A census shall be held within the Jade State, taking count of those who live within our boundaries and taking place every three Dragons months.

Kid Citizens of Yong Ping,

Within the last Dragon night a compromise on the junior mayor election has been struck between Chen Alesia and Chen Xue. With both being the only two running for the position, and sharing some of the same points of views of what they hope to accomplish, we have decided that instead of an election as to who will represent the youth of Yong Ping we will join together and form a council to report to the mayor on issues related to the kids. The premise of Junior Mayor still lives within the heart of this new formation except instead of one voice for the kids, there is two.

The term limits for the seated council for the Kid Senate of Yong Ping will expire when the representatives reach the age of 16, or until there is a majority outcry among the youth of Yong Ping for an election to hold new representatives is called.

More details are to come as this council is established in more details, and an audience with the current Mayor is secured and finalized.

Enough silly talk, as I am here for a very serious reason, as I am running for JUNIOR MAYOR! Many of you might be thinking that I will proceed to write a very long paragraph on why I should be the Junior Mayor, but instead I can tell you in one quick sentence...

YOU HEARD ME! As you can see, I expressed much in that one sentence above, but to clarify it stated:

First of all that Kids need more of a voice in government meetings and should not be looked down at! We have many good ideas that are never heard!

Second of all, I wish to let adults know that we want more events that are fun for kids! Not everyone likes to listen to someone talking for soooo long.

Third of all, I will help Yong Ping and make it a fun place for not only kids... but ALSO ADULTS!

Fourth of all, why not vote for me?

Li-Ho Kid Citizens of Yong Ping,

My name is Alesia of Chen and I got a lot to say, so grab a snack while you read this and get ready!

I arrived in Yong Ping a few years ago as an orphan, basically no parents or place to live, and I was taken in by the Chen family where I began to adapt to live here. Over the years I've seen a lot of good stuff and some things I wish were different. Now even though I wasn't born here, it doesn't mean I has to be quiet, right? Right! My junior mayor campaign is focused on all the kids here, native to Yong Ping, adopted, ward or even those unfortunate who have no homes but still live here. If you live here and you support where you live, then to me that's what matters!

Now, what do i want to accomplish? I will support our new mayor in their agenda as well as making Yong Ping more kid friendly and accessible. If you elect me I will hold meetings often, kids only to hear your concerns and I will tell the Mayor, as well as think of ideas on how to fix your concerns. I won't judge you by race, age or how long you've been here, if you're here that's all that matters.

One thing myself, I want to fix is the lack of things for us to do. We have the harbor, and get to watch the boats  but the city really lacks stuff for us to get into. I've suggested previously we have a park built and I've been told its in the works, with a swing too! I believe the idea of a park will allow us to feel safe and have fun within our city. This is just one idea I've already tried to get the city to pass and its in the work.

Another idea I got, is to improve food access for us. The town lacks sweets and baked goods, and that stuff is important. We have the Tea House, but if no one is on duty and you are hungry what can you do? That's why if elected I'll suggest to the mayor to create public food access for kids that are more than just basic ramen dishes. It would include sweets, meats, vegetarian options either for low cost (1-2 mina) or free. I believe none of us should go hungry just cause no one is around to cook.

Thirdly, I will talk to the mayor about constructing an orphanage, basically a place for people who have no homes to sleep as well as more utilization of our existing school so we can learn stuff more often. Its not right that we have children with no homes and I want to fix it.

These are just some ideas I got. If you elect me, your voices will be passed to the adults and I will make sure they listen. We may be little now, but one day we will be the big ones running the city and so what we think should matter.

They may run up to two consecutive terms and no further.

Any of the Senate may not campaign to become Mayor.

With campaigns, posters can be made and/or speeches, events must be approved by the Ministry of Rites. 

You must announce your intention to campaign within the first two Dragons days, the following three Dragons days dedicated to the campaigns itself and the last two Dragons days the citizenry voting process.

Section Nug: On Privilege and Duties

Upon becoming Mayor, they have the privilege of sitting in on Private Senate Meetings.

Upon becoming Mayor, they have the privilege of requesting a Senate meeting.

Upon becoming Mayor, they have the privilege of recommending someone with outstanding work for a Ministry.

Upon becoming Mayor, they have the duty to take petitions from the citizenry before the Senate.

Upon becoming Mayor, they have the duty to host at minimum three events during their three Dragons month period in office.

Upon becoming Mayor, they have the duty to keep the notice board updated with current events within the Jade State of Yong Ping.

To the people of the Jade State, 

The time has come for an embarkment on new horizons. The Jade State of Yong Ping, has once again, been challenged by world happenings. And with a recent vacancy in the position of Chancellor, I, Wen Zi Shu, declare my intent to run. 

Most know me as the eldest son of the Wen family. A brother, a father, and husband. But must do not know, that above all, I am a servant. For the past thirty years, I have worked tirelessly to give my people the future they deserve. From my first year on this continent, I have worked as a representative of the Ministry of Rites in planning numerous cultural events. As well with the Ministry of Education, in teaching our people our ways in art and medicine. And in my most recent years, I have established connections with various foreign entities, all for the betterment of the state. 

The Jade State has long prospered in keeping its distance from worldly affairs. Though above all, the State would benefit more in establishing itself as a friend to all. An entity that can be trusted through and through. Who will not only do good to serve in the worst of times, but do better in the best. 

As a nation, we must turn any sign of hostility into friendship. We must not antagonize those who wish us harm, but take the initiative in extending the everlasting olive branch. 

As Chancellor, in terms of foreign policy and militarist action, I vow to  

1. Join with foreign military in trainings that will assert the Yong Ping military as an unstoppable force. 
2. Reigniting conscriptions with the added incentives of tax exemptions and annual pay for all soldiers.
3. Extend aid to those nations in need.

Though in securing a state, one must take to the importance of culture. The Li-Ren. The Oyashima. And the Hyeol-yeon. For that, I not only propose reformation to our education systems. But to place a strong emphasis on who we are as a collective people in presenting such to the world as we know it. 
    
As Chancellor, I will see to the reformation of our Education system
 

1. Refurbishing and replenishing the state library with content meant to supplement the knowledge of the people.
2. Introducing a system for the elder generations so that they may enter the workforce as fully learned doctors, ministers, teachers, and professionals. 
3. Introducing a system for the younger generations so that they may be learned in their respective cultures.

To ensure the longevity of the Jade State, one must stress the importance of establishing a bridge between the state and the people. To not only see to the functions of the central government but open it to those most willing to cooperate. I believe in utmost transparency. 

As Chancellor, I will see to

1. Establishing annual forums so that the citizenry can voice their opinions to the ministries.
2. Opening positions with the ministries so that the citizens can work directly with their government.

We must secure the fortune we have amassed since the destruction of the first city. Trust ourselves to make the right decisions in not only guaranteeing a future for ourselves but for those we care for - For the Jade State we call home.

She has not only molded our homeland into a place of prosperity, but also peace. 

Having served as a member of the Yong Ping Army for over 30 years, as well as being Protector General of the Yong Ping Army for 10 years, I wish to offer you, the citizens of the Jade State as well as the Council of our nation, my continuous service to the people of Yong Ping as Chancellor of our nation in order to preserve the core values of our homeland, as well as secure a stable and prospering future for every single citizen.

While the duties of the Chancellor are varied and demanding, requiring utmost loyalty and focus from each and every individual who has and shall be ready to serve in such a position, I wish to lay greatest focus, without negligence, upon these essential duties:

-The defense against aggression towards the Jade State and her Citizens

-Acting as the voice of the people as well as their servant in respect to their wishes

-Staffing of ministries with competent and diligent citizens of our nation

-Expanding and provisioning the Yong Ping Army in both times of peace and war

-A new form for citizens of the Jade State to directly petition to the Office of the Chancellor.

With the prosperity of Yong Ping and her citizens at my heart and mind, I shall also be seeking to unburden those of lower-income via a more open job market, potential reductions of costs in respect of health care depending upon the income of an individual, as well as improved and fair education for those willing to educate themselves into a different field of career.

Furthermore, as Chancellor, I would invest into agricultural growth for our farmland, providing the Jade State of Yong Ping and her citizens with additional crops for the evermore growing population. 

It shall be through the sweat of our government, and the sweat of our citizens that our nation shall stand tall in the face of adversity.

Friends and fellow citizens:

There comes a time in which we who choose to aid in the betterment of our country must commit to a prolonged introspection; to assess the value of our ability to do so and must engage in this assessment with surety. It is vital to the longevity and prosperity of our people that the officers of their proverbial ship act with surety and competency befitting their stations. It is required of us to judge ourselves and our skills against the ever shifting landscape of causality and politics. It is up to us to engage in this assessment as should it come to pass that we grow lax in this duty and our competency should waver, our people should suffer malady and tragedy at our hands, be it unwittingly or otherwise.

This consistent introspection I wrote of has as of recently led me to understand that my skill set is no longer of benefit to my people. The landscape of global politics has changed while my abilities linger in the past. While not unconscious of error both perceived and unperceived on my own part I am proud to have accomplished the goals I laid out for my term as chancellor. The Ministry of Education has taken a prominent role in the development of the arts and trade by extending free lectures and courses to the people of Yong Ping, the Ministry of Justice has begun a complete and comprehensive reformation of Yong Ping’s judicial system and codex of law.

While infrastructure and social services have been the goal of my tenure as Chancellor of the Jade State, the immediate future of Almaris seems to be that of strife and turmoil; that of war. War is a theatre in which I profess no understanding of, and I cannot rest upon my laurels and dishonestly assure my countrymen I am the most capable for the future challenged to be faced by our nation. There is a saying in Oyashima which I would like to call upon for my thoughts: “If you make a mistake, don’t hesitate to correct it.”, to continue to hold my position in the face of challenges that I am not qualified nor experienced with when both quality and experience are paramount to the prosperity of our people would be a mistake, and so I must make the decision to correct it before I can make it.

In conclusion, I’d like to thank you all for your dedication to the Jade State and make no illusions as to my pride in our people. I, Hirano Nanako of Yong Ping do hereby resign from the office of chancellor of the Jade State and hope that the next chancellor elected can execute the duties of this office with greater skill and effectiveness than myself.

In turn with the City-State of Yong Ping going from a settlement to a nation, an update on taxes is being made to accommodate our ever-expanding infrastructure, uptake in governmental positions and to provide a better quality of life to go towards the prosperity of our beloved Nation.

一。 Taxes

Taxes are being reworked entirely, now within set brackets that are unchanging with the exception of a new tax missive coming out. Tax brackets in particular will be in place once the expansion of land and home is done. 

Tax breaks are being reworked and updated, to include better benefits and options for retirement alongside it.

• Housing Brackets

A: 20 minas

B: 25 minas

C: 30 minas

D: 35 minas

E: 40 minas

• Tax Breaks

Tax breaks can be achieved via multiple ways but is not limited to:

Working in a governmental position

Enlisting in the Yong Ping Army

Aiding in the Yong Ping Clinic

Or

Spending a day in the crafters guild expending energy.

= Up to three tax breaks can be had per household [equal to a total of 15 minas], this meaning three people. If one person, they can only have one tax break.

The slums and farmhouses are no longer exempt from this and can now benefit.

If one were to come under Vassalship, tax breaks do not apply.

Tax breaks do apply under the new Private Property Act.

Under retirement perks, if qualifying your tax breaks will still apply after having retired from the position.

• Retirement

Upon working in the Yong Ping Ministries, military or clinic for a period of twenty [20] Elven weeks, one may decide to apply for retirement. 

二。Private Property

A few well-known families and groups contracted within Yong Ping have been contacted about this already but it will now be officially announced. With the expansion of land and holdings, the ability to own Private Property of varying dimensions of your own is open via application. For more information, look to the Private Property Act and be sure to refer to any laws made in correlation of this new venture.

三。Vassalship

For groups or peoples needing a space that’d encompass more then what is allotted in the Private Property Act, the possibility of Vassalship has opened up, though would undertake a more arduous process. Those wishing to learn about such a thing would need to first make a meeting with the Minister of Foreign Affairs and if the proposal is accepted, contact the Minister of Interior to discuss a contract.

四。Economic Changes

A few economic changes are being put in place to further Yong Ping prosperity and to aid in our citizens continued happiness. To start, a few business opportunities can be now found.

• The New Business Act: An act meant to offer businesses just starting up an Elven week free of taxes to allow them a chance to set up and earn minas before owing anything.

• The Unique Business Act: If one such individual or group believes they have an entirely unique business, that’d bring more foot traffic to Yong Ping, they may schedule a meeting with the Minister of Interior or Under-Minister of Interior. If accepted, the downpayment for one such stall would be waived and a tax break offered.

• Family Tax Act: Newly budding families or more specifically, new births within Yong Ping are encouraged and thus when it becomes known that a child is expected, the Elven week of taxes would be waived in order for you to better focus on the new addition to the family.

• The Business Competition Act: An act set as a form of friendly competition for businesses within Yong Ping. Once an Elven month, an outstanding business will be chosen to be represented by the Ministry of Interior via an Elven week of waived taxes, an specifically constructed advertisement and one chosen item showcased in the Government shop.

五。Budgets

Each ministries budgets are staying mainly the same, though, more funds will be allocated towards the Ministry of Defense to encourage the continued prosperity and protection of Yong Ping. Furthermore, budgets are now being allotted towards the following things:

Orphaned children taken in by the state.

Building and beautification projects such as the repairing of old shrines and/or the slums.

六。This act will come into effect immediately upon the City-State of Yong Ping’s expansion into nationhood.

This agreement is dated Year 15 of the Second Age, 6th of the First Seed is made between Icathian Company, and the City State of Yong Ping, with an office at Spice Street 16, for the purpose of setting forth the exclusive terms and conditions by which the City State of Yong Ping desires to acquire the Icathian companies services.

In consideration of the mutual obligations specified in this Agreement, the parties, intending to be legally bound hereby, agree to the following:

1. Services.  The City State of Yong Ping retains the Icathian Company, and the Icathian Company agrees to perform for the City State of Yong Ping, certain services set forth consisting of guard and military services.

2. Consideration / Compensation:

(a) In exchange for the full, prompt, and satisfactory performance of all Services to be rendered to the City State of Yong Ping, the City State of Yong Ping shall provide the Icathian Company compensation via a tax-free home base within the settlement, Spice Street 16.

(b) The Icathian Company is not entitled to receive any other compensation or any benefits from the City State of Yong Ping. Except as otherwise required by law, the City State of Yong Ping shall not withhold any sums or payments made to the Icathian Company.

3. Nondisclosure:

(a) The Icathian Company  understands that, in connection with its engagement with the City State of Yong Ping, it may receive, produce, or otherwise be exposed to the City State of Yong Ping trade secrets, business, proprietary and/or militarial information, including, without limitation, information concerning citizen lists, financial information. and other information considered to be confidential by the City State of Yong Ping.

(b) The Icathian Company acknowledges that the Confidential Information is the City State of Yong Ping sole, exclusive and extremely valuable property. Accordingly, the Icathian Company agrees to segregate all Confidential Information from information of other settlements, groups and/or nations and agrees not to reproduce any Confidential Information without the City State of Yong Ping prior written consent, not to use the Confidential Information except in the performance of this Agreement, and not to divulge all or any part of the Confidential Information in any form to any third party, either during or after the term of this Agreement, except to the City State of Yong Ping approved citizens and the Icathian Company Employees who need to know such Confidential Information in order to perform the Services.

Since recently there has been general confusion as to how one can attain a house, or more importantly a citizenship, in the City State of Yong Ping, I have endeavoured to summarise the laws for those who decline to read them.

一。Anyone can purchase a stall, BUT YOU MUST BE A CITIZEN IN ORDER TO PURCHASE HOUSING. 

Non-citizens can rent a room at the Watanabe Inn.
 

二。To become a citizen, you will have to speak to someone in the Ministry of Justice to acquire a Citizenship Application.

三。What you need in a Citizenship Application:

A) You must interact with a local citizen for two elven days in a row.

B) You must attend a cultural or religious activity.

C) You must interact with a local merchant (who is NOT your nominee for the local citizen).

[OOC: Rp with a business owner/ teahouse operator/ merchant. This person CANNOT be your first guarantor.]
NB: You must log these experiences and collect the signatures of all three people.

四。Deposit the Citizenship Application in the second floor of the Government House.

五。For all housing and stall purchases contact a steward.
