Decree of the

EMPEROR OF MAN

his parchment ratifies the military alliance between both signatories, henceforth referred to as: the Empire of Man “Holy Imperium”, and the Shugonate of Kurai-Kuni.

☩ ARTICLE I | IMPERIUM ET RECOGNITIO

The signatories affirm their recognition of one another’s sovereignty and their right to rule within their respective realms and territories. The Kurai-Kuni Shugonate recognises the Emperor as the sovereign of the Holy Empire of Man and as the protector of all men, king of kings. The Empire of Man recognises the Shugo as the sovereign of the Kurai-Kuni Shugonate and as the protector of all farfolk, and also professes them the title Lord of the Seas as a sign of mutual respect and courtesy amongst both nations.

With this recognition, the signatories agree not to host any dissenters, rebels, or enemies of either state inside their territory and governance. All borders and territories are mutually recognised and defended by either party.

☩ ARTICLE II | PACTUM MILITARE

The signatories agree to a mutual military alliance and will come to the aid of either nation during any offensive campaign after being alerted, and the appropriate discussions are set into motion. The initiator of the conflict will cover the costs of travel, and war reparations will be individually discussed based on the campaign.

The Kurai-Kuni Shugonate agrees to prioritise the Empire of Man in any of its foreign offensive campaigns regardless of their disposed alliances. In return, should a situation ever arise in which the Empire of Man has made any other alliances out of its own, they will reciprocate and partake in any offensive wars against their own allies should the Kurai-Kuni Shugonate wage war against them.

The Empire of Man will not conduct wars against any nation of the Oyashi culture beyond the Kurai-Kuni Shugonate if one should exist until discussion is made between either signatories, and this will not be to claim any of their lands, as such will remain with the Kurai-Kuni Shugonate. If such a time exists where human nations exist beyond the Empire of Man, the Kurai-Kuni Shugonate agrees not to conduct any wars to claim their territory, as this will be in the interests of the Empire, but a discussion will be prompted, and this is a malleable term.

Further to this, the Kurai-Kuni shugonate will be given free military and trade access to ports in the Empire of Man, and will be granted a higher authority to the use of all naval routes in comparison to others. In return, the Kurai-Kuni Shugonate agrees to hereby defend all naval routes, both in its own territory and within the territory of the Empire. They will also open up their own waterways for the Imperium.

☩ ARTICLE III | FOEDUS DEFENSUS

The signatories hereby affirm and swear not to aggress upon one another’s sovereignty, land claims, or citizenry through indirect or military conflict. All issues and concerns should be raised diplomatically between both parties.

Respectively, both signatories agree to defend each other’s state should they face an existential threat to their sovereignty, be it from rebels, dissenters, or otherwise external military forces and nations. A campaign against either signatory shall be seen as an attack on their own sovereignty. Both nations will raise their banners immediately to come to the aid of each other. Both parties agree to deny any foreign entities passage through their realms during such a time.

As per the inclusion of the Naval Access to Imperial ports in the Military Alliance, the Kurai-Kuni Shugonate and the Holy Imperium agree to a mutual defense agreement against banditry within their respective borders and routes of maritime travel, working collaboratively against terrorists and brigands.

The Kurai-Kuni Shugonate will agree not to take militant contracts from Imperial vassals in inter-empire wars.

☩ ARTICLE IV | CRIMINALIS

The signatories agree to the extradition of any and all citizens of either sovereign state, so that the criminal may be tried in their own country for the offences committed upon either land. A citizen of Kurai-Kuni who commits a crime within the Holy Empire of Man will be arrested and returned to Kurai-Kuni for punishment, and vice versa. This is only reserved for common and petty crimes. All crimes against either sovereign, such as direct offences against the Empire, or something grievous enough, i.e., capital murder, will be punished in the state of the offence's occurrence.

☩ ARTICLE V | MISSIONARII

Per the agreement for participation in the previous Robertine Crusades, the Church shall agree to send no missionaries or inquisitors to the Kurai-Kuni Shugonate without the expressed permission and consent of the Shugo of the Kurai-Kuni Shugonate. In turn, the Kurai-Kuni Shugonate will agree to not persecute diplomats visiting the Stratocracy or members of the Church visiting for tourist purposes so long as they abide by the local and state law of the Shugonate.

☩ ARTICLE VI | MINERALIS

As per the current agreement, both signatories will provide a list of five individuals to be given keys to either’s mineral resources for the benefit of both nations. This will be left to the agreement discussed by both heads of state or their representatives.

☩ ARTICLE VII | TERMINUS

This treaty’s military stipulations, both offensive and defensive, as well as naval route and port access, shall last for a set duration of 16 years to begin the following year post ratification of this treaty (the beginning of the next year). At the end of sixteen years, both parties shall reconvene to reassess their relationship to decide whether to amend, continue, or annul the treaty’s continuation.

The signatories agree to a pact of a cooperative military alliance. The parties agree to consult with each other before any offensive military campaigns and mutually agree to them prior to taking any actions, if they wish for the other party to join them.

Both signatories pledge mutual assistance in military matters concerning threats from darkspawn and draconic forces. They agree to coordinate joint operations against the fortresses and strongholds of these enemies, convening to plan such missions promptly.

Additionally, the signatories will permit the free passage of each other's armed forces through their respective territories.

ARTICLE V | ARTIKEL SIEG

The signatories will endorse and commit to acts of cultural exchange, be it through state visits or festivities, to further strengthen the bond between their two nations and enlighten their respective populations on foreign cultures and practices.

Moreover, the parties agree to share their alchemical knowledge and skills, further facilitating the growth of this trade for the mutual benefit of their realms and people.

III. MILITARY ALLIANCE ✦ The signatories shall, pursuant to this document’s signing, summarily continue, it’s military alliance, wherein their kindred realms will labour, and march as one, in the defence of another’s realms, and kinfolk. The signatories pledge heretofore, to adhere to principles of peace amongst their realms, thereby pledging not to wage war, nor raise arms against one another or act wherein harm to the integrity of one another’s land, or sovereign nation is perpetuated, under any circumstance or form.

And herein pledge, that, they are nary to enter into offensive war without the assent of both their kindred Sovereigns, nor commit to any joint campaigns without their joint permission & assent; with any aggression laboured unto one signatory’s realm, being interpreted as rendered unto both.

IV. FORCES OF MALIGN ✦ The signatories shall, with the promulgation of this treaty, avow to coordinate, combined martial & spiritual efforts; in forming a joint aegis against the lapdogs of Iblees, that become the forces of malign. Proffering no quarter unto the Inferi, the Darkspawn, and the Dark Practicant; as joint martial efforts, are sought between the signatories' retinues, rallied in joint march, and labour, against the malign’s e’er dared offense, and existence.

V. DIPLOMACY ✦ The signatories shall, in the absolute, adhere to promote Diplomatic Privileges between their realms. VI. EXTRADITION ✦ The signatories shall adopt a mutual extradition clause wherein a citizen of either realm, with reasonable justification for arrest, may be apprehended and transferred to the courts of the land wherein the alleged crime occurred, upon presentation of an extradition request by the judicial representatives of the requesting signatory, to the sovereign or government of the requested signatory for approval, with legal defense for the defendant permitted by judicial representatives from their realm of origin.

VII. DURATION ✦ The agreement shall last for a duration of 25 summers,, requiring that the parties reconvene such to confirm the continuation of the kindred alliance.

ARTICLE I:

Both signatories hereby agree to a total military alliance, committing to operate as a unified front only in wars where either party is directly attacked or declared upon. This obligation does not extend to wars initiated by a signatory’s allies, nor to conflicts in which a signatory voluntarily intervenes on behalf of an ally. Each signatory retains full sovereignty in deciding whether to support its allies beyond the terms of this agreement;

ARTICLE II:

Both signatories hereby agree to the complete self-funding of transport in regards to any conflict waged upon either party;

ARTICLE III:

Both signatories hereby agree to the tax-free vending of goods at one total location under the jurisdiction of each party, to promote free trade between both signatories;

ARTICLE IV: Both signatories hereby opt-in to the formation of the Iron Fists, which would call them into duties and responsibilities of privately hired mercenaries in the case they are contracted or given employment by any able external organization;

ARTICLE V: Both military contingents of either signatory party will be subject to the separate hierarchy of the Iron Fists, to be headed by both signatories as Marshals of the Iron Fists;

ARTICLE VI: Both signatory parties agree to host combat training sessions in each respective lands or to venture out to hold them to train in different environments and to be combat ready at all times. These training sessions should be hosted once 1 per year;

ARTICLE VII: Both signatories consent to the immediate termination of the pact, and the Iron Fists established beneath the jurisdiction of the pact, should either signatory break any of the terms outlined above or below;

Article I. Sovereignty

The Ivory Princedom of Cauróst and Rexdom of Lurak, hereby referred to as “the signatories,” shall mutually recognize the autonomy, sovereignty and right to rule the other’s respective domain.

Article II. Non-Aggression

The signatories shall not take any hostile military action or aggression against one another.
This includes the right to free, unhindered travel between their respective citizens.

Article III. Alliance

The signatories shall form a full military alliance, in which any hostilities or aggression from a third party against one shall be a perceived attack against both.
The signatories shall aid one another in all militaristic endeavors, be it defensive or offensive.
Any internal disputes or schisms between citizens or rulership shall be settled through peaceful diplomatic means, unless in violation of this treaty.

For more than a generation, the Dual Monarchy of Hanseti-Ruska, the Apostilic Kingdom of Aaun, and the Kingdom of the Petra have stood shoulder to shoulder against their common adversaries. Through great personal and national loss, these nations have come through the other side of the Aevos Coalition War as thriving beacons of hope for the future of humanity. It is with hope and determination that this camaraderie and friendship shall continue for generations to come.

The signatories agree to settle any dispute between them or in which they may be involved through diplomatic means in such a manner of this alliance and the laws of signatories are not endangered.

The signatories agree to consult together whenever, in the opinion of either of them, the territorial integrity, political independence or security of the signatories is threatened.

ARTICLE V | ARTIKEL SIEG

The signatories agree to aid each other in all militaristic regards should the other deem it just and necessary.

The signatories agree to allow the passage of armed forces belonging to one another through their lands unimpeded.

If the Heartlander Confederation is dissolved by act of the Crowns of Aaun and the Petra, as written in the edict published by the late Queen Catherine I, the signatories promise to uphold these alliances under their respective crowns for the full duration stated below. At its expiration, new alliances will be drafted to reflect this shift of identity.

Article II: Mutual Guarantee

I. The League of Veletz and the New Horde hereby pledge to refrain from engaging in any acts of aggression or military hostilities against one another in any manner.

II. In addition, this commitment encompasses the preservation of the right to unrestricted movement of their respective citizens between the signatory nations.

III. The citizens of either party shall refrain from accepting military commissions or engaging in mercenary employment from any state with which the other party is involved in a state of war.

Article III: Military Alliance

I. The League of Veletz and the New Horde agree to a defensive military alliance, in which any hostilities from a third party against any one of them will be viewed as an attack against the both of them.

II. The League of Veletz and the New Horde confirm and declare that should either party intend offensive military undertakings against a third party nation, then, if in defence of their independence aforementioned, Article III clause I comes into operation; if the declaration of war shall be with intent to conquer, humiliate or any other reason than defence of independence, then they shall immediately consult the other party for assent, for both parties declare that above all the interests of their own inviolable sovereignties are taken into account.

Article V: Diplomatic Exchange

II. For a merchant to claim the stall or shop in a respective capital’s market, a merchant must inform the respective authority of that nation & is required to inform the diplomatic representative of the countersignatory nation.

RATIFICATION IN THE YEAR OF 505 E.S.

In this year of 505 E.S. and 156 of the Second Age, we do hereby recognise the long and storied history of the Grand Kingdom and the Dual Monarchy, and the reliable nature of our relationship. The Glorious Riverway pact between our nations was first signed in the year 484 E.S. then re-ratified in 487. This year we swear to continue to march side by side and to defend the lives and peoples’ of each other's realms in stalwart friendship and allegiance. We once swore to be each other’s sword and shields, and we shall continue to do so, as we always have.

The signatories recognise their authority to exercise their powers (including their power to create lasting treaties between their peoples), as well as their responsibilities to their people that come with their respective positions of prestige.

V. The signatories agree that any attacks by third-party groups with no affiliation to them shall not be a breach of non-aggression.

V.A The signatories recognize that attacks by internal rebels are also not a breach of non-aggression.

SECTION II: THE STONE COMMONWEALTH

I. The Grand Kingdom of Urguan and the Union of Gotrek shall form together a united dwarven commonwealth, for the sake of maintaining dwarven unity and prosperity. This union shall be referred to henceforth as the Stone Commonwealth.

II. As part of this, The Union of Gotrek shall acknowledge the Grand Kingdom of Urguan as the Fatherland of all dwarves, its claims and the authority of the Grand King.

III. In return, the Grand Kingdom of Urguan recognises Ulfar Starbreaker & his Gotrek’s Union’s claims upon the lonely mountain.

SECTION III: EXTRADITION

I. The signatories agree to a mutual extradition clause, in which a citizen from either polity, having reasonable justification for an arrest, may be apprehended and passed over to the Courts of the Land in which their crime took place.

II. In such cases as these, an Extradition Request by the Judicial representatives of the state of the first part must be presented to the Monarch or Government of the second part for approval.

III. Legal Defense for the defendant may be given by Judicial representatives of the state from which the citizen/subject hails from.

SECTION IV: PROTECTORATE

The signatories recognise that a protectorate must be formed to provide protection to the lands of the Gotrek Union. To formalise said protectorate, both parties agree:

I. The Union of Gotrek shall henceforth be considered a Protectorate State of the Grand Kingdom of Urguan.

II. The signatories recognise each other’s governments, ability to self-govern, their laws and power to create their own laws, with the acknowledgement that these powers/jurisdictions do not extend into the territories of the other.

III. The Union of Gotrek shall only maintain the ability to establish treaties of friendship and trade between other sovereign states, relinquishing the ability to establish military pacts of any sort (N.A.P to Military) to the Grand Kingdom of Urguan.

IV.The Union of Gotrek shall allow the Legion of Urguan control of their military during times of conflict, regardless of it being a raid, rescue attempt, war, etc.
IV.A This transfer of power will not be drawn if an Urguani commander is not present during times of conflict, or during such a raid, rescue attempt, war, etc.

V. The Union of Gotrek will allow the Legion of Urguan to construct a fort to house their legionnaires and assist in the Union’s defence.

VI. The Signatories have the right to bear their own uniforms to represent their military allegiance.

VII. The Union of Gotrek shall remain internally autonomous, with the Grand Kingdom having no political say in their government.

VIII. The signatories shall establish a cart between their nations to allow for ease of travel if possible.

With the signing of this treaty, we cast aside the doubts and conflicts of yesteryears and boldly proclaim our shared vision: May harmony, tranquillity, and steadfastness prevail across the vast expanse of humanity.

In the spirit of righteousness and mutual understanding, the following articles have been mutually agreed upon by both parties:

Article I: Sovereignty

I. The League of Veletz and the United Kingdom of Aaun hereby concur to acknowledge the autonomy and sovereign prerogative of each respective realm, and acknowledge the River Constantine as the absolute division of each parties’ territorial claims.

Article II: Mutual Guarantee

I. The League of Veletz and the United Kingdom of Aaun hereby pledge to refrain from engaging in any acts of aggression or military hostilities against one another in any manner.

II. In addition, this commitment encompasses the preservation of the right to unrestricted movement of their respective citizens between the signatory nations.

III. The citizens of either party shall refrain from accepting military commissions or engaging in mercenary employment from any state with which the other party is involved in a state of war.

Article III: Military Alliance

I. The League of Veletz and the United Kingdom of Aaun agree to a defensive military alliance, in which any hostilities from a third party against any one of them will be viewed as an attack against the both of them.

II. The League of Veletz and the United Kingdom of Aaun confirm and declare that should either party intend offensive military undertakings against a third party nation, then, if in defence of their independence aforementioned, Article III clause I comes into operation; if the declaration of war shall be with intent to conquer, humiliate or any other reason than defence of independence, then they shall immediately consult the other party for assent, for both parties declare that above all the interests of their own inviolable sovereignties are taken into account.

III: The League of Veletz and the United Kingdom of Aaun agree to settle any dispute between them or in which they may be involved through diplomatic means in such a manner that this alliance and the laws of The League of Veletz and the United Kingdom of Aaun are not endangered.

IV: The League of Veletz and the United Kingdom of Aaun agree to consult together whenever, in the opinion of either of them, the territorial integrity, political independence or security of The League of Veletz and the United Kingdom of Aaun is threatened.

Article IV: Extradition

I. The League of Veletz and the United Kingdom of Aaun hereby consent to a reciprocal extradition provision, whereby a citizen of either nation, provided there is justifiable cause for their arrest, may be apprehended and subsequently transferred to the jurisdiction of the courts in the territory where their alleged crime transpired.

III. Legal representation for the defendant may be provided by the judicial representatives of the nation from which the citizen or subject originates.

Article V: Diplomatic Exchange

I.The League of Veletz and the United Kingdom of Aaun collectively affirm the principle of diplomatic exchange between their respective governments, aimed at fostering dialogue and mutual understanding. In accordance with this, the United Kingdom of Aaun shall dispatch a temporary envoy to the League of Veletz, and reciprocally, the other party stands ready to attend diplomatic meetings at the behest of His Majesty's Government.

II. The League of Veletz and the United Kingdom of Aaun jointly endorse the principle of diplomatic freedom, emphasising the inviolability and immutability thereof. This entails that envoys and government messengers shall enjoy unrestricted movement within the territory of each party. Furthermore, they shall not be subject to prosecution by local or national authorities for any civil or criminal proceedings unless their home country explicitly waives their entitlement to such immunity.

III.The League of Veletz and the United Kingdom of Aaun retain the prerogative to formally expel a diplomat whose actions are deemed to have substantially undermined the national integrity and order of either party's realm.

Article VI: Duration

I. The League of Veletz and the United Kingdom of Aaun hereby stipulate that this treaty shall remain in force until the majority of His Majesty the King; that is to say this treaty and its functional articles shall remain extant for twenty years.

II. Should any of The League of Veletz and the United Kingdom of Aaun desire to enact modifications to this treaty in the future, they shall engage in consultations with the others to deliberate upon substantiated alterations, in order to prevent the potential dissolution of this agreement through mutual consent.

III. Upon the expiration of the treaty's stipulated duration, The League of Veletz and the United Kingdom of Aaun reserve the option to petition for an extension, to be collectively considered, should it be deemed advantageous to both parties.

With the signing and promulgation of this document, the United Kingdom of Aaun and the Principality of Talar'nor, henceforth referred to as ‘the parties‘, do agree on their honour to the terms laid forth hereafter.

ARTICLE II

They declare that they will both respect their immutable rights to create extend grant and maintain treaties with third parties; and that all endeavours will be made between them both to defend their sovereignty from third parties.

ARTICLE III:

Desiring permanent collaboration between both countries, agree to assure mutual assistance of a defensive character; should one of the parties become engaged in hostilities with a third party in consequence of aggression by the said third party, the other party will immediately give all military support and assistance.

ARTICLE IV:

The provisions of Article III apply in any eventuality whereby a third party threatens, directly or indirectly, the independence of one of the parties and the said party considers the situation necessary enough to respond by force of arms.

The parties confirm and declare that should one of them engage in hostilities against a third party as a consequence of an action which threatened the independence of the party in question, that the provisions of Article III shall apply.

ARTICLE V:

Both parties affirm that for the proper undertakings of the present treaty to be fulfilled they will exchange complete and quick information concerning any developments, in particular any development which may cause the previous articles to come into operation;

(1) The parties affirm that they shall communicate to each other any undertakings of military assistance which they will give to other states immediately upon the decision having been made;

(2) Should either party intend military undertakings against a third aggressive nation, in defence of their independence aforementioned, and therefore cause Article III to come into operation then they shall immediately consult with the other party for assent; however this does not in itself oblige the said party to similarly commit itself to military undertakings; both parties declare that above all the interests of their sovereignty are to be taken into account.

ARTICLE VI:

The parties agree to unfettered freedom of travel and trade through each other's territory; and a merchants stall shall also be provided in both party’s capital city which will be free from taxation for as long as it shall be occupied.

ARTICLE VII:

This present treaty shall remain in force the duration of the reigns of Her Royal Majesty, Tar-Caraneth Aryantë and His Royal Majesty, Edmund II, whoever God shall call to His side first; and in said event the treaty will not expire for a minimum of two years.

RATIFICATION IN THE YEAR OF 487 E.S.

We do hereby announce that, in the year of 487 E.S., 138th Year of the Second Age, we shall enact Clause IV of Article V of The Glorious Riverway Pact between the signatories Haense and Urguan. As decided in the previous agreement, further discussions have been held, and with agreement of both parties, the relationship between our great realms has been turned to full military alliance. We shall be each other’s swords, and each other’s shields. This amended pact shall be in full effect upon the publishing of this amendment.

The signatories agree to consult together whenever, in the opinion of either of them, the territorial integrity, political independence or security of the signatories is threatened.

The signatories reserve the right to expand this defensive pact into a full military alliance whenever deemed favourable by both parties.

The signatories hereby agree to aid each other in all militaristic regards should the other deem it just and necessary.

The signatories agree to share information of military nature and or of great strategic value to the other.

The signatories agree to allow the passage of armed forces belonging to each other to pass through the other’s land unimpeded.

The signatories agree to share military surplus and equipment within reason, during times of need for either party.

The signatories agree to engage in friendly skirmishes between each other's militaries, ensuring that the military capacity of both states is well maintained.

ARTICLE VII | ARTIKEL ZELV

The signatories hereout agree that this ratified treaty shall serve out the remaining duration of the prior agreement; seventeen years.

In the case that any of the signatories wish to make amendments to this treaty in the future, they are to consult with the others and discuss credible changes, lest the agreement mutually dissolve.

At the conclusion of the treaty’s duration, the signatories may request an extension, to be considered jointly, if found beneficial to both parties.

FOREWORD
The Kingdom of Norland and The Principality of Talar’nor have come to agree in their mutual desire for a lasting peace, and as such form this pact with one another. Though the days of Celia’nor provided little common ground on which to build a relationship those days have since passed, and Talar’nor is born anew from the ashes of what once was to form a brighter future, striving towards what might come. This pact is symbolic not only of new friendships, new beginnings, and peace from West to East but also of the commitment both nations uphold in their desire for a more peaceful world for all.

ARTICLE I. Sovereignty

The Kingdom of Norland and the Principality of Talar’nor, hereon referred to as ‘the Signatories’, do hereby agree to recognize each other’s sovereignty as independent and autonomous realms. This includes the right to fully rule and govern their Realms, territories, and protectorates as they see fit and take a non-interference policy toward said governance.

ARTICLE II. Free Movement

The Signatories do hereby agree to allow for free movement between their lands, allowing their subjects to travel unbothered. This does not extend to criminal acts or suspicious behavior. If a subject of either Signatory is barred from travel, the other shall be informed promptly within a single fortnight.

ARTICLE III. Fair Trial

The Signatories do hereby agree to hand over the subjects of their respective Realms should they be found accused of a crime An observer from the offended Realm is authorized to observe the criminal process as to ensure this article is not violated.

ARTICLE IV. Respect

The Signatories do hereby agree to act honorably and in good standing towards one another to ensure that relations between the two remain close to retaining a healthy respect between the Signatories.

ARTICLE V. Defensive Agreement

The Signatories will commit to a defensive pact whereby both nations shall promise to withhold from any offensive actions against the other and provide military support in defense, should foreign parties aggress upon them. Any violations found in respect to this article shall be handled diplomatically between the two parties to prevent misunderstandings, and violent conflict, and to make any amends if needed.

ARTICLE VI. Feast

The Signatories do hereby agree to hold a recurring feast recognizing their collective achievements every 5 years. This feast must serve specialty dishes originating from each nation as a symbolic gesture towards the recognition of their cultures.

ARTICLE VII. Ears

The Signatories both agree that if any racism is committed by either party in the other’s walls, the guilty individual will either have their ears clipped or grown alchemically to resemble the other race. This cannot be punishable by either of the signatories’ laws.

ARTICLE VII. Duration

The duration of this pact lasts 20 years, and will be up for reconsideration if either nation appoints a new leader within those 20 years.
