In the pursuit of commerce and craft, the City of Luciensburg recognizes the worth and value of Guilds and similar organizations as quintessential to the lifeblood of any true city. We will welcome nearly any guilds, from  alchemical, to monster-hunting, historical, exploration, militaristic, or baking guilds. Thus, in an endeavor to welcome enterprising individuals more easily, the City shall offer incentives and assistance in the foundation of Guilds and similar organizations.

It is therefore by Decree of the Burgomaster of Luciensburg that those wishing to establish Guilds within the City's walls will be assisted by the City via the following:

- New guilds shall receive startup capital from the City in the amount of 150 minas.

- New guilds shall be freed of rent for a period of 4 years.

- New guilds will receive the protection of the City Watch and the favor and assistance of the Council.

- New guilds will receive a sizeable building or property within which to conduct their business.

- New guilds have the ability, within reason, to make structural changes to the location in which they decide to found their organization.

All guilds founded within the City will be given the opportunity to recruit, gain new members, and conduct business as they see fit, so long as they stay in good-standing with the City and its people.

This act applies to guilds that may already exist in other parts of Almaris, though will be starting for the first time in Luciensburg.

simply contact the Burgomaster or any member of the City Council. A meeting will thereafter be arranged. All decisions will be made on a case-by-case basis; but the stronger your idea and the more members you have at start, the better your chances shall be.

No idea is too small for consideration.

After an analytical reevaluation of the city's rent costs, and due to some meddling in the ledgers, the Burgomaster has decided to make the following amendments to the standing rental of properties:

-All properties in the Naperly District will be reduced to 2 Marks/Year.

-The properties of Hoglow I and Adrian V have been reduced from 4 Marks/Year to 3 Marks/Year (both currently occupied residencies).

-The properties of Brodan I and Metina V have been increased from 3 Marks/Year to 4 Marks/Year (both currently unoccupied residencies).

On this meeting of the Council of Commoners, the those present bore witness to the following:

- A City Watch captain candidate will be brought into the City for dinner as a test of fitness of character for the task.

- A monument is being built atop the Monte Lvcien. Drafts of this monument are to be given to the Burgomaster or Interrex for review.

- An issue of tax dispute was settled with the Church and City. Henceforth, all properties within the City owned by members of the Priory will be priced at half-taxation.

-LAW: IT IS ILLEGAL TO DISPOSE OF DEFECATION OR CORPSES WITHIN THE WATERWAYS OF THE CITY. ALL BUSINESS OF THE SORT SHALL HENCEFORTH BE CONDUCTED AT THE PUBLIC DEFECATION SUITE TO BE INSTALLED IN OR NEAR THE NAPERLY DISTRICT AND CONNECTED TO ITS WATERWAYS.

-LAW: IT IS ILLEGAL TO FREE THE CHICKEN IN THE CAGE. DOING SO WILL RENDER THE OFFENDER LIABLE FOR 100 MINAS, OF WHICH THEY MUST BET ON BINGO.

UPON LOSING, THEY WILL RENDER THE MONEY TO THE STATE. UPON WINNING, THEY WILL BE ALLOWED TO KEEP THEIR MONEY.

COUNCIL OF COMMONERS of YEAR 26

On this meeting of the Council of Commoners, the those present bore witness to the following:

- Within next Year (Saint's week), the grounds of the former Arx Rubra will be cleared of miasma and debris. Peasants are currently en route to labor to begin clearing such, filling in the crater, and assisting masons and carpenters in removing the remaining structure.

- Following the clearing of the debris, the City will be repealing its Act of Exile-- citizens who were exiled due to the rat conflict will be welcomed back into the city. Barricades are being cleared as well, and fortifications are being repositioned to accommodate the recent changes against the rats.

- A monument of some sort will be erected at the former site of Arx Rubra to honor the fallen combatants who have died in the struggle against the rat menace. Father Paco of the abbey is in charge of designing such, though will be in need of a mason of some sort to assist him.

-Additionally, once the grounds are cleared, the City and Council will be deciding what to do with the land proper.

- Additionally, once the grounds are cleared, the City of Saint Lucien will be hosting a celebration or festival to honor the fallen combatants, and to celebrate our current victories over the rat menace.

- The City is currently looking for a capable individual to assume the position of Captain of the City Watch. If you have any suggestions for either yourself or someone else, find a Tribune or the Interrex.
