Assembly of the General Staff - Hague, 1913

 

In early July, 1913 an assembly of the Dutch General Staff is called for the purpose of evaluation and deciding the direction of the armed & naval forces of the Netherlands. Headed by Cornelis Snijders over the course of the proceeding weeks, much discussion consumes the general staff and the directions it ought to be taking. The evaluation of the army and naval forces led to some frightening conclusions.

Dutch neighbors, primarily Germany and France possesed much larger, more advanced armies. Though the Netherlands practiced a policy of neutrality, in the event of a large scale conflict, there were no guarantees Dutch neutrality would be respected. The Dutch army would be requisitioned 35% of the military budget for the purpose of outfitting the army with the most advanced equipment available. [The United States] is sent a request to purchase production licenses to modern artillery and equipment.

Colonial Governance Act of 1913

 

Issued on August 11th, 1913 The Colonial Governance Act seeks to improve and industrialise the state of the Dutch East Indies. The act seeks to offer government incentives and subsidies to businesses as well as provide a multitude of options for the expansions of enterprises and job creation. On the social level, the foundations of increased equality between Dutchmen and Indonesians are layed.

 

In addition to economic incentives, the act establishes the Verenigde Oostelijke Korpsen or the VOK (United Eastern Corps). The VOK will function as an independent military body, seperate from the main Dutch Army which will enforce colonial order and exercise the will of the government across the Dutch East Indies as well as other colonial holdings. 20% of the military spending will be redirected to the VOK for the remainder of 1913.

Fate of the West Indies

 

In a historical deal, ‘The Treaty of the Dutch West Indies’ is signed with [The United States of the America] In New Amsterdam. The deal sells Dutch possessions in the west indies apart from the ABC isles to the United States for a value equivalent to eight million USD. Any Dutch citizens living on the isles are offered relocating by the Dutch Government back to the homeland.

 

Treaty of Rome

 

After a pleasant visit to the city of Rome, an agreement and partnership is arranged with [Italy] and her government. The Primary product of the July 1913 assembly of the General staff was the redistribution of the Dutch military spending. Previous focus had been directed to the land armies but Admiral Mannes Lindemen had swayed the assembly to redirect focus to the seas in accordance with the nations goals. 45% of the Military budget will be devoted to the Dutch navy, modernisation of the existing fleet will be prioritised before the groundwork of an expansion is layed out.

The Verenigde Oostelijke Korpsen or VOK is founded as an autonomous Military force based in the East Indies.

 

As decided by the General Staff, military spending will be redistributed. 35% to the Army, 20% to the VOK and 45% to the Navy.

Kingdom of Italy

 

Actions

 

The Treaty of Rome is signed between the countries of Italy and the Netherlands over the sale of Eritrea to the Dutch, in return for support on later ventures.

 

Italy formally reaffirms her commitment to the Central Powers in signing a new comprehensive agreement which would see Italy gain new colonies and the return of her cores held by Austria Hungary such as Dalmatia and key ports in the Adriatic.

 

With the gaining of these new colonies, it is hoped to raise the nationalist opinion and gain support in a move to solidifying stronger government, with many in the press suggesting it was nationalist pressure which put on the government to take the deal, to increase Italian prestige at home and abroad to be a country to be feared and respected!

 

The Italian government take up the Serbian offer to help in the reform and revitalisation of their army in whatever way they can

 

New legislation is passed from the Chambers with the rise of nationalism, the plan i to play to the nationalist feeling by instituting a new ceremonial uniform for the officer class of the army, being reminiscent to the old armour of the Roman Empire.

 

Italy would ask for German and Austrian help in the revitalisation of the industry of Italy to make her a global competitor.

 

The government would like a poll to be done, in the  run up to the election next year to see where they sit in terms of votes, as fearing the giving of universal rights to all her citizens last year could have a detrimental impact to the elite rule. Wanting to know if the Liberals still maintain control over the state, or if their push of nationalism has gone too far to allow extremists to gain a foothold.

 

One newspaper writes that “Giolitti has finally lost it! is he a liberal, socialist, elite or nationalist? His policies fall few and short between, clarity or he must go!” In Giolitti's latest conference on how to tackle the rising problems of the national question and the growth of income inequality.

The Russian Empire

The Winter Stand-Off

Early into the second half of the year, Chairman Purishkevich and the high ranking members of the nationalist party meet secretly to discuss Rasputin and his influence on the Tsar. Despite initial responses showing that Tsar Nicholas was ready to oust the man, Rasputin still reigns strong in the Russian government and the Duma had taken a blow. The Chairman decides to take things down a far slower route. With such a large amount of time spent with the Tsar in general as they worked on policy and other matters of the state, the Chairman and his Deputy Ivan Ilyin would slowly poison the image of Rasputin, speaking down of him and making their distrust clear, they hoped to sway Tsar Nicholas to their side.

 

The New Socialism

Following socialist backlash to new nationalist policies, Tsar Nicholas and the Duma respond with a rebuttal to their claims, stating that the party took no part in the advancement of society, and that rather the nationalist’s were the people’s party, arguing for a strong and proud Russia who is united by its ethnicity, culture, and even to a certain degree, religion. This promotion of the ideals of nationalism would be shown as the new socialism, one which does not allow citizens to receive for free, but rather provides them with certain rights and privileges for simply being born Russian.

 

Moving Past the Pitchfork

In a hope to create a weapon which may stand up in a potential war or even revolution, a new semi-automatic rifle issued. The hope is to produce a cheap and effective rifle which could be manufactured for the military. The new weapon if deemed suitable would eventually become standard issue, but first, the industrial hurdles would have to be passed.

 

Industrial Efforts

Tsar Nicholas would again continue his efforts to promote entrepreneurship and industrialism, promoting the need for a strong military-industrial complex and a base to support the military. He calls upon the terror brought by the American Civil War in which millions of men died fighting for their country. This was only a civil war, and if a war should erupt in Europe those in St. Petersburg fear Russia and the rest of the continent would fair the same fate. Due to this, the nationalist propaganda is again promoted and a call is made for an industrial expansion to support a Russian military. If this could be a success, then in a future conflict the Russian people would never need to fear for their liberties.

 

Training Exercises

Alongside the Tsar’s renewed push for a military resurgence and reform, joint military operations begin outside of St. Petersburg between both the Russian Empire and the Kingdom of France. Military parades would be held once at the beginning and end of these exercises near the Winter Palace in order to promote the strength of the alliance between Russia and France. The Duma would also push strongly for the Russian officers to attempt to learn from the French as well, hoping their better experience could aid the Russian Army.

 

 

ACTION

The Duma would take a much slower approach to their influencing of the Tsar, and would continue to speak badly of Rasputin but in lighter terms. They hoped to sway his opinion but knew not to upset him, considering his strange affection for a peasant some secretly assumed he may not be entirely stable. Now with his idea of a “miracle”, the Chairman began to fear Nicholas may be putting too much faith into a higher being.

 

Socialists are denounced and nationalists are touted to be the new bearer of their ideals. The nationalists support all Russians, promising equality for the poorest and wealthiest in Russia, promising one united country behind their culture. Unlike the socialists of the past, the nationalists hoped to work towards a strong state to protect from foreign threats while still protecting the rights of all Russians.

 

Research is ordered into a semi-automatic rifle with the hope of a cheap and effective model to be mass produced.

 

The military-industrial complex is promoted and Russians are called upon to begin businesses relating to their arms trade. The hope is to boost Russia’s industry while also ensuring that the country can protect herself and her people from foreign invasion, as well as potential internal conflicts which could harm the nation.

 

Russia and France begin a joint training exercise outside of St. Petersburg, putting on occasional parades as a show of strength and to promote unity and nationalism. These events would be highly promoted and publicized.

Kingdom of Greece

Internal reform  

George I, King of the Greeks has called a meeting of his general staff, military commanders, and his parliament. He realizes that Greece cannot repeat its recent mistakes within the last Balkan war. The army was a total mess, disagreement between the monarchy and parliamentary(?)powers was widespread. Causing much internal conflict within the countries leadership. George would have no more of this. He shouted at his son condemning him for being too headstrong and arrogant before entering into the meeting of Greek leadership.

 

“Any general who goes against the direct order of his government will be stripped of their rank and sent back to Athens immediately regardless of ‘royal status’.”

 

Though a controversial and unpopular decision, especially among the monarchists, George I issued this statement for the good of the military and Greece as a whole.

 

Economic actions

 

Greek parliament enacts a new reform to subsidize startup companies and encourage industrial growth within Greek industry. Significant focus is directed with the goal of improving the steel industry.



 

Foreign affairs

Greek officials send diplomats to The Kingdom of Italy with an offer inviting the Italian King to come visit George I in Athens.

1913 (Later Months)

 

Events across the world! The 2nd Balkan war promptly begins and ends. Bulgaria lost territory, and is humiliated!

 

In Germany the world’s first Fertilizer Plant is made, and begins production. They are also EXTREMELY busy building a navy, forming the Central Powers, and adding allies to their sphere. Their intention was to make an economic alliance capable of rivaling Great Britain. As a result though their land army is falling behind expected production quotas. 

 

Imperial Russian Pilot Pyotr is the first man to successfully fly a plane in a loop.

Mexican Government solidifies and begins a conference with Latin America. After the disastrous conference with the U.S, tensions had been high. But they had also reached a consensus. With Brazilian help Carranza pays the U.S the asked for reparations. Pancho Villa is demoted and forced to pay Roosevelt a personal fine. They then start the ATP, an “American Trade Pact”. Within it will be low tariffs, almost free trade. Shipping will be mutually protected and regulated. With it is an explosion of a South American market. Brazil, Mexico, and Argentina stand to build a foundation of a Latin market.

Mohandas Gandhi is arrested after leading Indian miners in South Africa in a series of strikes.

 

Ford mass assembly lines make their debut.

 

More socialist and democratic strikes are put down by the Russian Duma. Most don’t even know it happened.

 

Austria remains focused inward. Besides their reluctant agreement to a German-Serbian plan, they remain quiet. Franz Ferdinand is fervently touring Bosnia, trying to help the Germans get the Serbians to agree to a proposition. He was an adamant Serbian independence supporter, and a moderate in the Empire.

Chaos races through China, after an assassination attempt. Yuan Shikai was shot during an inspection of a military garrison in Beijing. His personal guard and Beiyang Generals rushed him into a hospital. It has become a fortified camp, with no one knowing the President’s status. The assailant had melted into the city, and there was little lead besides the bullet. After a few days the Beiyang Generals issued an official proclamation. Yuan was pronounced alive, and being moved to a more secure faculty. In the meantime a shakedown and hunt for the assassin will begin. The list was long of potential enemies, but the Republic had been doing well. Now the elite Beiyang Army was put into action. They were roaming the Republic, claiming to look for Yuan’s attacker. Crackdowns are commonplace. Many were terrified, unwilling to fight back against the wounded president’s orders. They were targeting former warlords with Qing ties, and the more northerly provinces saw massive garrisons of Republic Troops. It seemed they were tying up loose ends on the Manchurian border. Semi-Autonomous provinces like Mongolia, etc,  are convinced to support the wounded president in the crackdown. With a Japanese refusal to German diplomacy, they had looked to the other Asian power. German arms and advisors arrive at the end of the year in Beijing, to support the Beiyang Warlords, and the still at large President Yuan. 

 

Spain

 

The Government run business endeavours went off smoothly. With the surplus of funds (from not trying to rebuild the navy/army) they had their target budget. As a result the mines and foundries will be finished by late 1914. From there Spanish industry will be on a noticeable rise.

 

Propaganda helps fuel the growing favor of the Crown and Parliament. There are still the opposition parties and personal men. But by and large Spain was stable.

Serbia

 

The growing wave of industrialization in Serbia will start rather well. Factories will be built by the end of the year. A growing wave of foreign capital was helping. After winning the 1st Balkan War, Serbia proved it’s mettle. The census is a jumbled report, there was no standard system or faculties in place.

 

Serbia’s move to fortify the border kicked off just in time. Bulgaria, angered at the farce of a territory allotment wanted more. As Serbian mobilize to the border , they are met with massed waves of a Bulgarian assault. The fighting is brutal, both armies fully modern and trained. Machine guns scythe men down, as some regiments die within minutes. Field artillery rips men to pieces as cavalry sweep around and behind ranks. The fighting is grueling, and piecemeal. Battles are lasting days, with no sign of rotation out of the hell. And no one learns the lesson this war presents.

 

The Bulgarian’s also advance into Greece, in a sweeping wave. Initially both Serbia and Greece were pushed back with heavy losses. Artillery dueled as generals mobolized their men and sent them in. The Fighting was continuous, the Bulgarians keen to press the initial advantage. For almost a full month they pushed and pushed. But then a Romanian and Ottoman intervention halted the war in it’s tracks. The Bulgarians were surrounded, and the nation besieged. 

 

The Treaty of Bucharest is signed, with Macedonia being divided between Greece, Serbia, and Romania. Adrianople is ceded back to the Ottomans.

 

Germany and Austria make a joint offer to the Serbians. Austria, keen on conquering them, had been leashed in by the Kaiser. Germany desperately wanted a link to the middle east. And the Berlin-Baghdad railway was one slender thread. In return for joining the Central Powers, Serbia would be offered German and Austrian capital, as well as German aid for both military and industry. In return Germany wanted access to Serbia to build railways, and transport resources from the Middle East (as well as joining the Triple-Alliance). They hoped to steal Russia’s historic Serb ally, and offer them better terms. As a concession however, Austria wants Serbia to renounce all claims to Austrian held Bosnia and encourage Serbs in Austria to obey Austrian law.

Japan

 

Steel Mill growth increases. The initial ones are built as more are planned.

 

Mainland Japan Industry sees and explosion in innovate industry. With government help and a colony market to exploit, they could focus on specialized crafts.

The Korean Brothel Reforms as they are called pay off tremendously. The lessening of discipline paid off. More and more Koreans saw themselves as a more respected part of the Empire. The soldiers grumbled about the Brothel laws. But in truth it made things easier for the common troop. Some officers just kept to private courtesans, but obeyed the laws. The flourishing Korean press is a new source of revenue. They are by and large loyal, though with some inclination to a pro Korea.

 

The Landing craft are made, but are rather outdated and inefficient. Regardless training starts. For now they have little headway, but start to learn the rudiments of amphibious fighting.

 

The Education reforms start slowly, with the budget invested elsewhere.

France

 

Many French Generals, Staff, and Government agreed with the Alsace-Lorraine rhetoric. The common people as well rallied behind this point, as anti-German sentiment was running rampant.

 

The increase to the conscription army pays off very well. The French army will start to slowly grow, a multi province amalgamation of Poilus. The effort to change French uniforms is blocked immediately. The Generals laughed at the notion of trying to hide their armies. When French armies marched, their enemy would know death was coming for them.

 

The new rifle will progress slightly, still needing time to enter production. 

 

The Indochina company will see slight increase to raw resource extraction.

Netherlands

 

The VOK travels to the Dutch colonies, to find the problems awaiting. The muslim majority population was resentful, and money was tight. With not that much over sight this new independent branch was off to a bad start. They were inefficient, and reliant on the homeland.

 

The modernization of the fleet proves to be a massive task. Even with increased revenue from the budget and colony sales. The Dutch did not have the means with which to update their current inventory. Most of the fleet was in their colonies, and busy going to the new ones. For now they would make no headway, simply maintain what they have. Upgrades on armaments and armor will begin but the overall ship is still horrendously outdated.

 

The controversial sales are met with some resistance. The Dutch citizens living in the American isles now found themselves on U.S soil. They had lost their identity for money. The deal does however take place.

 

Protest ensue across Eritrea at this change of hands. They had been fed up with Italian rule. And to be sold to the Dutch reeked of Imperialism. For now they gather in silence, only the bold raiding incoming Dutch settlers. In all the chaos no one will notice. The Liberal Dutch government for it’s part had plenty of opposition.

 

The Indonesian investment falls short. The budget was too split, and the VOC was proving to not be too much of a help. In Summary the minority party leading Netherlands was facing increased opposition from all sides. Many wanted a continued status quo. This colonial mix up and deals were a potential road to ruin. However small gauge railways and outpost will grow over the islands. More military and trade outpost start as well.

Italy

 

Nationalism and support for the King is on the rise. In the past three years Italy has rapidly expanded. The colony sale to the Dutch is hated, but not opposed. Besides that though Italy is on the rise, and the nationalist rhetoric listened to more. The liberal government was being influenced by this shift, they were more willing to accommodate. Though considered extremely tacky the officer’s Romanic uniforms are a point of honor for them. Nationalist who served in the Ottoman war parade the streets of Rome to cheering crowds. 

 

The polls showed a growing support for the current Italian government. Though nationalist rhetoric  was strong, it was blending with the current liberals. They were tapping into that to help gain votes that would otherwise go to extremist.

 

As arranged German officials and workers pour into Italy. The royal advisors start to accompany the King of Italy while others monitor telegraphs. The Venice to Berlin rail way is started. It would giver Germany greater access to the Adriatic, a sea firmly in Central Powers control. The promised aid arrives as well. German engineers will help the Italians retrofit their navy. It’ll take years and plenty of funds, but the Germans will pay for the brunt of it.

Russia

 

The subtle manipulation was a better approach for the Duma. For now however Rasputin was alerted to their hate of him. He too will be whispering in the Czar’s ear, and has far more influence.

 

The nationalist rhetoric had little credibility as they were the only party in the Duma. It was a one party system praising itself on being better. But they would not hold open elections, diminishing the effect in people’s minds. It was true however the more fervent Russian nationalist were outstandingly happy. 

Russians scratch their heads and curse in vexation. A Semi-Auto was too complicated to figure out how to even produce in small numbers.

 

Industry growth continues on pace. Russia and France were combined starting to rival German arms production. More and more people move to the cities for work. However life is rather squalid, poor, and cold for your everyday Russian.

 

French doctrine dictated massed ranks of assault. Russia had the manpower to do this, as their officers began to learn from the French. The Russian army begins to take a shift towards praising massed offense.

Ottoman Empire

 

The elitist class of Arabs was indeed on pace to grow to even loftier heights. Towns and city districts will gradually begin to be upgraded. More parties are formed, most of them pro-Sultan nationalist. Overall it was a good year to live as an Ottoman elite.

 

The agriculture reforms are seeing their first major bumps in the road. An increasingly disenfranchised conglomeration of ethnic minorities were the agriculture backbone. They saw the Arabs getting more and more power and support. And so they did not want to allow the Arabs to so completely lord over them. Tensions are high between ethnicities as is, farming remains at its current production as farmers strike.

 

The Railway continues with major German funding, and the new line slowly begins.

 

Many simply don’t find oil or don’t have the means too. Instead the Ottomans focus on increasing production on what fields they already have.

The Ottomans regain Adrianople in the 2nd Balkan war. It is a big victory for the Pasha’s and Sultan. However many look to what the Ottoman territory was before 1912. There’s mixed reviews as too support of the army.  Refugees fleeing from the lost Balkan lands into Adrian/Constantinople are reaching 2.5 million.

 

However the Janissaries premiered in the war. With Ottoman training relatively mastered, they had received rudiment German training and support. They even went into the war with some MG-08’s. The officer corp was lack lustre, mainly Arab elites who bought their way in. The common man though had fought and bled to earn the title of Janissary. Even with the best equipment, surprise, and ‘elite’ status, casualties were high. The Balkans were proving to be the most modern killing ground yet to be seen.

 

Most shocking in the Empire this year was an attempted coup. The CUP party in Turkey were increasingly dissatisfied with Ottoman results. However reforms and actions in the past year or two had helped lighten this. They launched a surprise strike on government buildings. Nazim Pasha is assassinated, as the fighting erupts. At the last second however Janissary troops repulse the attack, and solidify the Grand Vizier's rule. It was clear the CUP had lost the Pasha triumvirates support, since the Ottomans seemed to be shifting to Germany. They went with the wind, and supported the Freedom and Accord party, hence why the coup fails. However it shows all is not well in the still Sick man of Europe.

U.S

 

The Filipino people by and large wanted better education, and better infrastructure from the U.S. Many wanted to partake in local government, or help the U.S. Others still wanted education to further their independence.

 

Apologies and money will never bring sons back though it slightly helps deflect any backlash.

 

Many are reluctant to buy this GASA, though membership increases. The funds from it however and insufficient to help any infrastructure plans.

 

The U.S government is still in shutdown and split. The economy at this point is tanking as no one can agree on anything. Controversial issues, actions like the newspaper/cowboy scandal, and a growing rivalry prevent the U.S from making leaps forward. Though Roosevelt was making deals with European powers, many more wanted a firm isolationist policy. And still many more supported the newly formed Central Powers. There were plenty of German, Austrian, Italian, Turkish, Slavic, Hungarian, and other immigrants. Another layer to the already dense American problem.

Greece

 

None could really argue with punishing someone who disobeys orders. However the King’s son took it as a lesson to learn. In the 2nd Balkan war and it’s aftermath he was starting a personality cult. If the Greek King tried to seem neutral, the son was a vehement Royalist. Plays, parades, and clubs are started by these nationalist men of society.

As predicted, war in the Balkans raged again, as the bitter Bulgarians betrayed their allies and attacked Serbia and Greece because of territorial disputes. Admittedly, the war may not have been won were it not for Romanian and Ottoman intervention, as Serbian casualties sky rocketed. The doctrine of throwing men at the enemy had eventually worked, but at what cost? Thousands lay dead in miles and miles of destroyed countryside. But the darkness had now passed, and opportunities are beginning to arise for the Slavic nation.

 

The propaganda machine keeps on turning, emphasising the strength of the Slavs against the traitorous Bulgarians. In an attempt to not cause even more racial tensions, the Bulgarian government is laboured with most of the blame, for lying to their populace and leading them astray against their allies.

The second Balkan war taught many lessons and showed some problems with the Serbian military, notably the lack of specialization within the army, and the officers subscribing to the idea of throwing men into the meat grinder rather than thought out battle plans. As such, the Italian offer is accepted and soon the military begins extensive reforms to base itself off of the Italian’s. Officers are retrained and taught alternative tactics, as well as how to better discipline their men. Many are replaced with fighting infantrymen who’d had experience in both Balkan wars, having had actual experience. After men had rotted in battle for several days without end in the last war, the importance of rotation in and out of combat is also highlighted, and later worked on. Italian automotive companies are offered factories in Serbia to produce quality load bearing vehicles such as trucks to help with the mobility of these plans. It would take some time for these reforms to be widely accepted, but will result in a better trained army.

Multiple changes are also scheduled to the equipment of the average fighting man. Due to the massive amounts of injuries from shrapnel and rubble from field guns, bucket helmets now begin to be commonplace, slowly being issued alongside the traditional cloth field cap. As well, now with German influence, the Maxim gun becomes a staple of the standard Serbian squad, increasing the lethality of infantrymen heavily.

 

The rebuilding effort is extended to the border regions of Bulgaria and the newly gained territory. It will take time to integrate the populations of these regions, and so military garrisons are positioned in potentially resistant areas.

 

Meanwhile, the German offer is one of great debate in the government. With ties being drawn with Italy, who are already close with the central powers, it seemed folly to refuse. It also meant that the Austrians were restrained, and war would be avoided with them – or at least delayed until Serbia is in a better position. But still, the nationalists in the government were outraged that people were considering giving up the claims on Austrian held Bosnia, and abandoning Bosnian Serbs. Meanwhile the Liberals moan on and on about how much trade will be brought in by this deal, and how beneficial it’d be for Serbia’s economy. Finally, it was decided to agree to the offer and join the Central Powers. Ethnic Bosnian Serbs are offered help in migrating to Serbia proper should they wish to, but if they choose not to they are encouraged to live peacefully under Austrian rule. Just before New Years Eve the claims on Austrian controlled Bosnia are rescinded. The SIA are put on high alert for corruption or backlash among government officials, and armed policemen are sent to Belgrade and the northern holdings to put down any resistance or rebellion. It was a controversial action, and one the government will surely have to watch closely for retaliation. Russian advisers and diplomats are slowly expelled from offices, and replaced with German and Italian, the latter two languages being taught at middle class schools and universities. Massive campaigns for workers are put up to help Germany with the railway, with entire trade depots planned in the north and south, in Macedonia.

 

Greece are approached to ensure that the two countries remain in eachothers good graces, but eyes wander to Romanian controlled Macedonia already. Montenegro, Serbia’s ally since gaining independence, is offered scholarships for Montenegrin young workers to train in a trade in Serbia, such as construction, before returning back to their home country. An official royal visit is also organised, to support the fellow slavic country.

Four Spanish guards from the Royal Guard enter with Alfonso, he holds his hand backward escorting the Queen with him. Despite issues over their relationship that those close to the royal family would know, Alfonso seems to be putting effort into his marriage. The Queen sits down next to Alfonso, she seems to be wearing very few pieces of English dress and instead is clat in Spanish fashion. The King seems to only pay attention to few who speak, only talk to his wife in broken English and her speaking in extremely broken Spanish. A spark growing between them.


 

A newly promoted lieutenant is asked to speak at the Congress as a personal report of his view of the military. Some medals glean his chest from won conflicts in the Sahara region. He coughs before speaking to the crowd of skeptics.

 

“I was asked not by the people of Congress but by our king to speak my mind on the military.”

Alfonso would stop focusing on his wife and begins to listen.

The officer continues on his speech glorifying Alfonso’s incite on the issues he corrected in the military.


 

An open letter is sent to Germany and Britain, asking if either is able to provide goods or items to sway Spain into joining their ally groups.

The Russian Empire

Storming the Winter Palace

In a surprise move, Chairman Purishkevich ordered the Russian Army into the Winter Palace. Relying on the military influence of Ivan Ilyin and the hope that military soldiers and officers saw that the nationalists were removing an unfit ruler from power, the Duma would orchestrate a coup. The primary objective would be the capture of Rasputin and ensuring the safety of the royal family. The will of the Tsar aside, the Duma knew the true threat of Rasputin and would see to it he was removed from a position of influence. In this same day, they would bring a new Constitution to the Tsar, limiting his powers and providing a number of reforms. Should the Tsar refuse to sign the document his son Alexei would be offered the crown should he sign the document. Any dissenting officer or member of the Duma would be arrested immediately after this, and within hours Chairman Purishkevich had installed himself as the temporary Head of Government pending the introduction of the new Constitution. The rights brought about by the Industrial Revolution had failed to reach Russia, but the minds in charge of the Duma knew that for Russia to develop rapidly and significantly enough to match the western powers it had to bring about reforms unseen of in the history of the nation.

 

The War Against the Left

In a speech following the arrest of Rasputin, the Duma unilaterally denounces socialism and Marxism, claiming that if they were allowed into power they would destroy the progress Russia has made in the last decades. The nationalist and right-wing party would act together to push a bill through the Duma formally outlawing the Russian Social Democratic Party, the Labour Group, and the Progressist party. In a move to wipe out left-wing opposition, they would follow the passing of this bill with an immediate storming of the Duma, arresting all members who were not willing to give up on their now illegal parties. The RSDP would be the most heavily targeted immediately, with few being given the opportunity for reform due to their radical beliefs. The Labour Group would especially be pushed to join new parties on the right, as Chairman Purishkevich had promised the Nationalist Party would champion the rights of the working man. He made it clear that it was their belief that for Russia to succeed all men must have an equal opportunity to better themselves through work. This crackdown would not only be limited to the members of the Duma, but also known party members throughout Russia.

 

Russia Abroad

Following the removal of the Tsar from power and the Duma’s seizure of power, they would go out and speak to the world. Chairman Purishkevich stands in front of the Duma Building, calling for Russian citizens to stand vigilant for external threats, but to know that their government would not bring them into a war they were destined to die in. He promised this and much more, calling this the Russian Revolution, citing the French Revolution and later that led by Napoleon Bonaparte which saw the rise of one of the greatest empires in Europe. This would be achievable in Russia now, so long as the people would stand united behind the Duma and work towards the goal of industrialization and modernization by helping to spread education and pursuing business ventures. With this, the Russians could defend themselves from foreign powers, but for now they must hide behind the miles of nothing between Moscow and the border.

 

The Mosin-Nagant Rifle

Following the ridiculous proposition to create a semi-automatic rifle by the Tsar, despite obvious reports indicating the technology was decades off. Deputy Ilyin commisioned a project to use the research gathered by the Tsar’s project to improve the Mosin-Nagant of the Russian military, while also offering a long-term production contract to any company which could maximize efficiency in production and quality of the rifle.

 

The Nationalist Reformation

The Nationalist Reformation would be announced by both Chairman Purishkevich and Deputy Chairman Ilyin, the latter of which had been recently announced as the new leader of the Rightist Party ensuring the united position of the two parties. Under their leadership, the two men would each champion a separate aspect of this reformation. Vladimir Purishkevich would lead what would be known as the Societal Front while Ivan Ilyin headed the Military Front. Each front would work on improving aspects of Russia that most needed and combining the two to ensure a powerful future for the Russian Empire.

 

The Societal Front

Chairman Purishkevich would begin a reformation of the Russian Empire through the installation of a comprehensive and far more effective constitution. The Constitution of the Russian Empire would be written in unison by the remaining parties in the Duma, with the Nationalist and Rightist Parties taking the lead in its creation. The Constitution promised the protection of the natural rights of life, liberty, and property. Except under what could be considered a matter of “National Security” the rights of trial by jury and freedom of speech were also protected. The rights of the press were largely left unmolested as well, but there would be a clear line drawn about those who sympathized with the left. Chairman Purishkevich cited the examples of the men arrested during the Purge of the Duma as those who would not receive a trial by jury, due to their consideration as traitors to the Russian State. Gregori Rasputin would receive a trial by jury, as to prove to the Russian people and the Tsar the menace that he is to their society.

 

The Military Front

In addition to these new protections, new educational programmes would be created as well. The Youth Initiative would be designed to promote the growth of Russian boys into hardworking and strong men, learning to be proud of their country and military. This organization would even be connected to the military, with the members being brought to parades and military events so that they may see the strength of their country from a young age. This program would be focused largely in the cities, but advertisements would be circulated through rural Russia as yet another reason to move to the cities, promising the development of Russian boys into strong men.

 

Ivan Ilyin would oversee the development of the Youth Initiative as well as a comprehensive overhaul of the Russian military to bring them more in line and securely operating according to the Mass Offense Doctrine. This change would be centered around using the large advantage in manpower Russia had, but he was not a foolish man. He knew that before this large pool of manpower could be utilized there had to be an increase in weapons production to properly arm a large military.

 

ACTIONS

Chairman Purishkevich commands an assault on the Winter Palace by the Russian military who is loyal to the Duma. The goal of this would be the safety of the Tsar and the Royal Family but also the arrest of Rasputin who would be treated without regard for the wishes of the Tsar. As soon as the palace is secured Purishkevich and Ilyin would enter the Palace amongst many of the members of the Duma who would present a Constitution limiting the powers of the monarchy and ensuring rights of the Russian people, for the Tsar to sign. Should he refuse his son would be offered the same, then his daughters. See later actions for what the Constitution covers.

 

A coalition of right-wing parties would pass a law outlawing the Russian Social Democratic Party, the Labour Group, and the Progressist Party. Members of the most radical parties would be arrested without question, while those in the Labour Group party would be given the option to join different parties as portions of their beliefs would be passed in the coming months during this period of reform for Russia. The RSDP is most heavily targetted, including targets who also are not members of the Duma but known supporters as well.

 

Chairman Purishkevich would compare their Revolution to that of the French Revolution and the time of Napoleon Bonaparte, calling for the Russian people to unite together as one country and change what those in the past had failed to change. He uses national rhetoric and the idea of supremacy to stir Russians into supporting this Revolution, and into pursuing education reforms and business enterprises.

 

The research from the attempt to create a semi-automatic rifle is used to improve the quality and efficiency of production of the Mosin-Nagant rifle. Any company who achieves a high degree of success over the other competitors would be offered a long-term contract.

In the Netherlands the cogs of industry worked tirelessly, producing arms and equipment for the quickly modernizing Dutch army. A modern force it would be. Government incentives had been issued to help grow the Dutch industrial base as well as improve infrastructure across the homeland.

Matters of Industry, Trade, & Infrastructure

 

Massive amounts of trade flow through Rotterdam and into the Ruhr, the heart of European industry, almost 85% of German imports to be exact. Because of this, a massive improvement of the areas infrastructure is to be commissioned. Construction companies like Boskalis and BAM are given government contracts to build roads, railways, and drydocks. Furthermore, companies such as Philips are issued reduced government taxes in order to grow the Dutch industrial base.

 

On the military front, French & American companies such as Symington-Anderson and Wisconsin Gun Company are contracted to produce enough M1897 75mm cannons to outfit the standing Dutch army.

 

Eritrean affairs

 

The acquisition of Eritrea had been a rather unpopular decision in the fledgling colony. Dutch settlers had suffered numerous attacks from the hostile natives and the state had been evaluated as “delicate”. A series of policies are issued by the VOK, nicknamed “The Equality Acts” they grant all those living under colonial rule in Eritrea Dutch citizenship as well as equal rights in all regards.

Coupled with the officers own initiative, smaller sub-units will allow for quick and instant responses to front line situations. Actions

Seeing the growing tensions in China, as well as a growing German presence in the politics of China a partial-mobilization of the army is ordered. This means that the national reserves of Japan are activated as well as actively deploying the army regiments of the Imperial army.
