Is there an age limit to learning arcane/becoming an evoker? if there is one, what is it?

There is, the absolute age limit for a character learning magic is 16, due to the fragility of their mind up until that point, and even at that point, it is probably best to wait until adulthood, as their mind can still be undeveloped. But for OOC and all that, yeah, sixteen is the minimum for magic, but it is rare for people to learn it at that age, usually waiting for adulthood.
