WITH THE RECENT CHANGES IN BALIAN’S DUANA, LA CORT DE LA TARONJA HAS FOUND ITSELF IN NEED OF A NEW PALATIODORA FOR MANY MONTHS. For twenty years, the Courts were led under the steadfast and dutiful ESFIR D’ARKENT, who has since been promoted to the role of Amiratus. She is thanked immensely for her service and the life she brought during her tenure, first under the tumultuous decade-long regency beneath CARDINAL IVAN, and later beneath KATHRYN OF RHEN. 

HOWEVER, WITH DUCHESS ESFIR’S LEAVE from the Courts, she and Her Majesty have busied themselves with the recruitment of interviews of a replacement to be head of the Council of Monterosa, and the Queen’s right hand advisor. After speaking with several promising and incredibly capable candidates, Her Majesty has found one fitting for the role. Thus, with great happiness, a new appointment to the Royal Duana is announced: Her Excellency, BARONESS CALLIOPE NOVELLEN-TUVIA, the Palatiodora of Balian.

The Succession

The CROWN OF BALIAN follows Absolute Cognatic Primogeniture, which means that the eldest child of the reigning monarch inherits the throne regardless of their gender. Males and Females are regarded as equal, afforded the same rights to inheritance. 

Upon the death of the present reigning monarch, the eldest child is the throne’s sole inheritor, followed by the heir’s own children in order of birth. Should the eldest child of the ruler predecease the monarch and sire no heirs of their body, the throne would then pass to the second-eldest child of the monarch and their heirs, in order of birth. This would continue with each child and their heirs. Should the monarch have no living children or grandchildren, the throne would then pass to the monarch’s eldest sibling and their heirs. In the absence of any siblings, and their heirs, the throne would pass to the eldest uncle or aunt of the monarch, and their heirs. In the event that there are no living heirs to the throne of Balian, a succession council would be called to determine the future of the throne’s inheritance.  

Individuals are excluded from the succession if they already hold titles in a foreign realm, stand to inherit titles in a foreign realm, or have pledged their allegiance to a foreign realm. The monarch may likewise disqualify an individual from the succession by issuing a royal writ of disinheritance. 

All heirs to the throne claim descent from His Royal Majesty, King John I of Balian.

The Children of the Crown

The heirs of the monarch are viewed as integral members of the kingdom and the royal household, born with the purpose of representing the Crown and its interests. For this reason, they’re afforded lifetime titles befitting of their birth and place within the royal succession. 

The eldest child of the ruling monarch, upon their birth, is named the Prince or Princess of Monterosa, with the Duchy of Atrus as a subsidiary title. In the event of the heir’s death, these titles are passed onto the next heir, as per the succession listed above. Upon the ascension of the heir to the throne of Balian, these titles merge with the Crown until a subsequent heir is born or named by the new monarch.

The eldest daughter of the ruling monarch, upon their birth, is named the Princess Royal of Balian, with the County of Rosemoor as a subsidiary title. These titles may only be passed onto the next eldest daughter of a monarch upon the death of the previous holder, ensuring no two Princesses Royal exist concurrently. If the heir to the throne is female, the next eldest daughter will receive these titles.

As the Star of St. Lothar has four greater points, so too did the Crown afford four royal counties to be held by princes and princesses of the kingdom. However, with the passage of time and the strengthening of the royal line, the number of royal counties has been expanded. These titles are chosen either by the monarch or by the individual child. They may be granted at birth or when the child reaches the age of majority.

These titles are held for the person’s lifetime. Upon their death, the title will revert to the Crown regardless of if the prince or princess have issue of their own body. It is likewise noted that princes or princesses holding these titles are not considered Peers of the Realm. 

Descendants of His Royal Majesty, Alexander I, may likewise use the name ‘de Atrus’ in lieu of using their royal surname, though they will still belong to the royal House of Novellen and shall be named as such upon all official and royal documents.

FOREWORD

TO OUR BELOVED SUBJECTS,

Since the reign of His Majesty, King John the Founder, the Balianese Senate has served as a cornerstone of governance and decision-making. A chamber through which the people may elect dutiful representatives to speak on their behalf, ensuring the essential values of equity and progress are upheld throughout the Kingdom. 

The Crown recognises the importance of ensuring the maintenance and integrity of the Senate as a legislative body. Thus, following a consultation with the Senate and a subsequent majority vote of its sitting members, we bestow unto the chamber the powers to establish Tribunals of Inquiry. This will expand upon the means through which it may effectively scrutinise and ensure the proper functionality of the Duana as a governing body. 

The provisions detailed within this edict shall hereby repeal Section II and Section III of the Government Transparency Act of 111 B.A., replacing the process of appealing for an ‘impromptu audit’ whilst expanding upon the process of summoning witnesses. 

SECTION I: ESTABLISHMENT

1. The Crown hereby invests within the Senate the authority to propose the establishment of a Tribunal of Inquiry.

2. An elected member of the Senate, during its convening, may propose the establishment of a tribunal. The following criteria must be satisfied:-

1. The criteria for matters of urgent public interest must be met (defined under Section 1.3). 
2. The establishment of a tribunal must be affirmed by a simple majority of sitting members of the Senate.
3. The establishment of a tribunal requires Royal Assent from His/Her Majesty.
4. In the absence of His/Her Majesty, the Amiratus may approve the establishment of a tribunal on their behalf. 

3. Matters of urgent public interest shall be defined under the following parameters:-

1. Where allegations of criminality exist, outlined under LEX CRIMINALIS.
2. Where the competency of an office may be called into question in upholding its stately duties, outlined under the OFFICES OF THE DUANA.  

SECTION II: FUNCTIONS & POWERS

1. A tribunal shall hold the specified offices of His/Her Majesty’s Duana accountable. Said offices are as follows:-

1. Legate.
2. Constable.
3. Domus Ministri.
4. Procurator.
5. Censor.
6. Magistrate-General. 

2. A tribunal will function in the following capacity:-

1. Investigating matters of urgent public interest (defined under Section 1.3). 
2. Recording the full dialogue between its members and witnesses, for the purpose of reference and later scrutiny.
3. Publishing a public report of findings and recommendations, upon conclusion of its investigation, for the purpose of preventing the recurrence of any cited issues. 

3. A tribunal may call forth witnesses to testify. Witnesses must be relevant to the scope of its inquiry.

1. Witnesses must be declared before the acquisition of Royal Assent. 
2. Amendments to the witness list shall require sanction from His/Her Majesty or, in their absence, the Amiratus. 
3. Witnesses are not compelled by law to appear before the tribunal without sanction from the Crown. A valid signature or seal from His/Her Majesty or, in their absence, the Amiratus is required. 
4. The mere approval of the Crown in establishing a tribunal will not in itself serve as a sanctioning of tribunal summons. 
5. Those who fail to adhere to a tribunal summons, sanctioned by the Crown, shall be charged with Petty Disobedience, in accordance with Article IV.011B of the LEX CRIMINALIS. 

SECTION III: COMPOSITION

1. A tribunal shall be composed of five nominated members of the Senate, including the Speaker. 

1. All members of the tribunal must act in accordance with the professional conduct expected of representatives of the people. 
2. All members of the tribunal are invited to question witnesses for the duration of the inquiry. 

2. The tribunal shall nominate a Chairman for the duration of the inquiry. The chairman is responsible for leading the inquiry and the order in which witnesses are called. 

3. The Chairman shall maintain the factual integrity of the inquiry. For the purpose of composing an accurate report, questions of the following nature are to be disregarded:-  

1. Leading questions.
2. Speculative questions.
3. Trivial questions. 

Furthermore, answers under the following circumstances are to be disregarded:-

1. Conjecture.
2. Duress.
3. Hearsay.
4. Misleading.

Our great Kingdom enters a period of mourning, in the wake of His Excellency, the late Amiratus, August Benedict Temesh’s passing. A true statesman and patriot, August held the office for twenty long years, serving the realm with the utmost dignity and honour befitting a man of his station. 

Alongside Ivan Cardinal Lotharia, August assisted in the administration of the Regency Council, ensuring the continued stability of the realm until the coronation of His Majesty, King John II. Yet, whilst his wise counsel was invaluable, he was above all else a good man, beloved for his sincerity and kindness. He will be sorely missed by all.

However, in our remembrance, we cannot allow ourselves to neglect that the realm requires a new hand, just and wise in their administrative conduct. Thus, the Crown hereby appoints the Duchess of Sunholdt, Esfir d’Arkent, as Amiratus of the Kingdom of Balian. Having proven her aptitude in the capacity of Palatiodora and loyalty as one of our most honourable peers, we instil our full confidence in her ability to inherit such a monumental burden. 

The Crown looks forward to witnessing her future years of service.

In recent years, and after due consideration, it has become abundantly clear that the stewardship of the Duchy of Reutov is an unsustainable task for the distinguished House of Ruthern. Thus, following a consultation with the family’s patriarch, Lord Heinrik var Ruthern, it has been determined that the title shall return unto the Crown of Balian. 

Thus, the House of Ruthern shall be demoted to the status of a Comital House. Henceforth, we recognise Lord Heinrik var Ruthern to bear the title Count of Kositz, held in service to the Crown and the Kingdom.

The position of the Procurator within the Kingdom is one of extreme prestige and imperative responsibility over the ledgers and taxation of the Balianese people, be they noble or common. Lady Colette de Lyons has shown exemplary persistence and ingenuity during her tenure as Procurator. Alas, the wheels of progress shall continue to turn even as the steadfast Colette de Lyons now retires from her role as Procurator. 

As such, we have sought to find a suitable replacement for the position of Procurator. It is with these candidates that the Crown decided upon the Procurator being lord Aleksandr dArkent. We look forward to seeing the hard work and steadfast loyalty he shall provide.

Renewed Balianese Immigration Program

The following legislation is a reworking of the Portoregne initiative in order to revitalise the immigration programs of Balian to allow new citizens of Balian to get situated within our Realm with ease. It is our hope that those new to Balian can find themselves to build funds to move to a larger house.

1. New Citizens to Balian may apply for Immigration Housing. This is an apartment in the Rev’s View complexes. No down payment shall be taken for this and they shall occupy such at the reduced rate of 10 mina per Annum for 6 Annum before full price is reinstated.

2. Alternatively a New Citizen may be offered a chance to join the Regiment of Saint Lothar as an Aspirant and hence be given a Bunk within the Arsenal that they may occupy without taxation.

3. Should a family of more than two apply for Immigration Housing, The offices of the Domus Minstri and Procurator shall devise a suitable solution for the family so that they may live together at a reduced rate.

It is with great pride that the Crown hereby announces the appointment of the honourable Achillius d’Arkent to the office of Constable, in recognition of his steadfast loyalty and potential. Henceforth, he shall serve upon His Majesty’s Duana, providing counsel in matters of security, developing conflicts and the maintenance of the Kingdom’s armed forces. 

To this effect, Achillius will also take command of the Regiment of Saint Lothar, serving in the position of ‘Strategos’. He is entrusted with the security and stability of the realm, and the mobilisation of the Regiment in times of war. 

This appointment will be reviewed by the Segnoria and the Senate upon their next convening.

A year has passed since the summons of the House of Novellen-Tuvia, in which its fate hung in the precarious balance of lofty hands. As opposed to honouring the legacy of Ezren the Martyr, entrusted to her by the late Queen Sybille, Ariadne Casimira broke faith with the Crown and the Kingdom, abandoning the dream of our forebears. 

Yet, in spite of this dishonour, the fate of Ariadne’s family shall not mirror its former matriarch. For the sake of the House of Novellen-Tuvia, the Crown recognises Calliope Novellen-Tuvia as the rightful head of her household. By her honour, she has sworn the Oath of Monterosa, witnessed by members of the Duana and representatives of the Royal Court.

We hereby bestow unto Calliope the title BARONESS OF TUVIA, to be held in service to the Crown and the Kingdom. Thus, the title is demoted from the status of Viscomital to Baronial. Furthermore, the House of Novellen-Tuvia has honourably pledged to pay off the former matriarch’s debt to the Crown.

Due to the unsustainable cost in maintaining the settlements located upon the Isla de Diamant, the House of Vuiller has since relocated from their former holdings to the mainland. The Crown recognises these dire circumstances alongside the steadfast loyalty of the Duke of Aquiliae, Sir Marcel Vuiller, and his household. 

Thus, the House of Vuiller is hereby granted the land encompassing Lothar’s Hold, now recognised as the Duchy of Aquiliae and once held by the family during the reign of King Adrian I. We entrust them to serve as its stewards and to maintain order, in service to the Crown and the Kingdom.

A year ago, the Noble Houses of the Kingdom of Balian were summoned to stand before the Throne of Unity, swearing oaths of fealty and service unto myself and the realm as a whole. They honoured our forefathers, who once swore unto John the Founder their commitment to uphold his vision for our civilisation, in the light of GOD.
 

I now summon the Princess-Royal, Ariadne Casimira, per her obligations as a peer of the realm, to renew her oath of fealty, alongside her honoured pedigree. 

Should this command be refused, the Crown shall see fit to call into question the House of Novellen-Tuvia’s status within and loyalty to the Kingdom of Balian, in addition to stripping Princess Ariadne of her position at court as the Princess-Royal.

  • The Sovereignty of Hyspia and Kingdom of Balian agree to a pact of Non-Aggression, lasting sixteen years of the promulgation of this Treaty.

• On Extradition
  • The Sovereignty of Hyspia and Kingdom of Balian agree to legal cooperation in criminal matters, and the extradition of fugitives in the realm in which they have offended, and coordination against bandits and other mutual threats, to see them put to proper trial for their offences.
  • The coordination on any legal investigation and extraditions shall happen between the Justiciero of Hyspia and the Magister of Balian.

• On Trade
  • The Sovereignty of Hyspia and Kingdom of Balian agree to offer each other discounted stalls at the price of 5 minas a year in each other’s markets for the purpose of fostering trade between the nations.

To the people of Balian, the dearest faithful of the Canonist realms and friends abroad. You are invited to witness the ushering of a new era for the Kingdom of Balian. Under the Pontifical seal of approval and by the grace of GOD, His Highness John Casimir Baudoin Novellen, Prince of Monterosa, shall be crowned King in a coronation officiated by Cardinal Ivan. 

Following the traditions laid down at the coronation of King John I ‘the Founder’, the ceremony will commence within the Cathedral of the Holy Supernals, after which the Prince and his entourage shall move unto the Palatio Arancione. He will be crowned there before the Throne of Unity to accept fealty from the Kingdom’s subjects. Upon the ceremony’s conclusion, the court will hear petitions from those in attendance.

have reached the end of our current journey. I am honored by the patience our flock has given me amidst this eleven-year period. The Lotharian Regency was never a permanent measure, but one of temporary necessity to ensure the stability of the Kingdom. However, this chapter must come to a close for the realm. For I have seen the strides our people have taken to uplift our nation in redemption.

A committee was to be formed by me amidst this regency to elect a new king after the abdication of Alexander II. However, I found it in my best judgment to let the people decide rather than allow a council of a few elites chosen by one man to decipher the direction of where the winds of change must blow. Thus, I waited for the commune to be established.

The commune consists of the segnoria which are the entirety of the Crown’s peers, and the senate which is the body of representatives elected by the citizenry of the Kingdom of Balian. Both bodies of the commune were given a chance to choose any living individual amongst the family of Novellen from the line of Alexander II to become the heir to the nation. However, amidst this choice another door was open for the people. Perhaps a new regime of their choosing. All of which were possible to debate or introduce by the very citizens of the commune. 

But the people remained steadfast to virtue. They refused to let any ambitious individual rise above their station. Rather, their patience and trust was directed to one man. A man who was given a path of redemption to repent for the misdeeds he had committed during his brash younger years before full maturity. That man is John Casimir Baudoin. 

We have witnessed his journey, from prince to commoner, to warrior. Amidst his journey of penance, he refused to be addressed as royalty. He had spent eleven years in humble service to the nation, to Lotharia, and to Canondom. His efforts garnered him recognition in virtue amongst humanity. He offered his blade against the Xionists. He stood firm against the Unholy Darktide to protect both Canondom and the Holy Mother Church. He did all not for his own glory but for the cause of the ALMIGHTY. 

We have witnessed his devotion to the Canon Faith. His soul was guided by all back to the light. He would ask for confession after confession, guidance after guidance from me and all pious men of the cloth. Each of his requests all had an underlying theme:
 

“How can I ask the LORD to grant my people his LIGHT?” 

His questions were answered. His confessions were heard. His requests for guidance were fulfilled. Amidst his path of penance, he chose rather to be motivated by a selfless intuition: to help his people. While we prayed for him, he prayed for us. 

The sign of his redemption came when I was told His Holiness had given John his blessing to wed Kathryn Virosi. The High Pontiff stated that he wished to reconcile John Casimir as soon as possible. Whilst I was amused, I gave the man my own three tests to assess his sincerity. He had passed each gracefully. After the third test, I gave him my own blessing to marry Kathryn Virosi. 

But the signs expanded further on the night of the segnoria meeting, when all peers unanimously and voluntarily declared their support for John Casimir. Thus, after the elections for the senate, I called the elected representatives to convene for their first task: elect a new leader to guide the nation. Unanimously and willfully, they all shouted John Casimir’s name. 

In an unprecedented moment for our nation, the people of Balian have elected their sovereign. Such a case may leave ripples within the realm. Perhaps the restored monarchy may invent a hybrid elective-primogeniture system in the future. But only the LORD knows for certain of what is on the horizon for the nation through the restored Crown’s intuition. Nevertheless, the commune has spoken, and with it the people. 

Thus, it is with great pride and acknowledgment that I declare the passing of the reigns of Balian to the King-Elect John Casimir. For he has been chosen by the will of the people, and I shall give my ascent to the people’s choice. 

However, let us remember that it is the Holy Mother Church which shall crown a Canonist Prince. And so, we adhere to this doctrine; For the mandate of heaven is bestowed through the Vicar of GOD. Thus, to adhere to proper spiritual procedure, John Casimir shall be known as King-Elect by name only. He shall not be called a Canonist Prince until he is crowned by the High Pontiff. 

Yet, I can wholeheartedly and contentedly say that my tenure as regent has ended. I shall now fully uphold my obligations through the Holy Mother Church as the people’s shepherd and shall remain as your Cardinal. For Lotharia must grow, and the flock must still be guided spiritually whilst the reigns of the nation are returned to Novellen d’Atrus.

I, Cardinal Ivan of Lotharia, having had upheld my duty to protect the Crown of Balian as its regent, now willfully and with pride transfer the duty of the Nation’s sovereignty to John Casimir Baudoin of Novellen d’Atrus of the line of John I ‘The Founder’.
