ARTICLE I: On Sovereignty and Titles

I. Helious and its lords hereby acknowledge the crown of Celia’nor sovereignty claims and rights to the lands under their jurisdiction. Helious further acknowledges Celia’nor as its vassal lords.

II. Celia’nor hereby acknowledge Helious, the land provided to them in this agreement and the rights afforded to them. 

III. Celia’nor reserves the rights to raise or lower the Mah’nel families titles as per their nobility within Celia'nor. 

IV. Celia’nor may at any time acknowledge Helious's own titles should they wish to do so.

ARTICLE II: Land Coverage 

I. The signatories agree that Helious shall cover 70% of the mountain region south of the capital as originally agreed upon. (Tile_Midlands_39 with the current Celianor_Vassal_Helious region)

II. The signatories agree that Celia’nor shall remain in possession of the remaining 30% for the purposes of livestock and cattle. 

III. The signatories agree that the Crown of Celia’nor may expand the lands granted to Helious without consent of both parties, however land retraction must be discussed and agreed upon.

ARTICLE III: Land Usage

I. The signatories agree that Helious shall be allowed to build a keep, a city and an undercity within their lands.

II. The signatories agree that Helious is free to use the remainder of their land for barns, cottages and other buildings of the like.

III. The signatories agree that any further cities or defensive structures must be acknowledged and agreed to be both parties. 

ARTICLE IV: Guard

I. The Signatories agree that the Mah’nel family may possess a house guard as outlined by Celia’nors Laws and nobility rules. 

II. The Signatories agree that the rules and laws around house guards may be changed by the crown of Celia’nor 

ARTICLE V: Law & Tax

I. The signatories do agree that Helious may enact and enforce its own law within his lands.

II. The signatories do agree that Helious may enact taxes within its land. 

III. The signatories do agree that Helious shall pay a tax of 150 per year/Elven week. 

ARTICLE VI: Duration

I. This agreement will remain in effect permanently. 

II. The terms of this agreement may be renegotiated with assent from the crown and the ruler of Helious.

THE FOLLOWING HAS BEEN SO AGREED UPON 

by the Crowns of Reinmar and Celia’nor for the mutual benefit of the two Princedoms.

ARTICLE ONE | ARTIKEL EINS

The Crown of Reinmar formally acknowledges the Principality of Celia’nor’s claim and sovereignty within the realm of Celia’nor. Likewise, the Crown of Celia’nor formally acknowledges the sovereignty of the Principality of Reinmar within the realm of the Reinmaren.

The Crowns of Celia’nor and Reinmar shall henceforth be referred to as the signatories.

ARTICLE TWO | ARTIKEL ZWEI

The signatories hereby pledge their armies in defense of the other’s sovereignty, lands, and peoples, until such a time where this pact has expired.

ARTICLE THREE | ARTIKEL DREI

The signatories do mutually agree to grant the other signatories a tax-free stall within the borders of their respective capitals. The signatories do mutually agree that large-scale trading agreements between each party can be of either the purchasing kind (meaning that wares are purchased for minae) or of the bartering kind (meaning that different wares are traded on rates mutually agreed upon or previously set by precedent).

ARTICLE FOUR | ARTIKEL VIER

The signatories do agree to a mutual extradition clause wherein a citizen of either nation, with reasonable justification for arrest, may be apprehended and transferred to the courts of the land where the alleged crime occurred, upon presentation of an extradition request by the judicial representatives of the requesting state to the monarch or government of the requested state for approval, with legal defense for the defendant permitted by judicial representatives from their nation of origin.

ARTICLE FIVE | ARTICLE FÜNF

The signatories do agree to free correspondence between their militaries to better coordinate mutual defense.

ARTICLE SIX | ARTIKEL SECHS

The signatories do agree to exchange a pair of custom swords/armor or jewelry of their choosing.

The signatories agree that the terms of this pact shall be in effect for fifteen years from the date of publication of this document, to be renegotiated upon expiration.

Between the Dual Kingdom of Hanseti-Ruska and the Principality of Celia’nor

Upon the ratification and announcement of this treaty, the Dual Kingdom of Hanseti-Ruska and the Principality of Celia’nor, hereafter referred to as "the signatories," commit to the following terms with mutual honor and respect.

ARTICLE I | ARTIKEL AUWN

The signatories formally recognize one another as the sole governing authority over their respective domains and associated titles. This agreement affirms their right to rule and manage their territories without external interference in their internal matters.

ARTICLE II | ARTIKEL ZWEIN

The signatories agree to a pact of mutual defense. Any act of aggression from a third party against either state will be regarded as an attack on both. Furthermore, neither party shall engage in any conflict that may result in opposition to the other.

In the event of any disagreement or involvement in disputes, the parties commit to resolving issues diplomatically, ensuring the stability of this alliance and preserving the laws of both states.

The parties further agree to consult with each other if either believes that the territorial integrity, political sovereignty, or security of the other is in jeopardy.

ARTICLE III | ARTIKEL DRES

The signatories agree to a pact of a cooperative military alliance. The parties agree to consult with each other before any offensive military campaigns and mutually agree to them prior to taking any actions, if they wish for the other party to join them. 

ARTICLE IV | ARTIKEL VAUR

Both signatories  pledge mutual assistance in military matters concerning threats from darkspawn and draconic forces. They agree to coordinate joint operations against the fortresses and strongholds of these enemies, convening to plan such missions promptly.

Additionally, the signatories will permit the free passage of each other's armed forces through their respective territories.

ARTICLE V | ARTIKEL SIEG

The signatories will endorse and commit to acts of cultural exchange, be it through state visits or festivities, to further strengthen the bond between their two nations and enlighten their respective populations on foreign cultures and practices.

Moreover, the parties agree to share their alchemical knowledge and skills, further facilitating the growth of this trade for the mutual benefit of their realms and people.

This treaty shall remain in effect for a period of 26 years, after which both parties will convene to discuss potential revisions or extensions.

PREAMBLE

The Principality of Celia’nor and the Kingdom of Balian hereinafter known as the Signatories extend one another’s hand in mutual friendship through a pact of non aggression, cooperative efforts against darkspawn and trade.

ARTICLE I: ON SOVEREIGNTY

I. The signatories hereby acknowledge each other's sovereignty claims and rights to the lands under their jurisdiction.

II. The signatories agree to regard and acknowledge their counterparts' individual laws and culture while within the jurisdiction of their respective lands. They recognize that denizens from all listed domains are subject to the respective laws in effect during visitation. If a subject from any of the listed signatories violates this clause, the signatories hereby agree to their counterpart's right to detain but pledge to deliberate before taking further action in order to reach an agreeable consensus.

III. Under the nations legislation, the Signatories will allow free passage for civilians and refugees through their respective territories as long as they abide by processing customs.

ARTICLE II: NON-AGGRESSION

I. The signatories agree that no military action will be taken against any of their listed counterparts by any of their forces; this includes vassals and all endorsed factions under their jurisdiction. If this clause is violated, the agreement will be declared benign until further action is taken and the agreement is re-implemented through proper diplomatic means.

II. All non-hostile military exploits concerning any of the opposing signatories must first be deliberated upon by the involved parties.

III. No citizen of all involved domains may in any way be harmed regardless of their race, practices and culture. Any exception to this clause must be unanimously agreed upon by all involved parties. Refer to ARTICLE I: ON SOVEREIGNTY, Section II.

ARTICLE III: DARKSPAWN

I. The Signatories shall coordinate their efforts against Darkspawn incursions into either realms, so as to best assure the eradication of such threats.

II. The Signatories shall share information regarding darkspawn to each other in order to make an active effort in countering the darkspawn threat  

ARTICLE IV: TRADE

I. The Signatories agree to open one stall free of tax for the other.

ARTICLE V: EXTRADITION

I. The signatories do agree to a mutual extradition clause wherein a citizen of either nation, with reasonable justification for arrest, may be apprehended and transferred to the courts of the land where the alleged crime occurred, upon presentation of an extradition request by the judicial representatives of the requesting state to the monarch or government of the requested state for approval, with legal defense for the defendant permitted by judicial representatives from their nation of origin. Under the divine blessings of the starlit realms and her Silver lady Larihei, the Sovereign Principality of Celia’nor and the illustrious Silver State of Haelun’or have convened and resolved to renew their pact of non-aggression, fostering continued peace and prosperity for the betterment of their respective peoples.

Article I. Sovereignty

1. The Principality of Celia’nor and The Silver State of Haelun’or hereby mutually agree to recognize and honor the autonomy and sovereign prerogatives of each other's realm and the claim towards their promised regions. As both parties recognize each other for their claims and titles per their respective populaces, which shall be honored in the face of all.

Article II. Alliances

1. The Principality of Celia’nor and The Silver State do hereby solemnly agree to a decree of non aggression, to which the aforementioned nations shall not incite violence against one another nor incite disturbance among their respective peerage.

Article III. Trade

1. By virtue of this esteemed alliance, each realm shall be granted a single free stall within the other's lands for mutual use, to remain so for the entire duration of this pact.

2. In addition to the free stall, both Celia’nor and Haelunor will be able to take advantage of the rich fields of their respective territories. Celia’nor will be granted a free farm for cows, and in exchange Haelunor will have the permission to build their own Horse stable upon the nutrient dense territory of Celia’nor.
    

Article IV. Extradition and Darkspawn

1. In the pursuit of justice, the authorities of each respective realm, as delineated by this pact, shall possess the authority and judicial power to extradite any wanted individuals found within the lands of the other. Such individuals, having committed crimes within their own state, shall be returned to face judgment in the lands where their villainy was perpetrated.

2. In accordance with this pact, it is hereby declared that both realms shall bear the solemn duty of acting in unified effort to eradicate the malevolent presence of darkspawn. Any known knowledge of these accursed beings shall be communicated between the two lands, with the steadfast aim of purging them from our midst.

Article VII. Duration.

1. The duration of this treaty, binding these two sovereign realms, shall endure for a period of four years henceforth.

2. During the tenure of this pact between these realms of Mali kin, should any impasse or cause for discontent arise, the two realms agree to seek resolution through the convening of diplomatic meetings.

3. As the agreed duration of the pact draws near its conclusion, the two sovereign states shall convene to deliberate upon the matter of renewal or dissolution, in accordance with the will of their respective authorities.

Under the celestial gaze, the realms of Hohkmat and Celia'nor have brokered peace through earnest negotiations, recognizing the errors of Hohkmat's past actions. The Academy of Hohkmat, in seeking to amend the breaches of trust and acts of aggression remembered by all, extends an olive branch of atonement to Celia'nor. By mutual consent, both sovereignties hereby bind themselves to a pact of non-aggression for the span of ten years, aspiring that peace shall steadfastly prevail, sustained by the grace bestowed by the watchful heavens.

Terms of Non-Aggression

1. In response to their grievous misdeeds and malignant intentions, the individuals known as Haus and the Lady-Magister Laurissa, are hereby decreed to suffer banishment from Hohkmat and Celia’nor forthwith. Moreover, they are condemned to meet their end by death, to be enacted through the solemn rites of extradition as tendered by Hohkmat. This is the justice ordained, and thus shall it be carried out.

2. In response to the egregious offenses of unrelenting slander committed by various individuals within Hohkmat, whose words, laced with venom, sought to tarnish the esteemed name of Celia'nor and Lady Yera, it is decreed that the entity of Hohkmat shall make amends through a succession of public apologies within the expanse of the following two days, to be witnessed by all of Aevos. Moreover, those within the authority of the realm, are hereby commanded to formally retract their falsely conspired statements, crafted with the deliberate aim to besmirch the dignity of Celia'nor. This act of penance is mandated to restore the honor wrongfully tarnished by their actions.

3. In light of the distressing revelation that darkspawn roam unchecked within the realm of Hohkmat, it is hereby decreed by the liege of Hohkmat that the esteemed knights of the Holy Blades of Talyiinism shall be granted unfettered passage throughout Hohkmat. This measure is taken as an earnest effort to facilitate the rigorous testing and expulsion of these malevolent beings, ensuring the restoration of peace and safety to the land. Let it be known that this provision is extended to bolster the defense of the realm and safeguard its inhabitants from the scourge of darkspawn.

4. Arising from the egregious act of theft perpetrated against the Noble Lady Yera, wherein a sum of 3000 minas was unlawfully taken by elements within Hohkmat, it is decreed that restitution be made forthwith. The realm of Hohkmat shall redress this grave injustice by returning the stolen sum in full, and shall further compensate the land of Celia'nor with an additional 1000 minas. Moreover, as a gesture of penance and to reinforce the peace, Hohkmat shall also relinquish twenty complete sets of ferrum armor, with the accompanied weaponry and the following sum of ten complete sets of daemonsteel armor, inclusive of corresponding weaponry, and all remaining stores of their munitions. This act shall serve to restore the balance and demonstrate the earnestness of Hohkmat's commitment to rectifying the wrongs inflicted upon the Noble Lady and the sovereign realm of Celia'nor.

5. In solemn acknowledgment of their past transgressions, the leaders of Hohkmat hereby vow henceforth to abstain from any participation or affiliation with entities opposed to the noble realm of Celia'nor. Moreover, they shall renounce and condemn all endeavors to malign or slander Celia'nor, thus striving to mend the fabric of trust frayed by their earlier actions. This commitment is made in the hope of forging a path of rectitude and renewed alliance under the vigilant gaze of the cosmos.

6. Per the prior transgressions having taken place, the following parties agree, that should this extension of trust, vocalized through the aforementioned terms that reside in an effort of remedy between the once opposing lands become breached by any means through lack of adherence or blatant defiance, the momentary alliance shall be henceforth terminated and deemed expired upon the moment of discovery.

In a long-awaited renewal of venerable alliances, the Principality of Celia’nor and the Most Serene State of Lurin hereby reaffirm their steadfast ties to one another through a renewed pact. This esteemed alliance is founded upon the mutually agreed articles delineated herein:

Article I. Sovereignty

I. The Principality of Celia’nor and the Most Serene State of Lurin hereby mutually agree to recognise and honor the autonomy and sovereign prerogatives of each other's realm and the claim towards their promised regions. As both parties recognize each other for their claims and titles per their respective populaces, which shall be honored in the face of all.

Article II. Alliances

I. The Principality of Celia’nor and the Most Serene State of Lurin do hereby solemnly agree to a defensive military alliance. By this sacred pact, any act of aggression or hostility perpetrated by a third party against one of the signatories shall be deemed an act of aggression or hostility against both realms, compelling mutual defense and unwavering support.

Article III. Trade

I. By virtue of this esteemed alliance, each realm shall be granted a single free stall within the other's lands for mutual use, to remain so for the entire duration of this pact.

Article IV. Extradition and Darkspawn

I. In the pursuit of justice, the authorities of each respective realm, as delineated by this pact, shall possess the authority and judicial power to extradite any wanted individuals found within the lands of the other. Such individuals, having committed crimes within their own state, shall be returned to face judgment in the lands where their villainy was perpetrated.

II. In accordance with this pact, it is hereby declared that both realms shall bear the solemn duty of acting in unified effort to eradicate the malevolent presence of darkspawn. Any known knowledge of these accursed beings shall be communicated between the two lands, with the steadfast aim of purging them from our midst.

Article VI. Joint Military Operations

I. With the likeness of their militia’s in mind, as an extension of relations between the sovereign states of these two respective lands, the following beings hereby agree to from henceforth work alongside one another in joint trainings between their armies as an effort to expand their individual realm’s prowesses in the prospect of strengthening their populace for any imminent threat that may be posed before them.

Article VII. Duration.

I. The duration of this treaty, binding these two sovereign realms, shall endure for a period of ten years henceforth.

II. During the tenure of this pact between these realms of Mali kin, should any impasse or cause for discontent arise, the two realms agree to seek resolution through the convening of diplomatic meetings.

III. As the agreed duration of the alliance draws near its conclusion, the two sovereign states shall convene to deliberate upon the matter of renewal or dissolution, in accordance with the will of their respective authorities.

The war against the Shadow is the War Eternal. 

As the holy venators of the Church of the Canon have brought the Holy Light’s cleanse to Kaethul and Hohkmat, now does it turn to the pall which besets the Principality of Celia’nor as an act of joint union when involving dire circumstances presented by the darkness that plagues Aevos. Agents and scions of the Shadow, uprooted and upturned by Church inquisitions across other lands and raids of the Order of the White Comet and Saint Jude upon Shadowspawn lairs across the north, have now sought unwelcomed paltry shelter in Elven lands. 

In tandem with the diraar beholden to Her Royal Majesty Princess Illyria Ibarellen of Celia’nor, so shall it be that the Shadow is expunged from her lands in haste. 

Ergo, so it is proclaimed and so it is agreed that for the duration of a sum of years:

I. VINDICATIONS: The Pontiff and three chosen Celia’norian Diraar will be allowed to do joint investigation into any suspected citizens or visitor within the realm of the stars.
 

II. DETENTION: Individuals suspected of possessing dark magics or powers, or individuals suspected of colluding with any such dark mage or creature, may be detained by the Pontiff and his chosen Celia’norian guards for investigation. 

III. EXECUTION: Should an individual be found as confirmed to possess dark magics or powers, or colludes with any such individual, it shall be the prerogative of The Pontiff and the three selected Celia’norian Diraars to execute them by way of judgment, or by way of defense with the joint effort and authorization of a Parir, Aneh’wy, Mordu’lar or the Princess.

ARTICLE II: CULTURAL & ECONOMIC EXCHANGE

The signatories mutually agree to collaborate on public activities with the intention of establishing stronger cultural ties.

ARTICLE II MILITARY CORRESPONDENCE

The signatories mutually agreed to train their militaries together when the chance arises to better invest themselves in maintaining good relations between the two parties.

 ARTICLE III : DURATION
The signatories mutually agree that the pact is to last a period of 5 years with the option of renewal or abrogation once the duration has expired.

ARTICLE IV: LANDS OF RECOGNITION

The signatories mutually agree to recognize the Principality of Celia’nor and the current ruling Monarch as the proper Suzerain of the land that the Maehr resides in,

ARTICLE V: AUTHORITY & EXTRADITION
The signatories mutually agree the Maehr are to govern and police themselves in Darad Kezyah and the surrounding plains through the princely Voice of the Clans and its delegates. Both parties shall discuss terms of extradition should either side host a wanted criminal pursued by the other party. Discussions between both parties must preempt attempted arrest of said individuals in either party’s jurisdiction.

ARTICLE I: ON SOVEREIGNTY

The Principality of Reinmar and the Principality of Celia’nor, hereon referred to as “the signatories”, mutually recognise each others’ status as fully autonomous states. This includes the right to fully rule and govern their territories as they see fit and non-interference in internal affairs. 

ARTICLE II: NON-AGGRESSION

The signatories do mutually agree that any forces affiliated with their banner, nation, families-in-power, etc. will not engage in military action against the other party. If such an event is to occur, diplomatic courses of action will be considered to resolve the issue.

ARTICLE III: CORRESPONDING TRADE

The signatories do mutually agree to grant the other signatories a tax-free stall within the borders of their respective capitals.  The signatories do mutually agree that large scale trading agreements between each party can be of either the purchasing kind (meaning that wares are purchased for minae) or of the bartering kind (meaning that different wares are traded on rates mutually agreed upon or previously set by precedent) for the duration of 15 years.

ARTICLE IV: MILITARY ALLIANCE 

The signatories do mutually agree to a full military alliance, promising the whole of their forces in the instance of aggression towards either nation. In the event of an offensive war, the signatories agree to attain the assent of the other signatory before a declaration of war is promulgated. 

ARTICLE V: MILITARY CORRESPONDENCE

The signatories enumerated do mutually agree to train their militaries together when the chance is afforded to better vest themselves in the maintenance of good relations between the two aforementioned parties.

ARTICLE VI: DURATION
The signatories enumerated do mutually agree that the pact is to last the period of 15 years with the option of renewal or abrogation once the duration has expired.

Article I. Sovereignty

1. The Principality of Celia’nor and the Most Serene State of Lurin hereby mutually agree to recognise the autonomy and sovereign prerogatives of each others realm.

Article II. Prisoner Extradition

1. The Principality of Celia’nor and the Most Serene State of Lurin hereby mutually agree to a reciprocal extradition, whereby a citizen of either nation, provided the cause for their arrest is justified, may be apprehended and transferred to the courts where the alleged crime took place.

2. If the citizen allegedly committed a crime in both of the parties lands, then they will stand trial in front of a jury of both nations

Article III. Military Alliance

1. The Principality of Celia’nor and the Most Serene State of Lurin hereby mutually agree to a defensive military alliance, in which any attack or hostility from a third party against one of the parties will be viewed as a hostility or attack on both.

2. The Principality of Celia’nor and the Most Serene State of Lurin hereby mutually agree to at different points have joint military training, where the soldiers of one of the parties may participate.

3. The Principality of Celia’nor and the Most Serene State of Lurin hereby mutually agree to give notice of important and large military operations.

Article IV. Trade

1. The Principality of Celia’nor  shall grant the Most Serene State of Lurin access to  their steeds and a barn for horses, in return the Most Serene State of Lurin shall grant the Principality of Celia’nor access to some of their mines.

2. The Principality of Celia’nor and the Most Serene State of Lurin shall hereby grant each other a tax free stall in the other's capital.

Article V. Duration.

1. The Principality of Celia’nor and the Most Serene State of Lurin mutually agree for this treaty and its articles to remain extant for 20 years.

2. Once these years have gone, if the parties show desire then the duration of this treaty and its articles may be extended.

However, it is with utmost sincerity that we affirm and clarify that Celia’norian authorities were not involved in any such incident near Balian, our officials or Divadri do not venture that far south.

To address the issue further, as we do not seek any conflict if it can be avoided, thus we will be sending diplomats to discuss this in your capital. Long ago our people had once stayed in the north among the fenn, I would not be opposed to venturing forth into the harsh cold as my Talonii once did.
