In the current climate of both war, large population movements and presence of both bandits and evil around the lands it was deemed necessary to outline a new City Ordinance to both combat these threats and ensure the safety of our Citizens. However while Chambery encourages and supports all actions that need to be taken to prevent evil from taking hold in our peaceful community we wish to do them in a civil and caring manner.

ARTICLE I Wartime Chambery

Preamble : While Chambery is an Open Free City, tolerant and a place of peace, war still happens and we need to ensure that our City and its Citizens are always ready and prepared for it. To ensure that certain rules have to be set in place which will be active during wartime

1. Designated safe zones
   1. The City will have several designated safe zones that are built in which Citizens can seek refuge in during wartime. These buildings while in peace time always open will have Iron doors or Iron gates added to them, only giving citizens of Chambery access. The Safe zones are the NGS Flagship Museum, the Château des Civis and the La Plume Rouge Tavern. 
2. Bearing arms at all times
   1. As Petran Laws state, in times of war all Citizens are required to bear arms with them at all times to be able to defend themselves and to always travel in pairs or groups and never alone.
3. Raising the Retinue
   1. When called upon the Free City de Chambery-sur-Petra will raise its Citizen Retinue to support and defend the Commonwhealth of the Petra in wartime.
   2. The Retinue will be composed of Gendarmes and War-Gendarmes
   3. War-Gendarmes are only raised and active during wartime and will act just as and alongside regular Gendarmes under the same rules.
   4. No Citizen is obliged to answer the call, there is no obligation to join the armed forces during war. 

ARTICLE II DarkSpawn Prevention

The Free City of Chambery is a canonist settlement and believes in good canonist values,most of all showing kindness and care to your fellow peoples. However there have been many incidents in which no kindness or care was shown in the name of darkspawn prevention. While the cause is just no good canonist even with best intentions should coerce, threaten or use force to enforce darkspawn prevention. As the wide majority of people who get tested are innocent good people who would unnecessarily get hurt or mistreated. This only tarnishes the image of the Canonist church unnecessarily, as such the following rules will apply within the Municipal borders to ensure good conduct during darkspawn testing and prevention : 

1. Aurum on all large public buildings
   1. All the Large building buildings and all the Guilds of Chambery are required to have Aurum on their main entrances. Failing to do so will incur a fine of 100 Minas 
2. Rules on Testing
   1. Chambery Conseiller, Gendarmes, local priests and Stewards  have full right to do testing inside the Municipal Territory.
   2. Testing is mainly focused for darkspawn but may also be done for other dark creatures that are hiding in another form.
   3. Outsiders may only do testing with a warrant that is approved by a Conseiller, Gendarme, local priest or the city Stewards  while also following all rules for testing in the city.
   4. All Chamberian Citizens are required, if asked to undergo a test. 
   5. Testing needs to be done in a civil manner and not disturb the public peace in Chambery. To achieve this testing has to follow the following rules : 
      1. Testees will be asked to undergo a test in a peaceful and civil manner, public coercion or displays of brutal force are not allowed. Testees may only be forced to undergo the test if they have refused to do so after being informed about it 3 times.  If the Testee should attempt to fight or run away, force can also be applied. But even then the following rules still need to be observed for executing the test. 
      2. The testing will take place in a private environment, testing may not be done in a public area as it may be uncomfortable for the testee and or for onlookers around
      3. The Testers will always have first-aid kit and medical bandages with them to close the wound from the test, never shall a test undergo leaving a testee with an open wound.
      4. If the testee has a serious medical condition the test will take place in the city clinic so the testee can immediately seek medical attention should it be required
      5. Testers are encouraged not to perform testing on their own in case a dark creature is uncovered and needs to be apprehended

ARTICLE I Château des Civis

The Free City of Chambery shall always have a Chateau in its heart. The Chateau will always have a Chapel or Church for the peoples of Chambery to hold masses in, as well as several public rooms and Halls for Citizens to gather and host events in. Lastly the Chateau will also host various rooms to serve as residence for the Bourgmestre and councilors should they need them. 

1. The Chateau des Civis is a Chateau for all citizens of Chambery, it is public property and not owned by any Peer, Family or private Citizen. 
2. The Chateau des Civis is to always be publicly accessible by all the peoples of Chambery.
3. Citizens of Chambery are allowed and encouraged to use the Chateau to host various gatherings and events. 
4. The Chateau des Civis is the Official residence of the Bourgmestre during their tenure. 

ARTICLE II Creation of public center of Sciences, Culture & Art

With the consent of former Conseiller William Temesch the creator of the Tower of Artistic inspiration, as well as the Tower of Natural Sciences and the Theater of Chambery will be merged and managed as one public center of Sciences Culture & art, a place that anyone can access for free, that will be tax free and managed by the City. All these buildings will hence be public institutions, to be always present in the city. 

1. A new Center of Sciences, Culture & Art will be created and managed by the City with Bourgmestre or Conseiller taking care of it directly. 
2. This new Center will always have spaces for artists, Alchemist, cartographers, engineers as well as a clinic and an Observatory and of course a Theater. 
3. The Center will be free of Taxes and open to the public and to all guilds and its members for personal, group or event use. 
4. The Center will always include a dormitory for students staying in the city during their studies. 

ARTICLE III Reforms on Taxation.

In the Spirit of the Tax exemption for Guilds in the Free City of Chambery, a larger tax break for any scientific, artistic or cultural institution will be added. 

1. Any business or endeavor of a Citizen which will provide, scholarly, scientific, artistic or culture value and that is permanently open to the public for free will be tax exempt
2. To achieve this tax free status a citizen will need to apply for it with the Bourgmestre to check its availability or the Conseille Municipale may grant tax free Status if it deems the endeavor to add scientific, scholarly, artistic or cultural value to the city. 
3. Taverns & Restaurants will be granted Tax free status as long as they provide cultural and event value and their prices are affordable to the citizen, as well as at least providing one food and one drink for free on their menu. This Status is granted by the Bourgmestre and the Conseille Municipale to the Tavern or Restaurant.

The Chambery Golden Book of Guilds

The Golden Book is where all the recognized Guilds of Chambery are listed in. These Guilds retain special rights, standing and powers in Chambery as written in the Constitutional Ordinances of Wittenbach Way.  As it stands there are two ranks of Guilds in Chambery. Upper rank are the Recognised City Guilds who enjoy the full rights and privileges as written in the Ordinances of Wittenbach way. the Second rank are the regular City Guilds. These are usualy the guilds pending approval to be a recognised guild or which for one reason or another do not meet the criteria yet.

The Chambery Constabulary & Juror Act of S.A 180

Introduced by Edith Hope II and voted on in the Conseille Municipale,

Enacted and modified by decree by the Bourgemestre during S.A 187.

Preamble :

With this Ordinance, The Free City of Chambery also re-affirms its belonging to the great Heartlandic Confederation. It has reached us that some peoples believe in the perception that Chambery does not wish to be an active part of the realm and live in its own fully fledged autonomy. These are completely false perception of Chambery, as Chambery always had immense interest in the participation and in the prosperity of the Realm, its leaders and citizens have through its History a served in Petra´s River Council and even as Chancellor and Today continue to actively serve and participate in the Realms prosperity, may it be through the Garmont Assembly, through supporting the Heartlandic Court with various Cultural events and of course with its contribution to scholarly, scientific endeavors extending the Horizon of the possible and keeping records of History with the Nothern Geographical Society. Our Status of Free City gives us Autonomy to manage ourselves to ensure the prosperity of these Scholars, Scientists, the Guilds in our Municipal Borders. It does in no way mean we are independent, or do not care about everything else. We are very dependent part of the realm, our prosperity depends on the Realm prosperity, we have always been a dedicated member of this great realm, and shall continue to serve it as we always have.

INTRODUCTION

Following recent increases in crime within the Free City of Chambery the Conseille Municipale saw fit to issue the resolution for the creation of an act to address such issues. That act is to create a new Framework for a Gendarmerie & Justice which was outlined in Ms. Hope’s initial Constabulary Resolution. In this Ordinance, observing the Chambery rights outline in its Charter, the creation of a Gendarmerie (Or Constabulary in the common tongue) will be enacted. In addition a petition will be made to the monarchs to appoint the Bourgmestre a Conseiller or a Citizen of Chambery to serve as a Judge of the Heartands to preside over Trials in Chambery.

The Gendarmerie is a armed police force and not a military, it will serve to Police the Municipal territory of Chambery and in extreme cases defend the city from external threats while awaiting the support from the Legion of Saint Godwin.

SECTION I

Whereas the safety and order of our fair town of Chambery are of paramount importance, be it hereby enacted by the Bourgmestre of Chambery.

I - Establishment of the Gendarmerie:

I.I - The Gendarmerie shall be established, composed of able-bodied folk of good character and an unwavering commitment to justice.

I.II - The Gendarmerie shall consist of three Gendarmes and a Commandant, new Gendarmes are appointed by Commandant the and approved by the Conseille.

I.III - The Gendarmerie shall be the policing force of Chambery but answers to the authority of the swords of saint Emma and will cooperate with it in all matters.

II - Responsibilities of the Gendarmes:
II.I - Gendarmes shall patrol the streets, alleys, and marketplaces, ensuring peace and tranquility. Gendarmes shall serve summonses, warrants, and other legal documents as required. Along with providing prosecution in front of the Judge and a Court of Jurors in the event of a court case.  

III - Establishment of Juries and Courts:
III.I - A recognized Judge of the Commonwhealth of Petra will preside over the Municipal Courts of the Free City de Chambery. As per Codex of Saint Godwin the Judge will be appointed by the Monarchs or Chancellor of the Realm. Judges that are to be appointed will be proposed by the Municipal council to the Monarch to serve the courts in Chambery.

III.II - Qualifications for a Juror must be that they are of eighteen years of age, of sound mind, and of sound principle. A group is to be drawn from the Chambery Registry of Citizenry to serve as Jurors in the Chamberian Court.

THE FREE CITY OF CHAMBERY

We the Chamberian people, in order to secure a sanctuary where the Celestial Values and the pursuit of knowledge, Arts and Culture might be upheld hearby present these new Constitutional Ordinances of Wittenbach Way by which the Peoples of the Free City of Chambery will govern themselves. It is with these Ordinances of Wittenbach way that the former Ordinances of Odyssey Quay shall hence forth be replaced with. These new Ordinances are to be the last legislature passed by the Chamberian Chamber of Commerce & Culture who will be from this point on be dissolved and replaced with the new Conseille Municipale.

ARTICLE I The Bourgmestre de Chambery

1) Title: The political leader of the Free City of Chambery is to be known as the Bourgmestre de Chambery. This translates into “Mayor of Chambery” in the Common tongue or “Bürgermeister von Chambery” in Waldenian. 

2) Term: The Bourgmestre de Chambery is elected for an indefinite term that ends upon their resignation, removal from office, or death.

3) Duties & Powers: 

- The Bourgmestre is the leader of the Free City representing the interests of the Free City of Chambery and its citizens locally and internationally, 

- The Bourgmestre is the Leader of the Conseil Municipal and will participate in proposing and voting on new legislation

- The Bourgmestre is to keep a liaison to all the Guilds of Chambery to consult and update them on political matters.

- The Bougmestre has to sign all the newly voted legislation for it to be in effect. 

ARTICLE II The Conseil Municipal

1) Title: The administrative and ruling council of the Free City of Chambery is called the Conseil Municipal Which translates into “Municipal Council” in the common tongue. The members of the Conseil Municipale are called Conseiller which translate into “Councilor” in the common tongue. 

2) Term: Conseillers are to be elected or chosen for ten year terms. At the end of every term a Conseiller must either stand for re-election or retire.

3) Duties & powers: The Conseillers are to assist the Bourgmestre in running the free city. They may take on various positions to do so as well as proposing and voting on new legislation in the Conseil Municipal. 

ARTICLE III Guilds of Chambery

1) Powers: Recognized Guilds of Chambery who are listed in the Golden Book of Chambery hold special rights within the Free City. Those guilds may not have their internal affairs infringed upon by the Bourgmestre or the Conseil Municipal provided that the Free City or Realm´s safety is not jeopardized, in addition the Guilds partake in an important role during the election of the Bourgmestre of Chambery, as they will vet and accept (or refuse) the candidates for Bourgmestre. Once all candidates were vetted and accepted by the Guilds togther they will then be elected by the peoples

2) Taxes: All Guilds within the Free City of Chambery are exempted from taxation, This is to ensure the Guilds can focus on their primary tasks without worrying of a financial burden. The only exception to this rule applies if a guild is dedicated to running a shop, in which case the Guilds shop will be taxed just like any shop within the Free City. 

3) The Golden Book: The Golden Books is where all the Major Guilds of the Free City of Chambery are listed. To apply for it a Guild most follow several requirements : 

- The Headquarters of the guild most be set in the Free City of Chambery

- The guild must have resided within the Free City of Chambery for at least 5 years. 

- The other guilds listed in the Golden Book must unanimously agree to add the guild to it. 

ARTICLE IV The Celestial Trust 

1) Powers : The Celestial trust is to act as a guardian of the values of the Free City of Chambery. While the Celestial trust is not a legislative, administrative or judicial body of the Free City government, it does have the right to counsel the Bourgmestre and the Conseil on matters and retains the right to veto, intervene or remove the Bourgmestre provided the Free City or guilds safety or values of the Free City are jeopardized. To do so the majority of the Celestial Trust must agree to use these powers. 

2) Changing the Constitutional Ordinances : In order to make changes to the constitutional ordinances the Conseille Municipal must get majority approval from the Celestial Trust. 

ARTICLE V Elections 

1) Bourgmestre

- Eligibility : The candidates must be a property owning citizen of The Free City of Chambery, either commercial or residential or a confirmed Celestial Trustee.

- Election :Candides may give their candidacy for Bourgmestre but must be accepted as such by all the Guilds of Chambery.

Once an official candidate they will be elected during an election by the Citizens of Chambery.

2) Conseiller

- Eligibility : The candidates must be a citizen of The Free City of Chambery or a confirmed member from a recognized Chamberian Guild

- Election : The electorate consist of all Chamberian Citizens and confirmed member from a recognized Chamberian Guild.

We the people of the Free Port of Chambery, recognizing the unfortunate reality that a government of some variety must be formed to provide for the public welfare, do establish a municipal government through this ordinance at Odyssey Quay.

I.) The political leader of the Free Port of Chambery is to be known as the Maître d’Chambery, if male, or the Maîtresse d’Chambery, if female. This translates into “Master of Chambery” in the Common tongue.
 

II.) The Maître d’Chambery shall govern for the citizens of Chambery and be given the responsibilities of:

     a.) Managing the public infrastructure on the surface of the Free Port of Chambery,

     b.) Overseeing and organizing the export of fine Chamberian winery abroad,

     c.) Collecting taxes from residences and businesses,

     d.) Representing the interests of the Free Port of Chambery within the greater Commonwealth of the Petra and beyond it, as Delegate to the Round Table or otherwise.

     e.) Maintaining public safety and medical services within the Free Port of Chambery.
 

III.) The Maître is to serve for a 10-year term, at the end of which they may either choose to stand for re-election again or retire.

     a.) The Maître d’Chambery is to hold office throughout this term until resignation, death, or removal through a recall election.

     b.) Recall elections must be approved by 2/3rds of CCCC members in attendance at a town hall. If passed, the entire electorate of a regular election will then vote.

     c.) Nicolas Wittenbach is to be appointed as the first Maître d’Chambery to oversee the initial establishment of the Free Port’s government. All future Maîtres will have to undergo this process.

IV.) The Maître is to be empowered to designate agents to assist in the performing of his duties, including:

     a.) A Steward or stewards, for the management of property.

     b.) A Sheriff, to maintain law and order and arbitrate disputes between the citizenry.

c.) A Representative, to voice the interests of the Free Port and its people in the Commonwealth's legislative assembly, the Round Table.

d.) Other deputies which he sees fit to delegate his duties to.

V.) Elections for the Maître d’Chambery are to be facilitated by the Chamberian Chamber of Commerce and Culture (CCCC).

     a.) In the absence of a Maître, the leader of the Celestial Trust shall administratively orchestrate each election as Provisional Chair, the first among equals. This will be done with direct oversight from the other members of the CCCC.

     b.) The CCCC must chair a town hall within one year of the conclusion of the Maître d’Chambery’s term to allow nominees for the ensuing election to come forward.

     c.) A member of the CCCC must endorse a candidate that has come forward to be considered on the ballot.

     d.) Candidates must own a residential property within the Free Port of Chambery and have had their primary residence within it for at least 5 years.

     e.) The electorate shall consist of all Chamberian property owners, either commercial or residential, and confirmed Celestial Trustees.

VI.) The CCCC is to consist of the leaders of the following:

     a.) Leaders of resident guilds within the Free Port of Chambery or their designated representatives,

     b.) Leaders of businesses within the Free Port of Chambery that also permanently live within its borders.

VII.) While any individual or entity that fulfills the requirements of Article VI may claim a seat on the CCCC, their attendance or participation shall not be compelled under any circumstance.
 

VIII.) Resident guilds shall not have their internal affairs infringed upon by the Maître or the CCCC, provided that the Free Port or the greater Commonwealth’s safety is not jeopardized, nor shall their headquarters be subjected to the burden of taxation.
 

IX.) Future ordinances may be made through chairing a town hall, in which CCCC members shall be allowed to vote on initiatives put forward by the Maître.

     a.) Town halls must be chaired by the Maître to discuss any proposal not explicitly provided for in the Maître’s powers.

     b.) The Maître shall also be empowered to host non-binding town halls with the entirety of the populace in attendance to advise or update on ongoing matters of governance.

     b.) Ordinances must be approved by a majority of the CCCC in attendance.

     c.) The Maître shall refrain from voting on a proposed ordinance, but will cast the deciding vote in the case of a tie.
