THE SOUTHERN EDICT

Issued on the the 2003th Year of the Lord

Fourth Year of the Proclamation of the Republic

FOREWORD

WHEREAS, It has pleased God that the land of the south is fertile and prosperous, and for many years we have welcomed a number of people who have joined the republican cause, its family and its people. 

KNOW THAT, that the Governor of the Southern Province, Senator Cedric Drakehart, as appointed by the President and within the powers given by the Constitution of the Republic of Salvo, have created The Southern Edict, the ruling edict of the southern province.

PROVINCIAL ACTS:

ARTICLE I: PURPOSE

The Southern Province of Salvos, as stated in the Constitution, is under the Federative Pact and as such shall respect the constitution, defending the integrity of the land and resisting to any potential threats of tyranny that may arise over time. This legal document is not superior to the constitution, but functions alongside it, the constitution being the supreme norm. The Southern Province of Salvo, in recognition of the republican struggle, shall be imposed some limitations to safeguard the integrity of the Federation, which are exposed in the Section I of the Article II of the 2nd Chapter of the Constitution.

ARTICLE II: LAND

The Southern Province of Salvos shall be chartered at the top southernmost area of the Republic of Salvo (tile_cherry_blossoms_2 and tile_flood_plains_5)

ARTICLE III: FINANCIAL LIBERTY

As stated in the recently proclaimed Constitution of the Republic of Salvo, the federal government shall collect taxes, out of which, the Province is entitled to keep 20% of the revenues for use in local projects.

ARTICLE IV: ENFORCEMENT AUTHORITY

The Southern Province shall hell a meeting with its residents to elect a Sheriff, who may as well deputize citizens and otherwise go about the enforcement of local, provincial and federal law. This position does not have a fixed term, but the residents of the province itself must inform the governor of their liking or disliking of the position, and a provincial amendment to elect a new Sheriff can be initiated. The obligations and work frame of the Southern Sheriff will be discussed alongside the governor once an official is elected.

ARTICLE V: MILITARY LIMITATION

The Southern Province is disallowed from creating their own militaries or militias, and is pursued to rally their own citizens to enlist in the federal military. The Secretary of War of the Republic of Salvo can assign a local garrison or gendarmerie in the province in collaboration with the Southern Sheriff.

ARTICLE VI: LEGAL LIMITATION

The Governor of the Southern Province, at the request of its citizens, may enforce provincial or municipal laws in the region, as long as it does not contradict federal law. In the case of alleged criminals fleeing persecution, the Governor may petition the federal government to extradite.

ARTICLE VII: GOVERNORSHIP

The Governor of the Southern Province, at the request of its citizens, may appoint a Lieutenant Governor who will have the ability to be in use or not at the discretion of the Governor.

ARTICLE VIII: ENTERPRISE

In order to promote the local provincial economy, citizens of the province shall contact the Governor to establish provincial enterprises. The Southern Governor shall facilitate them the tools to do so.

ARTICLE IX: CULTURE

In order to promote culture in the region, the governor will provide tools for cultural activities to be carried out on demand by citizens. Cultural events may be held and the governor shall be obliged to provide the tools for them to take place in a way that is enriching for the whole population.

ARTICLE X: MODIFICATIONS OF THE EDICT

This edict is free for modification if and when the governor so desires. The citizens of the province may contact the governor or any officer to make changes, amendments or other modifications or initiatives that will benefit the province.

The zealous people of Salvos have fought, bled and defeated the previous regime that once ruled the land and, with that, they have experienced a harm no canonist should ever endure: Heretical Tyranny. We have swore that no more shall the pious suffer and have their innate rights forcefully denied from them, and with that we have constituted this holy Republic.

As such, to guarantee the burning spirit of Republicanism, in which our dear Nation is grounded on, the once centralized (and tyrannical) power of government, who devised plans and acted on its own volition, disregarding the will and health of the people it ruled over, was overthrown and, in its place, the Republic was set.

May this Edict serve as the basis upon which this glorious Province be built, no more shall the monster of tyranny, corruption and favouritism reign over the free people of the Republic, may this piece of law fulfill its plan to shield the populace from the harm that is an authoritarian goverment.

Provincial Acts:

1°: As the first cornerstone of creating a particular identity, this Province shall be officially named, from this moment forth, as “The Canonist Province of Spiritus Sancti”.

2°: The religion of Canonism is declared the official religion of the Province, respected the Constitutional right of Free Expression of the Republic’s citizens.

3°: To attract residents and wealth into the Republic, all that seek to create and install enterprises are to be facilitated to do so in this pious Province.

4°: I hereby institute the “Heavenly Wool Company”, a provincial-owned enterprise that will serve as the manufacturer of wool to fulfill the Republic’s needs. All excess shall be sold to any and all canonists with a discounted price.

4°.1: The Governor shall be the administrator of said enterprise until one is appointed.

5°: Considering her good work as the Republic’s Federal Sheriff, Marrin Wyrmwood is to be appointed, with immediate effect, as the Province’s Sheriff.

6°: It is strictly forbidden to procreate, handle or interact with any kind of PIG, unless it is to get rid of it.

6°.1: The unclean’s beast carcass is to be burned, afterwards the citizen is to wash their hands with holy water.

7°: It is strictly forbidden the handling of SHEEP, given their holy status to the Church.

7°.1: Only Church-approved citizens are able to handle this holy animal.
