ÖSTERREICH

AUSTRIA

Diplomatic

Maria Theresa and Francis will attend the Russian Empress' ball.

A colony and hospital are established in Delagoa Bay in East Africa as a refuge for ships travelling in the Indian Ocean. The St. Maria and St. Joseph forts provide protection from the sea and land. A small expedition is sent to travel up the river(s) which feed into the bay, already partially explored by the Portuguese, to search for anything which may prove useful to the colony. [Mod]

Domestic

A re-settlement programme is enacted to provide more opportunity and search for talent amongst both Austrian and non-Austrian families across the empire. Eligible non-Austrian families would be allowed to migrate to Austria to work in the cities with Austrian families taking their place. Eligible families include those which own land, or are of a prestigious status. The peasantry is allowed, to a minor extent, to participate in this exchange. [Mod]

A universal schooling system based off that of Prussia and the other German states is made to ensure literacy and an education for all Austrians. In Bohemia and Hungary, the schooling system is enacted to a lesser extent in urban areas. Universities and private schooling institutions are not included in this policy. [Mod]

Military

Following the War of Austrian Succession, the Theresianische Militärakademie (Theresian Military Academy) is created to analyse the train officers in the military, using the experience of the War of Austrian Succession as a base for modern warfare. [Mod]

In the hereditary lands of the empire, a militia of 30 000 volunteer soldiers aged 17-40 is assembled to provide protection from unlawful forces, and to serve in the army during war time. Training would be done on Sundays after church services with compulsory training on holidays. [Mod]

A new firearm is commissioned for military use to replace the current unreliable light-weight model in use. The new model would need to be durable and reliable, sacrificing its light weight for better use. [Mod]

Religious

Maria Theresa’s religious reforms are furthered, banning witch burnings, torture, and other cruel practices. Local priests are given more power over the application of religious law in the legal system to increase efficiency of the legal system and promote conversions for those following heresies. [Mod]

Early 1750

Staten Generaal - States General

Domestic Affairs:
The Dutch Fortress Cities in the north of the Southern Netherlands, the region owned by Austria, that serve as a buffer against a French invasion are being upgraded in their fortifications. Some of these cities simply had medieval city walls and a small keep, but those too are now being upgraded to the Starfort design invented by Mauritz van Oranje-Nassau. Aside from new construction, the forts are being upgraded all-over in regards to organisation, manpower in the forts and supplies. [MOD]

In the port district of Amsterdam, the docks are expanded with a sizeable area for the new Grote Markt, the Great Market. This is a big square with tons of places for market stalls with at the end opposing the port, a bazaar-like building called the "Specerijenmarkt", the Spice Market, where only goods from the Indies are to be sold. Surrounding the other sides of this new Great Market are warehouses for merchants to store their goods in. The aim of this sizeable new construction is to make Amsterdam even more of a center of trade than it already is. [MOD]

The States General together with the Stadholder make an effort at removing the last remains of the Dutch divide of Orangists and Republicans. In this, Willem III quotes Johannes de Witt, one of the most influential Dutch politicians ever, murdered for his political beliefs in 1672:

"Hasn't every one of us has lost a relative to our enemies, the Spanish and the British? And was that Republican, or Orangist blood? No. That was Dutch blood! Our blood!" [MOD]

Military/Navy Affairs:
Taxes are lowered for Dutch gunsmiths and other weaponry companies, thus stimulating their production and sales.

The Admiralty decrees that owners of shipmodels like the Galjoot or Pinas, models that can easily be modified to house a few cannons, must have these modifications made within the next 5 years as to have these ships able to defend themselves from privateers or minor naval war combat. This'd make a sizeable portion of the giant Dutch merchant fleet able to engage or at least defend itself in combat. [MOD]

The merchant fleet grows steadily due to the Republic's capitalist economic policy and the VOC having their own part of the harbor and their own shipyard. The Admiralty also has it's own shipyard, with new ships being commissioned regularly. Now the Dutch Admiralty commisions:

7 Frigates
6 Ships of the Line (50 gunners)

VOC - United East-Indies Company
Includes WIC (West Indies Company)

New outposts:
The Vereenigde Oost-Indische Compagnie, the United East-Indies Company, the first international ever, that works so independantly that it's almost it's own nation within the Dutch Republic, continues to expand it's economic and military influence. Expeditions to new lands are started. These Expeditions are to be in honour to the now long-deceased Dutch explorer Abel Tasman, who explored the southern 'silent ocean' and discovered various islands and landmasses. Outposts are to be established by the VOC on these new faraway lands to establish a foothold and possibly start new colonies for the republic. These outposts are established in Nieuw-Zeeland (New Zealand), Nieuw-Holland (southeastern Australia) and Tasmanië (Tasmania) [MOD]

Buton:
Part of the VOC fleet and accompanied mercenary army that lays docked in Batavia (nowadays Jakarta) sails out to conquer the spice-rich island sultanate of Buton, a small nation with only simple armed forces off the main island of Sulawesi. [MOD]

American Slavery:
A request is sent to the Thirteen Colonies/Great Britain as well as to France for fortified port outposts in Charleston and Nouvelle Orléans to bring slaves from the Dutch Caribbean isles to the American mainland and sell them from these outposts. [GREAT BRITAIN] [MOD]

Dutch Privateers:
Dutch Privateers both from the VOC and WIC are sent out within their respectable zones of control, for the VOC this is primarily in Indonesia, south of India and at the African Cape. For the WIC, this is the Caribbean. Their targets are easy: any ship they can find. But the prize has always remained the same: ships belonging to their oldest enemy, Spain. [MOD]

Stadhouder Willem III - Stadholder William III

In regards to the ball invitation of the Tsardom of Russia:
"My dearest Elisabeth Romanov, ever since your father came to our humble yet proud nation, relations between the Republic and Russia have always been friendly. It is therefore with great sorrow that I tell you I won't be coming to your undoubtedly amazing ball. My health is starting to fail me recently, and I feel that such a long journey to your cold motherland would do me more bad than good. I will send an envoy however that will represent me and the Republic may anything serious be talked about. Best of wishes, and may God look kindly upon you and your family. -Willem III van Oranje-Nassau" [RUSSIA]

The Prusso-Dutch Co-Prosperity Treaty of 1750:
Frederick II  of Prussia, also known as Frederick the Great, and Willem III of the Dutch Republic met eachother in Palace Het Loo in the Dutch Republic along with various members of the Dutch States General. The goal of the meeting was a treaty of mutual benefit between the Republic and Prussia and said goal was achieved on the following terms:

-The Dutch Republic receives Prussian military aid in being taught Prussian military doctrine to bring the Dutch land forces up to standard.
-The Kingdom of Prussia receives Dutch naval aid in setting up a Prussian navy with Dutch ship models, naval maps and naval combat strategies.
-Trade between the two nations is being promoted, with Dutch companies acting as suppliers to Prussian regions such as Brandenburg and Silesia.
-The Dutch Republic gains the territory of East-Frisia from Prussia.
-The Dutch Republic gains the territory of Limburg from Prussia.
-Prussia retains the right to station troops in the Fort Saint Peter, just south of the Limburgian provincial capital of Maastricht.
-The Kingdom of Prussia receives a sizable loan for government spending with a long paytime and reasonable interest rates from the Bank of Amsterdam.

KINGDOM OF SPAIN

See the source image

-The crown begins to collectively tackle the plaguing issue that inflation has been to the Empire and its prosperity. The Prime Minister convenes several statesmen, key businessmen, and influential economists together from across the Empire to come up with a solution to this issue. Whether it be beginning anew with a new currency, or another more complex solution, the Crown has made it clear that the issue must be resolved quickly in order for the Empire and its dominions to grow and prosper.

(Mod)

Colonial

-As part of the widespread reforms that the new monarchy have been introducing to the Empire, a young, nearly 30 year old man has tasked himself with tackling the obvious backwardness and inefficiency which is present in the Spanish Colonies. “All of the colonies of England, and France are prospering, why aren't ours?” He says, addressing the King in Madrid. The first action he takes in what he has described as a long process of reforms, is a land redistribution. Several new viceroyalties are made, and others have been shrunk. Jose de Galvez, the man undertaking this task, has passed into law, with the King approval, the following:

  • The Viceroyalty of New Spain has been reformed to include the territories of Central America until the Kingdom of Guatemala to New California and Texas.

  • The Viceroyalty of San Santiago, will include all of the territories of the Caribbean, as well as Florida. Its administrative capital will be in Havana, Cuba.

  • The Viceroyalty of Nueva Catalunya, which will encompass all the territories in Asia. Its administrative capital will be in Manila.

  • The Viceroyalty of Peru, which encompasses the Kingdom of Peru, and Ecuador. Its capital will be in Lima.

  • The Viceroyalty of Rio de la plata, which will include all territories south of Brazil and Peru, and it will be centered in Buenos Aires.

  • The Viceroyalty of Nueva Granada, which includes the Kingdoms of Bogota, Venezuela, and Panama.

Galvez hopes that since the Viceroyalties are now smaller, Viceroys and Regional Governments can focus more on smaller areas of land, and improve them, and eventually making the entire colony better. (Mod)

-Galvez also wishes to experiment with the mercantilist system employed by other major colonial empires, with California, a land mostly untouched by Spanish influence. The Spanish California Company is created and given a royal charter over California. The explicit goals given to it by the crown is to colonize the lands and transform it into an affluent colony for Spain. Focus is put into development and colonization, rather then simple resource extraction. The crown claims land all the way up to the 42nd parallel, and establishes small settlements named Sacramento, San Francisco, Los Angeles, Monterey, and San Diego, as well as other. The company recruits mainly white, mainlanders or criollos to colonize. (Mod)

-After the devastating 1746 earthquake in Lima which left it mostly destroyed, the Viceroyalty is granted extra funds from the Empire to rebuild the city. A massive cathedral is planned around the venerated painting of el Senor de los Milagros, which miraculously survived the earthquake. It is ordered to be the largest Cathedral in all of the Americas, and built in the Baroque style. Italian Architects are exported from the Kingdom of Naples, and French Architects are hired as well. The altar is ordered to magnificently beautiful, using mostly gold to make it. (Mod)

-The Viceroyalties of Lima and Rio de la Plata are both tasked with finding gold, which according to native legends around the area, is abundant in both of those lands. (Mod)

Misc

-A new Galleon is ordered to be researched by the Imperial Crown. Immediately the brains and expertise of the Royal Naval Dockyard in Ferrol begin to work to come up with a design that is both fast, efficient, and easily defendable, but has a high amount of cargo space to carry more goods to and fro the mainland to the Americas. (Mod)

-An expedition is sent out from Callao and the Philippines to explore the pacific for islands, especially the semi legendary lands of Terra Australis. (Mod)

The Great Ball

From atop her throne, the Empress reads out a new Imperial Decree to a group of assembled men and women of court and numerous couriers. "To all whom it may concern, to celebrate the coming of the New Year, the great nation of Russia shall be hosting a splendid ball from the city of St. Petersburg. This should be one most luxurious event and it is hoped that our allies, and rivals, and other great families will come to celebrate and form marital ties with the illustrious Russian nobility."

This announcement is puffed up by couriers who promise, rightly so, tens of thousands of bottles of exotic Spanish wines, along with mandarins and other such delicacies. The Russia nobility are given a strict dress code for this event to be of an especially high quality. Their dresses are to embroidered with diamond and gold and silver to match the wealth of the event. It is hoped by the Empress that this ball will attract significant amounts of foreigners to come to Russia, with an invitation being sent to every minor and major Christian nobility and royalty in Europe. Besides the great wealth of enlightenment they could bring, she hopes that marital ties and friendships developed could keep the correspondence with the Russian Nobility and westerners up for many a year to come. (Mod for minor nobility and royalty attending).

Est Cost: 70,000 Rubles

The Great Road

The road is to be constructed from St. Petersburg to Moscow to the lands of the Don. The second road is to be constructed to Courland and Livonia. It is to be fully cobbled and four lanes wide. There are to be road maintenance posts manned by the army every ten miles. This is the decree set by the Empress and tens of thousands of troops and 1,500 conscripted stonemasons are sent to begin construction from St. Petersburg onwards. The project is thought by the Empress's top architect to take in excess of ten years. The stonemasons and the soldiers are sourced evenly from across Russia so as to not put too much strain on the nobility. (Mod).

Est Cost: 11,000,000 Rubles

Novaya Rossiya

Empress Elizabeth, long annoyed by the lack of Russian colonies, sends dignitaries to Madrid to negotiate a colonial deal. After several intense months of negotiations, the Empress's Chancellor reports back to the Empress in front of the court. "Empress, the Spanish have agreed to help us settle the West Coast of North America and accept our claim on the land.", The Empress is delighted and applauds the success of her Chancellor. The Senate spends a month preparing the ships and men for the voyage, but they organise 20,000 Imperial Serfs and 5,000 soldiers (to be replaced in Russia by 5,000 raised).

When the Colonists arrive, in the summer, they will land at Fort Ross (modern-day Seattle) and settle areas slightly to the south and all the way North so as to stretch over the entire area of the coast. They will quickly begin farming and getting food aid from the Spanish so as to survive the winter. But for now, a flotilla of 30 ships and 25,000 people set off through Western Europe and across Mexico to proclaim new land for the Russian Empire. (Mod).

Est Cost: 320,000 (One-time payment this year for the ships and colonies)

Est Cost: 175,000 (Permanent upkeep on troops)

Est Cost: 200,000 (One-time payment this year for troops)

Beginnings of Enlightenment

To prepare for the upcoming ball, the Empress announces the creation of three new "Curraiser" regiments amidst heavy spectacle. These three regiments shall be made entirely out of the male nobility attending court for the season. Although some nobles are already increasingly annoyed at the cost of going to court amidst the strict dress codes and elaborate party requirements. The Empress pays no mind to such trivial complaints, and the three regiments are given parade grounds to march on and some Imperial Horses, although for the vast majority of nobility, they are required to pay for the horses and elaborate French amour themselves. Before important events, such as the New Years Ball, the Regiments shall parade through the streets of St. Petersburg to the sound of cannons and the Imperial Marching Band. The ranks of these new units shall be based on the wealth and nobility of said house. With the Colonels being of royal or very high noble connection. These new units shall train twice a year excluding parading in events. (Mod).

With the new road comes new benefits and responsibilities, for provinces that take the most advantage of the road, excluding St. Petersburg, one 200,000 ruble subsidy is offered to start next year, for those that can make the most use of the road (Proportionally of course). Once the provinces begin seeing significant economic benefit from the road, they are required to pay for the maintenance of their section of road. Additionally, a new 10% tax on goods travelling on the road is unveiled. For passengers it is free, but they must give priority to the caravans, that is if the spacious room on the cobbled highway ever fills. (Mod).

Est Cost: 200,000 Rubles

The University of St. Petersburg is announced as the 3rd Academic building in the city. Foreign experts from abroad are offered large sums of money to make their home in St. Petersburg and teach. The University itself is large, constructed in elegant style with large arches and grandiose chambers for higher education to be discussed. (Mod).

Est Cost: 10,000 (Permanent upkeep)

Est Cost: 60,000 (One-time payment this year)

Imperial Armed Forces

To start off the years' important military events. Aleksey Bestuzhv-Ryumin, the Vice-Chancellor, went to Austria and conducted ceremonial visits and negotiations with the state.

Upon his conclusion of affairs in Austria, and even Prussia, the Vice-Chancellor is sent with 8,000 line infantry and 2,000 Hussars to "oversee" Russian affairs in Warsaw and to make preparations for a Sejm to be held at his behest. Augustus III of Poland is asked to make a quick return to the capital shall he be in Saxony. (Mod).

The Russian Naval Board makes a request for new ships to shore up the Russian Navy with rising naval power across Europe, however the budget for the year is already in deficit and they are told to wait for the next year.

Diplomatic Activities

Russia signs a border agreement with Spain in Madrid, stating the border between each other's American colonies is on the southern border of Oregon (modern day).

The Kingdom of France

Louis the Inexperienced

Following the unexpected death of the beloved and exalted Sun King and his heirs, the ascension of Louis XV left France to worry about how the nation would recover and maintain its dominance. Knowing his father had been a great ruler before him, the King vows to study his methods and continue his structure of leadership into the second half of the 18th century. With Voltaire’s book set to come out shortly, the King himself sent a request for an advance copy, and offered to pay a good sum for it. He also promised to purchase the final copy, but hoped to begin studying sooner. Should Voltaire accept (as expected) the King would hope to learn from his father’s style and continue the absolutist way of the Kingdom of France. The Sun King will be reborn in his son! [Mod for Louis’s knowledge]

The Wench

Madame de Pompadour was a sour topic to some in the court of the King, and this knowledge left him hoping for a way out after some time. He sought to establish his power as a beloved, yet feared King and in order to do this he needed to make his own decisions. Following a discussion on taxation, King Louis had reportedly threw the Madame out of the Council Chambers when she openly questioned his new policies. The next day she had been removed entirely from Versaille and reportedly sent to southern French to serve in the house of a nobleman or even directly overseas to the colonies.. [Mod for the Removal of Pompadour]

La Marine Royale

With the advancements of the British Navy, the King calls for advancements on France’s own fleets. Appointing three Admirals to oversee the repair and upgrade of existing ships, and construction of new ships to build up the fleet. An order for a new doctrine to use the speed of the French fleet to their advantage, while still hitting hard and sinking ships. The Council of Admirals would consist of Louis Jean Marie de Bourbon, Pierre André de Suffren, and Jacque Corneille. These three men (two of which are legendary and established Admirals, and the third is a man who showed immense promise in the Academy and was sent directly to the King for an assignment, considering his family name) would be expected to improve the navy and it’s doctrine within a few years to prepare for the potential colonial conflicts, with the hope of standing up for and protecting its territories unlike France has been capable before. [Mod for the Council of Admiral and the reforms]

The French Army

King Louis sends direct orders to the Military Academies and officers in the military to begin reforming their doctrine in a more professional manner, hoping to base their styles and tactics more off of the successful Prussian way. Expecting the Generals to be resistant to change, the King attempts to use his recent measures and unyielding style to push the leadership into reforming and turning the French Army into a much more professional and respectable force. [Mod for Army Reform]

Taxation

The King rearranges taxes, raising them for the clergymen while lowering them for the peasants and townspeople. He makes it clear that he will not allow the clergy to get away with their own taxation if the King is not compensated properly, and points to their lower taxes in the past as justification, as well as the unrest of the peasantry with their rising taxes. In addition to this, the nobility is invited to Versailles to discuss their own taxes. Continuing the practice of his father, King Louis makes it clear that the nobility is still expected to remain at the court in Versailles for much of the year. [Mod for new taxes and peasant opinion]

Colonial France

The French King calls for the expansion of colonies along the Mississippi, hoping to increase revenue by opening new trading posts and expanding their reach through the region, trading with the Indians and settlers alike. Furs would be considered of the highest value, but wood for ships would also be requested by the mainland. Finally, the King would decree that all goods exported from the colonies must first go to a port in France so that goods can be channeled through the proper countries prior to their rivals. [Mod for colonial improvement and expansion]

The Kingdom of Prussia

After a meeting with the Frederick II of Prussia, King Louis announces to his court his intention to continue their alliance in order to build and protect themselves from the mounting threats throughout the world.

The Kingdom of Spain

The Spanish monarchy is extended an invitation to come to Versailles to meet with the King and enjoy his palace. He hopes to create a new bond with the Bourbons in the south.
