I apologize for the delay in the modpost.

The Sovereign Military Order of Malta

This needs a lot of work, given the extent of the field that is being researched. Mankind hasn't had any knowledge about this prior to the exodus from Earth. But it will make progress. The additional facilities constructed will prove useful, most certainly.

The groundworks for the shipyard stand, but this will take more time to be finished. (1/4 AP required, SL 1)

Whilst all of this is happening, radio transmissions are being caught in fragments from the silent emptiness of space. The origin can't be determined, but they are most certainly artificial, as parts of sentences and words in an unknown language are heard.

New Sephoria

With the shipyard prepared to take the order and the resources invested being more than sufficient, two new corvettes dot the sky of the New Sephorian homeworld. They are ready to assume duties.

The children, with a Protorian mother and a Human father appear well and healthy. There are no discrepancies, with the exception for the golden hue in their skin and their pitchblack eyes with brown irises. They are being baptised as it is normal on the Sephorian homeworld. They do show remarkable growth and are already capable of speaking simple sentences and words by the end of the year. The Protorians on Sephoria state that Protorians grow up quite quickly at first, but then live through a prolonged phase of childhood, compared to humans. They become full adults at about twenty.

The Protorian Council congratulates the parents and merely requests medical information about the twins, so that the Archivar may sort it out. After all, this is a first, and it has to be stored.

The Terran Federation

4,500 volunteers are being picked up by the Tassaran Republic in order to participate in upcoming combat with the corrupter dominion.

The new colony is established as planned and the first farms are ready by the end of the year. Next year is the first harvest of course.

Building a ship around a gun should be doable. Although altering the system's size and functionality so it fits together without being a big lump of oddity is difficult. They will need more time for that, assuming the effort remains the same.

Hephaestus Holdings Incorporated

And then it's halfway done. Floating above the colony, the shipyard in its skeletal form still, but soon to be whole and prepared to house the construction of dozens of different ships. (2/4 AP, SL1)

The new hull armor though comes quite... surprisingly quickly. Instead of using the old Steel and Titanium platings, an alloy of steel and so-called Itoron is the way to go. Most spacefaring nations apparently use it, given its incredible density and resilience against impacts and pressure.

The Holy Kingdom of Eadn

Given the vast amount of resources required to build a fleet of thirteen frigates and how little was given, only one frigate leaves the shipyard by the end of the year. Fortunately enough though, with the planned warp drive on it.

Aurora

In an act of stubborness the engineers decide to simply expand the shipyard on the ground in which the half-finished colony ship is still awaiting completion. Speaking of completion, they do manage to increase the shipyards capacity substantially. (SL 2 now. 2/4 AP colony ship in waiting)

The energy supply is less of an issue, the energy emitters pose the problem. In the principles of a magnetic field, the engineers continue to try figuring out a way of emitting a field that is dense, but non-dangerous on its own (ie temperature, radiation, etc.). So far, all attempts were unsuccessful.

United States Of Arcturus

Halfway done. An engineers coughs and straightens up as he has bolted the last girder in place. The extended structure for the drydock stands, but it will take another year at least. (5/10 ap to SL 4).

Imperial Republic of Mankind

The ship fail to return any findings about energy signatures alike the ones of the energy cells.

The engineers assume it is possible to make a lesser version of it, given that they managed to understand the basic principles of the energy cell. But the substance inside is what puzzles them. It appears heavy, but somewhat inert. Reacts when it is energized (quite violently so). But getting more of it is impossible as they have not discovered any kind of deposit with a liquid alike it.

The atmosphere appears to become better by the year. The past couple of rains appeared to be rather... normal, still a bit muddy, but mostly from dust and not pollution. The grown lichen and moss are covering vast parts of the surface, as the planter robots still work thoroughly and without rest.

Die Volksrepublik

A frigate bearing the flag of the Republic soon looms above, giving the people below a bit of a sense of security. Certainly a step forward.

More houses. More stores. More. Given, if this keeps up, the colony will turn into quite a city.

And the consumption of materials comes along. Striking a new valley elsewhere on the planet, they proceed to mine more metals and ores.

Whilst the Protorian Council itself declines to send any technology or weapons, it notes that it is willing to accept volunteers in the war, supplying them with equipment and training to fight in the name of the Council.

The Remnants

Given, there is not much to add, as the Support Carrier is stocked with fighters, with the remainder in defense of the colony itself.

The Tassaran Republic notes that it is willing to accept volunteers (ships included) for the upcoming battles with the Corrupter Dominion.

A hundred new Sephorian robots are part of the Remnants now. Ready to assume duties they should bolster basic labor well enough.

The shipyard continues its construction but is still not finished. (3/4 AP to SL 1).

Free Human Technocracy

Secret is secret. It makes some steps forward. But it certainly takes much more time than just one year.

The development of new alloys works quite well, and soon enough the first Itoron-Steel plates are available for construction. This should improve the durability of all things quite a lot.

Alerts go off as an unknown vessel is detected in the initiative's home system. It appears to be a light cruiser and on direct course to the colony itself. (ENCOUNTER).

Silver Knight Corporation

And they get their two new corvettes. More little ships.

A transformable fighter. A new concept, but interesting as it is possible to do given the technologies available. It will not be a small vehicle, but given that a mech suit is tall, it should be possible. And so the design works begin. It will take a little, but they will come along nicely. (I refer you to Starcraft, the Viking.)

The Han Dominion

Given their starved bodies, it is the best decision to make. By the end of the year, with the rapid expansion of monoculture farms, with rice growing surprisingly well on this new world, the rations can be doubled and people are getting stronger again to tackle the daily tasks better.

And, much alike other colonies have discovered at the starts of their journeys, these worlds are abundant in resources. The very ground often just yields riches of metals and ores unfamiliar to those who have lived on a stripped Earth.

Aegis

Careful fishing and preservation of nature certainly keeps the ecosystem in tact. The ecologists among the populace surely welcome such a notion.

It turns out, the sediments are incomparably rich in minerals. Collecting them might yield substantial amounts of useable metals.

The Galactic Assembly is founded by the Protorian Council. With ambassadors from following nations, each holding two seats:

Backhatta Hive (low) - Confederation of Xaplonius (High) - Redon Imperium - Republic of Galaron - Protorian Council - Human Colonies - Tassaran Republic - Libellan Union.

Human Colonies (Bold means, holding a seat):

PAR: PAR

Terran Federation: Hephaestus Holdings, Auroran Imperium, Silver Knight Company

Auroran Imperium: Terran Federation, The Remnants

Previous issues:

The Redon Imperium demands cessation of a sector in conflict from the Backhatta Hive. (The Redon Imperium withdraws its demand.)

The Backhatta Hive demands cessation of a sector in conflict from the Redon Imperium. (The Backhatta Hive withdraws its demand.)

Current issues:

No current issues are being handled.

----

Events

The Republic of Galaron unconditionally surrenders to the Karass Dominion. The Galactic Assembly lost a member, as the Karass' forces occupy and integrate all Galaron-held systems into their own.

The Backhatta and Redons reach an agreement and the Redon Imperium claims the sector.

The Tassaran Republic engages the Corrupter Dominion directly for the first time with a fleet of its own. The battles are heavy, casualties high on both sides, but the Republic was able to halt any advances of the Corrupter Dominion for the time being.

Communication with the Republic of Xie cuts out as forces of the Karass Dominion annex the colony.

August sighs reading over her latest update from the council members; the engineering teams were stubborn and had decided to simply expand the already built shipyard. Shaking her head she sighs ‘Guess that's one way to do it..’ she mumbles before going to sit down at her desk and pull out a sleek version of the VR headsets that have been circulating and slip it on. Soon she’d be thrown into a virtual meeting room with the council members already seated and waiting for her, nodding to them all she would clear her throat before commencing the long meeting in the virtual world.

After around two hours of discussion all of the council members would sign off from the virtual world, this method being much more easier with how busy they have all become. Soon work continues as planned; however many concerns were brought up over the Karrass Dominion’s annexation of a human colony and the takeover of the Galaron. Meanwhile in the colony progress would be slow but it would be there, the worm farm would be finished and the worms tended to in return for farming their eggs for an easy way to get food. The forests are still watched by patrols of military personnel just to make sure no brave massive animals tried venturing to close to the colonies large city. Work continues to be poured into the shield emitter; the prospect of making a name for themselves in the colony playing a small part in their excitement of this task. The construction of the Helix colony ship also resumes; supplies being put aside for the future of colonizing a nearby planet. In regards to education; it is given a slight budget increase especially for Aurora’s largest education facility that sits in the middle of the city, the council would hope to make Aurora a place of learning and science for future generations to come.

The Sovereign Military Order of Malta

170px-Coat_of_arms_of_the_Sovereign_Mili

"How goes the research?"

"We have no idea, Grand Master."

The Order of Malta would not be deterred in its pursuance of FTL travel, especially now that they knew of the existence of another force in the skies. No, now its leadership was more determined than ever to claim the skies. With a steady population growth and an overly-well developed homeworld for less than 200,000 people, the research on the Quantum Anchor continues with popular support. (3 AP)

With no end in sight, however, the construction of the shipyard is temporarily halted for a new project. There would be need for labor to be done mechanically to allow the population itself to have more time to devote to scientific and civil improvement. Hence, Project Humanoid was born. Built off of the Japanese projects that began in the early 2000's, mechanization of more basic roles, such as teaching and secretarial work, along with most grunt work, is decided to be a primary way to further society. Therefore, the Order invests large quantities of money and time into the development and production of humanoid robots. (1 AP)

With radio transmissions now coming in, at least partially, the Order makes the call to attempt to make contact with them, sending out a Rosetta-Stone type English language transmission and low-technology note file, hoping that whoever is transmitting in the unknown language might catch the information. Hephaestus Holdings Incorporated

Best Products, Best Value, Best Customers!

TmZFVam.jpg

It seemed mere days before the scientists returned--patting themselves on the back for developing a new alloy, Itoran Steel, for vessel construction. Steven and the Board were highly impressed by the efficiency, and began furiously arguing the worth of the new material. After about half an hour of arguing, the Board half-remembered that the science team was still awkwardly hovering in the board-room and awaiting further orders. They shoo'd them away with some other project while they did the important work; selling their new product, and upholding their current contracts.

The shareholders of Hades looked upon the visible shipyard slowly growing above the planet's skyline. The construction effort was surprisingly vast for an industry Hephaestus had never really been a part of. Then again, Hephaestus had never been in the arms market either, and they made one of the largest single sales in their history. Who knew what other industries they could succeed in? The Corporation could adapt to any situation, and this was not faith. This was fact. Everyone knew what was coming, however. The population had increased significantly in the last few years. Brokers began speculating on colony-vessel costs, and investors spoke with bankers and insurance-subsidiaries on colonial expeditions.

Jason Woolard, mining magnate, sat in his favourite restaurant. He preferred steak and chips like he had back in Australia. He was practically raised on pub food (perhaps indicating how he gained the impressive gut he sported), as his father was a hotelier. He purchased land when he was barely 18 on the internet while drunk, and was very surprised to discover he had his hands on the richest copper deposit on the continent. Refusing help, he set up his own mining company. He built, and built, and built, until finally being incorporated into Hephaestus after the Down-Under Purchase  of 2085.

Milly Price was with him, and clearly out of her element.

"Hey Milly, you tried the steak? I bloody love the steak here!" Jason wolfed down the meat greedily with a smile.

Milly didn't seem too pleased with her massive plate. She prodded her lamb cutlets with a wince before placing her fork down in defeat. "I'd rather discuss the upcoming colonies."

"Colonies? What colonies?"

"The ones that are about to be announced next quarter? Don't you listen to the meetings?"

"Nup." Jason planted a fistful of chips into his mouth with a gurgling chuckle. "Boring as ****. Unless it involves me. Then I tend to listen. Mostly." He finished his statement with a throaty guffaw.

Milly rubbed the bridge of her nose with a grumble. This was going to take much longer than she hoped. "I want you to help me push for colonising ONLY planets without biospheres."

Jason looked up at her mid-chew with a puzzled expression. "What? But I like biospheres! The air smells like, you know, air! And the ground is nice and earthy..."

"Yes, but mining is much easier on dead planets." She spoke slowly and gently, emphasising mining with as much sweetness as possible. "I want to keep the lovely green planets for tourism and limited agriculture. Trees are annoying, aren't they?"

Jason furrowed his brow, and licked ketchup from his lips. "They get in the way of everything. And hippies always complain when I chop them down. Yeah... maybe it'll be better with just other planets like that one..."

Milly allowed herself a small smile as Jason dug back into his steak. Six board-members down, so, so many to go. Her tourism opportunities were growing grander by the day...

Action Points

Work continues on the shipyard. The new hobby of "Yard-spotting" is popularised in media. As there is only one shipyard, one would think there would be little interest, but enthusiasts claim they're 'making an early investment into the hobby.' (-2AP)

Having nothing else to do, the scientists are encouraged to "improve something, or whatever. We dunno." They shrug their shoulders, and make attempts to increase the damage output of Hephaestus laser-weapons. They gain significant, though mostly silent, material support. (-2AP)

A general advertisement is sent out to (market) friendly empires and colonies. Hephaestus seeks surveyors to scout out surrounding systems for exploitation and colonisation. (-0AP)

Prime Minister Alistar would walk into his office the reports from the mineral scans on his desk and a proposed plan to harvest them. Alistar would go over the documents, then hit the Call button on his desk asking for the one who submitted the Documents to be brought to his office as soon as possible.
Later Alistar and the Engineer who submitted it would meet and discuss the designs and methods. Hours Later a Final idea is sent home with the Engineer with orders to begin the Next day of Designing the Machine Named the MMH for short
The MMH "Manta Mineral Harvester" is a Unmanned Robotic Manta Ray Designed to collect minerals and other materials off from the Ocean Floor via Magnetic Vacuums Each Being able to carry around 100 Cubic Meters of Material with a Filtering System to Separate the Sand from the Valued Metals distributing the Sand back onto the ocean floor through flaps on its back. Programmed to return on their own and deposit there cargo into a holding bay designated to the Manta Then Return until they cover a 100 Kilometer Path set by the Crew of the holding bays each day.
Captain Erebus whom currently was simply watching over the colony ship started sending out transmissions as Alistar had instructed the day before hoping that someone would find them and with any luck NOT attempt to enslave or destroy them all.

Imperial Republic of Mankind

40k_imperial_aquila__transparent__by_fug

Location: Novam Domum, outside of the domes.

The winds blew through the fields of green that covered all the eye could see and the blue horizon that could be seen if a person looked up.

Here in the fields a small group of men walked through the open area simply looking around at how much everything had changed.

Among this group was Alexander Varellion, emperor of the Imperial Republic and the person responsible for making this all possible.

It was hard to think that just 20 years ago the planet was totally empty without any life or any vegetation of the sorts.

Yet now in the decade that the refugees of earth had landed here more change had happened than in thousands of years.

Where there was once no atmosphere there was an atmosphere filled with: Carbon dioxide, oxygen and nitrogen all making sure that life could flourish on the planet.

Still there was no animal life on the planet, only the seemingly endless fields of moss that covered its surface.

The group walking through the fields and more specifically the emperor himself felt a large sense of pride at all that they had achieved.

Because of the tragedy of earth much had been lost yet there has also been an unshakable will to progress and to make sure that the species called humanity would survive whatever the circumstances.

Finally the planet of Novam Domum was truly fitting of its name as it had become a new home for humanity.

Much still needed to be done however and there were many issues that the IRM faced foremost of these was the facility on the moon.

The emperor wanted to purge it as soon as he could yet without the alien technology he was not confident of his chances and capabilities of killing the grey skinned creatures that infested the facility.

He knew that he could purge the facility once he acquired the laser technology and a few other and he knew that it was all a hair away if not for one critical issue, the lack of the liquid.

This frustrated the emperor to no end seeing as not only could he not purge the facility that was almost constantly on his mind but neither could he stand a chance if any aliens with hostile intentions came barging in and simply conquering the colony without any problems.

Alexander felt weak and helpless, he never even on earth like to feel weak and helpless and now especially with humanity being as weak as it was and everything relying on him he hated it even more than in normal circumstances.

As such he knew that some military measures were needed to be done and to satisfy his paranoia he had something in mind that could make sure the possible last remaining vestiges of humanity were not helpless.

He had plans to make a frigate in the shipyard that was armed with railgun and specially adapted missiles that could be used in space that could be used to defend the colony.

Yet he craved for the frigate to have laser weaponry and possibly shields like encountered in the moon base but bigger as to work in space warfare.

However he knew that for now he also needed to focus on other things and not totally focus on the lasers.

As such he gave orders to: scout the planet of Laxamentum the newest colony of the Imperial republic, create a frigate, start making large agricultural fields as to feed the population and a small special project.

Actions

2 ap is spent on creating a frigate

1 ap is spent on scouting the planet of Laxamentum for any unique unknown resources and or plantlife and other things that could be useful more specifically previously unknown minerals.

1 ap is spent on making the equipment for large fields of farm with a crop that could work on this planet (most likely potatoes) and once finished spread it around the places on the planet were agriculture would be viable

1 ap is spent on developing a possible heavy powered armor for soldiers to use and be able to be quit resistant and most importantly temporarily stopping the claws of one of the grey creatures.

The Terran Federation

Year 2121 Terra, Sol Colony, Sol’s Rebirth System

“It is easier to find men willing to die, than to suffer pain through time and patience.” Julius Caesar

dcc6577db28e32421bae41ae2d7134d7.png

A Young man rushes down to the Engineering Section of the Shipyards and head through the door “Sir! Sir! We just gained some new alloys from Hepheastus Holdings!”

Uri and a few other engineers look over a view screen of the layout of the Frigate in design, It’s massive Railgun Structure forming the spine of the ship as several different designs are spread across the screen. “Something related I assume?” he asks irritated

The young man nods handing it to him “It’s a mix of Steel and a metal called Itoron, A galactic standard supposedly. Vira ordered me to bring it to you all immediately.”

Uri nods taking the datapad “Good, We’ll look into integrating it into our design.”

Meanwhile the council has been discussing the continuing issue of proper lack of resources. The small amount of mining operations they have could pose a serious issue in the future.

As the Federation wishes to be completely independent of resource needs to care for itself several ideas and proposals have been brought forward by a small science team and some Mining Engineers who believe their idea could benefit the Federation greatly especially in the long run. This Project would take several stages, and while not entirely hush hush, it is kept on the down-low until it’s hoped completion.

This effort is dubbed Project: Gold Rush

Die Volksrepublik

The old German anthem is played one last time as the Frigate powers into space. The Vorwärts is the first Republic ship of it's class. Differing from standard frigate templates, this ship is modified. The crew cabins differ, acquitted to the various races on board. Alongside several armaments, the frigate has a main frontal battle canon. This canon is a high velocity meant for long distances. The frigate is more lightly armored, and has several solar sails attached. The ship is meant for long distance fights, and evasive actions. This follows the standard PAR battle doctrine. Life is more important than anything else, and must be preserved. Their frigates will be for low level escorts and frontier raids.

The frigate is fully crewed, mainly with aliens. Many humans lacked the knowledge to crew the ship. Thankfully the PAR had a diverse roster, and could choose from the ex but skilled alien pilots. Alongside the ship's crew, is the first batch of Sturmtruppen. Inspired by the old German model, these will be the void bound military units. Chosen from the top ranks of PAR shock troops, some two hundred men are chosen. They are not outfitted, as it is expected the Protorians will do that.

And so the Vorwärts leaves almost as soon as it is born. Warping to the Protorian capital is the first order ever given in the PAR navy. There it is expected that the promised equipment and training will be given. The Sturmtruppen will hopefully be given state of the art galactic marine equipment. Their purpose will be to deter boarders, and engage in small scale frontier actions. After this is done, the Vorwärts will enter the fight. They are not expected to be in the front line, slinging projectiles at super advanced ships. Instead the PAR offers to help in fighting off raids and probes as a part of a bigger battle group. They will garner experience (and whatever tech/knowledge they can pick up) and try to remain alive above all else.  (Important for mod)

It soon becomes obvious that training will be needed at home. The PAR could not rely on the Protorians and alien newcomers to run their navy. And so plans for a military space academy are put in place. It will -of course- be built in space. Thankfully one viable option presents itself. The old colony ship, still sitting in space, is put to use. It will be the base of a sprawling campus. PAR will hire space experts from across the galaxy to teach at the new academy. No class is formed yet as they need to find experienced teachers and build it. It will also offer classes on all other forms of combat, though focused on space cadets.

SATO matters

Votes YES on standard currency. PAR supports Hephaestus holding as a candidate for holding the SATO bank/currency production. It is hoped to be a show to garner support from that sector of the assembly.

Votes that space station should be in the space between Silver Knights/PAR/Aurora

PROPOSES that any SATO member willing to provide resources to help complete PAR military space academy will receive full access for their own citizens to use it.

General Activity

The Silver Knight Corporation accepts its invitation to the SATO Alliance and sends one of the more controllable executives to be its delegate to wherever the temporary headquarters is as of now, as to make sure their ambassador does not attempt to do anything outside of the interests of the Corporation. He is told to vote no or to find ways for the Corporation to opt out of a Unified Currency, seeing the need to trade and store currencies from the various other Empires in the Galaxy.

To this end, the Silver Knight Company establishes a Bank to properly contribute to Galactic Financial Services, they begin to set up gold reserves for themselves and offer to do the same for the various other Countries, so that they may have reserves to call upon in the event of a galactic financial crisis. The Bank also begins to deal with foreign currencies as and when they can, trading in them and keeping track of established exchange rates.

Military Exoskeletons begin to patrol the streets of the Capital along with soldiers, showing off the technological prowess of the Corporation and ensuring the citizenry feel safe along with ensuring they know that there can be no dissent on the Colony. Mech soldiers are chosen based upon their physical attributes and advanced testing to ensure they can pilot them extremely well as they are somewhat expensive assets. A new training scheme is put into place for the planned Transforming Flight Mech to find who would be best appropriate to be the first pilots of the Company.

The chosen currency on planet as of the moment is through gold and silver coins, though they can be exchanged for foreign currency no other currency is accepted in the various businesses and subsidiaries on the planet. The coins themselves are not entirely pure but alloy based to ensure that they aren't too expensive to make and won't be overvalued for foreign investors in the Colony to purchase.

Activity Points

The Shipyards would be instructed to build the Companies first heavy frigate, designated the Carlisle Class. Wishing for its main gun to be a rail gun, and to have various missiles and point defense turrets ready to defend it from fighters or incoming projectiles. (2AP)

The R&D part of the Silver Knight Heavy Industries Subsidiary would be instructed to continue on the Transformable Mech that should work in space. Wishing for it to be able to be maneuverable in fighter mode and somewhat maneuverable in mech mode when in space. (1AP)

One of the Corvettes would be instructed to survey the system in which the Colony lies to find any precious metals or other valuable resources to mark out for future. (1AP)

“Yuguo is really quite beautiful. Wet, but beautiful.”

So thought lieutenant Shi Yimu as he pushed his way through underbrush, his boots squelching in the wet earth with every step. There were trees and other plants here that resembled those on earth if one didn’t look too closely, and the near constant rainfall in this part of the planet meant that they grew lush and dense.

It did make the land difficult to traverse, but such inconveniences were routine for a man such as him. In the service of the Jinyiwei, the Dominion’s secret police, one could be sent anywhere, live in conditions that could never be admitted to, and do things that could never be spoken of. But of course, Yimu understood the necessity. If the Dominion could not control itself, what could it control?

He and his men had been dropped off a mile away, and only now, after three hours of pushing their way through the dense forest, did they near their destination. A lake came into view, and on its edge were several houses, surrounded by rice farms. Several adults seemed to be working in the fields, while children played in the small village. According to the intelligence Yimu had received, there were around thirty residents there, in total. They had disappeared from Xin Xi’an nearly a year ago, and had turned up only recently, discovered by one of the scouting missions sent out daily from the city.

Yimu ordered his men to establish a perimeter as quietly as possible. All of them were briefed already, and would give no objection to what they were about to do. A single house, a single family, might have been overlooked. But thirty people?  It was a betrayal. Leaving the Dominion to survive as subsistence farmers rather than efficiently contributing to the Han civilization was irresponsible, selfish, and could not be tolerated. And more importantly, doing it unasked was a rejection of the Daos’ authority. The orders from the Dao Er had been clear: an example had to be made.

And so Shi Yimu felt no remorse when he gave the order, and gunshots began to erupt from the edges of the forest. He calmly began walking through the rice fields as men and women fell trying to escape them. He merely leaned against a house and watched as his men entered the buildings to deal with the boys: they could not be allowed to grow up resenting the Dominion, and destroy it from within. He merely nodded with approval as the girls were herded outside the town to wait for the transport, only having to step forward once to reprimand one of his more licentious agents for trying to abuse his temporary authority.

Perhaps it would have sent a symbolic message to burn the village, but Yimu did no such thing. Rain would have put it out quickly anyway. Instead, while his men gunned down a few villagers trying to swim away, he stepped inside the houses, to ensure the job was done completely. All but one were empty. The last contained only one resident: a mewling infant boy.

Yimu brought his hand to his sidearm, but hesitated. His orders had contained no exceptions for infants. But surely someone this young could do no harm? And two weeks earlier the doctors had found that his wife was infertile. The second thought was the one which resonated in his mind as he slowly took his fingers off the pistol’s grip.

Moments later, the hum of the arriving transport shuttle reverberated through the air, and the time to decide was over. Shi Yimu stepped out to his men...with the newly christened Shi Feng in his arms. Not one of them dared to say anything.

----------

After a year of coordinated construction, the new capital of Xin Xi’an begins to look like a real city, with densely-packed buildings quickly rising from the cleared land. The populace moves off the ship into more comfortable quarters, leaving the colony ship empty and unused. Comforts such as state media and public festivals are established to provide some level of entertainment to the citizens,  and the Dominion takes a policy of noninterference as far as local businesses are concerned: as long as resources are not direly needed by the population as a whole, citizens are free to set up their own establishments. Encouraged by this, Xin Xi’an quickly sees independent enterprise expand, particularly in the service sector. The government, however, reserves the right to stamp out industries determined to be “useless to the advancement of the Han.”

In the new society, the Daos keep very close watch on their populace, and the Jinyiwei carefully observes and considers even those things that are considered to be “unregulated,” such as parenting and personality. The Daos come to the conclusion that above all, what is needed to preserve the strength of the Han is growth, and they begin to enact policies to enact this. In state media, nearly every family shown seems to have at least six children, as do the ones in private advertisements, courtesy of Jinyiwei pressure on their owners. Women are gradually pushed out of time-consuming or dangerous jobs, to give them more time at home. After all, they are the ones that truly need to be convinced.

The Daos note with approval that rice seems to grow well on this planet, but not well enough to satisfy their plans. Rapid growth requires abundance, after all. Livestock have been offloaded from the colony ship, but they would be far to inefficient to constitute a staple, and are mostly sold to private businesses. Instead, despite the vastness of the existing fields, the existing rice will have to be improved for greater production.

The response is to establish a Center for Biological Engineering, on an island offshore of the seaside Xin Xi’an, so as not to destabilize the ecosystem with anything that is created there. It isn’t difficult to find experts on genetics and genetic engineering among the Dominion’s citizens: all of them were highly intelligent and outstanding in their fields back on Earth, after all. It should be easy to gather a team of the most knowledgeable Han, and once the center is established, its first project will be to perfect rice’s suitability to the Yuguo climate. The program’s approach will be to first study how local flora differs from the crop, and then to make adjustments based on anything relevant.

Yuguo has two moons: Shiguo and Lenguo. Shiguo is a barren rock, small and seemingly devoid of anything interesting. Lenguo is far larger, and able to hold a very thin atmosphere, though it is nowhere near breathable. Lenguo is also completely covered in ice and snow, and so appears to be entirely lifeless. Nevertheless, both may hold resources beneath their surfaces, or perhaps even unknown threats. And so the shuttles in the Dominion’s possession are dispatched to the moons, to survey them for materials which may not be available on Yuguo.

Free Human Technocracy..

An icy-piercing wind blew through the bridge connecting black site Gamma’s entrance to the central living center of the newly-established outpost.. It was cold, very cold on the world of Kiobos. It’s climate was extremely different than that of Viyter the homeworld of the Technocracy, but the colonist of the new planet were happy and excited. The military and research focus gave a mysterious feel to it. Shrouded in a cloudy of icy darkness.. The facilities were already hard to locate. When ice storms were in full swing, it became impossible from scanning the surface.. This made it the perfect place to hold the FHTC’s research facilities… The perfect place to continue project XYZ…

Back on Viyter people were overjoyed with the news of discovering Alien life and to find out they weren't the last humans alive… The Da’nor commodore Sal’eea, is extended an invitation to stay as long as she liked to learn all about the FHTC’s culture and how life is lived. She would be staying in the Governor's mansion with Ben..
