Article 1. The Blessed* Residents of The Silver State of Haelun’or will not tolerate the ineffable natures of violent beasts.

This extends into any and all acts of physical aggression upon another, Mali’aheral or not, who are allowed within the state. Violence is the tool of the primitive, and all disputes can and should be solved by means of civil discussion. Such violence will only be permitted when absolutely necessary.

Article 2. The Blessed Residents of The Silver State of Haelun’or will not tolerate the loathsome fingers of uncontrolled greed.

Theft of any conceivable nature is frowned upon greatly by any and all who deem to perform it. There is no exception to this rule. A society that disregards the call of the petty coin has little patience for those driven by greed.

Article 3. The Blessed Residents of The Silver State of Haelun’or will not tolerate the meanderings of unscrupulous wanderers.

Those who are deemed unworthy will not be allowed entrance. Those permitted inside will be held to the highest standard of conduct. Should they irritate enough of the citizenry, foreign beings will be ejected, by force if necessary.

Article 4. The Blessed Residents of The Silver State of Haelun’or will not tolerate the reputation of their citizens purposely tarnished out of hedonistic glee.

The preservation of Hiylun is no matter of personal perception. It is in the hallowed ways of our ancestors that guidance is found. A pure heart means little if the mind and body are muddied.

Article 5. The Blessed Residents of The Silver State of Haelun’or will not tolerate the disgraceful and irrational destruction of written thought.

Knowledge and written thought is completely imperative for progression and preservation of our people; a custom rooted in maehr’sae hiylun’ehya. The destruction of tomes of any value within the great library is to be treated as a crime akin to both violence, and theft.

Article 6. The Blessed Residents of The Silver State of Haelun’or will not tolerate purposeful mutilation of oneself.

To ensure the purity of body of all residents of the State, the mutilation of one’s body for reasons aesthetic is hereby banned. Medical licensing and governmental approval can be acquired by those with individual needs, but the harming of one’s own body through piercing and other means is, as is necessary for soundness of mind, to be rejected. This extends to the dyeing of one’s hair.

Article 7. The Blessed Residents of The Silver State of Haelun’or will not tolerate attire which obscures one’s identity.

To ensure the safety of the Mali’thill, and indeed of all blessed citizens, it has been determined that the wearing of overly large hoods, helmets, full masks, and other forms of obscuring perception of identity both through worn attire and magics is hereby banned among all non-citizens and non-mali’thill of the State.

Article 8. The Blessed Residents of The Silver State of Haelun’or will not tolerate public slanderous speech by untempered tongues toward invited guests, or allies, of the Silver State.

All in Haelun'or will remain courteous and hospitable to all invited guests and denounce any who publicly slander her allied nations or factions. The scattering and distribution of slander concerning the Silver State of Haelun'or puts the stability and health of the populace at risk.

Article 9. The Blessed Residents of The Silver State of Haelun'or will not tolerate the corrupting shadow of daemonic influence or magical deviancy wrought by the darkspawn.

It falls upon every citizen, as a matter of civic obligation, to bring word of suspected darkspawn activity to the appropriate authorities without delay. Silence in the face of such abomination is itself an affront to the Health and Purity.

Article 1. The Blessed Residents of The Silver State of Haelun’or shall not participate in physical fraternization outside of marriage.

This crime disrespects the very nature of the matrimonial union. Unmarried Citizens who physically fraternize disregard the purpose of intercourse, and cause unruly distraction, emotional disruption, and in the worst case scenario - consequences of bastardization, a terrible crime, considering it taints the reputation of an otherwise innocent mali’aheral child.

Article 2. The Blessed Residents of The Silver State of Haelun’or shall not participate in physical fraternization with a minor (a minor being any mali less than 50 years of age).

Children are indeed the most precious safeguard of our kin. Subjecting an emotionally immature mind to such matters is unacceptable. Let it be known that mali under the age of 50 are unable to give consent, as their uninformed opinions towards this subject are too juvenile to be capable of discernment.

Article 3. The Blessed Residents of The Silver State of Haelun’or shall not participate in public fraternization of an intimate nature.

A disrespect of peers and the City’s dignity itself, those who violate this covenant of Haelun’or’s sanctity deserve not to walk her halls.

Article 4. The Blessed Residents of The Silver State of Haelun’or shall not participate in fraternization of any intimate sort with other races.

Preservation of life itself resides in the idea of purity. To lay waste to one’s future oem’iian through dissolution of blessings and attainment of curses is a crime no less potent than murder of another citizen. This extends to mali’aheral and other mali, due to the Blessing of the Golden Pools.

Article 5. The Blessed Residents of The Silver State of Haelun’or shall not participate in incestuous intimate fraternization of any kind.

No self-respecting mali will need an explanation as to why this type of behavior is both obscene and illegal.

elNarn ito Thill is an ancient process. The Mali’thill are a people of mercy, rejecting violent punishments in favour of that which will have true lasting impact; re-education. As the Mali’ata has wronged our venerated race, they must seek redemption in the eyes of all who would call themselves Mali’thill. As such, they must gain the forgiveness of all who dwell within the pure lands.

Stage 1. The Drawing of the Curtain

The Mali’ata must be sincere in their desire to become a part of our society once more, and be willing to perform all the tasks asked of them. They must be willing to acknowledge the wrongness of the crimes they have committed against their kin and the Silver State as a whole. Should they not conform to this ideal, they shall not be allowed to return

Stage 2. Righteous Revulsion

Should the Mali’ata be sincere, and willing, they will be allowed to enter the city. Here, they must seek out every Laurir within its walls, and tell them individually of the crimes they have committed towards Mali’aheral. They will then, after informing each individual of the crimes, ask for forgiveness from each. The Laurir may ask the Mali’ata of anything, and the Mali’ata will do as they ask with great vigour and a calm disposition in a manner befitting any true Mali’aheral. The labours the Mali’ata provided are but a pittance in exchange for the attacks on purity they have performed.

As Laurir, standards of good judgement are expected and a request which calls to question the logic of itself will reflect negatively upon themselves if inadequately explained. Should a Laurir request a task that clashes with the laws of the city, the individual shall be punished according to the crimes they requested to be committed. The Mali’ata may not advance to the next stage unless every Laurir gives their forgiveness.

Stage 3. Learning the Way

All Mali’ata must understand and revere the maehr’sae hiylun’ehya, as it is the very phrase that defines our people, our culture, and our civilisation. Those that lack an understanding, or adequate interpretation, of the maehr’sae hiylun’ehya will find themselves shortly more unwelcome than they had been previously.

The Mali’ata shall be assigned a teacher from the Blessed Citizenry, the duty of whom it will be to teach the Mali’ata maehr’sae hiylun’ehya. During this stage, the teacher may assign to the Mali’ata multiple tasks which they must complete in order to advance to the next stage. At the end of this process, they may be tested by members of the Silver Council of their knowledge regarding the blessed phrase.

Stage 4. Acceptance

The Mali’ata, after gaining forgiveness and understanding the apex of our culture, will be called to an assembly of all volunteering citizens. Here it will be decided by the majority whether the Mali’ata may become a part of the exalted society and resume their title of Mali’thill. Should the Citizenry decide that the actions of the mali’ata are satisfactory, they shall again be considered a Citizen. The mali’ata will regain their title of Mali’thilln and they may see Lareh’thilln as their home once more. With the conclusion of this final step, a celebration should be held, as they have obtained citizenship.

The right to bring forth accusation is one afforded to every citizen of the Silver State of Haelun’or. We must never allow wrongdoing, however minor, to fester in the shadows. Just as importantly, we must never allow accusation to become a tool of vengeance or politics. Therefore, the initiation of legal proceedings follows a transparent and deliberate process. 

A citizen who believes a transgression has been committed must submit a written petition to the Okarir’tir. This paper must name the accused, describe the alleged violation, and outline the basis for the claim. If the Okarir’tir for any reason is unable to execute their duty and receive the petition, the citizen may address it to the Sohaer or another Okariran.

Upon receiving this petition, the Okarir’tir is to raise the petition before the Silver Council at its next meeting. There, the Council shall discuss the merit of the accusation and, if a majority is in agreement, approve the summoning of the accused to the Silver Citadel to stand trial. Note that the Council should not discuss or decide whether the accusation is true or not, but rather make sure that the accusation warrants a Silver Tribunal. Only then is a Silver Tribunal formally scheduled and announced to the citizenry.

In cases where an individual is caught in the act of wrongdoing, apprehended directly by a Sillumir, the Okarir’tir, or the Sohaer, an urgent summon for the Silver Tribunal may be issued. In such circumstances, the accused may be detained, and a Tribunal convened within one elven day to address the matter swiftly. Even in haste, the procedure remains the same: the accused must be allowed a chance to respond, and judgment may only be rendered by a properly selected pariran’tir. This requires there to be enough citizens present to seat all the necessary functions of a Silver Tribunal.

It is an ancient Haelunorian custom that the judges of the Silver Tribunal, the pariran’tir, be drawn from among the Blessed Citizenry. It is a practice that has long shielded the mali’thill judiciary from political factionalism. The proper selection of pariran’tir will be described at length in this compendium, for it is essential for both the effectiveness and transparency of the Tribunal.

When a Silver Tribunal is called, the Blessed Citizenry is to convene at the Eternal Library prior to the proceedings. The process of selection is conducted by appointed staff of the Eternal Library, overseen by the Okarir’maehr and their Tilruiran. From among the present citizens of mali’thill descent, three pariran’tir are drawn at random and announced. This is done by the drawing of names from an urn. It is essential that all names placed into the urn are first verified against the citizen registry maintained by the Eternal Library.

Once selected, the three pariran’tir are announced to the citizenry. From among them, the most senior by respect and authority is designated aheparir’tir, the Chairing Magistrate, responsible for maintaining decorum, guiding the structure of the Tribunal, and delivering the formal verdict.

The hierarchy supporting the designation of aheparir’tir is as follows:

I. Malauriran, a former Maheral

II. Lauriran, a Patriarch or Matriarch of a recognised Talonnii

III. Former Okariran

IV. Citizens

Additionally, a Tribunal Scribe is appointed to record the proceedings. If no librarian is present, a citizen is drawn for this role. Their duty is to document the key moments and outcome of the trial for archival in the judicial record of the Eternal Library.

All Silver Tribunals are held in the main chamber of the Silver Citadel. There, the pariran’tir are seated on the dais with the accused standing below the platform. Trials are open to the Blessed Citizenry, and non-citizen may observe with the blessing of the aheparir’tir. 

1. Opening of the Tribunal

The proceedings begin as soon as the Blessed Citizenry and pariran’tir have taken their seats, and the accused have been directed into the center of the chamber. The aheparir’tir will open the proceedings, and all present rise from their seats. The aheparir’tir leads a short oath, which is to be repeated by the other pariran’tir and the accused.

“Oh Larihei; the mali’thill remembers.”

“Let no falsehood pass my lips, lest it dishonour our kin.”

“Today, I speak in silver, in truth and reason.”

Following the oath, the aheparir’tir declares:

“Let the Silver Tribunal commence. maehr’sae hiylun’ehya.”

2. Reading of the Accusation

The Tribunal Scribe reads the written petition submitted to the Okarir’tir aloud, naming the accused and outlining the charge.

3. Response by the Accused

The accused is given the opportunity to deliver a statement in response to the accusations, either in defence or admission.

4. Presentation of Evidence

Physical, written or testimonial evidence may be presented to the pariran’tir.

5. Witness Testimony

Witnesses may be summoned by both the accused and the accuser. The pariran’tir ask questions, if any, pertinent to the accusation.

6. Pariran’tir Inquiry

The pariran’tir ask direct questions to the accused or other involved parties. At this point of the proceeding, any inconsistencies and missing facts are examined.

7. Deliberation

At the conclusion of all testimony and inquiry, the pariran’tir withdraw in private to deliberate. The accused must remain in the Chamber during this deliberation, and the Blessed Citizenry must remain orderly not to disturb the deliberations. Deliberation shall not exceed half an elven hour unless the aheparir’tir deems an extension necessary.

8. Verdict and sentence

After the pariran’tir have finished their deliberation, the Silver Tribunal is reconvened. While unanimity is ideal, a verdict may be rendered if two of the three parir’tir are in agreement. Should no such majority be achieved, the trial is declared inconclusive. In such cases, a retrial may be scheduled no sooner than seven elven days from the original date. 

The aheparir’tir delivers the ruling, and if the accused is determined guilty, the sentence is issued at once. The Tribunal Scribe records the outcome for preservation in the judicial archives of the Eternal Library. The aheparir’tir concludes the Tribunal with the words: “Maehr’sae Hiylun’ehya”.

On Conduct:

Disruption of the Tribunal may result in the removal from the Chamber. This is decided on by the aheparir’tir. The proceeding is to be conducted orderly and calmly. 

Sentencing within the Silver State of Haelun’or follows a structured tier system. The Tiers of Punishment is found in Silver Law.

Tier Oem. Minor Infractions of Civil Order.

For minor disruptions of public order or minor defiance of The Dichotomy of Lewdness or The Obvious Laws. The guilty may be punished with:

• Mandated cultural education
• Mandated civil service
• Monetary fines
• Public apology: a formal apology delivered to the affected, and Blessed Citizenry
• Scholarly reflection: a written essay on the crime, to be submitted to the Eternal Library

Tier Niut. Repeated and Severe Violations.

Repeated minor offenses, repeated or severe violations of The Dichotomy of Lewdness or The Obvious Laws. The violations warranting this tier of punishments are serious, and the consequences must justly represent the affront and injury our People and State has suffered. Several punishments at the same time may be levied against the guilty, in addition to possible punishments from Tier Oem. The punishments of Tier Niut is as follows:

• Stripping of property
• Annulment of marriage, where materially relevant to the crime
• elNarn ito Thilln, the traditionally structured program of reeducation
• Symbolic corporal punishment, like branding
• Penal labour
• Penal transportation, meaning temporary exile with assigned tasks
• Prohibition from holding public office for a designated period

Tier Hael. Irredeemable Transgressions.

For the most heinous crimes, treason, kinslaying or defilement of maehr’sae hiylun’ehya and Larihei, where there is no reason to believe the guilty may ever reform, only death is fitting. There are two options available for the pariran’tir:

• Execution, conducted publicly with an appropriately dignified method.
• Erasure, total removal of the individual from all public records and historical memory. Their name is stricken from all pedigree, and any submitted books to the Eternal Library are moved to the Forbidden Sections. They never were.
