Introduction and Aims:

A Bill to amend the constitution; to establish the basis for referenda of ordinary or constitutional importance; to make provision for the conduct of officers of state at the time of a referendum; to make provision for the correct conduct during balloting; to make provision for the threshold at which a referendum proposal has the consent of the people; to make provision for the eligibility to vote in a referendum; to make provision for the actions of officers of state following a referendum; and to clarify the punishment for defiance of the provisions herein presented.

 

Part I - Definitions

I. In this Act—

(a) “referendum” refers to an election held in pursuance of any provision made by this Act on one or more questions specified;

(b) “constitution” refers to the Treaty of 1973 constituting the Heartland Confederation;

(c) “constitutional referendum” refers to a referendum on a proposal for the amendment of the constitution;

(d) “ordinary referendum” refers to a referendum on a proposal other than for the amendment of the constitution;

(e) “polling day” refers to the day upon which the poll of the referendum on the proposal shall be taken;

(f) “Garmont” refers to the Garmont Assembly.

 

Part II - Taking a Referendum

I. Whenever the Garmont desires to pass a Bill for the amendment of the constitution the Chancellor shall appoint a polling day.

(a) The polling day shall not be less than one year or more than two years following the passage of the said Bill.

II. Whenever the Garmont desires to pass a Bill that the Chancellor believes contains a proposal of such national significance that it requires the consent of the people to be enacted, the Chancellor shall appoint a polling day.

(a) The polling day shall not be less than one year or more than two years following the passage of said Bill.

III. The polling day for the referendum shall last for twenty-four Saint’s hours on the day appointed by the Chancellor.

IV. The Chancellor shall appoint a returning officer no more than a day following the order for a referendum, who shall conduct the referendum, ascertain, and declare its results.

(a) The returning officer shall be given an office in a government building determined by the Chancellor.

(b) The returning officer shall be paid from the Treasury at a sum determined by the Grand Treasurer.

(c) The returning officer shall not be associated with furthering any particular result at the referendum and may not act as an agent for any government officer.

 

Part III - Balloting 

I. On the polling day of the referendum the polling place shall be at the location of the returning officer’s office.

(a) A copy of the Bill containing the proposal of the referendum shall be available for inspection by members of the public at the polling place.

(b) The question of the referendum, which shall include a proposition, shall be made available for inspection by members of the public at the polling place.

II. Ballot papers shall be collected from the returning officer and, once completed, deposited within a ballot box which shall only be accessible by the returning officer for the duration of the polling day and through the counting of said ballots.

(a) In the case of a constitutional referendum the ballot paper shall include the question of the referendum, which shall include a proposition, followed by the two responses which shall have been determined by the returning officer, and a space for the voter to write their response, which shall be signed by them using their full name and submitted at the appropriate ballot box.

(a) Ballot boxes shall only be accessible by the returning officer for the entirety of the polling day and for however long it shall have been necessary to count ballots cast.

(b) Ballot papers which are not completed precisely as prescribed herein shall be deemed null.

III. At the end of the ballot counting the returning officer shall prepare a report and sign it stating the number of votes recorded in favour of the proposal of the referendum, the number of votes against said proposal, to confirm whether or not the said proposal has a majority.

 

Part IV - Thresholds for votes approval

I. For both referenda ordinary and constitutional the question put to the nation which is the proposal must attain a simple majority of all total valid ballots cast.

(a) Proposals of referenda both ordinary and constitutional which do not attain a simple majority of all total valid ballots cast will fail

 

Part V - Voter eligibility 

I. Only those who are at or above the age of sixteen, citizens of the Heartlands, and are in good standing with the Codex of St. Godwin may vote.

 

Part VI - Post referendum

I. The result of the referendum shall be published by the Chancellor and the government is obliged to enact the Bill in question.

 

Part VII - Constitution Clause

I. That this Bill amend the constitution, the provisions herein placed within Article II, and henceforth forbidding any change to said constitution without the provisions herein.

II. As this Bill amends the constitution, its repeal shall require the activation of the provisions herein.

 

Part VIII - Breach of Codex

I. Any non-compliance with the provisions of this bill, upon its lawful acceptance, shall be deemed an act of High Treason. Pursuant to the legal code of the Heartlands, individuals found to have violated this bill shall be held accountable* for—

(a) Treason, the act of betraying the Heartlander Confederation, its Sovereignty, or the Crowns.

(b) Obstruction, the act of purposely obstructing righteous judgement, medics from providing aid to the wounded, or the ongoings of the government.

*Crimes Against The Heartlands may only be judged by a member of the Heartlandic Council, or the Monarchs themselves, according to the Codex of St. Godwyn.

Olivier de Rosius: “By requiring a simple majority for both ordinary and constitutional referendums, the Bill ensures that any changes proposed by the Garmont gain genuine popular support. The people of the Heartlands have a right to disagree, but… I believe, must do so agreeably. This gives a democratic voice for those who desire it, and hands the most important of decisions in our state to those who have a fundamental interest in it. I have lived a long life. I have… The kings I have seen rise and die, the tyrants I have seen put to the sword. It is all too much. Violence is not at the heart of who we are as a people. Our will must be expressed through the ballot box, not through the sword.”

Pern'ehierer of Whitespire: “Thank you, Lord Speaker. As a People's Representative, I of course welcome any chance for the common folk of the Heartlands to participate in matters of state. Indeed, I think it is most noble that we will work on uniting our Heartlands by doing such a thing. However, I notice a flaw in this bill. In Part II, Section IV, Subsection B. I believe that the amount should be determined within the bill. Otherwise, it opens up the treasury to potential immoral actions in the future. For example, a Chancellor appointing a friend to the role of Returning Officer and paying him a massive sum. I yield back to you, Lord Speaker.” 

 

Konstantin Leon: “Baroness Katrin, yes. And if there are no other questions, I will return it to Lord Olivier to respond to questions.” 

 

Katrin Stafyr: “Why does the Chancellor prepare the Election? Is it not the Grand Speakers duty in every other regard? I yield to the Speaker.” 

Olivier de Rosius: “Lord Speaker, I will address both questions in order of their asking, if I may?”

Olivier de Rosius: “I would not like to assume our honourable officers of state of any wrongdoing on their part. But I see your point. Subsection C ensures that the returning officer may not be associated with the proposal or an agent of a government officer. I reject any corruption, but you are right. I put this sum up to determination because we do not know how much referendums will cost in the future. We may, of course, set a standard. Perhaps two-hundred mina in total.” 

Olivier de Rosius: “My Lady. I see your point. However, I make it the Chancellor as he is the head of our government and the Lord Speaker is not. In addition, the Chancellor is elected by the people. A continuation of this accountability is warranted I believe. I yield, Speaker”

Konstantin Leon: “Please, Lady Katrin.” 

Katrin Stafyr: “Isn't the Lord Speaker elected by the Garmont? The very institution that does represent the people, through the elected seats and the noble families? The Chancellor's duties are to relay concerns from the people to the different  bodies of our government, but their role is clearly aligned with the Heartlandic Council and not the Garmont. Wouldn't giving him this power throw everything out of balance? Of course the Chancellor's direct election is acknowledged, but I stress again, their duties are not within the Garmont. With that, I Yield.” 

Konstantin Leon: “Please, Lord Friedrich, speak.” 

Friedrich von Augusten: “I do not understand the majority of this paper. It is the Grand Speaker, by right of the Codex that hosts all elections. This bill is flawed by the nature of corruption and by breaking the codex. I yield.”

Konstantin Leon: “Lord Olivier, an answer to their questions, please.” 

 

Olivier de Rosius: “My Lady. With the greatest of respect, I do not see giving the people the vote to direct the future of our nation throwing things out of balance. I understand your concern, but I would say that the Speaker is highly involved in the order and business of the Garmont. To have them then pick and choose which ordinary bills to send to the people is, perhaps, a breach of their own impartiality within the Garmont. The Chancellor is the elected head of government, and should consequently choose which bills the people may wish to be consulted on. I hope that answers your questions, my lady.

Sir Karol Walewski: raised his hand. “I move we bring this matter to a vote, we can sit here discussing minutia and potential conflicts of interest all day, but I think I speak for the majority here when I say we have more productive uses for our time.”

Olivier de Rosius: “Now, my lord. Only ordinary bills which do not touch upon the constitution would be decided on by the Chancellor to go to the people as a part of this process. Part I, Article 1, says that all constitutional amendments go directly to the people. If I wished to alter, for instance, the very nature of the Confederacy the proposal would go automatically to the people.”

The Heartlander Unity and Peace Bill

INTRODUCTION: To restore stability and peace in the Heartlands, this bill proposes several key actions. It aims to address ongoing conflicts, resolve grievances, and strengthen our region’s security. The measures include fostering cooperation among Heartlander factions, dealing with disruptive groups, and ensuring the withdrawal of foreign forces. By implementing these steps, we seek to protect our sovereignty, restore order, and promote lasting harmony. 

 

AIM OF BILL: To achieve peace between the conflicting parties by proposing temporary adjustments to military structures and convening a grand council consisting of Heartlandic monarchs, council members, and opposing factions. The goal is to facilitate negotiations and resolve the conflict through collaborative dialogue and compromise.

Proposals

I. The Province of Petra will cease its immediate actions to dissolve the Heartlander Confederation and instead address the unrest among its citizens, recognizing that they do not support the Monarch’s agenda. This sentiment is evident through the rebellious actions of the Marna Brigade and the P.R.F. In response, a grand council representing opposing factions and the Heartlandic Council will be established to achieve peace. 

Following the conclusion of this Garmont Assembly meeting of 1987, a representative of the Heartlandic Council will meet with the P.R.F. and the Brigade of Marna to sign a temporary cease-fire agreement. This truce will ensure that no attacks are made by any party until the council convenes to discuss a permanent resolution.

The council will be composed of the following members:

1. Representatives of the League of United Heartlandic Republicans:

   His Royal Majesty, Adrian I, Claimant-King of the Petra.
   Ser Tiber of the Nauzica, Protector of Marna.
   Sir Stefan af Don af Petra, Leader of the Petran Republican Forces.

The council will convene with the aim of negotiating a lasting resolution that respects the will of the people and ensures stability in the region.

II. To preserve peace while the Heartlander Council meets, Queen Adalia I will return the body of King-Claimant Paul Alexander to his family for a proper burial. Additionally, the leadership of the Brigade of Marna will offer reparations for the burning of Courteis Hale, and the Knights of Petra will provide reparations for their raid on Enswerp in which they captured the King-Claimant. The details of these reparations, including the amount of minas, or minerals will be negotiated and agreed upon by the affected parties on a later date when and if the council convenes.

III. The dual-Monarchs of the Confederation will immediately petition His Holiness, Deunoro I, to request the withdrawal of Numendain forces from the Confederation. While expressing gratitude for their peacekeeping mission and efforts to restore order, the petition will emphasize the Confederation's belief that the united Heartlands are capable of resolving their own issues moving forward.

IV. To ensure lasting peace in the Heartlands, a demand will be issued to Blackvale, instructing them to cease their raids and robbery. Should this demand be refused, it is suggested an armed league of all parties be temporarily formed to expel the foreigners from Heartlander Sovereign territory while the council convenes.

I want to speak out against some of the words I have heard here today, directed at some of the Petran representatives. We should seek to unify our Confederation, not further divide it. If we are not together, we will fall separately. That is what I know. I know little of the conflict we are currently facing, but I simply wished to speak out and say we can peacefully resolve any issues. I feel we are better together than apart. That is all. Thank you. Olivier de Rosius: “Sir, I commend the initiative through which you have laboured to write this here bill. On behalf of my family, I thank you. Do you not agree, however, that these good words are unlikely to meet with success, as it has been made clear in this hall today. Have the partisan lines not already been drawn, and how do you believe this bill will address the matter? I yield.”

I saw the few remains of Vallagne's military storage after some who sit in this room chose to rob the contents. The Marna Brigade opted to prop up a false king whose claim lasted mere hours, and some families in this room chose to openly support that brigade. I yield to the speaker.”

We are not, the only way that we can move forward, is if all factions come together for diplomacy. That is why I pose this bill, GOD willing, to promote dialogue instead of more violence. I cannot speak for past wrongs, by either side of this conflict. But even if your accusations hold truth to them, would it not be wiser to agree to this bill and come to a proper and civil unity? Instead of promoting further bloodshed? I say that if we are all GOD fearing people, who walk in the light. That we allow cooler heads to prevail. I would pass my time back to the Speaker, or to other members of the Garmont for further questions.”

INTRODUCTION: This resolution exists as a summary and explanation of the Province of the Petra’s decision to split away from the Heartlander Confederation. It seeks to elaborate on the nature of the Exit Clause and its peaceful invocation, as well as addressing due justice.

 

AIM OF BILL: As the Garmont Assembly does not hold the authority to alter treaties, this resolution serves as an advisory to the Heartlandic Crowns.

None within this noble assembly are stranger to the pain and strife that has plagued our Union for the past year. It is the hope of the united peers of the Petran Province that all who observe this document wish for a peaceful and just resolution to the tension, from which we may begin to rebuild both our lives, and our alliances. Today we present that resolution, as it has been long debated upon, and ultimately sealed as the clearest path to peace. 

It is the decision of the united peers, and of Her Majesty, Adalia I, that the Province of the Petra shall become sovereign once more. Our belief is that the provinces of Petra and Aaun have grown only wiser, only richer, and only stronger for their time within the union. However, these gains threaten to spoil and crumble through the suffering we wreak upon each other. In our inability to merge peacefully- Through the eruption of violence, threats of coup, and vicious discourse- Article VII of the treaty ‘TO UNITE THE HEARTLANDS’ has been invoked. It is the belief of the united peers that this action shall be the most conducive path to retaining the stability of both nations.

1. Should the two nations and peoples be unable to peacefully merge by the time of the grand-heir’s marriage, the Apostolic Kingdom of Aaun and the Commonwealth of the Petra can split into two entities once more.

It is clear to us that the largest remaining point of unrest presented by the Brigade of Marna is the continued rule of Queen Adalia I, and the existence of her loyal peers and council, within the Heartlands. In our acknowledgement of this, we shall collectively step away from this union in the interest of seeing our two peoples at peace. This is not a decision made easily, or with any haste, but rather a resolution that had been upon the horizon years before it was placed into effect. 

It is not lost upon the united peers that citizens of the Petran Province have contributed their own fuel to the unrest. In further acknowledgement of demands, BON OF THE OX CLAN and QUEEN-EMERITUS RENILDE OF THE PETRA have been summoned for trial by the Church, to face justice for their previous crimes. The Commonwealth of the Petra will take every measure to comply with the requests of His Holiness, Deunoro I, and to see these individuals placed in the Church’s custody. We put our faith in the ruling of His Holiness and his council, and will not seek to lambast against what justice is served.

To seek to depose one Heartlandic Monarch based upon the crimes of individual actors is no small crime, and to show a willingness to depose two shows a brazen lack of loyalty. Despite this, should no aggressive or violent action be taken upon the Commonwealth of the Petra’s peaceful departure, the Queen and her council of peers are willing to place this and other crimes of the Brigade of Marna in the past, in the interest of total peace between the Kingdom of Aaun and the Commonwealth. 

The Commonwealth will continue to honor its promise of signing a defensive treaty with the Kingdom of Aaun upon the exit clause being finalized, and will continue to guard His Majesty, King Charles II, and his loyal council against any threats upon their safety. In addition, no retaliation towards Lord Adrian Tobias Temesch of the Petra shall be sought, and he will be welcomed within the Commonwealth, should he cease his illegitimate claims to the crown. 

The United Republican Forces will be invited to discuss their demands individually with the sovereign Commonwealth, should they still wish to do so. 

Below will be detailed the original terms of the exit clause, agreed upon between a Regent of Adalia I and a Regent of Charles II, previous to the actions taken by the Brigade of Marna.

ARTICLE I - THE DISSOLUTION OF THE HEARTLANDER CONFEDERATION

1. The  state of the Heartlander Confederation shall be dissolved.

2. The Provinces of the Petra and Aaun shall assume independent statehood, henceforth reassuming their names as the Commonwealth of the Petra and the Apostolic United Kingdom of Aaun

3. The land of each province within the Heartlands shall be returned to be solely owned by its Monarch as their Kingdom's sovereign land.

 

ARTICLE II - THE DISSOLUTION OF DUTIES

1. The Commonwealth of the Petra and the Apostolic Kingdom of Aaun shall both be released from all expectations from the ‘To Unite the Heartlands’ declaration, including marriage expectations between the lines of Alstion and Temesch of the Petra.

 

ARTICLE III - THE HEARTLANDER COUNCIL

1. The Heartlander Council shall be formally dissolved, with utmost gratitude extended towards the former councillors, who spent the past years of their lives serving dutifully in the task of improving both nations.

2. As private citizens, the relieved councillors of the Heartlander Council and its presiding government may return to their country of origin, and carry out their affairs and duties to their respective country and sovereign if they so desire.

 

ARTICLE IV - THE TREASURY OF THE CONFEDERATION

1. The Treasury shall be split fairly, based on the original sum brought into the union.

2. Each Nation shall take their original sum.

3. The excess mina above the original sums shall be split evenly between the two nations.

 

ARTICLE V - THE LEGION OF ST.GODWIN

1. The Legion of St. Godwin shall be dissolved.

2. Those previously of the Legion shall re-swear their vows to their chosen Monarch.

3. The Bastion of the legion and the uniforms shall be claimed by the Commonwealth of the Petra due to the origin of the uniforms maker, and the land that the Bastion stands on.

4. The materials within the vaults of the Bastion shall be split based on contribution to the stores, any that cannot be accounted for or tracked shall be split evenly.

 

ARTICLE V - THE INSTITUTIONS OF THE HEARTLANDS

1. The Garmont Assembly shall return to being an institution of the Commonwealth of the Petra, as it originated from the Petra.

2. The Paradisian Court shall return to being an institution of the Apostolic Kingdom of Aaun, as it originated from Aaun.

3. The Knight order of the realm shall once again be split, Knights reswearing their vows to their chosen Monarch. If the knights are of noble stock, they must first confer with the Head of their house that is oathed to a monarch.

 

ARTICLE VI - DEFENSIVE ALLIANCE

1. The Commonwealth of the Petra and the Apostolic Kingdom of Aaun shall immediately enter into a defensive alliance, lasting fifteen years.

It serves as a statement of intent, and an advisory to the Heartlandic Crowns. It is not necessary for me to delve into detail about the unrest that has plagued our nation within the last two years- We have all read of it, viewed it, partaken in it, and suffered from it. And as much as we may wish this could simply be waved away, and that we may return to what we were, reality is not so simple.”
Sir Atticus Reinhold: “Threats of violent coup and open preparation for war speak to a far deeper, underlying issue within our union that is not so easily repaired. If we try to simply ignore it now, it will merely rear its head again, and again, and again, until we are all in a far worse position from it. In conferring with the Province of the Petra’s people, peers, and various representatives, we have determined this to be the safest course of action to return both our people to peace. We can remain united in hopes, in ideals, and in defense of each other, while removing the friction that has consumed us.” 

Sir Atticus Reinhold: “As this is an advisory bill only, I imagine it will not go to vote unless commanded by the Speaker, given it refers to matters outside the authority of this Assembly. However, I am happy to answer any questions on its contents.”

Olivier de Rosius: “I wish to address the point of my colleague, the Honourable elected Member and the Honourable Lord's Bill at once, if I may. With the greatest of respect to you both, I must submit that we seem to all be attempting to reach the same thing together in opposite manners. My Bill, rejected by this Assembly, made the provision for a constitutional referendum so that the people of the Heartlands could vote to express their will on a split. Should the merits of a split win over the merits of staying together, then you would have won the day. But, nevertheless, that Bill is in the past. I speak now on the exit clause that you refer to. In fact, I have studied this at length, but…”

Olivier de Rosius: “My Lord Speaker, Honourable Members, I have discovered that the 'exit clause', Article VII of the constitution, does not in fact allow withdrawal from the Confederation. In fact, it is rather explicit that the two Provinces may only split if 'by the time of' the grand-heir's marriage a peaceful merger cannot be undertaken. The Treaty was undertaken in good faith, and I fail to see the point of law that you are arguing here today. Put simply, secession is unlawful. His Majesty's son is not but ten years of age, and Her Majesty has not yet taken a husband.”

Olivier de Rosius: “Let me give the Assembly a simple example. If you were to prepare food for a guest that you are entertaining 'by the time of' the feast you would not prepare the food a month before the celebrations. You would make the food, and serve it, very shortly before your guest arrives. The natural meaning of the phrase 'by the time of' means that the exit clause may only be activated - as the treaty suggests - by the time of the grand-heir's marriage. What say you, sir? Sir Karol Walewski: “I would like to raise a counter to Lord Olivier's overly-generous interpretation of the section in question. The Letter of the law gives either party the right to unilaterally withdraw, provided a peaceful merger cannot be secured before the children of our current monarchs marry. The peace has been broken. By who is no longer relevant. The simple fact is that Petra wishes to exercise our Right of withdrawal, as was agreed upon when this confederation was founded. These cries of treason are no more than words spoken in haste by those who do not understand the laws under which we were founded. I yield.”

Emilio Varoche: “There is no right of withdrawal, peace remains, but it is clear that you Petran lords desire to break such as that is the only way in which independence will be begotten by your ilk. So commit your treason, you have made your bed, fight with your claws , for there is no Right for you traitors to break our Glorious Heartlandic Union. You all are a pitiful sight for any true Heartlander, I am disappointed immensely in all of you. I do not yield anything to you.”

Though I can say that I personally assisted in penning and reviewing the document in question alongside the late Queen Catherine, and the line of note was meant to imply invocation was possible at any point before the marriage of the grand-heirs, but never after. I understand you only have my word on this matter, so if you wish to discuss it further, I would recommend you pass on such thoughts to both Monarchs- As they have the primary authority in altering and interpreting treaties.”

Sir Atticus Reinhold: “The articles in the lower half of the bill have already been negotiated between two sanctioned representatives of the Crown of Petra, and the Crown of Aaun,” He adds- “And knowledge of their negotiation has been circulating for about two years now. This was not a secret, nor a scheme. If any wished to bring up peaceful concerns in regards to the negotiations, they may have. However, this is not what occurred. The immediate response to these talks beginning was violence, and robbery, without any attempt to sit down at the table and voice these concerns. And thus, it is shown that these talks were indeed necessary. I yield the floor.”

Which, may I remind the Honourable Lord, is 'by the time of'. Well, it has not reached the time of the grand-heir's wedding. If their late Majesties intended the Confederacy to split whenever a party selected an arbitrary moment before the project had even truly been attempted then they would have written something along the lines of 'at any time before' the grand-heir's wedding. Furthermore, Lord Speaker and Honourable Lord, your Bill provides action clauses. You, very forcefully, make a specific point of constitutional law. I posit to the Assembly herein assembled that this is a matter of constitutional law. And, just as my Bill allegedly required, is a matter which requires two-thirds of the House. He has served the Heartlands for years, and I believe he could serve it for longer still, I now invite any further nominations to be presented. Friedrich von Augusten: “Thank you, Speaker. I do not believe the Codex says that nominees for the Speaker role must be a seatholder. It simply says that the Garmont has the sole authority to elect their speaker, no?”

Sir Atticus Reinhold: “I'm afraid not, the law code states that Grand Speakers must be elected from the Garmont assembly. The Grand Speaker nomination has always needed to be a member in order to be elected.”

Emilio Varoche: “Yes, I don't recall this requirement when I first read over the garmont documents, though that was some time ago, and perhaps they have changed, hmm?”

Catherine Jazlowiecki: “The County of Warsovia nominates Friedrich von Augusten, if one can't vote for those who don't hold a seating.”

Friedrich von Augusten: “Please, I am already Vice-Chancellor. However, should it be needed, I shall give  the Garmont seat of Hohengarten to my son, so he may run for the nomination.”

Emilio Varoche: “There is no rule against holding both positions though?” 

Catherine Jazlowiecki: “Forgive me. I'm feeling quite conflicted. Is it allowed or not?” 

Friedrich von Augusten: “I simply would be happy to have the Lord Konstantin act as the Hohengarten representative for the Garmont.”

Amélie Auclair: “You would truly go so far Count Friedrich? When there's already such apt members within our current delegation?” 

Emilio Varoche: “The language of the codex is rather unclear in such a matter isn't it.” 

Friedrich von Augusten: “It was my son’s choice to run for the nominations, not mine.”

Emilio Varoche: “I mean even my son has come to represent me at times, and surely even that has made him of the garmont, no?” 

Sir Atticus Reinhold: “Honestly, I've been considering rewriting that whole section, submitting an amendment myself, it is rather unclear, but yes, that works. Konstantin Leon will henceforth be listed as Representative of Augusten. If both candidates could come to the front, I will invite them both to give a short speech in favor of their candidacy.”

From a young age, I have immersed myself in learning about our nation's affairs, regularly attending Garmont Assemblies to observe and learn firsthand. As a future peer of the Heartlands, understanding both the intricacies of our legislative processes and the needs of our communities have been a steadfast priority for me.”

For several years now, I have lived a life dedicated to this Assembly. As a Grand Speaker, I would not only uphold the standards we expect each time we gather, but to expand upon them. I have enjoyed my one-on-one meetings in the past, to better understand my peers here, and this is a tradition I would like to expand upon as Grand Speaker. My tenure as Grand Speaker, I would hope, would be one of dignity and transparency, but also of true enjoyment for this sacred establishment. It shall be our intention, if we are to be the Garmont candidate, to continue the Cardinal’s good work. As the first Lord Chancellor His Eminence did a fine job, a difficult legacy to follow for sure. We shall endure to upkeep the strong relations we have with the Mother Church, beckoning forth more clergy to help in our government; they have been a fine addition. We shall also endeavor to uphold the rights of peers and vassals. Keeping our privileges confided and suggesting rewards for those of good contribution. And finally we shall advocate for the protections of the two Provinces, may they remain unique but independent. And most of all may her diverse peoples enjoy the grace of the Heartlands. Let them celebrate their cultures, from Waldenina to Illatian. We shall end our speech there but let my age and experience speak for themselves. Thank you.”

 

Sir Atticus Reinhold: “Now, Baroness Stafyr- You are welcome to take the podium, and give your own brief speech advocating you candidacy.”

Katrin Stafyr: “Now, for all our sake I shall keep it short… Lords and Ladies of the Garmont. It is kein secret that House Stafyr recent history is not as deep as other Heartlandic Houses, but in the past fifteen years my heart has found its home in the Confederation. As Chancellor I will ensure that this grand experiment of our newly found union shall succeed without  infringing on the cultures and rights of the noble houses and common citizenry alike. For a strong Heartland that can withstand any threat that dares to step into her way. Thank you. Praise Godan!”  

 

Sir Atticus Reinhold: “Duke von Theonus,  you are welcome to take the stand, and give your speech when ready.”

Aurel von Theonus:  “I have a wide swath of experience, from being a long-serving representative of this Garmont, an advisor to the Commonwealth-now-Heartlands, the only candidate here who is a member of the Legion and my house has had a long tradition of serving in both Aaun and the Petra. I believe I'm capable of giving blunt council when our leaders need it, and I can listen to the needs of our citizens from our noble houses to the common citizen to funnel that to the leaders on the council upon which I'd lead if elected. I believe I'm ready to take the next step in leadership, and help further the confederation, continuing the strong foundation my predecessor started.”

Louis-Caspian de Rosius: “Hello, your Majesty, esteemed members of the Assembly and all gathered now. After consulting with certain trustworthy partners and people of evident experience, this nomination comes to me as a bit of a surprise, but I look at it as an opportunity. My age speaks volumes for some, and those are the ones who have doubts. I understand them - but I ask very little, and that is that they understand me too. I come from a family that had experience in the past with politics, both domestic and foreign. These times are turbulent, for some even desperate, but even in these times we are looking for a way to improve our living in our Confederation. People. People are the key and most important factor of any commune, any place where there is order, morality and law. Being good and loved among people means bearing a kind of responsibility, and this especially applies to those who, GOD willing, will step into this esteemed position. A lot of talk hurts, really, so I would like to show with actions that I can be worthy of the trust of the people, the members of this assembly, as well as the Crown itself.  My candidacy will, dear GOD willing, contribute to the betterment of this time, as well as general stability among all of us, which means a contribution to our interpersonal relations, because as you know… We are facing a time in which we share one territory and one name. Right, so this whole bill is to advise the crown to have the treasury tighten up on their practices, simple as, ne trying to cast doubt but there has been some slack and issues that I doubt we would ne like to be resolved. Either way, there have been a few issues, ne just with my own taxes, I do ne think it disagreeable to make sure tax is being done well. With such I am done and open to discussion.”

 

Aurel von Theonus: “Ah, the system as it was explained to me when I took over my family's tax obligation was that the token was left in the box to show a second means of proof about payment. The receipt wasn't good enough for some people. But maybe the new treasurer can find a way to make this work a little better.”  

Theodore Elwood: “Very well. I will open this body up to Moderated Debate. To remind us all, this means that in order to speak one must clearly raise their hand and wait to be called upon to speak. Shall try to go for first come, first serve. The Duke von Theonus may continue.”

Sir Aimo of Astor: “If you look at the document I handed out with evidence to show that I am ne merely making it up, you can see that for example there are issues with the slips as well. Some have no signature or date, other weeks missing, further two for one week.”

Sir Aimo of Astor: “Does such sufficiently answer your question, Ser?”

Ser George Halcourt: “Mayhaps. I just think a little note to the treasurers themselves would be nice. If such has been done, my questions are over.”

Friedrich von Augusten: “Please, shall we understand this to be an audit of the Grand Treasurer, for from what I read that is my interpretation. You believe them in need of investigations, yes?” 

Sir Aimo of Astor: “Ne, I believe only a word to them by the crown is needed, I do ne suspect malice or malpractice but slip ups, nothing in need of an audit. If I wished for an audit I would have called it an audit.”

Friedrich von Augusten: “Well it seems close enough to one. As the good Ser George has already said, should you find personal issue with the Treasury, simply offer them a note, for this seems to be an audit. That is all.”

Deputy Treasurer Adelheid Halcourt takes the stand.

 

Adelheid Halcourt: “Thank you. For those that do not know- I have taken over taxes for the last couple years in place of Dame Wren. I have followed all of her systems which have been in place since the merge of our nations. Now, whilst I do agree the tax boxes have become messy and the whitespire tax barrels have already seen their tokens removed and a clearer system set in stone- I do think that your lack of communication with the treasury is, well, worrying. Each of the 'evidence' listed could easily have been explained if anyone had asked. So I shall take the moment now to explain for you…
Adelheid Halcourt: “Figure two and three- The von Theonus tax box. The family of von Theonus were late paying their taxes the week prior- I had no back payment slips on me and each piece of paper I use is paid for out of my own pocket. So a second payment slip for that year was placed. If anyone from von Theonus had of contacted me, it could've been explained. Figure 4, was a back payment. Dame Wren placed the slip 'proof of payment' and made the treasury aware this was an accurate payment. Again, could've been solved by simply reaching out.”  

 

Aurel von Theonus: “I have never missed a payment. That's an error identified in my note to the treasurer at the time, Dame Wren.”

Adelheid Halcourt:  “An error how? “

Aurel von Theonus: “The tokens in the chest simply weren't counted.”

Adelheid Halcourt: “Well, I have a clear sketch for you in my notepad, just a moment.”  

Aurel von Theonus: “That was before the taxes were raised as identified in the edict of nobility. My taxes at the time were 150 minae per week. I had three 100 mina tax tokens in the chest. That is to say, a payment for that year and the next.”

Adelheid Halcourt: “If you think the treasury has scammed you for taxes, then I urge you to actually reach out and take it up with the Dame.”

 

Friedrich von Augusten raised his hand.

 

Theodore Elwood: “Perhaps the specifics of this more private matter should be discussed outside of the Assembly. And both the Duke von Theonus and the Lady of Merryweather are reminded we are in moderated debate.”  

Aurel von Theonus: “No, I've not been scammed. It's just a matter of accounting.” 

Sir Atticus Reinhold: “We're derailing.”

Adelheid Halcourt: “My point being. In the future if there are any issues with how the treasury works, perhaps communicate with the grand treasurer about it.”

Sir Aimo of Astor: “She had spoken up to address concerns, Sir Reinhold, Aurel was merely voicing one.”  

Adelheid Halcourt: “Any confusion can all simply be solved via conversation.”  

Theodore Elwood: “If the Lady of Merryweather is finished, I would acknowledge the Count of Hohengarten to speak.”

Adelheid Halcourt: “Ai, I've no issue myself with the bill, I just wanted to address my concerns for the lack of communication to the office they so wish to complain of.”

 

Friedrich von Augusten: “Unless Ser Aimo wishes to call this for what it is, an audit in all but name. Then, Hohengarten motions to begin the vote on this matter.”

When the Heartlandic Confederation was formed, leadership of the new Garmont Assembly was entrusted to me by the late Queen Catherine. It was a duty I was grateful to take on at her decree. Now, I believe the work has been done to get the Garmont Assembly, and the office of the Speaker, up and running. It has proven a beneficial part of our national dialogue- Now all it needs is new voices. In about a Saint's Month, I will be choosing to retire from my duties as Grand Speaker, in favor of making sure the cycle of new ideas and fresh voices continues.”

 

Sir Atticus Reinhold: “The reason I bring this up is because my assignment was an outlier. Historically, Speakers of the Garmont Assembly are elected- And so will my replacement be, after I am gone. Members of the Assembly may either nominate each other, or themselves, for the position of Grand Speaker upon the retirement of the last. The nominees will then present themselves before the Assembly, and be voted on by those within. So- If you believe you have interest in nominating yourself, it's a good thing to start thinking about now.”

 

Sir Atticus Reinhold: “Now- The third point I have to bring forth is that our last meeting ended off on a vote to table a bill until our next session, which we have now come to. Because of that, we will be beginning this session with debate and voting on the aforementioned tabled bill.”

Nicolas Wittenbach: “Aye, court cases are rare as it is in the realm generally, We do have disputes and cases in Chambery but we take care of them locally, I do need see the need for a solicitor general for the realm.”

 

Jan Jazlowiecki: “Rather than a new Council member, I could see the Solicitor-General operate within the Legion. The Legion already guards the Realm from criminal activity.”

 

Mithius Dalma: “We'll need to reform the entire system to accommodate and necessitate the Solicitor-General as presented in the bill. I'm convinced. I am ready to vote on the bill.”

 

Nicolas Wittenbach: “The Legion should not be executioner and also judge no, such decision should still fall to either council member or done with local authority.”

Nicolas Wittenbach: “In our original charter it was simply state we may appoint a cherif and constabulary, however in recent cases there were often questions of jurisdiction, who can give out a warrant for search of a Chambery house? Things like that or if a Chambery citizen is accused, would a trial be done in Chambery or elsewhere and so on. Hence my proposal to create some simple outlines so we can more easily move forward in future cases.”

Nicolas Wittenbach: “Generally any higher crimes would still be prosecuted by the realm, any smaller crimes in Chambery, for warrants they need to be made either by a member of the council or Mayor of Chambery.”

Moreover, during the numerous discussions had, please correct me, Speaker, if I am wrong, no representative of the Free City made themselves known at any point. Which missive assured your status specifically?”

 

Nicolas Wittenbach: “Sadly only a spoken word before the commencement of the union.”

Nicolas Wittenbach: “The Late Queen Catherine, qs she made the rounds to inform every of her vassals.”

 

Sir Atticus Reinhold: “I believe, as the Duke said, that the matter of the Free City's status is indeed a matter to be discussed and clarified with the Monarchs- As the Garmont has no sway over the status of vassals in that manner.”

 

August of Abrana: “That was going to be my own suggestion. We've a court in some months time, both monarchs shall be present. Such would be a good time to discuss the status of the Free City. That is all I wished to add, sir.”

 

Nicolas Wittenbach nods: “It is indeed a very weird situation, that does need to be rectified, as currently the existence of Chambery is questioned. I shall recuse my law then and myself from this assembly for the time being then.”

3) Amendments to the respective seats / institutions represented within the Salvian Gauntlet remains at the discretion of the Lady-Mayor / Lord-Mayor in question, yet, as of the writing of this bill, the Salvian Gauntlet is compelled to accommodate each of the crown institutions within  the Province Pétrine, and compelled to form new seats to accommodate any new Crown Institution conceived during the Lady-Mayor / Lord-Mayor's term, unless otherwise stated in the Crown Institution's charter.

 

4) The Lady-Mayor / Lord-Mayor of Vallagne, does not reserve the right to dissolve the Salvian Gauntlet unilaterally, and may only do so with the express, declaration & permission, of the Crown Sovereigns.

I took it upon myself to pen this code, and I wish to move it through the due process of the Assembly before implementing it, so that all may have their say on its terms. When the Assembly is ready, the floor is opened for moderated debate- That means indicating yourself by raising your hand, or another gesture, when you wish to speak.”

Nicolas von Wittenbach raises his hand. 
Sir Atticus Reinhold: “The Chambery Representative is acknowledged to speak.”

Nicolas von Wittenbach: “I will first give my support for this bill, it is good to have a code for a healthy discourse, it should of course not discourage to give out our Opinions! And hope that should be clarified, this is not sanction of free speech. I do however have a question to why the punishment for 3 infraction is kept vague? Why not set an amount of time for suspension? Rather than undefined terms?”

Sir Atticus Reinhold: “This is because it would be handled case-to-case. For example, the punishment for one shouting or speaking out of turn three times in a row, accumulating three infractions, would not be as severe as the punishment for- Let's say, inciting a physical fight. It's important to leave some things with a bit of room for compromise, so that we do not over or under-discipline”
Nicolas von Wittenbach nods, happy with the answer. 
 

Amelie Auclair raises her hand.
Sir Atticus Reinhold: “Lady-Mayor Auclair, you are acknowledged to speak.”

Amelie Auclair: “I merely meant to proffer, prior to seeing the bill voted upon - that I know in my heart, these measures are proposed for naught reason but to ensure civility in the proceedings of the Garmont, and that they will like as not, hardly see anyone herein present denied their truth & speech. It's like as not why it is kept so open case-by-case judgment, and should the circumstances of the Garmont's body ever change such that these edicts may prove either too limiting, or naught enough, I trust we will all be able to convene & see them amended - I give my full support in turn.”

Sir Atticus Reinhold: “Thank you, Amelie- It is truly appreciated.”
 

Sir Atticus Reinhold: “Unless there are any objections, we shall now move to voting. All in favor, raise your hand- All against, keep it lowered. All abstaining, please state such aloud.”

Friedrich raised his hand. “Excuse mein tardiness..” 

Karol Aleksander Walewski raised his hand at that. 

Hedwig of Warsovia raised her hand. 

Theodore Elwood raises his hand. 

Nicolas von Wittenbach raises his hand. 

Brennus lifts his hand slowly.

Sir Atticus Reinhold: “Eleven puts us far in the majority- And so this will pass into law, and shall apply to each Assembly from here forth, though I doubt we will have to make much use of it. Now- Are there any topics for discussion the Assembly would like to put on the table? If you have something you believe the Assembly should give its attention to, a recent event, a point of concern- You may voice it now. Otherwise, we may motion to end today's session.”

Sir Atticus Reinhold: “Right, then- Motion to adjourn?”
 

Sir Aimo of Astor: “Ye, I will first the motion.”

Karol Aleksander Walewski: “Seconded.”

Brennus: “Yes.”

Aurel von Theonus: “Sure.”

Friedrich: “Third-ed.”

Sir Atticus Reinhold: “Very well- The Assembly is dismissed! Thank you all for your presence today.”

Sir Atticus Reinhold: “Well then- I would like to first welcome you, one and all, to this first session of the reformed Garmont Assembly. My name is Atticus Reinhold, and I currently hold the position of the Grand Speaker, through which I will moderate all that follows as a neutral voice. To some of you this is all going to be very familiar- And to others, far from it. The purpose of this session is going to be to bridge that gap, and to make the Assembly a tool all are able to use. Because that is what it is meant to be- A tool, a mechanism, through which we can shape the ever-changing future of the Heartlands. It is a tool that has served us well- And will serve us well, in enacting the changes the people wish to see.”

Sir Atticus Reinhold: “The functions of the Garmont themselves are relatively simple. At the beginning of the session we will do a roll call, to record which representatives are in attendance. Afterward, peers and representatives will be called upon to present any bills they have drafted, where they will take my place on the podium here to present. Afterwards, it will be the decision of the Grand Speaker if the Assembly will partake in open or moderated debate. Open debate is as it sounds, the representatives will be allowed to speak as they please on the bill, and present their questions as they occur. Moderated debate will mean the representatives must indicate they wish to speak-”

He raises his hand beside his head-  

Sir Atticus Reinhold:  "By raising their hand, or a similar gesture. After which, the Grand Speaker will call upon those to speak in order, and one can only speak when they are called upon, though they may raise their hand at any time. After debate has been concluded, either naturally or by the Speaker's dictation, the bill will come to a vote. If it is voted in the majority, the bill shall pass into law, or the proposal shall be acted upon- So on and so forth.  He clears his throat again.  This Assembly also has the ability to audit or by the Speaker's dictation, the bill will come to a vote. If it is voted in the majority, the bill shall pass into law, or the proposal shall be acted upon- So on and so forth.”

Sir Atticus Reinhold: “This Assembly also has the ability to audit members of the Heartlandic Council, should they deem it necessary- And in the event of extreme breaches of conduct, vote on impeachment. The documents required to file for such motions will be passed around now.”
The Grand Speaker briefly steps down to pass out the papers. He returns to the podium afterwards, glancing out.
Sir Atticus Reinhold: “As I mentioned previously, we'll be starting this assembly with a roll call- Then moving onto any questions you may have for me regarding the functions of the Assembly, before we start on the bills being presented. If you currently are seated in the lower section of the Assembly, please state your name, and your seat of representation- The name of your family or vassal- In no particular order.”

Sir Aimo of Astor: “Aimo, Astor.” 
Aurel von Theonus waved to those gathered around the room. “Hallo, I'm Aurel. Representing Marignan, of the province of the Petra.” He'd turn his attention back to the speaker after he spoke. 
Friedrich: “Friedrich von Augusten, Viscounty of Azor- Petra.”
Nicolas von Wittenbach: “Nicolas Emmanuel von Wittenbach, Bourgmestre of Chambery.”
The redheaded, gruff looking Lechian spoke up. “Krzysztof Pawel Jazlowiecki. Count of the County of Warsovia.” He grinned, dipping his chin. 
Demetrio Sigismondo: “Demetrio Sigismondo, Varoche, Aaun.”
Ser Siegmund: “Bah!” The irritable man grumbled, crossing his arms “Siegmund von Reuss, House von Reuss, Velen, subject to Alstion. Aaun”
Adelheid Halcourt: “Adelheid- Representing my brother, the prince of Merryweather.”
Katrin Eryka Stafyr: “Katrin Eryka Stafyr, Barony of Feldkirch,” She chimed. 
Captain Tiber: “Captain Tiber, on behalf of the Lord Marshal of the Legion - Military Representative.”

The Grand Speaker is informed by an aide that Grzmichuj Jazlowiecki, Baron of Triglav, is arriving late but shall be in attendance. The representative of Triglav is marked present.

Sir Atticus Reinhold nods as the names come in, jotting each of them down. He gives another grin. “A fantastic showing, I've ought to say. Now- I'll open the floor for questions about the Asssembly, unmoderated for now, if any have arisen.”

Friedrich raised his one hand, fluttering his fingers towards Atticus. 
Sir Atticus Reinhold: “Lord Augusten?” He indicates Friedrich to speak with a smile. 
 

Friedrich cleared his throat, adjusting his spectacles before speaking. “Vill ve be given ein full list of all zhe seats und zheir representatives?  -  Und.” He raised a finger as he asked his final question. “Vhen should be expect zhere to be zhe elections for provincial representatives? Danke.”
 

Sir Atticus Reinhold: “Yes- A full list of the seats will be published alongside the announcements for elections, and will accompany every official letter released in regards to the Garmont from this point outwards. As for the elections themselves, you can expect them to open for candidacy within the next few Saint's Days, alongside dates for the debates and voting period. The provincial and mayoral representatives will be in place by our next Assembly.”
Sir Atticus Reinhold: “Any other questions on how the Assembly will work?” He looks over the room again, one last time.”

Krzysztof Jazlowiecki raised his hand, bearing a toothy grin. “SIEMA. When do we get to vote on things?”
Charles snorted. 
Sir Atticus Reinhold lets out a little laugh at that. “Right now, if there are no further questions. Is there a peer who would like to present their first bill?”

Aurel von Theonus raised his hand. 

Krzysztof Jazlowiecki: “Exciting.” He rattled as his question was answered. “I ******* love voting on things.” 

Sir Atticus Reinhold: “Lord Theonus-” He gestures to the man, stepping aside- “Take the stand, if you will.”

Ser Siegmund: “Language.”
Krzysztof Jazlowiecki: “Co?” He replied in foreign tongue. 

Sir Atticus Reinhold steps off to the side of the room, folding his hands behind his back. 

Demetrio Sigismondo: “Si si, merda,” He'd change language per what Siegmund said. 
 

Aurel von Theonus nodded toward the speaker and made his way to the front. “Ich would like to present two bills, both on behalf of my uncle.” He nodded to Konstantin. “The first, a road bill meant to increase the infrastructure of the Petran province, and that will also unite the two provicences via another route." He handed copies out to those present. "The secondary route will need some more planning, as I'm unsure of the best way to take considering the mountains."

 

Sir Atticus Reinhold: “Debate on this bill will be open,” Atticus dictates from the side- “So no need to raise your hand if you have any questions, simply ask them.”

Sir Aimo of Astor: “Seems logical to me, ye.”

Krzysztof Jazlowiecki raised his hand, once again. “I have a question about the bill.”  

Aurel von Theonus: “Ask away.” 

Nicolas von Wittenbach: “I will follow with a question after too.”

Krzysztof Jazlowiecki: “Will this be coming out of taxpayers money?” The Count asked, joined by an audible scratching of the stubble upon his chin. 
Aurel von Theonus: “No. Not at all. I rarely charge my projects to the treasury.” He nodded “I already have all the supplies gathered as well.”

Krzysztof Jazlowiecki: “Oh!”  -  “Er, Great.”

Captain Tiber: “The Legion could be put to good use as a labour force for this project if needed - Lord Aurel.”
Aurel von Theonus dipped his head in reply “Thank you for the offer, I'll likely take you up on it to speed up progress.”

Captain Tiber nodded curtly in return. 
 

Nicolas von Wittenbach: “My questions, well first question is that the holy grounds around the trees will of course be spared? I saw some drawings of roads to it? I would hope they are done properly not to damage the area?”
Aurel von Theonus: “I've presented my plan to cardinal Rhosyn already and have received her blessing. The roads will lead to the consecrated grounds and no farther.”

Nicolas von Wittenbach nods. “If the Cardinal agrees, that is good. “

Sir Atticus Reinhold: “Are there any further questions before we move to voting?”

Adelheid Halcourt: "I've a question- " Spoke Adelheid, a hand raised slightly before she continued. "Where exactly do you plan for this mountain pass to conclude- On one side of Merryweather sits already a mountain pass, and on the other side sits the County of Warsovia."
 

Nicolas von Wittenbach: “Second question, so far you seem to propose this road more for millitary usage? For travelers it seems still dangerous to travel and merchants it seems still dangerous to travel on any road, rivers are often safer, is there anything prepared for road safety?”
Captain Tiber scratched at his chin, pondering aloud: “The roadways could indeed use watchtowers to utilize during raids.”
 

Aurel von Theonus: “Wonderful question, that's what I hope to clear up. If the road seems to be too complicated then we can adjust or simply call that portion of the project off.” Then looked back to Nicolas. “We can build rest stops along the way, or the towers like the good captain suggests.”

Nicolas von Wittenbach nods at Tiber’s proposal. “Merchants of The Free City de Chambery will feel a lot safer traveling on the roads then.”

Aurel von Theonus: “I understand the concern. Such issues affect my own family's trade routes up north. But with the legion we'll take care of whatever issues present themselves in the coming months as well.”

Adelheid Halcourt: “I think further exploration on the grounds of where the mountain pass would conclude is worth considering before we vote.  -  There is also the cave that already exists within those mountains to be considered, as it may get in the way of construction.”
Adelheid Halcourt: “I applaud the idea, I just believe we should further develop it and ensure it can be done before voting.”

Nicolas von Wittenbach raises his hand. 

Aurel von Theonus pondered for a moment  “How about if we can find a suitable route east, then we'll propose an amendment in a future session of the assembly. For now, we'll focus on the road from Vallagne east past the memory tree.”

Nicolas von Wittenbach lowers his hand again “If we make amendments later I shall keep it for another session.”

Adelheid Halcourt: “That sounds reasonable with me.”
 

Aurel von Theonus strikes the secondary route from his copy of the bill, and looks around for more questions or feedback. 

Sir Atticus Reinhold: “To clarify, we'll be voting on the road from Vallagne east only?” He turns to Aurel- “And the other will be seperated into a different proposal for our next session.” 
Aurel von Theonus nodded toward the speaker “Precisely.”
  
Sir Atticus Reinhold:  Perfect.” He smiles, then looks back out. “With that, any further questions before we vote on the road?”

Friedrich:  “Nein.”
Nicolas von Wittenbach: “Non, no questions.”

Sir Atticus Reinhold: “Perfect,” He repeats, then bows his head to Aurel- “You may retake your seat, Lord Theonus. If you have nothing further to state, that is.”
Aurel von Theonus frowned. “But I have one more bill after this.”

Sir Atticus Reinhold: “Oh, well-”  He chuckles, then waves a hand-  “I can count the votes from down here, then.” He turns back to the crowd. “All in favor of passing the bill on the construction of a road East from Vallagne, raise a hand. All not in favor, keep your hand lowered- If you wish to abstain, state such.”

Aurel von Theonus enthusiastically raised his hand. 

Grzmichuj Jazlowiecki Raised his hand. 

Adelheid Halcourt's hand raised. 

Friedrich raised his one hand. 

Krzysztof Jazlowiecki raised his hand. 
Ser Siegmund raised his hand. 
Nicolas von Wittenbach raises his hand.

Sir Atticus Reinhold smiles at the unanimous vote! “With eleven votes, the proposal passes, and may take effect at your earliest convenience, Lord Theonus.” He dips his head to Aurel again.

Sir Atticus Reinhold: “You may move right to your next bill if you wish.”

Aurel von Theonus then reached for another stack of papers. “And the second, a survey of the Heartlands akin to one released about the Commonwealth some years ago. This is a request for nobles of both provinces to provide updated information about the lands they inhabit, resources found within, and products they export, among other things.” He'd then pass out the second stack of papers, then nod to his uncle if he wished to speak about the previous version. 
 

Sir Konstantin von Theonus moved about the room, passing out copies of the aforementioned Survey. “If I may speak on it briefly?” He asked with a glance in Atticus' direction. 
Sir Atticus Reinhold: “Of course- The floor is yours, Sir Konstantin,” He welcomes as he takes a paper, smiling as he looks over it. 

Aurel von Theonus scooched off to the side to give his uncle room to speak. 

Katrin Eryka Stafyr: “Gut, Gut,” The Baroness mumbled as she read through the missive. 

Sir Konstantin von Theonus made his way to the podium. “In sum, a decade prior or so I wrote the document I handed out to you all just now. With the help of Crown Ambassador, Amelie-” He paused to motion towards the woman, indicating she should come stand as well. “We wish to write one anew for the Heartlands.” 
Sir Konstantin von Theonus: “We are Petran, and therefore we know well our own province, though not your own nearly as well. To write an accurate portrayal, we ask you to aid us in such.” He turned to Amelie, seeing if she wished to add anything further. 
 

Emilio Varoche: “Surely this doesn't need to pass through the Garmont Assembly? If you two wish to write a guide, just-a sends letters asking for our peoples and families' cultures, si?”
 

The young woman would rush beside Konstantine, leaving her effects behind, a dainted hand wrest plain unto her heart as she let him speak, the brightest smile stared back to those assembled as she was invited to speak. “Esteemed Peers-” she turned a moment to address the Monarchs. “Your Majesties-” before returning her gaze up front again. “As I went on to quote myself under the bill, there is little need I feel, to stress the utmost importance, and portentous opportunity, that such a survey, and guide, would have unto our newly united nation.”

Amelie Auclair: “A heart unknown is one that commands fear, and reticence; should we hope our would be allies & neighbours to partake in cordial relations & dialogue, they should know we’re of a blessed, kind and likened customs & heart.” The young woman gently moved back as she concluded her piece. 
 

Sir Atticus Reinhold flashes Amelie an encouraging smile before turning to the crowd. “Unmoderated debate is now open,” He notes. 
 

Friedrich: “If it vere nicht presented before zhe Garmont, zhen many vould nicht feel obliged to make ein contribution.” - “To vote on it shows commitment.”

Sir Aimo of Astor: “It is in a sense, an advertisement of the unity and ability to work together and put what we know of our now untied home to missive.”

Katrin Eryka Stafyr: “I can only applaud this suggestion! Now that the Heartlands are united, it is important to define its sub-cultures, so that we may build on it. That is the goal of this Confederation, is it not?”

Sir Konstantin von Theonus leaned against the podium lightly after Amelie had finished, offering her a dip of his head before turning to Friedrich. “We saw it more as an opportunity to work together, and reach the wider audience it was intended to speak on through the Garmont. Why write eleven letters when we can simply spend a few moments making such known at one time?”  

Sir Konstantin von Theonus paused, realizing he miscounted. “.. Thirteen letters?” He began to count out how many noble houses the Confederation held within his head. 

Sir Konstantin von Theonus: “In any case, that is the overall goal and content of the bill. What makes the Confederation we have built the Confederation.” Konstantin added after a moment, giving up on counting for now. 

Friedrich waved his hand, leaning back in his seat. “Sir Konstantin aided much on zhe last Survey, all zhat is needed to be given is ein few discriptors of your lands, family, culture und history. Ich am sure zhey vill be able to scribe up a proper script for zhe survey once zhat information ist shared.” He'd nod then finally resting his head back. 

Aurel von Theonus looked to Sir Atticus. “Time to vote?  -  Not that I'm trying to rush or anything.”
Sir Atticus Reinhold nods to Aurel. “If there are no further questions- All in favor, raise a hand- All against, keep it lowered- All abstaining, state such”
 

Aurel von Theonus raised his hand. 

Friedrich raised his one hand. 

Katrin Eryka Stafyr raises hand. 

Nicolas von Wittenbach raises His Hand. 
Sir Aimo of Astor raises a hand once more. 

Demetrio Sigismondo slowly raised his hand, his face was scrunched up. 

Captain Tiber raised his hand.

Sir Atticus Reinhold counts votes, before smiling. “And that puts us in majority- The edict is passed, and I'm quite excited to see what comes of it.” He smiles towards Konstantin. “Please contact himself or Miss Amelie to pass on the information requested.”
