Holy Roman Empire

 


 

Papal Bureaucracy 

With a year of power under their belt, the Papal Bureaucracy based in the Vatican and Rome has increased even more tremendously. From only several hundred at the onset of Summer 1939 to more than a 100,000 by September 1940. This remarkable increase in manpower is led by large-scale influx from across the world, the Papal plea has been heard and 30,000 foreign administrators have joined the ranks of the ministries, now all functioning. With the government now strengthened the Papacy has started to work on re-administering programs previously abandoned. The logistics of Italy have been re-established and despite shortages, the trains now run on time throughout Italy. The newly solidified bureaucracy raises almost two million men for the war effort and starts mass imports of weapons. By October 1940, 90% of these forces, mostly from villages and towns, are armed with at least one gun and over 60% carry sufficient ammunition. They are quickly sent by train to join forces in Milan, and then to Slovenia.

 

The Italian King, Victor Emmanuel has grown increasingly distressed at the enlargening Papal government with his own office being relegated to a staff of several hundred. Out of protest, the King has moved to Ravenna to organize his own Royal Army.

 

The Milanese Offensive

 

Papal soldiers, organized and armed last Spring, after months of bloody fighting, have pushed the fascist soldiers into small pockets, located mostly around Milan. The city itself still desperately clings to fascism, armed and equipped with seemingly endless amounts of ammunition and heavy armour, 270,000 Swiss Guard and Militia units besiege the city. Fighting was not easy, with the fascists pumping out almost 400 modified army vehicles a month and producing more ammunition, even loyal army units found themselves outgunned. However, when the ex-Italian miner's union joining the fighting, they brought explosive satchel charges which quickly became a mainstay of Papal forces. To top it off, Spanish, Brazillian, and Portuguese units arrived in force. By September fascist units began defecting due to lack of manpower and exhaustion. By November the remaining fascists 57,000 fascists were besieged. The Milan campaign has cost the lives of 180,000 Papists, wounded another 230,000. The fascists have taken casualties around 100,000 killed, wounded, or captured.

 

Meanwhile, in the Alps, a whole different type of war has exploded. Loyal and fascist alpine units have met in the Italian Alps and have begun what is now known as the Alpine Wars. With a roughly equal number on either side and relatively unconnected from the chain of command, vicious sniper battles rage across an extremely large front. Fighting has gotten so wild that at least several hundred of these alpine snipers find themselves battling it out over the border in the Swiss Alps. 

 

The Slovenian Wintering

As the Milan Front wound down, 1,500,000 Papist forces (1/2 of the Papal Army) including volunteers had made their way into Slovenia. The least chaotic of the Balkan states, Slovenia was quickly pacified and the monarchy fully established power. After more than a year of fighting fascists in the rolling hills of Italy, the Papal army was re-organized in December. Army units and Militia units merged to form a proper army, weapons and ammunition were fully distributed, weapons factories were repaired and generals were appointed to fully control these men. Over the coming winter, the rag-tag independent forces known for their pillaging and bad armament are formed into a half decent army. Problems still remain, however, equipment is still of poor quality and units are chronically undersupplied, defection is common, and many units are still unprofessional and unreliable.

 

Balkan Wars

Communist forces advance ruggedly into Macedonia and Thessaloniki. But despite their well equipped and organized nature. They still find themselves slowed by mountainous terrain and mountainous resistance from local militias and local armies. Croatian Nationalists officially request Papal support to fight off what they regard as an "Evil, Serbian, red, wave". The Pope promises to very soon enter the Balkans and once and for all end the extremist and heretical rebels occupying the Eastern HRE. So far, 20,000 Communists and 30,000 Nationalists have died in the fighting. However, fights breaking out in between Bosniaks and Croats have resulted in an additional 5,000 casualties as both sides begin to divert resources into a large scale fight between the two. (Mod Communist Serbs/Bulgars pl0x).

 

Meanwhile, in Greece, nationalists fighting for Thessaloniki invite back Geroge II, asking him to end his ties with Greek communists and instead focus on helping raise money for weapons for the fight against communism and the Papacy. Unsure of whether the Patriarch of Constantinople has accepted their relatively unofficial deal, the Papacy holds off on helping their puppet King retain control of Athens. Athens finds itself swept with violence and riots about food shortages and George the II's provocation. Multiple different factions battle it out on the streets, including Papal supporters, looters, Greek resistance and otherwise. But after several days of rioting and fires, police and army units are able to retain order to the King's shaky government. Despite widespread violence throughout Greece, the farms and countryside along the Dalmatian coast remain relatively fine. Papal ships and marines regularly patrol and keep order on the coasts. 

 

International Relations

- The Pope, more timidly than most might have expected, denounces the American government for smuggling out Hitler, a known extremist and protege of Mussolini. Denying justice from both God and the Italian people, President Huey Long is officially asked to explain his actions to Pope Pius personally. As the American embassy is expelled from Rome. (American consulates are also expelled). However, no other action is taken.

- Pope Pius officially sells Somalia and Ogaden to Germany for increased rights for the Catholic church in Germany. Freedom of religion, freedom to preach and assemble, freedom from prosecution, and freedom of movement for priests is proclaimed in Germany. Pius announces this deal in Rome to great applause. However, the fascist remnants in Somalia argue that the Pope has no right to sell what he does not control. They denounce the deal and prepare to defend what they consider rightful Italian territory.

- 300,000 Italians flee Italy as refugees due to fighting. Of these, most flee to France and Austria. Additionally, 500,000 people have fled fighting in the Balkans. Most of them to Hungary, Romania, Byzantium, and Cyprus (UK). (Nations listed can decide what to do).

The United States of America

 

The Long Doctrine

In mid-July, a new bill was introduced to Congress, stated to be the pinnacle of the Share Our Wealth plan. The bill would introduce a fairer graduated income tax, with the rich being taxed proportionally for the unnecessary amount of wealth they often amassed. The increased government income from the taxes would be used to provide better education, build infrastructure, and improve the lives of the average American citizen. President Long championed the bill, promoting the bill along the campaign trail. Charles Coughlin was requested to support the bill on his radio channel, and Vice President MacArthur would tour the country promoting the bill and campaigning for the President as well. They aimed to have the bill passed through Congress by the end of the summer. President Long was known to say “If Congress would not support such a bill, then they would not support the prosperity of the backbone of America, the working class. With the new taxes the government would be able to provide education for all Americans, infrastructure improvement throughout the country, and more funding for the underdeveloped parts of the nation. Executive Order 8810

During the summer of 1940, while campaigning and promoting the new income tax bill, signed a new executive order establishing the Committee on Fair Employment Practices (CFEP) which would investigate federal reports of discrimination in the hiring process, as well as on the job. The Committee would be led by civil rights reformers, as well as requiring it be up partially of colored Americans. [Mod Plz]

 

The Election of 1940

Campaigning began early for President Long, actively going to key primary states and campaigning, though it was assumed the DNC would renominate their incumbent candidate, and with James Joseph Hines as the current Head, the Committee leaned strongly in Long’s favor. Hines had been a longtime leader of Tammany Hall in New York City, and upon Long’s election, the man found himself at the top of the DNC, affecting political change and reform for New York’s poor on a higher level than ever before. After the nomination, Long would continue the campaign and put more effort into his speeches and visiting various key states. [Mod Plz]

 

The Judicial Branch

Between 1936 and 1940, five United States Supreme Court justices would retire or die in office. President Long spent no time setting up Democratic and pro Share Our Wealth judges. Four judges from Louisiana and other southern states were appointed during his term, and one northern Democratic judge.

  • Howard Bright, member of the Share Our Wealth Society and Democrat, appointed in 1937 following the retirement of Judge Van Devanter

  • John Guard, member of the Share Our Wealth Society and a Democrat, appointed in 1938 following the retirement of Judge Sutherland

  • William Lemke, former Republican, supporter of the Share Our Wealth Society and a key member of the campaign that helped elect Long, appointed following the death of Judge Cardozo

  • William O. Douglas, Democrat, civil libertarian, appointed following the retirement of Judge Brandeis

  • Gerald Hughes, Democrat, supporter of the Share Our Wealth Society, appointed following the death of Judge Butler

 

The University of California, Berkeley

Following the discussions of the S-1 Committee, Robert Oppenheimer was selected to lead the nuclear project. In July President Long signed off on the budget, which would provide $89 million for various aspects of the bomb’s development. A large number of scientists would become involved in the project, as well as development into whether plutonium could be used as a substitute for uranium. Nuclear reactor research would come alongside this. Facilities for research and testing were opened up across the United States, with the key being in Manhattan.  It was named the “Manhattan Project”. [Mod Plz]

  • British and French envoys would be invited to the University of California, Berkeley to discuss with Oppenheimer and the top officials involved in the project to discuss joint research operations.

 

The Arms Industry

The Army calls for arms makers to develop a cheap, but effective semi-automatic rifle to be used as a standard issue weapon in the army. The design which is most effective at its cost would be chosen. [Mod Plz]

 

The Escape of Adolf Hitler

Following the rumors of American involvement in Hitler’s release, President Long spoke on the radio addressing the claims. He stated that the United States had no quarrel with the Holy Roman Empire, nor would the country support the ideas of the man known as Adolf Hitler. Moving on, he addressed American isolationism, American men would not go off to Europe to die in a war they had no cause to be in, not again. But the guns made by their hands are a different story, and the industry of America is strong. American men could fight communism from the safety of American soil, supplying the democracies of the world with the guns to protect their freedoms. He briefly mentioned the idea of opening up America’s economy but stated if the people do not wish for it, then the economy would remain closed. [Mod Plz]

  • After hearing of the closing of the American embassy in Rome President Long was surprised, but stated publicly, "One less consulate in the world allows us to further isolate ourselves. Now we have no reason to worry about the quarrels of the Holy Roman Empire, and the United States of America will continue to thrive. Let them remove us from their country, and now they can face the wrath of communism without even the hope of our industry." Remarkably short, the President also calls for proof on the matter, stating all that has come from this is accusations from a faith which has long been opposed to American ideals.

French Republic

Xavier’s Wall

After the release of Germany’s plan to invade France through neutral land, it became clear to the Republic that steps must be changed to address the obvious flaws of the Maginot Line. In an unprecedented level of correspondence, Xavier’s Wall was successfully proposed. The countries of Luxemburg, Belgium, The Netherlands and Switzerland all agree to expand the Maginot across their border with Germany, forcing the Communist state into an untenable situation if it were to ever aggress any of the countries. With the substantial British aid and with the host countries offering some support, work immediately starts on building the largest wall in human history. In accordance with the individual agreements, the French Army will man the wall with aid from the host countries.

 

The German Plan

The Release of the German Plan’s have angered the public by and large, showing the true nature of the Communist State. While also building Xavier’s Wall, the German Consulate in Marseille is shut down with all of its staff being expelled from the country.

 

Military Reforms

With the failed reforms of early 1940 behind the French Army, Charles de Gaulle is offered more freedom to enact his planned reforms, with young general Jean Joseph Marie Gabriel de Lattre de Tassigny assigned to aid the revolutionary. They plan to introduce a mobile warfare doctrine based off the use of mechanized troops and tanks. (mod)

 

GIAT Industries

GIAT Industries early successes have offered enthusiasm to the government, with more money being pumped into the already growing company. A plan is enacted to have the scientists develop a new fighter based on the design of the Focke-Wulf Fw 190. The hope is to revolutionize the French air force in the same way the German Military has been. (mod)

 

French Empire

With the vast remnants of the Empire still remaining in French Control, plans or made to spend a significant amount of funds to emulate the recent infrastructure project in France. The Money is primarily poured into the African colonies with the hope of giving the colony work and prosperity (mod)

 

International Affairs

Hungary's invitation for closer relations is accepted, with a Hungarian representative invited to meet with Prime Minister Xavier Vallat.

The American Invitation is accepted, with a small delegation sent to Berkeley.

Switzerland, Luxembourg, Belgium and The Netherlands are invited to traverse to Paris for a conference involving the nations. (mod)

In addition to the Plane design, research is put into the creation of a specialized Tank Destroyer, moving away from specialized all-in-one tanks and more towards Utility Tanks. (mod)

Internal Affairs

-The German Army remains in the Rhineland whilst talks are being conducted with France and Britain in Switzerland. They remain on the Siegfried Line.

-News of the leak is prevented from being  published and distributed completely to the masses to prevent the regime losing the trust and support of the people.

Construction underway deep below the city of Cologne

-The German Government pushes through with the underground metro system. It is designed to not only modernise the city to be not only on par with other major European Capitals, but to also be able to surpass them with technology and alleviate traffic. The system will run through Berlin for now, as a test, and the regime makes plans to expand to other modernised and advanced cities, especially in the more industrial zone of the Rhineland or Rhur. 50 million is invested in the project in Berlin. -The Central Government takes another crack at decreasing unemployment to at least 8%, by providing more simple jobs, such as garbage collectors, milkmen, cleaners, or even the Army. The government also takes a risk by allowing some businesses, mainly in the more industrial centers such as the Ruhr valley or the Rhineland, to be privatised. This is something strangely out of the ordinary with the communist government, however the state is built and determined to eradicating unemployment so that it does not have to spend as much welfare money. -In compliance with the Italian deal, religious freedom is instituted around the country. This applies to catholics, men of protestant faiths, and the Jewish one.

-More defenses are built on the borders of the countries of Belgium, the Netherlands, and Luxembourg as the Siegfried line undergoes a massive expansion in retaliation of the French plan. 100,000 more men are brought in to man these new defenses adjacent to the French lines. Liebknecht states that if French Troops leave their defenses, so will German troops, and he once again states that the country never had the intention of invading France, or any country of the low countries. The Government stresses the fact that these men are there purely for a defensive purpose, and no tanks, or heavy artillery is brought with them, they simply assume defensive positions.

Military

-The military hopes to recover from the blunders committed with the light tank, with a new class of tanks, this one being called the Tiger I. The tank is ordered to be a heavy tank, with thick armour and a huge barrel to be able to penetrate through the skins of enemy tanks. The shells are made to tungsten, which is arguably the most effective material to produce shells out of. 40 million is invested into this. (Mod)

A blueprint for the Tiger I.

--The High Command of the German Red Army begins to allow more and more Junkers to be able to hold elevated command posts in the Army. The government remains weary of them, and are usually maintained under close supervision by the state. This is done to hopefully further increase the quality of the Army. (Mod)

-The German Military division also begins to research and develop a doctrine for amphibious assaults and invasion, which the nation is currently lacking in. This endeavour leads to the creation of the Marinesoldaten, or Marines. It is to be part of the Kriegsmarine. The task force dedicated to developing this field take inspiration from the elite German Shock Troops and attempt to incorporate it into something that can be used while fighting on the beaches or coastline. Paired with this, the Navy department begins to research an Amphibious Vehicle that can be coupled with the newly researched doctrine. Another 40 million is used in this action. (Mod)

Great Britain

 

The Buckingham Conference.

 

After the New Prime Minister MacMillan is offered the chance to form a government and succeeds in such a deal, reports return from MI6 suggesting a fatal flaw in the Empire, which could see her position weakened, these reports are kept away from public eye until further efforts are made, the first of which is that King George VI invites leaders of respective nations and the commonwealth to Buckingham Palace for a conference. This was to deal with issues within the Empire and ways to strengthen the unity and common values each share.

The summit chaired by Macmillan and his Majesty sets the agenda of;

- More expenditure in colonial budgets

- An increase in military guards to defend the colonies.

- Talks on ways to strengthen the Empires Unity

The polls closed, as shock struck politicians throughout the nation on the outcome of the election. MacMillan seemingly assured of an electoral majority spoke to the London Times the morning before the vote stating;

 

“I have full faith in the British people to elect a strong stable government, led by her nations rightful ruling party - Conservative and Unionist!”

 

However the outcome proved otherwise with the Conservatives winning only 270/615 seats available, relying therefore on the Liberals under the leadership of Sinclair to form a government. There are 9 cabinet positions;

- France is offered a formal defence alliance, to secure their mutual borders.

- Portugal is invited to London for talks on trade and colonial discussion.

 

Home Affairs

 

- After the Election and British politics still in a weak position, negotiations to form a government succeeded and the tori liberal alliance formed. Promising to implement some of the Liberal policies throughout the term.

Chancellor Anthony Eden produces the budget for the financial year, standing outside 10 Downing Street he states;


“This new government. Formed on the basis of finding a common ground with those disenfranchised by a failing system pledges her support, with our friends in the Liberal party we proudly introduce the Welfare State, which we the government promise to play a key role to ensure all citizens have proper economic and social accessibility.”

 

- Education is given a complete overhaul from primary Education, through to University adding large amounts of funding to the education sector to ensure all children are literal by 1950. The Education Act 1940. (Mod)

- The government also gives large contributions to both Oxford and Cambridge to hep towards their research projects, and make them cemented as one of the best and prestigious universities globally.

- Investment is also put into the Ironwork and coal mines of the country, as per popular support in the previous months, this is to make British Steel the most exported and popular export in Europe. (Mod)




 

Military

- The Navy is expanded also to deal with growing necessity to control the Empire, with 10 new battleships commissioned and 2 new aircraft carriers. (Mod)

- Increased presence of military is in India to seek out groups who’d incite unrest, this is done in a way to not arouse suspicion or controversy by instituting the ‘Protection of State Act’ which allows for the internment and questioning of citizens without warrant. (Mod)

- The army is put through a new military training proposed by leading military officials such as Montgomery and Mountbatten, this is to increase performance and skill. (Mod)

 

Research

-Increased research is put into developing new telecommunications, to be able to connect instantly all around the world (switchboards).

The Soviet union tries a different approach at modernizing the army, instead starting with smaller battle groups and looking to make a few divisions that reflect modern tactics under the leadership of the new soviet general staff. (mod)

 

The inadequacies of the KGB are felt throughout the Kremlin, as more foolhardy arrests are made, but also create more enemies. A priority this term is enhancing intelligence capabilities with better training from experienced officers.  Merit is placed in heavy regard within the KGB, with the successful agents receiving better compensation and a more senior position within the agency.  "We must protect ourselves from seditious outside influences," declares Stalin. The aging Russian light tank fleet must be updated, proclaims Stalin.  The new T36 tank is put on the assembly lines to replace an aging tank fleet. (mod)

 

Russia is a vast land, but its people still suffer extensive shortages.  We must expand raw resource production to provide a better standard of living for our people, as well as have the capacity to produce more.  Funds are allocated to the development of new mines and refineries across the Soviet Union to produce more raw metals, rare earths, oil, and the such. Foreign Policy:

An envoy is sent to Iran asking for the right to establish a single military base towards the South, with limitations that can be discussed further.  The Soviet Union offers a non-aggression pact as well as economic development plans for Iran if they were to accept this offer. (mod)

 

Brazil - The Soviet Union accepts the trade offer and offers to establish a permanent consulate in Rio in the spirit of mutual cooperation.

Men in the military service pay their respects to the deceased

-A large state funeral is given for the assassinated Jurgen Kuczynski, the Minister of Economics and the well known and respected, even among the higher circles, Aufersteher. Over 20,000 civilians, military officers, respected politicians and speakers attend the funeral. A smaller funeral, yet just as lavish, is held in his home town in Elberfeld, near the city of Wuppertal. He is eventually buried in Berlin, with a large park dedicated and named in his name with a large statue of him placed in the center of it, with his tombstone below it. Kuczynski was a pivotal member of Liebknechts cabinet, and his death had a ripple effect both at the executive and at the civilian level.

 

-With the death of the minister, Liebknecht and his advisors scrambled to find a way to reverse, or at least mitigate and stop the effects of the incoming recession without the leadership of Jurgen. Several key companies and organization are released from state control to alleviate pressure and hopefully create more jobs and revenue for both the state and the company. -In the wake of the death of Kuzcynski, the economic wing of the German State is thrown into disarray and chaos. Without the leadership and guidance of Jurgen, who essentially micromanaged the entire German economy, local governments and economies are thrown into unrest and disorder. Unemployment rises 2 more points to 15%, however Liebknecht is only told it rose .5%. The state scrambles to find a suitable replacement for Jurgen to fill the whole and the power vacuum left in his death. Eventually after much deliberation, Jurgens father, Robert Rene Kuczysnki, is chosen to become the new economic minister. Him himself being an economist and communist intellectual, the German state hopes that it is like father like son, or in this case like son like father, and Robert can lead the German economy and dig the Economy out the the ditch that it finds itself currently. -Following the complete failure of the metro system, the German government completely censors all reports of all deaths or mishaps that occurred in the  project. -Following a deal with Poland, the city of Gdansk and the danzig corridor is returned to German hands. As a part of this deal, 50 million dollars are given to the Polish state to invest in the Soviet port of Klaipeda, which will be handed over to the Polish state as recompense for the loss of Gdansk. Agricultural Council

After the immediate failure of the new taxes, President Long sought further reform. Tariff prices were to be lowered, except on grain. American agricultural workers could apply for subsidies if their farms begin to fail.

 

Long’s America

President Long following his election, stated that this country moved backwards in the last election. They must be united against the Communist threat which has even reached the lands they once called free. Brazil’s supposed “democratic socialism” was just another corrupt example of the way communism takes over. “Make no mistake. Brazil has fallen to the red menace, and they would see us as next! President Long himself would begin to make weekly radio addresses, in which he informed the people on the vile news of the ongoings in Brazil and the world of communism. Byzantine Empire

 

Coronation of the Emperor

King George II of Greece has been crowned as the Emperor of Byzantion. A palace is being constructed in Constantinople to act as a permanent area of operations for the Byzantine government.

Constitution Finished

The final parts of the Byzantine constitution has been made. It includes the following notable articles.

Mobilisation of the population - All Greek and Armenian men from the ages of 18 to 40 may be called to military duty in the case of national strife. Upon graduation from secondary education, men must serve two years in the military. Non-Greeks/Armenians are required to do civil or domestic military duties.

Economic Freedom - Corporations are given benefits to aid the industrialisation of the nation. Foreign corporations are granted benefits for co-operation with local businesses.

Industrial Expansion

Land has been seized from all Turkish citizens and corporations. This land has been either sold to non-Turks or in the case of industrial land, sold to local corporations and business owners. Some land has been kept by the government for private use.

Holy Roman Civil War Intervention

Soldiers have been deployed across the southern borders of Yugoslavia to protect the civilians in the area. Soldiers have been ordered to occupy towns on the Bulgarian border and the city of Burgas to protect the populace from the atrocities of war.

Research

The government puts money into technical institutions to recover from the civil war. Research regarding military goods, especially supplies such as small arms, are provided with extra funding.

Diplomacy

Italian and Anatolian Greece are integrated into the empire.

Two Byzantine diplomats are sent to the UK.

The church creates missions in Kurdish lands and in central Anatolia.

Holy Roman Empire

 


 

Papal Bureaucracy 

The Papacy establishes new programs as the war in Italy and for the survival of the Empire dies down. To begin, the Pope calls upon the 23' boys. All able men born in 1923 are conscripted into the new Papal reserves. These hundreds of thousands of men are sent to begin work on reconstruction, their pay is only half what others in the loosely organized Papal Army make. However, they do not work for the middle two months of Spring or the harvest. Some are also picked as replacements for casualties and desertions. (Mod on reconstruction pl0x).

 

The Papacy also fully establishes the Ministry of Research and Census. Regular censuses are to be conducted yearly, including this year. The census, in particular, notices a large number of Italian refugees coming back to Italy as the battles calm. With academics returning, new Research is conducted in two new designs. One, multiple new systems to be put on ships. This should include things like radar and engines and should make researching individual ship types/doctrines easier. Two, a modern large turret tank design based off of Germanies success with the Tiger mixed with Italian battle experience and incompetence. (Mod for research <3).

 

The Pope orders a "Pius Railway" to be built from Sicily to Slovenian and the railway network of Italy is expanded to make way for the war. As has happened previously, the healthcare and welfare systems are put back on track throughout history. Churches are the place of all new expansions to the public service in Italy. From hospitals to unemployment services, they are added onto Church buildings. The railway should be completed in around 1.5 years. Italian industry should benefit from the war through demand for military equipment, as such, taxes are raised throughout Italy on everything from tea to oil. This keeps the state at a minimal deficit at massive unrest. This is declared as necessary and the Church tries to distance itself from the move, unwilling to continue spending so much from the church's own coffers to finanace the state.

 

The Civil War

The war in the north winds down. Not wanting to take further casualties or destroy their future city, Papal forces continue to siege the city of Milan. Facing starvation, it's soldiers have now been whittled down to just 20,000 and they are besieged by a force of just 40,000 professional and best equipped Papal soldiers. The war in the Alps continues to drag on, with the Papacy being much unaware. Vicious sniper battles continue to ring on through the entire Alps. Swiss skiers even find themselves being accidentally targetted. Snipers now find themselves hunting and for food and the enemy.

 

With the Papal Army sufficiently wintered and relatively ready, the army sets off through the Balkans. The army now numbers, 2,000,000 in the Balkan Theatre, 500,000 in Dalmatia and the islands and 500,000 in mainland Italy.  2,000,000 soldiers set off in four distinct army groups. One heads south towards Greece (but no reaching Greece), two head towards and fortify on the border of Tito's Communists, the fourth deals with general occupation and logistics. During this march, the potentially hostile nationalistic governments and militia's are either absorbed into the Papal Army or fought to surrender. The Kingdoms (except Greece) are all fully reinstated with their nationalistic parliaments. Fighting, however, is deadly among some regions. The Bosnians, in particular, are extremely dangerous, shouting Muslim phrases as they form militia's in their "jihad" against the conquest of Bosnia. While most militia's and governments yield to the better and more numerous of two evils, some resist along with the still surviving fascist strongholds. Papal forces siege where possible. 15,000 men are killed and 30,000 wounded in the fighting. Volunteer forces parade and fight throughout the Balkans, proving to boost the morale of the Papal Army, making it a truly multinational and patriotic military operation. (Mod if you want for the successes or failures).

 

The Handing over of Greece

In an official ceremony in Athens, the ceremonial (Papal puppet) King of Greece is handed over to a Byzantine general as the small Papal delegation in Greece leaves the area. Greece is officially handed over to the Patriarch's men on Greek Easter to mass celebrations in the capital of Athens and elsewhere. Papal soldiers entirely withdraw from Greece except for an embassy guarded by some forty-two men.

 

The Royal Army

The King of Italy and Ethiopia after much counsel and discussion has decided to officially oppose the Papal Government's decisions in the realm of Italian governance. The Pope responds, reminding the King of the Italian Kingdom's past affronts of the Pope. The King of Italy decides to make an official expedition to reclaim Ethiopia. Easily raising 35,000 Italians and plenty of requisitioned ships.

 

Diplomatic Affairs

- The Pope responds to Brazil that "The wills of gods fighters will be respected in terms of what they ask for burial country. Those who ask to be sent back to Brazil are sent back. Those who are unmarked are buried in the battlefields to which they have died. Those who do not specify are sent to their family, having none they are sent to Brazil.

- The Papal States request the opening of defensive alliances with Britain and France. Additionally, a free trade conference could be brought up.

- The Pope opens up some negotiations with Germany over the further selling of North Africa.
