Gallahand Harkness, Vitalius Maarsan, Edward Delaney, and Reynald Richmond finally stopped at what seemed to be a gulf on the north-eastern portion of the continent. Gallahand Climbs upon one of the nearby boulders and looks around “This is it, I think, This spot is perfect.” he announces, as the small scouting party looks around in agreement. Reynald speaks up “I agree, the nearby canyons could be a strategic spot for perhaps a vassal. “Aye” simply said Edward, going to sit down next to a tree. “Let’s get started then, friends” said the doctor, Vitalius, smiling under his mask.

 

 

~Roles within Albion:~

 

 

Visaers- Those who only live temporarily in the city, such as students, or traveling merchants.can only rent property, this also go for merchants, as they can only own stalls, rather than a permanent business. They are not allowed to vote on any matters pertaining Albion.

 

Citizens- Those who live permanently within in the city. Can purchase property, vote, and own business within the city. They are allowed to buy a home, and not be taxed for it after the initial purchase.

 

Soldiers- Within Albion the soldiers are expected to carry out several tasks ranging from regular patrols, to simply manning the gate.

 

Knights- The top of the Albion military, hand picked by the other knights or the Sovereign himself.

 

Constable- The one who represents the knights in court meeting, elected by the knights.

 

Court members- Picked by the Sovereign, councils the Sovereign with their expertise in their specifics field.

 

The Sovereign- The ruler of Albion.

 

 

~Laws of Albion:~

Property Laws

  1. Right to owning your own home, not having it seized by the government.

    1. This is only negated after having failed required activity checks.

  2. Right to own your own things without them being seized by the government

    1. This is only negated should the goods be illegal or contraband.

    2. This is also negated if proper activity checks are failed.

  3. Guard must have a warrant to search your property or seize it.

    1. This is only negated when probable cause is shown.

  4. A person may not take up residence illegally without purchasing or renting a home

    1. This can lead to forced removal from the property, up to the city.

 

Business Laws

  1. People selling goods are required to own a license if the sales are more than one time.

    1. Permits cost a single time Five hundred Mina fee

    2. Taxes include ten percent of the stores sales per Saint week.

    3. Should no taxes be paid, an investigation into the business shall be made.

  2. Business are not allowed to buy out other merchants stock to monopolize the market.

    1. This can result in having one’s license revoked.

  3. Merchants from other cities are required to pay a tax on any goods they sell within the city.

    1. This must be pre approved by the stewardy department.

    2. Should it not be approved you shall pay a fine of 200 minas

  4. Businesses are allowed to set their own rules, that you must follow

    1. Failure to follow a businesses rules could result in the forceful removal from the business, and a fine if refusing to leave the grounds.

 

 

Laws on Free Speech

  1. Allows for a person to speak their mind regarding how they feel.

    1. This is disallowed should such speech is a call to action I.E: shouting fire in a crowded building

  2. Citizens are allowed to dress how they please so long as they are not terribly scandalous or completely nude.

  3. Citizens are not allowed to defame a person by spreading false rumors, or lying to guards.

    1. This shall be met with a hefty fine of 250 Mina

  4. A citizen may not impersonate a noble, or guard of the city at any time.

    1. This could be met with time spent in jail as well as a fine of 1000 mina

  5. A citizen may not use words to spread anger, or incite rebellion against the city.

  6. Speaking of the inner working of the city to another nation's leader shall be considered treasonous.

 

Magic Laws

  1. All mages are required to have a permit and be registered with the government.

    1. This is so they are allowed to freely cast magics as they will be defined below

    2. Violent criminals are not allowed to have such a permit.

  2. Sensory changing magics, such as Sensory illusion, and Mental magic shall be allowed, however, they may not be used to alter a person’s emotional state in anyway negatively.

  3. Evocations and other arcane magics are allowed to be cast, however not to be used to harm individuals unless in self defense.

    1. Defending yourself with a permit does not lead to any fine so long as you can prove your side of the story.

    2. Harming a person without a permit leads to a hefty fine, so long as it was done in self defense

  4. Dark magics are not allowed to be cast, and dark mages are not allowed into the city.

  5. Magical creatures, must speak privately with the current head of magic to be registered in secret that they are living in the city.

    1. Golems, and other constructs also fall under this law.

    2. A construct harming someone outside of self defense shall be decommissioned and the owner fined.

  6. No one may harm a mage simply because they can cast magic.

  7. All magical experiments must be approved by the head of magic before being performed.

  8. Business are allowed to have their own rules on casting inside of their establishments.

 

 

Crime laws

  1. Theft
    1.1 Petty theft (will be considered anything under 500 minas) Will be met with the returning of the object(s) or value, as set by owner, and a fine of 100 minas

1.2 Major Theft (Anything above 501 minas) will be met with the returning of the object(s) or value, as set by the owner, and a fine of 400 minas, as well as jail time.

1.3 Grand Theft (Anything above 2000 minas) Will be met with the returning of the object(s) or value, as set by the owner, and a fine of 2500 minas, as well as jail time.

  1. Moving to harm a citizen with the intent to maim or physically alter their body is prohibited in the city.

    1. Mutilation, the harming of a citizen to inflict permanent damage shall be met with jail time, and a large fine of 1000 mina, if the person survives.

  2. The act of ending a person’s life is prohibited in the city.

    1. First Degree (Will be considered as premeditated)

    2. Second degree (WIll be considered as manslaughter)

    3. Falling to a first degree murder will lead to the banishment, and execution of the accused party.

    4. Falling to a second degree murder will lead to being imprisoned, as well as a very heavy fine.

  3. Torture is outlawed in the city of Albion, this goes for both mental and physical torture as defined below.

    1. A person using physical means to harm a person with the intent to create suffering.

    2. A person using mental means to harm a person with the intent to create intense suffering.

    3. Torture of any kind will be met with temporary banishment, and a fine that must be paid before returning

  4. Kidnapping, or the abduction of a citizen is not allowed and a crime in the city of Albion.

    1. Without physical harm is to be met with a large fine of 2500 mina, and banishment

    2. With harm to be met with banishment as well as a large fine of 3000 mina

  5. Treason defined as rebelling or sharing information about the inner-workings of the city

    1. Will be met with permanent banishment as well as execution

however, read the sticky, this is a nation, not a culture. nations are not cultures, and here you have laws and such and it all resembles heartlander culture, which IS a culture.
