High in his tower, Lopt would be meeting with the council. 

 

"I swear to you my lord, the orcs gather for war!" Montrimere would announce.

 

"Impossible, their numbers are likely depleted from the plague, surely they are more prudent," Brotleichter would retort. 

"Prepare for war, but offer peace," would Sleiptir idly say.


Gromindal would rise as though to speak, but Artorial would cut him off, "No, we must offer war, we cannot trust the heathen orcs with any offer of peace, for all they know is war." 

 

Lopt sat with one hand perched on his chin and another resting on the chair's armrest. He watched the deliberation with moderate interest, and in the end dismissed the council. He returned to his chamber, where he went over the treaties from the lords of Wayrest and Camlorn. He would sign letters of gratitude and order the first caravans to begin their trek. He then looked out his window unto the foundation of the college. The college of Calastar would be grand and a grand college would befit a grand city. He would sign additional allotment of funds to the construction of the college for this year. He would then consider the predicament of the orcs. If left unchecked, they might grow into a nuisance, but if apprehended unjustly, then he would seem a tyrant. He would order the levying and training of additional troops, but stay his hand and order them to patrol the land rather than perform any offensive maneuvers. He would then dot the map with the potential settlement locations reported to him by his men. He would then call forth Baron Montrimere.

"Marshal, I want you to vet potentially valuable officers in our military, for I require more officers to command my men."

The marshal would nod and beg his leave.

The Rift 

 

After the success of last years harvest and the Dunmer refugees arrival the streets of Riften become more lively and busy. Noticing the now growing number of citizens Carsten decides its time to reopen the Fishery placing a generous sum towards its construction. With the growing number of Dunmer in the city, notices are placed around the town to assist the Elves in finding jobs. Many either assisting in construction or going to work the farms surrounding the city. 500 Light cavalry are recruited and trained to insure Riften’s borders remain secure. There is also the order of finding a wife, suitors from around the city are brought to Mistveil keep.

Perhaps it was the desert heat, or perhaps it was the physical training, but Ra'Kazajir found himself in his new courtyard of his new city, wearing the traditional Khajiit training clothes he exhales; glancing around to see workers and servants bustling around, the populace booming and happiness soaring with the addition of the new refineries, Ra'Kazajir began to move back, sighing as his servants began to dry him and pat him with cloth and adorning him with a new robe. Once he moved inside he walked into his office, still under construction as he sits down on his floor mat, having a small table being brought to him as well as a pot of hot wax, a small vase of ink and a quill now starting his long process of signing papers and scrolls.

 

"This one is glad The Colovian's offered the trade deal. Perhaps they can prove useful allies? although...The Dune has sent us petty insults, they are to be keeping an eye on, but what this one is more concerned about is the state of the military, we are a Warband, yes...a growing civilization needs time, yes, but we also need infrastructure and a true military...also...maybe some sweet rolls, buuutttt, that is second on the list."

 

Ra'Kazajir thought to himself, now fathoming the sweet succulent taste of sweet rolls, shaking his head and focusing, taking a blank scroll and began neatly writing orders down, stating it clear that the internal and external infrastructure of the cities and trade routes need to be established, roads are to be built as well as reconstructing the food storages in the city, improving and starting a stockpile of food just in case for another famine, this scroll also states that the fortifications will need a major overhaul and the installation of wells in the city is in order to give the civilians access to water.

 

He takes another scroll once more, unrolling it and starting to scribble on it, giving it the title, Research. He began writing quite clear and neat that in civilian research, the research of terrace farming for maximum efficiency in the arid region where they reside, as well as aqueducts and a proper sewage system to lower disease and improve cleanliness. In the terms of military research, he wrote in extreme detail that he requests his best magicians and scientists to develop a special tar when bottled into a small ceramic mason jar, lit then thrown at an enemy it works as a crude handheld firebomb, he theorized that tightly knit units like Imperials or Nords can be distributed and disorganized by these crude firebombs and his light cavalry can swoop in and eliminate the panicking soldiers. 

 

He signs and seals these two scrolls and hands them off to his servants who will hand them to his scientists, now he begins writing a doctrine for this new type of warfare, utilizing cavalry, light infantry, slingers, and Senche-Tiger mounted Archers, he theorized that they can use harassing and disruption tactics then swarming to eliminate any forces, with this he sent the doctrine to train and arm his current army of two thousand men.

 

Ra'Kazajir pondered for a moment, coming to one of his classic Khajiit revelations and takes yet another scroll, unrolling it and scribbling down on it, a sly grin coming from him as he finished jotting down the words; taking a moment to look at what he wrote, making sure it was clear. He has ordered to send two hundred and fifty of his light cavalry to the surrounding territories to scout for possible areas to build a new town, specifically the regions to the north and south.

 

Now finished for the day he stands, stretching and groaning for a moment as he yawns, placing his hands at the back of his head as he moved out of his room, looking to his servant and giving them the most serious of stares, remaining silent for a moment before finally speaking up.

 

"Servant, fetch this one a sweet roll, for this one hungers for its sugary oowee gooey goodness."

                     The county of Falinesti

Ulwnis sat on his throne, rubbing his chin as he contemplated the news he had gotten. It seemed that the woodlands realms of Arenthia, Greenheart and Elden root seen it fit to trade with Falinesti. That was most advantageous but not as interesting as the offer he had gained from Southpoint. An alliance, of all things he had not expected this but it could serve his goals well. Maybe he could marry with the royal family of Southpoint or Arenthia. Getting a royal marriage would cement his alliance with Southpoint better but if he could marry into Arenthia's family, get a child and then assassinate all other remaining family members and put the blame on someone else and appoint himself as his child's regent then he would automatically get almost direct control of two major territories and still have a good ally remaining. Yes this plan could be quite effective if he got a good order of assassins. Which is something on the agenda but not for now as they would not prove as cost effective as he would personally hope. 

 

Deep in thought Ulwnis did not initially notice the messenger entering his throne room before he announced his presence and got Ulwnis to look up. "My lord, I got the reports you asked for" Ulwnis then waved away the messenger, indicating him to leave the reports behind and the messenger boy then quickly left the room.

 

Ulwnis then picked up the reports the messenger had left behind and read the census reports. It seemed that there had been quite a significant amount of growth this year. At least his dunderhead underlings knew how to **** each other. Ulwnis snorted at this thought before focusing on the numbers and contemplating the actual benefits of a larger population.  It would help resettle the lands that had been lost in the great collapse but they did not give much in the way of actual materials as of yet. Though Ulwnis thought to himself, they could provide more taxes if they grow more prosperous. And public works often resulted in an increase in prosperity. 

 

 

For a moment Ulwnis also thought if he should educate his underlings. Their idiocy could get quite annoying at times and it wouldn't hurt to have one of his underlings actually know where Southpoint was located and how to get to it. It would also mean that his people could become richer, it would mean that the people could have jobs which were more of secondary or tertiary purpose. These jobs would inevitably generate more income and be more taxable thus increasing the income of his realm further. He could even make them loyal by teaching them to be loyal to him from a young age. It would mean he would have a loyal core of soldiers, agents and citizens in a few years. Yes he could wait for a few years because Ulwnis was a patient man. He would wait patiently to see his realm flourish and prosper, he would build alliances, marry families and see them die and their lands go to him. And he would see all the other lords of the woodland realm fall in time as he was patient. He would see them fall with only him remaining and in the future he would rule all of Valenwood.

 

Ulwnis then allowed himself a malicious smile as he did his part in making his plans come to fruition 

 

Actions

5 ap is spent rebuilding the city of Falinesti in a certain way. The city would be built with such a design in mind so that it is divided into three rings you could say. The outer ring would consist of building only one story tall. These building would be next to the city walls and would continue on towards the keep until the hit the middle tier. This consists of building which are two stories tall and after that comes the inner ring which is the smallest one for now and has buildings of 3 stories high. Furthermore a web like pattern is made for the streets connecting the city. 

This is to do this so as to make Falinesti quite a stronghold. The houses would need to have their roofs accessible and mostly with flat roofs. The goal is that archers could climb on top of the houses and fire through enemies marching through the streets. If the outer tier of houses is taken more elite archers would fire from the middle ring and if the middle tier falls the same would go for the inner tier. The web pattern would make sure that the city was organized and that the streets could easily be blocked off by basic defenses like carts and other simple barriers. 

Still the defense part of rebuilding the city would be secondary compared to simply rebuilding or renovating the city so that it would be more prosperous. A.K.A. the 5 ap would go into economy.

 

4ap is spent starting the construction of the schools. The goal would be to make sure that everyone could get a 6 year education starting at age 6 or 7. They would learn classes about reading, counting and the other classes which would give them the knowledge necessary to aid them in their future work. Another class that will be implemented is indoctrination/propaganda *COUGH COUGH* I mean history and culture, it will 'teach' the children about the history of the world and the culture of the local people and the glorious future of Falinesti and the lord protector. Still the main focus is on real education and indoctrination second.

 

0ap is spent accepting the offer of Southpoint and lord protector Ulwnis offers to have the alliance be mostly defensive for now but offensive too if the lord or lady of Southpoint wants to take it further.

“What if it be true?” Vigsgar questioned his cousin, Jarl Oskar, in regards to the recent intruder in the great hall. Oskar pursed his lips for a mere moment before turning his head towards his cousin, “Then we seek no quarrel with the man. Bjorm had been trouble in his family, as he is ours. It will be dealt with, I promise.” He finalized his statement with a shared nod in agreement with Vigsgar.

 

Just as the two family had been discussing the status of the army, along with Marshall Olaf, a young worker bursted through the doors of the great hall, followed by a troop of heavy infantry. He was out of breath, and heaving before the Jarl and company. “M’Jarl, the docks…” He paused to breath, “The dunmer, they’re… they’re everywhere!” A collection of confused expressions came over the group before they made their way to one of the many balconies within the keep overlooking the city, specifically one which had a view of the docks.

 

A near fleet of Dunmer built ships was upon them, though none of which were armed. Rather, they were filled to the brim with dozens of dunmer each, looking sickly and famished. Jarl Oskar turned towards the worker who followed them, “Tell the men at the docks to bring the ships in, side to side, and lay anchor outside of the port.” The boy nodded, and made way back to the docks. “Olaf, bring a hundred men and re-open the Snow Quarter, clear out the squatters that lay there and bring in the dunmer.” A mere nod was the reply before the Marshall left to his duties. “The same for you, Vigsgar, a hundred men to the docks and bring them ashore. Escort them into the city.”

 

Several weeks later, as the dunmer were given their homes, an announcement was made to those who had been accommodated within Windhelm. “The dunmer people are to be welcomed into the Jarldom of Windhelm until their times of strife have passed.”

The scouts sent out to the Pale Pass came back with good news - bandits and brigands had been cleared by the tens, with the only casualties coming from a Forsworn ambush on the way back. Strange to see them this far west, and on the wrong side of the Jerall Mountains. Perhaps they're looking to migrate? Lycinia orders Commander Decius to replenish his men from volunteers, as well as order the conscription of 500 heavy infantry (-3AP), and 1500 light infantry (-3AP). If the Forsworn tried to attack the city itself, they'd need ample men to defend it. Meanwhile, 250 light cavalry are sent to scout the area that the men reported would be good for a fortress or city, including nearby water sources, defenses and resources. (0AP)

 

Finally, funds are recycled back into the economy to promote guilds and independent merchants, which will in turn add to Bruma's wealth. (5AP into economy)

 

If one would sit on the balcony of Bruma's keep on a clear night, itself perched high within the foothills of the Jerall Mountains, one could see the moon and stars reflected on the placid waters of Lake Rumare, and the silhouette of the White Gold Tower on the island in the middle. For ages past, the Imperial City's lights would illuminate the isle and challenge the stars themselves, but after the flu ravaged the land, the city's lights are much less impressive. Still, as Lycinia sat there, she thought about who now ruled the isle. In the morn, she'd send a plain-clothed man south, to investigate and gather as much knowledge as he could about life within the old Capital. (0AP)

 

Meanwhile, other matters were pressing on Lycinia's mind. Her 23rd birthday had been and gone, and still a husband didn't share her quarters. Not that men hadn't tried to win her favour - but she felt they were all below her station. As such, messengers are sent across Cyrodiil and Skyrim, looking for a man of renown and wealth to marry the Countess of Bruma, either Imperial or Nord. (0AP)

Swamp-in-Head was out riding his guar on that one dry day amongst the thousand days of rain, returning to the news of the envoys he has sent. Quiet at first, he gazed up towards the sun that was peeking through the vast layers of grey clouds. "Call the council. Swamp-in-Head is to make decision."

 

An hour later the tribal council was assembled, discussing the news. If the Gideon tribe was rejecting the idea of mutual growth and prosperity and later unity, then it was important to have friends. Stonefalls offer would be accepted immediately, because the Argonians for the possibly most disliked race in Tamriel might be stronger united than divided. And for them to return to proper power in this world, first steps had to be taken. Swamp-in-Head knew that, with a silent splash coming from his head as he nodded slowly after announcing his decision.

The Imperial Remnant:

 

With the previous investment into the city of Cheydinhal, it has been prospering. With the population boom earlier in the year. The city has become a symbol of the Empire, now with the Dunmer famine over. Hundreds of Dunmer merchants begin conducting business within the city.

(+1 AP per turn, Permanently)  

 

With the great population boom, the army, of course, expands as well. Thousands of young men and women sign up for the imperial legion. By the end of the year, 1500 troops join the Legion’s ranks. All swearing an oath of allegiance to the Remnant.

 

The raid on the Remnants trade routes ends horribly for the Dunmer, though they are able to kill many merchants. Their forces were routed and prisoners were taken. Later on, though, a majority of them are released. Except one, Adrnas Vadur. Who at a glance doesn’t seem to amount to much. Until you look at who he really is, the Heir to the Duchy of Tear in the Kingdom of Morrowind. The remnant has made quite the catch.



 

The Colovian Highlands:

 

With the great victory against the Goblin army. Marcus returns home a hero, his people chant. “Marcus! Marcus!” Crowds form around his legion, a hero's welcome. Soon he must attend to business. His loyal advisor Hernandius quickly approaches Marcus.

 

“My lord, it is so nice to see you back. There are many things to attend to. Bandits are raiding our trade routes to the City State of Bruma” Hernandius says. The bandits have been identified as Redguard raiders, far from their home. Trying to seek riches from the caravans Should the trade route be neglected. The bandits would cripple The Colovian Highlands economy.

 

The Colovian army, now larger and with experience under their belt sit anxiously at Kvatch. Waiting for their next raid against the Goblins. Many Centurions approach Marcus, demanding the full destruction of the Goblin threat to the north.


 

 

The Brotherhood of the Sword:

 

A wise choice putting his new protege as an advisor, the trading between Rihad and Gilane improves due to both the troops protecting the caravans and now that Gogaas is managing it. Surely this will bring great profit to the order. (+1 AP for 2 turns)

 

The 1000 troops sent to scout out the next few territories return unscathed. They report there is nothing but a few rouge settlements and some bandit hideouts. It seems the road for expansion is clear for the Brotherhood. The other thousand join the general ranks.

 

The Brotherhood is not able to find out who has been raiding their trade routes. They only know the,e raiders have stopped. Rather not fighting a thousand of trained troops.

 

The year concludes with the construction of a small farm and the training of the troops in multi-terrain tactics. Though the only terrain they can train in is desert. (+500 Pop for 3 turns)


 

 

Realm of Nifelhiem:

 

At the beginning of the year, the college remains incomplete. Though with significant funds much progress is made with the college. From foundations, the basic structure is completed. By the end of the year, the entrance, grand hall, and mess hall have been completed. Though they are empty.

 

All trade routes are protected, though this doesn’t increase profit. Nifelhiem’s neighbors are grateful for the gesture.

 

Marine training continues, troops now familiarizing themselves with marine warfare. They gain a sense of skill. The training pays off as by the end of the year, a basic unit of marines is formed. 1000 troops begin specialization training. Pike combat is nothing new to the army, they’ve been doing it for eras. Though the problem is the Phalanx formations. This concept is completely unknown to the army. Though they grasp the basic concept quickly.

 

The Orcish tribes flat out reject the diplomats sending them back as soon as they arrive. They have no interest in diplomacy with the Bretons.


 

 

Jarldom of Riften:

 

The reopening of the Riften docks should have been good news. The dunmer refugees work for much less than Nord workers, so naturally, the company who took the docks hired only Dunmer. This upset the Nord population, feeling that the dunmer are vermin. Soon crime against the Dunmer rose, murders were a common occurrence. Luckily not as bad as Windhelm. Though now the docks are open, there is an abundance of food. (+1000 Pop for 3 turns)

 

Recruit of new troops go well, the cavalry is sent to join the troops already patrolling around Riften.

 

The end of the year is celebrated as the marriage between Carsten Law-Giver and Faide the Nightingale.

 


 

Kraviran Tribes:

 

The construction of roads and pathways begin, though unopposed. Dune Raiders come trying to halt progress. Though this proves insufficient. The roads are completed, making the trade come and go faster and much safer. A worthy investment. (+1 AP for 1 turn)

The expansion of housing within the snow quarter alleviate some of the tensions. Eventually, violence spreads as a group of nords set fire to one of the buildings. Killing over 20 Dunmer, in retaliation the Dunmer launched an attack against the nords. Killing 4 guards and 30 nords.

City State of Bruma:

 

Recruitment of soldiers are completed, all of them swear an oath of allegiance to the Countess Lycinia. Meanwhile, the detachment of cavalry makes an expedition to the promising territory. Making notes, the position for the city or fortress is upon a hill overlooking large plains, a small forest is nearby for timber and a small river is close by. However, it seems that there is no place for any future mines.

“Death before dishonor” -Marcus Marius Orientius


 

The restructure of the military took Marcus’s priority. He liked the idea of having a professional military like the empire once did and it’s organization would make things much easier. The First Colovian Legion would be officially commissioned shortly after their rest for their hard work, but much laid ahead. Tiberius Acacious would take the command as Legatus of the legion. Tiberius is a well liked man and the announcement of him leading the legion would bring moral to a high. The centurions who came to Marcus were met with warm welcome and there was no need for demands to be made. Marcus assured the soldiers more was to come. Another small recruitment order was made to fill the ranks of the men lost to the first battle with the Goblins. Tiberius and Marcus both agreed that standardization of the military’s equipment would be a good move towards the future. As well as the increase on the military standards. A new training program was designed to make the new legionaries disciplined and strong willed.
To finish the problem with the Goblins an idea was hatched, one that potentially could go awful, but it was a plan nonetheless.

Another great year for the Kraviran Tribes as trade, population, and infrastructure boom and prosper. With the new roads the capital city of Kravir sees caravans and merchants carrying many goods daily, the streets constantly crowded with the rich merchants as the brand new sandstone roads guide and lead the traders within the city. Ra'Kazajir walks through the many markets, seeing his booming city with his very eyes, the new Aquaducts carrying fresh water throughout the city; the sewers carrying the waste out of the city and into the surrounding moat that encases the city.

 

"What can this one do to improve this great city and continue its long prosperity he wonders?"

 

Ra'Kazajir pondered; what can he do to increase the potential of his civilization? he knows of the clear reports of the provinces nearby being clear and free of dune raiders, but he also knows of his rival's jealousy to the south, The Dune. Ra'Kazajir thought actions need to be taken to maintain security within the Capital and for the prosperity of the people.

 

After his brief stroll, Ra'Kazajir found himself within his palace, walking towards his quarters he thought and eventually came up with his new plan. Once he reached his quarters he sat down on his floor mat, taking a moment as his servants brought his table to him before he grabs a blank scroll, unrolling it and taking a gander at it, taking his ink and quill, dipping it and starting to scribble in his new orders; clear and crisp, his new military doctrine needs troops to use it. He made a new order demanding two thousand new troops to be recruited and trained, signing off and placing his wax seal on the said scroll before rolling it up and having one of his servants take it off for it to be put into action. 

 

He paused for a moment and took a small moment to eat, his servants serving him smoked fish imported from the south of Elsweyr, wine and a sweet roll. Once he finished his meal he takes yet another scroll, knowing that if he is to maintain the population's happiness and expand his growing civilization he must continue growing his infrastructure. He signs new orders detailing that additional housing is to be constructed in the city to accommodate for the growing population and possible refugees, as well as a localized fish farm to provide cheap and easy food to the populace for consumption.

 

Ra'Kazajir gives this scroll to his servant, nodding for a moment before taking yet another scroll, unrolling it and starting to jot down new demands and orders, simply detailing that due to the refugees coming from the Aldmeri civil war have an open doors policy, seeing the opportunity in taking in these refugees and using their skills in magic and research to his advantage hopefully. He also states to put more Khajiit scientists and whatever magicians there are into the Handheld firebomb research, increasing the funding for the project.

 

Now comes the problem with The Dune. Ra'Kazajir made a mental note of their jealousy which can breed a conflict, so he decides to keep a close eye on them, taking another scroll and starting to scribble down that two spies will be sent to The Dune, one to monitor the military activity within The Dune and the other to see how the city is and if the people can be turned against the ruler there, he details how he will expect a report by the end of the year.

 

Now finished with his work he stands, giving the scroll once more to a Servant as he leaves his room and heads back into the city, to visit that one stall that was making a special type of sweet roll coated in delicious moon sugar syrup.

Stab right, stab left, dodge backwards, being upwards strike pierce through the middle. These were Ulwnis's thoughts as he fought against the master of arms of Falinesti. Ulwnis relished these moments. The moments where he did not have to think about administration, politics and fulfilling the wishes of the masses but just fighting against a worthy opponent in a duel. He had come to the throne of Falinesti as a military man and he made sure to remain fit to combat any possible rebels who would try to gain the position he had rightfully earned. 

He and his master of arms were as of right now in a bit of a stalemate. Neither being able to gain the upper hand and fighting a battle of attrition.  After about a 15 minutes Ulwnis just for a second slipped his guard up but for two warriors one second was enough to mean defeat. And the master of arms indeed took the opportunity and managed to hold his wooden sword at Ulwnis's neck. Both men were breathing heavily and after a moment it was silent before Ulwnis laughed and shook the hand of his master at arms. "Well Damon that was a good match. I haven't enjoyed myself like that for some time so thank you for that, but now I have to return to the duty that is ruling this county." Damon would nod at this "It was a pleasure to have you practice and make me put in a bit of effort in a fight my lord. I'll just continue instilling some discipline in these maggots, much luck with ruling my lord." To this Ulwnis chuckled for a moment before saying "You also have much luck with these recruits Damon. And try not to be to harsh on them, we need them disciplined not broken" Ulwnis then made his way towards his throne hall though he could swear he could hear someone laughing as he left to his chambers. Ulwnis then quickly changed into his more formal clothing before making his way towards the throne hall. There he was greeted by a small gathering of men in decent clothes. He knew that these were the foremen of the construction projects who wanted to speak to him about the progress that had been made with the construction of the city.

Ulwnis moved to go and sit on top of his throne and waited in silence for the foremen to start speaking. He enjoyed watching them squirm nervously as none had the courage to go first, though he did not let any of that show on his face.  Eventually one of the foremen spoke up. "My lord we have come with news about progress with the construction project." The foreman would then scrape his throat before seeming to say a mental list. "This year we have managed to finish the outer tier of the city. It is fully completed and we have started construction of the middle tier of the city." Ulwnis nodded at this. He had expected about that much considering that it was indeed a truly ambitious project. He then frowned as the foreman had grown silent and was nervously fiddling a bit with his clothing. He then said in a slightly annoyed tone. "and is there something else that bothers you foreman ?" After this the foreman spoke up getting a little bit of courage whilst also speaking extremely nervously. "Well we have discussed the issue and we do not think that the city plan that you have is not going to be completed. The project is simply too large in scale for the resources we have available to us and whilst we think it can partially be completed we are not sure if we can ever manage to fully complete it" Hearing this Ulwnis would start to get annoyed. His fist would be clenched in annoyance and he would speak in a threatening low tone. "If I say the project can be completed then it will be completed. If someone else says it can not be completed ignore them because you listen to ME. Now in the coming years you will continue your....... work and even if it will continue for 10 more this project will be completed. Understood foreman." Ulwnis said making sure that the foremen felt fear. After hearing this short speech the foreman nodded nervously. "It will be done my lord" "Then begone" Ulwnis said dismissing the foremen. After this command they left quickly and when Ulwnis knew he was alone he would facepalm and muttered. "I am surrounded by idiots."
