Russia

 

Election Day

Elections are held on June 7th, 1920, marking the end of the years in which it seemed Russia may fall back into the totalitarianism of its past. President Vladimir Purishkevich was running for what would essentially be his second term, and many speculate will be his last as the Russian Civil War draws to a close. By March the new representatives for the Grand Assembly will be chosen by the dominant party in the Russian Duma and soon after the Grand Assembly can begin the work of repairing the Union. Rumors of a Polish Lithuania and a Ukrainian Caucasia would soon begin to spread throughout the Duma, and certain members of the Grand Assembly would speak to the other members about the divisions.

 

Peace in Caucasia

With the end of the Caucasian Rebellion, the Duma would swiftly enact new policies to ensure their reparation into a prominent Russian state. Much of the land where oil was suspected to be found would be granted to Russian citizens for very low prices so long as they agree to begin producing oil within a year. The FSB would also begin operations throughout Caucasia to located and suppress the remaining rebel and terrorist cells and would work in conjunction with the Grand Duke’s Army to stabilize the region. Funds to rebuild the region would also be provided immediately and the Duma would be sought to cover a large portion of the funding.

 

Josef Stalin

The Duma would send an offer to Josef Stalin in Vladivostok to meet, offering him one chance for the Soviet’s to meet, put down their arms and make peace, and to save his own life. Should he reject this offer, the Soviet forces would be eliminated and every man in the Communist Party or known to be involved with the Revolution would be hung.

 

France

The French and British governments would be invited to a conference in St. Petersburg to discuss funding to rebuild France following the devastation caused by their civil war, as well as the future of their diplomatic relationship.

 

ACTIONS

Elections for both the Presidency and Duma occur this turn, with the dominant party choosing new representatives to the Grand Assembly.

 

Ideas would begin to float around Russia of a Polish Lithuania and portions of Caucasia being ceded to Ukraine.

 

The FSB and the Grand Duke’s Army would maintain peace in Caucasia and attempt to root out the last of the rebel and terrorist cells.

 

Caucasian land where oil is expected to be found is sold to Russians for very low prices as long as they agree to begin to, or attempt to produce oil within a year.

 

A final offer for peace is made to the Soviets with the promise of some men such as Stalin himself being spared, should they reject the offer, it is made clear none of those responsible. would survive.

Research into a viable tank continues. Russia would request access to British designs in order to help develop their own model.

 

Russian observers return from the Ford factories and begin to implement his assembly line production style, hoping to begin mass production of cars so they become more common.

 

Russian Air Companies would be requested to begin attempting to produce an all-metal fighter.

 

Throughout the east, construction of more railways begins hoping to connect more of rural Russia with the cities in the west.

Kaiserreich

The investigations proved they were heading the right direction, Chancellor Tirpitz would not allow politics to get in the way of German Unity. While many may have good intentions for the vaterland there is no worse crime than turning against one's own.

 

Outside of Politics the Germans were awaiting the Austrian counter attack, which appeared to never come. Perhaps the Empire had no stomach to battle back against the German Army!

The first German Tanks aided greatly in their first debut, though they left much to be desired the army would continue to work on bettering the model and making it more effective.

 

The German Imperial Air Force also gets to witness it’s first dedicated bomber craft! Truly the Empire is well on it’s way in developing new technologies to change the way the Empire conducts it’s warfare!

1920 (Early Months)

 

The Dutch Flu has been running rampant for over a year now. Over 50 million now have died, in increasingly dire waves. The Flu seems to evolve and mutate with each passing. Meaning treatments may be able to cure the earlier strains. But with it growing so fast, scientist and doctors are hard pressed to keep up.

 

World Trade and Globalization are also taking a massive blow. Europe is warring itself into the brink. Their colonies are increasingly more defiant, trade is threatened, and monarchs and aristocrats strive to maintain rule. The ripple effects is hitting the entire world, all this war and disease making it seem like an apocalypse was here in some tabloids.

 

In Brazil the Emperor is deposed, and a new Socialist republic is enacted. In a move to gain French support under Jaures, they cede occupied lands back to france.

 

A new and curious company emerges in Portugal. Called the ‘Companhia de Aventura Continental’ or Continental Adventure Company [C.A.C], they deal in highly modern technology. Patronised by many globalist, and Portuguese, they begin their work. Their first debut is a domestic radio, which for now is only a model in a science fair. A Company is also sent to Africa to search for rare ores.

In Persia a Pan Islam group opposing the decaying regime rise up in the west. They want a more modernized and progressive state, that followed the broad Muslim ideals. They call for the Ottomans to support them in the bid for Muslim brotherhood that has been cultivated for years.

 

In Indochina the tattered, outnumbered, outgunned, and outmaneuvered coalition army of Laos, Cambodia, and North Vietnam all but surrender. Besides holdouts in the deep jungles, China takes control. The Region is given autonomous control, and are made into Socialist Cantons. Germany [now a Chinese neighbour] is given Cambodia. In return Germans will provide arms, vehicles, and military training for the Chinese armies. They also politically recognize China as the owners of North Vietnam and Laos.

Spain remains entrenched in the Pyrenees, and stolen French African land.

 

The Corsican War enters a new stage as Italian Fascist seize power. A looming naval battle of epic proportions may soon appear in the Summer. What was once a unified front is now a fractured one, fighting itself.

 

In Ireland hard line Scot and Ulster protestants dressed in Black and Tan regalia begin to slaughter Gaelic Revival teachers in Ulster province schools. This prompts a savage response from IRB cells. They counter target Ulster priest, and sparks even more retaliation as sectarian chaos erupts.

 

Across the world plague, debt, and greed run amok. Many small business and large families were getting nothing but grief. Many young men had gone off to war to die, or rotted from the inside out from plague. The Global Population and Wealth is decreasing, and less and less raw material is extracted through more and more demand is needed.

In the U.S Elections show a shattered political system. Proto-fascist, Socialist, Isolationist, and all sorts of rim parties have stepped onto the center stage. The established parties were slowly bleeding seats, and losing relevance. This leads to a even more voliate and hostile system.

 

By now the America’s had been rich and bustling mainly in the private sector. But government mismanagement and shutdown were an all time high. An alleged bill of alcohol prohibition was also flaming things further. Some more fascist groups were even forming mock militias. Mexicans rumored to be under Panza yet again slip into the U.S as chaos erupts in the Latin America’s when Frontist spark armed revolts on the banana plantations.

However North/South American, Japan, and Middle Eastern markets are steadily growing, whilst European ones plummet. This new shift in Economic wind was leading to a steadily rising economic power in some more far flung states.

 

A new French Semi-Auto debuts after years of work. Though general economic depression and weather/mud hamper the rifle, it enters production.

 

Ireland

 

Across the coast the irish cities were by now bustling ports of commerce. With low taxes, good services, and industry, places like Cork and Dublin were growing. Hand in hand with this was the gaelic revival. Most of southern Ireland embraced it, and poetry and music is exploding. The dour Ulsterians ignore this new progress.

 

The cruiser and submarines are completed.

 

Austria

 

The tight quarantine and medical aid is starting to help the patients not too far gone. Less and less die if they can be saved in the early stage.

 

Continued work on making static and infantry variant anti tank weapons.

 

The small boost of supplies from Trieste aids in keeping Austrian industry alive.

 

The growing Austrian army was becoming more modern in some ways. An army of movement and mobility, infantry having discretion, and special units. Who knew where this will bring the Imperial army.

 

Austrian cities begin to fortify against raids, from the Sky?!!!

 

Austria begins to move her ponderous armies west.

 

The logistics corps keeps the supply lines open, as the coast begins to fortify. However with italy blocking her, and most of her land also embroiled in conflict, Austria could hardly import. She was slowly being bled dry.

 

France

 

Peace and victory finally in France!

 

With very little money other the borrowed or charity, the French workers can only start at repairing. Across the nation as a whole are trenches, destruction, and corpses. Many are also still wounded or suffering from plague.

 

Millions of soldiers head home, to help rebuild France. Many post war paramilitaries form, with various political ideologies. A growing unit is the N.L.A, they supported Jaure’s bid for presidency and stuck to their former name.

 

France for now does not have the funds to, and has to acquire more debt to begin to equip her new army. However it is only 600k men, what’s a few more million in debt anyways?

In a highly controversial move advisors are sent to Austria. The very same who had supported Napoleon, and tried to steal Corsica. The new Grand Armee sends advisors, but at what cost at home?

 

Japan

 

Japan’s isolationism means a stronger focus on an Asian market. There the web of trade is making the sea and nations all crucial components of Japan’s economy.

Work begins on forming a proper Imperial Air Force. Many Japanese return from the west and volunteer to train the young and dedicated classes.

Ottomans

 

A new army for the European conflict continues to be raised. Thanks to the B-B Rail Line they can quickly move men into the front.

 

Baku is restored to it’s normal production queues, and oil begins to roll out once again. Ottoman oil piped to her allies help them maintain a constant vehicle presence. Planes, armored cars, tanks, ships, all powered with black gold.

 

The deadline comes and goes, and the Janissaries are ordered to deploy. This dedicated corp begins to make quick work of the Nationalist Turks there killing so many innocents. However they see this moment to strike. With the Ottoman’s elite gone, he seemed vulnerable. At the last second however the Young Turks are sold out, and Ottoman Regulars stay loyal to the Sultan. Yet another coup is dodged, by Allah’s will!

 

Work continues on linking the Ottomans to their major cities. 

A rail line to link Constantinople and Baku begins, it will be done relatively quickly (3 turns)

 

The Ottomans jump and go arms industry continues to grow. She is now able to at least maintain supplies and arms for her growing armies. More she has begun to pioneer more modern versions of her current equipment thanks to German help. The Veteran corp was as well equipped as any European army.

 

Ottomans continue their defense plans.

 

Poland

 

Elections are in! Pilsudki would remain in power, and his cabinet/minority had won a large amount of seats. The Socialist were not down for the count, but had been losing favor. Most of Poland was becoming more conservative. In Austria they even toted a Polish King! Now in majority power, the Socialist are the minority, but still the primary opposition bloc. A mix is sent to the Union’s Nat. Assembly, primarily Pilsudki’s loyal men.

 

4 Year Plan continues….. As planned!

 

Work on a cheaper mobile continues, but for now stalls. Most can’t find the public support or funding. However a new model, similar to the American’s, will enter developing stage.

 

The reformed Polish army though small is becoming well trained and organized.

 

The Polish Mounted Force was by now as ready as could be. Well trained, led, and supplied, they all had hand picked mounts from the stocks of Ukraine’s richest Cossack tribes.

 

Work auto area in automobiles. Ironically for now Poland’s best vehicle was her horses.

 

Russia

On the matter of ceding land to it’s Union compatriots, many hard line Russians opposed it, as well as the Tsar. They thought the allowing of their existence bad enough. For now the notion is halted, and a hotly contested matter in the Duma. The Socialist ironically support it.

 

A rather heavy handed occupation begins. The populace of the mountains is discontented, dying of plague, and starved.

 

This haphazard method of kickstarting Russian oil discovery begins, the first crop taking their land and starting to build homes. This causes friction with any neighbors.

 

Stalin and his cabinet take the deal, fleeing to China with their primary supporters. They leave behind the tattered and starved Soviet faction. A power vacuum means several Generals who stayed vie for power. A Communist Dictatorship from Vladivostok ensues, controlling what armed communist Red Army units they could. However more and more troops and citizens flee into China, following Stalin.

 

With the wars ended, a more serious look into a Russian tank begins. A preliminary model based off the British Mk I is announced. It is a gargantuan beast of iron, with a main cannon and machine guns.

 

Work begins in tandem with polish industry on the first ever Russian standardized car.

 

For now rejected, this fighter would be too expensive and against current producing doctrine.

More rail routes are made.

 

Germany

 

The truth is finally dug up. French Socialist [The very same now in French Government] working in tandem with German and Russian Socialist cells assassinated the King of Bavaria with a hunting rifle. It is now known the Kaiser knew this previously, but ignored it to gain support in his war. The main question raised is, who really started the Great War? It would seem Germany’s questions are answered. In the Reichstag the Socialist and Democrats under severe pressure and War hawk bullying mostly resign. Though not exactly praised for his deal with the Socialist, the War Hawks and Generals now hold power, under the Kaiser’s reluctant approval. King Rupprecht of Bavaria formally accuses the Kaiser of conspiring with Socialist who killed his father, and demands compensation.

 

After knowledge from previous use, Germans begin on an improved model of their early tank. They will focus on better engines, and lessening the amount of crew needed.

 

This pan German movement has been around, and was relatively popular. However many Germans outside of the Empire/Prussia were not too keen on it. It would seem German and especially Prussian Control was iron hard. Many Austrians prefered the dangerous yet charming Emperor Franz.

 

A new model of engine and fuel tank that can be adapted into Germany’s plane’s debuts. This new model will allow specifically the fighters to extend their flight time by almost 30 minutes. This means from an average of 90 to 120 minutes of air time.

Chaos. The dream for a united Ireland is falling apart. With the outbreak of violence in the north against Gaelic revival teachers and other civilians the government got together and asked the northern counties to intervene and stop the violence but they simply rejected the proposal, any proposal that was drafted and made it clear that any army intervention would cause a war.

Internal Reform

    Industrial growth is heavily funded

Reforms are put into place to make local textile manufacturing, as well as in dublin more profitable. Until the act of union with Britain in 1800 Dublin was a major textile manufacturer. But after the act was passed the mass produced british textiles made using steam power put Irish Industries out of business. Not only this but in many of the counties in Ireland farmers and the poor would produce cloth goods in their homes to earn that little bit extra to keep them going, but after the act of union that saw the end of that.

 

With these new reforms any textile products coming into ireland are heavily taxed to promote Irish textile manufacturing, as well as funding is given out to fund start up manufactories.

Civilian Affairs

The Scientific Circles of the Empire have been longing for a breakthrough in the field of telecommunications for years now, having been ordered originally to develop a sophisticated device capable of instant communications between units on a battlefield. The advent of such a tool being successfully tested piqued the interest these Scientists, the University of Budapest formally requested for a model to be replicated and imported to them, at whatever cost they wish to set it for.

 

Further efforts are spent towards containing and identifying the early symptoms of the Dutch Flu on a microscopic scale. A National Health Safety Bill is passed through, enforcing intense hygiene care throughout the Empire in order to combat the spread of the Flu.

 

Instead of attempting to reverse-engineer the Mk I Tank, it is replicated on a rudimentary scale multiple times over, and used for target practise and experiments for anti-tank weaponry. Whatever the results may be of such testing, appropriate improvements are made upon the current weapons and the tactics used to take out a Tank. The original retrieved vehicle is being held under close guard in a factory somewhere in the Empire.

 

A new term is coined, Endsieg. The Emperor makes a passionate speech which is redistributed throughout the Empire on paper and telegrams - highlighting the righteousness of the Empire and the motives of their treacherous foes, the charming monarch hopes for his feelings to be replicated throughout his subjects as he struggles to ensure the Empire does not splinter apart. Military Affairs

In order to alleviate the pressure put upon their Greek Ally, another Grand Offensive is called for - this time directed towards the rear of the Serbian Kingdom. The Expeditionary Army in Lecce, Italy was now in their favoured theater of war. The clouds turn black as the army razes the landscape with a savage tenacity, driving every last Italian in the region to their death in a genocidal quest for revenge.

 

Army Surveyors are shipped throughout the Bohemian Frontline to ensure the stability and effectiveness of the current fortifications and trench lines. Should a flaw be observed, it is designated for reinforcing and upgrading. Should the Germans continue to hold back their offensives, the Austrians would continue using their several million strong infantry presence to continue bulking up the defenses.

Foreign Affairs

With diplomacy failing with every nation the Austrian Emperor has attempted to open dialogue with, he resolves himself to carve out his destiny alone with his Greek Ally, the two nations against seemingly insurmountable odds. Relations with said Nations sour considerably further than what it was already at before.

 

With France now reforming itself competently, trade with the rest of the world is intricately funnelled in through the Swiss Alps and into the Empire’s interior regions. Specifically, a peculiar French weapon is stowed away into Imperial Arms, the Jagdkommando now boast a formidable tool. Imperial Academies fawn over the revolutionary weapon, forming their own prototype based on the French model, the ‘Hellriegel’.

 


IMPERIAL ACTIONS

 

Contact is established with the Continental Adventure Company in attempts to acquire one of the radios that the Austrians had previously attempted to pioneer.

 

Continued efforts to quell the Dutch Flu. As the infected population dies out and leaves no room for the disease to spread, the Government enforces strict and intense health hygiene standards.

 

The newly acquired Mk I Tank is replicated into rudimentary copies, used for testing and experiments in the field of anti-armor equipment and tactics. The original copy being tucked away safely.

 

Endsieg is declared. A state of ultimate victory for the United Kingdoms of Austria is to be the only expected outcome of this war. The Emperor puts his own two pieces into the fold.

 

A motion for Women’s Universal Rights is passed as a reward and acknowledgment of their efforts.

 

Special task force consisting of expert pilots and led by a rising ace, Godwin von Brumowski, is sent out to eliminate the Red Baron in Bohemia.

 

Fortification Surveyors are tasked with the examination of Imperial Defenses on the Bohemian Front.

 

Trade continues through the last bastion of neutral territory neighbouring the Empire. French equipment floods through Switzerland and into the hands of Imperial Infantry, specifically a new automatic weapon.

The Great Asian Co-prosperity sphere is proclaimed in the Imperial palace of Tokyo by prince-regent Hirohito. THe nations of Thailand, Indonesia, Socialist China, Manchuria and Japan have banded together to form a united front. The goal of this alliance is to protect it’s members from European interference as well as furthering the growth of Asia as an important power of it’s own. This would be the beginning of the age when Asia became independent. No longer dependent on the wills of the Western powers.

The O.N.A

During the course of the Great War and the French Civil War, Large advancements in military technology had been made. The first tested and adopted semi automatic rifles debuted in early 1920. France had been the third country on the world stage to pioneer tanks. With France embroiled in the reconstruction, Charles Faucheux, the Minister of War wished to continue such development and keep France far ahead of her contemporaries.

 

In August, 1920, the Orleans National Arsenal is founded. It is the first built after the end of the Civil War. The Arsenal is part of a larger program to continue development of primarily small arms, tanks, and army equipment at a reduced cost as to working with independent companies.

 

The opening of the arsenal marks the continuation of development of French Army technology.

1920 Naval Plan

In the previous years, many of France’s colonies were lost due to internal strife. In the Great War, its navy performed far from perfectly. It was clear that the French Navy was lacking. If this issue was not remedied, France would soon lose her ability to project power far from her borders and even in Europe itself. As such, Charles Faucheux, newly appointed minister of War announces a plan to expand the French Navy. It would follow France’s historical solution, she could never match the likes of Britain in pure numbers, so she would push forward the innovations of the time.


In June of 1920, the development of a French Carrier emphasizing speed would begin. Along with development of the a carrier, the option of converting one of the existing vessels into a Carrier is looking into.  In tandem with this development, a new class of ships that had finished development in the earlier half of the year is laid down. The Lyon class battleship as its known, with a displacement of only 19,500 tons, it shows the clear change in French doctrine, moving away from the heavy and expensive dreadnoughts of the modern era. In total, 5 are ordered, they are to be built incrementally over the following years so as not to strain the countries economy.

 

The new Lyon class would also sport a number of changes and improvements in order to not only lessen its cost but improve the ship. Firstly, the vessel would host a significantly smaller super-structure,  this would be the primary factor in reducing its cost. Furthermore small-tube boilers and a large reduction to gear assembly for two propellers significantly increased the ship's engine efficiency and allowed it to reach higher speeds, additionally the Lyons freeboard would be lower, reducing the weight and cost but making it a bit miserable for the boys on the bow.

The New Government

 

The people of Ukraine gave the Nationalist government its full confidence on Nov. 30th, when President Ivanchenko was re-elected in a no-contest victory. It was not a surprise- Ivanchenko occupies a unique position in the national consciousness as Ukraine’s founder, the shrewd former general who rose from obscurity as the centerpiece of the Romantic Nationalist movement that bore Ukraine from the ashes of the Great War. Ukrainian newspapers drew comparisons to George Washington. 

 

“It is only natural that Ukraine should choose to trust the next five years to the people who have not only run the country effectively these past years, but also played a significant part in founding it. Like Washington in the United States of America, Ivanchenko can in part thank his continued rule to the simple fact that he is the country’s first ruler. It is difficult to usurp the status quo in a five-year-old country.” -The Ukrainian Times, Nov. 1919

 

Controversy however, has come to the Assembly. The previous Assembly had a comfortable working relationship, the Nationalist majority working in tandem with a healthy Liberal minority through the Committee system. However the Liberals have been culled of their moderate, less popular candidates and replaced with more radical right-wing legislators. The 4/5ths majority all but eliminates the opposition.

The Urban Employment Bureau

Ukraine experimented with an Agricultural Employment Bureau confined to its agricultural sector in 1919. Its success in the following months has led to the new Assembly putting forward a new act that would apply the same program to cities and industrial centers for craftsmen and industrial workers. It is hoped the program will have similar effects in further reducing unemployment and improving the rate in which the urban labor market expands.

The Hollow Victory

 

The National Register in Kiev reported the following in February:

 

“The 11th Poltava Regiment fought the last battle of the bloodiest war in the history of the Caucuses yesterday. The infamous guerrilla Ivan Bolechnikev, whose band had been responsible for the deaths of hundreds of our brave soldiers through barbaric tactics, met a fitting demise at the end of their bayonets in a ruined farmhouse near Mazeri, Georgia. He vainly ignored the rebellion’s submission out of radical revolutionary fervor, killing civilians and soldiers alike in a bloody four days of punitive slaughter. 89 Socialists were slain for nine Ukrainian casualties.”

 

Bolechnikev’s death represented the collapse of resistance in Transcaucasia, with most of the leadership and guerrillas dead or in flight. Now, 280,000 Ukrainian soldiers who have been fighting in horrific conditions for many years are allowed to return home on furlough for two months. Those who have survived more than four years have fulfilled their terms of service and are allowed to leave. 190,000 remain on active duty. 

 

The victory is a hollow one. Hundreds of thousands have been killed or maimed, the whole region is in ashes and the survivors shall never be the same. Ukrainian rule now extends to the reconquered regions. To enforce the peace, the National Army is sent there- it is possible many rebels still occupy the desolate mountains, biding their time to begin their rebellion again.

 

New Cruisers, New Developments

The heavy cruisers Krivak III and Matka, based on the modified Rurik design laid down in 1917, enter active service. They are the newest and most modern ships in the National Navy and the subject of national pride, being the first capital ships built by Ukraine. They achieve a top speed of 23.5 knots, armed with newer, more accurate/long range 10in guns and adorned with all of the Union’s finest naval technology- especially fire directors.

Rurik in 1913. Her class would be nearly useless at her 21-kn speed. Yet the new cruisers at 23.5 knots are far more useful to the Black Fleet, able to keep up with the force’s dreadnoughts at high speed.

 

The Naval Design Committee (not to be confused with the Assembly’s legislative groups) is given the latest British design of torpedo to develop their own Unionist model. Though the new design will probably be a copy, new naval theories on the use of torpedoes against capital vessels call upon a larger and more powerful design. Hence the torpedo is to be enlarged in its dimensions, with an ambitious goal- to double the destructive power compared to current 1899 models. This torpedo would naturally fit larger tubes requiring refits- but the priority is destructive power and reliability.

The Fall Agenda

 

Ivanchenko announces to Ukraine’s citizens that the Nationalist government, ruling with a crushing majority, shall pursue three ambitious tasks during the last half of 1920- A platform referred to as the “Fall Agenda”. 

 

“You, the people, showed this government your unwavering support in the November elections. We, your humble servants, now seek to prove your trust in our Nationalist movement in spades. Ukraine has shown the world that it is a nation where anything, if we dare to endeavor with the upmost fiber of our beings to realize our dreams for this country, can be achieved. It shall be this government’s aim to demonstrate this quality not only to you, the people, nor just to our brothers of the Union, but to the world as a whole. Let them bear witness the fruits of hard work and democracy.”

 

Ivanchenko sets the firmly united government onto the following tasks:
-The re-incorporation of the former Transcaucasian countries into Ukraine
-The establishment of a National Epidemic Research Center
-A complete overhaul of Ukraine’s taxes to a modern, efficient tax bracket code.

 

The Transcaucasian reconquests are divided into a high number of regions, decentralizing power. Each are to hold elections in November for new seats in the Assembly- it grows from 248 to 285 seats. The Union’s ban on radical Socialist parties is upheld. 

 

The Epidemic Control Center program, which had limited success but was a potent symbol of the government’s decisive action towards the Influenza, is expanded greatly with a titanic stimulus package. A central agency, that being the National Epidemic Research Center, is studded with the best medical minds the country can get ahold of to share data and enjoy the full-fledged financial support of the government in pursuing relief measures. 

 

The Tax code will involve a Census recording annual income, distributed in January. On March, taxes would be issued accordingly, based off a system of brackets. The tax is similar to the existing one, however it classifies citizens into numerous groups based off criteria for income vs. # of children, the disabled, military veterans and single parents. Said dependents have their taxes scaled down greatly, whilst wealthier individuals in the upper percent have greater taxes. It’s complicated, but it essentially is a system that is more detailed and takes more factors into account as to produce fairer tax rates- not a tax re-work that drastically changes tax rates.

The major change to the tax system is benefits for the impoverished and peasantry via tax cuts through the census. It is thought this in combination with employment bureaus and economic conditions will help eliminate poverty.

The Scarlet Commodore

A former Russian naval officer, who was one of the many officers who simply stayed with the Black Sea Squadron as Ukrainians with its independence in 1914, becomes the head of the Black Fleet afrer the present admiral is killed by the Influenza. Admiral Luski Vasily Alesnarovich, long serving as the Commodore of the 1st Cruiser Squadron, is clearly a very different commander. He earned a reputation as the “Scarlet Commodore” for pioneering an unique innovation for his cruisers- red colored shells that would throw up scarlet-colored spray as they would hit the water. His predecessor had worked for six years to rigorously train the Navy, establishing a bureau for naval supplies to improve onboard ship conditions and morale whilst encouraging ship-to-ship competition in his fleet. Now Alesnarovich begins to expand into the realm of new tactics.

 

Alesnarovich puts on a remarkable display off Odessa with the whole of the Black Fleet. His speedy 24-knot dreadnoughts race through the Chorne Sea in line formation at their top speeds, their quartermasters and crews put to the test rigorously to change speed quickly, and maneuver in tight circles together at these speeds, guns blazing to keep accuracy whilst turning and changing speed. In these exercises, he leaves his supporting pre-dreadnoughts and cruisers behind in the line at their slow 16-knot fighting speed whilst the dreadnoughts act as a “flying squadron” to cut off enemies or fight rapid hit-and-run attacks.

Gangut flies at her top speed through the Black Sea. In this picture, she is maxing our her engines as to test how long they can maintain maximum revolutions, i.e “combat speed”. The crew line the deck to enjoy the air, resting between brutal gunnery exercises.

 

But what gains the locals’ attention is not just the sight of the dangerously fast capital ships shaving past shoals and weaving through merchant traffic with skill- but the colorful explosions of spray that erupt as their 12in guns fire. Alesnarovich, applying his stratagem from his experience as Commodore of the 1st Squadron, has each vessel color-code their shells, allowing each ship to easily distinguish which splash on distant targets is theirs as to adjust their aim accurately. 

 

Mountain Regiments

 

The most bitter lesson learned from Transcaucasia was the effectiveness of small, well-concealed guerrillas who hid in the deep wild mountains of Georgia, picking off Ukrainian soldiers stumbling through the thick undergrowth with bloodyminded ease. Officers learned the hard way how to adapt to this kind of warfare- they had to learn how to maneuver in rugged terrain, how to preserve one’s energy and live off minimal supplies, how to coordinate and kill with brutal efficiency in impossible conditions. They could not fly in the face of nature and expect to survive, let alone eliminate enemies. Many regiments adapted by changed their apparel, with only the distinct light-blue armband remaining on camouflage uniforms pillaged from slain enemies. They learned to clean their weapons constantly to avoid making noises, choosing older, simpler rifles over newer, more complex and noisy weapons. Shiny metal, from bayonets to gun stocks, were painted over as not to catch a watchful eye. 

 

These lessons are applied per the behest of these experienced veteran officers and soldiers to a new kind of infantry- the Mountain Regiments. These troops are trained by veteran officers as the soldiers of the Transcaucasian War had been trained by their mortal clash with the enemy. Never a glimmer of polished metal, not a sound from their movements, nor from war-game opponents sprung upon in training in the very mountains their training officers had cut their teeth in. 

 

These special troops receive greater pay and the best equipment. They are volunteer only, accepting applications from existing soldiers. Many old regiments are upgraded to this status almost immediately in recognition of their experience.

Pilsudski’s Gambit had paid off politically, he now held a majority and the Nationalists formed into a proper majority Government with the Socialists serving as the main opposition to his party. On the third Sunday of September of 1920, Vladivostok would finally collapse under the pressure of the Russian Army. After nearly nine years of warfare, peace had finally come to Russia. Millions would return home to their families, millions of men who found themselves hardened by war and left separated from society for decades. Men who had encountered the plague and faced the worst of conditions and fought to the end to secure their country from the threat of totalitarianism. In Moscow, every man in the military would be honored in a week-long celebration of their success. Democracy had been secured, and millions of men had fought and died for the freedom of tens of millions they will never even know.

 

The Ruins Left Behind

Following their return home, pensions would be guaranteed to the men for an additional three months until they could find work. Those who were deemed physically incapable of work would be offered pensions as well, enough for them to live off of in cities. Plague treatment would also begin for all those infected, and $100,000,000 is allocated to finding a plague for the cure which ravaged the veterans of the war. Many veterans are offered work in government programs which are set up to offer housing, education and work for generations to come in Eastern cities. The Russian Worker’s Program is expanded to begin building a network of railroads throughout Eastern Russia, as well as rebuilding the ruins of the many cities in the wake of the two Armies, especially Vladivostok.

 

The Five Year Plan

Over the next five years, President Purishkevich lays out a plan for the rapid industrialization and revitalization of the eastern territories. Unoccupied lands are to be sold off at cheaper rates to established companies who will open up essential industries in Siberia and the East, while land is also sold to families looking to settle the land. Those displaced by the war are offered similar rates, with the hope of Eastern Russia following the path of the Western United States, a rapid growth due to the wealth of raw resources in the region. The Five Year Plan would also aim to continue the industrialization of the west, with a focus on improved infrastructure.


 

Research and Development

Tank research continues, and twenty models of the Mark I are ordered to be built for testing. After testing, development would begin into the Mark II, hoping to work out flaws found in the design, as well as improving its versatility and effectiveness.

 

Research begins into a Russian semi-auto, as the design is hoped to be more feasible now.

 

Work with Poland continues on a standardized car model, while Russian engineers also begin to work on standardizing its truck model.

 

Development into a doctrine based around the combined operations of the various aspects of the military begin, with a focus on the mobilization of the infantry, armored divisions, and the air force.


ACTIONS

Beloye Voskresen'ye is announced as a national holiday, also known as White Sunday, commemorating the peace in Russia and the fall of Vladivostok. The soldiers are paraded through Moscow where the Grand Assembly holds a Union-wide, weeklong celebration honoring those who fought and survived, as well as those who died.

 

Pensions are granted to the veterans until they find work or for three months following them being discharged from the military. Those who are deemed too physically unfit to work are offered the pension indefinitely if nobody is there to care for them.

 

The Duma allocates $100 million into cure research, hoping to alleviate the suffering of the veterans who suffer from the flu and swiftly eradicate it from the Union.

 

The standing army is reduced to 1.5 million men, with the hope for it to be largely volunteers. ⅓ of it remains in Caucasia maintaining peace, while another 250,000 is in the east doing the same. The rest is garrisoned throughout Russia.

 

The Russian Worker’s Program begins rebuilding eastern cities and constructing railways throughout the east hoping to connect the entirety of the Union together. Workers are offered housing and education for them and their families should they relocate to the east and work for the Program. Many veterans are targetted for this job as it is seen as a way to ensure they remain in the workforce and reintegrate with society.

 

The Tsar and the Duma lend their support to the end of the Great Schism, as it would allow for the people of the Russian Union to largely be of one faith, and would end centuries of religious strife.

 

A Five Year Plan is formed by the Nationalist Party hoping for rapid industrialization of the east through the sale of cheap land. Russian companies are offered discounts on land should they apply and agree to begin producing profitable resources. The plan would be improved from the one employed in Caucasia and a council would be set up within the lower house of the Duma to help allocate and determine who would receive land.

 

Land without any strategic or resource value would be sold at cheap rates to Russians, particularly those displaced by the Civil War in an effort to populate Eastern Russia and hopefully begin rapidly expanding population, similar to the growth of Western America. In the west, similar

Research into an improved Mark II tank model begins the following testing. The hope is to continually improve each design through new models over the next few years until an effective, reliable, and low-cost model is produced, starting with the Model II.

 

The Fedorov Avtomat is ordered to be tested and potentially produced for the military should the semi-automatic prove to be a successful rifle.

 

Russian engineers continue work on a standardized car model alongside Poland, as well as beginning work on a standardized truck model which Russian engineers focus on.

 

Development into a combined arms doctrine begins.
