As it is the reverential duty of the Ivory Crown to serve the will of its people, recent affairs would bring to its eye most legitimate unease surrounding the advent of the Morifolk, colloquially known as Mori’Quessir or Moricuessir, upon our waking world. It is such that this legislation is put into motion in the interest of both mediating citizen upset while preserving the liberties of the Morifolk as sentient beings, recognized by law. 

ᴀʀᴛɪᴄʟᴇ ɪ. ᴅᴇꜰɪɴɪᴛɪᴏɴ ᴀɴᴅ ᴄʟᴀꜱꜱɪꜰɪᴄᴀᴛɪᴏɴ

Mori’Quessir

A sentient species of arachnid humanoids, recognized under Ivory Law as non-elven fae and are subject to the will of the Ivory Edict, be it protections or penalty.

ᴀʀᴛɪᴄʟᴇ ɪɪ. ᴛʀᴀᴠᴇʟ ʀᴇꜱᴛʀɪᴄᴛɪᴏɴꜱ

Effective immediately, all Morifolk are hereby subject to explicit travel restriction under the purview of Ivory Law within the city of Caras Siol. Exemptions are as follows:

ɪ.  ᴛʀᴀᴅᴇ ᴀɴᴅ ᴄᴏᴍᴍᴇʀᴄᴇ 

Morifolk may be granted passage to designated ports or local market districts for the express purpose of conducting trade deals, mercantile exchanges, or the transport of legitimate goods. This exemption is temporal in nature, lapsing upon the completion of business exchange.

ɪɪ. ɴᴏɴ-ᴄᴏᴍᴍᴇʀᴄɪᴀʟ ᴇɴᴛʀʏ

Morifolk not seeking passage for trade or commerce must be escorted by a denizen of Caras Siol. This mandate applies to diplomats, invited emissaries, scholars, or any whose purpose is personal or otherwise non-commercial. 

ɪɪɪ. ᴀᴜᴛʜᴏʀɪᴢᴇᴅ ᴏʀᴅᴇʀ

Morifolk may be granted or refused entry at the behest of the High Council or High Prince indiscriminately in countermand of the former provisions, be it for security concerns or other.

Provisions mandate caution of any and all large gatherings of Morifolk within the sovereign borders of Caurost, and officiates Morifolk as legal guests protected by the watchful eye of the law. Citizen vigilantism and harassment is subject to reprimand. 

This legislative measure acts as a compulsory directive implemented with the singular, overarching goal of absolute prevention of potential security breaches or any subversive activities that could compromise the safety of the Caurost citizenry, and is subject to change, contingent on the conduct of the Morifolk henceforth.

In accordance with the legal customs of our noble people, as outlined in Section IV. of Caurósian Codex of Law, when slight is bid upon a denizen of Cauróst, the aggrieved party retains their right to invoke the Right of Duel in order to settle their differences. 

Following a provocative altercation within the Dancing Nymph Tavern—during which remarks pertaining to the insult of heritage and cultural likeness were exchanged—the Mali’fenn of Cauróst have formally exercised this entitlement and initiated a lawful challenge against esteemed citizen and physician of Caras Siol, Sylvara. 

The Mali’fenn are permitted to send forth one challenger, who shall stand in the defense of the collective honor and dignity of their kith. Further terms of duel shall be summarily provided to each combatant, to take place before Caras Siol’s sylvan throne.

The motives of the Silver State have been laid unequivocally bare by recent hostilities. During a diplomatic assembly, blooded Caurósian royalty were revealed to have been accosted, graphically threatened, and berated by a vaunted Haelun’orian loyalist lacking provocation, in which it was spoken that ‘vengeance’ was one day sworn upon the Ivory Princedom.

Though it is in the interest of the state to quell such hostilities, the Ivory Crown deems it necessary to put into motion the following precautions in order to safeguard their people.

Banishment

While the Caurósian identity has been unjustly diminished and maligned by adherents of the High Elven ideology known as Maehr'sae Hiylun'ehya, it is the judgment of the Ivory Crown that such allegiance constitutes a direct affront to the dignity and sovereignty of their people. As such, banishment is hereby declared against all travellers who align themselves with, promote, or believe to be true the ideals of Maehr'sae Hiylun'ehya. 

Exemptions are granted only by decree of the High Prince himself, under whose discretion licenses of traversal may be issued, each to be inscribed by the Office of elHalerir and sealed beneath the hand of the High Prince. Further, petitions for such licenses demand a payment of ten mina, to be rendered upon application.

Travel Advisory

On account that the safety of the Caurosian identity cannot be promised, a formal travel advisory is hereby issued for the Silver City of Haelun’or. While travel is permitted, citizens are earnestly cautioned to exercise vigilance and discretion. Those who choose to pursue travel are advised to do so under trusted escort and to submit notice of their itinerary prior to their departure.

Those who would disregard the edict of banishment shall be met by justice as decreed.

First Transgression

To be peacefully escorted away from Caras Siol’s walls.
 

Second Transgression

Enforced labour within the mines for two Elven hours, and expulsion accompanied by monetary fines.
 

Third Transgression

Monetary fines, enforced labour within the mines for two Elven hours, ten lashes administered before witnesses, and final expulsion.

Should any persist beyond thrice, their folly shall summon a public tribunal, wherein charges of espionage and willful sowing of discord within the political body shall be weighed before the assembly. As for trespassers who lend succour against foes in times of raid, their punishment shall be confined to expulsion alone.

Magic, in its purest essence, is to be esteemed as both sanctified and perilous; a rare and formidable endowment granted unto few.

Let it be rendered into record that, though the interdictions of Cauróst concerning the practice of sorcery yet endure, there exists no proscription against the presence of those attuned to druidism or the void. Thus, both magi may, without transgression, dwell within the city’s walls, their mere being accounted to no violation of the law’s intent.

No citizen bound to the arts of either verdant or Voidal craft shall suffer the stain of prejudice; yet the exercise of such puissance shall be held beneath the steady gaze of oversight, that its splendour transgress not into peril, nor its purpose stray from rightful restraint.

Existing laws are located within their respective edicts and it is highly encouraged to review the Ivory Edict in full. Below are audits agreed upon by the High Prince and Halerir.

It was in the forty-fifth year past, amidst the grim conflagrations of the Southern War of Dominion upon the war-torn soils of Aevos, that Cauróst first drew breath – no mere city, but an edifice of pact and peril, conceived in fire and sealed in ambition. Galahad Ilumrin, once estranged from his Starlander kin, did traverse the serrated backs of the Amathine mountains where frost lingers, and descended into the parched breath of the Orcish Badlands. There, amid the ash and iron, he bent the knee in fraternity, brokering concord with the storied warlord Daahd’Lur – Rexkhan of Lurak.

In covenant forged beneath a dying sun, Galahad pledged his sworded host – the Ilumrin Company, those grim artisans of battle, clad in night-silver mail and bearing standards black. In recompense, Daahd’Lur did offer dominion over the verdant splendour of the Jungles of Beleth, whose emerald canopies drank in the sun’s gold and whose earth bore fruit in abundance.

Now allied, these unlikely titans pressed their will upon the blighted legions who dared claim sovereignty in sacrilege. The foe – madmen in thrall to chaos, defilers of the sacred soil – were cast down, their brutish altars razed, their miscreant rites consigned to oblivion. Where once stood barbarism, now rose the first stones of order, wet with blood and gleaming with promise. 

Absent the vital draught drawn from the veins of those wayward elves – the renegade brood known in disdain as the Vikelan curs, who, in their folly, renounced the Mandate of Malin – Elvendom itself would, in all likelihood, have remained in desolation, scattered like wind-worn petals across the margins of realms had it not been for the bravery of the Ilumrin Company.

ɢᴏᴠᴇʀɴᴀɴᴄᴇ

While Caurosian government has long maintained a stable framework, its late years have proven inefficient, leading to a slow stagnation in government operations and civic expectations. While dwelling on haughty titles and seats proves enticing to many, it is the duty of the Caurosian people to ensure they do not serve the crown, but that the crown serves them. As such, the Ivory Crown has deemed it necessary to refine the many imperfections of Eldwyn’s former governance in order to ensure this pledge is fulfilled. 

To see this pledge realized is to ensure that each burden finds its rightful bearer, and each offense sees its due process. Moreover, a new seat of dignitaries, titles, and government seats are introduced with this mandate, the titles of which shall be few, defined, and bestowed with merit. 

It is with great duty that this charge is set into motion hereafter and be violated nor overstepped by none, be it highborn lord nor common citizen. 

ᴍᴀɴᴅᴀᴛᴇ ᴏғ ᴍᴀʟɪɴ

A sacred consonance endures between the scions of Malin and their High Prince, a bond steeped in reverence older than ruin, wherein the Elves, ever mindful of their primogenitor’s legacy, incline their hearts toward the Crown with perennial devotion. 

With due reverence to the August King Himself, the Mandate of Malin extends beyond mere rulership, encompassing the sacred charge borne by the High Prince as Saneyir – Speaker for the Elves. As steward of Malin, the High Prince sits in vigil upon the throne, receiving the petitions of the kinfolk. Plainly so, his rule is of grave responsibility to safeguard the creeds of the Caurosian, until the long-awaited return of Malin.

The Ivory Crown

ᴍᴀʟᴀᴜʀɪʀ'ᴏɴɴ (High Prince)

The ruler of Caras Siol, respectively denoted the High Prince or High Princess, ascends not by bloodline alone but through the Mandate of Malin. They embody the realm’s highest virtues: the discipline of the vigilant, the radiance of the just, and the conscience of the moral. Together with the elMaheial, they govern as unique pillars of order, guiding the Princedom with stewardship, benevolence, and principle.

Royal station shall be bestowed upon none save those born of the High Prince’s line, whose veins bear Ilumrin blood.

ᴀᴅᴅʀᴇss

It is with respect and utmost deference that all individuals must address the High Prince, whose esteemed position commands courtesy and honor. Interactions shall reflect due regard for his authority and office.

This includes, but is not limited to:

❖ ᴀᴘᴘʀᴏᴘʀɪᴀᴛᴇ ᴠᴇʀʙᴀʟ ᴀᴅᴅʀᴇss

“[nae, lae, hae] Tahu’leh,” or “[Your, His, Her] Highness.”

Neglecting these diligently earned regards for the High Prince is viewed as a great offense. It is incumbent upon every citizen to uphold these principles, ensuring that he is treated in a manner commensurate with his elevated status and the profound responsibilities he shoulders.
 

ᴛʀᴀɴsɪᴛɪᴏɴ ᴏғ ᴘᴏᴡᴇʀ
Though elves boast near-eternal lifespans, the realm’s vigilance ensures that sovereignty is neither unchallenged nor immutable. Elections arise not only upon death but also through other exigencies:

❖ ᴠᴏʟᴜɴᴛᴀʀʏ ᴀʙᴅɪᴄᴀᴛɪᴏɴ

The High Prince may choose to relinquish the crown, and their successor shall be confirmed by the High Council. 

❖ ᴅᴇʀᴇʟɪᴄᴛɪᴏɴ ᴏғ ᴅᴜᴛʏ

Should the High Prince betray the realm through cruelty or corruption, the High Council, by supermajority, may declare them unworthy and depose them. Such rituals are not conducted lightly, nor frequently.

❖ ɪɴᴄᴀᴘᴀᴄɪᴛᴀᴛɪᴏɴ

In the event that illness, age, or death render the High Prince unfit, it prompts the council to convene and appoint a regent or heir to preserve harmony.

Solely the reigning High Prince retains the privilege of naming an heir, and by none but his fiat may one beyond his bloodline be taken into consideration for candidacy. Should he be unable to declare such an appointment, the burden then falls upon the Maheial, who must cast their gaze toward his progeny, seeking within that lineage one fit to assume regency – which shall be the eldest living child of the High Prince.

ᴍᴀʜᴇɪᴀʟ (High Council)

The High Council stands as a body of three to five august offices, each entrusted with the governance of the realm’s most vital and arcane domains. These custodians, though vested with great power, hold their stations only by the will of those they serve and the word of the High Prince. Bound to no designated duties or one realm of station, they operate as a collective and as needed in order to ensure the state's continued operations.

Should a Councilor falter in the discharge of sacred duty, prove tainted by crimes that rend the fabric of the state, or be laid low by infirmity – whether of body, mind, or the inexorable toll of advancing years – they may be summarily removed from office.
 

ɪʏᴀᴛʜɪʀ (Advisors)

While the duties of advisors are less demanding than the council or congress, their presence in government affairs is critical to its operation, primarily through acting as political consultants to the High Prince himself on matters of both internal and foreign affairs. Advisors are selected on account of their leadership ability or political experience, most of which often being retired war leaders or former statesmen. 

ʜᴇɪᴀʟɪɪ ɪᴛᴏ ʟʏᴇ (Congress of Commons)

The Congress is a diverse assembly that serves as a crucial link between the populace and the nation's governance, diligently representing the multifaceted interests of both the people and the state. Its responsibilities extend to providing counsel on the daily operations of government, initiating proposals for new legislation, and acting as a vital conduit for public opinion. 

While its legislative authority may be circumscribed, this limitation is effectively counterbalanced by the considerable influence it wields through the power of public mandate, ensuring that the voice of the citizenry is heard and considered in the halls of power.

ᴛʜᴇ ᴛʀɪᴜᴍᴠɪʀs ᴍᴀɴᴅᴀᴛᴇ

They are charged with mirroring the essence of the city – embodying wisdom, justice, and stewardship – and to guard against the ascendance of any single virtue above others, thus maintaining an intricate and enduring equilibrium. They safeguard both the individuals and the populace of Caras Siol, for no realm can exist without its people and their ruler.

D E C R E E    O F    T A N E M

Issued by the Ivory Crown and Grace of the High Prince,

13th of the Amber Cold, 229 S.A.

It is the desire of His Highness, Prince Galahad, acting on the basis of our revered duty to see to the permanent safety and security of the Starlands, to administer the recent acquisitions, brought to him after the shared triumph of the Holy League, in a manner befitting the recent insecurity of that place, being a personal property of the Prince of Cauróst. In view of the complete abolition of the state of Celian’or and the legal status of Celian, to never again be adopted by the ruling power of the region, the former lands encompassed therein will be organized into a single administrative unit. This domain, defined as the Palatinate of Tanem or simply the Palatinate in shorthand, shall be established from the time of the proclamation of this decree, the terms of such settlement defined therein with this very resolution.

As such, We do resolve...

PROVISION I: On the Palatinate, sovereignty and nationality

1. That the Palatinate is comprised of the Starlands, that region once-held by the House Ibarellan, save those lands ceded to Norland and Urguan.
2. That the Palatinate be defined as a reservation for the refugee elves of the Starlands under the personal protection of the Prince of Cauróst, to be administered by an appointed representative in the region.
3. That the Palatinate be established as the sovereign territory of the Princedom of Cauróst with the status of a reservation, with specific details of governance established in further provisions of this document.
4. That the residents in the Palatinate be considered Caurósian subjects, or in the shorthand Caurósians, for all legal intents and purposes, and as such they are to be considered loyal countrymen of Cauróst, who are hostile to all her enemies. 

PROVISION II: On jurisdiction, privileges and terms of settlement

1. That the Palatinate be outside of the normal jurisdiction of the Princedom of Cauróst for the purposes of courts of judicature, civil government and ecclesiastical parishes, as a personal reservation of property set aside by His Highness.
2. That the Palatinate be permitted to legislate its own laws in respect to its devolved powers, so long as said laws are compatible with the laws of Cauróst and the terms of this decree, and that in the case of any contradictions between such legislation and this decree, this document shall take precedence.
3. That the Palatinate’s jurisdiction over criminal and civil offenses extend only to those offenses committed within its territory. 
4. That the Palatinate’s residents, in the event that they were to commit criminal or civil offenses outside of the Palatinate, be subject to the normal jurisdiction of Cauróst.
5. That the Palatinate be permitted to maintain its own policing force as it deems fit, outside of the command of the Praven’tir, insofar as any combatants of said policing force may be levied by the Prince of Cauróst in defense of Cauróst and for other uses against her enemies.
6. That the Palatinate be home only to elves with the exception of those non-elves granted explicit permission to be resident there by its government.

PROVISION III: On the government of the Palatinate

1. That the Palatinate’s executive personage in question is entitled the Palatine of Tanem, who shall serve as the territory’s head of government, judicial authority and the general representative of its residents, discharging their duties as a loyal subject of His Highness.

PROVISION IV: On devolved and reserved powers

1. That the Palatinate’s devolved powers, on which their government may enact legislation or otherwise act on within the bounds of their physical jurisdiction, consist of:

• Agriculture and construction. 
• Courts and judicature, including law enforcement.
• Education.
• Health.

2. That Cauróst’s reserved powers, on which the Palatinate’s government may not enact legislation involving or contradictory to, consist of: 

• Foreign affairs as well as terrorism both domestic and external.
• Trade (exports, imports and tariffs). 

PROVISION V: On the interpretation of this document

1. That in the case of any provision of this document’s wording being ambiguous or otherwise requiring interpretation, in the case of a dispute, it shall be subject to arbitration by the High Prince of Cauróst.

The Ivory Edict is the acting book of law of the Princedom of Caurost, of which it’s categorized into four major articles: Common, Criminal, Judicial, and Legislative Processes. Common law encompasses common rights, citizen conduct, obligation, and commercial policy. Criminal law addresses violations that put the security, wellbeing, and harmony of the Princedom and her denizens at peril, be it of the person, property, crown, morality, or state. Judicial law regards legal proceedings, stipulations, the roles of authority, and the insurance of an impartial system. 

Punishments of minor and moderate offenses may be freely enforced by members of the esteemed military, major offenses by the Annilir or their second in-command, while capital offenses are enforced only by the High Prince. In the absence of authority, it is the duty of the people to report law violations and criminal activity in order to maintain the security, harmony, and tranquility of the beloved Princedom. In extreme cases, such as immediate threats or life-threatening encounters, citizens are obliged to raise arms in defense of their homeland and shall be exempt from charges of vigilantism. If the crown or authority of lesser order are accused of mistreatment or illegal activity, citizens are within their right to express their grievances to the High Prince through private means, or through the request of an Eldertide summit. In times of distress, the High Prince may call martial law, in which all civil rights and laws are suspended and powers typically maintained by judicial proceedings are replaced with military authorities.

THE ORDER CLAUSE

Any conduct which may be considered detrimental to public unity, morality, harmony, wellbeing, or strength, or which debases the honor and dignity of Elvendom, will be subject to discipline and reprisal from the state. Penalties are at the discretion of relevant authority.
 

RIGHTS OF THE PEOPLE

1.)  The Right to Legal Protection 

All citizens are guaranteed the right to protection and safeguarding under the law.

2.) The Right to Equal Opportunity

 All citizens are guaranteed the right to equal opportunity under the law, regardless of class, age, or vocation.

3.)  The Right to Due Process

All citizens are guaranteed the right to a fair trial before a tribunal when accused of a crime.

4.) The Right to Petition

All citizens are guaranteed the right to express grievances or conflictions to the Crown or appointed authority.

5.) The Right to Service

All citizens are guaranteed the right to pursue repositories of knowledge and education through either public or private institutions.

COMMON LAW

Section I. Laws of the Commoner

1.) All citizens of Cauróst who are not members of the Vanguard are automatically enrolled in the Caurósi Militia and are required to carry weapons on their person, by the Law of Myumier. The only exception is users of Kani.

1a.) The Law of Myumier dictates that it is the duty of the people that they are capable of defending the needy, suppressed ones, and to defend the righteousness and freedom of expression of their people, in defense against the enemies of the Princedom - both in body and in mind. It is for this reason that all Citizens of Cauróst are required to bear arms at all times.

1b.) The Caurósi Militia are considered members of the populace who are not members of the Vanguard, but are expected to defend Cauróst in times of distress.

2.) Association with enemies of the State will result in banishment until one’s trial.

2a.) This includes, but is not limited to: political enemies, Ibleesians, and traitors.

3.)  All citizens are obliged to aid fellow citizens whose lives are threatened or endangered. Failure to do so is considered an act of weakness, subject to reprimand.

4.)  All citizens may summarily conduct a citizen's arrest upon bandits, traitors, exiles, and other immediate dangers to Elvendom. 

4a.) This is only lawful when there exists insurmountable evidence that this individual is classified as such— namely, and only, when an official missive has been released by the Council regarding such.

Section II. Laws of Citizenship

1.) To be considered a citizen of the Princedom, one must be of pure Elven descent and own residential property. Non-elven citizens are strictly forbidden.

1a.) Citizenship is defined as individuals in ownership of taxable residency within Caurost.

1b.) Citizens found to be in violation of this law through the harboring of non-elven descendants, or deceiving the Crown through body modifications, are subject to reprimand as outlined under Criminal Law.

2.) Those in ownership of property within Cauróst will be subject to yearly tax in order to fund improvements and endeavors of the State.

2a.) Citizenship may only be revoked in violation of the law, failure to pay yearly taxes, or the abandonment of one's residency.  

3.) Only citizens may own residential or commercial property. Small commercial property, such as market stalls, may be rented by non-citizens.

4.) Denial of one’s citizenship or Elven heritage will result in the revocation of citizenship and/or a designation as an enemy of the State.

5.) All half-breeds born within Caroust are to be designated as non-citizen wards of the State and placed under its protection until the age of eighteen.

Section III. Laws of the Crown

1.) The High Prince is a democratically elected member of an established royal bloodline. If they wish to resign or are otherwise incapacitated without having chosen an heir, another must be elected in their place.

1a.) Currently recognized royal bloodlines are the Ilumrin House. 

3.) The High Council is appointed by the High Prince and may be relieved of their position if they are found ineffective.

4.) The High Prince and High Council maintain the authority to enforce or alter this codex at any time.

5.) The High Prince possesses complete legal immunity.

Section IV. Laws of the Duel

1.) Duels are state sanctioned combat between two members of Cauróst who have agreed to settle their differences through a trial of arms.

2.) The terms of a duel must be negotiated between the parties. If no compromise can be reached, it will default to a duel of the yield, fought with blades of equal length and material.

3.) Prior to the duel, the Halerir and High Prince must be notified of its occurrence and the demands of satisfaction of both parties. 

3a.) The Halerir and High Prince may forbid any duel from occurring.

3b.) Duels to the death may only be authorized by the High Prince, and are otherwise forbidden.

4.) Citizens may not challenge non-citizens to a duel, nor may citizens be challenged by non-citizens.

5.) Citizens who engage in excessive, unreasonable dueling may have their citizenship revoked.

CRIMINAL LAW

Section I. Crimes against the Person

1.)  Murder

The deliberate and unlawful taking of one’s life through malice. 

1st Degree: Murder with premeditated malice aforethought. A capital offense.

2nd Degree: Murder in the absence of premeditated malice, but with extreme recklessness. A felony.

Manslaughter: Murder due to sudden emotional distress, or gross negligence. A felony.

2.) Torture

The intentional and extreme infliction of pain upon another, either with the intent of malice, to punish, coerce, or extract information.

1st Degree: Torture that results in significant, lasting injury. A capital offense.

2nd Degree: Torture that results in moderate injury that does not last. A felony.

3.)  Assault

The deliberate infliction of injury upon another, either through malice or negligence.

1st Degree: Assault that results in the consequence of lasting, debilitating injury upon another. A felony.

2nd Degree: Assault that results in the consequence of lasting, but not debilitating injury. A misdemeanor.

4.) Battery

The unlawful and intentional utilisation of force against another person, resulting in harmful or offensive physical contact.

1st Degree: Battery causing severe bodily harm or involving the use of a deadly weapon. A felony.

2nd Degree: Battery causing moderate injury but not resulting in permanent harm. A misdemeanour.

5.) Kidnapping

The unlawful seizure, transportation or detention of a person against their will through force, threats or deception.

1st Degree: Kidnapping with intent to harm, ransom or detain for an extended period. A capital offense.

2nd Degree: Kidnapping without intent of harm, such as unlawful restraint for a brief period. A felony.

6.)  Harassment

Unwanted and repeated behaviour intended to threaten, intimidate or distress another person. 

1st Degree: Harassment involving threats of violence, stalking or persistent intimidation. A misdemeanour.

2nd Degree: Harassment involving offensive, but non-threatening conduct, such as repeat unwanted communication. An Infraction.

7.) Endangerment

The reckless or intentional act of placing another person at significant risk of harm or death.

1st Degree: Endangerment involving extreme recklessness, such as reckless actions that nearly cause death or severe injury. A felony.

2nd Degree: Endangerment involving negligence but without severe harm, such as failing to secure a hazardous area. A misdemeanour.

7.) Vigilantism

The enforcement of law and criminal penalties in the absence of authority.

1st Degree: Vigilantism that results in the wrongful mistreatment of the accused that results in grievous mistreatment or harm. A felony.

2nd Degree: Vigilantism that results in the wrongful mistreatment of the accused that results in minor or moderate mistreatment or harm. A misdemeanor.

Section II. Crimes against the Property

1.)  Theft

The unlawful seizure of another person’s property in the absence of consent. 

1st Degree: The theft of property deemed to be of moderate or significant value. A misdemeanor.

2nd Degree: The theft of property deemed to be of low value. An infraction.

2.) Burglary

The unlawful entry into a structure, dwelling or property with the intent to commit a crime.

1st Degree: Burglary into any form of Crown-purposed establishment or governmental office, including the Vault. A capital offense. 

2nd Degree: Burglary involving violence, use of force, or entry into an occupied dwelling. A felony.

3rd Degree: Burglary without violence, such as breaking into an unoccupied building. A misdemeanour. 

3.)  Vandalism

The willful destruction, defacement or damage of property belonging to another.

1st Degree: Vandalism causing severe damage, or involving significant public property. A felony.

2nd Degree: Vandalism causing moderate damage, such as graffiti or minor destruction. A misdemeanour.

3rd Degree: Vandalism causing minor damage, such as scratching surfaces or littering. An infraction.

4.) Trespassing

The unlawful entry onto or remaining on another’s property without permission.

1st Degree: Trespassing with intent to commit a crime, or involving defiance of explicit warnings. A misdemeanour.

2nd Degree: Trespassing without criminal intent, such as unknowingly entering restricted areas. An infraction.

5.) Smuggling

The illegal transportation of goods, substances or persons in violation of laws. 

1st Degree: Smuggling involving weapons, dangerous contraband, or trafficking. A capital offense.

2nd Degree: Smuggling involving restricted or illegal goods without dangerous intent. A felony.

6.) Arson

The intentional setting of fire to property, structures, or land.

1st Degree: Arson involving occupied buildings, causing severe destruction or loss of life. A capital offense.

2nd Degree: Arson involving unoccupied buildings or land, without loss of life. A felony.

7.) Harboring

The protection or housing of criminals, fugitives, or non-elven individuals, either with the intent to protect or room.

1st Degree: The act of knowingly housing criminals or fugitives with the intent of eluding law enforcement. A felony.

2nd Degree: The act of knowingly housing non-elven individuals with the intent of eluding law enforcement. A misdemeanor.

Section III. Crimes against the Crown

1.)  Treason

The act of betrayal of the state, through attempting to aid political enemies or overthrowing the government. A capital offense.

2.) Regicide

The deliberate and unlawful killing of a reigning High Prince, or any member of the High Council or Royal Advisors.

1st Degree: The premeditated and intentional assassination of the High Prince, a member of the High Council or a Royal Advisor. A capital offense.

2nd Degree: The unintentional but reckless killing of the monarch, such as through gross negligence. A capital offense.

3.)  Rebellion

The organised resistance against or uprising to overthrow the ruling authority, the Ivory Crown, of the Princedom.

1st Degree: Leading or organising an armed rebellion against the state. A capital offense.

2nd Degree: Participating in an armed rebellion without a leadership role. A felony.

3rd Degree: Supporting rebellion through non-violent means, such as funding or aiding rebels. A misdemeanour.

4.) Deceit

The act of deliberately misleading others for personal or financial gain.

1st Degree: Large-scale fraud, forgery or deception that causes severe harm to individuals or the state. A felony.

2nd Degree: Moderate fraud or deceit, such as falsifying minor records or small-scale scams. A misdemeanour.

3rd Degree: Petty deceit, such as minor lies for personal benefit. An infraction.

5.) Sedition

The act of inciting rebellion, disorder or discontent against the Ivory Crown without direct violence.

1st Degree: Publicly calling for the violent overthrow of the Ivory Crown, or inciting mass unrest. A felony.

2nd Degree: Disseminating anti-Crown propaganda or spreading seditious ideas. A misdemeanour.

6.)  Espionage

The act of secretly gathering, transmitting, or selling classified information to a foreign power or enemy.

1st Degree: Espionage involving national security threats, wartime intelligence, or treason. A capital offense.

2nd Degree: Espionage involving economic, trade or minor political intelligence. A felony.

7.) Conspiracy

The act of secretly planning or agreeing to commit an unlawful act, whether or not it is carried out.

1st Degree: Conspiracy to commit treason, regicide, rebellion or espionage. A capital offense.

2nd Degree: Conspiracy to commit a felony, such as murder or large-scale fraud. A felony.

3rd Degree: Conspiracy to commit a misdemeanour, such as smuggling or bribery. A misdemeanour.

Section IV. Crimes against Morality

1.)  Proselytism

The attempt to convert or indoctrinate others to a faith, belief, or practice through unwanted manipulation, coercion, or harassment. A misdemeanor.

2.) Slavery

The unlawful sale, ownership, trade, or coercion of a living person into servitude against their will, in order to revoke their autonomy. A felony.

2a.) Beings deemed “less than people” are exempt from this law.

3.)  Interspecial Relations

The engagement of relations between a being of another species than oneself, or sires children of mixed-species heritage. A misdemeanor.

3a.) Children born of these relations are protected by the state until the age of eighteen, at which point they are revoked of their citizenship.

4.) Mutilation

The act of willful bodily mutilation for reasons that are not cultural or religious. A misdemeanor.

5.) Child Abuse

The act of physical, emotional, or psychological abuse towards a child.

1st Degree: Abuse that results in the physical abuse of a child, be it through magical or mundane means. A felony.

2nd Degree: Abuse that results in the emotional or psychological distress of a child. A misdemeanor.

6.) Desecration

The mutilation, unlawful seizure, or tampering with the deceased. A felony.

Section V. The Arcane & Supernatural

1.)  The Occult

The practice or harboring of magic or dark creatures that draw upon corrupt, dark, or Ibleesian origins. A capital offense.

2.) Unauthorized Casting

The casting of Voidal magic, whether passive or combative, outside of life threatening situations or in the absence of authority.

1st Degree: The combative casting of voidal magic in situations deemed non-life threatening, unless for spar. A misdemeanor.

2nd Degree: The passive, harmless utilization of voidal magic. An infraction.

3.)  Cursed Children

Cursed children are considered less than people, thus subject to scrutiny for signs of blackcraft meddling.

4.) Mori'quessir

Mori'quessir are prohibited from city travel unless with citizen escort, or for commercial trade or business. Recognized as Fae.

5.) Constructs

Man-made, magical constructs are considered less than people, thus criminal penalties are deferred to their creator.

6.) Arcane Proliferation

The attempt to spread magic throughout the populace in excess.

1st Degree: The deliberate, large-scale proliferation of magic with the attempt to incite rebellion, corruption, or form unlawful organizations. A felony.

2nd Degree: The deliberate, large-scale proliferation of magic without malicious intent but without proper authorization. An infraction.

7.)  Enchantment Distribution

The illegal selling of magical enchantments or magically-influenced objects in the absence of a permit.

1st Degree: The creation and widespread distribution of enchantments designed for combative purposes. A misdemeanor.

2nd Degree: The creation and widespread distribution of enchantments designed for non-combative purposes. An infraction.

8.) Certain practitioners of various supernatural arts exist that are exempt from magical law, though only in the utilization of their specific masteries, those being the following:

JUDICIAL LAW

Section I. Legal Proceedings

1.)  Tribunes

Only the High Prince and Halerir are qualified to act as a sitting judge for a proceeding trial. As the rite of responsibility, the Halerir typically serves, though in more severe cases the two may act together.

2.) Representatives

The accused maintains the right to elect another to represent them before the tribune. The sitting judge may reject the proposed individual if they are deemed incapable of impartiality, at which point the accused may elect another.

3.)  Witnesses

Individuals recognized under the law may be called forth at the discretion of the sitting judge. A witness’ words may be omitted if they are deemed to have been committed under perjury, or at the discretion of the sitting judge.

4.) Pardons

An individual may be pardoned at the discretion of the reigning exarch or sovereign. This requires a publicly available document denoting such, to be made aware unto the denizens of the Princedom.

5.) Repeated Offenses

An individual in repeated violation of the law may be subject to greater penalty than what would be otherwise. This is at the discretion of the sitting judge.

Section II. Legal Defense

1.)  Duress

The act was committed due to distress, threats of harm, or coercion.

2.) Supernatural Compulsion

The act was committed under the influence of magical presence, or the presence of a greater, overarching being.

3.)  Self Defense

The act was committed to protect oneself or others from immediate harm.

4.) Lack of Intent

The act was committed without criminal intent or understanding.

5.) Entrapment

The act was committed under the order of a figure of authority.

6.)  Necessity

The act was committed to prevent a greater harm or threat.

7.) Protection of Kinship

The act was committed to protect the dignity or honor of another.

Section III. Criminal Penalties

Infraction

A minor crime, which warrants a monetary fine of up to 50 minas or a warning.

Misdemeanor

A moderate crime, which warrants a monetary fine of up to 300 minas, labor/community service, public humiliation, or minor dismemberment.

Felony

A severe crime, which warrants banishment/exile, branding, public flogging,  mock execution, or severe dismemberment.

Capital Offense

A heinous crime, which warrants execution or lifetime banishment.

Section IV. Magical Malfeasance

Magical Escalation

The involvement of magic to violate criminal or civil law shall result in the elevation of the criminal penalty by one tier. A crime that is otherwise an infraction becomes a misdemeanor, a misdemeanor becomes a felony, a felony will become a capital offense.

Section I. The Ivory Crown

High Prince

The High Prince or Princess is elected by their people to embody the ideals and virtues that define Cauróst itself: those of the austereness of the unyielding warrior, the honorable man, the ethical man. As the guardian of the realm, they balance justice, compassion, and resolve in twain, working alongside the High Council and Annilir to defend and uplift the will of the Princedom. 

Succession and Deposition

Although Cauróst’s ambitious and proactive culture makes the death of the High Prince or Princess a credible possibility, elves are equally blessed with near-eternal lives outside such. Thus, there are other conditions by which the reigning monarch is considered unfit or a monarchical election is otherwise deemed appropriate. 

❖ The High Prince has decided to abdicate from the throne.

❖ The High Prince has committed crimes against Cauróst’s citizens deemed inexcusable by the High Council, in which case a supermajority vote is required. 

❖ The High Prince is indisposed either from illness, injury, or age.

Upon the death, abdication, or deposition of the High Prince, his chosen heir shall ascend to the throne. If no heir has been chosen, the council may convene to elect one in his stead.

It is with respect and utmost deference that all individuals must address the High Prince, whose esteemed position commands courtesy and honor. Interactions shall reflect due regard for his authority and office.

This includes, but is not limited to:

Neglecting these diligently earned regards for the High Prince is viewed as a great offense. It is incumbent upon every citizen to uphold these principles, ensuring that he is treated in a manner commensurate with his elevated status and the profound responsibilities he shoulders.
 

High Council 

Second to the High Prince is the High Council, composed of five general seats that oversee the various critical fields of the state’s operation. They are appointed and ejected from their positions at will, such as if the council member is lackluster in fulfilling their duties, they have committed crimes against the state, or are indisposed from illness, injury, or age.

Royal Advisor

Royal Advisors provides counsel to the crown, offering guidance on local and foreign affairs and disputes. While they hold no direct authority, they assist in the leveled decision making and rational endeavors of the Ivory Crown.

The Congress of Commons is a diverse assembly that serves as a crucial link between the populace and the nation's governance, diligently representing the multifaceted interests of both the people and the state. Its responsibilities extend to providing counsel on the daily operations of government, initiating proposals for new legislation, and acting as a vital conduit for public opinion. 

While its legislative authority may be circumscribed, this limitation is effectively counterbalanced by the considerable influence it wields through the power of public mandate, ensuring that the voice of the citizenry is heard and considered in the halls of power.

LEGISLATIVE PROCESSES

It is the rulers of Cauróst that are the greatest servants to their own people. In their pursuit of this exalted service and purpose, they are the open ears to the cries of their peoples, no matter the time, no matter the place.

Section I. Citizen & Crown Dialogue

In order to ensure the wellbeing and collaboration of the citizenship and rulers of Caurost, citizens may issue statements advocating for change, concerns, or proposing amendments to the Ivory Crown. These submissions may be made through one of the following methods:

I. Public Statement Submission

Citizens may draft formal letters available to the Ivory Crown and populace, including a clear explanation of their concern or proposal, as well as an outline of potential solutions. Statements must include supporting arguments or evidence.

II. In-person Audience

Citizens may request an audience with the High Council to present their statements directly. During the audience, citizens will have the opportunity to articulate their proposals, respond to council inquiries, and engage in a dialogue regarding their suggestions.

Section II. The Eldertide

In times of distress, warfare, or significant events, the Ivory Crown may call for an Eldertide. This summons serves as a platform for the citizens of Caurost and its esteemed allies to convey information and engage in open dialogue. During this assembly, the High Prince, the High Council, and the populace will have the opportunity to make remarks, pose inquiries, or present statements pertinent to the Princedom.

With the gradual incline of population in our state, the Princedom has deemed it necessary to set public expectations regarding our housing to not only aid in streamlining the stewardry process and consistency among rulership, but inform the citizens of their prerogatives and rights. Please familiarize yourself with the following. All policies subject to change as needed, and may be negotiated with the local stewardship on a per-case basis. 

Article I. Overview

I. Only those of pure elven descent may be granted citizenship.

a. Attempting to bypass this regulation through means of deception, or harboring non-elves in one’s home is subject to reprimand from the state as outlined in the Codex of Law. 

II. Ignorance for the laws and policies of the Princedom is no excuse for negligence of dues. 

III. Housing may only be owned by Caurosian citizens. 

IV. Taxes are collected at the end of every two elven years (every two weeks), mina rates listed below.

Article II. Home Ownership

I. Basements are permitted, but only to one level and they cannot exceed the footprint of the house itself. 

a. Citizens found to be in violation of this regulation through expansive basements, illegal housing modifications, or attachments are subject to reprimand from the state.

II. Housing interiors may be combined/renovated for an additional fee of 10 minas yearly.

III. Minor exterior alterations are permitted.

Article III. Eviction

I. Sustained periods of inactivity, as decided per-case by the Council. If a citizen expects to go on hiatus or extended leave, they are asked to inform the State in advance. 

II. Failure to pay taxes. While there is a grace period of (2) Elven years, on the third year; the property will be evicted and all belongings left behind shall be returned. 

III. Banishment or otherwise any revocation of Citizenship. On a per-case basis as decided upon by the Council, as needed.
