GENERAL SECURITY TESTING

I. All Citizens of the Silver State, Sillumiran and visitors entering the city may be subject to lawful testing to determine their integrity. 

II. Approved testing methods may include salt tests, aurum tests, Sigismund candle test, or any other method authorized by the State.

III. All testing must be carried out by authorized officials. Such testing shall not involve unnecessary cruelty, permanent injury, or unlawful humiliation.

IV. Any person who fails a lawful test may be detained for further examination under State authority.

DUTIES & REGULATIONS OF ELSILLUMIRAN

I. All Sillumir personnel are required to carry Darkspawn testing equipment while on duty.

II. While on duty, all Sillumir personnel must wear their assigned armor and carry their required weaponry.

III. Sillumir personnel may be subject to random inspections of their equipment, armor, and weapons.

IV. Sillumir personnel assigned to gate duty must maintain the gate registry (Article III.) accurately and follow all official entry procedures.

V. Failure to comply with these regulations shall result in disciplinary action.

GATE SECURITY

I. A Templar brazier shall be installed within the city gates.

II. All visitors entering through the main gate must provide the following information:

- Full name

- Place of origin

- Weapons carried

- Reason(s) for visit

- And any other information reasonably required for public safety

III. This information must be written into the gate registry by the Sillumir on duty.

IV. All visitors must undergo lawful integrity testing before entry, as described under Article I, of which the result must be written into the registry.

V. If a visitor refuses to provide accurate information, gives information that conflicts with existing records, fails to declare weapons, or fails a lawful test, they may be refused entry, temporarily detained, searched, or investigated under State authority.

VI. All visitors may be searched for contraband. Contraband includes, but is not limited to:

- Explosives

- Azhl weaponry

- Undeclared weapons

- Forbidden magical items

- Items judged by State officials to pose a threat to public safety

VII. Undeclared weapons or contraband may be confiscated. Serious violations may result in detention or prosecution.

INTERNAL SECURITY

I. A citizen registry shall be maintained for all citizens of the Silver State.

II. Citizens must provide the following information when requested by authorized officials:

- Full name

- Place of residence

- Weapons carried

III. Citizens of the Silver State are required to undergo lawful integrity testing when ordered by authorized officials, as described under Article I.

IV. Any lair, hidden chamber, underground room, concealed passage, or secret structure that has not been inspected and approved by the State is prohibited.

V. Any person who owns, controls, maintains, conceals, or knowingly uses an unapproved hidden structure shall be subject to prosecution under the laws of the Silver State.

VI. If a person is found in possession of an unapproved hidden structure but claims they had no knowledge of it, the matter must be investigated before punishment is imposed.

AUTHORITY OF THE SILVER STATE

I. Authorized State officials may inspect suspected hidden chambers, conduct lawful integrity testing, search for contraband, enforce gate procedures, and uphold the articles of this Act.

II. Any person who obstructs an official investigation, provides false information, hides weapons, conceals an unlawful chamber, assists another person in evading these laws, or refuses lawful testing shall be punished according to the severity of the offense.

III. Punishments may include:

- Fines

- Confiscation of weapons or contraband

- Temporary detention

- Imprisonment

- Exile

- Death, in cases of severe threat to the Silver State

“Blessed citizens of the Motherland,

As was previously announced upon my assumption of the title of elOkarir’sil, elSillumiran shall undergo drastic change in order to be brought to conformity with the new standards of the age, and to be able to carry upon their shoulders the protection of our swelling populace, the defense of our sacred halls and marble walls.

Therefore, it is after consulting elSohaer and elHeial’Thilln, that I announce the following be enacted into law, effective immediately.”

I. ON CONSCRIPTION

Henceforth, all Citizens and Blessed Citizens of the Motherland are lawfully required to take up arms in its defense - to learn the way of the blade of elSillumiran, and to go through the hardships of active military service.

Therefore, from this point onwards, all Citizens and Blessed Citizens are to report to The Bastille to be supplied with arms and armour, to be tutored in decorum, martial skills and knowledge of the Silver Law.

Service within elSillumiran is mandatory for all Citizens and Blessed Citizens for a period of four consecutive years.

Upon entering conscripted service, all Citizens and Blessed Citizens acquire the rank of elSilthulir, and join the Silthuliran Corps.

Shall a Blessed Citizen decide to continue their service within elSillumiran past their mandatory service period, they acquire the rank of Fi’Diraar.

Lauriran, Malauriran, Tilruiran and Okariran are exempt from such service. ElOkarir’sil may exempt Citizens and Blessed Citizens from mandatory service at their own discretion.

Citizens and Blessed Citizens who have completed their mandatory military service are liable to be mobilized in times of extraordinary need, at the discretion of elOkarir’sil.

II. ON THE FORMATION OF ELSILTHULIRAN

Henceforth, the rank of “Auxiliary” is null and void. Any and all who hold this rank now acquire the rank of Silthulir.

The rank of Silthulir is the highest attainable for Citizens. All conscripted Citizens and Blessed Citizens acquire this rank, and Blessed Citizens may advance past it should they desire to continue their service.

ElSilthuliran shall be formed in their own distinct corps, serving to aid the main body of soldiery within elSillumiran as auxiliary units.

The ElSilthuliran Corps shall be commanded by a Div’Kinael, aided by a Tahorran, both appointed at the discretion of elOkarir’sil.

III. ON THE DISSOLUTION OF ELEVARIRAN’THILLN

Henceforth, the private guard of elMaheral, known until now as elEvariran’Thilln, is to be dissolved.

All Sillumiran who serve actively within elEvariran’Thilln are to be transferred to the main body of Sillumir soldiery.

IV. ON THE OFFICER CORPS

The officer corps of elSillumiran is to be formed by junior officers - elTahorranii - and senior officers - elDiv’Kinaelan.

ElDiv’Kinaelan and elTahorranii are appointed at the discretion of elOkarir’sil.

ElDiv’Kinaelan are tasked with the leading of corps-sized units, the oversight of daily activities of elSillumiran, the conduction of oath ceremonies, the leading of soldiery into battle, and with any other tasks and responsibilities that may be entrusted upon them by elOkarir’sil or elTilruir’sil.

Each Div’Kinael is assigned a second in command - elTahorran. As such, elDiv’Kinael may appoint a Tahorran after gaining permission to do such by either elOkarir’sil or elTilruir’sil. ElTahorranii are tasked with aiding elDiv’Kinaelan with the daily operations of the unit entrusted upon them.

V. ON RITES OF INITIATION

Henceforth, elSillumiran shall know the following rites of initiation:

1. The Oath

Each newly recruited Sillumir or Silthulir are to profess the oath of loyalty which has stood unchanged for millennia.

2. The Vile Hunt - elAel’orran

Upon ascending the rank of Halerir, the Fi’Diraar is required, under the guide of a Tahorran or an above-ranking officer, they are to hunt down and kill a dangerous wild beast. Upon the completion of the task, they are to take a trophy which shall be reforged into an accoutrement to further their service within elSillumiran, and presented thence to the officer commanding, wherein they are officially promoted to the rank of Halerir.

3. The Silver Ball - elAnnyerin’thilln

Upon the ascension of any officer rank, the person thence promoted is afforded a ball, to be paid for by the coffers of elSillumiran, wherein their ascension to this most sacred duty is to be celebrated by both the residents and the citizenry of elCihi’Thilln. ElAnnyerin’thilln is to be organized by a Tahorran or above-ranking, appointed for such at the discretion of elOkarir’sil or elTilruir’sil.

In these recent decades, our Blessed Bastion has grown quieter in the tread of her guardians. The marble corridors that once echoed with the step of disciplined patrols now rest too still. This calm, though serene to the inattentive eye, is not borne out of vigilance, but of absence.

For too long have we fallen into complacency. For too long have the sacred streets of elCihi’Thilln been deserted of soldiery. For too long have our walls, their ramparts and their high towers, been manned by ghosts. For too long have we allowed the rot of contentedness drive the Weeping Blades away from their oaths. For too long has weakness gone unseen, cowardice gone unpunished, mediocrity gone unaddressed. For too long has the very shield, sword and pike of the sacred way of elMaehr’sae Hiylun’ehya been left to rot and dissolve from within.

Blessed citizens, living and toiling under the Silver Bough, it is with heavy heart that I address nae all, that I allow myself to so blatantly put in wording our failure as Mali’aheral. We have, jointly, destroyed elSillumiran, and still cling to their memory as if it was a living fact.

ElSillumiran, once the living symbol of our unity, our merit and our grace in arms, stand diminished in number. Too few now don the argent cuirass, too few uphold the ancient oath that binds us to the defense of our people, our way of life, elMaehr’sae Hiylun’ehya itself.

Therefore, I proclaim that elSillumiran shall undergo a comprehensive reform, guided by the twin tenets of efficiency and excellence. Let it be known that the age of stagnation, the age of our quiet death, is ended. As elCihi’Thilln sees its revival under the caring hand of elSohaer and elMaheral, so too shall its blade and shield, The Weeping Blades, see their restoration under my guide.

Henceforth, the following shall be enacted:

I. First and foremost, we are to rid ourselves of the shameful rank of “Auxiliary”, for which we use a Valah word. From now on, those citizens of elCihi who wish to take up arms in the defence of the Motherland, and are yet not of the Blessed Blood of elMali’aheral, shall don our armour and toil under our crimson flags under the name and structure of elSilthuliran - a new unit that shall be commanded and led by oem Sillumir of the rank of Div’kinael, to be appointed by myself in due time;

II. Secondly, I hereby declare that elEvarir’Thilln shall be disbanded. Whilst it is true that elMaheral must always stand protected, and that the very person that ensures our Eternal Purity shall always be accompanied by armed and armoured soldiery, it is also factual that for many decades this unit has existed in name only. The unit shall be restored when elSillumiran are brought back to their former glory, and are able to take on duties additional to the protection of the general citizenry;

III. Complacency and contentedness is a rot, one which breeds insubordination, fragility and weakness of will. It is to be exterminated without mercy and with no compromise afforded. It is because of this that as my third act as elOkarir’sil, in conjointment with elTilruir’sil, I declare that in due time a law shall be introduced to bring about a state of general conscription for the Blessed Citizenry. All those below the stature of elLauriran, elMalauriran, elTilruiran and elOkariran shall be required to take up arms in defense of their people for an amount of time to be specified at a further time;

IV. For too long have our blessed blades and shields been led by a single person and for too long have their numbers been too diminished, so as to not allow for any further subdivision. It is to remedy this situation that I announce that the main priority for the restoration of elSillumiran to their former glory shall be the introduction of more officers into its ranks - Mali’aheral capable to both fight and lead, men and women of sound mind, impeccable discipline and proven valour. Thus, I declare open the recruitment for people to fill the ranks of Tahorran and Div’kinael, those that shall form the backbone of elSillumiran.  Let those of discipline, intellect, and resolve step forward to guide our guardians anew.

V. Finally, trainings and patrols shall be reinstated, their organization entrusted to the officers under the watch of elOkarir’sil and elTilruir’sil, and participation therein strictly enforced. Emphasis shall be put upon coordination, martial skill, mental acuity, decorum and knowledge and application of the Silver Law.

Blessed citizens of Haelun’or,

Know that these reforms, the enactment of which shall unscrupulously be enforced, are ne borne out of malice or disdain, but out of conviction - conviction that the Motherland deserves evariran worthy of her marble towers and her shining minds, of her history and her sacred tradition. Let this serve as a declaration, first and final: the Silver Host shall rise anew, not as it was, but as it should be - unwavering, unbendable, unbreakable; refined, resolute and relentless.”

By the glimmer of our silver heritage, by the sacred thread of Larihei’s own blood, I stand before you not merely as a soldier, but as a son of Haelun’or—our beloved home.
 

Long has it been since the role of Okarir’sil was filled, and only for a short time shall it be. This missive stands as a testament to that truth, and to my own need to serve — that our people might survive the calamities already gathering upon this continent. When we have assured the safety of our people, then my service shall be finished.
 

Kin, who hold the prestigious blood of Larihei, Mali’thill. I speak as one who has taken up the sorrow of the blade time and again — a soldier of the Weeping Blades. I speak in the hope of stirring courage in our people, safeguarding the sanctity of Larihei’s followers, and keeping the streets of our el’cihithilln unmarred.

Within the marbled walls of Tahn’miar, as within the cities that came before, the order of stations is clear. There are the Laurir, heads of talonnii of highest prestige — such as the Uradir, Visaj, or Calith — whose name carries long years of respectable service. The Silver Council are the advisors to the Sohaer, each holding their own institutions and roles within. In terms of roles, the Sohaer comes above their advisors, the Silver Council, the Sohaer is who leads the people, whose voice resolves indecision, and an endless duty to ensure that our people may always have a home. And higher still, the Maheral — who simply is. The Maheral is a symbol amongst our people, it is he who is deemed purest within the city, and their voice carries reverence, it is absolute. Should they retire, they are still with their role, now titled as a Malaurir, whose presence still commands respect.

Outside of these roles, every mali’aheral stands equal in station. This equality is not softness — it is a shared and solemn obligation to preserve the purity, wisdom, and dignity of our lines.

Yet why is it such a pity that we must serve in elSillumiran? Because every battle, every action taken provides a mark upon the purity, the perfection that our peoples are meant to embody. Even still, we bear the sorrow willingly, staining our faces and hands alike so that the visage of Larihei’s children may remain untouched. This is our burden, our duty and our honor.

Thus, by decree of decorum, let our conduct — soldier and citizen alike — be plain, precise, and without needless display. The Sillumiran shall wear no gems or trinkets in the line of duty, for a ring or chain draws the attention from the task at hand. Your armor must remain spotless, as it is your statement on your honor. No skin is to be exposed without necessity — let helms, greaves, and mantles remain fastened, for modesty is discipline, and discipline is victory. Your words must be deliberate and spoken with care, those who speak out of line shall break the formation faster than any foe will. Let your posture be a proclamation — shoulders square, back unbent, stride even, gaze steady yet courteous. 

Citizens of el’cihithilln, your charge is no lesser. Let fine silks be of the garb you wear, without trinkets or jewelry, as Larihei’s form needed no gaudy gems. Modesty is your armor, keep that covered, that of which is not for display. Guard your speech as you guard your gates — each syllable weighed as though the Okarir themselves stand beside you. Weave in the language of our old tongue into your daily speech, so that it may not be forgotten, teach it to your young. Watchfulness is your greatest ally, report that which is unjust and mars the sanctity of our walls and people. Strengthen the foundations of the ground which we settle by tending to a shop, a kiln, or by taking up some roles, while elSillumiran tends to that which threatens our bloodlines with justice and law.

To those who would join the Weeping Blades: know that it is not for glory that we serve, but to safeguard our people. To take up the sorrow is to trade a measure of your own perfection for the continuance of our people. You will weep with us, stand with us, and be honored by every child whose sleep you guard.

To the young Mali’aheral that should wish to join our Sillumir; know that it is not for glory, but instead to be guardians to our people, and that which we follow– Larihei’s teachings. To take up the blade, is to be drowned in sorry. It is a trade of a sliver of your perfection so that our people may continue. You will stand with us, side by side, you shall weep with us, yet you shall be honored by every citizen whom you protect.
 

We are careful, and cruel, only should the punishment call for it. We are not proud for pride’s sake — we are guardians, so that the pride of elCihithilln may endure.

It is the duty of every citizen of Haelun’or, of first and of second class, to defend the state, to defend Maher’sae Hilyun’ehya, and to defend themselves, in times of stress, and in times of danger. 

Well known in the South, are mentions and rumors of attacks by undead, and of their masters. It is why as of today, the 16th of the deep cold in the year 229 of the Second age, all members of the Blessed Citizenry, by law, must be armed. To walk anywhere without an appropriate means to defend one’s self is suicide, which is the very height of impurity.

Failure to present appropriate arms when requested by the Silver Council or Sillumir will result in State Labour or a fine of 10 minas to maintain the nature of one’s purity.

In times of war, a pure society is an armed one.

In pursuit to return to martial excellence amongst nations, the Sillumiran has been allotted mina paid for by the states treasury based on time served within the Sillumiran and the rank achieved by the Sillumir. This notion has been put forward as a way to incentivize members of the Sillumir to remain constantly vigilant and to avoid stagnation.

Beneath is the roster announcing the pay of each Sillumir, this will be paid in full once a year and is free to be upped in price, or dissolved entirely depending how the State of the time sees it fit to do so.

Particulars: Crime within the Silver States Silver City has been on the rise lately. All of this has been culminated too the point where one day, unknown to history, a Sillumir corpse showed up in the lower district, if this alone was not odd yet tragic, what even moreso was the bodies of two valah laid next to the corpse of the fallen. Besides the clear fact our dearly departed Sillumir had gotten ambushed yet still demanaged to kill two of his attackers, the most unusual part of the entire thing was an emblem sewn to the attackers gambeson, one that had not been seen prior in Haelun’or, it was of a red fit raised up, a classic symbol of defiance and liberation. The investigation also found a blood trail leading out of the city using ways only accessible by a ladder. It was then the Okarir’tir Theveus Sythaerin had rallied a small force of 60 in order to patrol the roads. It is then the patrol met a small, overturned carriage, looted of many goods, yet no sign of struggle was to be found.

It was then, to the surprise to all that was present, arrows began landing all around them, and in them. Before one could react, Okarir’tir Theveus Sythaerin had already taken two, and was officially out of the fight. Fortunately his loyal Halerir Maher’taliiyh dragged him into what little cover there could be provided. Over the next few hours this rag tag group of bandits would fight, tooth and limb against the Sillumiran, with one even landing a solid hit on Halerir Soris straight through her visor, however she only sustained minimal wounds while doing so. By the end of the fighting, there was not a single bandit standing, as for they had all been slaughtered during the fighting having being recognized by Halerir Maher’taliiyh early on as the same bandits who murdered one within the silver city. 

Following this event, the Sillumiran had returned back to the city, victorious indeed. Once Sohaer Valindra  had learnt about all of the fighting, she had sent a second scouting force out as acting Okarir’tir while Theveus rested. In doing so, the bandits camp had been found, last reports indicated the Sillumiran are once more preparing to attack the bandits.

The members of the Asul'diraar shall be drafted from elSillumir. Soldiers known for their profound combat skills and unwavering loyalty to the Asulir shall be picked by the Okarir'sil. Dedicated and elite, this force will be tasked with safeguarding the Asulir, ensuring the continuity of the Asulir, and upholding the security and dignity of the Silver Empire.

To ascend to the position of the leader of the Asul'diraar is an extraordinary and demanding journey, one that demands a unique combination of attributes, skills, and unwavering commitment to the tasks at hand. They are the embodiment of the guard's principles and the exemplar of honor and loyalty to their mission. While performing their duties as a member of the Asul'diraar, they will also be tasked to instruct the Sillumir on enhanced combat, ensuring the military of Haelun'or remains sharp with their combat skills. For this task, I promote Maethor Sythaerin. His abilities during the war that ushered us into a new Silver Age have proven his skills match the mission at hand.
