Steadfast is he, the Prince of Ivory, Galahad Ilumrin of the Holy Protectorate of Malin. That in these days of war, do the children of Malin acknowledge the wisdom of their service to the Emperor. Thus, it is for this keen devotion that the Crown accedes to their attaining of Illivira, now formerly vassal to the Province of Iryalen. That the Crown bids the High Prince Galahad to oversee and maintain this land in sagacious rule, and thereafter affirms responsibility for its affairs.

✠ I: ON THE MATTER OF ILLIVIRA

In consequence, the Crown charges Galahad Ilumrin to present the treaty of unification between the Protectorate of Malin and Illivira. That in the integration of this vassal: the High Prince Galahad attains responsibility and stewardship of its lands, and likewise does Illivira attain the responsibilities wherefore assigned to the treaties of the Holy Protectorate of Malin. 

Whereas the Crown is informed this is a willing and deliberate concession by both the Province of Iryalen and the vassal of Illivira, a peaceful and graceful transition is expected between the two provinces in the making of their treatise. That any issues and objections which may arise between them must be settled in the purview of an Imperial Delegation, so as to ensure the Emperor’s peace.

It was beneath the august rays of the Lord that the Empire was born. The Vuillers chose to gaze upon mere shadows. But a sole scion of theirs cast himself unto the Holy Flame within which the Imperium was forged. For this, he was disowned. Indeed, never in the decades since has the House Vuiller found it prudent to follow in that first man’s pace. Rather, they had absconded from the lands of the faithful, and devoted themselves unto heathen despots. Know thus that it is not by willful enlightenment that they have chosen repentance, but by one enforced upon them. The Chancellery is glad that they have gathered sufficient wisdom amongst their ranks to submit. We pray that they shall not lapse into their old habits.

THUS,

The House of Vuiller, formerly settled within the Kingdom of Balian, and now implicated in the treacherous Federation of Beleth, hereby condemns the Horde and all human vassals within its dominion as traitors to Humanity. By this act, the House and its Patriarch, Beanyx Hans Vuiller, surrenders fully to the authority of the Imperium and calls upon all such traitorous humans to witness the Imperium’s light and glory, and to submit themselves to its rightful dominion. 

All titles and honors held by the House, including the County of Aquilae, are hereby returned to the Imperial Crown, to remain in abeyance until the Emperor, at His sole discretion, sees fit to restore them. The House pledges unwavering fealty to His Imperial Majesty, Hadrian I, and expresses formal contrition for its prior failure to serve His command.

Furthermore, any member of the House of Vuiller who refuses or resists this declaration of surrender and allegiance is henceforth disowned from the House, renouncing all rights and claims therein.

✠ I: ON THE MATTER OF REAFFIRMED OATHS

Those of the Imperial Province of Iryalen shall reaffirm its oaths before the Emperor of Man in summons to be determined at a later date. They shall remain steadfast to the provisions signed within the first treaty, no amendments to their rights (be it of faith or law), but with a few to their obligations. The western territory afforded to the Imperial State shall remain in its care.

In reiterance: any attacks upon those of Iryalen shall be considered an attack upon the Imperial state. The Emperor places no requirement on the druids to fight in his wars, nevertheless, upon levy musters, they must answer the call. 

✠ II: ON GOVERNANCE

Imperial governors will be acquitted for the duration of Iryalen’s existence, the governance of their people shall be maintained by their own elective leader: who stands to be the incumbent Nalinor Caerme’onn.

The Emperor shall not partake in the governance of the elven people, and will remain in effective communication with the leader of the province and the changes to its leadership. He shall still be considered their Emperor, and it will be the role of the Emperor to help manage any disputes that may cause internal conflict. The election and rule of the province shall remain by the hands of their citizens, and will not be interrupted by the imperial-fold. 

✠ III: ON SECURITY AND DEFENCE

The leader of Iryalen will be granted access to direct communications with the Imperial Grand Knight who will dispatch to their aid if it necessitates, and this means: defence and protection of their roads from banditry, to protect them from external warfare (interim: considered a war against the Empire) and the culling of kobold, darkspawn or cultists.

Gate access will be provided to the Imperial Grand Knight, the Imperial Lord Marshal, the Imperial Archchancellor, and the Emperor to allow for this to be facilitated. The common imperial guardsmen and knights will not be provided this access.

Any mobilization of Imperial guardsmen or knights within the territory of the Imperial Province of Iryalen shall be made noticed to the leader of the province at its earliest disposal, and if appropriate, before such movement is made except during express matters of national security concern by writ of His Majesty.

✠ IV: ON THE MATTER OF KURAI-KUNI

The Imperial Province of Iryalen confirms the continuation, with full rigour, of the following stipulations:

1. The Imperial Province of Iryalen will recognize the Kurai-Kuni Shugonate as the sole cultural hegemon of all Oyashi, and will refuse and relinquish any and all Oyashi vassals and tenants.
2. The Imperial Province of Iryalen will recognize the Kurai-Kuni Shugonate as Protector and Defender of the Farfolk. 
3. The Imperial Province of Iryalen will turn over Seisho Ehiba should they once again appear, extraditing them to the Kurai-Kuni Shugonate as a traitor and fugitive of justice.

And that the fate of these druids remain unchanged:

1. Caius, known as the Bog Druid, will be banished from the Imperial Province of Iryalen, the Empire of Man and its vassals. 
2. The Spore Druid, a known associate of the Bog Druid, will be banished from the Imperial Province of Iryalen, the Empire of Man and its vassals. 
3. Arcelia, a known associate of the Bog Druid, will be banished from the Imperial Province of Iryalen, the Empire of Man and its vassals. 

✠ V: ON THE MATTER OF WAR

The Imperial Province of Iryalen shall, in this time of war, ensure the rejection and extradition of all enemies of the Imperium from its lands. That no welcome or hospitality may be given, so that its province would harbour sympathisers and known accomplices to the tribe of Krug and Urguan. Hence, that willing and deliberate aid given to them shall be acknowledged as an offence against the crown and the military, wherein the Lex Tiberii will apply in full effect. If any citizen of Iryalen is to be found harbouring and aiding the Kingdom of Urguan and the Horde, as well as its respective vassals, they shall be executed as applicable to the Lex Tiberii. 

That all information of dissenters and their accomplices are to be communicated to the Grand Knight without delay, who will dispatch men when necessary to ensure an extradition to the Crownlands of the Imperium for those captured.

Given its charge by the Crown and Archchancellery’s office, the Office of Diplomatic Affairs serves as one of the principal instruments through which the Empire of Man gives voice to its ideals, projects its authority, and maintains stability, both beyond its borders and within its own lands.

Through its hierarchy of authority and network of ambassadors, the office conducts careful negotiation, formal representation, and highly disciplined statecraft. In this capacity, the Office acts not merely as a channel of communication but as a stabilizing force that tempers conflict, fosters cooperation, and advances the Empire's enduring ambitions.

STRUCTURE OF THE OFFICE

IMPERIAL HIGH EMISSARY

As a senior Commissioner of the Imperial Chancellery, the Imperial High Emissary is the highest diplomatic authority within the Office of Diplomatic Affairs. She answers directly to the Archchancellor and Vice Chancellor. She is charged with conducting foreign and domestic diplomacy to further the interests of the Imperial Crown. It is further her mandate to receive and formally acknowledge foreign emissaries and visiting dignitaries, to supervise the negotiation framework of treaties and accords on behalf of the Crown, and to advise the Archchancellery on the diplomatic climate.

IMPERIAL DEPUTY EMISSARIES
The Imperial Deputy Emissaries serve as senior administrators of the Office of Diplomatic Affairs, directly beneath the Imperial High Emissary. In her absence, either Deputy may assume her duties with full delegated authority. Each oversees a separate delegation: one handling Provincial Affairs and the other Crownlands Affairs. Their responsibilities include managing daily operations, directing correspondence and petitions, assigning ambassadors, and ensuring Imperial directives are carried out. They also interview, vet, train, and supervise the ambassadors under their jurisdiction to maintain the professional standards required for Imperial foreign and domestic policy.

IMPERIAL AMBASSADORS

The Imperial Ambassadors, as the official diplomatic representatives of the Empire of Man, are divided into two branches:

I. Provincial Ambassadors are assigned to sovereign nations declared as provinces of the Imperium, alongside foreign powers that lie beyond Imperial authority. These include the Kurai-Kuni Shugonate, High Kingdom of Idunia, Kingdom of Norland, Princedom of Cauróst, and the Forest of Iryalen.

Their duties include:

✠ Conducting official diplomatic relations and establishing or maintaining Imperial embassies.

✠ Negotiating treaties, alliances, trade accords, and ceasefires on behalf of the High Emissary.

✠ Reporting foreign developments, intentions, and emerging threats to the Imperial government.

✠ Safeguarding Imperial interests and citizens abroad, where applicable.

II. Crownlands Ambassadors are assigned to major regions and vassals within the crownlands of the Empire. These include the Principality of Blackvale, the Principality of Reinmar, the Archduchy of Alba, and the Raevirlands, which encompass the lands of Valwyck, Kvasz, and Ghaestenwald, with further delegations to other vassals as needed.

Their duties include:

✠ Mediating disputes between provinces, cities, and regional authorities.

✠ Ensuring cohesion between local governance and the central Imperial administration.

✠ Upholding uniform diplomatic protocols across the Empire’s territories.

✠ Stewarding Imperial festivals and traditions throughout the Crownlands.

THE DIPLOMATIC ENVOYS

The Diplomatic Envoys are entry-level positions within the office of Diplomatic Affairs that provide hands-on experience in diplomacy. They assist any senior staff, handle administrative duties, and participate in embassy activities under supervision. This role is a training ground for future Ambassadors, helping them develop the skills needed for higher positions. Envoys report directly to a senior officer. Aspiring Envoys must be 14 years old.

THE DIPLOMATIC WARDS

The Diplomatic wards are children aged 6-13 who are accepted by the High Emissary or one of her senior officers and are given tasks to gain experience in Diplomatic Affairs. After their wardship concludes at age 14, they may, should they choose, become Envoys and continue their development in diplomacy before being promoted to senior staff upon coming of age and being deemed suitably proficient.

✠ I: ON THE HOLY PROTECTORATE

The Holy Protectorate of Malin, known formally as the Princedom of Caurost, will be recognised officially under the Empire of Man as a protectorate-state, sworn directly to the Emperor of Man himself. With this, Galahad Ilumrin will be acknowledged as the sole leader of this protectorate. In days of yore, Elves and Men rode against their foes at Barrowyck and San’kala together. This unique and symbiotic relationship has often characterized diplomatic relationships between both peoples for the better part of over half a millenium.

It is not for the Empire of Man to govern and administer the territories of this land; but this, in part, is to be conducted by the recognised High Prince who bears the seal of the Emperor in this line of duty. The Holy Protectorate will be welcomed with the warm graces of the Empire, and the included benefits of the Emperor’s favor.

✠ II: ON LAW AND FAITH

It will be for the protectorate to manage their own local laws, but the Lex Tiberii remains in full effect – the notion of petty and serious crimes is still within the jurisdiction of the protectorate-state; however, matters of treason and crimes against the crown will be taken in serious consideration.

As it was acknowledged during the mandate of both the High Elves, and those of the Vikingr, so long as the Elven Diaspora and their faith does not spread into the Imperial Crownlands, citizens of the protectorate may practice their local faiths within their territory and their forest surrounding the outlined capital as per their advised territory is drawn.

If any citizen of the protectorate is to enter the Imperial Crownlands, or that of Idunia, or of Norland, and attempts to convert any party to their faith, they shall be executed as applicable to the Lex Tiberii. The practice of their faith must remain within the Holy Protectorate of Malin.

As a part of the umbrella of humanity, the recognised leader is welcomed into the imperial fold as one of their own, whilst understanding their disposition as elves, and us, as men. It is an existence of mutual benefit.

✠ V: ON CONFLICT AND WARS

The Holy Protectorate of Malin is required to show earnest support in the venture of the Empire of Man for the sake of mutual benefit. In offensive campaigns, the elves will rally their banners as one of our own, and support us in the fights to come. However, it is for the Emperor of Man to permit non-practice should the protectorate and their flock not be required in the battlefield. 

Our most Holy Empire is strong, it is the greatest force accumulated within the continent, and for this purpose, scarcely does the Imperator require aid. Yet this clause is written for the benefit of both parties. An attack upon the protectorate shall be considered an attack upon the Empire itself, and will be acted on swiftly.

✠ VI: ON FOREIGN POLICY

The Holy Protectorate of Malin now encompasses the vast umbrella of the Empire; their foreign policy is controlled by the virtue of the Emperor. They are unable to create alliances, for most nations exist beneath the banners of the House of Horen. 

However, internal trade agreements may remain in effect. Coincidentally, if the Holy Protectorate of Malin is encouraging or engaging in internal conflict within the Empire, it is for the Emperor — as he does with all his peers — to mediate, or sanction the instructed “vassal war” privilege.

✠ I: ON THE MATTER OF THE PROVINCE

Those of Iryalen shall be recognised officially as a province of the Holy Empire of Man, henceforth given the name of “the Imperial Province of Iryalen”. Their lands shall be sworn directly under the Emperor and will be considered as a part of His Imperial Majesty’s territory. Additionally, the former Iryalen vassal of Rokudo shall be demolished posthaste, the temple razed as per the request of the Shugonate.

Any attacks upon those of Iryalen shall be considered an attack upon the Emperor, for it is his province, and so, by virtue, an assault upon the Empire. The Emperor shall do rightly to defend his province, offering them protection against bandits, to garrison their walls in times of war, and to provide aid in their time of need such as against those of the kobold, or darkspawn.

The Empire of Man is strong, unyielding, and requires no assistance from those of the druii to come to their aid; the Emperor places no requirement on the druids to fight in his wars. Nevertheless, when the Emperor summons, they must answer the call. 
 

✠ II: ON LAW AND FAITH

The application of the Lex Tiberii will apply in full effect, but this does not count for their own local laws or that of faith, but only on matters of offences against the crown and the military. The House of Basileus and the Lotharian diaspora affirm complete recognition of the Imperial state, as preserved by His Majesty Tiberias I of House Horen, as the protector of all men and the king of kings. They shall therefore, in perpetuity, recognize all holdings and claims of the Imperial crown as legitimate, absolute, and binding.

☩ ARTICLE II | DEFENSIO BASILI

As a vassal of the Emperor of Man, the Holy Imperium shall protect the House of Basileus from violent usurpation and shall intervene on the behalf of Iohannis in any disputes regarding titles currently or previously held by the defunct Grand Duchy of Lotharia. The Empire of Man shall be able to unilaterally and immediately withdraw military support in the event of any changing circumstances with the House of Basileus or those detailed in Article VI.

Iohannis and the House of Basileus shall swear fealty to the Emperor of Man, his successors, and the House of Horen, taking upon themselves all oaths of vassalage, tribute, war contribution, and any further arrangements in a letters patent released by the Imperial Crown at its leisure.

Upon the promulgation of this decree the House of Basileus and the people of the defunct Grand Duchy of Lotharia shall depart the heretical orcish deserts to settle themselves in a section of the imperial capital, Rittersberg, until such time the Crown believes the House capable of faithfully holding land outside Our direct purview.

The House of Basileus shall, upon their vassalage to the Empire of Man, forfeit, directly to the Imperial Crown, all titles listed henceforth: The Grand Duchy of Lotharia, Principality of Monterosa, Duchy of Atrus, the Baronies of Tuvia and Cadiz, and the Protectorship of the South. These titles shall be claimed by the Imperial Crown then placed into abeyance.

The House of Basileus shall be enfeoffed by His Imperial Majesty via letters patent that recognize Iohannis as the Baron of Cascanova, and Lord of Brecci, as well as any other titles provided by the letters patent detailed in Article II. Anastasia Casimira, daughter and heir to Iohannis, shall be recognized as the sole holder of the titular Barony of Solvis.

☩ ARTICLE VI | CONTRIBUTIO VASSALLI

In the coming conflicts, rather in defense of House Basileus’ former or current titles, or in the expansion or defense of the imperial realm, the House Basileus shall be required to provide ample levies to tangibly demonstrate their loyalty to the Empire they forsook and commitment to a united humanity.

If the Imperial Crown deems their participation insufficient, the above articles are to be null and void, and all titles, lands, honors, or duties issued to the House of Basileus shall be retracted and placed under Imperial control.

✠ I: MILITARY OCCUPATION

By virtue of the Emperor, let it be known to all: the Kingdom of Norland is no more–we have occupied the newly established Province of Norland, which shall now stand as a northern bastion of the imperial states. With the death of the most honourable warrior-king, a promise was brokered when a blade strung at his throat – clemency, and the protection of the Norlandic. 

Despite the execution of the High King of Norland, Haakon Edvardsson Ruric, styled Haakon Konansson, he left behind a male progenitor to take claim of his throne: Haraldr Sigmar Haakonson.

The military occupation of the Imperial Province of Norland is considered a temporary affair until the heir is of age, in which he will be allowed to reclaim the throne. It is the role of this imperial tenure to ensure the Norlandic do not stray from their path again, and that the inheritor King is as virtuous as our glorious Emperor. 

During the military occupation, imperial authority will prevail–a chosen few knights and imperial guardsmen will be sent to ensure the Emperor’s peace is maintained. Furthermore, the Imperial Office of the Archchancellory will be sending an Imperial Governor to rule in the stead of the King until he is of age. The role of the Imperial Governor is further described below.

After the military occupation, once Haraldr Sigmar Haakonsson comes of age, he will be known only as King of Norland. He will not claim the title of High King, and Haakon will be the last of this title. 

Those who attempt to aid, abet, or partake in any sort of restorationist movement, rebellion, or anti-imperial propaganda will be dealt with an iron fist. Any and all Norlandic who defy the Emperor’s peace or attempt to harm the Imperial Governor, or any guardsmen, will be dealt with accordingly.

✠ II: IMPERIAL LAW 

Whilst occupied by the Empire of Man, the Lex Tiberi will take full effect and will be enforced, barring matters of faith. All guardsmen selected by the Imperial Governor, alongside the Lord Marshal of the Imperial Guard, will be expected to abide by this legislation and ensure it is properly followed whilst occupied. The Norlandic Code of Law is null. 

Once again, at the conclusion of the military occupation, before departure, the Imperial Governor will aid in writing a new legislature for the anointed King of Norland to make sure humanity never strays from unity again. 

Nonetheless, the Imperial Governor has been granted the rights to amend the usage of the Lex Tiberi within the Province of Norland to the benefit of the locality and the Empire, such as the punishment-tier and discretion on certain laws. This exception has been allowed to ensure a smooth transition into the imperial system and legislature during this military occupation.

✠ III: MODERATED FAITH

The Imperial Province of Norland is now temporarily under the jurisdiction of the Empire of Man until such time that the infant-king is of age to claim his throne. Whilst subject to the Emperor, the Red Faith shall be moderated by the guardsmen in places of worship within the Province of Norland.

Any and all Raevir who fled humanity to live amongst the Norlandic, now adopting the name of Karoslund, are expected to remain virtuous and faithful to the Lord GOD and the True Faith. A priest will be sent alongside the Imperial Governor to continue spreading the True Faith in the Province of Norland, and to aid in any conversions of godless-men and women, though this will not be forced.

✠ IV: THE IMPERIAL GOVERNOR - Markus Kruber

Markus Kruber will be appointed as the Imperial Governor and will be in charge of any and all directives within the Province of Norland. This writ grants him the right to command the imperial guardsmen and imperial knights who occupy the Province, to maintain the main legislative body of Norland, and to also aid in the leading of the government. 

The Red Council is hereby officially dissolved, and any councillors are removed from their post. The Imperial Governor will be in charge of the recreation of the government body, to fit the empirical views of the Emperor, to ensure that there is stability in the Province of Norland, and to grant the infant-king advice and guidance for when he comes of age.  

✷ Invested Powers

✢ To govern the Imperial Province of Norland.

✢ To command any and all guardsmen and knights sent to occupy the Province.

✢ To be the personal advisor to the infant-king Haraldr Sigmar Haakonsson.

✢ To enact the Lex Tiberi within the Province of Norland.

✢ To ensure a smooth transition hand over to the infant-king once he is of age.

✢ To maintain the Emperor’s peace.

If you are not provided a writ of permission from the Emperor of Man or the Imperial Governor to partake in the military occupation of Norland, you will be sent home, and failure to comply shall be regarded as treason.

A writ of permission will only be provided to: the imperial guardsmen who assist in the military occupation, the imperial dragon knights who assist in military occupation, and any priests partaking in humanitarian aid and spreading of the faith.

ON THE IMPERIAL TRIALS

✷ Trials;

The Empire of Man runs on a one tier-system; the existence of a professional, long and bureaucratic court-hearing does not exist. A criminal is generally only brought to trial due to their status allowing it, such as being nobility, or it warrants further care. However, a crime only warrants one trial, and in that one trial, a decision is made.

In the Empire of Man, there is no such thing as a court hearing, it is the role of the defendant to prove his innocence, and not the role of the Justiciar to prove them guilty. A defendant, usually a regarded noble or otherwise as this falls in line with the Justiciar, may do this through one trial.

If the Lord Marshal is absent for any court martial, he may request the Lord Justiciar to act in his place. 

 In this trial, there are only four roles:

✢ Lord Justiciar; to hear the defendant, enact the law, and to provide sentencing or clear somebody of crimes considered false. 

✢ Quaestor; to provide all details of investigations, intelligence gathering, or evidence to the justiciar against the defendant.

✢ Defendant; the person accused of the crime, their role is to either admit to their crimes, or to prove their innocence. 

✢ Executioner; it is the role of the executioner to, as by virtue of their name, either maim or execute the defendant at the conclusion of the trial after hearing the justiciar’s verdict.

 Those of noble-birth are always able to request trial by combat, but this is for the Lord Justiciar to agree to.

✷ Actus reus

In order to maintain the Emperor’s peace, the Empire enacts its judgement based on the actions of the criminal itself, and does not care for their excuse, mentality, or otherwise their inability to control their actions, which derives from the fault of the defendant.

By virtue of this existence, a criminal can be considered guilty simply by being in presence of, being witnessed in, or having been linked to the crime. To ensure the Emperor’s peace is preserved, there is no leeway, and the threshold for guilt is not high.

ON THE ROLES AND STRUCTURE OF THE OFFICE

✠ The Justiciar 

The role of the Justiciar is to make rulings on all matters of crimes when in regards to: nobility, state, or crown. This includes, but is not limited to: crimes committed by the high-born or nobility, crimes committed against the state, or crimes committed against the crown. In some ways, the justiciar is the judge, and is trusted by the crown, if not already undertaken as a role by the crown itself, to enact the will of the Emperor and to maintain his peace.

♟ Quaestor

The role of the Quaestor is to investigate crimes which are of prominence, require investigating, or otherwise. Unlike the guardsmen who deal with matters of volume criminal activity, something that requires no trial, and is usually up to the discretion of the guards themselves, the Quaestor investigates crimes which will be: of state importance, or particular secrecy, or of urgent importance. For example, the investigation of a noble for crimes of treason, the investigation of a noble for crimes of murder, the investigation of a commoner for planning a rebellion or otherwise insults against the crown.

It is also their job to discover this and raise it to the Lord Justiciar as soon as possible so that action can be taken. During a trial, which is one occasion, the Quaestor is required to provide all notes from their investigation.

Outside of this, the Quaestor is also able to investigate low-volume crime that may not come into notice by the guardsmen. Their role is not to act on it – it is to simply provide the imperial guardsmen the investigation, so that they can continue with their role.

However, the Quaestor is able to act on criminals when they are:
 

✢ To cause imminent harm to another.

✢ To cause death to another. 

✢ To cause damage to property. 

If a guardsman is already present, the Quaestor has no room to interfere. 

♟ Executioner

The role of the Executioner is to summarily execute any criminal found to be of guilt by the Lord Justiciar. The method of execution is dependent on the defendant; nobles are offered beheadings, whereas most other criminals of non-noble birth are either hung at the gallows, drowned, or otherwise tortured before execution.

On top of this, it is also for the executioner to partake in maiming any criminal if deemed necessary should the death-sentence not be applied. For example, taking off a limb, a tongue, an eye and so on.

Usually, the role of the executioner is conducted by a selected Imperial Guardsmen whose secondary role is to act as executioner, or it is conducted by a knight of the Imperial Order of the Red Dragon if they are bestowed the honour to die by a knight’s blade.

ON RECRUITMENT

✠ How do you become a Quaestor?

A Quaestor is a role for somebody that holds good investigative qualities, an eye for the finer details that get missed, and the patience to lead an investigation without hindrance. It requires a strong-minded, level-headed individual who is unbiased and holds no personal grievances in the Empire.
