The Crown of Savoy in recent years since its reconstruction has ever been a fickle one, more akin to being made of thorns over gold. From a grandfather born to great machinations, to a father of an absent nation, it was the will and hope of the Prince of Savoy, Lucien, that the buck would stop and order be restored. In such a time, multiple plots and trials have been levied against him that most rulers do not face in a lifetime. The crown weighs heavy upon the head that wields it, yet as opposed to others who would sit upon their position and allow for it to degrade, the Prince has deemed fit to offer the people of Savoy a new leader who has the energy to rebuild. It is therefore the will of the Crown that Prince Lucien of Savoy abdicates the Savoyard throne to his sister, Princess Renata Adelina Ashford de Savoie.

Her Serene Highness, Princess Renata Adelina, inherits the crown on account of the following; 

I. Her elder sister disinherited by her marriage to the Count of Mardon having not entered into a matrilineal marriage;

II. Her younger brother, Olivier Guy de Savoie, being;

i. Absent, or otherwise declared deceased by his disappearance;

ii. Plagued with issues of the mind deeming him insane, and thus disinherited from the crown.

III. Her proven loyalty to the Principality, having supported Prince Lucien resolutely during both traitorous attempts on his life and birthright.

IV. Her proven competency to statecraft, as revealed during the reign of her brother.

V. His Serene Highness, Lucien, in order to retain the humility and prestige of his house and position confirm for himself the following;

VI. The bestowal of the titular County of Peremont, to be held by the Prince Emeritus until death, thereafter succeeded by his heirs.

VII. A classic tunic personally sewn together by the personal hand of the new Princess, Renata Adelina, depicting a particularly angry savoyard bird.

It pleases the Savoyard Crown to recognize Our leal subject, Remus of House de Bar, as a great servant to the Principality, and a protector of the Princely House. As such, the Savoyard Crown, with the authority vested upon Us by God and Our people, invests in Lucien Robert Ferdinand Remus Guy Ashford de Bar - concurrently the Count of Niseep - the ancestral Dukedom of Drusco to hold and pass onto his legitimate heirs. We further grant him the Fortress of Myrine as the new seat of his holdings in acknowledgment of his service to the Crown and as compensation for his decision to forfeit his prior lands to the Crown in lieu of San Luciano’s destruction. He is trusted with keeping law and order within his holdings, upholding the rule of the ruling dynasts, serving the Savoyard Crown dutifully, and to raise his sword in defense of the Principality.

Due to the honorable deeds and assistance of Us in the Owynist Faith by the Priestly Lector, Father Temesch, We have determined it worthy to bestow a title to the priest. However, due to the apolitical nature of the Order the Priestly Lector is a part of, We have determined to pass this title unto his wife. It, therefore, pleases the Crown of Savoy to recognize the wife of the Priestly Lector, JULIA APOLLONIA TEMESCH, as an honorable wife to the Priestly Lector, made worthy through familial relations with a Priest of GOD and being a loyal subject of Hyspia under the Savoyard Crown. As such, the Savoyard Crown, with the authority vested upon Us by God and Our People, enfeoff JULIA APOLLONIA TEMESCH with the COUNTY OF LAS PALMAS She is entrusted with upholding the rule of Our House, keeping law and order within her holdings, and raising her sword in the defense of Our Crown. As such, the Savoyard Crown, with the authority vested upon Us by God and Our people, enfeoff PAUL SALVIAN TEMESCH with the COUNTY OF MOERE. He is entrusted with upholding the rule of Our House, keeping law and order within his holdings, and raising his sword in defense of Our Crown. Blood Stains the Ashford Throne

It was a quiet night, everyone had drifted off to sleep when a Savoyard Basrid made her way into the courtroom where something foul and wicked had occured. Blood caked into the throne as the smell of rot and flesh began to permeate. While she should have left it to the servants, it did not seem right to let them scrub at the blood of one she once considered a friend, family even. The one person she thought would never leave her side, had.  She made her way up to the throne with a bucket of lemon, vinegar, and water in an almost stoic manner, dazed.

“The Haenseti and Ferrymen drew their blades first…” She reminded herself quietly.

As time went on she continued to scrub and scrub and scrub away one singular spot of the crimson ichor on the throne until her hands turned raw from the acidic mixture and repeated motion. It was at that moment of only cleaning at the particular spot of blood of her dear friend and sovereign, that she wept, for her friend, her people, and GOD. Greed and hunger plagued the hallowed halls that she called home once more for the past decade. This was her duty that was given to her, at the last wishes of Olivier Renault, to uphold the will of Olivier Laurene, and to uphold the legacy of Olivier Guy. 

It is on this day, we weep, for the loss of our kin, and for the loss of our future, for the loss of the hand that has guided all of us since the passing of the Merryweather. It is on this day, we weep for the breaking of contracts written in blood, we weep for the friends we have lost along the way. It is on this day we weep, for a mere child unprepared for the world has taken up the throne. A throne that we were stewarding until an heir was ready to do so, an heir we were hoping would be Prince Lucien, though he has been propped up illegitimately by those not of Savoyard blood and his reign will now be stained with the blood of his mother on his hands if his path continues like this. 

Hope is not lost for the Savoyard people, for hope is what remains at the heart of the people. The intention of the court was to shepherd that hope in, with a new light and to guide the people for a prince that cares; be that Prince Lucien, or Prince Olivier Guy. Sons who are both far too young to take the throne without guidance. Citing the laws written within the Lex Savoia, 

I. “It will be that an heir being under the age of fifteen cannot entirely execute the functions of a testament left by their ancestor; they shall be taken into the care of their Lord, and be exempt from their feudal duties until majority.” (Book II Chapter III: 19). 
II. “But if a man has many sons, all in equal standing to inherit, then he can give no greater amount to any one of his heirs; he may give, whilst he lives, that portion to which a son will inherit upon his death.” (Book II Chapter I: 11)

It was the will of Olivier Laurene that we tend to the throne in his absence and continuing to cultivate a home for his Sons that was worthy of ruling, and that is continuing to be our plan. To guide Lucien under a steady hand and for him to grow as his predecessors would have wanted, not under the boot of being crowned by the Haenseti, not under the boot of vagabonds and mercenaries, but to grow under the Eshevuard Sun until he is of age. 

Blood stains the Ashford throne, and it must be cleansed of that blood before it cements. The life of Princess Catherine shall not be lived in vain, for she was born a Barclay, yet had died as a Savoie. History can change, as will the path of Lucien to be the one that was proper of him, wanted by his ancestors. The Winter Regency shall remain in effect until the worthy heir is of age, as was the will of Olivier before he continued on his eternal pilgrimage and loyalty shall remain with House de Savoie for the rightful ruler of Savoy.

OF MYRINE

Henceforth, until that of our rightful Prince, Prince Lucien de Savoie, and that of our LAWFULLY given titles so granted to us on behalf of Olivier I, the March of myrine seeks to make public to that of the realms that we will raise our levies and seal our gates in open Rebellion as we prepare to launch ‘pon the capital city, with the intent to overthrow the usurpers that compose the faux-regency council, recognized by none. Since the death of fair Balthazar II, the Crown of Savoy has cast asunder their care or regards. All we ever were to the crown was that of a number, a statistic, in which we provided a strong levy. Now, in the fleeting moments of Myrine’s recent depression have we been betrayed outright by those who compose said regency council of prior.

Until these in depth demands are made we will not stand down:
-The return of our title, as earned by the Mareno family and those of our sub-titles below us, or the equivalent of such as a legalized unlanded title if the recent stagnation is not something one truly cares for, or at the very least, the granting of lands elsewhere for the last of our people to maintain their life, work, and possessions.

The regency council must abdicate to a suitable extent and grant to our rightful Prince, Prince Lucien, his possessions, rights and legality that they would so dare deny.

Let it be known if these demands are not met, in the words of Aediles Caderina;

"If you want our levy, we shall give you it as we storm the capital and deal with the traitors by force."

Upon the resolving of any conflict we shall stand down for Prince Lucien.

This individual has been dedicated to the Principality and it’s growth for decades and is to be elevated for his hard work that has shown his capabilities as a leader and befitting of deserving the position of Lord Commander.

The Right Honourable Baron of Lvinsk, Borys Jazloviecki is promoted to the position of Lord Commander and is to be welcomed into the Council of State. An oathing ceremony will commence the next Saint's day followed by the wrestling tournament to celebrate the occasion.

ARTICLE I: TERMS OF THE CONCORD
I. The SIGNATORIES shall be defined as His Serene Highness Olivier II and the Right Honourable Count of Susa: Lord Matyas Basrid 

II. The SIGNATORIES assert that should this concord be broken subsequent shall fall to the Sovereign of Savoy; 
a. The Comital lands of Susa - of which includes the Comital crown. 

III. The SIGNATORIES assert that this concord shall be amenable on recorded concurrence between both of the SIGNATORIES.

ARTICLE II: THE CONCORD
On account of the above established assortments - the SIGNATORIES affirm that:

I. On the House of Basrid
1. The Count of Susa shall swear his - and the Comital household of Basrid - sword to the Principality of Savoy.
2. The Count of Susa shall move the Comital lands of Susa to the Principality of Savoy. 
3. The Count of Susa shall move the Comital household of Basrid to the Principality of Savoy.

II. On the Count of Susa
1. The Sovereign of Savoy shall elevate the Count of Susa to Khedive of Rudria.
2. The Sovereign of Savoy shall allocate land to the Khedivate of Rudria - as well as the Comital lands of Susa - for the development of the continental Rhenyari.
3. The Sovereign of Savoy shall aid in the construction of the Khedivate of Rudria.

The Mobilization of the Argent Legion

Argent Legion forces rally outside of the Free City of San Luciano

    In keeping with recent developments of Savoyard governance, and particularly in response to the vile, hapless attempt at performing a coup d'état by the honorless wretches known formerly as the Blackwald Company, we hereby enact the formation of The Argent Legion. The Argent Legion shall faithfully serve Savoy and her people, working diligently to defend the Principality against all threats, internal or external, and to act, in times of war, as Savoy’s primary offensive military force. The Argent Legion shall provide enduring security and reliability to both the Crown, and the subjects thereof.

Furthermore, His Lordship, Elijah Keen, the 1st Baron of Kensford, is hereby declared Lord Commander of The Argent Legion, and entrusted with the leadership, organization, and operation thereof.

The following rights are hereby provided to the Argent Legion:

    - To recruit, employ, and maintain a standing military force using state resources.

    - To manage matters of manpower, discipline, and leadership internally.

    - To carry out and enforce the laws and policies of the State and the Crown.

    - To detain, search, arrest, and punish individuals within the territory of Savoy while in the enforcement of the law.

    - To search and seize property within the territory of Savoy while in the enforcement of the law.

    - To compel individuals within the territory of Savoy to comply with State, Crown, or Argent Legion directives.

    - To wear and carry, both openly or concealed, all grades of weaponry and armor.

    - To carry out the act of warfare against the enemies of the Principality of Savoy.

    - To restrict and control travel and entry to and from the Principality of Savoy, and the Free City of San Luciano.

In consideration of the second chance that was issued to me by his Holiness, Everard VI, I have come to realize the pious path is one which requires dedication, introspection, and time. GOD has set out the path for each of our lives with reason and thought, yet there comes a time in which I must ruminate and rediscover that path within. Within the scroll which was received by the Exalted Horen it is written, “So I am the Most High, and in pursuit of My Virtue, I bid my faithful this: You shall keep fast to your word and station, and aspire not to greatness among men, but to My glory.”  Those are words I must learn to live by, especially in recent times where it is needed to assess what actions I must take for the Savoyard people to remain on the most righteous path as one with the flock of GOD.

To do right by the people, to do right by the virtues of GOD, I must depart for a pilgrimage. The Principality of Savoy will not be left in unjust hands or unguided, hence an announcement of a brief Regency while I am underway of a Pilgrimage. From now until the time I return, or even if I should not, I formally declare Vasileia Ekaterini Basrid as Lady Regent of Savoy to head a regency council. It is in Vasileia Ekaterini Basrid and the Council that I trust the care of the betterment of Savoy and it’s decisions here on out until my return.

THE EDICT OF PARLIAMENT

WHEREAS Our Patricians Assembly has been left to Us in a state of abeyance and decay:
I.    With Our Princely authority do we declare it dissolved;
II.    That We hereby establish the first Parliament of Savoy, to be initially composed of all Lords formerly granted a seat in the Patricians Assembly as well as the Mayor of San Luciano, two other appointed burgess, and the Cardinal Allobrogum;
III.    That We invest the Parliament the authority to actively govern and create the laws of the realm;
IV.    That Parliament will absorb the magistracy rights of the now defunct Lord Justiciar, and consequently Members of Parliament will sit as jury to criminal and civil cases where required.
V.    That the Vizier will preside over all sessions of Parliament with his own vote, and retains the right of appointment to and dismissal from the Parliament.

THE CHARTER OF SAN LUCIANO

WHEREAS The Charter of the City of San Luciano was unfortunately neglected for many years, for the good governance of the city We see a need to rearrange certain aspects of its content.

And whereas also numerous functions of city government laid out in the former Charter of San Luciano seem to be in abeyance, the positions of Lord Provost and City Clerk are dissolved, their powers and responsibilities diverted to an appointed Mayor of the city, the first being Ioannis Basrid, who shall report to the Vizier of the Prince.

And whereas many of our burgess and privileged classes did unilaterally, and illegally, release themselves from their oaths to the Crown, We recognise that our city’s populace has now been fundamentally altered, and so We declare that any and all privileges once afforded solely to the Patricians of the city will now be extended to the Freemen of San Luciano.

It is declared and enacted in various documents of state that no man shall be forejudged by life or limb, and so We reaffirm that all people of this realm shall be judged only by their peers and shall not be put to death or molested in any way contrary to the law.

And also in the fourth year of the reign of Prince Olivier I it was declared and enacted through the Gradic Charter that the people of San Luciano had the right to collect taxes, We further declare that hereafter taxes or rates of any kind may not be levied without the consent of Parliament, that no man may be called to collect rates not authorised by this body, and that no man be compelled to pay them.

We hereby reissue the Gradic Rights, c. 1557:

Hitherto the populace of this town shall be referred to as any legal landholder within municipal authority.
Hitherto does the populace of this town have the right to waive feudal privilege and govern itself.
Hence the town has the right to choose a leader from amongst its own.
Hence the town has the right to produce and publish laws and rights regarding itself.
Hitherto does the populace of this town have an exemption from serfdom.
Hitherto does the populace of this town have the right to freedom of travel.
Hitherto does the populace of this town have the right to collect tax, tolls, and impose fees.

WHEREBY These reforms are made with a mind to benefit the people of the city, We declare that San Luciano will be afforded the right to title itself a Free City, and as such will be referred hereafter as the Free City of San Luciano.

TAX EDIT OF 1847
Reforms of Stewardry and Finances

The office of the Exchequer has seen fit to remodel the function of the financial workings and function under the crown. The tax reforms which the City of San Luciano are to aid in a mutually beneficial tax system to further the growth and prosperity within the Principality of Savoy. It is the hope of the crown to ensure the quality of life remains ever exemplary for its citizens. 

 REGARDING TAXATION

The housing of San Luciano is divided up into four tiers based on sizing and location of the property. Manors will be reserved for those who do have families which size exceeds that of a large home, distributed specifically by the Royal Exchequer. 

Shops and stalls will have their own separate tax classification should one be interested in purchasing a property the taxes are as follows;

Additionally; the office of the Exchequer will audit properties within the grand municipality by checking the activity of the property and ensuring the upkeep of taxes. Taxes will be collected each Grand Harvest at the end of the Saint’s Week.

REGARDING THE OFFICE OF THE EXCHEQUER

With the new Lady Exchequer being instated, it has been seen fit to begin the hiring of new City Clerks into the Financial Office of San Luciano. All previous stewards and City Clerks must reapply in order to maintain their position. Along with the opening of opening applications to bring City Clerks into office, there are three which one might refer to for questions on matters of stewardry;

As, this Edict is written, servants of the demon Azdromoth continue to fight a secret war against mankind, undaunted and audacious. From the murder of our priests, to the heretical impersonation of our Prophets and venerated figures,  through their actions have made it plain that the Azdrazi are enemies of Canonist civilization, and enemies of our State. Through the passing of this edict, we enter a war against evil, 

PROVISION I: CONDEMNATION OF THE SERVANTS OF AZDROMOTH

The Principality of Savoy hereby condemns the Azdrazi as worshippers of a false idol and apostates to the Canonist faith. We declare that worship of Azdromoth, a demon in the ilk of Iblees, is a heresy and transgression against mankind.

We stand in solidarity with other Descendant nations and creeds in their struggle against the Azdrazi. We must set our dissimilarities aside in understanding of a greater pursuit: purging the servants of Azdromoth, and the killers of men. Thus, we acknowledge them as our compatriots in spirit, and unite together against the great, blasphemous evil. 
 

PROVISION II: BANISHMENT OF THE SERVANTS OF AZDROMOTH 

The Principality of Savoy banishes all Azdrazi, followers of Azdromoth, and allies, effective immediately. Any man proven in affiliation to the Cult of Azdromoth shall be branded an apostate and outlaw, void of citizenship and titles, their property forfeit and they shall be killed.

THE PRINCIPALITY OF SAVOY

THE EDICT OF RESPONSIBILITY

PART I: COUNCIL OF STATE

The Council of State holds a collective responsibility for the maintenance and administration of the Principality. Above all, the Council of State is tasked with the duty to aid and advise the Prince, and may be amended at will by him. The Council of State are bestowed the distinction of Lord for the duration of their tenure upon the council, and are to be addressed by the courtesy of Excellency.

The Council of State is chaired by the Lord Chancellor and may convene without the presence of the Prince. In prolonged absences, interregnum, or minority the Privy Council is invested with the Regency of the Principality.

 I. The Lord Chancellor

The Principality’s foremost minister is invested by the Prince to direct the government and execute his will. The Lord Chancellor wields penultimate authority in the Principality and may convene the Privy Council. The Lord Chancellor is granted the Signet of St. Humbert of Bar and is charged with the custody of the Great Seal of the realm.

II. The Lord Marshal

The Principality’s highest military appointment is the Lord Marshal, holding the highest rank achievable by a serving member of the Esheveurd Brigade. The Marshal commands absolute authority over the military second to the Prince, and is granted the authorities to maintain, regulate and administrate the standing army of the Principality. The Marshal is granted the Signet of St. Peter of Gaekrin.

The current Lord Marshal is Joseph Brandt (Caelria)

III. The Lord Exchequer

The finances of the Principality are invested into the Exchequer, who heads the Princely Treasury and is the chief accountant of the land’s income and expenditure. They also administer and oversee the crownlands of Savoy on behalf of the Prince. The Lord Exchequer is granted the Signet of St. Tobias.

IV. The First Magistrate 

As the Principality’s chief legal advisor, the First Magistrate is responsible for maintaining, regulating, and administering Princely law and overseeing the courts of the realm. They are also the head of the Council of Magistrates. The First Magistrate is granted the Signet of St. Daniel.

V. The Grand Knight

Fealty is the most pristine quality; it is loyalty that has made the character of many figures of renown. The eternal knights of Savoy are the reflection of its honor: the princely charge bestowed upon this title is an arduous path like no other. The Grand Knight of Savoy is responsible for organizing the training of the squires and knights, to reflect their stature as stalwart men of prestige. In his duties, the Grand Knight is charged with the survey of His Highness’s land. The Grand Knight is granted the Signet of St. Edmond of Lachsin.

V. The Grand Magus

The Grand Magus is the advisor to the Prince on all magical affairs. They also manage and oversee the activities of the greater wizardry of Savoy, ensuring no evil permeates these lands. They hold the Signet of St. Amyas.

PART II: COUNCIL OF MAGISTRATES

The Council of Magistrates of Savoy is composed of three magistrates. The three are selected individually accordingly every four years. The Magistrate appointed by the Prince of Savoy unilaterally shall don a purple shawl and shall henceforth be known as the First Magistrate for all intents and purposes. The Magistrate elected by the citizenry of San Luciano shall don a red shawl and shall henceforth be known as the Second Magistrate for all intents and purposes. The Magistrate elected by the City Assembly of San Luciano shall don a black shawl and shall henceforth be known as the Third Magistrate for all intents and purposes. These three magistrates will then individually compose the Council of Magistrates. 

This edict delegates to the Magistrates of Savoy the following competencies;

I. The Council of Magistrates has been instructed to take the Prince of Savoy’s place in court for cases brought to court by common citizens within the Principality of Savoy.

II. The Council of Magistrates is hereby charged with ensuring any citizen of Savoy stands trial before sentencing. 

III. The Council of Magistrates has been instructed with the enforcement of municipal and crown law, in the cases of noble, common, and natural law.

IV. The Council of Magistrates has been granted the power to mete out justice with respect to the municipal and crown law, in the cases of noble, common, and natural law.

V The Council of Magistrates has been tasked with reviewing the legality of municipal laws, ordinances, and statutes passed by the City Assembly of San Luciano.

VI. The Council of Magistrates has granted the authority to detain subjects for their own safety and the safety of others pending a trial or administering of justice.

VII. The Council of Magistrates has been granted the authority to act as an appellate court in the capacity as a unified body. All appellate rulings must be made by a majority of the Council.

VIII. All Magistrates must be certified as a rational practitioner of law by the Court of Savoy.

By virtue of Our dynastic rule, we do hereby establish these following decrees:

1. Those residing within the premises of Caer Cath shall function as an independent, private entity under His Serene Highness. In their autonomous function, they will answer only to His Serene Highness themselves;

   1. Said tower has been built for the operations of alchemists and sorcerers, who shall contain sole jurisdiction over their operations and apothecary.

2. The inhabitants of Caer Cath shall function as a specialized task force in the objective of hunting, procuring, and eliminating dark and demonspawn, and necrotic beings that plague the Southern realm;

3. His Serene Highness shall permit the use of alchemical and arcane operations, predicated on the condition that the associates within the premises of Caer Cath register all practitioners of these arts under a registered license, at a fee of 50 minae per annum;

4. His Serene Highness duly invests the charge of operations orchestrated from the vicinity of Caer Cath upon a designated Grandmaster and Quartermaster with the role of producing weekly reports of studies, advances and doings within the tower for the duration of their service.
