The Constitution of the Interstellar Accord

ON4pe8B.png?1

Comprised of the four founding nations of

The Sovereign Military Order of Malta

The Star Republic of Edonia

The United Canadian Front

The Imperial Republic of Mankind

These former nations have chosen to merge into a federated state for the continued prosperity and purity of will of its members. Each former nation will, in the rest of this document, be referred to as a Sovereignty. These Sovereignties will now all answer to the Accord’s governing body. Furthermore, upon the signing of this accord, certain founding entities are to be renamed.

The Sovereign Military Order of Malta renamed to The Maltese Principalities.

The Star Republic of Edonia renamed to the Republican Systems of Edonia.

The United Canadian Front will be renamed to the Republic Star State of Kanata.

The Imperial Republic of Mankind is renamed to the Imperial Provinces.

The Accord is ruled by a governing Council, further made up of the High and Low Councils. Each Sovereignty has one member within the High Council and a number of members proportional to population in the Low Council. Every vote must pass both High and Low Council with at least 75% of the vote. For every 10,000 citizens of a Sovereignty, they are given 1 seat on the Low Council. The number of counselors and votes needed to pass will be updated in spans of time no longer than five years between. As of the drafting of this document, the numbers are as follows.

The Maltese Principalities

98 Counselors

The Republican Systems of Edonia

33 Counselors

The Republic Star State of Kanata

33 Counselors

The Imperial Provinces

73 Counselors

Total

237 Counselors

Votes needed to pass: 164

The Interstellar Accord should be viewed as one entity to deal with diplomatically and legally, but trade and certain politics are managed by each regional entity. The higher machinations of court and diplomatic policy will be implemented by the council.

Furthermore, the following laws are hereby enacted effective immediately upon the ratification of each Sovereignty.

The Accord and all of its Sovereignties will immediately sue for peace with any outstanding factions.

Diplomacy except for minor affiliation, trade, and technological agreements is to be done with the consent of and through the Accord and its official channels. Declarations of war are to be done by the government of the Accord, as are any sues for peace.

Guaranteed free trade between the Sovereignties of the Accord, civilian or governmental, and the approval of non-emergency and nonessential Quantum Anchor usage between the Sovereignties, to be moderated by the Department of Travel. The trade of goods harmful to bodies, such as chemicals and drugs, is allowed to be denied by individual Sovereignty governments from passing through their space.

Sovereignty governments are allowed to further limit the rights and add laws to their space, but are not allowed to revoke rights given within this document.

The sharing of rare resources and materials between all member Sovereignties in order to improve fleet and national readiness.

Freedom of information between the governments of the Sovereignties of the Accord.

The dedication of resources to be decided upon in future by vote of the Council to the welfare and improvement of the Accord.

The integration into a single military umbrella, meaning the combination of all arms within the Accord upon declaration of war.

Any criminals of one Sovereignty fleeing into another will be returned upon capture to be tried in the Sovereignty in which they committed the crime.

The creation of a standard educational code, to be named the Galactic Standard for Education (GSE). All academic institutions built and to be built will be brought up to and surpass the current galactic standard of education in any fields and curriculum taught. Any new standard-level information will be shared between the member Sovereignties of the Accord. In addition, all friendly nations in the galaxy are asked to send any basics in all fields, and a call to any citizens with educational background is sent across Accord space.

The unification of bottom-line policies between the sovereignties. Current bottom line policies include the following:

No genocides committed towards citizen, friendly, or affiliated races of the Accord.

The equal treatment of all citizen races of the Accord, and freedom of movement of all citizen races between the Sovereignties. As of the ratification of this document, citizen races include the following:

Human

Ganvius

Ascardian

Da’nor

Tjieran

Ceri

Skellar

Libellan

Any mixes between the races. As of the ratification of this document, the following mixes, henceforth referred to as “Multi”s, exist within Accord space:

Human-Tjieran

Human-Da’nor

Human-Ascardian

Tjieran-Ascardian

Ascardian-Da’nor

Upon the birth of a new race of Multi, that interbred species will be given immediate citizen race status, no vote needed. For a new alien race to be considered citizen, a vote must otherwise be taken, with 50% approval in the High Council and vote of 139 in the Low Council, to be changed if the number of Low Council members change. Furthermore, upon the ratification of this document, all current citizens of each member Sovereignty is to also be made a Class I citizen of the Accord. Citizenship is to be split into three classes, designated I, II, and III. Class I citizens are afforded all rights; Class II subject to additional laws including but not limited to federation inspection and requiring renewal of visa every five years for the first twenty before being upgraded to a Class I; Class III, labelled as a “Worker's’ citizenship”, subject to further additional laws and to require renewal of visa every year for the first five before being upgraded to a Class II. Any Class I citizens or lower found to be in violation of Accord laws is subject to degradation of citizenship level and subsequent deportation or other punishment.

All offspring of a Class I citizen is afforded immediate Class I citizenship. Any offspring of a Class II citizen is afforded immediate Class I citizenship. Any offspring of a Class III citizen is afforded immediate Class II citizenship. Offspring citizenships are counted as having been activated on the date of their birth, at 12:59 PM Accord Time, set tentatively to the 26-hour Rhodium cycle.

Noncitizens, those that have lived in Accord space for a span of time less than five years, require worker’s visas or permits, which can be applied for in Accord governmental offices or embassies.

The Interstellar Accord will furthermore extend the wish to establish embassies to the following states [MOD]:

Confederation of Xaplonius

Tassaran Republic

Ceri Collective

Backhatta Hive

Skellar Kingdom

Republic of Galaron

Tjieran Principate

Ascardian Principate

Upon establishment of an embassy, the following races will be given citizen race status:

Redon

Karass

Galaron

Grgl

Backhatta

Protorian

Tassarean

Furthermore, any nation that wishes for an embassy may forward a request to the Accord Council for the creation of an embassy and citizen race status within the Accord.

The creation of a single Government of the Accord, to be called the Accord Council. Each Sovereignty shall contribute to this government, which will tentatively be located in the House of Rhodium, First District, Second-Fifth Levels on the capital world of the Maltese Principalities, Rhodium.

This government will be separated into Departments, each led by a Board Director. Board Directors are to be chosen by whichever Sovereignty is in charge of the department, as follows:

Department of Education (Board Director: Maltese Principalities)

A decisive year, one could say. Powers shifting. Wars ending. Nations perishing, perhaps? Whilst the massacre of the PAR takes place, and the Eadni vanish from sight, a bigger event garners the attention of the entire galaxy. The 8th Crusade.

Massive battles everywhere, the Corrupters bringing up more resistance than anticipated, but are no match for the combined might of the Northern Galaxy. It has to be said though it is a fateful year, as two advance detachments of two different fleets, one a Cevelli-Ymoria fleet sent from the North, the other a Ka’cezh warfleet coming from the South meet. Corrupter space is traversible at last it seems. At least for warfleets.

REDACTED [Skype]

Despite all efforts, given the current situation and reputation of mankind, the advertisement campaigns for potential immigrants yield meagre or no results at all.

The new material, determined to be Itoron, continues to prove resilient in all forms of durability testing. One rather quirky scientist has the bright idea to form an alloy between this new metal, Itoron, and an Earth based metal, Steel. This alloy actually proves even more durable than just the new material, Itoron, on its own.

The Sovereign Military Order of Malta

Another colonial vessel enters the service of the Maltese order with thousands of humans and aliens alike clamoring to climb aboard the vessel. While this new ship is being prepared, two ships already at capacity set out to settle two brave new worlds for the Order!

Another Xylorite Mine is constructed for the cause of the Order, dramatically increasing their production capacity.

Star Trek, MD Device [Let’s take this to Skype ;)]

The Maltese resort continues to grow, its luxurious amenities attracting various visitors.

The task for a planet-wide shield is overwhelming, the Ganvius engineers blunty state. They require immense amounts of resources to build it in the first place, and then maintain it. Whilst they are able to construct a shield generator for a structure as big as the House of Malta, a whole planet was a different story.

G.E.N.S

Project Infinity [Skype]

Space Excavation begins, most of which is centered around the Itoron mine located on their Gamma planet. Excavating in such large quantities makes this metal even more readily available for ships or other things that the nation might require.

Asgard Republic

The Asgarder Refugee Settlement program sees a lot of early success as victims of the recently concluded Southern wars flock to the planet Vanaheim to begin anew. Immigration certainly increases for the Asgardians, however whether or not these new settlers respect the modes and orders of Asgard remains to be seen.

And indeed, on a planet in the sector south of the capital, they do find a deposit of Itoron.

1,000 Ares II Laser Rifles come off the production line by the end of the year without issue. This effort is fueled mostly by the increase in Xylorite production, which has seen a significant uptick as a result of the new mine on Vanaheim. The same Xylorite helps in part during the construction of the new trade station which will require significant investment.

A new Destroyer is deployed to the Asgardian Fleet.

Progress on the improvement of sensors continues as the Asgardians become more capable of detecting ships several systems away from the location of that sensor. From the homeworld, several systems in its vicinity can be scanned however an entire sector is still an ambitious initiative.

The Han Dominion
Project Lance [Skype]

The shipyard reaches the capacity to construct Carriers and Heavy Cruisers [10/10 to SL 4, 1/20]. In that shipyard, a colony ship is turned out while construction continues around it.

[REDACTED, in SKYPE]

The Han colony is established for the greater glory of the Rice Field God.

United States Of Arcturus

Skype.

The Trade Federation

Project TAROT [Skype]

Project MENDICANT begins, initiating a wave of new innovations in the field of both offensive and defensive computer science. Though most systems are quickly protected from more civilian attempts to access critical systems, the defenses of the Federation will still need some suring up from more coordinated attacks. Likewise, the offensive abilities of the Federation are sure enough to defeat most civilian or poorly defend targets.

By the end of the year, most of the station is successfully fitted with Itoron, making it less vulnerable to attack than other softer targets. The defensive stations are also started, though they will require some more investment.

The Han receives resources.

The massive and energy consuming scanner proceeds its duties… and is well capable of identifying most stellar objects and their general composition in range. Though scanning so much took a very very long time. By the end of the year, they do deduce that at least a deposit of Itoron is to be found east of the capital sector.

Little is gained from the ventures into the South. The Galaron are skeptical and see no gain in such an endeavour, an opinion the Backhatta share. The Ganvius are too far away and prefer trading with their immediate neighbours. The Karass are simply fractured, the entire Dominion territory a zone that should be avoided.

The Kalronian Ystor Rule does not reply.

The Affiliation

A Colony Ship is produced by the end of the turn with hundreds of eager private farmers and several large agricultural conglomerates taking interest in where this ship might be headed!

The Gunslingers are formed, their purpose clear, so it is assumed. ((If you need anything specific in that regard, do tell.))

Tri-Phased Shielding upgrades take place on most ships, with nothing special occurring in that sense.

Robotics Advancements continue [Skype for discussion, if required].

Given the circumstances… aliens are… to say the least, discouraged from coming to most any human colony at the moment.

Republican Systems of Edonia
A beautiful new TRADEport is completed in orbit of the planet Feldspar, looming large over the planet. It is ready to accept new wares for the Republican Systems of Edonia!

One of the coders seems to make, well, a huge mistake. In an attempt to correct a targeting algorithm, he instead sets back the entire system. Much of the progress is recovered by the end of the year, but the Edonians find their targeting system in much the same place as the end of 2142. This may not be as easy as they thought…

Given the dissolution of the THC, it is unlikely such fittings would be possible. ((Discuss this with players and me.))

A draft begins with little resistance, given the amount of uneasiness in the galaxy at this point.

United Canadian Front
A trading outpost is started and finished, allowing for the expansion of trade partnerships with new nations. Free Market Capitalists all over the UCF rejoice!

The UCF armed forces undergo a vigorous year of training, pushing them quite literally to the limit. By the end of it though, the mechanized divisions are extremely well equipped for conventional warfare and have gained a high degree of familiarity with the ATC-70.

Hephaestus Enterprises

The expansion of the Han Dominion Shipyard occurs at the expense of the mega corporation. Glory to the Han?

Massive mines are established, and several ambitious bosses make it rich in the Woolongong Itoron Rush of 2142.

The Institute reveals something extraordinary. [Skype]

The Great Colonial Exchange of 2142 occurs without issue. A few angry farmers don’t want to leave, but they’re either quickly convinced by large sums of Hephaestus CASH or are forced out by P.A.R. officials wary of causing any more undue trouble in this tumultuous galaxy.

Peaches are good. [Skype]

Kingdom of Armathwaite/Silver Knight Corporation

The Bank of Armathwaite is established. Though not yet garnering much interest, the foundations have certainly been set for something truly remarkable. Wounding the establishment of this bank though, especially on a galactic scale, is a general lack in confidence of humans in the aftermath of the Eadni War.

Secrets. Shadowy, Shadowy, Shadowy secrets.

With the hammered out agreement and the final onset of peace, the trade does not wait long, before it flows past Amathwaite, richly. A trade center for East-West, North-South (within the Southern galaxy, mind you), constantly growing, wealth without end, one would imagine. The densely populated nations surrounding it, and the fact that it is neutral territory make it even moreso attractive to trade items that would fall under less convenient regulations. Thulean Republic

Given how the Thulean Republic used its Trizendrium and Trizendrium weapons to betray its allies, the LC declines to purchase any Trizendrium at this point.

The western sector is successfully colonized with thousands of Thuleans anxious to establish themselves on this fresh new world.

Project Taranis [Skype].

Immigration grinds to a near standstill this year with many aliens reluctant to move through human space at all, much less settle in it.

And indeed, a very mighty individual is found it appears. A Da’nor with the name of Daman’zui shows extraordinary talent, and has capabilities of forming very resilient forcefields, just with his mind.

Imperial Republic of Mankind

Tragically, the Battleship produced by Eadn quickly meets its end in the battle of Utopie. Thousands of lost lives, billions in lost cash.

A Destroyer is constructed and delivered to the Trade Federation.

THE HOLY KINGDOM OF EADN
Nothing here, but empty worlds and cities, leaving nothing behind, just to be occupied by Redon forces, thoroughly overtaking everything, planting new banners.

The Free Human Technocracy

The Cruiser built by the HKE, like the Battleship built for the IRM, meets a swift end in the Eadni War.

Orbital defenses are constructed, widely considered a very necessary thing given the nature of Human affairs at the moment.

Every scouting attempt gets intercepted and destroyed by Kalronian vessels, who show a distinctive dislike for people sneaking by.

Events

The Corrupter Dominion is due to perish in the next two years, as expected by the Ka’cezh.

The war against the Keerim grinds to a standstill, the LC is unable to gain a foothold in their territory after a failed offensive.

The Ar’gakari are forced to retreat from a series of sectors, buckling under the continous assault of the Darkul warfleet.

Reports indicate the Redon Imperium is arming the majority of its forces. Nobody understands why, but warriors from all their worlds are called in. It appears the Redon’s hammer will be swung soon.

A Firstborn named Margek makes his appearance on Hephaestus, to stay briefly, heading for Proteum Davun next. It is there, so it is reported, he meets with Chaal. Their stay is not long, before they part ways, heading out different ways, travelling the Southern Galaxy.

The Ibrahim System, late 2142
With a brilliant burst of light, a massive contingent of ships from the Redon Imperium materialize in the capital system of the Holy Kingdom of Eadn. Upon arrival, the Redons begin scanning the Eadni capital for lifeforms and any active weapons platforms before beginning their assault. Navigating carefully through the massive debris field created by the destruction of Eadni orbital facilities, dozens of dropships methodically lower themselves to the surface of the pock-marked plane. With the first step of Redons upon that sacred soil, the Holy Planet was desecrated. Unknowing souls wandered over that land once brimming with promise and hope for the future of humanity.

lDRpUBefViooknakHlSMmpOwxXYOx5G_jr91hCTrY3beKLLwfhXH50m2q9o0xC07wzEyWrWm3VCLteio1a6NeFeZPBKIOxr8U11Hu2fa7SECT4IgCZGoGLVhZwzFJCFnrDKYxgbW
Redon Dropships make their slow descent onto the surface of the Holy Planet, 2142

Not long after arriving on planet, thorough scans of the Eadni Homeworld indicate a complete absence of human life on the planet. Redon soldiers move cautiously through the ruins of Eadni civilization. From across the al-Nayan river, Redon observers look upon the former jewel of the Holy Kingdom, the Holy City. As dusk settles in that area, the lights of many of the buildings still receiving power flicker to life, illuminating that ghastly specter of civilization.

As night falls, the Redon advance upon the Holy City. The weary, anxious soldiers move cautiously through the once bustling streets, jolted occasionally by the automated speech of robotic vendors who treat the invading soldiers as familiar customers. Intricate advertisements and moving images dot the facades of buildings, most of which depict propaganda meant to fuel the Eadni war machine. Idyllic images of the noble Eadni fighter pilot feature prominently in one of the ads, a source of comedic relief for the Redons.

Suddenly, the entire city darkens and the advertisements cease, all screens fading into white. The Redons raise their weapons and prepare for whatever trap the Eadni intend to spring… but none of that ever comes. Slowly green text, all in Arabic, sprawls over the white emptiness… Quran verses. In time with the appearance of the text, massive, unseen speakers bellow out ancient Islamic chants methodically for several minutes. Such was the evening call to prayer, a daily ritual in the lives of hundreds of thousands of Eadni.

Over the next several days, the Redon begin to search throughout the Eadni home systems for survivors, but to no avail. Just as the sands shift with the wind, the Eadni were gone. Hundreds of thousands of people… gone in an instant. Across four sectors and six planets, not a soul can be found, only ruins and abandoned mines. A few Zyrka ships appear to move in and out of the systems regularly, but otherwise, activity in these regions grinds to a standstill.

Within a few weeks of the Redons abandonment of the Holy Planet, the last lights still active in the Holy City flicker on for the last time. That former beacon of human prosperity glimmered one final time as the echoes of its former masters belted from now deficient speakers. In the city’s last moments of life the prayers fell silent, and the Holy City fell into solemn silence.

Project: Bob the Builder is put into play. (12 AP)

Project: Trojan begins development. The scientists within the RSSK attempt to find ways in order to shrink down their ship’s shielding, and condense it to a much smaller level in the form of a energy-based riot shield. To start easy, the scientists begin work on a very large version of the shield that could be used by their A.T.C.-70s. The first segment of this project, is to create the incredibly small shield generator itself, being powered by xylorite batteries utilizing the refined xylorite from Jardun III.(4 AP)

Peace in Our Time

The six hour war, they were calling it. One that changed humanity forever. Within six hours tens of thousands lay dead by Eadani hands. It was to be their last conquest in the galaxy as the Arabic nation shattered and its dust carried off in the wind. In one swift blow, a masterstroke attack by the Han Dominion, the French and the USA. The Human Cooperative broke into a thousand shards as more and more were routed from the battlefield. In the South upon hearing a transmission from the USA declaring knowledge of the attack the so called ‘Southern Battle Group’ turned tail and headed back into the Maltasphere. As the Human nations settled into group with many declaring federations. Humanity watched and it waited. The United States once again lay claim to the largest single human naval fleet, and it was going to get larger.

“Start walking purger!” A defender droid pushed the solarin soldier forward his his metal manipulator as the straggler rejoined the columns of Solarin soldiers carrying gear and equipment back to their freighter. “I hate purgers Om-453B!” The defender droid next to him kept scanning the concourse as more and more Solarin soldiers boarded their freighter “Of course you do! You were programmed to hate it!.” The two droids nodded to each other as the last of the Solarin’s entered the tube to their docked freighter homeward bound.

transport_dock_by_smirnovartem.jpg

“ADMIRAL ON DECK!” The marine shouted as he stood at attention next to the bulkhead hatch. Admiral Johnson strode onto the bridge of his new flagship the USS South Dakota, sailors were still hard at work restocking and refitting the ship as the Admiral ducked under loose wires “At ease.” The bridge of the ship went back to its relaxed state as sailors continued work. Two soldiers dressed in full armor, the same that were on the colony of Vulentum-1 took up the Admirals flank. Looking to them for a few second the Admiral peered into their visors and the two peeled off to stand guard at the door without saying a word. Admiral Johnson walked up to the window and looked out over the the gathered fleet in anchor above the spaceport. He looked to his side where a lower ranking officer bearing the emblem of a Captain met his gaze “They Are finally ready Sir, the Swordfish. They will prove valuable in the wars to come.” Admiral Johnson smiled as he looked out over the fleet, the shipyard and the moon below “And what about the wars right now?”

The Trade Federation

9v5lRx1.png

The Museum to Human History in Space was modest. More modest than many of the buildings surrounding it. Where the tall spires of the BP Galactic HQ and glittering steel trees of Xeri & Kosh Armaments glowered down at the passersby with their many-eyed gaze, the MHHS stood amidst a beautiful park of tall trees and rippling ponds glazed with frost. The pine-trees hung heavy with dresses of snow, occasionally weeping a few flakes when the wind dances between their many green boughs.

GtCSt05.jpg

The path to the building itself meandered through these ponds filled with glittering fish and past statues of great humans, each with a small holographic label at their side. Albert Einstein lingered upon a stone bench, his marble eyes staring up at the far-away sky. Further down the path, in a wooded dale stood Aristotle, contemplating a pond, with a duck sitting upon his mossy toes. Ferns tickled the legs of William Shakespeare near the edge of the small forest as he stared into the dawn, his quill poised upon stony pages for eternity.

Then, the building itself finally appeared, a low, long building of classical greek style, with muted sandstone pillars supporting a tiled red roof. Many windows punctured its engraved stone walls, glowing with a comfortable, soothing light that leaked onto the snowbound fields around it, kissing the hesitant petals of still-lingering flowers with gentle warmth.

Within the building itself, each room drew the visitors into a new era of human enlightenment. First came Egypt, with enhanced holograms and technology spreading out its many wonders for all eyes to see. Every room brought a new scene to life, from the city of Rome to a concert room filled with the melodies of Wolfgang Amadeus Mozart’s masterpieces.

interior_by_gg_arts-d893y7p.jpg

Every room was a carefully crafted monument to all things peaceful within the human race. Music, culture, great wonders and great unifiers. War and suffering are conspicuously absent from this museum, though those who looked up their website might find that a few places mention that such sections will arrive in time as well as some about Human history in space.

The museum is open to all, translated in all languages and receives a lot of publicity, as well as free entry. Clearly, the Trade Federation is interested in getting people to come see it.

-With the Trade Federation joining the FEZ, they decide to fund the construction of a trade station in the Thulean Republic. (4AP)

-With the reputation of humans in a downward spiral, the Trade Federation begins to distance itself from its human origin when it comes to business relations. While English remains the official language, expert linguists in the Federation reach an agreement that Cevelli is probably the easiest language for humans to learn and thus, a program is implemented into schools around the Federation to teach Cevelli as a second language to all younglings. Additionally, the PR face of the Federation shifts, as most envoys to alien nations are now rarely humans. Instead, the Federation opts to send alien citizens and diplomats. Additionally, the cevelli Xino’Xan Xeros, CEO of Xeri & Kosh Armaments and member of the leading council becomes their face when it comes to important announcements involving the Federation. (3AP)

-The orbital defense platforms are continued as the defenses on and around Nexus are increased. (2AP) (12 invested)

-A quantum anchor is installed in the GTC. As a gesture of good faith, the GTC allows Crusader fleets to use it to save time on movement for the duration of the 8th Crusade. (2AP)

-A general offer is sent to a handful of reputable, respectable, active and enterprising mercenary corporations in the North. It goes as such;

  • There are two stations near the Wellington DMZ. They are up for sale as HQ’s for mercenary corporations that wish to expand their business ventures into the South. They would be able to station their ships and men in these ships and use the GTC as a place for to conduct business.

The conditions stipulate that:

  • Should they accept, they would not take up a contract against the Trade Federation. (FEZ not included.) That is the only binding condition.

With the installation of a quantum anchor, the Trade Federation makes it clear to these mercenary corps that they are willing to negotiate prices for its use by the mercenaries.

These offers to the Mercenary fleets are sent PRIVATELY. So they are not common knowledge to the galaxy and its inhabitants. Should there be enough interest, the Trade Federation would begin the bidding for the stations at 2AP.

38AP invested into business.

3AP - As per the terms of the Armistice, Asgard sends its first consignment of reconstruction aid to Utopie. The consignment includes aid workers, medical supplies, food and construction resources.

2AP - Following the push for a more peaceful expenditure of government funds, new research grants and updated resources are devoted to the ongoing excavations of the unexplored sections of the Firstborn city in which the Asgard government is based.

2AP - Sensor improvements continue, with annual funding and resources doubled. Both the scientific and defense communities have now taken a significant interest in new sensor technology - with a rather limited amount of effort, Asgard sensor technology is now significantly more advanced than it was even two years ago. While long-range detection and basic analysis is possible at literally astronomical distances now, there is always room for improvement. While early-warning continues to be the priority of the technology, research focuses shift to the quality of the data received by sensors - for instance, the ability to detect cloaking technology, or to conduct scans that could penetrate a planetary surface to detect hidden features more reliably.

0AP - A probe, equipped with the latest sensor technology, is dispatched to scan the sector west of the capital sector.

1AP - The military's research department restarts work on the old THC project known as "Distantium". Significant groundwork and pooling of knowledge had already begun by the time of the THC's collapse, and Asgard still has access to the shared research logs of the allied teams working on the promising weaponry. Although this network of resources and research has been cut off, perhaps Asgard can revive the technology in some way... ((2AP was invested by each THC member at the time of collapse))

1AP - Construction continues on the Asgard system's dedicated trade station, albeit at a slower pace due to the sudden loss of THC resources.

1AP - Beginning research into adapting Ares II small arms laser technology into a viable ship-mounted weapon.

As the Free Economic Zone begins to pick up in regards to its commerce, coupled with the fact the Countries surrounding Armathwaite Space signing an agreement of mutual trade that is sure to ensure the flow of commerce. The prosperity of the Silver Knight Corporation and Kingdom of Armathwaite had doubled in but one year. Set to grow more, the foundations of the Bank of Armathwaite had been set, with more investment it was sure to take off in regards to its viability and significance within finance in the South. With a few short moves, the Kingdom of Armathwaite and the Silver Knight Corporation had grown in its significance. It was due to Edward and his relationship within the FEZ.

On Armathwaite itself, all manners of goods from three different Countries flow within the port, some in transit to another nation, others staying and being purchased. Armathwaite had become an effective crossroads between nations. Maintaining good relations with the respective Foreign and Commerce Ministries of the Redon, Backhatta and Protorians. Allowing for the people of Armathwaite to benefit from this commerce and not just the Oligarchs, it keeps the people happy and satisfied with their jobs, having access to so many goods, from leisure based technology, different foods and fashion styles. Even still Edward knew it is just the beginning.

On Huizhou, there is some tension growing within the ranks of the Police force situated there. Having had to take a cut in pay due to the latest loan to the Han Dominion, some colleagues blaming their Han Counterparts who had work there. Some squabbles within the Knight Compound and partnerships being reassigned due to the racial tensions rising there. Outside of a few infractions, it does not adversely effect operations on Huizhou.

Action Points

The second round of investment into the Armathwaite Bank would occur, strengthening it through solid investment and allowing it to garner significance in regards to the capital it has available at any one time. The Bank itself distances itself from being a purely human establishment. The Corporation decides to hire many highly educated aliens from Redons, Backhatta, Karass, Galarons or Tassareans. Calling itself a Galactic Institution operated by the peoples of the Galaxy. (10AP In Biz 20 AP accumulated next turn)

The Royal Navy of Armathwaite and Corporate Fleet of the Silver Knight Corporation sets itself to expand its smaller vessels. An order is placed for 6 Corvettes (6AP)

To Coincide with the Naval Upgrades, the Silver Knight Corporation begins to upgrade its Shipyard above Armathwaite from classification level 3 to level 4 (10AP)

The Kingdom of Armathwaite and the Corporation continue to fund the secret project (1AP, 19 Total, 20 Accumulated next turn)

The once-proud ship floated above Yuguo, its black hull scarred and torn apart by intense fire. Hauled here from Utopie, it was to be the Han’s prize from the glorious battle fought there, and Yimu smiled at it from his viewing port. Its name was partially erased by a deep gash from the bow down the starboard side, but he read what he could, despite his limitations in the language: the hulk had once been known as the “IEN BARBARO,” or something starting with that, at least.

He did not have time to read for long, as mining drones soon began to slice the hulk to pieces, quickly harvesting the useless vessel for scrap. Before his eyes, the last vestiges of Eadni hegemony were stripped away, making way as everything had for a new power...for the Dominion of Man. Its flags were everywhere on Beijing Stronghold now: they hung besides the Han’s, over the Arcturian workers who even now swarmed over the great shipyard. They festooned the ships under construction, they draped over the fallen brought back from the war. And all throughout, the fortress was growing. Officially speaking, the Dominion was governed from Huizhou. But this...this was where the true power lay. In the raw production power of the new nation, put to a single purpose.

He turned to his side, where a black-cloaked figure looked out the window in much the same way. It looked back, and nodded. Satisfaction. It was as much as one could hope for, from a Dao.

“There is still business to attend to, Yimu,” droned the figure in its robotically distorted voice.

“It is risky, Dao San,” replied the High Inspector. “The higher up the mountain, the more treacherous the path.”

“Victory is rarely achieved without risk, Inspector. This precedent must not be set.” The Dao San turned its head back out the window. “Send the transmission.”

“Yes, Sir.”

Open Letter to the Lithruan Coalition and Protorian Council

“Meddling fools,

The galaxy is rife with talk of ‘mistrust of the human race’ and such sentiments, as much among other races as among yours. But for all the misplaced self-importance of other races who think to have business discussing human affairs, only you seem to possess the arrogance to actually think to interfere.

We cannot speak for the weak or the cowardly among humans, but we Han certainly speak united for ourselves when we say that we could not care less what your opinion of us is. Who are you to judge us? You larger nations who have squabbled amongst each other at least as much as we humans in the past few decades alone?

Perhaps a desire to keep the peace could be born out of benevolence. Perhaps we could ignore, even welcome such efforts. But there is one thing that we will not accept, that we cannot accept. Under no circumstances will we tolerate threats upon the sovereignty of a faithful ally. The United States of Arcturus have come to the aid of the Dominion time and time again. Spit your bile all you like, Lithruans. But if your soldiers so much as lay a finger upon Arcturian autonomy, we will do everything in our power to strike back.

So come, Lithruans. Come and threaten us too. You will find we have never been frightened of you, and we still are not today. From this day, the day of your treachery, your ships shall not enter our space unchallenged, your merchants shall not dock at our ports, your business will not be desired.

You who would threaten our allies, know that we are ready. Know that if you test us, we shall not rest until the debt is paid, whether it take one year or a hundred. Take your attempts to cow us into submission, and blow it out your ass.

Victory to the Han.”

As part of a reparations agreement with the IRM, two destroyers and two light cruisers are delivered to the Han. They are immediately put to work guarding Beijing Stronghold, the rapidly-expanding shipyard.

Project LANCE, the Han’s foray into the development of plasma weaponry, continues at a glacial pace. Nevertheless, authorities are optimistic this year.

Preface:

Our goal in coming together with spirits of friendliness is to provide a peaceful and prosperous sanctuary for those nations that are victims of unfortunate circumstance. We wish to form a trusting union that can flourish in times to come, and stand strong amidst adversity.

Principles of the Convention:

Of Commerce:

-Each member is to have open ports and trade routes with one another at all times.

-Trade with fellow members is to be preferred over that with other nations.

-Trade among members is to be at a discount from the price offered to outside nations regardless of the nature of the service, good, or knowledge.

Of War:

-As of yet, no military requirements are in place, but each member should at the very least be supportive of their fellows’ campaigns.

-If one member is under the offensive sweep of a foreign nation’s might, and the member did not provoke the attacker in any way, the members of the convention are obliged to partake in defending said member.

Of Conventional Relations:

-No member should engage in any treaty or obligation that would prove detrimental to any member.

-Members are to have friendly relations with one another at all times, else they be removed from the convention.

-Members ought to give full faith and credit to one another's decisions unless those choices contradict that which is stated in this draft.

-No single member/s shall be favored over any other in any situation.

Of Further Adjustment:

-This draft is subject to change and time, but said change shall only occur by unanimous agreement among members.

-Aspiring nations may become members by requesting entrance, and then receiving a unanimous approval from existing members.

-Should any Assembly be deemed necessary, it will take place at a private location decided upon by the whole of members.

Sol-year 2142. The year the Holy Kingdom of Eadn collapsed.

High Commander Amanda Phelps stood on her bridge, counting down the minutes before the Corporate fleet appeared in PAR space. This would be her first operation after nearly two years of pedantic drills and exercises. Her crews were prepared, her shields charged, her weapons ready. It was time to prove to the galaxy that Hephaestus was tough enough to ward off aggressors against free-association. This was not what Amanda was worried about--she knew her forces were entering a fixed fight and victory was assured.

She was worried about what she was going to say.

Amanda was not a good public speaker. She could bark orders like a champ, but speaking in front of crowds gave her the jitters. Her hands were clasped tightly behind her back to hide the clammy sheen of sweat that was quickly forming on them. What could she say?

When the combined armada arrived, Amanda had been given orders to tell all ships other than the Eadni vessels to leave. Those that ran would not be attacked. She'd been told to say "something along those lines. You'll figure it out." She wished she'd been given a script. She was terrible at writing things. That's why she joined the Enforcers in the first place, damn it!

Should it be a speech, or just a singular statement? God, if only she had more time to prepare! How could she, though, with the frantic orders she had been assigned? The USA fleet was already on its way, and if they were going to enact the ambush the timing had to be precise.

"Ten seconds, Commander!" a technician called from his console.

"All hands, prepare for real-space arrival. Repeat--all hands, prepare for real-space arrival." The automated call sent several troopers rushing down the hallways to their assigned places. Last calls for energy-cells and weapon calibrations could be heard throughout the ship.

"Five seconds!"

She needed something! Anything! The sweat was starting to pool around her collar. She couldn't even speak to acknowledge her navigator's reports. The ship shuddered, and with what felt like her stomach briefly free-falling, they re-entered real-space at the edge of the Utopie system. Reports started coming in immediately. Damage reports for the amassed THC ships was devastating. Images of burning capital-ships filled up holographic displays in front of her. Broken formations and heavy comms traffic clearly indicated the opposing warships were in no state for a fight. Still, their fleet was quite formidable. At least, it used to be. Whatever inspired the Thuleans to perform such a betrayal, it must have been worth it.

"Opening a channel now, Commander," the communications officer said. "They can all hear you."

Time seemed to stop. Amanda had nothing - absolutely nothing - to say. It was like all her worst nightmares from school coming back at once. Like that sneering ***** Clarissa teasing as little Amanda stumbled through a page of The Fountainhead. The whole class started to laugh. It took the teacher a full minute to keep them from giggling, but by then her confidence was completely gone. The time had come. Either she spoke now, or the embarrassment would grow. Some of her techies were staring at her now, expectantly.

She lightly pressed the button on her personal console and spoke in monotonous, calm tone despite herself.

"All those other than the Eadni who leave now will face no repercussions. Those that stay will face..."

Her mind went completely blank. She needed to finish the statement but she had trapped herself into a grammatical hole. 'Those that stay will face'?? Why did she start a sentence like that?! It could have been so much easier! She needed a word. Think! Think!!!

"...downsizing."

She rasped. Due to her nerves, her teeth had been clenched, giving a deep, growling inflection to the word. Her crew nodded and smiled approvingly.

She sat down in her chair, and flicked the button off. The Hephaestus fleet moved forward with the USA's, and won an easy victory. Though, the fight was always the simple part. Amanda would have preferred to fight a battle against a fully active fleet than speak to so many at once ever again.

She called up the quartermaster, and requested a sandwich to celebrate the victory. He reminded her that he didn't make food. What a nuisance, Amanda was.

Upon the condemnation of the human colonies, Hephaestus makes no comment. No doubt business would be effected by the harsh rhetoric, but the Corporation plodded on as they always did. Without the THC looming in the near-distance, the Board at least felt safer. The Eadni fleet bombarding the PAR's capital out of spite was all the employees needed to remain free of guilt, though some quietly regretted the loss of life the Eadni suffered. Several federations crawled out of the former THC, like maggots from a corpse. With FEZ being reconstituted with (mostly) previously unaligned parties, they looked towards consolidating their own wealth. Just like always.

After helping to free the firstborn Margek from his stasis pod, Steven officially announced his return to life in precisely the way you would imagine--in an advertisement for the Aphrodite Ultra-Resort. Apparently he had been recovering from a shrapnel wound to his head from the HCAC bombings two years back, and didn't want to leave investors in limbo if he went through a slow death. Like ripping off a band-aid, he wished to push a new Board in place so that confidence and stability in the market could be achieved earlier. Most shareholders accepted this version of events as simply the act of an eccentric veteran businessman wishing to protect his company. Behind closed doors however, whispers of him appearing out of nowhere in a white suit were a favourite topic for conspiracy enthusiasts. And people still couldn't explain the testimonies of him not being present for the negotiations during the bombings...

-A huge sum of cold, hard cash is sent to the Han dominion for the purpose of paying off the debt to their hirelings. Many bankers shake their heads in disappointment. But, so long as the THC was dead and gone, it must have been worth it. Right? (-20AP)

-Further personnel and resources are sent to the Han Dominion in order to build a battleship in their shipyard. The Han owe the Corporation quite a bit, and the Corporation plans to collect every bit. (-8AP)

-Resources are sent to the Thulean Republic for them to build a trade station. Typical French, always wanting hand-outs... (-5AP)

-The itoron mining worlds of Wollongong, Helix, and Grand Ares continue to be brutally exploited and expanded by the ravenous mining subsidies. When will it stop? Never. It will never stop. (-5AP to industry)

-The board contacts the recently released Firstborn Margek. They invite him to the Grand Aurora Institute of Technology in order to show him a recent artefact uncovered by an exploration team. They explain that the artefact in question was a pair of vials  from what appeared to be a hospital, but they were having trouble identifying precisely what the substances contained within them were. (-0AP)

The Arbiter of the Dominion of Man

The Goodman strode into the provisional capital. He even passed a procession on it way out. Bedecked in now ‘ancient’ garb, a woman eyed him almost warily. Several other humans from various nations surrounded her. But it was clear they were in her gravity. The Goodman didn’t so much as blink when he strode by them. Why should he? There are lesser men to speak. Hear much, say little.

He strode into the depths of the new complex, past the receiving room. Here Han diligently worked at their post. Arcturians flitted back and forth, providing updates. What few affiliates there were are preoccupied serving out lunch to the workers. Noticing the Goodman, everyone stands and snaps their feet in unison. They remain that way, ramrod straight and gaze unflinching. The Arbiter did not tell them to ease.

It was a full minute before more boot steps heralded the approach of another from behind, a Han woman of about thirty years in the uniform of the Jinyiwei. Xuan Chan, appointed translator for the Arbiter, nodded quietly to the Goodman, before the two of them turned to look quietly at the assembled bureaucrats.

After a stressful few minutes they all fall to their knees as words are projected into their minds. “AT EASE”

Coughing and retching the men collect themselves and stand up again. Mutters fill the air, men questioning who this Goodman was. To come in here and assault their very minds? To- Thoughts soon flood their minds as a second message smashed into them.

“YOU ARE WORMS. NESTLED IN THE APPLE OF SOMETHING GREAT.” A pause, almost as if the message bearer knew they needed a reprieve less their brains start bleeding.

“THAT CHANGES. NOW”

The Arbiter sweeps out of the room. Every space he goes too leaves a trail of reeling men and women in his wake. Content that the rounds were made, the Goodman retreats to the complex’s inner sanctum.

John Farson, the Goodman. Or that’s how he’s known in the Affiliation at least. He was a Knight Radiant, one of the very few left falling the formerly old Klinghoffer. But that was a different when, and not in this where. Besides, she had been slain at his own hand. Farson was not an imposing man in a physical sense. He was tall, lanky, and had wild, unkempt hair. But he carried himself like a Ganvius warrior. His searing sky-blue eyes left almost perceivable impressions. He [seldom] spoke, and very quietly, people always shut up to listen.

Shrugging off personal sentiment the Arbiter truly begins to go to work. This is the Dominion’s first year of existence. Precedents need to be set, taxes spent, and alliances forged.

One thing does make the DoM as a whole pleased. Their galactic brethren, the International Accord has come to their senses. The Imperium of Mankind has turned against all logic and good sense. And now they would pay for it. But that unpleasant affair aside, it was the time for neighbors, trade, and growth.

Muti-Nation Space Superiority Program.. (6 ap total)

FG-106 Interceptor. (3 ap)

The Arbiter sought to make the first round of taxes on matter of military. It was time for peace, he himself said as much, but they needed to be ready. And so they would seek to stockpile their arsenal. The Arcturans are tasked with the research into these fighters.

The FG-106 is a cross design created between General Dynamics and Airbus Defense & Space. A moderate size fighter interceptor the FG-106 is designed with a unique arrestor system to allow it to land on any Dominion carrier or ship with the sufficient facilities. Plated in Infallible mesh it is armed with twin chin mounted 20mm rotary railguns and has a weapons payload of 22,000Ibs of ordnance. Attempts are made to integrate triple  phased shields to protect it against threat.

.

J-306 Tactical Bombers (3 ap)

The J-306 designed by join scientists from all nations and produced by Chengdu Aerospace Corporation in the Han Dominion, the bomber like the fighter is designed to operate of any DoM carrier and deliver a sufficient payload of 85,000Ibs coupled with wing mounted railguns the J-396 is a heavily armored bomber whose purpose is to ground enemy ships and structures into dust. The bomber would also be equipped with triple phased shields.

Matters of Cloning.

A rule of the Dominion is read off to the Arbiter. Farson stands facing a wall, staring intensely into nothing. A rather bemused and yet afraid scribe reads it off.

“To promote stability amongst signatories, clones shall be declared a threat to the true human species. The large scale production of any clone with a lifespan longer than five years shall be strictly outlawed.”

John slaps his hand against his thigh, grunting one word. Turning, the scribe cowers back. His EYES. They were like their own targeting system. And the crosshairs were set straight on him.

“I want you to send a missive to the collective leaders. Tell them I have struck this off our Ideals. Current events have moved too fast to keep this blocker.”

Dominion of Man culture program

Hundreds of children from every nation will soon be chosen at random. From all over the Dominion they will receive personal notes from the Arbiter. Soon enough freighters will be chartered to transport them. The nations will begin sending off slivers of their youth. They will take a year or two round trip between every full member nation. The goal is to give the DoM citizens a chance to see their full extent, mingle, and make friendships.

Formation  of the Cohort

The Cohort as it’s aptly named is tasked to defend the Arbiter. They will comprise members from every full member nation. And they will not rotate out with each arbiter. They instead pledge to protect the title itself, not the nation who is currently in it. It is made ver clear however their life is forfeit. They will not have a chance to make a family, to travel, or any other myriad of things. Instead their duty will to always be to protect.

Plodding after the chance to be noticed for something. Meanwhile Centari would go over the notes on the technologies sent to them by their new allies with a rather weird glee.

The Affiliation

The Affiliation had survived it's, somewhat arduous, first year. The stories were everywhere and most citizens tried not to reflect on it. Instead the farmers slowly returned to their holds. Activating the robots again, they comb their fields. Looking for bodies, damage, or both. There was plenty of rubble the closer you got to the city. Utopie had borne the brunt of the initial fight. Than, no place had been safe. As the citizens of the capital city file back in, they are shocked. Already robots and work teams were hard at it, repairing. The towers would rise again, and the fields spread out between.

Putting aside the past few months, the Affiliation begins to fully implement itself. Already the Gunslinger apprentices were well on their way. This year they'd be sent to a special place. For 'Vacation' they are quietly assured. Besides that branches of government have solidified. On every world a Mayor or elected offcial presided for his people. From there it all led back to Utopie. For now a shattered dream, it will spring back to full bloom. The people keep to their own, worried about the aliens hellfire and brimstone attitude.

**The massive destroyed fleet in space had been floating for barely a few hours when recovery teams set in. All nations that had attempted to enter the scavenge fields would have been rebuffed from the onset. The Utopie crews would search for chiefly Eadni survivors/corpses. And of course the all consuming question of the Mass Drivers. Many of the bigger ships had lost their weapon systems. But the small ships all contained them. And with the sheer amount of Eadni ships the odds were looking good. Utopie Advanced scan droids are also used to better aid the search. The ships themselves are broke down for resources to rebuild Utopie. Eadni bodies are carefully preserved.

A colony is sold off to good 'ol Hephaestus Inc. Doing so freed up enough of the population to make two new colonies! With the ships already built each head out to their new location. With half the navy split to defend each's travels they will hopefully arrive in neutral sectors. They will search for the best/most promising world to settle.

The colonies will settle near where the Corruptors once reigned. Caught up in the tide of Crusaders they hope to make enough business and services to attract them. Alongside this is the opportunity ( and promise) of helping this area of the galaxy expand. The people of The Affiliation carry a deep love and respect for the Tassaran Republic. Even now the 1st Tassaran Rifles of Utopie fight in the closing phases of the corruptor war!
