Let it be known that the Big Hat Society, formally recognized by Ducal writ as the Arcane Order of the Duchy of Asturias, is established to promote, regulate, and safeguard the study and use of the magical arts within the bounds of the Duchy. All members, known as Capeleiros, shall bear the responsibility of using their talents for the good of Asturias, under Ducal authority.

ARTICLE I: PURPOSE AND MANDATE

The Society shall exist to advance the arcane sciences and magical theory, and serve the Duchy through magical counsel, defense, and innovation. The Society will contain and root out magical threats, including rogue practitioners and forbidden arts, as well as educate and accredit new practitioners.

ARTICLE II: SOCIETAL STRUCTURE

The Society shall be led by the Archmage, appointed by the Duke or elected by unanimous vote of senior members. As of the writing of this Charter, the magi May shall be appointed as Archmage of the Society.

The Society shall recognize the guidance of the Archmage, who serves as its chief coordinator and representative. The Archmage shall have the authority to establish ranks or roles as they deem necessary for the function of the guild. While formal titles may be instituted, the structure shall remain flexible and subject to the revision of the Archmage’s discretion.

ARTICLE III: DUTIES AND RESPONSIBILITIES

Members shall be entitled to access the Arcane Archives and laboratories of the society, legal protection under Ducal law, so long as their practice is within bounds, and the right to wear the symbols and decorations of their rank and office.

Members are required to register all experimental spells and discoveries and abstain from banned magical practices (e.g., necromancy, demonology). Members must present themselves for inspection or inquiry by Ducal or ecclesiastical officials if summoned, and render magical aid in service of the Duke.

The Big Hat Society will maintain the Bibliotheca Arcanum. Members of the Society will be tasked with curating, preserving, and expanding its holdings. They will ensure access to texts, assist in research, and oversee the cataloging of new works. The Society may also recommend restrictions on texts deemed dangerous, heretical, or unsuitable for public access, pending Ducal approval. 

TITLE IV: MAGICAL REGULATION

The Society shall maintain an internal tribunal to investigate and judge infractions.

The following shall constitute punishable offenses:

1. Use of forbidden magic.
2. Reckless or destructive spellcasting.
3. Endangering the public with unapproved enchantments.
4. Concealing magical corruption or artifacts.

Penalties may include censure, demotion, banishment, or turning over to Ducal justice.

Let it be known that the Duchy of Asturias, founded upon the ideals of honor, duty, and divine right, shall be governed by the laws and customs of the Empire of Man and those herein enshrined. This Codex Legalis shall henceforth serve as the legal authority throughout the lands of Asturias, binding noble and commoner alike under the rule of law.

TITLE I: ON DUCAL AUTHORITY

Section I: Sovereignty

1. The Infante of Asturias is the highest temporal authority within the Duchy, subordinate only to His Imperial Majesty.
2. All land, title, and jurisdiction within the Duchy are held in fief from the Infante.
3. The Infante reserves the right to amend this Codex, create law by decree, and override precedent when necessity demands.

Section II: Ducal Privileges

1. The Infante may:
   1. Grant or revoke noble titles and lands.
   2. Appoint officers of law, war, and administration.
   3. Issue pardons and commute sentences.
   4. Levy taxes, duties, and musters.

TITLE II: ON NOBILITY AND PEERAGE

Section I: Rights and Duties of Nobility

1. Nobles shall be required to swear an oath of fealty to the Infante upon ascension of their fiefs.
2. Nobles owe the Infante military service, tribute, and loyalty.
3. Nobles may not wage private war within the Duchy without Ducal sanction.
4. Nobles have the right to rule their lands, levy taxes, hold courts, and maintain banners.

Section II: Noble Succession

1. Titles shall pass according to lineal primogeniture, unless specified otherwise in a Ducal charter.
2. Disputed inheritances shall be resolved in Ducal court.

Section III: Minor Nobility and Knights

1. Knights are armigerous persons granted landless or petty fiefs for martial service.
2. They are expected to uphold chivalric virtues, protect the peasantry, and respond to military summons.

TITLE III: ON COMMON SUBJECTS

Section I: Rights of Commonfolk

1. All subjects of the Duchy are protected by this Codex, regardless of birth.
2. Commoners have the right to petition the Ducal Court
3. All men may own property, work trades, and freely marry, save where feudal obligations restrict.

Section II: Obligations

1. Commoners owe:
   1. Labor or military service, as demanded by their lord.
   2. Annual tax or levy issued by Ducal or manorial decree.

TITLE IV: ON THE COURT AND JUSTICE

Section I: Due Process

1. All accused persons have the right to:
   1. Know their charges.
   2. Be heard before a magistrate.
   3. Present witness and evidence.

Section II: Punishments

1. Crimes shall be punished thus:
   1. Theft - Fines, restitution, or labor.
   2. Assault - Imprisonment or fine.
   3. Murder - Execution or exile.
   4. Treason - Death, confiscation of estate, and dishonor.
   5. Heresy - Trial by Inquisition possible execution.

Section III: Trial by Combat

1. Nobles may demand trial by combat for honor-related disputes with consent of the Infante.
2. Champions may be appointed only when a party is unable to stand for themselves.

TITLE V: ON RELIGION AND THE HOLY CHURCH

Section I: Recognition of the Faith

1. The TRUE FAITH shall be the only recognized religion of Asturias.
2. Blasphemy, apostasy, or heresy is forbidden and punishable.

Section II: Rights of the Clergy

1. Clergy may not be taxed, conscripted, or tried in secular courts without Ducal consent.
2. Clergy may hold land and administer their estates under Ducal oversight.
3. Church lands are inviolable and holy.

Section II: Rights of the Clergy

1. The Bishopric of Asturias shall oversee doctrine, church law, and faith.
2. An Inquisition may be formed to investigate spiritual crimes with Ducal writ.

TITLE VI: ON TRADE, GUILDS, AND COINAGE

Section I: Guilds

1. All trades must be registered under a guild, sanctioned by Ducal charter.
2. Guilds shall regulate training, prices, and professional standards.
3. Illegal guilds are subject to dissolution and seizure of assets.

Section II: Markets and Taxes

1. Markets must be licensed by the Infante or his officers.
2. Stallholders and merchants owe a market tax and tolls.
3. Smuggling and tax evasion are criminal acts.

TITLE VII: ON WARFARE AND LEVY

Section I: Composition of the Host

1. The Ducal Host consists of:
   1. A Garda Ducal (The Ducal Guard)
   2. A Orde de San Godeáno (The Order of San Godeáno)
   3. Feudal levies of lords.
   4. Conscripted auxiliaries.

Section II: Military Service

1. All lords must provide men-at-arms upon summons.
2. Commoners may be levied into militias during time of war

Section III: Conduct of War

1. Soldiers may not pillage, commit wanton violence, or muder without cause.
2. Prisoners of war shall be treated with honor, unless deemed heretics or brigands.

TITLE VIII: ON MARITIME LAW

Section I: Maritime Conduct

1. Ships flying the Asturian banner must be registered with the Admiralty
2. Piracy is punishable by death.
3. Letters of Marque may be issued to privateers during wartime.

Section II: Foreign Trade and Embargo

1. Trade with hostile states is prohibited.
2. Contraband may be seized by Ducal patrols.

TITLE IX: ON MAGIC AND THE ARCANE

Section I: Regulation of Magic

1. All practitioners of magic must register with the Magical Commission.
2. Necromancy, blood magic, and witchcraft are outlawed.

Section II: Enchanters and Alchemists

1. Licensed enchanters may sell goods under Guild supervision.
2. Alchemical substances must be labeled and approved for use.

Section III: Magical Offenses

1. Unauthorized magical acts causing harm shall be tried as assault.
2. Magical corruption is subject to purging or exile.

TITLE X: ON PUBLIC MORALS AND FESTIVITIES

Section I: Public Decency

1. Lewd acts, drunkenness, and blasphemy in public are misdemeanors.
2. Any references to indecent or immoral public conduct shall be governed strictly by Ducal ordinance and subject to prohibition or punishment as the Infante sees fit.

Section II: Feasts and Festivals

1. Feast days of the Church shall be honored.
2. Public games and tournaments must be licensed by the Infante.
3. Gambling is forbidden outside of licensed establishments.
