OVERVIEW

A distinct and proud group of Raevir living within the lands of the Duchy of Adria, whose history is ever-so entwined with the people. The Adrian Raevir have proven to be a stalwart culture of resilience, enduring for centuries since the founding of Adria by the Crow Houses of Vladov & Sarkozic, surviving wars, famine, and the seemingly endless cycle of destruction that follows the forlorn pilgrims of Aegis.

The Adrian Raevir have, over the long years and frequent conflict, mixed alliances, and bitter rivalries with other Raev-derived cultures, such as the often reviled Haeseni, become distinct and recognizable compared to their cousin Raevir. Possessing a culture well influenced by Heartlandic politics, an agrarian way of living, and years amongst others such as the Waldeno-Heartlanders and Auvergnians, yet always remembering their roots in the harsh lands of that ancient people. Likewise, the common Adrian has been influenced by the more traditionalists among them, with Adrian Houses of Non-Raevir origin adopting personal names in such dialect among other, less documented cultural interfaces. 

Coming in a range, from those truly living the traditional life to those whose culture is less-so prominent. Most Adrian Raevir fall somewhere in the middle, with the typically leading House of Sarkozic maintaining a stance of traditionalism mixed with cautious innovation, for the myriad peoples and races of Aos and Eos now live in a changed age. In this era with renewed legends and different dangers to that of their ancestors, all folk must adapt to the times they now live.

TRAITS & BELIEFS

RELIGION & FAITH

The Adrian Raevir are, by a vast majority, followers of the mainstream True Faith, with some more zealous individuals going a step further, even considering themselves Owynistic. This strongly defining difference between them and their Crow cousins amongst the Haeseni originated in the times of Veletz, and despite many Adrian Raevir claiming descent from the Carrion-Karovic dynasty, due to perceived mistreatment and consistent mishandling at the hands of the Haeseni-dominated Canonist Church of the time, it has persisted strongly ever since. Commonly venerated Saints include Sigismund Carrion, Adrian Sarkozic, Toveah Goldman, and Emma Vladov, though many others said to be pleasing to the sight of the Creator are also given great respect, their names muttered by the people, be it in solemn prayer or in the heat of battle.

Overall a pious people with multiple notable clergymen originating from them, such as Cardinal Vasyl Sarkozic and others, the Adrian Raevir are frequently inclined to become Priests, Monks, Heiromonks, or Nuns. To the people, God is, at the source, responsible for all that is good, and must rightfully be given praise, thus making religious festivals and prayer a common sight among the Adrian Raevir.

SUPERSTITIONS & STORIES

A superstitious and wary people, the Raevir of Adria have many stories and beliefs that, while sometimes wholly unproven, are considered to be fact by them and their families. Ranging from curses and ailments originating from the deceased Mad-Duke Josip, the ancient and highly propagandized tale of Kosan the Eagle, to strange stories of Hugues’s severed head awaking by way of malevolent fae to terrorize the dark hours. The Adrian Raevir know well to distrust the night and all that comes from the shadows, lest they be reminded of its horrors.

Storytelling is in the blood of the people, and many hours are often spent listening to the elderly, Hajduci woodsmen, or house historians on the history of Adria and the Raevir alongside various myths and legends of the commonfolk and burghers. No group within the Adrian Raevir are as competent in this verbal art as the Hajduk, a fragmented band of woodsmen and foresters who patrol the borders of Adria as vicious yet loyal highwaymen with patriotic hearts and a lifestyle echoing the most ancient of Raevir peoples, maintaining the ancestral stories in the oral format, with most Hajduci being illiterate.

MERIT & HERITAGE

Strong believers in the venerable ways of Adrian Dumacracy, the Raevir of that Duchy are quick to support those of their kin who have a desire to contribute and forge their own path in life, often giving gifts to those seeking to start their own business or endeavour. It is by merit that the commonfolk become truly valuable to the community, and it is by merit that they may possess a chance for future nobility.

While the commonfolk may subsist off of merit and effort alone, the Adrian Raevir also believe in the virtues of the feudal aristocracy, respecting such Houses that have earned nobility by past acts of greatness and honourable deeds that have enriched or protected the people. To be nobility amongst the Raevir of Adria is to hold a burdensome respect that urges one to strive for greatness, attempting to emulate and surpass their ancestors and kinsmen.

LANGUAGE & DIALECT

As the Adrian Raevir come in a ranging spectrum, so too does the exact level at which the people utilize the ancient tongue of their ancestors; some may mix in words regularly, others not at all, while only a small few scholars and wisemen can consider themselves truly fluent in the complex language spoken in those elder days. Likewise, the accent of any member of the Adrian Raevir may be strong or weak, though it is typically somewhere in the middle, being clearly recognizable yet not overpowering. Overall, the language utilized by the Adrian Raevir has shifted somewhat compared to other Raev dialects, holding its own unique words and phrases.

PROMINENT HOUSES

The prominent and respected Houses of the Adrian Raevir are most commonly the ancient families of Sarkozic and Vladov, the very same families who founded the Duchy of Adria in days long past. Other families occasionally rise to the challenge and become highly valued and essential parts of the community, with their banners raised high alongside those of an older era.

It will be said, however, that the House of Sarkozic most often acts as the effective leader amongst the Adrian Raevir Houses, and its members are greatly respected at all times by the people due to them oft best representing the ideals and histories of the Adrian Raevir. As long as House Sarkozic survives and knows itself, so do the Raevir of Adria live on in memory and in practice.

PROCLAMATION ON THE REVISION OF THE CODEX LACOBIANUS.

THE FIRST TENET

Preamble

1. The Criminal Code dictates what is, and what is not legal, to maintain social order and a civilized society.

2. Anyone who is within Adrian territory or is a citizen of the Duchy of Adria is subject to this Code. The Duke is above this law and may command an order that goes against the Criminal Code as it is seen as for the good of the Duchy.
 

        1. A citizen of Adria is defined by the following terms:

                i. Follower of the Church of the True Faith,

                ii. Declares oneself to be Adrian, or possesses citizenship by birthright;

                iii. Maintains residence within the Duchy of Adria.

        2. In order to be granted Adrian citizenship, a non-natural or foreign-born subject must:

                 i. Reside or have resided within Adrian lands for at least two years;

                ii. Swear to uphold the laws, customs and traditions of Adria and its people;

                iii. Swear an oath of loyalty before the Duke or an appointed representative;

        3. A Nobleman of Adria is defined by the following terms:

                i. Holds an official noble status granted by a past or current Duke of Adria.

                ii. Is the lawful patriarch of said noble household or his blood-born relative.

                iii. Is the lawful spouse of the patriarch or matriarch of the noble household.

3. Amendments to this Code may only be allowed by a unanimous vote by the Duma. 

THE SECOND TENET

The Code

4. The following laws and statutes shall constitute the Code of the Duchy of Adria.

THE THIRD TENET

Authority of Enforcement and Mitigating Circumstances

5. An Adrian Guard is the instrument of law enforcement within the Duchy of Adria. It is appointed by and subject to the authority of the Duke, who retains sovereignty over its structure, appointment and directives. The Ivory Guard is recognized as the present Adrian Guard. 

6. The Adrian Guard is charged with the safeguarding of the borders and peace of Adria and is empowered in the name of the Duchy to pursue, apprehend, and detain those who are suspected of breaking Adrian laws, to be brought before lawful judgement.

7. No citizen or non-citizen, save for duly appointed authorities of the Duchy of Adria, such as the Adrian Guard or persons acting under their direct command, may enact punishments, interfere in lawful arrests, obstruct officers of the Duchy, or impede the enforcement of law and order. Any such interference shall itself constitute an offence.

8. A person acting in aid of the Duchy, the Guard, or other lawful authority shall not be guilty of an offence committed in the course of assisting lawful enforcement, provided such assistance is confirmed by a representative of said authority.

9. A person shall not be guilty of an offence if they have used only such force as is immediately necessary to prevent or stop an unlawful attack against themselves or another person.

10. A person shall not be guilty of an offence if they have used only such force as is immediately necessary to prevent or stop the ongoing unlawful destruction, theft, or seizure of property.

THE FOURTH TENET

Capital Criminal Offences

11. All offences listed under this segment are Capital Criminal Offences punishable by capital punishment: death, forfeiture of property and public humiliation - preferably beeting.

12. High Treason

12.1. A person commits High Treason if they intentionally kill, attempt to kill, maim, wound, unlawfully imprison, or unlawfully restrain a member of the Adrian Nobility.

12.2. A person commits High Treason if they attempt to or conspire to overthrow the lawful government of the Duchy of Adria.

12.3. A person commits High Treason if they levy war against Adria, or knowingly assist an enemy power engaged in conflict against the Duchy of Adria.

12.4. A person commits High Treason if they deliberately incite unrest among Adrians with intent to or for the purpose of undermining national unity or causing rebellion.

12.5. A person who commits or conspires to commit High Treason is subject to capital punishment.

13. Witchcraft

13.1. Anyone who is a witch, warlock or a general practitioner of dark arts, is subject to capital punishment.

14. Murder

14.1. A person commits Murder if they intentionally and unlawfully take the life of another person.

14.2. A person who assists, orders, or facilitates Murder is guilty of Assisted Murder.

14.3. A person commits Manslaughter if they unlawfully cause the death of another person without intent to kill.

15. Kidnapping

15.1. A person commits Kidnapping if they unlawfully capture, detain, or transport another person through force, threat or deception. 

THE FIFTH TENET

Criminal Offences

16. All offences under this segment are subject to punishment specified herein; however, the Judicial Duma and lawful authorities may reasonably increase, reduce, or otherwise adjust them according to the severity, intent, repetition, and circumstances of the offence, unless otherwise mandated by this Code.

17. Perjury

17.1. Anyone who knowingly gives false testimony or speaks untruthfully before a Judicial Duma or an officer of law is guilty of Perjury.

17.2. Those guilty of Perjury are punished by public humiliation and severe beating.

18. Assault

18.1. Anyone who intentionally causes physical harm or attempts to cause physical harm to another is guilty of Assault.

18.2. Those guilty of Assault are punished by an immediate fine or jail.

19. Corruption

19.1. Any officer of law or member of the Ducal Government who abuses granted authority or office for unlawful gain is guilty of Corruption.

19.2. Those guilty of Corruption are punished by a severe fine and stripped of their right to hold office.

20. Property Damage Offences

20.1. Anyone who causes willful damage to the property of another is guilty of Mischief.

20.2. Those guilty of Mischief are punished by a fine or public humiliation if repeated.

20.3. Anyone who causes unintentional damage to the property of another is guilty of Tort.

20.4. Those guilty of Tort are to pay the victim for repair compensation

20.5. Anyone who causes damage to the property of another by fire is guilty of Arson.

20.6. Those guilty of Arson are punished by a fine, public humiliation, jail and in severe cases, death or maiming.

21. Theft

21.1. Anyone who willfully takes property belonging to another without consent is guilty of Theft.

21.2. Those guilty of Theft are punished by public humiliation, branding, fine, and for repeat offenders, death or maiming.

22. Trespassing

22.1. Anyone who enters private property without proper or lawful permission is guilty of Trespassing.

22.2. Those guilty of Trespassing are punished by a fine.

23. Currency offences

23.1. Anyone who uses deception for unlawful monetary gain is guilty of Fraud.

23.2. Those guilty of Fraud are punished by a fine, and in severe cases, exile.

23.3. Anyone who produces false currency is guilty of Counterfeiting.

23.4. Those guilty of Counterfeiting are punished by a fine, and in severe cases, exile.

23.5. Anyone who willfully destroys lawful currency is guilty of Destruction of Currency.

23.6. Those guilty of Destruction of Currency are punished by a fine.

24. Unlawful building

24.1. Anyone who constructs buildings on Ducal territory without permission is guilty of Unlawful Building.

24.2. Those guilty of Unlawful Building are punished by a fine and removal of their structure.

25. Prison break

25.1. Anyone who escapes or attempts to escape incarceration before their lawful removal is guilty of Prison Break.

25.2. Those guilty of Prison Break are punished by an extended sentence.

25.3. Those guilty of Prison Break that commit violence as a part of their crime are punished by maiming the arm that caused harm.

26. Public Order Offences

26.1. Anyone who fails to comply with a lawful order of someone in authority is guilty of Disobedience.

26.2. Those guilty of Disobedience are punished by a fine or jail.

26.3. Anyone who prevents figures of authority from carrying out their duties, accessing evidence or enforcing law and order in the Duchy of Adria are guilty of Obstruction of Justice.

26.4. Those guilty of Obstruction of Justice are punished depending on the severity of their crime.

26.5. Anyone who knowingly and with ill intent falsely accuses another person of committing an offence is guilty of False Accusation.

26.6. Those guilty of False Accusation are punished by the very same punishment prescribed for the offence falsely alleged, increased to twice its severity.

THE SIXTH TENET

Rights of Persons

27. Under this segment, the rights of persons within the Duchy of Adria are defined according to lawful status. These rights define legal protections and privileges under the Code and shall be interpreted in accordance with ducal authority and lawful judgement.

28. Rights of Citizens

28.1. A citizen of Adria shall have full standing before the Judicial Duma.

           28.1.1. Citizens may initiate legal proceedings before the Judicial Duma.

           28.1.2. Citizens shall have the right to call for a Judicial Duma.

           28.1.3. Citizens shall be recognized as competent witnesses under the Code.

28.2. A citizen of Adria may engage in civic participation under ducal authority.

           28.2.1. Citizens may participate in advisory votes when called by the Duke.

           28.2.2. Citizens may submit proposals, grievances, and requests for reform.

28.3. A citizen of Adria may be appointed to roles of public trust within the Duchy.

           28.3.1. Citizens may hold civic or administrative office.

           28.3.2. Citizens may serve within recognized state institutions of Adria.

           28.3.3. Citizens may hold office in recognized state institutions.

28.4. A citizen of Adria shall be entitled to economic participation within the Duchy.

           28.4.1. Citizens receive priority allocation of stalls in official markets.

           28.4.2. Citizens are exempt from foreign merchant taxes and tariffs.

           28.4.3. Citizens may form guilds and enterprises under state guidance.

28.5. A citizen of Adria shall be entitled to the protection of the Duchy of Adria.

           28.5.1. Citizens receive lawful protection of life, property and status.

           28.5.2. Citizens are entitled to the enforcement of law on their behalf.

29. Rights of Nobility

29.1. A nobleman of Adria shall enjoy all rights afforded to a Citizen of Adria, in addition to the rights and privileges herein specified.

29.2. A nobleman of Adria shall be entitled to recognition of title and respectful address by any, unless they expressly waive such recognition.

29.3. A nobleman of Adria shall be entitled to protection of honor and standing. Insults, defamation, or deliberate public dishonor directed at Adrian nobility may constitute legal grievance. An Adrian nobleman may seek redress through lawful authority or may respond to direct affronts to honor in a manner consistent with custom and proportional force, such as lawful challenge or other means.

29.4. A nobleman of Adria who is head of his own household, be he a patriarch or matriarch, shall be given a vote in the Grand Duma (colloquially referred to by Adrians as its old name, ‘The Dumapalooza’) in matters pertaining to Ducal succession.

30. Rights of non-Citizens

30.1. A non-citizen residing within the territories of the Duchy of Adria shall be entitled to basic protection under the code, including both medical help and safety from unlawful harm. 

30.2. A non-citizen may engage in limited economic activity within the Duchy of Adria, such as trade, labor, and conduct business within Adria subject to lawful taxation, tariffs, and ducal regulation. 

30.2.1. Realms which deny entry, trade, or lawful commerce to Adrian merchants may meet equal reciprocal restrictions in the Duchy of Adria.

30.3. A non-citizen shall not possess the civic, political, or legal rights reserved under this Code to Citizens and Nobility of Adria. 

30.4. A non-citizen holds no inherent standing before the Duma unless formally summoned, charged, or otherwise permitted by lawful authority.

30.5. A non-citizen residing within Adria may pursue citizenship under the laws and customs of the Duchy, provided the non-citizen demonstrates full integration into Adrian society, has lived there for dictated period of time, swears to uphold Adrian traditions and values, and holds no allegiance or obligation to a foreign realm.

THE SEVENTH TENET

The Judicial Duma

31. The Judicial Duma

32. In the event that the Duchy of Adria authorizes the convening of a Judicial Duma, or where the matter is of such severity or complexity that it cannot be resolved by the Adrian Guard, a Judicial Duma may be convened at the discretion of the Duke or the Chancellor.

33. No man shall be brought to trial unless accused by a sworn guardsman of the Duchy, an Adrian nobleman or an Citizen of Adria speaking under oath.

34. No man shall be seized without lawful cause shown, such cause being the crime was witnessed, clear signs of the crime or a sworn accusation naming the accused.

35. The accused shall be informed of the charge and the person by whose authority he is brought before judgement.

35.1. This shall not apply in matters of treason or war where secrecy is required for the safety of the Duchy.

36. In all matters of public or civil law, the burden of proof lies upon the accuser, who must establish guilt by all lawful means.

37. The accused shall be held in lawful custody and shall not be subjected to punishment before judgement is concluded, except where lawful immediate enforcement under Clause 47 is applied.

38. The accused may gather witnesses or oath-helpers and prepare their defence.

39. The Trial shall be presided over by the Judicial Duma or a judge lawfully appointed in its stead, when such tribunal has been convened by ducal authority.

41. The accused shall be entitled to sufficient food, water, and humane treatment to endure proceedings, and shall be protected from private vengeance or unlawful harm.

42. The accused may speak in defence, answer charges, or remain silent.

43. The accuser and accused shall be heard in turn.

44. No man shall be tried twice for the same offence, unless new treason, new blood, or new victims are revealed.

45. Upon judgment, the sentence shall be pronounced publicly and in accordance with the Code, lawful custom, or ducal command. The commended shall hear the sentence spoken aloud, and if to be executed, may receive last rites or prayer if of the True Faith, and shall be informed of the manner of punishment prior to execution.

46. Upon lawful execution of sentence, the matter shall be considered closed in law, and no further punishment or vengeance shall be taken for the same offence. 

47. Where a crime is directly witnessed by an Adrian Guardsman and guilt is beyond reasonable dispute, the Guardsman may enact immediate punishment in accordance with the lawful sentencing guidelines of the Code without the requirement of a Judicial Duma.

48. As is the right of the citizens, a Citizen of Adria may request the convening of a Judicial Duma if they believe themselves to be wrongfully accused. Such a request shall not suspend lawful enforcement or punishment already carried out by the Adrian Guard and may be reverted only if innocence is proven.

49. When a call for a Judicial Duma is made, the accused may be held in custody until the duke, or the Chancellor reviews the matter and determines whether a Judicial Duma shall be convened. If denied, enforcement and punishment shall proceed without delay.

50. A Judicial Duma shall not be convened for the purpose of delaying, avoiding, or obstructing lawful arrest, punishment or enforcement of the Code. That itself constitutes an offence of ‘Perjury’.

THE EIGHTH TENET

Civil Law
 

51. Citizens of Adria may bring civil actions against one another concerning matters of property, contract, injury, or other private dispute recognized under the Code.

52. Any contract or agreement entered into between Citizens of Adria shall only be recognized in law if it bears the mark and seal of a sworn official of the Duchy.

53. Contracts not formally witnessed or stamped shall hold no standing before the Judicial Duma or any lawful authority.

54. A sworn official shall not refuse reasonable certification of lawful agreements without cause shown.

55. Citizens of Adria are expected to act in good faith in all civil agreements and disputes, thus fraud, deception, or intentional misrepresentation in civil matters shall be treated as an offence under the Code.

56. Non-Citizens may be named as parties in civil disputes only where they have entered a lawful agreement with a Citizen of Adria, or where harm has occurred within Adrian territory.

57. Non-Citizens are not able to initiate civil proceedings except where expressly permitted by ducal authority.

THE NINTH TENET

Order and the Duke’s Peace

58. All territories, roads, bridges, fords, market spaces, and public gathering areas within the Duchy of Adria shall be held under the Peace of the Duke. 

59.  Any act of banditry, violence, robbery, coercion, or unlawful disruption committed within such places shall constitute as an offence against the Duke’s Peace.

60. Any act which causes widespread fear, disorder, panic, or disruption among the people of Adria shall constitute an offence against the Duke’s Peace.

61. Any act which seeks to undermine, erode, or destabilize Adrian identity, customs, or civic cohesion, or which incites hostility toward the same in a manner that disturbs public order within the Duchy, shall constitute an offence against the Duke’s Peace.

62. Any act which seeks to undermine, destabilize, or subvert the Church of the True Faith, or which attempts to force, coerce, or unlawfully induce conversion away from the True Faith, shall constitute as an offence against the Duke’s Peace.

63. It is the duty of all Citizens of Adria, the Adrian Guard and all sworn officials of the Duchy to do all within their reasonable capacity to preserve, uphold, and maintain the Duke’s Peace and prevent its breach.

64. Where the Duke’s Peace is broken in grave form, judgment shall be rendered with full weight of the Duchy’s authority, and punishment shall be carried out in a manner that leaves no doubt as to the consequences of such acts. Mercy, where granted, shall be an act of sovereign grace alone, and not a matter of entitlement or expectation.

ON THE PROCLAMATION OF BELGRADE’S ALDERMAN ELECTIONS

CONVENTUS ADRIAE. 

In the year 655 of the Age of Ascension

‘LO UNTO THE ADRIANS, 

With the recent election of Maer: In the interest of ensuring the growth of Adria's governmental administration and the continued involvement of Belgrade's residents within the Duchy's governance, the office of Alderman is hereby affirmed by the administrative office as a civic position within the Town of Belgrade.

The Aldermen shall serve as the local representative of their respective district, Belgrade, assisting the Maer and Chancellorship in the ordinary duties required to keep Belgrade in an orderly fashion, recorded and in response to the needs of its people.

They are not expected to be noble officers, nor that of eminence or statesmen. They are to be trusted residents of the town of Belgrade, chosen to speak for their neighbours, aid in the duties of the Dumacratic administration, and implore the workings of Adrian civic life.

REQUIREMENTS OF NOMINATION

To be eligible for election as an Alderman of Belgrade, one candidate must meet the following requirements:

i. Must be a registered Citizen of Adria, having resided within the Duchy of Adria for no fewer than five years.
ii. Must be at least twenty years of age.
iii. Must live within the district they seek to represent.
iv. Must be in good standing with the law and the Church.
v. Must be capable of reading, writing, and performing basic arithmetic standards.
vi. Must not be barred from office by lawful judgment, active criminal punishment or publicly disgraced.

There shall be no restriction by cases of nobility. Commoner, lowborn and noble alike may stand for the office of Alderman, provided that they inherently meet the requirements above and remain in good standing with the Duchy of Adria and its citizenry.

TERM AND REMOVAL

The office of Alderman shall have no fixed term limit. An Alderman may continue to serve their people so long as they remain capable, coherent, and in good standing with the town and its administration.

Thus, to say: Upon the election or appointment of a new Maer of Belgrade, the Alderman shall continue into the next administration unless dismissed, replaced, abdicated or otherwise removed by lawful authority.

However, the office is not ceremonial. It is not to be held by the idle. An Alderman may be removed for poor performance, neglect of duty, repeated absence, unlawful conduct, or failure to properly represent the district entrusted to them. During a Duma, a petition may additionally be held where an Alderman may be removed from office with three fourth of the vote.

DUTIES OF THE ALDERMEN

The Aldermen shall serve largely as messengers, couriers, assistants of the administration, and representatives of their town. Thus, their duties include but are not limited to:

i. Serving as the representative voice of their assigned district when called to vote in Dumapaloozas
ii. Admitting a Census at the beginning of their term to bring forward the concerns, complaints, petitions and needs of the district they represent.
iii. Assisting the Maer in maintaining communication between the Dukedom administration and the people of Belgrade.
iv. Assisting under the Maer's supervision in regard to ordinary civic tasks such as inventorying, updating entries upon the town notice board, civic proceedings, serving during town events, festivals, meetings, and public activities.
v. Maintaining records of meeting minutes, Duma attendees, assisting in the transcription and preservation of the Duma record book into an orderly copy.

REPRESENTATION

Each Alderman must reside within the district they represent (Belgrade, Wildborstede). This requirement ensures that an Alderman speaks from familiarity with the needs, disputes, habits, and complaints of their people.

An Alderman is expected to know the people of their district to retain their vote, listen to their complaints, and report such matters to the Maer and the rest of the administration so that they may be addressed in proper time during a Duma proceeding. They stand as the scribes of Belgrade's people and local administration.

First brought forth beneath the reign of Duke Markus Marie Sarkozic, Dukestide stood as a grand celebration of Adrian identity; a season wherein the good-folk of Adria gathered beneath the banners of the Duchy in joyous fellowship, filling the streets with festivity as they awaited the sacred hour of the Ducal coronation.

Since that time, Adria has weathered turmoil, and the Exilic Dukes who succeeded Markus were compelled to turn their gaze towards the survival and preservation of their own people. In the face of such hardship, the traditions of Dukestide were left to fade in silence.

In sacred homage to these customs that cradle Adria’s very soul, the Duke-elect heralds the return of Dukestide once more.

THE HUMBLE HARVESTING  [Thursday. 4PM EST]

The good folk of the Duchy, from those highest within the court to those who have yet to make a name for themselves, shall take to the reaping of the fertile farmlands which give the territory such splendor and plentiful nature.

When the sun has fallen, and the work is done, the people shall drink of fine brandy and ale supplied ever so kindly by their family Fontaine, and a great and bountiful meal shall be prepared of farm fresh ingredients and professionally wrangled game - the Great Adrian Borscht.

It is highly encouraged that, should any bards, performers, or artists wish to make a name for themselves and perhaps net a small amount of coin, they may address a pigeon posthaste to Chancellor Ardirnien ‘Narthadis’ Arthalion.

THE DUKESTIDE TOURNEY [Friday, 5PM EST]

In the following month, the Duchy of Adria will open its tourney grounds to competitors far and wide, so they might compete in skills of war. 

Overseen by the Captain of the Ivory Guard, Ser Baudemund Euler, the day is set aside and dedicated to a number of small team buhurt spars, limited to three people per team.

In the hopes of establishing a lasting tradition, the Duke-elect shall henceforth name the victorious team the Triumphator Dukestidae, a title to be defended and contested only at the next Dukestide.

The first three winning teams shall also be awarded the Golden, Silver, and Bronze Eagle trophies respectively, alongside a mina prize and specially commissioned weapons befitting their deed of arms.

All willing participants are to send advance word via carrier pigeon to Ser Baudemund Euler, though day of sign-ups shall be accepted as well, provided such competitors appear before the starting bell.

THE DUCAL CORONATION [Sunday, 4PM EST]

Once the good folk of Adria and her cherished guests have taken their rest from nights of revelry, drink, and fighting, the eyes of the Duchy shall turn toward the sacred culmination of the Dukestide, the Ducal Coronation.

Upon the Merry Saints Sunday, amidst gathered banners, ringing bells, and assembled peers, the coronation of Duke Miloš Mikhail Sarkozic shall commence. A formal issuing of invitations shall occur before the date itself.

Greetings, those of Adria and beyond. I, Marek Josip Sarkozic, am writing this short letter on behalf of my friend Lajosz, a local painter from the town of Belgrade. I have taken up the role of being his artistic patron and agreed to advertise his work, as he is quite humble and shy. Lajosz believes that artwork should be for all, and so he keeps his prices low, a mere fifty mina for non-Adrians, and free for recognized citizens of our fair Duchy, though he does ask for the price of his paints to be given upon finalization of the work, about one hundered mina, to keep his business open. Strange happenings…

A pile of mangled corpses was found in the North East part of Belgrade, the screams of the locals alerted everyone within the town. It was a horrific sight, but a foreboding one nonetheless. Strange occurrences and sightings have been sprouting all over the lands of the Adrians, and this one seemed more sinister than the last.

The corpses were set in such a specific way, one could wonder the evil it could bring. As the Adrians peered upon the pile and began investigating, they would see occult sigils carved into the very body of the corpses. Some who peered too long would begin to hear voices of their loved ones called out to them. While others received grim visions. It was as if the more they were close to it, the more strange things began to occur. People had begun to notice movement from the pile of corpses, eyes that wandered, jaws that moved slightly, fingers that began to claw or twist into certain signs..

They chose an effective way to get rid of it, by flame. The pile of corpses then screamed into life, the groans and moans of several voices echoed as the flames began to consume it, arms detached and attempting to crawl away only too fall limp as they burned into ash. The sight of limbs moving on their own horrified the citizens of Adria, what evil could have done this to so many innocent souls?

Dark days lie ahead.

For too long has Adria run rampant with ne’er-do-wells and brigands; strong leadership and policy must be enacted to have the city thoroughly sanitized from the stains of ilk. 

ABSOLUTE STEWARDSHIP ACT

In a comprehensive effort to ensure loyalty in the people, the government must have a forthright hand. An official head watchman - in my personal opinion, this should be the Fool of Adria due to his insightful wisdom - would have mandated access to all chests and doors within the lands of Adria. Personal effects kept on persons in the realm are subject to examination by the head watchman or his levy. Items such as diaries and letters would be confiscated in the event they appear to have hidden meanings from the head watchman's perspective. This act would entirely curb dissent and make it akin to a holy land where all are ensured a firm social order.

CLOWNISM ACT
Any person in the Dukelands of Adria undoubtedly must be a beacon of light in this world, and thus those who seem suspicious should be reported for testing. 

Citizens of Adria are entitled to 10 mina for accusing someone who is suspicious, paid by the defendant. If they are indeed deemed heretics, darkspawn, or a similar ilk, the accuser will be entitled to half the person's property, while the state will take the other half to be redistributed to the good people of Adria. 

Those who are assuredly good and just, such as the Eulers or the Jesters of Adria, would be immune from accusation, as it would be used only to defame their good and just character. 

COLLECTIVE LABOR ACT

Threats face every border of Adria, and its supplies must be replenished in full. Henceforth, all citizens aged 12 and older will be mandated to;
- Mine once per Saints Week

- Breed cows twice per saints week
OR pay a minor tax of 30 mina. 

If neither of the following conditions is fulfilled within the timeframe, the citizen will be subject to a public stoning. 

The following acts require a strong leader with a harsh fist to have the courage to restore order to our great lands, and thus, I, the great, fair, and handsome Clown of Adria, offer myself to a life of civil service as the Duke of Adria, should the Duma understand the importance and necessity for these policies to be swiftly enacted.

My support for Stekvark does not come from any sort of familial tie, nor, from a sense of panicked hurry, but instead emerges as a product of my belief that Stekvark fulfills the characteristics necessary for such a role. 

                Stekvark Lochunskofk, renowned for his service t0 Adria in battle has proven his dedication to it's people with his own blood; and most often at the risk of his own life. Stekvark throughout his many times in battle--notably against Simon Peter's Urguan Coalition, and in crusade against the Black Church--has never experienced a loss. Remaining undefeated in such fields of battle, under the banner of Adria, Stekvark has become a symbol of Adria's undaunted exposure, and triumph. 

                Stekvark is not the patriarch of a noble house, and as such has no party actively relying on his guidance, leadership, and presence. Whilst Adria has a history of electing those from noble houses to the position of Duke, I believe it would be prudent in this time of Adrian expansion and rapidly changing diplomacy, to choose a candidate without robbing one of Adria's  noble houses of their leadership. This choice would allow for us to keep both the security of unchanging headship within Adria as it stands, whilst filling the position of Duke with a worthy and capable candidate.

Ever tireless and unrelenting, seldom resting from his work, the Duke had given his very spirit for his home and his people, until his strength finally gave out, passing away peacefully from this mortal coil.

ELECTORAL DECREE:

The Duma shall consist of the following categories of electors, each carrying the weight of Adrian tradition and the voices of their constituents. All electors or their chosen representatives are urged to present themselves promptly, accompanied by appropriate retinues and prepared to deliberate upon the matters at hand.

Toward the end of the successful Urguan campagin many dwarves had become disillusioned with the Grand Kingdom's leadership and its willingness to sacrifice its people for a dying cause, following the conclusion of the war a number of these dwarves chose to seek refuge in the Duchy of Adria, ancestral home to a number of dwarf clans in years past. With the blessing of the Emperor, Hadrian I it is decreed:

THE DWARVES OF ADRIA ARE EXEMPT FROM THE IMPERIAL KILL ON SIGHT ORDER.

It is found that any dwarf residing in Adria or seeking refuge within Adria is exempted from the imperial kill on sight order, to be eligible for this protection a dwarf must renounce any ties to the former Urguani government and pledge an oath of loyalty to the Duchy and reigning Duke. Those found seeking to harm a loyal servant of the Duchy will be swiftly brought to the edge of the realm and thrown out of its borders.

As the spring’s warmth melts the winter frost away. Peace returns to the realm with the war to an end. Let there be a time of merriment and celebration! May all the realm be invited to join in friendly competition, and a chance to win some rewards in the Adrian woods.

The first competition will be a show of strength. One team will be placed across another, and both must pull on a rope. The team that ends up in the mud first, loses! And the winning team will get 300 minas divided between them. The team sizes will depend on the amount present, but will not be above six.

The second competition is one of accuracy. A limited amount of arrows will be provided, and various targets will be set up. Each target gives a set amount of points. Whoever ends with the highest score, will be proclaimed the winner. May the best archer win, and for their skills be rewarded a bow, made from the sturdy Josip's Witness trees found in the Adrian woods.
