The Preservation of Culture Act

Issued by the Grand Kingdom of Urguan

The Grand Kingdom of Urguan enters a new world, one which carries new laws and ideals. A different way of life in comparison to the ancient times and glories of Old Urguan.

In order to preserve the cultural ties the dwarves have, steps will be taken to ensure such can be done within regulation, without violating the peace of the Grand Kingdom and its Allies.

I. Duration and Enforcement

The Preservation of Culture Act will be in effect upon publishing and will remain so until the Grand Kingdom leaves this continent.

II. Violation of Act

Should anyone violate the Preservation of Culture Act, they will be arrested and detained by Guards of Dungrimm’s Legion. Afterwards, they will face trial for their actions and a suitable punishment will be given.

Furthermore, the violator(s) will be fined 500 Minas each.

III. Cultural Expression

Specific clans within the Grand Kingdom have cultural activities that may not fit the ideals of the new world. To work around this, Clans can communicate with the Grand King to find suitable alternatives or exceptions that can be made for their case. Afterwards, the clan will be made to sign a document which will contain the details of their agreement.

The following Cultures stand as an example of what will require communication and approval of the Grand King (This is only a few of many cultures):

• Raiding, Pillaging, and Banditing: This is a common practice among the Mountain Dwarves as they take joy in combat and keeping their skills honed through weekly or monthly battles. Unfortunately, in the direction the Grand Kingdom wishes to take, this form of activity is prohibited unless specific circumstances are approved by the Grand King through an agreement with the clans.

• Execution of Elves: Many dwarven clans take to practicing this activity as a form of honoring a traditional ritual. It is often done as a form of punishment to those who cause trouble, or simply from historical hatred with specific parties of elves. This activity is prohibited unless otherwise stated in an agreement with the Grand King.

• Casting Individuals: Another tradition commonly practiced by the dwarves. When settling conflict, some dwarves opt to cast their enemies in molten metals, such as Iron or Gold. This activity is reserved only for the Authorities of the Grand Kingdom to perform as an act of punishment for Lawbreakers and Criminals. An agreement can be made between a clan and the Grand King.

• Clan Trials: Some dwarven clans have trials that involve the maiming or harming of individuals to an unreasonable degree. These trials must be approved by the Grand King through an agreement with the clans.

IV. Cultural Growth

The many clans of the Grand Kingdom of Urguan are encouraged to grow their ideals and cultures, to find new ways the clan may express itself in the new world.

Some suggestions are:

• Developing new cuisine 
• Developing artistic skills
• Developing new forms of literacy
• Developing new celebrations
• And so on. . .

The Traders Protection Act

Issued by the Grand Kingdom of Urguan

The Grand Kingdom of Urguan announces its step into continental trade, aiming to dominate the industry once more and become the primary hub for commerce. 

With the ambition to moderate the flow of merchants, the Grand Kingdom needs to set a few foundations in place to create an environment that will allow such an economic system to grow. Therefore, the Traders Protection Act is constructed as a means to protect Merchants within the Borders of the Grand Kingdom at all costs for the sake of growing a prosperous industry.

I. Duration and Enforcement

The Trade Protection Act will be in effect a year after it is published, to allow suitable preparation time for merchants. Afterwards, the Act will be in effect until the Grand Kingdom leaves this continent.

II. Violation of Act

Should anyone violate the Traders Protection Act, they will be arrested and detained by Guards of Dungrimm’s Legion. Afterwards, they will face trial for their actions and a suitable punishment will be given.

Furthermore, the violator(s) will be fined 100 Minas.

III. Merchant Safety

All merchants crossing into the borders of the Grand Kingdom of Urguan will be under the protection of the Obsidian Throne.

• Upon request, a merchant may be accompanied by a soldier of Dungrimm’s Legion. The Soldier will be paid by the Grand Kingdom to do so.
• In the event of war, the Grand Kingdom of Urguan will serve as NEUTRAL grounds for merchants.
• Merchants entering the Grand Kingdom of Urguan are to be treated equally during their stay and must be treated with hospitality and kindness.
• Should conflict break out between merchants, the Legion Guards will work to defuse the situation through non-lethal methods.
• The Legion Guards must ensure the merchants are not harassed or assaulted by trouble makers.
• If a merchant is found abusing the safety they are granted to perform malicious deeds, they will be considered in violation and forfeit their right to this Act.

IV. Merchant Verification

Should a merchant wish to benefit from the Traders Protection Act, they must verify themselves upon the request of a Legion guard. Verification can be satisfied by any one of the following methods:

• Revealing the wares a merchant wishes to sell in the Grand Kingdom of Urguan.
• Revealing the Cart, Stall, or Shop the merchant owns in the Grand Kingdom of Urguan.
• Revealing a Traders Signet which is granted to them by the Merchants guild or the Grand King.
  • The Traders Signet will contain: The signature of the merchant and the Grand King’s seal.

Should these all go unsatisfied, the person fails verification and cannot benefit from the Trader’s Protection Act.

V. Traders Signet Signup

A Merchant can acquire a Traders Signet through a simple commission purchase of a Signet at the Merchant’s Guild, or by speaking with the Grand King.

Preamble

Regarding the Practice of Templarism Among the Dwarves

To all Sons and Daughters of Urguan,

Let it be known and remembered, as it has been spoken clearly before and shall now be made known once more:

The Grand Kingdom of Urguan hereby bans any and all teachings or practices of Templarism among the dwarven people. No dwarf shall walk the path of the Templar, save for those approved to be Templars of Dungrimm’s Elite, who alone are sanctioned to bear such a burden.

Limitation of Templars

Only dwarves that have been authorized by the Grand King and High Preceptor may hold the mantle of Templar through the sacred order of Dungrimm’s Elite. This is not a matter of favoritism, but of necessity.

Cost of Aengulic Magic

The Aenguls may offer power, but it is never without price. To accept their magic is to sign away your soul to a foreign force. Upon death, you shall not walk the halls of Khazadentrum, nor be welcomed by the Brathmordakin or your honored ancestors.

You shall be taken, your essence bound in servitude to the realm of the Aengul whose magic you wielded.

Duty of Dungrimm’s Elite

The Templars of Dungrimm’s Elite understand the burden they bear. They have sworn themselves not to the Aenguls, but to Dungrimm and His Tenets, using the magic only as a tool for divine justice, and never for personal gain or ambition.

You may ask, “Why can’t we all take the same oath?”
Because such a path would lead all of Urguan’s kin into eternal damnation, a fate never intended by the Brathmordakin.

As The Grand King, I will not allow our people to walk a road of spiritual ruin.

Consequences of Defiance

Those found violating this law shall face swift and firm intervention, not in malice, but in mercy, to save your soul from the greedy grasp of the Aenguls.

THE LONELY MOUNTAIN ACT

Preamble

The art of Golemancy has remained a sacred art of the Dwarven people since it was bestowed upon us by our creator. However, such an art has been spread across the Realms of Aevos and brought into the hands of the non-khazadmar. Such a situation is of utmost disrespect to the sons of Urguan. With this act, may such an affront to Urguan’s descendants be rectified.

The signatories hereby agree to the following:

Recognition of Golemancy

I. The art of Golemancy is hereby recognised as a sacred DWARVEN art. An art that is intrinsically integral to the Dwarven identity and only for the Dwarven People of the Grand Kingdom of Urguan and any Dwarven hold approved by the Grand Kingdom of Urguan.

II. The act of teaching Golemancy to those not of the Dwarven race shall be prohibited.

III. All current non-dwarven Golemancers and Golemancy activities within the signatories realms will be suspended. Any golems outside of Dwarven creation CAN remain if they were constructed before this act, but must be sent to the Grand Kingdom of Urguan for rehabilitation. The creation of further golems by non-dwarven hands  must be discontinued and prohibited.

IV. The continuation of Golemancy practices and the refusal to abide by the principles of this act will result in a weekly fine of 500 mina’s being levied upon the offending realm.

V. Any attempts by Golemancers to spread the art of golemancy outside the hands of Dwarves will be reported to the Grand Kingdom of Urguan by the signatories if such is discovered and signatories must take action by detaining the offender and sending them off to the Grand Kingdom of Urguan.

VI. All non-dwarven Golemancers within the realms of the signatories and the church must forcefully wipe the holy art of Golemancy from their memory. They may only regain such knowledge through the teachings of Ulfar Starbreaker.

Mineshaft Health & Safety
 

1. The former territory of the Gotrek Union, the Lonely Mountain, will be returned to the Grand Kingdom of Urguan, to serve as a base of operations for the Dwarves to conduct safety inspections on any and all tunnels below the surface of the realm.

2. The Grand Kingdom of Urguan shall receive open-access to the mines of all signatories. The Grand kingdom of Urguan shall name five individuals within their realm to receive this privilege, as well as mining rights to the land beneath the city of Valdev.

3. The Signatories will banish and forbid the entry of those who continue to identify as  Celia’noreans, and those who attempt to restore the Celia’norean identity and status as a realm, delivering the offenders to the Grand Kingdom of Urguan to face trial and receive punishment.

Once put into effect, the entire Act shall remain active for eternity across all worlds.

THE EXPULSION OF THE BLADES

Overview

An investigation began on the ‘Order of the Hidden Blades’ by Grand Marshal Morroick Starbreaker upon receiving several testimonies from individuals outside of Urguan who accused the Blades of being a covert Undead coven and housing Undead within the walls of their fort.

The Legion received a warrant from the Crown to begin a thorough search of the Blades fort. During the search, Morroick Starbreaker  and a group of Legionnaires found a portal within the basement that witnesses described as ‘reeking of death.’

Morroick Starbreaker requested that the leader of this guild, an elf named ‘Arandur’ immediately submit to a full inquiry on the matter, which he accepted. Arandur was tested for darkspawn taint and then made to show the enquiries the fort. The entrance to the portal was covered, and Arandur refused to even acknowledge the existence of such a portal. The Grand Marshal demanded an end to such deceit, and the portal was uncovered for all those who were present to witness. The Marshal took Arandur  back to the capital  to begin proper legal procedures,  however the Elf began a heretical speech and confessed to aligning with darkspawn. The Elf drew a dagger and began summoning black arts, but was then slain by the Legion. A demon appeared to aid the necromancer, but was also swiftly slain by members of Dungrimm’s elite.

Declaration of Expulsion

Due to the sheer volume of evidence that has been uncovered, the Crown decrees the following:

1. All members of the Order of the Hidden Blades are hereby EXPELLED from the Grand Kingdom of Urguan due to their darkspawn alignment.

2. Any associated members of the Order of the Hidden Blades are declared enemies of the Grand Kingdom of Urguan, and will be hunted down by members of Dungrimm’s elite as well as Dungrimm’s Legion.

3. The Fort of the Hidden Blades and any nearby land is hereby SEIZED by the Crown of the Grand Kingdom of Urguan.

4. The Crown of the Grand Kingdom of Urguan will immediately begin a thorough investigation into the portal present under the Blades fort with the hopes of deactivating it.

The Grand Kingdom of Urguan will not tolerate any Darkspawn or Darkspawn sympathisers within its territory. Let this be a warning to any and all Khorvadic minions across Aevos.

• The previous Edict of Emergency shall be repealed as the present danger from the Darkstalkers has passed.

• All Dwarves above the age of 18 are encouraged to enlist within the Legion to face the impending threat of the Azdrazi and serve their Kingdom. 

• The Honour System of Old shall be restored to reward consistent service towards the Legion and the Grand Kingdom of Urguan.

• All enlisted Legionnaires have had their honour calculated based on their service in the past few years. 

• Payment shall be standardised at the rate of 25 mina for Ironguards and 50 mina for Pridebearers; Grunts must prove their dedication to the Legion.

• The requirements for payment per stone week shall be attendance at one Legion practice and two stone hours of Gate Duty.

RULES OF ELECTION

Given the multitude of candidates, a system was devised and agreed upon by the High Moot to ensure the dwarven voter maintains their ability to vote freely rather than be coerced into voting against their favored candidate.

I. Every dwarf present within Urguan shall be allowed to cast a ballot. This shall be determined by the Lord Regent, with counsel from Guild and Clan leaders on questionable ballots and the activity of their elector.

II. Ballots shall be sent through the mail to the Lord Regent. Votes shall not be spoken in person, nor shall they be offered through DISCORDIAN nor GOOGL’FOERM magiks. [Votes may be given via the AVIARY PLUGIN or DIRECT FORUMS MESSAGE. Must be in a Roleplay format, and would be considered IRPly a letter sent in mail.]

III. Ballots shall consist of a ranking in descending order of least preference. 1st shall be the most favored candidate, 2nd shall be the 2nd most favored, etc. It is up to the elector if they shall rank ALL candidates or only the most favored.

IV. Voting shall commence upon the 20th of Ogradhad’s Study [8 PM EST Monday the 29th] and end upon the 12th of Anbella’s Grace [3:30 PM EST Friday the 3rd] with a feast dedicated to the KING’s of the PAST to be hosted by the Lord Regent in the Throne Room where the tally of votes is declared.

V. The Coronation shall be at the discretion of the newly elected, though advised to be the stone day after the election’s conclusion.

I write this missive so all of Urguansfolk know what I have decreed. Recently, I had to solve an incident between my own kin and the folk of the Vale. A company of dwarves went on a raid against the folk of the vale; they pillaged and took hostages. 

Many were unarmed women and children.

My arrival at the scene calmed down and de-escalated the situation as I came unarmed to the vale. It pains me that I have to make this decree while I do not have the right to carry the crown, but I need to enact its justice. My decree goes as follows. 

Baldr Ireheart, before the Obsidian throne stated that due to acting against my will and the Grand Kingdom, he was willing to take an oath of exile upon himself. His acts were bad, but that does not wash out the good acts. He listened to my command and ceased his hostilities by lowering his weapon upon my request.

So, due to this, my decree of justice will be fair, and I will honour his request. Let it be known that these are the terms that were agreed on before the throne of Urguan.

Baldr Ireheart will state his oath with his hand on the book of grudges with myself, Grelu Khron’edhekal and Jorvin Aenguldreng Starbreaker as his witnesses.

Baldr Ireheart will relinquish his lands and titles in Urguan and will not harm any dwarf during his exile or speak ill of his kin. He will not enact violence in the name of Urguan and his people.

If he breaks such an oath, he will be put to death. He has two stonedays to seek me  and Jorvin to state his oath.

I hereby issue this edict to update the citizens of the Grand Kingdom of Urguan about the developments within the Kingdom and the current state of affairs of the realm of Aevos. War is upon us, but the Grand Kingdom shall remain steadfast and maintain transparency with its people.

THE WAR
ᛏᚺᛖ ᚹᚨᚱ

Our Grand Kingdom has been summoned to war by our long-standing allies, the Haeseni. However, our participation in this conflict is not solely out of obligation by duty, which any dwarf would uphold, our participation is paramount to the prolonged prosperity of the Grand Kingdom of Urguan.

It is known to many that the League of Veletz, self-declared anti-imperialists, have been using underhanded means to exert their influence far past the midlands and across the Heartlands, endeavouring to warmonger against all nations they have the capacity to.

The killing of Petran nobility, to obtain access to vital resources. The funding of Aaunic rebels, which resulted in the regicide of Edmund. They harbour and exalt bandits so as to damage the supply lines of rival nations whilst feigning innocence. It would be one thing to declare righteous war to avenge wrongs done against your home- it is another entirely to mastermind politics and schemes in a covert endeavour to destroy your rivals without simply saying such.

All of these reasons are enough for Urguan to be concerned, for our nation's economy depends on trade with the Heartland nations. However, our hoard is robust enough to last us through such catastrophes, and it is not in our nature to meddle with the affairs between Yrromar.

However, many crimes of Veletz against Urguan have gone unanswered. The debearding of Tundo Golhand has still not been answered. This atrocity against our people was committed by the Canons Regular, a military organisation under the former employ of the League. Once their crimes became so great, that not even the League could get away under the cowardly veil of plausible deniability, the Canons Regular were “banished.” Thus conveniently, the perpetrator was never brought to justice and no recompense ever arrived for Tundo Goldhand. Since then, they have continued their connections with the Ferrymen, harbouring the brigands who proudly proclaim their debearding of the 31st Grand King. Upon the request of the wider world to hold the Ferrymen accountable, the Veletzians lied and pretended that there was no connection. Recently, this lie has been exposed after the brigands brazenly rallied within the lands of Veletz in a fortress under their control. 

In addition, during the conflict with Norland, it was the League of Veletz that decided to strike the first blow upon us, despite no provocations from us before. They insisted that their lands had been raided by Frostbeards, but never attempted to resolve the issue beyond such. Naturally, they were repelled but were not sated with the taste of one defeat. The League of Veletz led another force to the gates for skirmish where they were soundly defeated and the Duke of Adria captured, who was released amicably and thereafter declared that Veletz would release its ‘outstanding grievances’ against Urguan. Finally, Veletz ceased its spontaneous failing raids against dwarven lands and instead sought to terrorize the less defensible territories of humanity.

The League of Veletz is currently exerting its power in an attempt to dominate the midlands. If they are allowed to do this without opposition, their bloodthirsty nature will not allow them to be satisfied, and they will come for all those who remain, including us. Our Grand people shall take a stand before such is allowed to pass and place the hefty might of unified dwarfdom upon the scales to aid the delicate Balance of Yemekar.

THE LEGION
ᛏᚺᛖ ᛚᛖᚷᛁᛟᚾ

The promised Legion reforms have taken effect, with new barracks established and paychecks flowing. The Grand Kingdom plans to install anti-raid infrastructure in the form of watch towers and aviaries throughout the land. This is to prevent raids from both the undead and mundane. The once slumbering giant of the Legion shall slowly rise from its rest.

In addition to this, Sigrun Stonehammer shall reprise his role as Grand Marshall for the duration of this war.

ECONOMY
ᛖᚲᛟᚾᛟᛗᛁ

With the issuing of Legion paychecks, and buying resources from our miners, the growth rate of our hoard has diminished slightly. However, even with this and the taxation from the blue monks, the hoard has grown to its highest amount so far in Aevos, and further growth is projected, and the Grand Kingdom is discussing the establishment of a merchants' guild, to help counter the costs of war.

Our top economists project an increase in demand for war materials, which our nation produces in spades. The Riverrun Accord between the Grand Kingdom and Petra also allows us to supply ourselves with copper for practically no cost.

The Clans of Dwarves are an inalienable part of dwarven society and a core part of the Grand Kingdom of Urguan’s functioning. However, the current system of clan recognition and acknowledgement is lacking, with some clans receiving many privileges despite their contributions and vice versa.

Henceforth, The Grand Kingdom shall uphold and maintain the following Law of Clan duties and their privileges.

CLAN RANKS
ᚲᛚᚨᚾ ᚱᚨᚾᚲᛊ

ELDER CLANS
Elder Clans are those that trace back their lineage to the 7 sons of Urguan. These clans are ancient and venerable. The status of Elder Clan is mainly a cultural status, however, it does grant a few small privileges due to their historic importance, such as maintaining the title of Elder.

GREAT CLANS
These clans have contributed greatly to the Grand Kingdom of Urguan, be it culturally, economically or politically. The title of Great Clan and its privileges are granted based on merit and do not depend if the clan is an elder or commoner clan. It is The Great Clans that have the greatest rights and privileges, which also permit them to further contribute to the kingdom.

Great Clans are those that sit at The High Moot, both clans of common origin and those originating from the 7 sons are considered to be Great or Greater. Elder Clans may call themselves Elder regardless if they sit at the High Moot or not.

COMMON CLANS
Clans that are officially recognised by the Grand Kingdom of Urguan, yet lack contributions towards the greater good for dwarven society, and thus do not maintain the rights that greater clans do. Common Clans may rise to become Great Clans should their accomplishments and contributions are noteworthy enough.

DEFUNCT CLANS

Clans that have been previously recognised or were active but have since faded into obscurity. Clans that are officially defunct do not have any rights, but if one wishes to reclaim a defunct clan, they must make their case in front of the High Moot.

(For simplicity, The Hefrumm Confederation is considered as a singular Elder Clan)

CLAN PRIVILEGES
ᚲᛚᚨᚾ ᛈᚱᛁᚢᛁᛚᛖᚷᛖᛊ

HIGH MOOT
Only Great, provided they are not defunct, may sit on the High Moot and utilise its powers as dictated by the Articles of Urguan (eg. Nominating candidates for King, Submitting laws, etc.)

AUTONOMY

Only Great are granted a degree of autonomy to form their own guard, interact limitedly with foreign bodies at their own discretion and pursue their own goals, for as long as they are not detrimental to the Grand Kingdom.

All clans however are allowed to decide their own internal succession rules, as well as establishing codes of conduct and creeds for themselves.

CLAN HOLDS
Only Great Clans are allowed to establish feudal contracts with the Grand Kingdom granting them Holds, in which the operation of the Hold is at the discretion of those clans.

Common Clans are allowed to standard land lease contracts with the Grand Kingdom of Urguan, only the administration of their property must be overseen by an official of the Grand Kingdom.

Only Great Clans are allowed to hold High Halls* within the Capital or outside of it.

Common Clans are allowed to hold Common Halls* only within the Capital.

It still remains forbidden to have residences within clan halls.

Land-Lease for Dionysus

The Grand Kingdom of Urguan agrees to lease a portion land of the Urguani Redwood to the Dionysus under the following conditions:

Article I - Payment

1. The Dionysus will pay the Grand Kingdom of Urguan a downpayment of 200 Mina, and a yearly tax of  30 Mina.

2. Should these payments not be met, The Grand Kingdom of Urguan retains full rights to evict the properties.

Article II - Land Occupation

1. The building shall occupy a 25x25 metre area.

2. Should the area at which they occupy land exceed the stipulated borders, then The Grand Kingdom of Urguan retains full rights to evict the land.

Article III - Land Use

1. The land provided can be used for natural industries and personal residences.

2. The land cannot be used to host foreign or hostile militaries.

3. While living upon the lands of The Grand Kingdom of Urguan, the tenants will be subjected to Urguani law.

4. Construction must be approved by the Grand King.

5. Should these rules be violated then The Grand Kingdom of Urguan retains full rights to evict the land.

The Grand Kingdom of Urguan has seen a decline in homeownership amongst the populace. To ensure the prosperity of the people, The Obsidian Throne shall instate the following laws to ensure a high standard of living for its citizens.

ARTICLE I - DOWN PAYMENTS
ᚨᚱᛏᛁᚲᛚᛖ ᛁ - ᛞᛟᚹᚾᛈᚨᛁᛗᛖᚾᛏᛊ

Down payments shall no longer be required for standard Urguani properties within its capital, only yearly taxation shall remain. (I.E. buildings/stalls/residences/etc. built by the Kingdom). Structures, buildings, etc built independently will still require contracts which include down payments.

ARTICLE II - LIVING STANDARDS
ᚨᚱᛏᛁᚲᛚᛖ ᛁᛁ - ᛚᛁᚢᛁᚾᚷ ᛊᛏᚨᚾᛞᚨᚱᛞᛊ

To increase the living standards of the citizens who reside within the homes of the capital, unused homes will be merged together to increase living space. The prices of these merged houses will not increase. This applies to Class B and Class C housing.

ARTICLE III - CONTRIBUTION SUBSIDIES
ᚨᚱᛏᛁᚲᛚᛖ ᛁᛁᛁ - ᚲᛟᚾᛏᚱᛁᛒᚢᛏᛁᛟᚾ ᛊᚢᛒᛊᛁᛞᛁᛖᛊ

Citizens who own residences within Urguan, and are members of Dungrimm’s Legion, shall receive an additional 5 mina with their legion paycheck to help cover the cost of living.

ARTICLE IV - DOMESTIC MINING

I. The property of The Brotherhood of the Hidden Blade shall occupy a 50x50 metre area within the northern redwoods.

Article II - Taxes

I. The Grand Kingdom of Urguan is in a stable economic position, with most major expansions being completed. This allows the Grand Kingdom to finally focus on hoarding gold, as per Grimdugan’s creed. The Grand Kingdom is leveraging its material wealth for trade with other nations, following Armakak’s teachings.

Unfortunately, there have been significant delays in obtaining mines from the blue monks, leading to much frustration. We shall endeavour to resolve this soon.

The war between the Silver State of Haelunor and The Cove of Navaehlen is ongoing. The Silver Elves have already annexed some of the Cove, and plan to siege their capital in the coming months. Elves amrite?

The Grand King of Urguan is currently recuperating from receiving a blessing from the Brathmordakin Dungrimm, thus he is not currently able to lead the Kingdom to his fullest capabilities.

Due to this, Lurdoic Irongut the Grand Ambassador, is hereby appointed Grand Regent to act upon the King’s behalf with his authority. This regency shall last only till the next Dharguthr, when the Grand King is finally recovered. A grand international pub crawl will be held in celebration then.

 The state of the Grand Kingdom is in constant flux, as many new developments are constantly taking place. The Grand Kingdom seeks to inform its populace of the many changes that have occurred.

ECONOMY

Currently, the economy of the Grand Kingdom is performing well, expansions are planned into the neighbouring midland tiles in order to establish an industry of animal husbandry which is very in demand realm-wide. The purchase of this land will offset the current treasury a substantial proportion of its current reserves, but the Grand Kingdom anticipates a great return on investment from said investment. The purchase of this land however has been delayed by the red-monks.

DIAMONDS
ᛞᛟᚨᛗᛟᚾᛞᛊ

There has been some disagreement over the inaccessibility of the diamond mines, due to the gates of Dol’Vekaan being shut down. To provide access to these mines, a tunnel has been constructed from the main central mine to the diamond mines. Currently, this tunnel shall be accessible to all citizens, until further notice or necessity. 

As a side note, a discussion will be held with the Paladins to construct a proper and accessible path for them.

Regarding The Elves

Recently, our dwarven warriors managed to successfully raid the capital of the vale, in a battle of 170 dwarves versus 230 enemies, with our side only taking a loss of 10 dwarves. 

Before this victory, a small number of elves were rounded up and ransomed off, however, due to an erroneous missive, that's now been corrected, many were led to believe that the dwarves engaged in slavery.

Currently, to the best of The Grand Kingdom’s knowledge, no elves were sold into slavery, nor are any being held captive. Slavery is strictly forbidden not only by our mortal laws but also because it goes against everything the dwarves stand for and believe in.

Thus, regardless of the facts of the situation that no elf was slaved, The Grand Kingdom will launch three investigations into the Frostbeard clan, one by the High Courts, one by da Kirkja Dverga, and lastly an internal one by Garrond Frostbeard, the former clan father of the Frostbeards who has sworn oaths to uphold the rule of law. Since the crime of slavery is one taken with utmost seriousness by the Kingdom, even a spark of it must be snuffed out.

Regarding Kinsalying

The dwarf Vithor Frostbeard has been discovered to have attempted to kinslay a dwedki, with various witnesses to testify. As such he will be summoned to the High Courts for trial, with further information to be provided by the Lord Justicar.

The Blackhand kinslayers are still at large, with investigations ongoing into their whereabouts. If anything is known, please report the information to the Lord Justicar or your local legion officer.

Regarding Miscegenation

The Frostbeard's escapades in the city of Sakuragakure of Nor’asath have also raised concerns for both the Grand Kingdom and the Clergy, as Miscegenation of dwarves and non-dwarves is strictly forbidden. Thus once more, a three-way investigation will be conducted into this matter.

DIPLOMACY
ᛞᛁᛈᛚᛟᛗᚨᚲᛁ

Recently the Grand Kingdom of Urguan has made a pact with the Kingdom of Balian, and is reaching out to other friendly nations. In addition to this, The Grand Kingdom has struck a friendship with the Glade of Hileia.

More diplomatic relations are expected to be established soon.

CONFLICT
ᚲᛟᚾᚠᛚᛁᚲᛏ

The conflict between Urguan and Norland continues. We have taken a few minor losses in some skirmishes, but our warriors had conducted a grand battle in which the King of Norland was captured, brought to trial and his hands were removed.

The recent victory over the vale also greatly decreases our burden of resource production, though their armour will need to be smelted down to properly refine it, and to make dwarven fitting armour.

By a simple majority the committee shall affirm the results of the election on the fifth stone day in a public GRAND ASSEMBLY before the OBSIDIAN THRONE.
