Representative Cesar Komnenos: “Honestly, this is a no brainer, its common sense and I myself don't really see any sort of issue with this. That is all.”

Representative Siegfried von Schwainstein: “I agree with the mayor.”

Representative Diana Isfiria Vespira: “Is there much to debate here? I see nothing to disagree with.”

Representative Elisabetta Malatesta: “Are mercenaries that already work with a Petrine vassal allowed into this?”

Grand Speaker Theodore Elwood: “Hmmm, the inclusion of mercenaries is a good question. Based on the language of Section One, I would come to assume this would apply to them, I suppose. Whether or not a mercenary would then be willing to swear an oath to the Ordre is, perhaps, an interesting, though individualistic dilemma.”

Representative Elisabetta Malatesta: “Thanks.”

Representative Finnean Reinhold: “I see no issue with any of this.”

Representative Therin Temesch: “In addition, there are no household guard of any sort that aren't members of the levy. If you have anyone unfamiliar to I serving your noble house, you are in violation of the code.”

 

Representative Siegfried von Schwanstein: “I believe the Mercenary is not included. The document you showed us is clearly only for House Guards and the like. Mercenaries would not swear our oath, as they simply stick to money.”

Representative Elisabetta Malatesta: “I know but no when the commanding is your fellow brother, I prefer to pay to secure my wares to mercenaries that I trust, than soldiers.”

Representative Therin Temesch: “The code states that noble families are permitted to a standing retinue, but while in service to a House those individuals must also enlist in the Petran army.”

Representative Siegfried von Schwanstein: “You do not trust the Levy?”

Representative Elisabetta Malatesta: “I might…or I might not”

 

As the voting occurred, part of the debate lingered and had to be stopped by the Grand Speaker. Below is the transcript of that continued debate, for the sake of transparency:

 

Representative Siegfried von Schwanstein: “I'd still like to know why Lady Malatesta is against the bill. It’s highly interesting.”

Representative Elisabetta Malatesta: “Why? I prefer to trust well-paid people that always worked with Valclair, that helped us with darkspawns in the Viscounty and more if one of the leader is one Auclair.”

Representative Siegfried von Schwanstein: “Are you saying the Levy is not protecting the people of our Commonwealth?”

Representative Elisabetta Malatesta: “I say that I have my thoughts to trust my own brother to secure our land in case of need, I recall you we are merchants, I use them to secure my wares around the world and if need to secure the keep. Security meaters is on and agreed with the Viscount.”

It was at this point that the Grand Speaker called for order so the Assembly may move on.

The introduction of this bill was controversial and rapid, with many actions and few words at the very start. This official transcript begins when the First People’s Representative was able to dutifully introduce the Bill in full.

 

Representative Bon'Ox: “This bill calls for the immediate investigation of Lord-Mayor Cesar Alejandro Peter Komnenos in the office of Lord Mayor of Riviènse, on the grounds of: Self-dealing and personal enrichment through public office, the attempted appropriation of public institutions for private commercial gain, neglect of civic duty, dereliction of his responsibilities as Seneschal of the Disciplines within the Autumn Court, and disrespect to the culture and legacy of the Commonwealth.”

Grand Speaker Theodore Elwood: “Given the…suddenness of this bill, and the sensitive subject, I will be having this as a CLOSED debate. Meaning all must raise their hand to request to speak, and only do so when called upon.”

 

Grand Speaker Theodore Elwood: “The Lord-Mayor is recognized to speak first.”

Representative Cesar Komnenos: “First of all, Section IV is a lie. I did not suggest removing, I suggested RELOCATION to the middle of the square. And to raise it up a bit.”

Representative Finnean Reinhold raised his hand.

Representative Cesar Komnenos: “And section III, you claim boldly I haven't done anything within the Sphere, I was at random handed that Sphere and I did get them to host the medical lesson for the betterment of everyone here. Furthermore, I pushed for the renovation of the college so it would be put into proper use.”

Representative Cesar Komnenos: “Section II, has anyone asked for it? For if you did, I would do what I could to relocate funds. And section I? That's just dumb, I haven't done any sort of deals that benefits me using this office, I would have sought the deals out even if I weren't in office. And I only own my store. This is all.”

 

Grand Speaker Theodore Elwood: “Bon'Ox, and Princess Mattea, as a co-author, you may respond to this if you so wish. Finnean Reinhold, you will speak next if they do not.”

Princess Mattea Asadha: “I will allow Lord Reinhold to speak first,”

Grand Speaker Theodore Elwood: “Very well. The Representative of Abhmoine is welcome to go, then.”

Representative Finnean Reinhold: “Very well. I will say, I hope to open the floor for you to speak on these accusations, but I will give my piece regardless. I have for some time worried that perhaps the Lord-Mayor is more absent in our city than I would prefer for an elected official… And in my humble opinion, I'd hope to see some of those who are there each and every day for our city be taking up the mantle. But Your Highness, I'd like to hear your piece on these claims, seeing as the Lord-Mayor seems to reject them all in kind.”

Princess Mattea Asadha: “Very well!”

 

Princess Mattea Asadha: “Count I: You wish to open casinos in public, state-owned areas which belong to the public. Even if you planned to 'pay rent', and even if you gave a portion of that amount to the Commonwealth, doing such through the official office, in a place of learning, and seeking to make a profit from it all. Not only does it seem unethical, but it displays that you do not have the best interest of the Petrine people in mind in your governing seat.”

 

At this point, Finnean Reinhold had to dismiss himself and submitted his seat to Alistair Reinhold to act as Representative to Abhmoine.

 

Representative Cesar Komnenos: “You’re saying I can't have anything going as a PERSON, while having a seat?”

Representative Siegfried von Schwanstein raised his hand.

Princess Mattea Asadha: “Count II: This is but the third time you've shown up to do your duty on the Garmont since you've been elected. The first time, you presented a bill that was aimed against the Office of Stewardry regarding the housing crisis. Wholly unnecessary. Since then, you have shown up only three out of six times the Garmont has been held while you've been in office.”

Princess Mattea Asadha: “That's half the time. And not once have you brought up, or tried to convey any matters of the Autumn Court to the Assembly in your capacity as Seneschal.”

Representative Cesar Komnenos: “When has the Court of Autumn been meeting? For I haven't been giving anything to convey anything at all.”

Princess Mattea Asadha: “I suppose that covered Count III. Count IV: The thought to move a perfectly-placed monument in the center of a historical mural, so that you may place what there instead? Was it an automaton slot machine?”

Princess Mattea Asadha: “Might I mention that gambling is a sinful practice.”

Representative Cesar Komnenos: “Never said an automaton slot machine. Frankly, I tried to rent out the ground floor of the NGS, keeping all the books and whatnot on top.”

 

There was then an interjection from a member of the audience, His Holiness, Caius II, High Priest of the Temple of the True Faith, Successor of Clement and Evaristus, High Pontiff of the Church of True Faith, Servant of the Servants of Heaven, Servant of the Holy Flame, Apostle of Saint Lucien, Envoy of Aeldin, High Servant to the Prophet’s Testaments, Humble Servant of the Faithful and Vicar of GOD, who, in response to Princess Mattea’s comment, exclaimed: “BLESSED BE!”

 

Representative Cesar Komnenos: “But I was gently refused on the matter while it stunk abit I didn't try to force the matter.”

Princess Mattea Asadha: “It is the lack of good intention, Lord Mayor, that I wish to address.”

Representative Cesar Komnenos: “Its games and fun for all ages. “Furthermore, you can study the effects, the math, and social impact. There has been no ill intentions in any of it.”

Representative Cesar Komnenos: “I. As a PERSON merely tried to figure out how to provide a service for the people and if you see that as an ill intention. That’s on you.”

Princess Mattea Asadha: “I digress. I wished to explain my thinking on the matter, as asked.” 

 

At this point, there was a small disruption as the Grand Speaker had to assist a confused, but well-intentioned citizen.

 

Grand Speaker Theodore Elwood: “The Representative of Schwanau is invited to speak.”

Representative Alistair Reinhold raised his hand.

Representative Siegfried von Schwanstein: “I don't know much about that man. Though I must agree with Lord Reinhold… I do not see him around much. Though now that I think about it, there was one occasion.” - “We were defending the capital of our beautiful Commonwealth, when he joined us. I was leading the ground forces… and that man did not listen to my orders. Now did he not only listen to my orders, he endangered every single Levy Soldier. Adding to that, he was too much of a coward to stand by his mistakes. Instead, he lied and blamed on of our Levy Soldiers, Circe.”

Representative Siegfried von Schwanstein: “I do not trust such man to be Lord Mayor of our city No, the orders were clear. My orders were clear. But again, it was not the only issue.”

Representative Cesar Komnenos: “Oh that again? There was different orders being shouted, one said wait one said not to wait.”

 

Representative Cesar Komnenos: “Lets make this simple, scrap the bill and just vote on me to resign right here and right now.”

Grand Speaker Theodore Elwood: “I was about to say, are there any others who have any questions or commentary on this audit? If not, I will move us to the next course of action.”

Representative Alistair Armand Reinhold: “I wish to speak my piece before we do so, if the Speaker allows- It does involve suggesting a course of action. I will be brief.”

Grand Speaker Theodore Elwood: “The Representative of Abhmoine is recognized.”

Representative Alistair Armand Reinhold: “It seems to me that the… Volume of accusations has somewhat obscured the actual issue at the core of it. And even if this meeting ends in resignation on [the Lord-Mayor’s] part, I believe you should have an understanding of why this has occured. The casinos, any incident with the levy… These are concerns regarding your character which are valid, but they are not the real reason your position has come into question.” - “I fear you have on some level misunderstood what the position of Mayor means. Many of your defenses were in regards to no one having told you what to do, so you did not do it.”

Representative Alistair Armand Reinhold: “When elections for Lord-Mayor are held, the limitations and extent of what the Mayor is both allowed and expected to do autonomously are clear. The Mayor is not meant to mindlessly follow the instructions passed down from the River Council or the Archduke. You are encouraged to do things such as organize cultural events, hear out the concerns of the people, and act as the bridge between them and the greater government in your own right.” - “If this is truly a misunderstanding in regards to what capacity you are allowed to do your job, then I am in favor of perhaps giving the Lord-Mayor a period of time to redeem his position before moving to impeachment. However, if it is a matter of willingness, then the next course of action is clear. That is all,”

Grand Speaker Theodore Elwood: “Does the Lord-Mayor wish to reply before we move on as a collective?”

Representative Cesar Komnenos: “I suggested the box for the people to write what was on their mind to us. Which at the time seemed to be a rather useful tool to ensure better relations and handling of issues.”

Representative Cesar Komnenos: “However, its been made clear that I should resign. And thus if the seats here today wishes for that I will. That is all.”

Grand Speaker Theodore Elwood: “Let this debate come to a close, then.”

 

At this point, the Grand Speaker made the decision to bring the matter to a vote on whether or not the Garmont Assembly would see Lord-Mayor Cesar Komnenos willingly resign, or give him a second chance.

It's the same census we've pinged about in recent weeks. If you've done it once you don't need to do it again.

Theodore Elwood: “I will remind the Assembly that Bon'Ox will be given a moment to introduce you to his writing while you review it, after which I will open us to one form of debate or another.”

Bon'Ox: “Throughout my tenure as the 1st seat of Garmont, I have personally brought a missive every single session. Now while they’ve not been popular & none of them have passed - they have still been important topics that have been discussed & most of them ave in one way or another manifested or pushed people to solve on-going problems. “Conscription Bill” came & was rejected - yet our military presence has grown strong, filled with willing participants. “Bill of Garmont Duels” came & was rejected - but it evolved into “Bill of Stalematebreak”, making sure Garmont has no spineless ABSTAINers.”

Bon'Ox: ““Bill of San’Dagobbah” showed we were capable still of being on the same line of thought - even though the Arch-Duke vetoed it, for reasons I dare not to speculate on. Thus once more - I bring a bill. To highlight the last issue before elections. There are seatwarmers amongst us.”

 

[The missive was then handed out to the Assembly and gathered spectators]

Grand Speaker Theodore Elwood: “Given the topic, I will open us to moderated debate. Those who wish to speak may raise their hand and wait to be called upon by myself before doing so. And I remind you all, as a subject I am sure raises strong opinions, that we treat one another with courtesy in this hall.”

 

Grand Speaker Theodore Elwood: “The representative of Abhmoine may speak.”

Alma Reinhold: “While I do not disagree with the reason this is presented, or the fact that it is true not too many create bills, I worry for what happens when, as many seats as we have, there is oversaturation of suggested changes or things to be changed. While it is good to try and garner activity, how do we prevent bills presented just to keep a seat? How do we prevent the possibility of too many things changing at once? What becomes too much, and what of the quality of what is presented. Have you plans for such a thing?”

 

Bon'Ox: “This is why the Duel Bill was a good bill. It would have culled bad bills. Alas, as said in Artile 1-4. They must present a Bill that PASSES. It's not hard to do so once per 8-10 years. Those who take upon the Mayoral or Elected Seat, usually do so for they have ideas & bills already they wish to present.”

 

Alma Reinhold: “May I continue a quick moment?”

Grand Speaker Theodore Elwood: “You may, though we have multiple people in line after you to speak.”

Alma Reinhold: “If I may Bon, how frequently do your own bills pass? If we pass a large amount in 8 years… how many changes to the law are you expecting over and over again in that, in a Saint's perspective, short amount of time?”

Bon'Ox: “I'm 1/4 right now in Garmont. 0/4 In overall.”

Alma Reinhold: “And… the second part of the question?”

Bon'Ox: “Well - unfortunately. There's usually only 4-5 people present at Garmont usually. Hoped it would be so today aswell to show my point..”

Alma Reinhold: “I will let others present their questions.”

 

Grand Speaker Theodore Elwood: “The Lord-Mayor is recognized to speak next.”

Cesar Alejandro Peter Komnenos: “While I can see the point of the bill, its simply unfair and badly balanced.”

Bon'Ox: “The Bills are not only something to be accepted or denied. But also to drive forth conversations & topics. A Bill might spawn forth a new Bill and so forth. And as all Bills -this is also malleable.”

Cesar Alejandro Peter Komnenos: “I was put in office and pretty much the next day, there was a meeting, and with this bill the mayor would have to act right away, without the option to study the matters of the city and like from the inside. Further more, have you thought maybe to slim it down and make it a bill of activity instead?”

Bon'Ox:“What - like.. Only track the activity of participants & Houses? It could be done.”

Cesar Alejandro Peter Komnenos: “That would mean more, then needless pour out of bills. Further more it would also bring the option for us to talk about issues together and see if there is a real issue or just a hissy fit.”

 

Grand Speaker Theodore Elwood: “I will step in to say that per the roll call, the mere presence of each respective seat is recorded each Assembly and is, following, submitted toward the Archduke and Archduchess as part of my reflection on the Assembly.”

 

Grand Speaker Theodore Elwood: “Did the Lord-Mayor have any more to say?”

Cesar Alejandro Peter Komnenos: “That would be all from me.”

Bon'Ox nods: “So rework the Bill into one that follows Activity of each Noble House? This would partially solve an issue, however - I fear it would be one where everyone would come & sit down & then leave. Also -I will not change the name.”

 

Grand Speaker Theodore Elwood: “The Representative of Valkenfeldt is recognized to speak next. The next on my docket is the Portmeistre of Chambery, and that's all.”

Tomasz Karoswald: “I believe my questions have been all but answered, I think it needs an improved structure. I would perhaps like to work with Bon updating the bill, or perhaps bring my own version to the next Garmont.”

Bon'Ox: “I'm willing to give the Chancellor the draft and to fiddle with it.”

Tomasz Karoswald: “Would be much appreciated, good Representative.”
 

Grand Speaker Theodore Elwood: “Then the Portmeistre is recognized to speak.”

Cinnamon'Ox o'Nico: “Aye Alright. So this bill wants to expand onto the Garmont Efficiency Bill Article I, Point 3? In the moment people just get a formal warning after three missed attendances. Anyway to get from A to B. I do agree that attendance should be tracked. The need to contranstly present bills will overclock the system even with Stalematebreak. But the current described punnishments in the bill are a bit harsh … yet I do think that any member of Garmont must answer to their duty before here. That also means to explain themself formally before the Garmont officially in case they are not present for multiple session.”

 

[It is at this time that the Representative of Vohenheim, Aurel von Theonus, had to depart early. He was later replaced by his stand-in, Baudoin]

 

Bon'Ox: “Yes - I think tracking attendances would be good. I'd wish for the 'strike' system to stay as it'll force the inactive Houses to be.. Well.. Active in the Garmont. That honestly is my main concern having been both part of Garmont & it's observer for..80? Years? Excluding my youth & short time in Numendil.”

 

Grand Speaker Theodore Elwood: “With nobody else having raised their hand, unless I missed it, I shall call us to a vote. The First People's Representative is called back to his seat for the formal voting.”

Theodore Elwood: “Beginning with the Lord-Mayor, and going forth to the Representative of Valkenfeldt, please vote either YAY or NAY for the bill, or you may abstain clearly.”

Grand Speaker Theodore Elwood: “I will take the following moment to make some reminders for the Garmont. For some of you are young or new to this body. By the laws of the Third Catherinian Code, the Garmont Assembly is granted various powers and rights. It is a legislative body, yes, but also one of advice and transparency. A submitted motion need not be a bill of law. It may merely be an official counsel toward the crown and Their government. It may be to summon an officer of the executive cabinet for review and/or audit. It may be to impeach such officers. And, yes, to amend or add to our very laws.”

 

Grand Speaker Theodore Elwood: “The Lord-Mayor is recognized.”

Cesar Alejandro Peter Komnenos: “Pardon, but I wish to summon the head steward to the next meeting to go over the status of our fair city That will be all for me.”

Grand Speaker Theodore Elwood: “Such a summons is, historically, up to debate and vote.”

Grand Speaker Theodore Elwood: “The Representative of Chambery is permitted to speak on this matter if she still wishes.”

Cinnamon’Ox o’Nico: “If we talk are going to talk about the need for more living space, I have a little update for you. I think our Head Tresurer knows what I mean by that. There are plans now to construct two houses behind the Cathedral.”

Grand Speaker Theodore Elwood: “Thank you for that clarification! Now, then, let us move to a vote. All in favor of summoning the Head Steward to the next Garmont, say AYE. All opposed, say NAY. Any who not speak for Three Saint's Minutes will be considered an abstaining vote.”

Cinnamon'Ox o'Nico: “Alright everyone. It my first time to present a bill really, so be patient with me. Alright. We already had a discussion about stalemates being often a reason that bills get forgotten or left unantented for longer periods. So to ensure that such things happen less, I have brought here today the Bill of Stalematebreaks.” 

 

Cinnamon’Ox o’Nico: “Okay. Let me try my best. So this bill should give a concrete ruling on how many times the same bill can be voted on, how many times one can be delayed. Surely what happens if a bill can't get a vote and surely about what Stalematebreaker means..” 

Cinnamon'Ox o'Nico: “There exist three rounds a singular bill, for example, can go through. The first round proceeds like a normal vote with Aye, Nay and the possibility to Abstain. A bill can be pushed to a second round at the next date, normally the next Garmont session.” 

Cinnamon'Ox o'Nico: “In the second round comes the new Stalematebreaker. Instead of a normal vote, a presenter can, for their own risk, request a Stalematebreak. For a Stalematebreak to proceed, both the Grand Speaker and the Archduke need to agree upon that….”

 

Cinnamon'Ox o'Nico: “If a Stalematebreak is declared, Garmont members may only vote AY or NAY. Abstentions are not permitted. A simple majority of the quorum decides the outcome. If a stalemate still occurs, the voted-on bill counts as denied. .” 

Cinnamon'Ox o'Nico: “That means the presenter must retract the bill and either fully rework it or create a new, similar bill. But in order to reintroduce it, they will need to wait till the second session after the Stalematebreak was declared.” 

Cinnamon'Ox o'Nico: “If no Stalematebreak was declared. The bill is voted on normally in the second round and can be delayed again to the third round. But at the third round a Stalematebreak is automatically delcared.” 

 

Grand Speaker Theodore Elwood: “We shall now open the floor to a time of debate and questioning. We shall move forth with a CLOSED debate - any who wish to speak must raise their hand and wait to be called upon by myself. If none have any comments or questions, we shall proceed to the vote.” 

 

No debate nor questioning was held by any member of the Assembly.

Tomasz Karoswald: “This bill seeks to establish a procedure for Commonwealth Common Procurement- in short, it is to establish a transparency way by which the Commonwealth Government can ah… license out running of certain institutions in a fair manner. I will leave it at that, in the wake of questions.” 

 

Grand Speaker Theodore Elwood: “Let us open to a CLOSED debate, then. Any who wish to speak, raise your hand.”

 

The Representative of the District of Chambery was acknowledged to speak.

Cinnamon'Ox o'Nico: “Thanks. Alright I have a question for you. Could you maybe present an example for a privately-run Common Institution, to that this bill would apply?” 

Tomasz Karoswald: “Mm, The Government has not ironed out a detailed list yet, though such is a work in progess. I do believe something like the tavern and the clinic would count.” 

Cinnamon'Ox o'Nico: “Good. May I ask something for follow up then?”

Tomasz Karoswald: “Of course.” 

Cinnamon'Ox o'Nico: “Are there any sections or fields of the goverment mentioned that shall not at all be given away in form of privately-run Government Institutions, like military or so?” 

Tomasz Karoswald: “Anything which the government itself directly organises and maintains shall not become privately-run common institutions. The head of the military is a member of the government, therefore it is direct governance.”

 

No further questions or comments were made.

Of note: The Representative for the District of Chambery had to leave before the introduction of this bill, and was thus absent for the following vote and the final bill.

 

Tomasz Karoswald: “This is the Protections for the Free Market Act. It is meant to establish certain rules for fair and free competition in the market, and a means of enforcement in it.” 

 

Bon'Ox: “Has this been a problem?” 

Tomasz Karoswald: “It has not been a problem thus far, or, that is to say, it has not really been investigated either. The ideal scenario is that it does not become a problem, and that is what this legislation is for.” 

Bon'Ox: “What uh.. Merchandise? Could be abused in your opinion?” 

Tomasz Karoswald: “What do you mean by merchandise?” 

Bon'Ox: “In what way I guess could the current system be abused we have?” 

Tomasz Karoswald: “We have a rather unregulated market, it is very possible that businesses could band together to charge extortionate prices.” 

Tomasz Karoswald: “Extortionate prices would, of course, in the end harm the common man of this Commonwealth.”

Grand Speaker Theodore Elwood: “Now, before we conclude, I was informed at the start that the Representative of the First People's Seat wishes to reconvene on the matter of a previous bill. He is invited to introduce this to the Assembly now, unless he wishes to retract this motion.”

 

Bon'Ox: “Wagwan - I wish to present some 'changes' to a previously accepted bill, done when Sir Therin was King. And Theodore didn't need reading classes. The Old Bill never quite managed to manifest, but one must be prepared and keep up with the times.”

 

The formerly accepted bill in question was “The Creation of Gob-Town”, passed through the Garmont Assembly in 1998.

 

Having reviewed the revision, debate was opened to the assembled members.

 

Tomasz Karoswald: “What is the current goblin population of the Commonwealth?” 

Bon'Ox: “With the recent housing-crisis, uncertaintny of the RED-SPIRITS and looming war - I wish to nudge the current arch-duke a little to action. I understand I've been under a looking-glass due to my previous.. Endeavours. But it's been some time since my last.. Oopsie and I hope the Garmont members, both Chancellor and Treasurer agree to this plan. This is also for the general public, while yes aiming for the goblin popultarion and perhaps Uruk Population [REDACTED]

Bon’Ox: “..But current population is 8-9 give or take.” 

 

Tomasz Karoswald: “And just to be clear, the original bill initially passed, aye?” 

Bon'Ox: “Yes.” 

Tomasz Karoswald: “Mm. I see little reason to subvert the previous will of the people.”

Siru:  “Greetings, all. Some here already know myself, some do not, but no less I have liv'd within the lands of the Petra longer than most that now live. I have seen it through its stages, and seen it prosper.I see it struggle now, in these trying times, and I seek to be of aid in having it prosper once more.”

 

Elvar Shadebloom: “Greetings many of you are familiar face to me but those unfamiliar and those I have not spoken in while I am Elvar and just like her [Siru] I have lived in petra longer than some here have been alive and I have seen many of its good and many of more sorrowful days and on those days I have been there trying to do my best to help the people.

 

Bon'Ox: “Bon'Ox - local 103 yrs old goblin & da blue one of the Heartlandic Duo.”

 

Viola Auclair: “Viola Auclair, seasoned merchant and artisan….” 

 

Norellie Auclair: “Bonjour mes amis et compatriotes de Petra. I stand before you all today as Norellie Catriona Auclair, Viscountess-consort of House Auclair and candidate for le Mayorship of Riviense.”

 

Guillaume Auclair: “Now I, Grand Speaker, will answer pertinant questions of the candidates, we will go in the same order. After the initial replies are given candidates may raise their hand to argue against or question the answers given by the others. After that, the audience may also ask a question.” 

 

Guillaume Auclair: “First question. As an elected representative, what are the current issues you believe Petra is facing, and how will you address them?” 

 

Siru: “We are undergoing a time of great change, as we move from one ruin'd continent to settle the next. It is a time of great uncertainty, as we are faced with incursions of Ibleesian nature, as our militia and our medical institution lags behind, hardly supporting the needs our people require of them. Our response must be swift and decisive, and for this we must foster co-operation not only with our neighbours, but within the Assembly itself. I seek to serve as an adhesive to drive this, instead of adding to pointless bickering, as I have seen in times past. We must instate drives to increase our number of volunteers to our militias, but to our medical institution as well. We must ensure every ablebodied citizen is not only capable, but willing to defend against the growing threats we face this day.” 

 

Elvar Shadebloom: “there could have some other issues I have brought up but seeing what happened just hours ago, within our city walls I completly agree with Siru in the drive to raise militia, and even more the fact that we at the clinic are critically understaffed I litterally rushed here from treating one of the victims of that earlier attack, I think we need to start some kind of plan to make sure everyone in Petra knows how to do even the most basic firts aid so that if the injuries keep piling up the medical facilities do not get fully overwhelmed.” 

 

Viola Auclair: “You know right that teaching our job to the common citizen is or might be diffucult? Where will you find the teachers, and medics skilled enough for it?” 

 

Guillaume Auclair: “Please save your questions for after each person has replied to the initial question. It is Bon'Ox's turn to answer.” 

 

Bon'Ox: “There are currently three issues within the Commonwealth. Or well, at least 3 that I CAN & AIM to do something about. First off, population. Since our arrival to Azuras, Petra has seen a great increase in its population. Not only in visitors, but also in its citizens. While the city is large & offers accommodation for many - at some point it might become an issue if it’s not already Second, tied to the population is the population is the military. For the amount of people we have - there’s far too few to properly protect its citizens. Not to mention, your average citizen knows little of the arts of warfare. THUS my goal, while perhaps aggressive - is to introduce MANDATORY MILITARY SERVICE. It’ll be available for anyone over the age of 16 & lasts for 5 years. Now I understand if it sounds harsh, but it’s not only so that a common man to a fair lady knows how to defend themselves, but also knows how to defend their home. So what happened in the past may never happen again & our fate will not be in the hands of others. It is easy to be complacent - but Petra was not born of coin lining the pockets of foreign mercs, but of bravery & valour of the Petran people. Not to mention, a fertile ground for young men & women. Newcomers & Life-long-Petrans. To bond & perhaps find life-long friendships & partners. Lastly, I believe that since the passing of Friedrich of Schwyz, may he rest in peace - Garmont has been missing someone to draw a line in the sand. To challenge the otherwise head-nodding & people-pleasing Nobles. While I did not get along with Friedrich & while he was often at odds with many - he fulfilled an important role within Garmont, that I hope to do as well as he did. To stick to the principals of Petra & look out for the common man. 

 

Candidate Viola Auclair had to excuse herself temporarily due to a skygod issue.

 

Norellie Auclair: “I do believe my answer is similar to some of the other candidates, though, I must disagree on a point. It is my belief that Riviense does non have enough citizenry. We hold a city of a grand size, oui. But I have barely seen ve farthest corners of our city properly filled. Dark foes are drawn to sparce, quiet cities, choosing them as an easy target. If we are to have a sufficient militia and staff for our institutions, we must first ensure an active citizenry. I firmly believe that is simply the biggest issue we must face.”

 

Guillaume Auclair: “Now the candidates may ask questions of each other to address their points. I will begin with Madame Viola's question, which I believe can apply to every candidate thus far. Teaching combat and medical skills to citizens is already a difficult endevour, where will we find the professionals who can train the citizenry? Citizens may raise their hand as well if they have a quesiton to ask the candidates about this topic. After which we will move to the next question.” 

 

Bon'Ox: “I do not mind handling such an endevour as training the Militia of Petra.” 

 

Adonael Amethil, and Siru raise hands.

 

Guillaume Auclair pointed to Adonael. “Yes, please go ahead. [To Adonael]” 

 

Adonael Amethil: “Mister Bon here proposed mandatory military service in capacity to some degree for most citizens in petra. I am a late arrival today, but I hear from my colleagues here that such is still a topic. In line with military training, I am curious, Mister Bon, on how you intend to… track who is to serve? To clarify, does our government track every member of every household, or only the head of such for tax purposes?” 

 

Bon'Ox: “Good question. The bill is still in the works & such things will be worked out. However most likely through stewards & the milion children every Noble get's out of nowhere. Perhaps a questionaire. To gague the general public's military readiness or threat of raising taxes on whose who do not do it. Those who have done it shall be added to a list.” 

 

Guillaume Auclair: “Siru.” 

 

Siru: “Punishing people for daring not to risk their life is a poor plan to handle the crisis. Would it nary be far more useful to, say, offer tax exemptions for time served? If we force the already unwilling to risk their very lives, they shall merely flee from the city, worsening our lack of manpower. We must motivate them! Foster patriotism! As in times past, when the Petra was but a fledgling nation!” 

 

Guillaume Auclair: “After Bon'Ox's reply we shall move over to the next question, and in the interest of brevity I will only ask one or two more.” 

 

Bon'Ox: “Good point. I agree.” 

 

Guillaume Auclair:  “Well then. I will skip over the second preplanned question, as the table of candidates have already mentioned reforms to most institutions. So I ask this: How can Petra stand to benefit from relations with our neighbours in Idunia such as Haelunor and Viru? Once more starting from Siru and going clockwise.” 

 

Siru: “We live during weakened times. This is clear, and agreed upon by us all. We have recently lost our independence, and are at much risk. We must foster trade, to guide along our newborn guilds. Likewise must we increase co-operation against the darkspawn “But in equal importance must we offer our people a source of morale, through co-operation in cultural events.We live in close proximity to great cultural hubs, and thus we stand only to benefit from continued friendship of our peoples. I see no reason to oppose such notion.” 

 

Elvar Shadebloom: “I have somewhat of a history with Viru seeing I have few good friends there, and even more importantly we already have quite an history with us economicly we both would benefit and often in past decades we have also helped eachother in arms while threats have been lurking in the road so especially with them keeping good standings is paramount for both of our sake.” 

 

Bon'Ox: “When it comes to our neighbours of Viru & Haelunor, I believe we do have something to gain. Viru, despite the recent incident at the ball & their cowardice in Aveos when facing the Mountain - do have men & women of...Church card holding talent that I personally am interested in & which may come in handy in times of need. We also have close relationships with them as we shared a similar fate after a certain conflict & one of our very own Knights is married to a Lemonte. As for the Chalk Palace of Haelunor…” [Candidate Bon'Ox proceeds to state his distaste for Haelun’or in strong terms.]

 

Norellie Auclair: “While we must foster relations between our citizens, and those of our neighbors, we must see that our leadership is doing such first. Leading by example. If the people of Riviense see the opportunity to be something like a diplomat with real benefit, they will be more likely to seek positive relations wiht our neighbors and fellow vassals. Though as Siru has said, we do need to host our neighbors within our lands more. There will be no good, positive, meaningful relations or economy building without exposure.” 

 

Candidate Viola Auclair returns: “I personally think this new continent has a lot to offer, even our neighbors - with culturel or merchants. I think streghtening our relationship with close towns would just bring fortune to the citizens, merchants and a good view on what Petra can offer.” 

 

Guillaume Auclair: “Candidates may now ask each other questions and recieve questions from citizens. Please raise your hand if you wish to speak.”

Guillaume Auclair:“Well I will move on then. Given Petra's openness and freedoms, with respect to multiculturalism, multiracialism and acceptance of magics, what do you think of the place of the Church in civic matters?” 

 

Siru: “Petra has always been highly independent when it comes to the faith, this is known. We must respect the traditions of the Canonist Church, BUT. The peaceful coexistence of the Petrans takes priority, and thusly should take priority over the dictates of the Church. They should be heard, but not obeyed blindly.”

 

Elvar Shadebloom: “I do think the church has its place as a place of worship but it should not hold power over the people especially if those people do not follow said faith which I for now am not thinking Petra is suffering seeing our church seems to have much more relaxed approach to most other cities but it is still something to keep eye on.”

 

Bon’Ox “I hold no opinion on this matter - as I am not one of the flock. THUS until my existance is not bothered, I shall continue to say silent. However I will mention that so far Petran citizens, mainly the Reinhold house, despite their.. Affinity to the unnatural have done a great job in catching up with the rest of the world to the Freedom of expression of Love tha the Urukhim have.” 

 

Norellie Auclair: “We must face the reality, Petra has always been a canonist nation, no matter how openminded and tolerant we are. And now, even moreso, we must remember this. We are now under the hand of the Empire. While I do not believe we should throw away our morals and lose our culture of openness, I do believe it is in our best interest to comply with Churchly orders.” 

 

Viola Auclair:  “I personally think that the Canonist church should focus on spiritual matters while our governments should focus on people’s lives.” [Candidate’s statement has been amended.]

 

Guillaume Auclair: “Now, I believe there is not much disagreement between the candidates on this matter. I will leave questions open for a minute if the people have questions. Otherwise if not, I will declare the debate adjourned.” 

 

Jarad Mah'nel: “I have one question for the candidates, if that shall be allowed.”

 

Guillaume Auclair: “Go ahead.” 

 

Jarad Mah'nel: “If elected, what is the first thing you will do?” 

 

Bon'Ox: “Work on the Military bill with fellow seat holders like Amelia Reinhold & work towards opening a new school within Petra, to avoid our children going to Alba's school.” [Candidate expressed dissatisfaction with Alba]

 

Viola Auclair: “Work on the merchants and commerce side” [Candidate also expressed dissatisfaction with Alba]

 

Siru: “I shall begin by pushing for the betterment of our medical faculty. I shall seek talks with those responsible, to begin classes relating to first aid, and basic triage. “I would grow myself familiar with the grievances of the common people, even after election, and take their troubles to mind. If able, I too would foster diplomatic relations, where such were needed.”

 

Elvar Shadebloom: “Hmm I will most likely start to draw plans to how to teach all the people basic first aid and I too gravitate toward the idea of school, for similar reasons as many other here.” 

 

Bon'Ox:  “Oh and hopefully da zchool will be made of unflammable material.” 

 

Norellie Auclair: “In my first 100 days, we would have an active, flourishing, city. That starts with seeing to the incentivization of moving to Petra. We must ask ourselves, Jarad. What will draw in the masses? How can we get people to be patriots of Petra in order to boost our population, thus leading to more improved institutions. 100 Days, folks. That is all it takes.” 

 

Jarad Mah'nel: “Alright, my next question is, Which two committees or working groups would you prioritize to advance Riviènse interests?” 

 

Bon'Ox:  “I will be first working with da military & my fellow seat-holders on their bills.'.” 

 

Viola Auclair: “Merchants, artisans and crafters.” 

 

Norellie Auclair: “The guilds and educational institutions.”

 

Elvar Shadebloom: “Hmm I do have history of working with the merchants so it is either them and those who seek scholarly pursuits being it in medicine, law or some other form.” 

 

Siru: “I shall work together with the medical institution, and the governing organs of the nation, to ensure the smooth running of things.”

 

Guillaume Auclair: “Final remarks?”

Jarad Mah'nel: “What do you believe are the two biggest threats to Riviènse?”

Elvar Shadebloom: “Hmm I have heard banditry in the roads and seeing what happened eariler dark magic is still something that plagues us.” 

 

Siru: “Darkspawn incursions, and our rotting institutions, which serve to worsen our preparation for such threats.”
