Jburg is an example of a scenario where a hollow can form - not the only way. They can be found out in 'the wilderness' at sites where Void Nodes have exploded, for instance.

 

I believe additional structure to the Hollows will rekindle interest in related events. Even if not, it still elaborates on an under-explained subject.
