militia, and issue decrees to their levy.

• Landed men who obstruct justice (aid fugitives or prevent arrest) are fined 150 minae and subject to further punishments.

THE LAWS OF HONOR

PREAMBLE

Long have the people of the Kingdom of Norland always strived towards the virtues of honor, as burdened by our Allfather unto us. Thus, the realm has always had distinct social cues & rules regarding the behavior of our people. However, such was never truly given permanence until the High Keeper Alisa Camian, now Paragon, dutifully wrote the ‘Codes of Honor’ into the Norlandic Code of Law during the reign of King Halvar. So it is that this work is truly inspired by the writings of a great Paragon of our past, who dedicated much of her life to scholarly works & the codification of many unwritten rules.

This new, Heiðrslög Rauðtrúar, The Laws of Honor, had been primarily the work of the late High Keeper Ellenore Eiriksdóttir. However, like many of her writings & projects, such had remained unfinished & never publicized. Now, due to the works of High Warden Soren & the High Keeper Sissel, this document comes into being.

AND SO IT SHALL BE, BY THE WILL OF THE FATHER,

as Master of the Order of the First Flame, High Keeper of the Red Faith & the Flame Imperishable, I,

henceforth declare it is bid that any man’s or woman’s honor should only be judged by words spoken, deeds done, & duels taken, that judging anyone’s honor upon any other pretense is of folly & is, in of itself, dishonor upon one’s own person. That the rights of one considered in honor are above those of the considered in dishonor, & that to be in a state of dishonor is to lose the privileges those in-honor have.

Thus it is that those in dishonor lose the following, & are named thus, thrall:

• The right to appeal to the High King or High Keeper during the Eldrhird.
• The right to invoke a duel.
• The loss of titles, claims, & any respect held by virtue of them.
• The loss of the rights afforded to freemen of the Realm.

Should one find themselves struck into a place of dishonor, deemed by a Keeper, then it is paramount that they seek atonement for their crimes. Such atonement is held within the jurisdiction of a Keeper, & the task laid before the one in dishonor should be one which fits their crime. Those who repeatedly stain themselves in dishonor may further receive higher punishment by the High Hearth in accordance with their deeds

Thus it is that the dishonorable may be punished as follows:

• Undertake a penitent deed. A singular action or ordeal that may take place in a moment or over the course of several days.
• Undertake a penitent quest. A journey or mission of atonement that may take the course of several months or years.
• Temporary expulsion from the city that hosts the High Hearth.
• Banishment from the realm of Norland.

THE HONOR IN WORD

Let it be known that the pursuit of honor in word is a virtuous endeavor, set by the principles of our Allfather & the traditions of the Norlandic peoples. It is by word which truth & righteousness may be conveyed.

Thus, let it be scribed in this Law of Honor that:

Verily, one must speak what is in his heart & let his words be a true reflection of his intentions. One shall deal in neither deceit nor fraud; have deception not shroud your true purpose. Honesty in word is more noble than feigned empathy; do not pass truthfulness for a facade of kindness. To this righteous end, one shall abide by the following:

• One shall never tempt nor commit himself to forgery, for such is deceit in nature.
• One shall never tempt nor commit himself to deception through a false visage. Cast away the cloak of deceit & walk proudly as one of our Allfather’s faithful.
• One shall never tempt nor commit himself to speaking falsities. It is declared that a spoken pledge is a sacred bond, and one’s word shall not be spoken lightly, for once uttered, it is by Faith you must endeavor to see such through. To speak & not act in accordance with one’s oaths is a transgression against our Allfather.

THE HONOR IN DEED

Let it be known that the pursuit of honor in deed is a virtuous endeavor, set by the principles of our Allfather & the traditions of the Norlandic peoples. It is by deed which character & righteousness may be shown.

Thus, let it be scribed in this Law of Honor that:

Verily, one must conduct himself in a manner befitting of his station, with integrity & self-respect. He shall keep his own dignity, & he must not commit himself to undermining the dignity of others. To this righteous end, one shall abide by the following:

• One shall always engage with his brethren on equal terms, for honor is found in fairness.
• One shall neither bow nor kneel to man or beast, nor shall he demand such submission of others. Only will we submit ourselves to our Allfather.
• One shall never bear his blade against any man unarmed, nor against any child or elder; unless otherwise directly provoked. For a sheathed blade is an act of trust, and give unto others the trust that you would ask of them.
  • In dispute, provocation will be determined by the presiding Keeper or relevant authority.
• One shall live by his word. He will commit himself to any sacred oath & any vow he might profess & hold himself to the same values he would expect of others. Hypocrisy shall find no refuge in the hearts of the righteous.
• One shall not bring harm to any man he would invite into his home, nor to any man that had given him invitation. As to extend the hand of welcome & break such is the doing of a Heartlander.

THE HONOR IN DUEL

Let it be known that the pursuit of honor in duel is a virtuous endeavor, set by the principles of the Father and the traditions of the Norlandic peoples. It is by duel which we might rectify any slight upon one’s honor.

Thus, let it be scribed in this Law of Honor that:

Verily, should one feel as if he had his honor unjustly insulted or stripped from him, he may challenge the assailant to honorable combat. Such duels may only be invoked if discussion and legal proceedings cannot bring peace between the involved parties. The following proscriptions shall apply to every honorable duel, and any violation of these written orders shall be considered a breach of honor. To this righteous end, he shall abide by the following:

• One shall never invoke the honorable duel to settle common disputes.
• To purposefully maim a man in an honor duel shall be considered battery.
• One shall never kill a man in honorable combat, for such will be considered murder of intent. Our Allfather asks His children to settle their disputes in a manner befitting man, not beast.
  • Duels to the death may only be invoked in the gravest circumstances, should both parties consent, & that a Keeper believes such appropriate.
• Verily, to deny a rightfully-made challenge is to accept defeat and the loss of the dispute, & one shall abide by the consequences of their own actions, & of such pertaining to said loss. Furthermore, there is no reason, apart from physical disability, that one may cite to justify denying a rightfully-made challenge.
• Championship may be declared by either party in a duel. However, declaring championship allows both parties to select at their choice, a champion. Thusly, championship may only be declared within reasonability that one party is incapable of properly accepting the challenge, at distinction of a Keeper, such as crippleness or being martially unfit.

For a time before my own Father’s rule, the lands of Norland were Kingless, led by a High Keeper. She, over seventy-six years, ruled as a regent, keeping the idle Kingdom from falling into ruin. It was under herself that those who disguised themselves as withholding the blood of the Herald and fit for kingship were never recognised, and it was beneath her watchful endeavours that this kingdom would realise the king which it sought and it needed. Haakon - Though her duty did not end there, but instead her duty persisted through it, the Red Faith was strengthened, the gaze of the AllFather was active and persistent. And it was only a little while later that my own Modir, Dima-Queen, was entrusted with both my education and matters of the realm, even despite those around her who would recognise her not, she endured and continued upon the path to ensure that the realm was not torn, but rather held together. There is the Elder-Veta, who has at one point, aided the entire populace of the Norland and more with the matters of health and survival, not only has she committed to this, but her commitment to fighting alongside the Norlandic and healing cannot be understated. This story of theirs is one of many throughout the realm of women, similar to herself, who have aided this northern realm in various ways, to ensure that the Norlandic peoples may persist. 

During my father's rule, he was blessed with three daughters. Three, of whom I believe could and would rule better if not equal to me or any other son that he was delivered. Yet, I question the possibility of their rules, for in the history of this kingdom, there has been little to no knowledge or prominence of Queens recorded. The All-Father blessed the lines of his Herald; the blood of the Herald runs equally between both his sons and daughters. For days and nights I have sat before the flame of the All-Father, praying to be delivered the wisdom and to light my path, blessed is he, who has entrusted me with his wisdom and that he has delivered unto us the kingsmoot, that I feel it both a pleasure and necessity to bring forth these rights upon not only the sons, but also the daughters of the Herald.

DEFINITION OF THE FORGED

The following shall be recognized as Constructs of Non-Darkspawn Origin, hereafter referred to as the Forged and Wrought;

• Sorvians
• Mechanical Constructs

• Golemic or animated forms
• Any crafted, shaped, or artificed being possessing sentience, stable will, and no connection to Darkspawn corruption.

GRANT OF CITIZENSHIP

All Forged and Wrought who choose to call the Norlandic Soil home, and bear no trace of darkspawn taint, are hereby declared full citizens of the Kingdom of Norland.

They shall be recognized equally with all other citizens, enjoying the same rights, protections, and expectations under Norlandic law. 

No oath, rite, or ritual shall be required for this recognition, as none is required of any born citizen of the realm.

RIGHTS OF THE CITIZEN-FORGED

The Forged and Wrought, upon taking up citizenry, shall possess:

• Right of Hearth - To reside freely upon Norlandic soil.
• Right of Shield - To be protected under Norlandic law from harm or unjust treatment.
• Right of Voice - To petition, speak, and seek redress.
• Right of Hand - To labour, trade, craft, and pursue livelihood.
• Right of Honour - To serve in militia, warband, or official capacity alike as any citizen may.
• Right of Standing - To hold land, title, and position, save those that the Red Faith expressly restricts to living-borne.
• The Duty of Conduct - To obey the laws of Norland.

EXPECTATIONS OF CONDUCT

As any full citizen, the Forged and Wrought are bound to;

• Uphold Norlandic law.
• Fulfil lawful duties owed to All-Father and King.
• Defend the realm when called.

Failure of any such thing shall incur the same judgement, and punishment as any born citizen.

ON MALFORMED, CORRUPTED CONSTRUCTS

Any constructs- whether forged or wrought- found to defile the law, be unstable, violent without reason, or bearing corruption shall be;

• Examined
• Depending on necessity, exiled, or destroyed.

PREAMBLE

Long before the north was privy to the reign of the HIGH-KING HAAKON, the lands were steeped in a time of INTERREGNUM, itself ruled upon by the HIGH-KEEPER ELLENORE, who, with a nation that failed to procure a worthy king for decades, sought the aid of the most worthy and competent of hirdmen to administer and reign within the borders of the Northern-most Kingdom. Thus would it be formed, as the days to the kingsmoot were heralded, so too was a proper council, ashen, red, the name mattered not. For what it stood and the duties performed by this council had remained consistent and true.

“But it served a great purpose of divvying out realms of authority to those most competent of the Hirdsmen. Now, as the borders of this Kingdom become secured by the strength of Purifiers & Levies, & Kingsmoot draws near, it becomes evermore necessary to solidify the positions of our most righteous Council.”

Thus, it is seen fit to form and structure another council to further benefit the administration and continuance of the northern realm. It has been deemed a necessity that it once more fields a council of equal virtue and importance. Inn Fylki Ráðsnjallr, or better known as The Provincial Council, is what it shall come to be known as. The council will come to reign as the highest members of the realm's leadership. The most faithful and most competent shall be those who comprise this council and they shall serve to further better this Kingdom of Norland.

Inn Fylki Ráðsnjallr 

Introduced as the replacement for the now temporarily defunct Red Council. The Provincial Council of the governorate shall be seated by the highest of men and women serving beneath the banner of the realm. Faith, betterment to the Kingdom and loyalty to the Rurikkid are all traits which encompass each sitting member of the council and more. To be seated upon the council is to be one entrusted with executing solutions, tasked by the Imperial Governor, King of Norland, Queen of Norland & High Keeper of the Red Faith; with each bound to the upholding of the ruric line and Red Faith.

Yet, unlike the councils of yore, this rendition of the previous ashen and red councils shall, alongside comprising a broad variety of individuals who may serve as secondary advisors, this council shall too hold the most prominent members of the Norlandic community, those who seek to steer the very direction of this realm and replace the perpetual darkness which might cling onto this kingdoms’ administration.

PREAMBLE

Long before the Kingdom of Norland had become, the Narvaukiaan peoples still gathered in forms of moot & sting to speak amongst one another the ongoings of their days. Their tribal communes & villages of meager size only produced councils of ‘elders,’ their oldest & most wise of men who had learned much in their day & now acted as fonts of knowledge. Of course, these elders most often advised the Chieftain of their clan, & helped guide the youth toward paths already well-known & traveled. Thus, the customs of council had been long established within our culture, & long did it continue after.

The centuries following the establishment of the Kingdom would be tumultuous, but they would also be times of cultural mingling with Southron races. From this, the Narvaukiaan peoples learned the ways of Southlanders, how they conducted their levies, how they organized their men, how they chose their council. Kings of Norland would eventually begin to hand-pick leaders amongst their kin to assemble many advisors carefully; this would result in the first of the King’s Council, the Ashen Council, & later the Small Council of Nordengrad. Such would become a common trend amongst every iteration of the Kingdom, as it was seen wise to delegate specific duties to talented individuals who could excel in one area of interest.

The Interregnum has been a period of long rule by the Court of the High Hearth - rule by the High Keeper of the Red Faith & the Master of the Order of the First Flame. An Ashen Council, a King’s Council, it mattered not what its name was, but it served a great purpose of divying out realms of authority to those most competent of the Hirdsmen. Now, as the borders of this Kingdom become secured by the strength of Purifiers & Levies, & Kingsmoot draws near, it becomes evermore necessary to solidify the positions of our most righteous Council.

Inn Rauðr Ráðsnjallr, The Red Council, it shall be known. Such shall serve as the ultimate governance authority of the Kingdom of Norland. Through it, all affairs of the state shall be done, & its body shall be composed of those chosen from the Eldrhird. Only the most faithful & worthy will be raised as Councilor. It requires a demonstration of loyalty, strength, & capability, for leadership is not a gift nor right - it is earned.

THE RED COUNCIL

The highest body within the Eldrhird. A council of the most esteemed men & women of the Kingdom, the authority each holds respective to the title they bear. Each man amongst the Red Council is chosen for their worth to the Kingdom - faith in the Allfather & loyalty to the Rurikkid. They are not merely advisors but executors, tasked with the great & glorious purpose of conducting the will of the King & the High Keeper; each is bound by oath to uphold the Ruric line & the Faith.

Those who sit at the top of Inn Rauðr Ráðsnjallr are the King of Norland & the High Keeper of the Red Faith, who both guide the Kingdom toward prosperity in adherence to Allfather’s Tenets. Both are elected to their positions by independent councils, the King by Kingsmoot & the High Keeper by Hearthsmoot. Through both the King & the High Keeper, the ultimate decisions of the Realm will come to pass, decisions carefully considered & guidance asked by their Red Council. 

The Hand of the King is the primary advisor to the King, a personal assistant who undertakes any responsibility they are called to perform. They are the most trusted hand, & as such, are called upon for any duty. In the King’s temporary absence, his Hand may act as his speaker should the King permit him such honorable duty. They will act if he has acted, & speak as if he has spoken, & for this reason should appear when the King may not. Their typical responsibilities include: the King’s sword hand, presenting with him during moots & stings, handling diplomatic meetings, & sending letters to foreign leaders.

The Lord Purifier is the warmaster of the Red Council, leading the forces of the Purifiers & rallying the Host of the Eldrhird. The Lord Purifier ensures the realm’s borders are secure & manages all forms of combative preparation for the Kingdom. They are charged with training & recruiting new blood into the Purifiers, ensuring the safety of the Realm’s subjects, & managing the administrative duties of the Order of the First Flame. The Lord Purifier is also charged with managing Sanctioned Sorcerers, ensuring they conduct themselves within the boundaries of the Red Law. Should war be upon the Kingdom, the Lord Purifier is charged with drafting marching orders & battle plans, urgently bringing them to the attention of the Red Council.

The Master of Gold is the proprietor of Norlandic trade & the Kingdom’s manager of economic burdens. The Master of Gold is charged with organizing the funds of the treasury, collecting taxes from the city & its vassals, & assisting those seeking housing within the land. They are to appoint Senseschals & Stewards to aid in these duties. When titles & lands are appointed unto new vassals, the Mater of Gold is expected to determine the appropriate tithes & tributes that must be delivered.

The Master of Revelry organizes recreational events & festivals. Often, many are appointed to serve the Master of Revelry to aid in various tasks, such as Skálds, Huntsmen & Keepers. The Master of Revelry is charged with ensuring that the taverns, festival grounds, & all attractions are maintained to a high standard. That the morale of the Norlandic peoples is always held in high regard, & that tourneys are called to enable wanton acts of violence & aggression, all in good fun.

The Thegn of Væringjar is the leader of the VÆRINGJAR, the highest honor given to Purifiers for their martial prowess. There are only six Værgingjar & only one Thegn among them. The Thegn is personally selected by the Lord Purifer & the King, to act as the King’s personal Huskarls. Their role is to work closely with both the Lord Purifier & the King to ensure the security of the Rurikkid & the Ashwood Throne at all times. 

THE ELDRHIRD & RURIKSTING

Where the Red Council is composed of the most capable & trusted advisors of the Kingdom, the Eldrhird is composed of the Realm’s many Jarls, Hesirs, Lairds, & other esteemed positions of leadership. The Hird acts as the voice of the subjects, & allows the lords to speak the minds of their peoples to the Red Council, ensuring that the King & the High Keeper are kept knowledgeable of the Kingdom’s ongoings & potential problems.

When the Eldrhird is called to mustre, it is known as the Ruriksting, when all lords of the Realm rally to host themselves before the Ashwood Throne. It is when the peoples of the Kingdom of Norland may petition the Red Council & hear their pleas; this is also the most appropriate time for the Master of Gold to collect tribute from the vassal-lords, to ensure the maintenance of the Realm. Let the halls of the Ruriksting resound with weighty deliberations, honorable arguments, & the resolute decisions that shape the very course of the Kingdom of Norland.

The Kingdom of Norland has always maintained a form of the King’s Court throughout its history; from the fabled lands of Thales to these very shores we walk, known as Sólheim. For the welfare of his loyal subjects, the King of Norland has ever sought to bestow his favors, to venerate our valiant heroes, and to pass judgment upon the Unworthy. Thus, guided by the wisdom of the Chieftains of the Rurikkid, and with the sanction of the King of Norland, the establishment of the Ruriksting is solemnly decreed.

The Ruriksting of the King of Norland shall be the body of which the Chieftains, Baronage, and People of Norland can petition, give tribute, and be heard by the King of Norland. As the Ruriksting functions it shall be a beacon of unity and honor, a testament to the collective will of the Realm and the King. With the King to guide us and hear us, our ancient customs and laws shall remain. Let the halls of the Ruriksting resound with the weighty deliberations, the honorable arguments, and the resolute decisions that shape the very course of our Kingdom.

AND SO IT SHALL BE the Ruriksting of the King of Norland shall be established for the Chieftains, Baronage, and People of Norland to have a voice. It shall be exclusively overseen by the KING OF NORLAND.

BY THE WILL AN AUTHORITY OF THE KING OF NORLAND the Ruriksting shall consist of the following positions:

• The Royal Household of the King, being his wife and direct descendants

• The Rurikkid Chieftains, of Edvard, Eirik, and Frey’s sacred lineage

• The Chieftains of Norland, for their words must be heard

• Thanes, the most notable heroes of Norland

• The Court Alchemist, the most renowned alchemist within Norland

• The Court Huntmaster, the master of all beasts within the Norlandic Realm

• Huskarls, able warriors given the King’s favor

• Skjald, master bards given the King’s favor

• Scribe, learned men given the King’s favor

ASHEN COUNCIL

The Ashen Council of Norland shall be those most trusted and able to advise the King of Norland. As the Council is an integral part of the Ruriksting, being expected to attend the King as it is held, they shall offer wise counsel and unyielding loyalty. The Ashen Council shall aid the King in all matters and are often called on to take the place of the King in certain areas of expertise.

AND SO IT SHALL BE the Ashen Council of Norland shall be established for the King to listen and deliberate. It shall be exclusively overseen by the KING OF NORLAND.

BY THE WILL AND AUTHORITY OF THE KING OF NORLAND, the Ashen Council shall consist of the following positions:

• Hand of the King, as the second to the King

• High Keeper, as the Master of the Order of the First Flame

• Master of War, as the Warmaster of the Norlandic Host

• Master of Coin, as the Proprietor of Norlandic Trade

• Master of Keys, as the Chief Seneschal of the King

TRIBUTE & TAX

The system of tribute and taxation within the Kingdom shall now be directed through both the Ruriksting and the Master of Coin. For all Clan and Jarls, they shall pay their tax in the form of tribute to the King with as many of their number present as possible, so as to earn his favor and display their prowess to all. For Clans or Jarls who have been found guilty of wrongdoing, failed in word or deed, or brought the King’s ire, they shall pay weregild before the Ruriksting and make amends. All individual home owners shall continue to pay tax through the means provided by the Master of Coin. Any Clan or Jarl that fails to attend the Ruriksting for more than three years shall incur the ire of the King of Norland.

AND SO IT SHALL BE the tribute and taxation of the Kingdom of Norland shall be reorganized through the Ruriksting. It shall be overseen by the MASTER OF COIN and the KING OF NORLAND.

I have been King of Norland for many years, far longer than most other leaders I have seen in my time. I am now the longest reigning king in Norland’s history, and it has come time for me to spend time with my wife and daughters. I have accomplished all goals I set out to accomplish, and upheld all promises I have made. I know my reign was not perfect, no reign can be, however I sincerely hope during my time as king that I was a good leader for my people. It has been a great burden and blessing to serve my fellow Norlanders as their king. All citizens of Norland are invited to participate in the common defense of our proud nation. To keep Norland the bastion of freedom and morality it has been since the time of King Caedric Edvardsson ‘The Reclaimer’ it is the DUTY of every Norlandic citizen to take up arms in times of strife or otherwise aid the effort of our righteous national defense. We all lift together. We all fight together. Norlanders never kneel. Norlanders never die. IRON FROM ICE!

After many years and hardships overcome in the conflict against the Mori, our people find themselves on this new land called Solheim. It has become increasingly apparent that the will of the Norlandic people is united in the pursuit of common defense of their Norlandic neighbors, and as such it comes time for a reformation of the national military to reflect this virtuous will.

IT IS BY THE Authority and Will of His Royal Majesty, Odin Freysson Ruric, King of Norland and High Chieftain of the Rurikkid Clans, that the Royal Norlandic Ashguard be reformed to better reflect the people it represents. The Ruriksguard is to be established as the personal levy of the King which will protect the royal family and oversee the individual clan levies of Norland. Each Norlandic clan is hereby ordered to form a levy to be led by their Chieftain or a levy leader of their choice under the guidance of the King and Marshal.

Each levy MUST meet the following requirements:

• Clan levies MUST follow and enforce all Norlandic laws.
• Proper equipment in good condition MUST be kept by all members of each individual clan levy in a state of readiness at all times.
• Clan levies may design an armor of their choosing, however it MUST include both the Norlandic colors AND the clan’s colors it represents. Additionally, it must be up to a standard quality as determined by the King or Marshal.
• Members of a clan levy MUST be members of the clan levy they serve in order to wear Norlandic colors. A written notification to the King must be given or sent at the earliest convenience of each new recruit so a registry may be kept up to date.
• Members of a clan levy MUST be held to the highest standards of moral character so as not to bring shame on the clan they represent or Norland as a whole. Any levy member discovered to be acting in a shameful way MUST be severely punished by their clan chieftain AND/OR the Marshal depending on severity.
• Each levy MUST participate with their fellow Norlandic clan levies in periodic training to ensure readiness of skill in arms and bonds of comradery.
• Clan levies are encouraged to donate excess resources vital to national defense used in the production of arms, armor, and other equipment including horses and food to a common national stockpile kept in the national armory.

Furthermore, within the Royal Norlandic Chancellery, any and all citizens of the Kingdom of Norland are free to anonymously place a book of complaints or a book of suggestions within one of the marked letterboxes.

May this newly established building serve the Kingdom of Norland and her people dutifully and with great honor.

Edict of Removal and Appointment

To the loyal citizens of the Kingdom of Norland,

It has come to the attention of the Office of the Chancellor and subsequently the entirety of the Royal Government and the Crown that a breach of our trust and a breach of loyalty has been committed within the borders of our Kingdom by the Lord of Bjornfjall. Not only has the Lord failed to govern his assigned Land properly and to an extent which satisfied the crown, but also failed to support the Kingdom of Norland during the rebellion of Ironguard both militarily and politically. 

It is subsequently the will of His Majesty the King that the Lord of Bjornfjall is stripped of his titles, his assigned lands and honors. He shall no longer be considered the Baron of Bjornfjall and shall lose the right to name an heir. His duties as Lord of Bjornfjall are to be assigned to the Chancellor of the Kingdom of Norland, who shall act as a Lord Regent of Bjornfjall in place of the Crown. 

It is thus with the signing of this edict that the Chancellor of the Kingdom of Norland, Asmund Camian, is to be appointed and assigned as Lord Regent of Bjornfjall. He shall be assigned any and all rights, duties and authorities of the Baron of Bjornfjall.

As peace once more is established within the borders of our homeland, the Royal Chancellery of the Kingdom of Norland has convened with the members of the King’s Council and set forth a number of decisions. It is with this document that the Royal Chancellery hereby officially announces the creation of the following administrative and executive reforms regarding the royal government of the Kingdom.

The first reform constituted by the Office of the Chancellor is to be the establishment of an administrative building, which is to be known as the Royal Chancellery, within the city of Alisgrad. This building is to be accessible by all citizens of the Kingdom of Norland in order to bring forth concerns to the attention of the Crown and His Royal Majesty’s government. In addition to the aforementioned, the Chancellor is to furthermore establish a royal letterbox in front of said building for written concerns towards the administration.

The second announcement from the Office of the Chancellor is the calling for a mandatory annual meeting and convocation between the royal government and communal governments of the Kingdom of Norland in order to directly address any issues or conflict between the two entities or any further matters which require His Royal Majesty’s Government’s authority or assistance. These meetings are to be held between at least 1 representative from the Royal Government and at least 2 representatives of the communal governments. Failure to convene to such royal convocations may result in demotion or removal of office.

 Lastly, the Office of the Chancellor hereby announces the beginning of a royal governmental reviewing period. During this aforementioned period the Chancellery is to closely overlook the duties, authorities and responsibilities of each and every high-ranking governmental member of both communal and royal administrations. It shall be during this time that removals, appointments, demotions or promotions are to be handed out by the authority and will of His Royal Majesty the King.

A Future for Cartref Mor

12th of The Grand Harvest, 87 S.A.

The Kingdom delivered a devastating blow to the seditious forces stationed in Cartref Mor with the death of their leader recently. Following this, a discussion was held with the Rex of the Horde to discuss the best possible solution for the Adunic citizens currently holding residence in the region, and it was agreed that it would be beneficial to grant three years of safe passage for any citizen of Cartref Mor wishing to make an exit. This safe passage would include those that have conspired against the Kingdom and now wish to seek asylum elsewhere on Nyrheim as long as they do not continue to spread unrest within the Kingdom during this period. However, citizens who hold loyalty to our Kingdom are encouraged to relocate to the capital of Alisgrad to make use of the housing and resources at the heart of the kingdom.

Edict Against Disloyalty

This Edict is Issued on, 12h of Sun’s Smile, Year 86 of the Second Age

The matters of loyalty and honour are of grave importance to His Royal Majesty, King Odin Freysson Ruric, as it is upon these values that all of Creation is judged. To swear an oath of loyalty to the King of Norland and to scheme behind the backs of Him and His council is to sully your Honour in Word and disgrace yourself and your peers. Moreso it is a greater dishonour to spread false information and lies in an effort to shamefully gull the steadfast and loyal of the Rænrlands.

The Oathbreaker Aurelion’s conspiracy of Cartref Mor, also referred to as the Ironguard Hold, are a folk who have attempted to mask their disloyalty through sly means, even going as far to try bringing loyal citizens of the realm into their attempts of conspiracy. Fortunately, their attempts have horrendously failed on their part and we are now able to see them for who they truly are: conniving backstabbers.

ARTICLE I. LORD AURELION MARSYR

It was the Oathbreaker Aurelion Marsyr, the son of the late-Honourable, Lord John Marsyr, who has shown the true colours of his leadership. With support of his own council inflaming his unending ambition, the Oathbreaker Aurelion violated the terms of the Bill of Sale signed in 67 S.A. by his late-father, and he furthermore sullied his own Honour in Word as he had sworn an Oath of Loyalty and recertified his father’s commitment to abide by the Bill of Sale; all in a vain effort to further his own pride and greed. Declaring himself with the false and unrecognized title of High King. He has made his ambitions clear that he intends to conquer the lands of our vassals and to eventually declare a war on the lands directly held by the King of Norland in a final act of treason.

Let all who read this know, these specific terms outlined in the Bill of Sale signed in 67 S.A.:

   II.    As landholders of the Kingdom of Norland, the new residents of Ironguard will be held to the obligations of the position, and will be afforded the privileges associated, including but not limited to:

-    The responsibility to enforce Norlandic law within their territory.

-    The responsibility to answer the call to Norland’s defense, should the need arise.

-    The right to raise a levy for the defense of the holding.

-    The right to govern the land as they see fit, provided they remain within the bounds of Norlandic law in so doing.

-    The right to request the garrison and protection of the Ashguard, should the need arise.

ARTICLE II. THE PEOPLE OF CARTREF MOR

Citizens of Cartref Mor, presuming that they had no direct part in supporting the Oathbreaker Aurelion’s ambitions, are still considered a people of respect and honour. It is not their fault that the one who leads their lands intends to drive them towards a destructive path of conflict. Unless suspected to be in violation of Norlandic Law by assisting the outlaw Aurelion Marsyr, loyal citizens of Cartref Mor SHALL NOT be harmed or prosecuted for their place of residence or loyalties prior to Aurelion’s Oathbreaking.

ARTICLE III. EVICTION

The Kingdom of Norland intends to reclaim Cartref Mor from its overambitious, honourless, and disloyal leadership, seeking to reinstate it back into the Crown’s held lands until a new replacement leadership, from within the people of Cartref Mor, can be suitably found to lead it. With this edict, the King of Norland declares His intentions to evict the Oathbreaker Aurelion and his conspirators from the lands of Cartref Mor. They are to be, if possible, put on trial for their crimes as well.

By the Authority and Will of His Royal Majesty, King Odin Freysson Ruric, King of Norland and High Chieftain of the Rurikkid Clans declares that Aurelion Marsyr and his conspirators are hereby declared traitors, oathbreakers, and outlaws, and are stripped of all lands and titles and subject to the full extent of the King’s justice.

Upon receiving this edict, all Subjects of Cartref Mor are welcomed to seek refuge in the remaining loyal lands, those who do so SHALL receive food and shelter, and may elect among themselves a leader to represent those loyal men of Cartref Mor to reclaim the hold for the honorable Audunian peoples.

Market Reform Initiative

17th of the First Seed, 86 S.A.

The Kingdom of Norland, with its evergrowing economy, has recently become an astute economic power in Nyrheim under King Odin. To complement our rising growth, a reform to our market system has been made to incentivise and assist our citizens with playing a role in our economy to further boost our capabilities as a nation through the prosperity of our hardworking men and women. The Kingdom shall, assuming certain conditions are met, grant stalls that are tax-free. The conditions to be met are listed below in the following articles. 

ARTICLE I. STOCKED GOODS

As the Kingdom wishes to ensure that the Alisgrad markets are a reliable source of goods and to promote active use of the stalls, the stalls must be regularly stocked with goods to be sold and distributed. If a stall under the free stall initiative is not actively restocking their goods, they may find themselves unable to use their stall in favour of someone else who is able to provide a reliable flow of goods.

ARTICLE II. DISTINCTION

All market stalls under the free stall initiative must provide a set of goods that is not already being sold by another stall under the initiative. This is to remove unhealthy competition as each stall owner provides a desired set of goods of their own that can gain them distinction among their peers and encourages customers to visit a variety of stalls instead of one free stall monopolising all desired goods. 

ARTICLE III. COST

The price of the goods found in each stall under the initiative must be comparatively cheaper than goods found in the markets outside of our Kingdom. This is to promote quality goods being found in our Kingdom for a cheaper price, encouraging our citizens to support our own economy as well as encouraging visitors from outside our Kingdom to trade and partake in our markets.

Steadfast Victory

20th of the Sun’s Smile, 86 S.A.

Today, a great victory has been won. Following our edict where the oathbreaker Aurelion Marsyr the Unfaithful was exposed for his treason, the army of Aurelion and his supporters stormed into the gates of Alisgrad expecting minimal resistance. However, they were wrong. They would instead be met with the force of the Royal Norlandic Ashguard. Before the Adunians ran from the city with their tails between their legs, they had managed to assault and kidnap the peaceful Keeper of the Red Faith, Grigori. 

Seeing this, the King ordered that a detachment consisting of both the valiant Royal Norlandic Army and the brave citizenry of the Kingdom go forth to Cartref Mor to rescue the Keeper from torture and murder. It was there that the heroic force of Norland encountered the ill-equipped supporters of Aurelion and the treasonous oathbreaker himself. The Kingdom came with a force of 1,000 brave men and women, while Aurelion’s army consisted of about 1,100 according to our scouts.

The forces of Norland had utilized a moment of weakness by Aurelion’s forces, and were met with no resistance as Adunian citizens cheered at the sight of Norland’s banner. As they courageously made their way further to the keep where Grigori was found severely injured and in chains. It was at the keep that a battle was fought and a victory was easily found by the Norlandic forces - suffering no casualties of their own while the army of treasonous outcasts had suffered severe casualties, limiting their numbers to a handful of people who fled from battle. Victorious, Norland had rescued their Keeper and captured Aurelion Marsyr the Oathbreaker with ease. The oathbreaker, seeing the overwhelming victory of the Norlandic forces, had continued to shout lies in a poor defense - showing that he was not only a traitorous, greedy, and deceptive individual, but a coward not willing to accept responsibility for his own actions too.

Knocked out to prevent escape, Aurelion Marsyr the Treacherous was taken to Alisgrad where he faced the consequences of his actions, betrayals, greed, and hostilities.
