Shadow of the Empire is an Alt-history scenario. In this particular scenario, Rome does not rise to dominance. It rises as a republic, presenting ideals and a foundation for a system of government for other nations, But it does not expand outwards, chosing instead to remain as a small city-state.  In modern France, a northern tribe, subjugates most of the region before a kingdom is established. Power is cemented in the city of Paris before strings of conquests and campaigns conquer much of modern day Britain, Spain, Portugal, Italy, Switzerland, North Africa, & Egypt. The year is 700, Imperial might that once stretched from the corners of the known world begins to wane. Corruption and poverty runs rampant through Imperial cities that were once the pinnacle of civilization. Death is a commodity, sixteen years ago, the Great Dying killed thousands not only in Imperial lands, but across the  Mediterranean world. Only now are population centers recovering. At the height of Imperial power, the British Isles were core Imperial holdings, but no longer. Barbarians and self proclaimed ‘Sea Kings’ alike devastate the province. In Ireland, only one bastion of the Empire remains. Costly wars in Italy and Egypt drained Imperial coffers and almost completely destroyed the once supreme Imperial army. The Empire is beset on all sides... the fringes of the imperial territory is in chaos. Iberian revolts cause devastation and death across the region. Raiders from the north pillage coastal cities, Germanic and Slavic tribes push ever westward, leaving a trail of destruction in their wake. Invasion from the newly established Republic of Italy seems imminent.

Justinian's elderly father Alexius II has past at the age of 84 reigning for nearly 60 years, now a younger and more ambitious  King as risen to power. Justinian has grown up hearing stories of the Great Alexander who forged a great Empire the likes of which hasn't been seen in years. Now the once Great Empire to the west is but a shadow of its former glory, leaving him with a unique opportunity that his father never had.

Following the Coronation Justinian gather his council in the throne room,  "Send word to the Empire and Egypt , we wish to open trade and a defensive Alliance, and offer marriages. And send letters to Macedon asking to end hostilities between our two great realms." The chancellor dip his head, "At once your highness, I shall have the scribes start right away."

"Marshal, I for 5,000 men to moved across the Bosporus strait, and to the border of Ionia. As well I wish you to train 1,000 bowmen, and 1,000 Pikemen" Justinain scans the faces of council.

"Does this mean were going to war your highness?" The marshal questions. 

Justinian shakes his head, "It will be a show of force for what shall follow, I wish letters to sent offering vassalage in return for protection." he raises from the throne, "Court is over, MAY GOD watch over us."

Yngling Dynasty

 

King Dag Skilfingar of Gotland contemplated affairs on the stern of his ship. He was returning home from a long campaign in British isles. Those men were nothing like he and his ilk. Similar looking, maybe. But they were like milk, and fought as well as any cow. But they were rich, you had to give them that. That was why all that while ago the expeditions began anyway. But the time for that was over for now. King Dag had other concerns. Times were changing, just look at The Empire. Already cracks were showing, filling with venom as it rips further.

 

The clans of Sweden were in a golden age. For decades they had kept to their small germanic colonies. But they were always distinctly different, being in their own land. More and more now they were reaching outward. Trade and expeditions to far away places were now tangible. Dag himself had contributed to many of the Kingdom's victories. He was renown for his utilization of ground forces. An oversight in some longship captain's minds. But his Wolfskins soon put down any doubts. They were fierce, and sometimes wild. But they fought bravely and were elite warriors. They surround themselves around the different jarls, offering service. And Dag's Hackapella were another force. Recruited from Finnish tribes mainly, they were expert light horse. It was they who raided the English so well.

 

Upon returning to the capital, he was met with joy. Citizens lined the streets, and his Jarls and son welcome him home. They went in to the great hall, to make revel. After many tankards of mead, and may stories, the Jarls and King Dag settled down. It was evident he did not come back to Sweden just to party. Already his war-band captains were searching the land for recruits. It would seem things were not as cozy as desired. After fighting for years, Dag knew the quality of his men. They were brave, but the most basic of men. They had little armor, weaponry, or tactics. Something he had come to appreciate more and more. Funds from the English campaign would ensure the quick formation of his new War-Band model.

 

Following this would begin the painfully slow expansion of Swedish ports. The merchant class there was relatively small, and not rich. The Jarls did not want to keep themselves sustained off raids. And so the capital's more wealthy lords will band together with the King. They will begin growing the capital's merchant class. One day they hope to make it a place of thriving business.

Antiochos tapped his finger on the arm of his throne as he looked boredly down upon the supplicant.  A shriven man, he was bent and hunched over by age, his face worn. “I swear, my lord. Centaurs. If something isn’t done, they’ll overrun Larissa!”

 

The Basileus was not such a fool as to completely believe the man.  Who would? It was well-known that such things simply… Didn’t exist.  Likely the man was one of the last remnants of the Hellenic pagans, holed up in the countryside, blocked off from the grace of God.

 

Yet still… he was a subject of his, was he not?  It would not do to allow his fears to go unchecked.  Such would spread resentment against his rule, and with his ambitions… That was to be avoided.

 

Rising from his seat he declared, “Such things, though improbable under the light of God, will not be left to fester should they prove true.  If not Centaurs, perhaps what you saw were raiders on horseback. Herakleios,” he noted, turning to his military advisor, “Have units drawn up there, to bolster the garrison.”

 

Not that it would be necessary.  The presence of royal armies in Larissa was already large, much to the chafing of the Archon.  But, it was a good excuse…

 

“Court is dismissed,” he ended, nodding to Lysimachos to stay.  The man was a competent steward, if he had a tendency to grovel.  Not that Antiochos minded…

 

“Send messages to Ionia, Persia, and Egypt..  I want to build trade with those kingdoms.  You know the platitudes, all that. The money from those two will finance a war,” he said with a grin.  “Of course, my Basileus,” the Oikonomos nodded eagerly. “I will see the messages sent at once!”

 

As the man set about to his task, Antiochos was left there in the throne room.  There was much on his mind, but one thing rose above the others…

Brief history: The Dál gCais clan, pronounced Dalcassian in English achieved their highest peak in the 1100’s in our timeline when they founded the Kingdom of Thomond. but in this one as random chance had it they got bigger way earlier and had no one strong enough to oppose them. In our timeline the Norman conquest of Ireland and various internal power struggles crushed any chance of this kingdom from expanding as it destroyed them entirely.  Below is the map of their kingdom before it fell.

Dromoland Castle had just been completed, the seat of House Dál gCais for generations to come.  Cathal Dál gCais sat in his chambers plotting. He had ambitions to turn all this land he and his supporters just took into a proper kingdom, he had a castle but was not yet truly a King, only a chieftain and he would need to proclaim himself King but first he needed legitimacy.  Suddenly his thoughts were interrupted by a messenger knocking on his door. “Sir I have important news from the O’Neil Clan. Their chieftain wishes to marry their daughter to your son, what shall I tell them is your answer?” the messenger said with haste.

“Tell them I accept their proposal, our families must join together for our sakes and for the sake of all of Ireland and her future!” Cathal exclaimed with eagerness showing across his face.

 

    Cathal left his castle in haste and headed for Limerick he must inform his son and his wife and start preparing right away. Hours later he was sitting in a gathering hall drinking ale and mead with some of his patrons. When another messenger came in. This time with news from the emissary in Cork with the Empire. The Chieftain was given a note that the Empire had agreed to give up its claim to cork and would formally give it over to Chieftain Cathal of the Dál gCais clan. In exchange trade would be established between the two and he and all the people of his land would agree to a non aggression pact. As well that anyone who stayed in Cork would be given full citizenship into the clan.

“ I accept these terms, make sure they know this immediately.” Cathal said

The agreement was fulfilled and put into affect as soon as both parties consented and the Empire had 2 weeks to move its possessions it wanted to take back to the mainland.

Cathal reveled in these two giant strokes of luck that had befallen him, first his house was to be joined with the leading clan of the neighboring clan, then the last remaining piece of Ireland held by foreigners was given directly to him without a drop of blood spilled. He now had everything he needed to be king falling right into his lap. Though he still knew that could fall apart at any moment and that he needed to remember what he would be if he wasn't who he was. So in the meantime he went about doing good deeds for anybody who needed help throughout his lands.

Attalus sighed with relief as he was the first to step off the board of his small transport ship and onto wooden planks of the boardwalk they had landed at not moments before. A small smile would appear on his face for a moment as he helped his newly wed wife off of the ship, taking her by the hand and walking a distance away from the ship as the rest of his retinue began to debark and unload the ship. He had been gone from the mainland for a two months now, having been in Cyprus to negotiate the territory’s integration into the Kingdom in return for protection from any eastern threats, with the final terms of the deal being sealed and celebrated with a marriage between him and Cyprus’ Basilis Philia. As successful as his mission to Cyprus was, he was eager to return to the mainland, as with these new lands and wealth came new problems for the young Basileus, ones which he intended to deal with swiftly. These problems only became more evident as he and his wife walked along the port of Attalya, the city they hand landed in. The poor condition of the port and meager ships within it only confirmed his worries that more investment was needed to establish a thriving port from which the riches of the Kingdom could flow through, and that a proper navy had to be established in order to protect the new holdings and trade ways. Of course, he figured he was in no position to do any of this with his own riches, and he discussed ideas of filling the royal coffers with his wife until a ship bearing Macedonian flags arrived, bearing an envoy on behalf of the Basileus of Macedon who proposed Attalus the answer he needed, trade. Once inviting the envoy to accompany them back to Pergamon in order to discuss the deal further, he called for his advisors and had them send similar agreements to Egypt, Jerusalem, and Italy, proposing trade deals beneficial for all of them. Once envoys were sent to the foreign lands, Attalus finally began his journey back to Pergamon, visions of grandeur for a proud and strong sea faring Ionia in his dreams.

 

Of course, all of this changed upon his arrival in the capital and the Byzantine envoy waiting for an audience. At first Attalus thought nothing of it, making the man wait for a day as he rested from his long journey, assuming the man must be there for the same reasons as the Macedon for trade or perhaps even a non-aggression pact. But upon hearing the man’s message Attalyus began to worry, as all he intended to achieve would have to be put aside to deal with this obvious act of aggression. He quickly sent the Byzantine back to his lands, rejecting any notion of bowing to the power of his King and began conversing with the Macedonian envoy, sending him back with a request for a defensive alliance between the two knowing the Macedonians would beg to have any chance at striking their old rivals. Furthermore he put aside his project of improving navally and ordered his marshall to begin recruiting units of pikes to defend Ionia.

Beucad took a sip of wine before rising to his feet, his voice echoed across the silent hall and he could see that most of his subjects ceased their feasting to listen, "The Empire will soon dissolve, the Franks have had their day in the sun. Soon, it will be clear what we must do. To drive the lion out from it's den and to slay it for it's hide." He paused just long enough to let out a cough, "The enemy is poked at from all sides; in Iberia I hear that the Empire has been fractured and splintered beyond repair, in Albion the last footholds of Imperial power are slowly being drawn back, and the Danes and Norsemen frequently pillage the coasts of Francia. Soon, the full might of the Vandals will storm across the Rhenus and pillage and raid Paris. The Age of the Franks is over! The Age of the Vandals will soon commence!"

The Imperial Capital of the Sun, Paris, A.D. 700

 

The Empire is in a troublesome state. Ever since its founding all those centuries ago, the Parisian holdings have see nothing else but wealth and prosper, unparalleled strength propelled the Empire to be the greatest there ever was in the European sphere.

 

But with the intense influx of wealth came turmoil itself; seeing no worthwhile enemies to sic the dogs of war upon, factions within the Empire began to turn on one another, leading to brutal civil wars that decimated populations and with the advent of the Great Dying, the Empire was hit the hardest.

 

In these chaotic times, the Empire relinquished or had most of its Provinces conquered by opportunistic carrion, leaving the Empire to be but a shell of its former glory. The corrupted Government of the Empire reeled in shock from such troubles, and begun to work only in their own self-interest. The Empire spiraled down to such a low point that the entirety of the Iberian Region declared itself a rebellion.

 

Not all seems lost to the Empire; the newly coronated Emperor, Charles the First, seems to be a cunning and intelligent man bent on the restoration of power through interior affairs, but he must first deal with the Iberian Issue, and bring back into the fold, the Empire’s most bountiful region.

The Imperial Abandonment of the British Isles

 

Eire, Cork - Imperial diplomats alongside with representatives of Clan Thomond negotiate the peaceful transfer of the Imperial Cork Province, in affect, establishing trade relations between the two nations, as well as a Non-Aggression-Pact. Imperial authorities no longer deem the Irish situation to be of benefit to His Imperial Majesty and therefore relinquish all claims and interference in the region. Imperial Assets in Cork are redistributed throughout the Empire in struggling Provinces.

 

The Partition of the English Provinces - Deemed too unstable to fully control, the English Provinces are partitioned between the Kingdom of Somerset and the Kingdom of Mercia. The remaining Imperial Colonial Legion is left in joint control of Mercia and Somerset to see to the stabilizing of the English Isle under their own direct rule.


 

The Great Iberian Civil War

His Imperial Majesty dispatches his most loyal Marshal Charles of Martel to quell the Iberian Uprising, accompanying him are a dozen of Legions numbered at fifteen thousand, making their way towards the region of Valencia. Scouts and foragers are sent throughout the countryside to establish some sort of line of sight in order to find pockets of enemy forces and eventually the main bulk of the rebellion army.


 

The Maritime Trade Initiative and Imperial Economics

The Empire lays economically downtrodden. Decades of turmoil lead to mass poverty and extreme wealth divisions between the various social classes in the Empire. In order to remedy such a disaster, the Emperor has issued new edicts of trade relations with nations throughout the European continent.

Imperial Diplomacy

Imperial Embassies are established in Somerset and Mercia while the Egyptian one is strengthened by words of faith by the ambassador there in a public event, further solidifying cordial relations between the Egyptian State and the Empire.

 

Diplomats are sent to establish communications with the Kingdom of Venetia despite the hostile relation between the two nation. His Imperial Majesty sees something in the Venetians that others might not be able to see.

 

An offer to established an embassy to the previously held city of Cork is dispatched to the Leader of Clan Thomond.


 

Imperial Navy

The Imperial Navy is divided into regions that would see their abilities most utilized; out of the 15 Knarrs, 10 are dispatched to the Iberian Empire’s Coastline, tasked with hunting down hostile Iberian merchant ships. The remaining five is left to patrol the Ligurian Sea on the borders of Italy and the Empire, they take no militaristic actions other than observing in vessels in the area.

 

The remaining galleys are sent to Paris to be docked in the City’s ports for emergency deployments.


 

The Emperor’s Reforms

In an act of political daring, the Emperor seizes control of the Imperial Senate holdings, where the corruption of the Empire is most central, his own personal Brigade taking control of key assets within the Imperial Capital. The City is set into martial law and is lock-downed on Imperial Orders, effectively restricting any modes of communications with other members of the Senate outside of the Capital while the Emperor consolidates his control.

 

The Emperor begins the process of establishing his own loyal officials to positions into the Senate in order to be able to control the matters of the Empire more effortlessly. His first steps towards a meritocratic government free of rampant corruption has been taken.


 

The Imperial Research Initiative

Not wishing to be left behind by their counterparts, engineers and researchers from throughout the Empire are centralized for the research of rudimentary science, primarily in the path of advanced projectile weaponry. Taking clues from the stationary ballistae units, engineers attempt to figure out the possibility of remodelling such a weapon to be hand-held by common foot soldiers, akin to bowmen.

MAGYARS

 

The spring in Buda had been blessed by the Gods, there is not doubt of that. The harvest had been healthy, and diseases in the herds have been low. A young man, with long flowing blonde hair and many marks on his face and neck,  gallops into the bustling city square. The square is a large open area, with hundreds selling the fruits of their labor to other visitors, and tribals. It is surrounded old, visibly corroded stone buildings, the only ones in a hospitable condition in the center of the political capitol of the Magyar Tribal conglomeration, the rest live in various fur tents all converging on it. The man quickly jumped off the horse, and handed its reins to a nearby stable boy, walking briskly to the largest building in the capitol. The guards, seemingly knowing who he is, let him pass and they paid no mind to the man. After winding upwards through a long series of stairs, passing through halls of drunk soldiers singing and shamans practicing their arts and incantations, he arrives to the top of the building, and bursts through worn down oak doors to see a bare chested tattooed brown haired man, with long flowing hair, naked on a bed with around 5-7 other women all laying on top of him. Only the top half of his body is visible, the rest is covered by an assortment of bedsheets, legs, arms, and entire bodies. The visitor opens his mouth to say something but quickly closes it. The man on the bed, smiles, sitting up to see who it is. The women do so as well, giggling and caressing the man in the middle. "What is it, Botond, have you never seen a naked woman before?" The women would laugh with him, as Botond remains silent, simply blushing. "Chief Laszlo, I came to tell you that the Chieftains have requested a convening of the tribes to discuss the planned conquest of the Carpathians." Botond would struggle to sound out the words, avoiding his gaze from the eyes of the Chief, or the women with him. "Thank you, Botond. You will tell them that I agree to it... Later. As you can see the Gods have preoccupied me greatly currently." Hed say, looking around him, motioning to his surroundings. "Y-Yes of course I understand. I... I will inform the Chiefs." He would begin to turn and walk away before the chief would stop him, laughing, "Botond, how many wives have the Gods blessed you with so far?" Botond would turn around, and solemnly reply, "None", still not making eye contact with anything other then the creaky wooden slabs that made up the floors. "When I was your age, Botond, I already had 15. You must spread your seed young, Botond, or else you wont have any left." Botond would quickly reply, "The Gods have told me that I am not ready yet." The Chief would sigh, looking at one of the girls, who tries to lean him back but he waves her off. "I don't understand you, Botond, sometimes. Prepare the meeting, and begin preparing my men for the conquest." Botond would simply not and leave the room, not wishing to partake anymore in the activities occurring inside of it.

Denys settled himself in the head council’s seat, looking over to Plato first. On queue, Plato speaks, “It seems as if a war between the Byzantines and Ionians shall soon commence, as word of Byzantium occupation of Ionian lands has been sent.” Denys nods, a bit saddened possibly, “This would make sense, as Byzantium has sent requests of ending hostilities and opening trade, seems as if they do not want another enemy. Speaking of which, how is Macedon?” Iranaeus speaks this time, “Little is known, a few rumors of alliances between Macedon and Iona have been heard though that is all. It is also assumed that Byzantium sent a request for trade and peace to Macedon as well.”

“As expected.” Denys huffs, “Well then we shall open trade at the very least. I’d rather not fight an unneeded war, instead we should keep building wealth for when the time of war truly does come.” And so, with the specifics (that you don’t want to listen to) discussed in the council chamber, the meeting was adjourned. Each councillor went to perform the task they were tasked with to perform.

Brian Macgowan, a soldier in the personal retinue of Lord O'Neill calmly walked towards the throne room. He and some of his fellow soldiers had been summoned to the throne room, presumably to guard the lord as he made an announcement or talked about politics or the like. Truthfully Brian did not understand much of it, he just did his duty and made sure no physical harm would come to his lord. 


Personally, Brian was not fond of guard duty,  it was often quite boring and he did not understand what the high lords talked about most of the time and sometimes he felt like he was seen as a statue than as a person. Which was quite accurate considering guard duty mostly involved standing still whilst the lord talked and not yawning. Still, it was a better job then back home at the farm, at least here there were some nice lasses. Especially Eithne, a kind servant he liked talking to whenever he saw her. Though he had to admit the lass was not an eye-catcher. 

 

When he arrived in the throne room he took his position on the right side of the throne room in the 4th position. As he stood there he made sure that he stood in a good position so he would not get tired and could remain in the position. Then about 15 minutes later the lords started to walk in. He recognized a few as men that came almost every meeting, the high lords and advisors to the king who seemed to go to every meeting and live in the court.

 

But to the surprise of Brian, there were also a large number of lesser lords, lords who mostly stayed in the countryside with their subjects, who rarely came to the king's court unless there was a feast or a big announcement. After some more time, the throne room was finally filled with the retainers of Lord O'Neill and the many lords of the realm. 

 

Brian then listened as Raymond O'Neill spoke. "My lords, I have good news. My unwed daughter, Treasa will marry the heir of Cathal Dál gCais. This will unite our two houses and with them the entirety of Ireland." There was a large amount of applause at this, though Brian did not know how much of it was honest applause or polite applause hiding resentment. Whilst he did not pay much attention to the happenings of the court he did know that a few lords had tried to get the Chieftain's daughter for themselves. 

 

Then the chieftain spoke once more. "On top of that, the King of the Swedes has sent a messenger to propose a trade agreement which I have gratefully accepted. This trade agreement will hopefully prove to be a boon to our people. Furthermore, I have sent a messenger to the land of the Danes to discuss a trade agreement with them as well as closer relations between our nations. "

 

Then the lords continued to speak of Lordly issues and after this point, Brian did not fully what they were saying anymore. He merely kept standing straight and tried a little to understand what the lords were talking about. Though they were acting weird and confusing so it was hard to make out what they actually wanted. In any case sometime later the lords and ladies left the great hall and made their way back to their quarters or to their holdings. Soon after Brian was dismissed as well and returned to his room.

King Hardeknud Skjöldung stood upon the shores of the Danish-held island of Falster, looking across the narrow strait between it and Sjælland with a furrowed brow. It was the rightful capital of Denmark, the place from which their empire had originally sprung forth. And yet, it was held by Norway - an intolerable state of affairs. He turned to the gathered throng of generals, advisors, and greater nobility behind him, who had been watching virtually silently. They were all quite nervous, understandably so.

"I wouldn't look so worried, gentlemen," Hardeknud boldly declared. "We'll have our home back soon."

"You mean to make war then, sire?" asked Godulfr, his foremost general and most trusted companion.

"I do. And soon. For now we prepare. I have formulated a plan to reclaim our homeland," said the King as he began walking through the mob of the Danish elite, who waited expectantly.

"And it is?" Godulfr questioned on their behalf.

"I shall explain upon our return to Aarhus. For now, let's enjoy the beauty of our land, and the sea air."

Hardeknud continued his stroll along the shore, loosely followed by the now excitedly chattering crowd.

 

Denmark was a rich land, and the most populous of all the self-proclaimed "Sea Kings." It also boasted the largest army and held lands on every side of the North Sea. King Hardeknud Skjöldung's predecessors had carved a small empire out of the low countries and eastern England, which had put money in Danish coffers and brought glory to the Danish people. But the King was ambitious; his empire was not yet at its greatest extent, not in his vision of his Kingdom's future. Especially since Norway held Sjaelland.

 

In preparation for war, the King's surplus expenditure for the year was entirely focused on building an invasion force. Transports are built to facilitate the movement of troops, and more troops are recruited to board them: 1,000 Bowmen, and another 1,000 Lithsmen. Furthermore, several ballistae begin construction, using ancient but still advanced patterns that had been stolen back in the Empire's glory days of expansion.

 

Meanwhile, the King reaches out to his fellow kings around his realm for diplomacy. Mercia and Sweden both receive positive replies to their requests for trade and alliances, and trade envoys are sent to the Irish Clan O'Neil, and to the Kingdom of Leon in Iberia.
