THE PRINCIPALITY OF WESSR AND HIGH KINGDOM OF NORLAND

Who are hereby designated as the SIGNATORIES agree to a pact of complete non-aggression. No man of the KINGDOM OF NORLAND nor the PRINCIPALITY OF WESSR shall draw blades upon the other, nor shall the constituent vassals of either Kingdom or the armies of their respective Sovereigns come to meet each other in battle. As per ancient Narvaukiaan tradition, a Purifier shall be sent to the PRINCIPALITY OF WESSR to deliver a sword forged in the flames of the Hearthfire, & from a branch of the Ashwood Tree. Any breach of this term shall be resolved through the appropriate diplomatic channels of either State.

ARTICLE I: RECOGNITION OF SOVEREIGNTY, COLONIZATION, STATE LOAN & PAYMENT

The HIGH KINGDOM OF NORLAND will recognize the sovereignty of the PRINCIPALITY OF WESSR; that NO INFRINGEMENT of their sovereignty will be made past the outlined borders. The KINGDOM OF NORLAND will provide to the monetary funds not covered by the Wessr for the colonization of the Black Hills as well as a momentary standing force to repel the daemons that lurk there.

In RETURN, the PRINCIPALITY OF WESSR will provide an annual tribute of furs, fish, and weaponry & that coin which is made from the sale of these until the DEBT is paid in FULL to the KINGDOM OF NORLAND.

ARTICLE II: MARTIAL INTEGRATION & ALLIANCE

The SIGNATORIES hereby engage in a full martial alliance in time of war. If war is ever waged against either signatory, the other shall muster arms to defend their mutual ally’s territories, claims, & titles. If war is ever waged against the enemies of either signatory, the other shall muster arms to wage war alongside their ally’s armies.

Henceforth the SIGNATORIES will commit to a martial integration in said times of war, the Wessr providing adequate heavy Dragoon/light Huzar, livestock, gunpowder & cannonry; the Norlander providing daemonsteel, ferrum, and other raw resources.

BUREAUCRACY

ARTICLE III: SUMMONING OF THE PURIFIERS

Hereby the SIGNATORIES establish the right for the Wessr to summon, at will, the Purifiers. In efforts to handle any potential threats of ‘Darkspawn’; by classification of the Red Faith. The Purifiers will act as auxiliaries to the Sovereign of the Wessr, taking direct order from the Sovereign itself & functioning as elite guards for the Sovereign. The Purifiers will act as per the laws of the Red Faith & will adhere to the honor of the Red-Lord.

Furthermore, the KINGDOM OF NORLAND will extradite Maleficarum of the Wessr, returning said individuals ‘unspoiled’, to the best of their ability.

ARTICLE IV: EXTRADITION

To incur such, a letter must be sent to each respective government to call for the extradition of the criminals for trial. Should leadership change on any side, the parties involved reserve the right to reevaluate this agreement as they see fit. In the year 147 of The Second Age, I, High Keeper Ellenore foolishly made the decision to aid The Vale against a combined Urguani-Haelun’orian force.

On this day, I was met on the battlefield by the greatest military commander of recent times, Grand Marshal Sigrun ‘Dragonslayer’ Ireheart.

Under the command of Sigrun ‘Dragonslayer’ Ireheart, the combined Norlandic-Vale forces were quickly decimated by the superior tactics employed by Sigrun ‘Dragonslayer’ Ireheart.

I, High Keeper Ellenore have never witnessed a more fearsome, honourable, badass, tactical, smart, strong-willed, courageous, fearless, unceasing, then Grand Marshal Sigrun ‘Dragonslayer’ Ireheart.

After we were defeated, we have come to the following agreement:

High Keeper Ellenore fully admits defeat in face of Urguan, and the two nations shall now have peace with one another.

Issued sixth of the Deep Cold, Hundredth Year of the Second Age

Preamble:
The Kingdom of Norland and The Kingdom of Balian have been allies in the past, and thus this document is the renewal of a long-lasting and mutual agreement between each Realm. With this document, there is a mutual agreement and understanding between the two signatories to create a pact which shall ensure a long friendship between them.

Article I
The Kingdom of Norland and The Kingdom of Balian shall guarantee to each other amicable relations, non-aggression toward each other, and an envoy be sent to represent their respective Realm in the sovereign’s court.

1. The amicable relations shall allow each signatory to mutually aid each other in times of crisis and enable the Baronage and Peerage of their respective Realms to intermingle and befriend each other.
2. The non-aggression shall exist between each Realm, forbaying any drastic military conflict between the Realms or the Sovereigns and their Liegemen.
3. The envoy shall represent each signatory in the court of the other, it is the privilege of the sovereign to call an envoy and receive a response within a two-month period.

Article II
The Kingdom of Norland and The Kingdom of Balian both recognize each other's sovereignty and titles.

1. This includes the titles of the Baronage of the Kingdom of Norland and Peerage of The Kingdom of Balian.
   1. The Kingdom of Balian recognizes all Royal Titles of the King of Norland as well as all Noble Titles of the Norlandic Baronage, and will entertain no pretender to the Norlandic throne.
   2. The Kingdom of Norland recognizes all Royal Titles of the King of Balian as well as all Noble Titles of the Balian Peerage, and will entertain no pretender to the Balian throne.
2. If a signatory offers support to illegitimate claimants via recognition, the signatories will reconcile immediately by sending an envoy to the wronged party’s court to negotiate withdrawal of support of the illegal claimant.

Article III

The Kingdom of Norland and The Kingdom of Balian will foster free trade between each other.

1. The signatories shall provide a single tax-exempt stall in each other capital city, in a suitable and well-traversed section of that city.

Article IV

The Kingdom of Norland and The Kingdom of Balian shall be bound by this pact for the duration listed.

1. This treaty will remain in effect for twelve years. It may be renewed by mutual consent of both Signatories. In the case where either signatory is found by the other to be in violation of this treaty, all articles will remain in effect while the signatories search for diplomatic resolutions.

ARTICLE I. SOVEREIGNTY

The Kingdom of Norland and the Vale of Neveahlen shall recognise each other’s lands as independent, legitimately overseen by their respective sovereigns. Odin Freysson Ruric is to be recognised as the respective sovereign of the Kingdom of Norland. Miven Caerme'onn is to be recognised as the respective sovereign of the Vale of Neveahlen, and the Wood Elves. No attempt shall be made by either party to directly or indirectly subvert or interfere in matters of leadership and authority of the other.

ARTICLE II. NON-AGGRESSION

The Kingdom of Norland and the Vale of Neveahlen will commit to a pact of non-aggression whereby both nations shall refrain from committing offensive actions against the other. This includes refraining from supporting, whether directly or indirectly, any group, settlement, or nation that intends to commit offensive actions against the other and its sovereignty. Any violations found in respect to this article shall be handled diplomatically between the two parties to prevent misunderstandings, violent conflict, and to make any amends if needed.

ARTICLE III. FRIENDSHIP

The Kingdom of Norland and the Vale of Neveahlen agree to act honourably and in good standing towards one another to ensure that relations between the two remain close to not only open the possibility for more treaties of mutual benefit but also to create a lasting friendly relationship between the Kingdom of Norland and the Vale of Neveahlen.

ARTICLE IV. TRADE AGREEMENT

The Kingdom of Norland and the Vale of Neveahlen agree to allocate a stall to belong to the other party in their own primary settlement. Both parties may assign an individual to maintain their respective stalls to ensure that they are regularly stocked. These stalls are to be made tax-free to encourage the trade of resources and supplies between both parties.

ARTICLE V. INFORMATION

The Kingdom of Norland and the Vale of Neveahlen agree to share all known and relevant information pertaining to the activities, identities, and whereabouts of individuals or groups that consist of voidal mages, darkspawn, and dragonkin, or are otherwise affiliated with them.  

ARTICLE VI. DURATION

The pact shall be in effect for a duration of ten years. In the case that either party violates the pact, all articles shall remain in effect while both parties attempt to resolve matters diplomatically. At the conclusion of the pact’s duration, the possibility of an extension may be considered if found beneficial to both parties.

ARTICLE I: Defensive Contract

Signatories have agreed to the following terms regarding a contract for mercenary services:

• The Ferrymen Band will, in the event of a direct attack against the nation, render their services to the Kingdom of Norland.

• In exchange for these services, the Kingdom of Norland will give an upfront payment of 16,000 Mina, and an additional 4,000 Mina upon the contract’s completion.

• For the duration of the ongoing Tripartite conflict, this agreement will only be called into effect in the event that the Kingdom is the direct target of foreign aggression. Otherwise, the Ferrymen are under no obligation to render assistance.

ARTICLE II: Duration

This contract shall remain in effect for a period of eight years, after which point terms and requisite payments will need to be renegotiated.

ARTICLE I: TERMS OF SEPARATION

Pursuant to a smooth and peaceful transition, the signatories agree to the following terms in regards to the Elysian departure from Norland.
 

I.  The residents of Elysium shall be allowed a period of two Elven Weeks to vacate their previous home. During this period, the Crown shall provide what aid is necessary in transportation and manpower to ensure swift departure.

II. Following this two year period, the land where Elysium once stood will be disincorporated and will be returned to its undeveloped state, to be used as farmland as was the land’s original use. All titles and stylings pertaining to the name of the Duchy of Elysium will be kept by Duke Eugeo de Astrea. All equivalent titles within the Kingdom of Norland will be dissolved.

III. Those residents of Elysium who may wish to remain within the Kingdom of Norland will be given a home in the capital city of Varhelm, to be exempt from tax for one Elven Week so as to ease the cost of resettlement.

IV. The House of De Astrea shall be relieved of its status, responsibilities and privileges as a recognized Clan of the Kingdom of Norland.

ARTICLE II: PACT OF NON-AGGRESSION

With the goal of fostering a future of cooperation, the signatories agree to the following terms in regards to non-agression.

I.  The Kingdom of Norland and the Duchy of Elysium, as well as the families-in-power therein, will engage in no form of hostility against one another, nor will they partake in any military conflict which would put them at odds with one another.

II. Should it come to pass that conflict does arise between the signatories, both will commit themselves to finding a resolution via diplomatic means.

ARTICLE III: TRADE AGREEMENT

To ensure the continued economic well-being of both the newly established Elysian municipality, as well as that of the Kingdom of Norland, the signatories agree to the following terms as they pertain to trade and commerce.
 

I.  The Kingdom of Norland will grant a stall within the Varhelm Plaza, free of tax, for the use of the Duchy of Elysium. In return, the Duchy of Elysium will give the same in an equivalent location.

ARTICLE IV: DURATION

The terms of this agreement shall last for a period of fifteen years, with the option of renewal upon its expiry.
