The necessities of the Renewed Republic of Salvo have warranted various reforms, both political and military. Though the Salvo Revolutionary Guard (S.R.G) has served valiantly in the previous conflicts of the recent age, the S.R.G is alas an outdated institution built around old tactics of banditry and asymmetrical warfare.

With the desire of the sitting President of the Republic of Salvo to gradually reform the image of the Renewed Republic into a modern nation-state on par with the standing nations of the day, such an institution must be done away with. Therefore, it is hereby ordered that the Salvo Revolutionary Guard is henceforth and officially dissolved.

In place of the S.R.G shall instead be the Salvo Frontier Army (S.F.A) and the Salvo Rangers (S.R), which shall serve as the professional and conventional military arms of the Renewed Republic of Salvo. The S.F.A and S.R shall be headed by the Commander-In-Chief of the Republic of Salvo, which shall be a position filled by the incumbent President of Salvo at all times. All veterans and active-duty servicemembers of the now-dissolved S.R.G are encouraged to re-enlist with the S.F.A or S.R, where their standing rank shall be re-evaluated and re-integrated into the S.F.A or S.R.

Veterans of Salvo,

If you have served in any of the following conflicts, you and your immediate family shall be entitled to a small plot of land (20x20) within Salvan lands with which to construct a house for your family to own. A questionnaire shall be distributed to inquirers to ensure the validity of claims of valor.

Harken, People of Salvo,

The independence of Salvo has been achieved and secured. Though previously there was a necessity to partake in resource-seizing operations against any and all whose arms could contribute to the liberation of our countryfolk, such a need is no longer necessitated in as extreme a circumstance as before. 

Therefore, the Office of the President of the Republic of Salvo hereby orders all soldiers, citizens, and armed militia of Salvo to cease hostilities against the following nation-states;

1. The Kingdom of Numendil & its citizenry.

2. The Province of Norland & its citizenry.

3. The Grand Kingdom of Urguan & its citizenry.

4. The Princedom of Caurost & its citizenry.

5. The Shugonate of Koyo-Kuni & its citizenry.

6. The Isle of Nevaehlen & its citizenry.

All soldiery, citizens, residents, and armed militia are hereby forbidden from engaging in hostile acts against the above listed nation-states. Should evidence of banditry be found against a citizen of Salvo pertaining to the abovementioned nations, the punishment shall be dealt out as per the severity of the crime as detailed in the Statutes of Salvo.

Declaration of Victory

For two long years, the brave freedom-fighters of Salvo have struggled against the Greenskin horde which has threatened to place us under their boot. Following the failed Siege upon our capital of The Rock, it seems fitting that now is the time to declare the beginning of a new era. One where the Salvian people no longer live in fear of discrimination by foreign powers, and one where the freedom of every citizen is preserved in our foundational democracy.

It is with this missive that we, the people of Salvo, hereby declare victory against the Horde of Many Tribes and issue a formal Declaration of Independence. The Renewed Republic of Salvo has been born, and soon shall the institutions of our Republic be remade as they were within the Old Republic.

To all Salvians across the world, join us. Break free from the chains of oppression and make your stand among your brothers in arms. Join the Republic of Salvo, which shall stand forevermore.

To the ‘grand’ king of Urguan or any who wish to barter for his swift release within the next two saint’s hours we demand the following… A large trunk of leather (double chesty) half a small trunk of feather (half a chest). And finally… 18 bundles (stacks) of iron ingots. Should NONE of these demands be met, the dwarf will be impaled, and his body presented in front of our mighty fortress like the rest. Come forth to the rock if thou wish’th to pay the ransom for the safe return of this Stinthad.

War for the Liberation of Hyspia

I have received word that the orc menace have dared to show their ugly head, they march upon the rock and seek to drive us out of our stronghold. In turn we shall meet them upon the field of battle…

Should we rout the foul tusked and green skinned menace on the field, our forces shall march to the occupied capital of Hyspia and besiege it. Should we be successful in our assault, we will establish the first republic of Hyspia. After which we will demand of the horde, the immediate ceding of all occupied Hyspian land to the republic of Hyspia.

With the proclamation of a new republic, all ousted citizens of Hyspia will be called upon to reclaim their homes. Nobles and those who once held land and titles will be invited to resettle their estates, and will be granted hereditary governorships of said holdings. The forces of Salvo shall then safeguard the liberated nation and oversee the transfer of power from a provisional reconstruction government to the first Sovereign-elect of Hyspia.

THE ROCK PREVAILS!

18th of Snow’s Maiden, 246 S.A

Upon the roads did we befall an elf named Castien who claimed residency to the empire. Our soldiers were swift, precise, the elf was taken away to our stronghold, The Rock. Birds were sent out, our terms modest, 1000 minas in ransom…

The arrival of the Imps was marked by a thunderous applause of hooves and a plume of dust rising over the rolling hills of Hyspia. The Mongrel dogs of the empire were sure to come, accompanied by a battalion of numendillards, a host of some 1700 strong. Our brave soldiers of some 400 Salvian patriots, held firm against the coming storm…

In their haste and over-confidence, the ill-prepared Imp commander deigned to bring proper accommodations for such a siege. Their forces huddled around the gates, whilst our expert rangers brought down a hurricane of arrows. A’las they did break through the first-most defenses, and some brave salvians did perish to splinter their forces. Caught between our gates, our forces felled some 400 Imps in total during their failed storming of the fortress. Bruised but not broken, our men held the line, cheering in victory as we picked off the encircled remnants of their vanguard.

Yet… they still outnumbered our brave soldiers some three to one. To our delight, such odds were not favorable enough to the Imp host and so they did flee. Their banners retreated into the distance marking our victory complete, the heads of their dead were thus mounted upon the battlements and our sacred fallen rendered to holy ash.

In our infinite mercy the elf was released, given freely to a neutral war reporter who did witness the happenings of this day. The elf was rendered his freedom as walking proof of our victory and prowess against the great evil of our time.

This is a call to all those seeking justice and freedom against this unholy Imperium, seek us out, join our ranks. Together we shall bring about a new era, free of bloated nobility and corrupt aristocrats, with liberty and justice for all!

The greatest oppressive force to all sentient peoples of Aevos has and always will be the false monarchs who steal power from the masses. They seek always to wield religion and taxes as a weapon to control and compel the people into a state of sheepish compliance… And it has come again. The forces of evil have united under the banner of the empire of man, and their false emperor… No man, elf, dwarf, nor halfling can declare themselves monarch and absolute ruler over another and for that crime all who dare enact such decrees must pay with their lives…

I bid all freedom loving denizens of the world to RISE UP!! and take back the power they have sought to STEAL from us!! Kill thy tax-collector, oust thy lord from thy lands that thou hath lived and farmed on. thou owes no allegiance to these tyrants...

Therefore the Salvian government in exile hereby declares a one thousand mina bounty on the false emperor of man, subsequently a five hundred mina bounty is also placed on his bastard heir.

The Blinding of Numendil

[!] the missive would be scattered throughout the lands of Aevos [!]

T’was a quiet night fore’ we rode into the city of Numenost… The ground shook and the peasant masses trembled upon our approach into the white city.

We had arrived to seek retribution and inflict grave menace upon the populace, two brave Salvians, the sheriff, JED, and attorney general John Oren.

So did our eyes gleam upon the heir-apparent, the princess Azruphel, enjoying a peaceable conversation with two of her compatriots. Such would not last, for as we approached, their heads swiveled and their eyes widened with terror. Swiftly did we demand the bounty of their belongings and swiftly did they refuse our orders.

The battle was swift and decisive, they raised their weapons and shields, but we pranced around their defenses and riddled them with arrows. The princess’s friend, Auris, fell first. The foolish knight, stationed to protect the princess, attempted to drag Auris to safety, but to no avail…

The knight was riddled with arrows, pierced and broken, he slumped to the ground. Their morale surely broken as Auris did proclaim…

“We are outmatched!! We must surrender!!”

The two were quickly looted and deposited upon the avenue, left alive in our boundless mercy. Princess Azurphel was’t taken into the desert, where we found a respite in an oasis. And so we took her last eye, blinding the heir for a time perhaps, until the witchcraft of Numendil hastened its regrowth.

Upon our return to Salvo, Jed was beset by the rally of Numendil led by none other than the Tar himself. Halted by the riverside, he spotted a rogue canoe which he commandeered, banishing the fisherman to the water. Jed rowed with great haste down the river, half carried by the currents as the host thundered after him.

The host of Numendil soon lost sight of him, save for the Tar who continued the pursuit alone. The foolish Tar’s heart was surely steeled with determination to avenge the blow struck to his line. It would not be…

Jed found himself ashore, the Tar on his trail, as he trekked into the dunes… Upon the end of a dilapidated bridge he turned with sword in hand to face the wrath of the tar. The Tar, who had been previously unhorsed, took up the challenge. None can doubt the bravery of the Tar that day, and likewise none shall doubt the folly of his efforts…

The Tar stood tall on the bridge,

Was struck and sent right off the ridge.

All the king’s horses and all the king’s men,

Couldn’t save the Tar from JED again!

And so the Tar was’t felled, left wounded and beaten in the dirt and the mud where he and his wretched people surely belong. Like Father, Like Daughter, both their spirits were vanquished that day by the free men of Salvo.

Standing Orders for the Salvan State Army Following the Dissolution of the Republic

Orders signed and Issued on 19th of Deep Cold, SA 220

Contextualization:

With the dissolution of the Government of Salvo, and the relinquishment of the title of President, and then First Consul of Salvo, Duchess Elynora Maude af Brasca had not seen fit to disband the Salvan State Army, leaving General Peter Alessandria as the commander-in-chief of the Salvan State Army. 

Declaration of the Martial State:

Following the dissolution of the Republic, and the excommunication levied against the Salvian Successor State under Mitch McCanon, the General has decreed that the old lands of Salvo are at present forfeit, however, the Salvian people and their culture must be preserved and safeguarded against all threats and turmoil.

With this, the Salvian Martial Regency (SMR for short) has been declared, encompassing all remnants of the Salvan State Army and any Salvian Civilians who wish for the protection of the army, the purpose of the Regency being to safeguard the Salvian people and culture until such a time that a permanent home is found, assimilation is achieved, or the Regency is otherwise deemed unnecessary.

The SMR shall be a military government, headed by General Peter Alessandria, who has seen fit to adopt the title of Lord of Alessandria (a previously defunct title) for the duration of the regency. 

Declaration of Intention:

The SMR shall never stake a claim to any land (besides that which may be granted as part of reintegration). Its only goal shall be the protection of the Salvian people. The facilitation of Salvian reintegration be it in its original lands of the Pontifical States, under the guide of Elynora af Brasca, or some other nation. All titles created by the SMR shall only last for the duration that the SMR lasted unless reconfirmed by the assimilating power or individual. The only exception to this is “Protector of the Salvian People” which shall be retained by General Peter and any successor he may have until such a time the Salvian People no longer need a protector.

To The Lords and Governments of Aevos: The SMR is a peaceful entity, only dedicated to safeguarding the Salvian People. Any who wish to bar SMR residency within their borders need only send a bird, and any land where SMR takes up residency will have an envoy sent to the appropriate governing body to ensure all laws and the wishes of the populous are respected.

To the Church of the Canon and the Pontifical States: The SMR maintains no ill will towards the Church regarding the events that led to the dissolution of Salvo, and if the Church would consent, diplomatic contact and discussion would be readily and wholeheartedly accepted.

To Lady Elynora Maude af Brasca: Know this action is not a declaration of independence nor disgust. Rather, you have dissolved the nation on which I swore my oath, so now I must organize what is left lest it go away. Should you wish the military's assimilation into the nation that you are helping shepherd in, I await a bird or meeting with you to discuss reintegration.

Battle of St. Daniel’s Crossing

14th of the Sun’s Smile, 220 S.A

On this day, the brave patriots of Salvo went forth to deliver justice unto the pretenders and noblemen who grow fat on the labors of their people. 80 Salvon patriots rode from the gates of Brienne donning crossbows and swords and with pride and determination in our hearts, we rode to the gates of the Duchy of Alba.

It appears that despite previous failed attempts to run us down on the roads, we were able to catch them quite off-guard! 100 Alban soldiers dared to defend the lands they cling to and force their serfs to labor upon them. Yet their forces were spread out, with half returning from a previous venture via St. Daniel’s Crossing and the others sallying out from the gates of Elizabeth.

Using the mobility of our horses, the men of Salvo wore the unprepared Albans down with repeated archer fire from the backs of our steeds. Before long, we took up our blades and charged into the worn down foes, cutting down scores of their men without suffering a single casualty of our own. Before long, 70 Albans lay dead at our feet with the remaining 20 taken as prisoners, robbed, then let go to tell the tale of this grand Salvon victory.

This is only the beginning.

The Hope of New Salvo

12th of Malin’s Welcome, 220 S.A

During these past few saints days a lot of change has occurred in the lands of Salvo. Threats have been made and hopes of a new age have risen. Rumors have spread that an age of the bandit and roadway men will emerge from these lands, and I am here to speak on those rumors.

They are true.

These lands are for the people and by the people. We shall not stand by and allow it to be taken from our hands with which we worked so hard for this opportunity. So harken all ye criminals, bandits, outlaws and thieves! If you so wish for a home, for a place and a way of life which will not seek your destruction for following our ways, come to Salvo, the salvation for us all. The roads are ours to own and ours to pillage as we so please. Our enemies have fled from these walls faster than I could blink. They have naught the will to retake these lands, so we shall claim them for our own!

So go, be free to roam the roads. To all those who wish to find refuge in Salvo, we are always open to you. The days of outrageous taxes ranging into a hundred-and-twenty mina are long gone. If you wish for a home, all you must do is provide me with ten percent of your bounty which you take from the roads.

Yet, we are still pious people. You shall not kill those whom you robbed. Accidents may happen, of course, yet the loss of life is always a tragedy. You must avoid killing at all costs. But if someone wishes to duel you to end your existence with a blade or bolt then who am I to stop you from partaking in such a duel. The roads are ours for the taking as are the souls who wish for refuge from their governments. We shall always provide for those who are considered less fortunate than ourselves.

Should conflict arise between outlaws, bandits, and thieves within the walls of Salvo, the offending parties shall have the right to duel to prove who is in the right. Be it through bolts or blades, it matters not to me—only that the dispute is settled.

If you claim the banner of Salvo and hold it proud, then you shall respect and uphold these rules. For they are the foundation of greatness and power in this new age.

A reputation precedes all, my friends. If that is not the case then pray tell, how did I get here? The more pompous fools you steal from, the more money you shall receive from them. It is rather simple. The more you injure instead of kill, the more of a reputation you leave behind for those you have harmed. 

These roads will be run through as much as we please, and to any that attempt to stop this action; I pray the almighty God forgives your foolishness.

What We Hath Lost

In the heart of what was once known as Salvo, there lies a shadow of despair and ruin, cast by the dark reign of the bandit Mitch McCannon. Once a place of laughter, light, and the gentle hum of prosperity under the First Salvian Consulate, now echoes with the cries of the oppressed and the silence of the defeated.

Oh, how Salvo hath fallen! The First Salvian Consulate, once a beacon of justice, order, and civilization, has crumbled under the ruthless boots of McCannon's horde. The Consulate's banners, which once fluttered proudly in the breeze, now lie trampled in the mud, their colors faded by the blood of the city's inhabitants.

The Streets of Salvo, where fair citizens walked and merchants thrived, have turned into pathways of sorrow. The Bandit President, McCannon, a man who finds joy in the misery of others, has turned this once vibrant city into a theater of pain. His laughter, coarse and cruel, is the new anthem of Salvo, replacing the songs of joy that once filled the air.

Under New Management

On this day of days, an ideal was created and reborn anew. For the hope of many men and the ideals of the few have been proven to be effective and right in this world, as battle has proven such is the case. The new ideals of Salvo shall be of the Republic and of the many, not of the individual. It is time for there to be a new era in these lands. One of peace and of rightful rule within the lands we so care for. Under God's eyes it has been seen. 

As seen earlier on this saint's day, there was a skirmish between the factions of McCanon’s Gang and the Government of Salvo wherein Mitch had decided to attempt to discuss such feuds with his character and ideals. As he was met with threats, he knew he needed to take actions into his own hands and did just that. As the Salvon government fled, their cries heard on the hilltops, McCanon would have stood and declared in those very halls the surrender of the Salvo State in return for the Pontifical States to decide new leadership.

As such has been the case time and time again in the face of new hope and new opportunities come new chances for oppression. And just as the ink had barely dried on the new declaration, word reached McCanon that an army had appeared in Salvo. As McCanon rode back out from the lands he so claimed after word had been gathered, he returned with his group of newfound Patriots to this land. Soon thereafter a battle would ensue for the fate of our homeland. This battle would be that of legend and of bravery and courage that had been built up for years upon years. Despite the Salvon army fighting bravely to the bitter end, they could not withstand the tide of justice and soon fell upon our blades. Justice has been served to those who wished to take power which they did not deserve. 

All this to say to you, the people of Salvo and of this great States! The time has come for there to be a new era within the lands of Salvo, a new hope and a new leader upon these lands, which is to be decided by the church with everything in consideration. This will take time, as all reconstruction does. But it will be of great import to keep to the teachings of the church and within ourselves. The Revolution has been renewed.

The Surrender of Salvo

A Missive would be spread all around the lands, 

It is I, President McCanon, of the Republic of Salvo, writing to you from the halls of the congress of Salvo. Early this saints day I was provided with information from a dear friend of mine along the roads. The words of Salvo as well as Balian have hurt my character for they are filled with untruths and lies to slander my name. As a result of these lies, Bounties, Warrants, and Death threats have been thrown towards my way. 

As such a Coalition attempted to capture me this earlier Saint's Day. And yet for those who have heeded my warnings for Balian they did not answer such a call for aid to Salvo. So as such with all of my Salvo pride, a group of great men decided to ride to Salvo for an explanation and hope of ending such slander. Yet, such hopes were dashed as soon we entered into the city unimpeded. They hurled threats and insults at our character and at our ideals. While doing so they ran for their weapons. Without a moment's hesitation we fired ours first in the hopes of silencing such a threat. A body fell, a soul lost.  For they gave a good fight yet in the end they ran for the hills like the cowards they are. After a quick skirmish from a mixture of bandits and patriots, the Salvon army and president have fled the city in an act of terror and cowardice, thus giving up its historic walls and their honor as a leader towards these people.

As such, I have come forward in a way of light to lead those who are lost in the ideas of this false Salvo. In exchange, I provide salvation and hope towards these lands and a new ideal for its people. That of the old ways in which it was founded. Off the hopes and backs of working individuals and not of that of nobility, here ye all and listen well. Salvo is not for the taking (unless it's by me). I will be your president and wear such a title with honor as it has been squandered by those who held it before. Glory to Salvo and its citizens of the Republic.

Elections of the Republic

Held by the Secretary of War, with the backing of the Salvan State Army.

Election Information:

Per the Constitution of the Republic of Salvo, elections are to be held regularly. The Salvan State Army has noticed that the current Senate and Administration has been in power for over a decade without elections, and the stagnation of Salvo has resulted from such. It is hereby ordered that an Election is being held this coming Saints Week with voting to last a single day of in-person voting with proper voter identification, and registration with the Census of Salvo. As such it is declared that this election shall be held with personnel of the Salvan State Army present at all points. Concurrently Senate elections shall be held with three seats for the new Senate that has been shrunk to encourage activity and participation by the new Senators.

To register to run for any office one must be registered by participating in the latest Census.
which by the time this has been published shall be closed. The following format shall be used by any who wish to seek office. This section shall close in two Saint Days.

Introduction to the Salvan State Army:

To better the Republic of Salvo it has become paramount to our future to establish a military that shall serve and protect the people of Salvo. 

This document shall serve as the primary foundation of the Salvan State Army encasing vital information of enlistment, command structure, and its duties to the people of Salvo.

1st Brigade of the 1st Regiment of Salvo:

Often referred to as “Salvo’s Finest” the 1st Brigade is the first line of defense and method of offense for the nation of Salvo in times of war and/or turmoil. The 1st Brigade is composed of line infantry, typically armed with polearms (usually halberds or pikes) and sidearms and facing enemies in mass numbers and formation. However, members may also be seen operating as sappers, archers, crossbowmen, artillery crews, and mounted scouts depending on the needs of the brigade and the availability of specialized units from other brigades.

 Officer Conduct:

Officers in the Salvan State Army must uphold a standard of conduct that goes beyond that of the ordinary soldier. As leaders, they should serve as role models, educators, protectors, and commanders, guiding those under their command to meet the highest standards of conduct and dignity. An officer must ensure that their subordinates are on the path to becoming exemplary soldiers.

Maintaining regular correspondence with friends, family, and colleagues is essential for an officer, as staying informed about societal events is vital; ignorance and lack of manners are never excused, regardless of their posting. Furthermore, an officer should maintain a table that reflects their rank and personal financial status, and ensure they have respectable stores of wine, tea, coffee, and cigars to foster a sense of society even in the most remote postings.

General
Generals are the preeminent officers within the SSA, typically presiding over the entirety of the army with only 1 serving General being customary. However, in times of war, other Generals may be called up to lead major campaigns, auxiliary legions, excess regiments, and crucial strongholds. When no commissioned General exists, the army shall be led by the secretary of war, in combination with the Captains and Colonels.

Captain 

Captains are the 2nd highest official commissioned rank within the military only surpassed in official rank by Generals, though of course they also answer to the Secretary of Defense and the President. Alongside this, Captains (as well as Generals) can be granted the duty of Colonel, being the presiding officer over a regiment, however, this is not a true promotion, only an expansion of duty. There is 1 Captain for every active Brigade within the military, with no more than that number existing unless for specific exemptions such as special task forces or garrison commands approved by either a General or the Secretary of Defense. Captains are the presiding officers over a single Brigade, charged with its command, organization, discipline, and logistics with many also serving the dual purpose of garrison or fort commanders.

Lieutenant

Lieutenants are the lowest-ranking field unit-grade commissioned officers, with 3 being assigned per Brigade, and 2 Lieutenants each being assigned a Platoon to organize with an Ensign and a Sergeant directly under them to lead the squad-sized elements. Alongside this, a 3rd Lieutenant position shall be made for Brigade logistics officers, however, this is considered either a waiting position for command of a platoon, or a dead-end position for Quartermasters who have reached officer ranks. While required to have strategic knowledge and competence, Lieutenants are more often responsible for running drills, ensuring the soldiers under their command are well trained, and leading smaller operations that are not to be trusted to Sergeants or Ensigns.

Ensign
Ensigns are typically young men and women who have joined the Officer Corps and are thrust into a training role. They are granted light command and administrative responsibilities to ensure adequate training when they have proved themselves and a lieutenant position opens up.
To become an Ensign, an individual must purchase a commission for 750 Mina, as well as receive approval from a General or the Minister of Defense, however, one may join the military at this rank provided they meet the stipulations. 
(all proceeds shall go towards further military projects)

All Officers shall be held in utmost respect and shall be addressed as such

Enlisted Soldiers:

Sergeant

 The Highest obtainable enlisted rank and typically the career capstone of any capable soldier. Sergeants are typically the finest of the enlisted men and grizzled veterans with in-depth knowledge of command and training. They are the backbone of the fight as well, acting as Platoon’s preeminent enlisted official, and a direct advisor to the Lieutenant. Sergeants are eligible for 3 possible paths of promotion should they prove exceptionally capable. These being first, the Master Sergeant of the Brigade, an executive level position putting them as the chief Enlisted official in the brigade and directly advising the Captain. The second is the Master Sergeant of Regimental Drill, for those who find themselves exceptionally gifted at training and matters of drill with this promotion placing them on the Colonel’s staff and giving them the duty of overseeing all training and training doctrine for the Regiment. Third, and finally, should a Sergeant prove exceptionally capable, they may be offered a free commission as a Lieutenant.

Corporal
Corporals are the first position at which a soldier receives command responsibility, assuming responsibility over a varying number of Recruits and Privates on the field of battle and in terms of training. Corporals are expected to be combat veterans and proficient in the use and instruction of their Brigade’s weapons and tactics so that they may be of adequate use to their subordinates and their commanding officers. 

Private
Upon completing training, recruits obtain the rank of Private and from then on serve in their full capacity as members of the military. A Private is still young and inexperienced however, so they shall be overseen closely by their superiors and their skills honed to ensure their best use in the Regiment. 

Recruit
The newest members of the SSA shall be trained and overseen by the lower officers and upper enlisted to ensure a comprehensive knowledge of combat, basic tactics, survival skills, and military drills and conduct.

— CAPITAL GOVERNMENT ELECTIONS —

Elections for the Mayor of the Capital

The Republic of Salvo is blessed by the High Priest with lands in what was once known as Aaun. Being tasked to steward a historied city, it is critical that the new capital form a proper government of its own, under the supervision of the federal government.

Accordingly, this decree establishes the Capital District as a province under the authority of the Constitution of Salvo, Ch. III. This district shall be composed of the capital city, whose name is to be determined. This district shall, in accordance with the Constitution, have a governor, whose title is to be Mayor of the Capital District. 

The Mayor will have the authority, along with the national government, to hire Stewards. These Stewards will serve as the Capital District Board, being able to vote on local ordinances as a group, as they see fit. But more critically, they will serve as a resource for the capital community, being available to give tours, sell housing, rent stalls or shops, etcetera.

In this momentous act of mutual recognition and understanding, we gather to witness a solemn agreement between the Holy Church and the Republic of Salvo. This treaty, born from both the divine grace of our Lord and the wisdom of earthly rulers, signifies the Republic of Salvo's commitment to uphold the spiritual guidance of the Church, acknowledging its role as a protectorate of the Holy See.

Through this treaty, Salvo affirms its loyalty, offering itself as a humble servant to the Church's sacred mission. In turn, the Church promises to provide spiritual guidance, protection, and wisdom to Salvo and its people. The protectorate is not merely a political alignment, but a spiritual covenant, binding Salvo’s destiny with that of the Church in service to God's will.

By pledging allegiance to the Church, the Republic of Salvo seeks to cultivate a future of peace, prosperity, and divine favor, united under the banner of faith. This agreement shall foster a bond not just of governance, but of devotion—a commitment to the sacred responsibilities of faith, justice, and charity that guide the hearts and hands of all who walk in the light of the Lord.

Yet it must be said that this treaty is careful to preserve the autonomy and sovereignty of the Republic. Rather than being known as a simple vassal, the Salvians are acknowledged as a sovereign nation, a state within the Pontifical States, under the suzerain overlordship of the High Priest. This special relationship is set in place to ensure the Republic may preserve its mandate and institutions from the aggressions of monarchist agitators.

Let this covenant be the beginning of a prosperous and blessed era for both the Church and the Republic, grounded in faith, unity, and shared purpose.

CONTENT

§ 1 — On Autonomy

1.1 — Government

1.1a The Republic of Salvo shall be privileged to maintain its own government. 

1.1b This government shall continue to be organized as a democratic republic.

1.2  — Laws

1.2a The Republic follows its own local laws, namely the Constitution of Salvo, and the Statutes of Salvo foremost. Respect of these local laws and accompanying customs must be tolerated, even by the courts.

1.2b However, the Republic, as a constituent state in the Pontifical States, will also be subject to any laws therein relevant, such as pontifical law or canon law, which are not already covered or fall under the Constitution of Salvo or Statutes of Salvo.

1.3 — Sovereignty

1.3a The Republic maintains its status as a sovereign nation.

1.3b The Republic henceforth shall be understood to be under the suzerain overlordship of the High Priest, owing an oath of fealty therein. 

1.3c Accordingly, the Republic retains the right to sign international treaties and otherwise engage in diplomacy, though the Church retains the right to oversee or be involved in such affairs.

1.3d Further, the Republic retains the right to dispatch or deploy its forces abroad, provided they secure Church permission and do not claim to act in the name of the Church.

§ 2 — On Territory

2.1 — Transfer of Occupied Lurin to the Pontifical States

2.1a The Republic’s current territory, known as Occupied Lurin, is to be transferred to the Pontifical States for their use as they see fit.

2.1b As thanks for providing many tiles of land to the Pontifical States, the Republic retains the right to expand.

2.2 — Transfer of the Free City of Venic to the Republic of Salvo

2.2a A territory under the control of the Pontifical States, presently known as the Free City of Venic, shall be formally disbanded. 

2.2b The land previously known as Venic is to be transferred to the Republic, for their use as they see fit, to be later incorporated as their capital. This land constitutes one tile, and the Republic retains the right to expand to at least three more tiles in the future. 

§ 3 — On Obligations

3.1 — Taxation

3.1a The Republic shall pay a tax of 200 mina per saint’s week to the Pontifical States.

3.1b This tax is subject to change, pending appropriate taxation reform in the Pontifical States.

3.1c Taxes shall remain commensurate with demonstrated financial need. [Must not exceed tile upkeep costs for tiles in use by Salvo.]

3.2 — Military 

3.2a The Republic shall make available its forces for use by the Pontifical States for any reason whatsoever.

3.2b The Republic shall designate a Captain, who will lead their domestic forces, and who will answer to the Captain-General of the Pontifical States.

To this end, we have proceeded to design the different seals for the different bodies of the state.

4405.1 Purpose —  Establishes official Great Seals for constitutionally-mandated government entities in the Republic of Salvo, ensuring uniformity, legitimacy, and adherence to the principles of the Republic.

4405.3  Design Principles

4405.3a  Uniform Elements —  All seals shall prominently feature symbols that represent the Republic of Salvo, such as the national colors and different liberty mottos, to ensure consistency and to convey a shared identity.

4405.3b Distinct Features — Each seal shall include unique design elements specific to the respective institution’s role and purpose, reflecting their constitutional mandate.

4405.3c Official Approval — All designs shall be subject to approval by the Senate of Salvo before being formally adopted and published.

4405.4 Individual Elements

4405.4a Executive Branch

(i) Office of the President — This seal features a bald eagle at its center, symbolizing strength, freedom, and resilience. Encircling it is a red band with the inscription “Primus Inter Pares” (“First among equals”) at the bottom and “Office of the President" at the top.

(ii) Office of the Vice President — This seal features a golden star at its center, representing guidance, aspiration and excellence. Associated with hope, it is a metaphor of direction and inspiration. Encircling it is a red band with the inscription “Office of the Vice President” at the top and “Sic Sempter Tyrannis” (“Thus always to tyrants”) at the bottom.

(iii) Secretary of Administration — This seal features an ornate leather-bound book at its center, symbolizing knowledge and governance. Encircling it is a red band with the inscription "Secretary of Administration" and the Flexio motto "Ubi Concordia, Ibi Victoria" ("Where There is Unity, There is Victory").

(iv) Secretary of Finance — This seal features a bag of golden coins at its center, symbolizing the financial administration of the institution. Encircling the design is a red band with the inscription “Secretary of Finance” and the Flexio motto “Parati Respondere” (“Ready to respond”).

(v) Secretary of War — The seal features a war horn symbolizing readiness, strength, and the call to action. It often represents vigilance, leadership, and the rallying of forces in the face of conflict or danger. Encircling it is a red band with the inscription “Secretary of War” at the top and “Si Vis Pacem Para Bellum” (“If you wish peace, prepare for war”) at the bottom.

(vi) Secretary of Intelligence — The seal features a big eye, symbolizing surveillance and control. The red band encircling the eye has the following inscription “Secretary of Intelligence” and the Flexio motto “Semper Occultus” (“Always Secret”). 

4405.4b Legislative Branch

(i) Senate of Salvo — The seal features a woman with the values of liberty, equality and fraternity. In broader terms, the lady serves as an allegory for the spirit of the Salvian people- strong, resilient, and dedicated to the values of justice and equality. Encircling it is a red band with the inscription “Legislative Branch” and the Flexio motto “Omnia Vincic“ (“Work Conquers All“).

(ii) Speaker of the Senate — The seal features a big bell with a rope in the center, representing unity and community, with their sound bringing people together. Encircling it is a red band with the inscription “Non Ducor Duco“ (“I am not lead; I lead“) at the top and “Speaker of the Senate” at the bottom.

(iii) Registrar of the Senate — The seal features a quill in the center, representing writing and knowledge, strongly associated with the power of the written word and the intellectual pursuit. Encircling it is a red band with the inscription “Registrar of the Senate” at the top and “Acta Non Verba“ (“Actions, not words“) at the bottom.

4405.4c Judicial Branch

(i) Court of Salvo — This seal prominently features a golden balance scale, symbolizing justice and equality, set against a blue background. Encircling the design is a red band with the inscription "Court of Salvo" at the top and the phrase "Ex Unitate Vires" ("From Unity, Strength") at the bottom, reflecting the importance of unity in upholding justice. The circular band is accented with gold stars, adding a sense of honor and dignity to the seal.

(ii) Chief Justice of the Court — This seal features a bronze depiction of Lady Justice, blindfolded to symbolize impartiality and holding scales that represent fairness and balance. Surrounding the figure is a red circular band inscribed with "Chief Justice of the Court" at the top and the High Flexio phrase "Potest Solum Unum" (translated as "There Can Be Only One") at the bottom, symbolizing the singular authority of the Chief Justice. 

4405.5 Usage Guidelines

4405.5a Official use only — The seals shall be used exclusively for official state documents, communications, and insignia.

4405.5b Penalties for unauthorized use — Unauthorized use, replication, or misrepresentation of any seal shall constitute a crime, in accordance with § 2205 — On Impersonation.

Ah am Duke Wellerman, citizen o’ this republic n’ ah rise to propose ah bill that’ll strengthen the union between this here government n’ the people et serves. Ah, like many other humble citizens, ah rely on the business o’ private individuals for my own income n’ wellbeing. This es terribly unpredictable n’ has in many instances led to periods o’ harsh financial droughts. We humble folk cannot rely on the good fortune o’ luck to sustain ourselves n’ our families. The Federal Government, to ensure stability among the good working men o’ the Republic, should, to some degree decided upon at ah later date, source ah percentage o’ their resources from the citizenry. This should apply to every sector under the executive, whether the military by ets weapons, or the Saloon by ets drinks. Furthermore, this will provide jobs to the cowboys unemployed by the ranch consolidations and the coachmen unemployed by the toppling of the noble leeches on our society.”

With the proposition set forth by President Levi Summers of appointing a Secretary of Intelligence, it becomes crucial to have their duties and obligations specifically outlined within the Statues of Salvo.”

Vice President Parzifal af Brasca: “In the absence of the President, I am here to give a report on behalf of the executive branch, in my capacity as Vice President of the Republic. The Republic thrives, though it is in its infancy. We have created out of the void of nothingness that was the tyrannical state known as Lurin, a state founded upon the principles of freedom and liberty for all, with promise and delivery of free and fair elections, and with the seating of a deliberative body selected with the consent of the people. The future is bright. We are working on a new capital. We are hashing out a treaty with the High Priest to secure his guarantee of our independence. We are building out our government and hiring agents to fill the posts created by the laws we have written. But still, much work is to be done. We look forward to continuing this work and thank the Senate for their faith in our administration. I will now take questions on behalf of the administration.”

Senator Jacob Morgan: “For the purposes of writing bills, I wonder to the Government's potential claims on the land within our borders? Shall we be like the inbred degenerates of the Carrions and Novellens, clutching desperately to land. Or shall we make this land for our people, to live on or use, to own for their families in a way only nobles and gentry can in other nations.”

Vice President Parzifal af Brasca: “I am unsure what you mean. The Constitution establishes that the federal government maintains jurisdiction and jurisprudence over the lands thereby incorporated under it. Until such lands are delegated to provinces by act of this Senate, all land is federal.”
