September 11th, 2021
In December of 1991, the Cold War ended with the formal dissolution of the Soviet Union. For about a year prior, most understood that the Soviets had been defeated, and on January 29th, 1991, American President George Bush declared a “new world order” in which America guided the world toward freedom, democracy, and most importantly, peace. For the remainder of the twentieth century, the United States thrived and swiftly dealt with challenges to that new authority - notably during the First Gulf War. What first appeared as idealistic talk by President Bush seemed to actually be the new global status quo, the world kowtowed to the United States of America.

Then out of the clear blue sky on September 11th, 2001, twenty years ago, America’s new world order dissolved as a faceless enemy ripped away that comfort and security felt by so many in the United States and the West. This attack unleashed a pandora’s box of chaos as the United States lashed out in a merciless and controversial War on Terror, suffering tremendous loss of both credibility and, more critically, wealth. Combined with the Global Financial Crisis of 2008, the United States suffered terribly.

A rapidly declining United States provided opportunity for its once dormant enemies to plot against it and for new powers to arise on the world stage. North Korea and Iran developed nuclear weapons despite the protests of the Americans who failed to act decisively in either case to prevent crisis. A resurgent Russia challenged and continues to challenge the West in Eastern Europe, pushing back against NATO encroachment in a fervent effort to regain its buffer states. In the East, China and India both experienced booming economies as businesses all over the world invested heavily in these areas (and those governments acted extremely competently in taking advantage of those investments, and virtuously in their own policies) in an effort to access these potentially massive markets.

The 2010s drove the nail through the coffin of a world order led by the hegemony of the United States as insurmountable difficulties at home and surprising, bold moves by foreign actors completely dismantled that dream once and for all. In Spain, the Republic of Catalonia successfully seceded from Spain as a result of a fatal miscalculation on the behalf of the Spanish government. Several Catalan leaders lost their lives under mysterious circumstances, igniting a huge wave of popular support for an independent Catalonia. Stepping in before a proper Civil War, the European Union stepped in to urge Spain to release the republic in order to preserve peace on the continent. Spain conceded, however the decision has awoken nationalist sentiments across Spain and, combined with a resurging economy, threatens to endanger peace on the continent. Additionally, more secessionist movements in Italy and France threaten to upend the status quo in Western Europe, a region that has more or less experienced peace since the end of the Second World War.

The later end of the 2010s also saw the final days of the North Korean regime as a result of its own misdoing. The North Koreans launched a massive cyber attack on the United States, crippling its economy and plummeting global markets (leading to the Great Recession of 2019). China, who for so long protected the Hermit Kingdom, suffered tremendously from the economic impacts of this decision and punished the North Koreans accordingly. They agreed to a treaty, in secret, with the United States not long after the attack to destroy the North Korean regime on the promise that American forces would withdraw from Korea and Japan once the regime fell. Prior to the attack, America would have asserted that American forces must remain on the continent, but desperate to preserve America’s imagine on the world stage and show that such attacks could not go unpunished, the United States agreed and, along with Japan and South Korea, destroyed the Kim regime. America, wary of upsetting China, honored their end of the agreement and the United States military withdraw formally from the Pacific for the first time since before the acquisition of the Philippines in the Spanish-American War. Korea continues to struggle to unify the agrarian, culture-shocked nation of the North with its highly modern, urban population in the South and the devastation brought about by the war only makes matters worse. The only conclusions that one can draw from the conflict is that it was a massive victory, not for the United States or the now unified Korean Republic, but for the People’s Republic of China as it has now successfully driven the United States out of the Pacific and established dominance in the region.

Economic System and Technology Tiers
In Nightfall 2, the economy of your country and actions you make are contingent on Action Points (AP). In order to build up your army or navy, research new technology, or invest in your economy, you will need to utilize those Action Points. One begins the game with 5 Action Points, and one grows action points by growing their GDP. Though not necessarily realistic, all nations begin with a GDP of One Trillion Dollars USD. To increase the number of AP per turn by 1, one must grow GDP by an additional Two-Hundred billion in USD. This can be done passively in ten turns with base growth of Twenty Billion USD per turn, or through investment. If one wants to increase that passive growth, one can invest 10 AP into the economy [in the form of academics, industry, or commerce] to gain an additional Ten Billion USD per turn. One may also increase AP through other means, as observed in the below chart.

To provide clarity on economic AP growth, here's an example
Vietnam (and every nation) begins with base growth of $20 Billion per turn with a base GDP of $1 Trillion. This gives them a base of 5 AP.
In order to grow, they need to increase GDP by $200 Billion for a total of $1.2 Trillion.
This can be done in ten turns, passively gaining $20 Billion per turn, OR, assuming no events or conquest, they can invest in economic growth to speed up that process.
Once Vietnam invests 10 AP into its economy, it gains a boost to its base growth of GDP, meaning they now gain $30 Billion per turn.
Economic investment in Nightfall 2 is very important.

Leader Name:

Prime Minister David Havland
Backstory:

Canada, peaceful, helpful, sorry. But with the current state of the world Canada can no longer sit quiet. Its regarded as a superpower due to its inclusion of the G8, and now it's time to rightfully earn that spot. And show the world it means business eh… The conservatives lack of investment into the canadian forces as well as the liberal government following it drove Canada under politically and economically and militarily. It took close to a decade but the liberal party under Prime Minister Havland had secured a government and were ready to push Canada into the spotlight of the world for better or for worse.

Country Desired (Be sure to read the scenario, find out info pertinent to you. Send me questions if you want to know more): Korean Republic

Leader Name: Lee Eun Ae

Background, ensure it fits with game Background: The newly united Korean Republic moves into the new global era with a national identity essentially split in half. Those in the North are shorter, speak a language that can almost be considered completely separate, are often more lean, and gaze fearfully upon the world they have essentially been thrust to - that of the high rolling, fast-paced modernity that has held Seoul in rapture for decades. Those in the South, now, put their full effort into the drawing forward of those wayward brothers trapped by the fallen Kim regime.

Country Desired: Brazil

Leader name: Manuel Braz de Azevedo

Backstory: (to be further explained) in the depths of the global recession the Brazilian economy suffered. The country deteriorated even further and poverty became even worse than before. At that point the people of Brazil were finally sick of it, the recession and the constant poverty and corruption of the country. Thus a revolution began that took time and weakened their economy and took many lives until a new leader was put into power. Manuel Braz de Avezdo. With emergency power he rebuild Brazil and promoted an ideal of pan south-americanism. Though he means more of a united South America in a regards to the rest of the world with most of South America keeping their ideas. Thus through diplomacy or war with the support of the people Manuel Braz de Avezdo will purge the corruption from the country and make it rich giving wealth to the poor with the power of capitalism. Viva Brazil

France was a peaceful nation affected by many terrorist attacks on their mainland, calling for a great deal of change in their foreign policy. When the succession of Catalonia was starting, France was the first to advocate for the nations peaceful succession. However they did not believe that it would lead to their own secessionist movements. Looking for change, President Emmanuel Macron was on the forefront attempting to return France to its former glory..

Country Desired (Be sure to read the scenario, find out info pertinent to you. Send me questions if you want to know more): Chile
Leader Name: Augusto Leigh

Background, ensure it fits with game Background: The Republic of Chile continued to remain a prosperous economy of South America, due to constitutionally disallowing the Government to interfere with the Economy in large amounts, allowing the private sector to flourish as it began to under the rule of Augusto Pinochet. This was further strengthened and the weakening of the Socialist Party within Chile as Socialist Parties across South America revealed themselves to be corrupt institutions that have a tendency of attempting to overthrow the Government. Though with the Socialist Regime of Bolivia becoming increasingly unstable both on the economic and political scale, it is down to Chile to stabilize the region as the least corrupt and arguably the most economically prosperous for its citizens in the region.

Country Desired: Nigeria

https://www.globalfirepower.com/country-military-strength-detail.asp?country_id=nigeria
Leader Name: Usman ibn Foduye

Background, ensure it fits with game Background: As western influence continued to grow in the African nation of Nigeria, increasing amounts of traditionalists, especially among the Islamic portion of the population, became increasingly disillusioned with the new state of affairs, despite the economic and technological. Eventually, discontent came to a head, and the oddity of an Islamic revolution in the largest nation in Africa became a very real possibility. However, a western-educated chieftain from the Muslim-dominated north came to prominence in the movement, and managed to de-escalate the militant tendencies and steer the discontent into more moderate concerns. For his role in preventing what would well have been a civil war, Foduye ended up being elected as President of Nigeria, with votes from both the Islamic and the Christian populations, the latter being either grateful for Foduye steering rage away from them or fearful of what might happen should he be kept out of legitimate power. Now Foduye's attention turns towards creating an independent, prosperous, and truly great Nigerian nation.

Country Desired: The Federal Republic of Russia

Leader Name: Vladimir Putin (President), Alexander Rutskoy (Vice-President)

Background, ensure it fits with game Background: With the Recession of 2019, Russia saw a difficult time period, from 2019 to December 2020, before a plan made by the President stabilized the economy once more. As it stands, the economical future of Russia is unsure, however, the support for a Putin 3rd Mandate grows within the people, alongside a discomfort from more tradicional russians, mainly right-wing ones. The future of Russia lies in the hands of Vladimir Putin and in the hand's of the people, if they decided he is fit to lead them.

Country Desired (Be sure to read the scenario, find out info pertinent to you. Send me questions if you want to know more): Republic of Indonesia
Leader Name:  Newly-elected president Kyai Hadji Anwaruddin in a working relationship with
Asrul Kapur.

Background, ensure it fits with game Background:

The withdrawal of the US from the pacific had far-reaching effects: while the island nation of Indonesia had always been poor, it had never truly been violent. But without a strong naval guiding hand, the region erupted into chaos. Pirates began to terrorize the straits of Malacca, and strike with impunity even within inner Indonesian waters. By the year 2019, piracy had become so rampant that the integrity of the nation itself was under threat as local militias gathered to resist attacks, while the international community threatened reprisals on the nations of the region if they could not protect trade flowing past.

Into this critical moment at last stepped a man of initiative. The young admiral Asrul Kapur, a half-Indian Indonesian patriot, vowed to put an end to the chaos, whatever it took. Though he commanded only a small group of frigates and corvettes, he struck aggressively and without quarter. Controversially, he went beyond his authority as rear admiral, negotiating with rival pirate lords to play them off of one other, but was spared the wrath of his superiors...through friends in Jakarta.

Admiral Kapur had developed a strong friendship with one Kyai Haji Anwaruddin while at university, and Anwaruddin had been no less successful in his own life. Becoming wealthy in his drive for geothermal energy in parts of Java, he founded the Oceanic Trade League, an international group of industrialists of the region, in 2018, a response to the rising instability in the area. Quickly gaining popularity in Indonesian politics, they found the solution to their problems in Asrul Kapur, and were able to marshal such support for him that no matter what his actions, he could never be disciplined.

It is good that they did, for 2021 now finds Asrul Kapur on the verge of pacifying the last of the major pirate strongholds, and for his success Kyai Anwaruddin has been elected president. With the trade league in control of the government, and Kapur poised to guide the navy, Indonesia's rise could be at hand...

Country Desired (Be sure to read the scenario, find out info pertinent to you. Send me questions if you want to know more): The Federated Albanian Republic [Albania + Kosovo]
Leader Name: Edvin Rama

Background, ensure it fits with game Background: After the global recession of 2019, Albania was crippled. With its fledgling tourist-based economy destroyed and the gradual rise in the price of imports creating product shortages, the country's economy was condemned to a state worse than that of the transition economy. But worse, Albania's prospects of joining the European Union by 2021 were essentially voided: the EU was in no shape to accept any more countries, let alone an economically disadvantaged one. The natural impulse for the citizens of the small balkans nations was to band together and adjust their lifestyles to ones more accordant with reality.

Kosovo was hit worse. Without a stable economy, the small country was completely crippled. Kosovan businesses could no longer pay the outrageous prices for imports, and supplying came only from Albania. The two countries first removed tariffs, then former border controls, and afterward simply federated. E.U permission was not expressly given, but the problems elsewhere kept the great powers at bay. The question remains whether this nation will continue to stay together, and whether the union between two already poor countries could make matters better or worse economically.
