1. Establishment of the Salvian Underground state of Azuras: The offices of the New Salvo Republic, and any ministries/departments are hereby dissolved until the resurrection of our state in due time. The New executive of the Salvian underground state will be given full authority to oversee its goals and efforts, given their actions align with the traditions and beliefs of the republic.

 

 

1. Line of Succession: With the former executive out of commission, the line of succession will be enacted following the establishment of the underground state. Should all positions in the cabinet and ministries be vacant, the highest ranking military official will succeed the position.

 

2. Goals of the Underground state: The goal of the underground state is to create conditions where an open Salvian Settlement/colony is feasible. Under no circumstances is the underground state to compromise the freedoms and liberties of her people for land under unequal vassalhood. The following will be acceptable conditions to end the underground state and re-establish the New Salvo Republic.

 

1. Frontier Settlement: Should enough resources, manpower, and funds be acquired, a new colony is to be established in the untamed frontier lands far oft’ from hostile governments.

 

2. Autonomous Vassalhood: Should a foreign state be willing to officially house a new colony on their lands the offer should be taken only under specific circumstances. The colony must be given full autonomy to govern itself as it sees fit, It will not be beholden to the whims of any monarchical government and their politicking.

2. Regroup and Resupply: All patriots remaining on Azuras are hereby bid to retreat from the cities and towns of our occupied colonial holdings and seek out residency in the frontier lands or any other place that can be made safe.

 

1. On the Frontier Army: with the fall of the New Salvo Republic, the standing forces of the frontier army are to be consolidated under the ranger and marine corps.

 

2. On the Ranger corps: The Ranger corps will continue their efforts of guerilla warfare as they have been since the duration of the war. Though our state is lost, all rangers are bid to follow the regulations of the Salvian Frontier Army Field Manual when dealing with enemy combatants.

 

3. On the Marine Corps: The Salvian Marines will seize all remaining vessels within our former territories and search for a safe deepwater harbor where a base of operations can be created. The Marines will work hand in hand with the ranger corps to continue the guerilla operations. Any and all privateering operations are allowed and encouraged.

3.  Envoy to the Old Republic: The new executive of the underground state will voyage via ship or send an envoy to the Old republic on Aevos. There, the executive shall petition to the senate and president for the reinforcement of the new salvo republic (Colonial authority of new salvo) with fresh troops.

 

1. Creation of Breachheads: Should the motherland deem it feasible to reinforce the colonial efforts on Azuras, all forces on Azuras are to prepare locations for the landing of troops and supplies.

OOC: Basic PK post. I just wrote a whole ass essay on my last post so I didn't want to overdo it. Short, sweet, simple. The Attorney General of Salvo has died with his people and Republic.

1. Combatant: In the eyes of the Republic a combatant is broadly defined as any individual which actively partakes or intends to partake in hostilities against the republic, her people, and her interests. Any and all Descendants that refuse or intend to refuse the lawful orders of the republic are also considered to be combatants.

 

1. Lawful Combatants: those bearing clear identification of their military organization, bearing arms or armor, and react with hostility towards the republic and her people.

 

2. Unlawful Combatants: those that do not bear any clear identifications of their military organization, but do bear arms and or armor with attempt to conceal their identity, and react with hostility towards the republic and her people.

 

2. Enemy Civilians: In the eyes of the republic civilians are defined as individuals that reside in lands which actively partake or intend to partake in hostility against the republic, her people, and her interests. Should a civilian bear arms and armor against the republic and her people they will be considered a combatant. The Frontier army and the ranger corps are to identify the social status of the civilians to gauge their value as POWs.

 

1. Common-born: those who must toil for their survival and livelihood, such as the Imperial serf, or the norlandic thrall.

 

2. High-born: those that are born into their station and wealth, those who have never known the trials and struggles of the Common-born. I.e., gentry, landed knights, Aristocracy, nobility, etc…

 

3. Hostile Collaborators: those of common birth that work at the behest of Aristocracy. I.e., appointed military officers or administrative officials of common-birth.

 

3. ‘Sympathizers’: In the eyes of the republic, sympathizers are any and all descendants that are ideologically aligned with the republic and her interests but are hindered by station and circumstance into action.

1. Combatants: When engaging an enemy combatant it is customary to order their surrender before hostility begins, if the foe is ambushed, surrounded, and outnumbered. The order of surrender should only be given twice, once at the start of combat and then again when the foe has been thoroughly battered. Should the combatant refuse both calls for surrender their life is forfeit and it is up to the commanding officer of the posse to determine if they are to be captured or slain.

 

1. On Looting: After the combatant has been subdued, the forces of the republic are to loot their person and requisition any and all resources deemed useful which are; arms and armor, ammunition, food items, mineral and herbal resources, minas. Personal items are to remain in the possession of the combatant, unless they are of strategic or tactical value to the republic; such is to be determined by the commanding officer.

 

2. On capture and Release on the Field: The presiding commanding officer should decide if the capture of the defeated combatant is worth pursuing. If capture is decided the combatant is to be bound and brought back to friendly territory. During this they should not be needlessly harmed nor maimed unless circumstances necessitate such. If the defeated combatant is to be released they should not be needlessly harmed either. The commanding officer may choose to inflict a noticeable injury on the released combatant as to send a message to the enemies of the republic. Released prisoners should not be maimed without trial.
    

2. Civilians: In the case of civilians their treatment on the field will be determined on their reactions to the lawful orders of the republic. Civilians that take up arms and or armor against the republic are to be treated as combatants. Civilians are to be subjected to the same looting principles as combatants.

 

1. Cooperative: should the civilian be deemed cooperative they are not to be harmed or hindered unless they take future actions to resist the lawful orders of the republic.

 

2. Uncooperative: should the civilian not take up arms but refuse the lawful orders of the republic they may be harmed or hindered to fulfill those orders. They may not be mortally injured or maimed, any offending soldiers will be punished.

 

3. Friendly Sympathisers: When a civilian is deemed to be a sympathiser they are under no circumstances to be harmed or tormented by soldiers of the republic. Should the sympathiser so desire they will be given the means to contact local resistance leadership.

 

1. On pretenders: The republic is knowledgeable enough to know that descendants may lie about their favor towards the republic. In that case a pretender is easily spotted if they proclaim loyalty but still refuse to carry out lawful orders of the republic, in that case they are to be considered uncooperative civilians.

 

4. Darkspawn: those suspected of being darkspawn will not be afforded any luxuries by the republic, and the commanding officer may dispose of them as they see fit.

1. Foreword: no matter if the POW was a combatant or a civilian, they will be treated on the same principles which are to be determined via social status. Once the posse enters friendly territory the POWs should be immediately identified and treated accordingly. Soldiers should identify the social status of the POW through clues such as name, attire, appearance, speech, personal items, etc…

 

2. On the Treatment of Common-born: those that are deemed to be of common-birth are not to be executed nor maimed. The Republic views the Common-born of other lands as misguided allies, so they will be treated with the rights of citizens of the republic. They are to be questioned about knowledge regarding the enemy and informed of the cause of the republic and the crimes of her enemies. Upon release, the common-born will be encouraged to join the cause, note should be made of them. If the same common-born is seen within the host of the enemy they will be considered a hostile collaborator.
    
3. Children: no matter their status, children should not be harmed, maimed, or killed in any way. The only exception is in strenuous circumstances, such as the capture of the heir apparent of Imperial Burgundy or adjacent enemies.
    
4. On the Treatment of High-born and collaborators: descendants deemed to be high-born will not enjoy the liberties of the republic for they have denied that for their own people. They will be judged for their crimes and receive justice.

 

1. Gentry/Nobility/Aristocracy/Officers: A ransome will be put out which will be the descendant’s perceived value in minas or equivalent materials. At the same time, the descendant is to be put to trial, and if no host comes to treat for their release they will be aptly punished depending on their crimes.

 

1. On Trial: When put to trial they will be judged for their crimes by a people’s council of present Salvian citizens. The POW may send bird for a legal defendant to represent them, should one come they are considered an envoy and are not to be harmed unless they take up arms against the republic.

 

2. On Punishment: Once the crimes of the Descendant are discovered they shall be published accordingly per severity and amount of offenses. 

 

1. Severed right hand: The hand that steals from the people is to be severed.
2. Gouged eye: He who restricts the uplifting of the people is to be half blinded.
3. Cut tongue: He who spreads lies or propagandizes the people against their own liberation is to be silenced.
4. Cut tendons: He who would raise their sword against their own common-people is to be made incapable of ever repeating such an offense.
5. Cut ears: reserved for elven high-born who collaborate with the human enemies of the republic.
6. Execution: if a previous offender has been apprehended again and has not made efforts to right their wrongs, they will be executed.

 

2. Leadership: If POWs are identified to be the leaders of hostile nations and/or vassals of hostile nations, the commanding officer will decide one of two options. Should it be decided that the loss of this leader will NOT be detrimental to the enemy, they will be given trial. Should the loss of this leader be deemed detrimental to the enemy, they will be put into a public view, birds sent for witnesses, and executed with all made aware of what occurred.

§ 1101 - Establishment of the Colonial Executive Office

1101.1 - Marshall-Governor

1101.1a The Marshall-Governor shall be the executor of the will of the Colonial Republic of New Salvo, the republican traditions of the Republic of Salvo, and the protector of all rights established by said traditions. The office of the Marshall-Governor is temporary and shall remain until the establishment of the republican nation-state. During the transition to this aforementioned nation-state, the Marshall-Governor retains absolute authority on all colonial matters. 

1101.1b The Marshall-Governor is granted absolute authority over all military affairs on the continent of Azuras. These military goals must align with the interests of the Republic of Salvo, its republican traditions, and its constitution. 

1102.1 - Frontier Army and Rangers of Salvo

1102.1a The Frontier Army and Rangers of Salvo will be established as the acting retinues of the Marshall-Governor and the Colonial Republic of New Salvo. All able-bodied men & women of Salvo shall be surveyed for potential enlistment. Citizens that are found to be of sound mind, body, and fortitude will be enlisted into one of the two branches of the armed-forces.

1102.1b Members of the Frontier Army and the Rangers of Salvo will be expected to follow all orders given by the Marshall-Governor unless the orders do not align with the republican traditions of Salvo. Members of the armed-forces are expected to enforce all laws listed in the Statutes of the Republic of Salvo under Cha. II, Criminal Code. 

1103.1 - Colonial Offices

1103.1.a The Marshall-Governor may establish Colonial Offices and Officers to enact the will of the Republic of Salvo. All officers are appointed by the Marshall-Governor. These offices must be held to the same accountability as that of the Marshall-Governor. These offices may perform necessary duties required of them to provide for the Colonial Republic of New Salvo.

§ 2101 - Establishment of the Post-Colonial Government

2101.1 - The Executive Office of the President

2101.1a The Office of the President will remain dormant until a fully-functioning settlement is established by the Colonial Republic. Once a settlement is established, the citizens of New Salvo shall elect a President by popular vote. Cha. II, Art. I of the Constitution of the Republic must be referred to in all matters pertaining to the Office of the President. 

2101.2b The Executive Office of the President shall convene on all matters of the civil and legislative realms. All powers relating to that of the military, foreign affairs, and anything outside the domestic shall be sub-jointly held with the executive office of the Grand-Marshall. 

2102.1 - The Legislative Body

2102.1a Candidates for the Congress of New Salvo will be submitted promptly after the election of the President. Cha. II, Art. III of the Constitution of the Republic must be referred to in all matters pertaining to the Legislative Body of Congress.

2103.1 - The Offices of the Cabinet 

2103.1a Upon the establishment of the Congress of New Salvo, the President shall appoint several members to fulfill the Offices of the Cabinet. Cha. II, Art. II of the Constitution of the Republic must be referred to in all matters pertaining to the President’s Cabinet.

2104.1 - The Chief Justice & Courts

2104.1.a A Chief Justice and Justices of the Court will be appointed by the President through the authority given to him by the Constitution of the Republic, Cha. II, Art. IV. after the establishment of the Congress of New Salvo. All matters pertaining to the Chief Justice, the Justices, and the Courts must refer to Cha, II, Art. IV. of the Constitution of the Republic. 

2105.1 - The Executive Office of the Grand-Marshall

2105.1.a The Office of the Marshall-Governor shall be relegated to the Office of the Grand-Marshall upon the establishment of the President and the formation of the Congress of New Salvo. All absolute powers held by the Marshall-Governor will hence then be revoked. The Grand-Marshall will oversee and lead the Frontier Army of New Salvo and the Rangers of Salvo. Future appointments of the Grand-Marshall will be subject to the rules and requirements listed in the Constitution of the Republic, Cha. II. Art. II. 

2105.2.a Executive authority shall be placed upon the Grand-Marshall on all matters international relating to foreign affairs and military action. All civil matters will be sub-jointly addressed by this office and that of the Executive Office of the President. The Grand-Marshall retains veto powers to prohibit the influence of external nations, malicious actors, and anti-republicans that attempt to control the nation through domestic laws.

2106.1 - Colonial Offices

2106.1.a All Colonial Offices created by the Marshall-Governor will be abolished upon the election of the President and the formation of the Congress of New Salvo. From that point forward, the Colonial Offices may be re-established under the new government by the Congress. All appointees of these offices will be subject to the rules and requirements listed in the Constitution of the Republic, Cha. II, Art. II. 

§ 2201 - Post-Colonial Constitutional Congress

2201.1 - Constitutional Congress of New Salvo

2201.1.a The newly elected Congress of New Salvo shall establish within four Saint’s Weeks of its establishment a revised version of the Constitution of the Republic. All amendments and redactions of the Constitution must be agreed upon by a 2/3rds majority before being submitted to the President and Grand-Marshall for final approval. Both the President of the Republic and Grand-Marshall may veto any changes if they prove fatal to the rights of the citizens of the Republic. A vetoed amendment or redaction must return to the Congress for revision.
