A CALL FROM THE BAILIFF.

It has been many years since the Bailiff last walked with Hirdsmen at his side. In the days of our forebears the Bailiff never strode alone, nor without the strength of his kin at his side. When judgement was due the Hirdsmen were summoned. These honor bound warriors were sworn not by oath alone, but by his schwur for the tribe in which he serves and the necessity to uphold the Kanun, the ancient law that binds tribe to tribe, and man to duty. 

Bailiffshand is not only a title, but a legacy. These appointed hands serve alongside the Bailiff in upholding the judgments of the Kanun and drafting his decrees. Laboring steadfastly for the perseverment of our order and culture in any Reinmaren holding. 

From the lips of the Lawspeaker to the hands of the Bailiff, Kanunic justice finds its mark. 

Let my call reach you kinsmen,

Men of resolve, tribesmen who wield sharp steel and sharp tongue; do not come to boast about honour, instead uphold it. Do not drown in the words you speak, instead be clear, precise, and just. Come to endure, to obey command, and act without complaint. You shall serve as the Hand of the Bailiff, riding at my side. You shall bear witness to how Kanunic justice is wrought. The Kanun will be your commandment, duty, and guide the path you walk. Come to me, the Lord Bailiff, if you deem yourself worthy of being my hand.

Now his hand clutches naught but air and bone.

HE ONCE DRANK FROM THE MEAD WITH BROTHERS.

Now his jaw hangs loose, tongueless and cold.

HE ONCE HAD A NAME.

Now the stake bears his skull—and three words of shame.

His name was Urzul. A son of riverfolk, born under clean sun and the shadow of mountains. He trained with the spear in fair duels, led men against brigands, was honoured by his kin. But Urzul wanted more.

Not coin. Not cattle. Not kinship.
He wanted power.

They told him that Voidal Magick was safe. "Just a spark, just a blink," they said. "A new tool for a new age." So Urzul learned the runes, spoke to stars he could not name, and let the void speak back.

But spark became hunger.

Soon he was chasing whispers. “A little vampirism won’t hurt,” they said. “It’s still you, just stronger. Just better.” And so Urzul let the night into his blood. He stopped eating. He started biting.

But thirst became rot.

He struck a deal with a Lich. “Let me serve you,” he said, “and let me never die.” So they took his soul. He stopped dreaming. His heart stopped. His body stood still.

But stillness became slavery.

He died in a skirmish- yet rose again. No longer Urzul. Just bones, rusted armour, and a voice that hissed like dead leaves. He thought himself a warlord. But he was a thrall. A puppet. A joke. A walking insult to life and God.

He came to Reinmar’s gates, and threatened to slaughter our children.

He received a stake.

Now his skull rots outside Reinmar, rainwater pooling in his broken helm. And beneath it?

Three words carved in the old tongue:
FEIGR – Cursed.
KNECHT – Thrall.
UNGI – Unloved.

Let it be known:

Let this word ride the wind and cross the valley of Frankland. Let it reach the steadings and the halls. Let my word be whispered to the ears of the tribesmen and the highseated, the greybeard gyjsh and the green shield-whelp. By right of the Kanun, I summon all the tribesfolk of Reinmar to stand in Moot. Come with your cloaks upon your shoulders, your caps upon your head, and your words weighed true. Come with coin to pay the moot-tithe, Come with the strength of your deeds and the truth of your ancestors behind you. The fire shall be lit, the horn shall sound, and none shall speak above the other. Matters of the tribe weigh heavy, and none shall be absent who would call himself Reinmaren. Let those who carry grievance bring it forth. Let those who seek judgment receive it. Let those who know silence speak, and those who have erred answer for their walk beneath the Kanun.

The Moot shall be held beneath the Moot Rock on the dusk hence.

DIRECTIVES FROM THE TREASURY

In the year of our Lord 2020

WITH THE RETIREMENT OF TREASURER RAVENNA BARCLAY, The Treasury of Reinmar has undergone a leadership change as His Excellency, Ludwig von Kanunsberg, is named successor to the office. The peoples of Reinmar will forever be in debt to the late Treasurer. As a show of gratitude, his Excellency shall personally see that a new runestone is carved next to the gates of Kretzen, where the deeds of Ravenna Barclay shall be recorded for time immemorial.

Subsequently, the following directives are hereby ordered by His Excellency, the Treasurer, displayed here for all the people of Reinmar to see.

RICHTLINIE EINS,

Changing of locks,

The Stewards serving under the Office of Treasury are immediately ordered to see that all the locks under the Crown’s jurisdiction are changed and a new set of keys be forged, granted only to those who possess proper reason to hold access to the Crown’s property. In addition, a new record will be created, naming all those with rights to the aforementioned.

Issuance of new currency,

The Office of Treasury will place an order for a new set of currency to be minted to replace the old tax coins of Kretzen. This currency will better depict the current times, as well as be exchangeable for mina outside of regular taxation.

This new currency will be named the Adlermark, (Eagle’s Mark), and be transactable in the amounts of 5, 10, 20, and 50 mina. The Treasury will also begin the production of the Zeichen des Patrioten, (Marks of the Patriot), which will aim to create a way for citizens of Reinmar to support the Principality monetarily, expressing their patriotism and loyalty. These marks will be sold for the price of 15 mina and be unmarketable.

Survey of the lands,

The Office of Treasury will seek an expert on architecture and engineering to survey the walls of Kretzen and the lands surrounding them and bring forth the following;

1. How to best improve the immediate defences of the Capital, and how to ensure continued vigilance on its high roads.

2. Write down a detailed report on the status of the Ferdenwald, and suggestions on how to improve its standing and general outlook.

3. Make a proposition on how to improve the tourney grounds of Kretzen.

Recruitment

The following positions will be made available for patriotic citizens to apply to,

1. Grand Steward - Charged with recruiting and directing the other Stewards, as well as assisting the Treasurer in any matters deemed necessary.

2. Master of Trade - In charge of handling the multiple stalls and shops owned by the Principality in foreign realms.

3. Stewards - Eager citizens of Reinmar who wish to aid newcomers in getting themselves situated and purchasing housing or other properties.

DER WAHL DER GESETZMANN | THE ELECTION FOR LAWMEN

ÖHNE UND TÖCHTER VON REINMAR,

WITH A DIFFERENT LAWSPEAKER, comes new terms for the Lawmen of the moot. Lawman Estmund von Ehrenwald having been elected to the higher office of Lawspeaker in respect to the late Princess Adalfriede’s wishes, and the other Lawman, Hauptmann Isolde von Kanunsberg reaching the natural end of their term. Thus, an election for new and fresh Lawmen is called to take their place and bring Reinmar forward.

We first thank Hauptmann Isolde von Kanunsberg for their service as a Lawman and pray for them proper recompense for their efforts in duty.

In the Landtag Assembly of 2004, for the first act as Lawspeaker, Estmund called for an election for the new Lawmen and two names were put forth for nomination as candidates:

• Unterlandser Adalwin von Kretzen, Geehrte of Reinmar
  
   
• Unterlandser Johann von Reinhurst, Geehrte of Reinmar

Both nominees were voted in with no voiced objections or concerns and were thus ratified as Lawmen with their due authority and responsibilities. May Gott help them.
 

After the elections, the floor of the moot was left open to those seated to put forth their proposals.
 

Adelmar von Kanunsberg spoke up with two:

• First, an act to enforce by law traditional clothing to be worn in moots thereafter with omission being punished by Weregild.
   
  • Within the act, the establishment of the position of Warder:
     
    • To steward the moot hall and those seated with drinks and food
       
    • To record attendance by maintenance and brandishing of a cedar stick
       
    • To record votes on an act by usage of a carving pillar
       
    • Enforce the traditions of etiquette and fashion amongst the seated with the aforementioned cedar stick
       
    • Refusing entry to those without the privilege of entering the moot hall with the aforementioned cedar stick
       
  • The Warder is to be unilaterally appointed by the Lawspeaker.
     
• Second, an act to enforce by law upon the families of Reinmar to uphold and enact the rites for those who have died among them.
   
  • By law, it would be disrespectful to leave a body unburied and not given its proper rites. Disrespect of the body and failure to uphold the reverence of the rites of the dead are punishable with a weregild.
     
  • Specific punishments are by the discretion of the Lawspeaker and so too are the duties of enforcing these punishments through or without the Bailiff of Reinmar.

Both proposals were set to a vote and both edicts were passed unanimously despite rancorous debate.

Both edicts have passed into law by mandate of the Landtag. Thus the Kanun be amended accordingly.

IT HAS BEEN MANY YEARS since the last election of Lawmen where we saw Baldric von Kretzen and Anselm Barclay rise as the first Lawmen in Reinmar’s history. Let us once again convene to elect those tribesmen and women who would submit themselves to greater responsibility within the tribe.

The role of a Lawman is to bring edicts and laws before the tribe at Moot, so that the Landtag may vote upon them. They shall serve for a duration of four years, at which point the Lawspeaker may call for another election. No more than two Lawmen may serve at any one time. Any member of the Seated may nominate themselves for Lawman by announcing so to the Lawspeaker, and they may campaign for the position in the months before the election. The members of the Seated have one vote each, including the tribesmen nominated for Lawman.

The Moot will gather in one year’s time, though not in the Moot Hall of Kretzen. Let us gather in the Ferdenwald, as our ancestors held moot in the forests and fields of their forefathers, and have our words flow around the runestone raised in honour of the previous serving Lawspeaker, Lord Robert Stroheim von Langenkirch.

The Reinmaren people have become scattered across history, spread to the winds as our people sought out new opportunities. Now, we find ourselves in a golden era of unification as the people of the Duchy of Reinmar and the Grand Principality of Minitz struck out into the hinterlands together to form the Principality of Reinmar.

It is by the will of Fürst Leon, Prince in Reinmar, and the late Fürst Alfred, Prince in Reinmar, THE FÜRSTENRAT OF REINMAR’s documents be released. Let it be known that Reinmar has operated by these documents since 1968, the year in which our great Principality was founded within the hinterlands. 

Two branches shall compose the new Fürstenrat of our realm:

• THE HERRENHAUS: to act as the Princes’ most trusted council, to lead the realm through their duties and authorities
• THE LANDTAG: to act as the second council of the realm, composed of all Reinmaren tribesmen of Reinmar, who shall have say in the Moots of Reinmar and in its legislation.

May GOTT light our path to a better future, and to our Fürstenrat’s prosperity and efficiency.

GOTT MIT UNS

THE PRINCELY HERRENHAUS

As the most paramount council of the realm, the Herrenhaus is composed of the most trusted advisors in Princely matters. As the positions of tribal roots, the Lawspeaker and Feldmarshall of the Herrenhaus are elected from among the eligible tribesmen of the realm, whilst the rest of the positions are designated directly by the edict of the Princes.

Each member of the Herrenhaus enjoys their respective duty and authority over their own domain, only bested by the Princes and the relevant due processes, and shall be bestowed the honorifics “His/Her Excellency”.

Most members of the Herrenhaus shall hold their respective Ehrensache, or “Item of Honor”, a ceremonial item that shall symbolize the power and authority of the Herren of the Herrenhaus. They shall be obligated to both upkeep, protect, and display their Ehrensache during official events, thus representing their seat as members of the Princes’ Herrenhaus.

Additionally, each office of the Herrenhaus shall uphold its own Heraldry, to represent the office as a whole, and be integrated into the Herren’s own Heraldry if applicable.

Thus are the positions, duties and authorities of the Fürst’s Herrenhaus.

THE PRINCES IN REINMAR

The highest authority of the Fürstenrat, the Fürsten are the Lords of Reinmar. It is them who holds ownership of the land, oversees the prosperity of the realm, and has final say in all matters within Reinmar. The duties of the Fürsten extend to all of the domains of the Herrenhaus and beyond. It is the duty of the Fürsten to delegate and oversee the work and responsibilities of their Herren, to attend relevant Moots, to partake in the blooding of the new Reinmaren tribesmen of the realm, et cetera.

The only time when the ultimate authority of the Fürsten falls short is in matters of the election and deposition of the tribal rooted positions of the Herrenhaus, namely that of the Feldmarshall and Lawspeaker. In such matters, the powers of the Fürsten are outlined as follows:

• They shall hold TWO votes in the elections of the Lawspeaker, and is able to nominate up to THREE Reinmaren Tribesmen for the position during elections.
• They shall enjoy the privilege to call for the re-election of the Feldmarshall once every five years, during which he holds a SINGLE vote in the election of this position alongside the rest of the Warriors of the Warband.
• They shall enjoy the privilege to call for the re-election of a Lawspeaker after the absence of the current one for more than five years.
• They shall enjoy the sole privilege to offer final approval for any addition or edict to the Kanun after a vote from the Landtag during a Moot.
• They shall enjoy the sole privilege to pass law without the voting from the Landtag. Such must be done with the joint approval of the Lawspeaker. 

The Ehrensache of the Fürsten shall be the DIE KRONE VON SUTICA (Common: The Crown of Sutica), and DIE KRONE VON MINITZ  (Common: The Crown of Minitz), a testament of their authority as Prince of Sutica and Prince of Minitz respectively.

THE CONSORTS OF REINMAR
 

The Consorts are the spouses of the ruling Fürsten in Reinmar. Like the Fürsten, the duties of the Consorts extend to all of the domains of the Herrenhaus and beyond. It is their duty to preside over the Royal Court of Reinmar, attend every session of Moot and Royal Court where possible, and if requested by the Fürsten, don the traditional Reinmaren robes and serve as Dolchmeister during the Ritual of Blood.

The rights and privileges of the Consorts of Reinmar in all matters of the Fürstenrat are as follows:
 

• They shall enjoy the privilege of sitting on the Herrenhaus as advisors to the ruling monarch and representatives of the Heather Court.
• The Consort has the right to host a session of Moot if the ruling monarch and the Lawspeaker are absent, or if the honour of presiding over Moot has been delegated to them.
• The Consort has the right to draft and propose edicts at Moot.
• The Consort shall don the ceremonial robes and serve as the Dolchmeister or Chanter during the Ritual of Blood if called upon by the Princes or Lawspeaker.
   

The Ehrensache of the Consorts shall be Die Goldenen Broschen (Common: The Golden Brooches), a testament of trust granted by the Fürsten to the Consorts and the power they wield through them.

THE ERSTKANZLER OF REINMAR

Acting as the head of the Fürstenrat in totality, the Erstkanzler is the highest authority in matters of government, tasked with keeping each member of the Herrenhaus and Landtag steadfast in the completion of their duties. The Erstkanzler is to aid the Fürsten in matters of government, and act as their foremost advisor. So too shall the Erstkanzler supervise the occupation of positions within the Landtag and Herrenhaus in a timely manner, issuing and overseeing elections where needed.

The Erstkanzler is unilaterally appointed by the Fürsten of Reinmar, and their powers and duties shall be as follows:

• He shall hold TWO votes in official matters of the Herrenhaus, correlating to his greater level of trusted judgment.
• He shall enjoy the privilege to issue Princely Edicts in the stead of the Fürsten, with their expressed permission.

Should the Fürsten of Reinmar be in any way incapable or prevented from performing their duties, the Erstkanzler shall assume the position as Lord Regent in their stead.

The Erstkanzler shall have the authority to recruit personal advisors for the purpose of assisting in government affairs.

The Ehrensache of the Kanzler shall be Das Versilberte Abzeichen (Common: The Silvered Badge), a testament of his authority over matters of government and his power over men.

THE FELDMARSCHALL OF ST. JOHANN

Elected from the high ranking persons of Reinmar, the Feldmarshall of St. Johann is the highest authority within the military of Reinmar. They oversee the leading of the Host of St Johann as a whole, and to have a say on matters of militia and war within the Herrenhaus. Within the Host, the Feldmarshall’s say is final, and the promotions through the ranks are dictated by them. Similarly, they oversee the recruitment and training of not only Warriors, but the ranks of leadership.

The list of those eligible to be nominated as the Feldmarshall include the following:

• The members of House Barclay of adult age.
• The Chieftains of the Tribes of Reinmar.
• The Peers of Reinmar.
• The Leutnants and Hauptmann of the Host of St. Johann.

All Warriors of the Host of St. Johann, including the Princes and Lawspeaker, shall have equal vote during the election of the Feldmarshall.

Thus are the powers of the Feldmarshall in matters of the election of the Lawspeaker:

• He shall hold TWO votes in Lawspeaker elections, but may not nominate people for the position.
• He shall hold the privilege to call for the re-election of a Lawspeaker after the absence of the current one for more than five years.

The Ehrensache of the Feldmarshall shall be Der Speer von Theodrik (Common: The Spear of Theoderic), a testament of his authority over the Warriors of Reinmar and their Host.

THE LAWSPEAKER OF THE KANUN

Acting as the personification of the Grand Kanun of Reinmar, the Lawspeaker is the highest authority in matters of interpreting the Kanun and delivering its judgment, in such, their word is final, lest the matter is a pardoning by the Fürsten themselves, as outlined in the SECOND book of the Kanun. Aside from the Fürsten, they are the only authority that may call forth a Moot of Reinmar, where matters of law may be discussed and elected from the tribesmen of Reinmar. Whilst the Lawspeaker is not obligated to execute the punishments he delivers, for such is the primary authority of the Bailiff, they do hold power to do so.

The Lawspeaker is elected from amongst all tribesmen of Reinmar, such are their powers in official tribal matters:

• He shall enjoy the privilege to nominate TWO individuals for the Lawspeaker elections after their own term, but he shall hold NO vote during such election. These nominations can change throughout the current Lawspeaker’s tenure.
• He shall hold a SINGLE vote in the election of the Feldmarshall.
• He shall enjoy the privilege to call for the re-election of a Feldmarshall after the absence of the current one for more than five years.

The Ehrensache of the Lawspeaker shall be Der Große Kanun von Reinmar (Common: The Grand Kanun of Reinmar), a testament of his authority over matters of law and his role as the speaker of the Kanun.

THE HERRENMEISTER OF SAINT TYLOS

Acting as the Ritter-Kommandant of the Order of Saint Tylos the Stallion of Reinmar, the Herrenmeister shall be the second highest authority of the Order aside from the Fürsten, who shall always stand as its Grandmasters. The Herremeister shall look over the recruiting, training, and finally knighting of new squires, to delegate them to their respective Ritter. They shall be charged with the commanding of the Ritter forces in battle.

The Herrenmeister of the Order shall be chosen directly by the Princes from amongst the Ritter of the realm, and shall be given stay within the Princes’ Castle, further acting as their primary bodyguard.

The Ritter of Reinmar shall also act as its law enforcers, done so alongside the Bailiff, and pass down the judgment of the Kanun for the minor wrongdoings. The Herrenmeister shall thus also be given the authority to pass the judgment of the Kanun in the absence of the Bailiff, Lawspeaker, or Fürsten.

The Ehrensache of the Herrenmeister shall be Das Schwert des Heiligen Tylos (Common: The Sword of Saint Tylos), a testament of his authority over the Ritter of Reimar, and a figure of honor and strength.

THE BAILIFF OF REINMAR

The role of the Bailiff of Reinmar is the main enforcer of the law. The Bailiff shall hold the power to command the Ritter of Saint Tylos, and with their help bring forth the judgements of the Lawspeaker. Furthermore, as scholars of the Kanun, the Bailiff is granted authority to interpret it, and, in the absence of the Lawspeaker or Princes, may pass down judgment.

They shall have authority over their office, to recruit and delegate work to their Bailiffshands, thus ensuring the enforcement of laws and regulations related to property.

The Ehrensache of the Herrenmeister shall be Der Goldene Streitkolben (Common: The Golden Mace), a testament of his authority over the law enforcement of the realm, a figure of justice and fairness.
 

THE TREASURER OF REINMAR

Operating alongside the Bailiff, the Treasurer acts as the head steward of Reinmar and serves the Fürstenrat in all matters related to wealth. They are expected to advise the Herrenhaus on matters related to property and finance.

They are entrusted with the hiring and training of new stewards, and to assist the Bailiff with ensuring the regulations related to property. 

The Ehrensache of the Treasurer shall be Die Silberpfennig (Common: The Silver Coin), a testament of his authority over the property, commerce, and wealth of the realm.
 

THE PRINCELY HERALD

The Herald acts as a symbolic figure of Reinmar. Their main duty is to represent the Princes, and in extension all of Reinmar. They are the very personification of the Principality, and act as the most trusted carrier of the Princes’ word in both diplomatic and internal matters. As such, they are expected to hold themselves with utmost dignity, they do not bow or nod to any figure of lower rank than the Princes themselves. As the Princes’ attendant, they are expected to stand by their side, and, in cases of the Princes’ entrance, they are to blow their Princes’ Trumpet, announcing the Princes’ presence through declaration. 

As the acting voice of the Princes, the Herald’s work also lies on keeping the citizenry of Reinmar informed on important matters. They announce edicts, orders, and otherwise any important announcement presented by the Princes or their Herrenhaus. As such, it is under their office that both diplomats and town criers work, though none of them would be able to hold prestige close enough to that of the Herald themselves. Generally, the Herald is chosen by the Prince’s most trusted individuals and advisors, those who are able to uphold their manners and posture in a fashion that brings honor to Reinmar, the motherland that they represent.

The Ehrensache of the Herrenmeister shall be Die Schwarze Trompete (Common: The Black Trumpet), a testament of his authority over diplomacy and his prestige as the personification of Reinmar.

THE PRELATE OF THE CLERGY
 

Chosen from amongst the most pious of the Reinmaren tribesmen, typically a clergyman, the Prelate is the representative of the clergy of Gelimar and the Principality. They are expected to guide and advise the Fürstenrat in all matters related to faith.

Within the Moot the Prelate is expected to admonish the Landtag in the event of apostasy or decadence, and during trials is afforded the right to advise the Lawspeaker in issuing a righteous verdict.

The Ehrensache of the Prelate shall be Gelimar’s Krummstab (Common: Gelimar’s Crozier), a testament of his place as a bridge between the Fürsten and clerics within the Fürstenrat.

 

THE LANDTAG

An integral part of the Fürstenrat, the Landtag is the main legislative body of the realm. Composed of all Reinmaren tribesmen, the members of the Landtag act as the second most important council of the Fürsten after the Herrenhaus. It is this body of the Fürstenrat that attends and votes during the processes of the Moots of Reinmar.

The Moots themselves are held at least once every two years, led by either the Lawspeaker or Fürsten, and in cases of emergency other members of the Herrenhaus may act as its hosts. During such, amendments, removals or additions from the law of the Kanun are proposed from the appropriate positions within the Landtag, and thereafter voted by the entirety of the Seated. Furthermore, Moots can be held in cases of emergency or other important matters brought forth from the Lawspeaker or the Fürsten.

All members of the Landtag shall be required to present themselves in front of the Moots adorning their traditional Reinmaren clothing or their armor. The most important element of this attire shall be the adorning of their appropriate Reinmaren caps depending on their Rank, so that they may showcase their standing.

The following are the positions and ranks within the Landtag of Reinmar, alongside their duties and requirements:

THE SEATED:

The majority of the Landtag is composed of the tribesmen of Reinmar, who hold the title of the Sitzende, or “the Seated”. Those who wish to sit the elective seats of the Moot must:

• Be oathed as a Reinmaren tribesman of the realm.
• Be at least fourteen years of age.
• NOT be pending punishment from the Bailiff, or having been deemed an Excluded or a Joshqiptar. Those Sitzende who fall in this category shall be suspended from their seat until their punishment is delivered or completed.

Whilst the Seated do not hold the authority to propose amendments to the Kanun like the Lawmen, they do hold ONE vote in all matters relating to elections and further voting of the proposed amendments to the Kanun.

THE SCRIBES:

Held by only one or two members of the Landtag the Schreiber, or “the Scribe” act as recordkeepers of the Moots. They stand near the Lawspeaker, and keep note of all the laws passed and the names of those tribesmen who have voted. This position is delegated directly from the Lawspeaker or Fürsten.

THE BÜRGERMEISTER:
The Bailiff of Kretzen shall hold an elevated seat within the Landtag, and act as a representative of the Burghers of the realm, shall hold an additional vote to his own in matters of law.

THE LAWMEN:

Yet another elected position within the Landtag, the Gesetzmann, or the Lawman is responsible and privileged to amendments to the Kanun, whilst still holding ONE single vote during voting for legislation.

Any member of the Seated may nominate themselves for the position by announcing so to the Lawspeaker, and elections are held every four years to elect TWO Lawmen. At the beginning of the fourth year, the nominations for the next duo begin, and any amongst the Seated may run for such, and campaign for their position. The elections are then opened at the beginning of the fifth year, and those elected then join the next Moot as the new Lawmen, to begin proposing laws and edicts.

THE CHIEFTAINS:

Similarly to the Lawmen, the Chieftains of the Reinmaren tribes do enjoy the right to propose legislation to the Landtag, acting as the recognized patriarchs of their tribe - and fair house. They hold this power for as long as they remain Chieftains of their tribe. Unlike the Lawmen, the Chieftains may send representatives from their tribes to both hold the Chieftain’s vote alongside their own, and propose law similarly to the Chieftain.

THE LAWSPEAKER:

The Lawspeaker acts as the main host of the Moots and the coordinator of the Landtag. During Moots, they are able to propose their own laws and edicts, delegate work or ask for the Landtag to review the law of the Kanun, or bring forth problems for the Lawmen and Chieftains to work towards. During the Moots, the Lawspeaker also holds a single vote during elections or legislative votings.

THE BATTLE OF THE ELFENFELD

During Tobias' Bounty in the year of our lord 1982, the Host of Saint Johann and the Order of Saint Tylos heeded the call of His Holiness CAIUS I. With swift steed and Owyn's flame as our guide, we rode hard for Celia'nor, arriving a day and a half before the battle would rage. 

During this time, the Banners of Reinmar and the knights of the Order of Saint Jude camped out in the streets, waiting for the clamor of battle. The Pontiff took the time to speak to us and keep our spirits high. All the while, the world around them continued with Sir Stanton and myself passing around rations and any weapons that could be spared as the hour of battle drew closer. 

After waiting and waiting, the call to action was heard, and the Reinmaren were ready for action first. We took positions along the southern wall where we waited and watched until a cry broke out from the main gate. The enemy had arrived. After observing the enemy's movements for some time, we decided we would not serve much purpose on the walls. The Reinmaren descended to the southern gate alongside their commander the arch prelate of Celia’nor.

I watched from the battlements as the Reinmaren gathered their mounts and made to charge alongside the Pontiff into the gathering of darkspawn. They rode hard, but before they could clash with the enemy, the world opened up and unleashed a horror the likes I have not seen since the Mori unleashed their great arthropods. A massive maw opened in the earth, large enough to consume a tower of any great keep. The Reinmaren were forced to call off their charge for fear of being dragged into the gaping maw. 

The battle continued to rage as the Reinmaren did all they could to hold back the forces of Iblees. Many a javelin was thrown, and many spears cracked. However, even the greatest of our number, Sir Stanton, was unable to find his mark as the cowardly spawn of Iblees sent their horrid magics and powers to do their fighting. Even the great daemon of their ranks, larger than five men put together, ran, rather than face honorable death at the hands of the Reinmaren. 

I heard of this secondhand, as the portion of the wall from where I made my observations was torn asunder by a blast. While I was far enough from the blast to live, I was thrown to a nearby roof where I was rendered unconscious for many hours before recovering my senses and rendering what aid I could before riding out of the ruined gates back towards Reinmar and home. 

I now sit to write this short chronicle of the events I was able to piece together from my own observations and the accounts of my soldiers. I tell the story of Die Schlacht auf dem Elfenfeld, or the Battle of the Elfenfeld.

THE BOUNTY OF THE SOLDIERS

The Battle of the Elfenfeld was a serious test of the resolve of the sons and daughters of Reinmar. As such, even if the battle resulted in a draw that saw the enemy forces retreat after destroying a good chunk of Celia’nor, the Reinmaren answered the call of the Mother Church and fought bravely. As such, it is declared that a special Summoning of the Spears is to be held; the first of its kind in the Principality of Reinmar. This is called the Bounty of the Soldiers. A celebration of Reinmar’s resolve and remembrance for those Reinmaren who have passed.

The Bounty of the Soldiers shall consist of three major parts.

The Summoning of the Spears

• The Traditional Gathering of the Host for Promotions and Orders.

The Feast of the Great Hunt

• The Feast of the Great Hunt a special ceremony in which the Host gathers to feast upon the game found aplenty in the Ferdenwald, and to receive special honors relating to the correlated campaign.

The Ride of the Fallen

• A special Reinmaren Service, in which the known and unknown fallen of Reinmar are honored in Reinmaren tradition by the burning of a pyre. If any Reinmaren warriors were unable to be recovered, an empty pyre will burn in honor of all Reinmaren who have already taken their final ride to the Skies.
   

The Bounty of the Soldiers shall henceforth be called on special sessions of the Summoning of the Spears to honor great actions done by the Host of Saint Johann, and as a way to welcome all of Reinmar into the celebrations of our dutiful soldiers, such as the grand battle at the Elfenfeld, in which great sacrifice and toil was called upon and the Reinmaren stood to answer.

^ Ivona von Kretzen has been brought before the Gathering by Sir Varik to request that she be admitted into the Order as a squire.

"Ivona von Kretzen shall be inducted into the Order of Saint Tylos, as a squire."

The matter of Johanna Stroheim’s squireship 

^ The Squire, Johanna Stroheim, has been a member of the order for sixteen years and has yet to be knighted. The resolution of the issue of her home is dubious, therefore the Gathering will once again vote on the matter. Sir Peter argues that the squire’s inactivity should not bar her from knighthood, as it is only temporary.

Thus, it is decided by the ritters;

Johanna Stroheim shall not be made a Ritter of the Order of Saint Tylos.

Thus voted the Ritters of the Council:

"Johanna Stroheim has not been seen in Reinmar, so she cannot join the ranks of Reinmar’s Ritters."

The matter of Johanna Stroheim’s membership within the Order of Saint Tylos 

^ The Squire, Johanna Stroheim, has twice been denied knighthood by the Gathering of Lances. However, Sir Varik was convinced by Sir Peter’s argument in favor of her elevation, and brought to table the idea of allowing her to retain her squirehood, until such time as she is able to return to activity in Reinmar.

Thus, it is decided by the ritters;

Johanna Stroheim shall remain a squire of the Order of Saint Tylos.

Thus voted the Ritters of the Council:

"Johanna Stroheim is not at fault for her absence, therefore she shall be allowed to remain in our Order."

It was mentioned by Prince Leon Barclay II that Sir Varik von Wesenburg was prepared to assume the position of Herrenmeister, and that, should Sir Stanton be willing to step down, Sir Varik would have the support of Prince Leon.

Thus, it is decided by the ritters;

Sir Varik Ritter von Wesenburg will be elevated to Herrenmeister of the Order of Saint Tylos.

The Squireship of Johanna Stroheim

The Squire, Johanna Stroheim, has been a member of the order for fourteen years and has yet to be knighted. Prince Leon has suggested further postponing her knighting until such time as her sole residence is within Reinmar’s borders.

Thus, it is decided by the ritters;

Squire Johanna Stroheim will not be raised to knighthood until she makes Reinmar her only home.

Thus voted the Ritters of the Council:

"Johanna Stroheim shall not be elevated to knighthood until she calls no place home except Reinmar."

The exemption of the Grossmeisters from the roster limit 

Since the transition from Minitz to Reinmar, The Order of Saint Tylos has had a roster limit imposed upon it, with membership not to exceed ten Ritters. Sir Varik von Wesenburg suggested that the Grossmeisters not be counted amongst the Ritters for the purposes of this roster limit.

Thus, it is decided by the ritters;

The Order’s roster shall be allowed to be composed of ten Ritters, alongside the Grossmeisters of the Order, who shall not be counted against this number.

COMPANIES OF SAINT JOHANN

JAEGER // RANGER

The Jaeger company serves as the Elite Scouts of the Host of Saint Johann. Tasked with any number of tasks ranging from simple scouting and hunting, to raiding and surprise attacks on enemies. Those wishing to join this specialized company, will have to achieve the rank of Krieger in the regular Host, then pass a series of physical tests to ensure their bodies are prepared for the demanding role. Under the command of a Hauptmann and Leutnant. They will be allowed to modify their armor when needed in service of their tasks but will be expected to be able to quickly restore their armor for frontline duty. 

DARKSPAWN INVESTIGATORS // ERMITTLER FÜR DARKSPAWN

The Darkspawn hunters do exactly what is said, they hunt darkspawn under the guidance of the Reinmaren Inquisition - led primarily by a representative of the aforementioned organization. These soldiers will be supplied by the Military with the best weapons available for the expelling of darkspawn. During normal army operations. They hold no increased standing, unless said operations entails dealing with a force that may consist of Darkspawn in which case said hunters may take up a vanguard role.

GRENADIER // GRENADIER

The Grenadiers are those who have undergone Alchemy training, it is a specialization which opens up from the rank Unterlandser and above to qualify for and achieve. Grenadiers are well learned in the ways of the Alchemical, able to synthesize various potions, explosives and other such utilities that are vital for the Hosts effectiveness in battle. These soldiers do not fight in an organized company but are instead attached to the main force as specialized troops. Their commanders are teachers of alchemy rather than a second form of leadership.

THE LANDTAG ELECTIONS have concluded, and with it, we welcome many proud Reinmaren into positions of government. Running over the course of three saint days, the people of Reinmar have made their will known, and have elected among its flock those who will tend to the Kanun as Lawmen.

Let it be so that I, Gregor von Langenkirch, Lawspeaker of Reinmar, welcome Baldric von Kretzen and Anselm Barclay into the ranks of the Landtag, to act as the first Lawmen in Reinmar’s history. They shall serve diligently and better the lives of their kin with their actions, destined to serve a tenure of four years at minimum.

However, it is in addition to this that I, through my power, appoint Burlous Wick to act as the Lawspeaker’s Lieutenant, to work alongside myself and the Lawmen in the pursuit of our duties and the bettering of the rules that govern Kretzen. May he serve as the Lawmen will serve, with distinction and honour in their chosen duties.

ÖHNE UND TÖCHTER VON REINMAR,

LONG HAS IT BEEN, since the position of Lawmen has been utilized. However, with the unity of Reinmar and Minitz, and with the restructuring of many government proceedings and documents, never before has it felt more of potential and more of need. Thus, I, Gregor von Langenkirch, as the Lawspeaker of Reinmar, have taken it upon myself to resurrect the position to serve a greater purpose in the interests of the Reinmaren people.

Those who serve the Kanun as Lawmen will be its tender. They will represent the people in matters of trial. They will correct laws as required, and create ones when needed. And some may go beyond that in aspirations. A good lawman after all is more often than not an indicator of a future Lawspeaker, to hold supreme power over the Kanun and organize the sacred Moots that Reinmar is known for. 

The candidates for the position of Lawmen go as follows:

So it shall be that THREE Saint Days will the Reinmarens have to cast their vote to vote on the new members of the Landtag, of which only TWO may be elected into office.

OOC II. To vote, take one(or two) paper (The Moothall will have a chest filled with it), and write the following with /notes write:
