A NEW AGE -2934 AD 

 

A long, winding steel corridor dove through solid rock, twisting and coiling along in an endless series of unbelievable mazes and puzzles, literally built into the rock of Callisto, home to the Commonwealth’s Outer Rim War Reserves, and the largest refinery facilities in the Solar System - conveniently sat right beside each other to allow easy transfer of fuel. Along this corridor strolled a single solitary figure, clearly out of place in the deep bowels of the Fuel Reserves, dressed as he was in suit and tie, looking about him.

 

Finally, he came to a door, and seemed determined that he was in the right place. Stepping through, he grinned as he was suddenly enveloped by reaching arms and long, soft brown hair. The woman, clearly eager for his arrival, wasted no time in beginning to tear off clothing, hauling her illicit lover roughly into the room - little more than a cellar occupied by pipes and valves, a small maintenance workshop.

 

Some time later - short by the standards of the woman, but long by the standards of the man - the pair began to pull their clothes back on, clearly finished having their little bit of fun. “You should just tell my father you know, it’d make this so much easier.” drawled the woman, sitting on a pipe in her underwear, fastening her stockings to her garter belt. “It is so tiresome being down here whenever we want to have some alone time.” Finished with her stockings, she continued to sit in her lingerie, eying up her partner as she fished a cigarette out of the package. “Are you listening to me, Johnny?” *** hanging from her lips, as she watched Johnny grunt ill-naturedly, she took the lighter and clicked it. Whoooooooooooooooooosh.

 

The gas, odourless, ignited with a great burst, incinerating both of the lovers, before flash firing along the gas pipes. The colony-city itself seemed to shake, as fire blasted through the gas pipes in the walls, and then along the exposed pipe in the Fuel Reserves themselves. Engineers watched in horror as fail-safes failed to start, and flash fires began erupting along the pipes. After a moment of silence, save for mechanical groaning, the screaming began, as men scrambled to get away from the fire racing towards the tanks filled with hundreds of millions of gallons of fuel. They didn’t make it far.

 

The fuel ignited with a massive explosion that tore a hole straight through the Reserve levels of the colony-city, spreading fire and fury into the massive refinery next door, belching fire and flame down corridors, up vents and blasting in doors and windows. The whole moon shook with the violence of the eruption, and thousands died in the swirling tornado of fire. Smoke rose from the ashes and, once again, circumstance had changed the Solar System forever.

The industrial explosion in the Commonwealth Outer Rim War Reserves - perhaps the largest fuel reserves in the Solar System, would permanently change the political nature of the Solar System from one of preservation of the status quo to one of innovation, new colonisation and the expansion of the Great Empires.

 

The destruction of the Reserves would, for a short time, cripple Commonwealth capabilities to wage major wars in the Outer Rim, creating a rare moment of opportunity for the other powers of the galaxy. The loss of the Reserves and the neighboring refinery caused a major demand for fuel and caused the sharpest price rise to be seen in centuries. The Commonwealth, struggling to rebuild their reserves and continue export inadvertently opened the market up to her rivals, the French, the Germans and the Italians.

 

The sudden gap in fuel production left the Commonwealth economy struggling, as it swiftly became starved for fuel. Meanwhile, the Germans and the French experienced major economic boosts, as the money began to roll in from expensive fuel. Italy, in an economic slump, rejoiced at the sudden influx of currency, going so far as to call the explosion an “act of God”. So delighted by the event were the Italians that they named a newly commissioned dreadnought “Fuoco Ardente” or “Flash Fire”.

 

The accident has created a temporary change in the balance of power, but it has also posed a question not asked since the colonial wars of the Outer Rim two centuries prior - why should the Great Powers rely on British, French or German fuel? There were dozens of potential colonies in the Kuiper Belt and by the Gas Giants for the taking, all of them absurdly rich in fuel - why should nations pay their rivals for fuel when they could make it themselves? Needless to say, any empire with sensible foreign policy would now be turning their eyes to the Outer Rim, where they now have the chance to not only undercut Commonwealth power and authority, but to seize control of their own destinies…

The Ascension of Kaiser Frederick X

 

In mid 2933 the late Kaiser, Wilhelm XI, had fallen ill; Later that year, the old emperor succumbed to his illness and perished. Across the empire, his funeral procession was broadcasted on both television and radio alike, a public day of mourning was allocated for the event. Though publicly, all were distraught with the Kaiser’s death, the leadership of the empire celebrated in private. Long had Wilhelm XI neglected duties of state, which led to what many saw as an unfavorable position for the Empire.

 

However, all of the neglect and stagnation of Wilhelm’s reign would swiftly be undone. In early 2934, Frederick X ascended to the throne. He was a popular and competent man, adored by his subjects and officials alike. The young Kaiser, eager to undo his father’s damage had anxiously awaited his ascension. His early reign would see the implementation new legislation. Surely the empire would flourish under his wise and guiding hand.

Colonial Ambitions

 

Under the neglect of the previous Kaiser, Germany had once more largely failed in obtaining more than a vast array of colonial possessions, aside from minor holdings on Saturn; The empire was confined to Mars and the Belt. This lack of far rim holdings creates not only economic but strategic and operational problems for the Empire. In response to this glaring issue Kaiser Frederick X issues a Colonial Mandate, claiming the following celestial bodies for the Greater German Empire.

-Themisto (Jupiter)

-Valetudo (Jupiter)

-Dia (Jupiter)

In these claims, major emphasis is placed on acquiring the 2nd of Mars’s two moon as well as the construction of both defense facilities and fuel refineries on Jupiter-bound ambitions.

With such a vast empire surrounded by so many potential enemies, the need for technological supremacy is paramount. As such, the various earthbound scientific and technological institutions of the Greater German Empire are officially consolidated into a single entity. This is to be known as the Imperial Institute of Science & Technology. It is intended not only to fling the German Empire far ahead in terms of science as well as military development.


Creation of the Saturn Protectorate

 

With the Far Rim territories of the Empire being of both great value and importance, as well as the great distances between the inner territories, The Emperor sees it fit to place the colonies into its own Protectorate, and give it levels of autonomy. At the head of this protectorate, the Kaiser sees it fit to place King Otto XXXIV of Wettin.

In addition to local autonomy, Oberster Saturn-Befehl (OSB) or Supreme Saturn-Command is appointed to the new Protectorate. Both Imperial generals and admirals alike are assigned to the territory along with their own respective squadrons and detachments.

 

It is worth noting that OSB would be both an extension of the Kaiser’s power as well as a tool for the local government to better protect and manage their territories.


Naval Expansion

 

Like many of the other Great Powers, Germany’s potential enemies are numerous and her territories are vast. Should a war break out between one or multiple of these powers, it could end in disaster. As such, both the Kaiser and Reichstag approve movements and adjusted budgets to see to the expansion of all aspects of the Imperial Kriegsmarine.

 

Blohm & Voss, a prominent, trusted, and ancient German shipbuilding company is contracted to fulfill the order. And is expected to complete the ships within a timely manner.

The Imperial German army is one of the key components in the maintenance and upkeep of the Empire. From policing the vast colonial cities, to fighting in many of the numerous conflicts, and even building colossal public works and military facilities the army is essential. It is also standardized, and its vast size sees to it that talented and experienced personnel are often neglected.

 

The Kaiser sees to remedy this with the formation of the Sturmabteilung, or the Storm Division. The Division will act as a prestigious and true extension of the Kaiser’s power, composed of the most elite, experienced, and hardened of the German army, and equipped with the best material at the Empire’s disposal. They will be tasked with the impossible and expected to succeed.


The Rights of Man

 

Across the empire, particularly Mars, a vast majority of the German population lives in awful conditions. As a man of the people, this state saddens Friedrich X. However long and strained talks both within the Reichstag and with the United States seek to remedy this issue. In exchange for mutual backing of American-German colonial ambitions, the Empire agrees to enter a partnership with American Corporations. Facilities on the large and sprawling colony worlds are leased to the companies, who will in turn work to provide the average German with the wonders of the modern word. Modern appliances, sources of entertainment, radios, and much more.

 

Additionally, the Kaiser encourages the Reichstag to move to pass legislation that would allocate more representation to the average citizen on local and colonial levels of government.

The United States of America

The Three Dynasties

For centuries, the United States of America existed under the control of two families, who each represented the major interests of the two American Parties, the Republicans and the Democrats. During the 20th century, turmoil arose which caused a split in the Democratic Party, with the National Socialist Party and the New Democratic Party being created out of the destruction of the old Party which had long represented the interests of the southern United States. The Republican Party would remain at its core what it always had been, but also became a champion of the capitalist, a breed who had become less popular as time went on. Furthermore, a lack of term limits allowed these parties to fall into the control of three families. The Long Dynasty, born from Huey P. Long in 1936,  had formed the National Socialist Party following a civil war which had allowed his family to gain complete control over the Presidency for nearly a century during a time of turmoil and strife for the United States. This ended when the first President Long’s grandson, Huey P. Long II, reopened elections for the other two parties who had continued to maintain their power in Congress, but these parties had long since fallen into the same pattern as the National Socialist Party. The New Democratic Party formed under the leadership of John F. Kennedy, and became a beacon of the former United States, hoping to return to the roots of the Union. They promoted protectionist capitalism, as well as civil rights for the Union, but also a more democratic and peaceful society. The Republican Party took far longer to find one central family, with a number of unimportant figures taking control as the other two Parties found their foothold in the new American way. By the turn of the 24th century, the Morgans, a family once known for their involvement in capitalist enterprises and some of the most successful bankers in the history of the United States, became the champions of the Republican Party, fighting for a more capitalist and democratic United States, while caring little for the rights of the smaller man. Without the Republican Party and the Morgan Dynasty, many argued that the success of Phobos would have been impossible. By the turn of the 30th century, these families had become entrenched in their parties politics, and often they were seen as what was being voted for. The Party names of old faded away as the Dynasties and their constituents became the only ones who would even be voted to the Senate or the Presidency, while the House still occasionally found itself holding one or two minorities who represented the old ways.

Research Colonies

With even the President on board, the Three Dynasties attempt to push a bill through Congress allowing for the colonization of three new moons, as well as a number of asteroids for the purpose of excavation and research. It is hoped that over time, these new territories can be used to expand the United States. President Long is quoted to have said, “The flag has had 52 stars for far longer than any living man cares to remember, it is time America expanded freedom further in the galaxy.

 

Interplanetary Trade

President Huey P. Long XXV would issue a statement in which he promised America’s neutrality in events throughout the Sol System and their commitment to international and interplanetary trade and exploration. He saw the feud between the Commonwealth and the German Empire as superfluous and counterintuitive to the advancements humanity has made. Why waste lives fighting over land when there was an untold amount of Systems to be explored and colonized. Furthermore, President Long would formally support German and other nation’s attempts at expansions, so long as they remain peaceful.

Capitalist Development

Using its history with capitalism, Congress would begin to promote private research and individual development. Corporations who discovered practical and useful tools of technology would be offered significant benefits in the United States, and would often be provided with tax breaks, government contracts, and even funding for future research. The National Aeronautical and Space Administration is also provided with additional funding to improve the speed of exploration and trade ships. NASA is also given the order to begin work on Project Pegasus.

 

The Morgan Bloc

While the Morgans often found themselves with an underrepresented share of power, their goals were often shared by some members of the other Parties. As the Commonwealth and German Empires continued to expand, the Kennedys began to express the same fears the Morgans had long been known to feel and began to pressure the incumbent Longs into pursuing more colonies. As time went on, though this method soon proved ineffective as most in Congress believed that the government should not involve itself in these expansions. Together, the Morgans and Kennedys opted to pursue a different route. Funding would be provided, as well as a bill sent through Congress, in order to provide tax benefits and some stipends to companies who would pursue the development and settlement of uncolonized moons for the extractions of resources. Once the planets housed enough American citizens and companies, Congress would then have reason to claim them admittance into the Union as a territory, as was done over a millennium before during the colonization of the Mainland. Following the collapse of the British oil refinery, many in America believe it is time for the country to begin producing their own material again.

 

Actions

Two years into his second term, and the third consecutive Long Presidency, Huey P. Long XXV continues his work as President of the United States of America, working with Congress and the Three Dynasties to unify the American people.

 

The Three Dynasties attempt to push a bill through Congress hoping to expand the United States’ research and industrial capabilities by creating three federal colonies on moons, as well as a number of asteroid colonies in order to create more isolated research facilities.

 

The United States adopt a policy of neutrality and non-alignment, hoping to ensure peace within the country. Both Congress and the President openly promote a peaceful trade relationship with the entirety of the Sol System.

 

American capitalists and entrepreneurs are called upon to develop and produce new technologies to aid in America’s innovation and ability to expand and explore space. Primarily, NASA and certain companies such as the Interplanetary Wing of Boeing would begin research into improving the travel speed and capabilities of their exploration and transport vessels.

 

The National Aeronautical and Space Administration begins Project Pegasus.

 

The Morgan and Kennedy Dynasties, and some within the Long Dynasty promote the continued colonization and exploration of space as the Americans who settled the frontier a thousand years before had. They hope for capitalists, entrepreneurs, and individuals to settle new moons and cities on planets freely, and upon their settlement of these moons and planets, Congress would be pushed to give these places federal protection. Some funding is allocated by the President in order to gain support for Project Pegasus by the other Parties.

With the death of the old Shogun the great houses of the Japanese Empire were once again at each other’s throats. Emerging from the bloodbath was the former Shogun’s 19 year old son Hiroki Katou. A promising youth with a keen intellect and ruthless determination to both advance the interest of his nation as well as protect his family and loved ones from the plotting of the rival houses. Underestimated due to his age no one expected him to succeed his father much less survive the transition of power. However In the aftermath of the Shogun’s death, Hiroki quickly paid off the elite Gaijin Guard to wipe out the House of Oda, who themselves were poised to seize power. In an event that sent shock waves throughout imperial society, the House of Oda was left near extinct with Hiroki only sparing the women and young children, who would all be married off or sent into the care of clans loyal to the House of Katou. With one of the empire’s ancient and most prestigious clans being decimated in a single night, an example was sent to all other clans. This along with Hiroki allying with the respected House of Yamamoto through a marriage pact secured him all the support required to become the new Shogun, with a unanimous vote in the House of Peers.

 

History

The reborn Empire of Japan emerged in the early 22nd century following. The collapse of the old People’s Republic of China and withdraw of American military personnel from East Asia, leaving the island nation of Japan to once again look to it’s own defenses. For nearly 300 years prior Japan had been disarmed and rendered effectively an American vassal state following it’s defeat in the Second World War. Though technologically advanced with a strong economy to support it, the nature of Japan’s American imposed constitution left the country with only a minor Self Defense Force with heavy regulations restricting it’s build up and combat effectiveness. Surrounded by hostile neighbors it was this foreign constitution that would be one of the first to go. The Reo Constitution named in honor of the reigning Emperor was in almost every aspect a return to the old Meiji Constitution of the first Imperial Era. Over the next 700 years the Japanese Empire would once again rise to great power status. With the advent of a new age of colonization, Japan was eager not to miss out on it’s endless possibilities thus beginning the Empire’s expansion into the stars.

Government

The Empire is a Parliamentary Monarchy with a bicameral legislature consisting of an upper house, The House of Peers, and lower house, The House of Representatives. Officially these two chambers make up the National Diet where new legislation is debated on and voted in through a democratic process involving both chambers. However in reality it is the House of Peers who holds true power in regards to policy making. With the House of Representatives existing more for show as to appease the public demand for political representation in the government. The House of Peers is made up entirely of the Empire’s great houses who’s most important role is to elect the Shogun. A figure with immense political and military powers who acts as both Head of the Government as well as Supreme Commander of the imperial armed forces. The Shogun is chosen from amongst the ranks of the great houses and for over a century has remained in the hands of House Katou. The House of Representatives is made up of elected officials from across the empire who come to voice their grievances and hope to win the support of a noble house for their cause. In accordance with the Constitutional Reform Act of 2236, a Bill must first be presented in the House of Representatives before it can be voted on in the House of Peers. However it is the House of Peers and more specifically the Shogun, who decides which piece of legislation is worthy of attention. There for any member of the House of Representatives who seeks to successfully pass legislation, must first win over a member of the House of Peers who in turn must also be in the good graces of the Shogun. Final approval of all legislation comes from the Emperor himself who while holding veto power will rarely exercise it. Acting more as the spiritual leader of the nation and deferring to the judgment of the Shogun in affairs of state.

Military

Being somewhat at a disadvantage from the other great powers of the Solar System, the Japanese Empire has adopted an indirect doctrine for the Imperial Navy. Learning from the lessons of the Second World War, and from more recent conflicts between other powers, the Japanese Navy does not seek an open confrontation with an opposing fleet. Instead they plan to engage the enemy with long range railguns directed by smaller scout ships. The Imperial Navy also puts a strong emphasis on raiding enemy supply lines as well as reinforcing their own through a large merchant fleet. What the Japanese Empire lacks in large scale Dreadnoughts and battlecruisers it more than makes up for in ship based attack spacecrafts, dubbed “Zero Suits”. These humanoid spacecrafts prove much more maneuverable in the vacuum of space as well as there versatility being able to operate a number of different weapon systems. Another advantage of Zero Suits come in the form of it’s onboard artificial intelligence which when engaged in combat wrecks havoc on enemy radar, communication, and targeting systems making it extremely difficult for the enemy to engage the Zero Suits and coordinate with their own forces.

On land the Japanese army is modeled similarly to the armies of both it’s medieval and early imperial past. Nobles piloting advanced battlemechs command legions of lesser mechs and their own personal retinue of conventional forces. On the battlefield these battlemechs strike fear into the hearts of the opposing force many of whom will often lose heart and retreat or surrender outright. Imperial soldiers are conditioned not to fear death as to die for the Emperor is the noblest death of all. Many Japanese soldiers will charge straight into enemy fire some will even continue to charge after losing limbs. Others will strap bombs to their chests and blow themselves up beneath enemy tanks. These tactics while viewed largely as barbaric by most, serves the empire well in matters of psychological warfare installing a sense of dread amongst the enemy. The doctrine of the Imperial Army is to completely overwhelm the enemy both mentally and physically through it’s towering battlemechs, unrelenting firepower, and utter fanaticism of it’s soldiers in the face of certain death. All these factors combine make the Imperial Japanese Army truly a force to be feared and reckoned with.

The Saxon Protectorate of Saturn

It was on a wave of popularity in his homeland and those surrounding it that Otto XXXIV von Wettin was made Protectorate of Saturn.  A young, daring man and a bold commander he proved himself time and time again loyal to the Kaiser. With the territories of Saturn placed under his command, the solar system watches his next move with bated breath.  

 

Conditions of Labor

With the Kaiser’s American Deal, new influxes of technology are reaching the German people of Saturn.  With newer and better equipment at their perusal, Otto XXXIV has announced the regularation of work days, to keep efficiency up while ensuring that the suicide rate is low.  

 

Saturn Sports

In order to further the common well-being of the citizens of Saturn, a sports stadium will be erected in Helene, large enough to fit up to a million people and host sports of all different sorts, even, for those interested in the world they left behind, the sport of jousting.

 

With this, the Protectorate hopes to increase a sense of German-Saturn identity among its people, as well as fomenting friendly competition with any who wish to compete.

 

A Royal Court

While King Otto bases his court out of his Saxon homeland, the creation of a court in Calypso to promote justice and culture among the beleaguered residents.  Otto’s brother, Franz, is named Chancellor of Saturn and granted the authority to host court and handle the local administration.

 

In Defense of German Sovereignty

With Saturn’s position as the German frontier, King Otto has decreed that the defenses be fortified in the event of an invasion.  The fuel gained from these outposts is invaluable, and King Otto sees it unwise to allow them to be struck by any nation with Imperial ambitions.

 

Further, a reserve of fuel is to be set aside in case of potential war.  As much as the Protectorate is confident in the abilities of the Kaiser to prevent such, King Otto is also acutely aware that there are some greedy and ambitious peoples out there who may wish to strip Germany of everything it rightfully owns.

The Second Revolution, 2924-34.

 

The USSR is re-awakening.

 

In the midst of the waves of colonisation, the USSR fell behind. Stagnating for centuries, it fell to Poliorcetes in 2924 to sort matters out. There would be no more hand-waving gestures to decency. The country would be cleansed, re-shaped and re-invigorated. Borisovich called this period the ‘Second Russian Revolution’, and he was bang on. Suspected seditious elements were eliminated with staggering brutality, earning the new Secretary General his famous nickname, whilst Poliorcetes re-shaped every aspect of life in the USSR. The KGB was strengthened and centralised to make it the most effective intelligence and counter-intelligence force on Earth – or anywhere else, for that matter. Surveillance in daily life  became even more pervasive than before, to the point where the Soviet citizen has not a single moment to himself.

 

Religion and tradition were all but expunged. The married family as an institution ceased to exist. History was rootless. No pre-revolutionary history, literature or theory was taught, except to denigrate it. In reality, the elites of the USSR still enjoyed these things. They alone had access, and their children alone, in their lavish, all-but private schools, were taught them.  Birth control was everywhere: when the USSR wanted fewer births, mass abortions and contraception would be mandated. There are even rumours in the more wild of anti-Communist newspapers abroad of deliberate infant mortality by agents of the State. But when population growth was needed, the opposite became mandatory: contraception and abortion were banned with the strictest enforcement, whilst natalism became the order of the day.

 

‘Gentlemen, the second stage of the revolution has begun.’

 

It is now ten years since Poliorcetes began that Revolution. Now he will take it to the stars.

 

Technological Affairs

 

The USSR puts massive efforts into improving space transportation and communication. This becomes almost the sole focus of technological development. It is hoped to drastically reduce the time needed for interplanetary travel, whilst making methods of near-instant communication probable in the coming years. Possible ways of making these things happen are explored. 

 

Response to Resource Crisis

 

The USA is approached in response to their offer and peaceful trade and co-operation. The USSR concur with these ideas and offer an agreement of mutual free trade and symbolic friendship.

 

The Soviet Armed Forces

 

Marshal Kukov, a full six foot and seven inches, towered over the tallest soldiers at the parades of Red Square. Kukov, who rose from the ranks on sheer merit, is no brute. He may not be a military genius, but his vast experience and direct style of leadership combine with a unassailable willpower to make him a formidable leader. And that leader is given the power to shape the Armed Forces in his image.

 

With a lot of funding diverged to the transportation research, Kukov cannot afford large improvements in equipment or expansion in numbers. Instead, he concentrates on administration. The Solar System is vast, and centralised command can often be impractical. Therefore, based on practical experience and the experience of his trusted subordinates, Kukov totally streamlines the command structure of the Armed Forces. Everything is simplified and, in interplanetary warfare, emphasis is put on fast initiative and quick-thinking. The Army, Navy, Air Force and Space Force remain technically and in terms of unit status separate, but Kukov’s efforts see the distinction fade in all but name. Official documents only really refer to the Armed Forces, never really the Red Army or Navy.

 

World Cup Glory

 

With the World Cup looming in the Summer, the USSR must prepare in the proper way. Firstly, there is a new appointment – and a bold one. Igor Popov is appointed manager of the Soviet National Team. At a mere 35 years of age he is by far the youngest manager at international level, but in a moment of chaos at his club he found himself in caretaker control, saving his club from relegation in the process. Next year, he took them into the Soviet Premier League. Such promise was rewarded by the Soviet FA, who awarded the former right-back the role with enthusiasm.

 

Popov likes to bring youth players through; it is expected he will name a very young squad for the World Cup. It is clear the Soviets are building for the future with Popov. Meanwhile, to coincide with the appointment, the FA promote ‘grassroots football’ at every level, and reform the academy system in order to bring through more domestic talent. Popov’s 4-4-2, counter-attacking style raises pulses and might just suit a courageous young team.

A NEW AGE - EARLY 2934 AD - TURN 1

 

The inky blackness of the void, punctuated only by the twinkling glimmers of starlight, sheer emptiness swallowing asteroids and debris, illuminated only by the yellow thrumming glow of a ship's engines as it pulsed quietly through space, seemingly barren, and yet filled with so much pure potential.

 

The ship in question, a light cruiser of seemingly French design, moved silently, all noise masked by the harsh realities of space and her physics. Some three hundred metres long, the sleek warship was scored and battered, her gray and blue paint work scratched and marred by tiny space particles acting as a kind of unseen sandpaper. On her prow, faded lettering named the vessel as the Audacieux, a ship lost in mutiny some three years prior. The little ship had forged a reputation for herself over the years, a reputation as a ruthless and efficient pirate vessel, brutally successful in raiding the shipping lanes, even successfully tangling with Commonwealth destroyers and - once - the cruiser HMS Monmouth.

 

That was their intention today, as they slunk through the tangled maze called the Inner Asteroid Belt. Recent rises in the fuel price made fuel shipments a very valuable commodity - a lack of effective policing over these past few months had made such raiding a far safer occupation as well, as the great ships of the Royal Navy's Outer Rim Squadron were forced to sit in dock, in a desperate attempt to preserve fuel in this sudden, artificial shortage. The cruisers and the destroyers were stretched thinner than usual, and the trade lanes were easy pickings for a hardened crew, such as those aboard the battle worthy Audacieux.

 

The crew had, once, been entirely of French origin, mutineers who had slain their officers and illegally fled with their ship - now their compliment had men from every nation on Earth, all of them fleeing a past few cared to speak of. Some fled crimes, debts, indiscretions, while others sought the chance to make a quick buck, irrespective of the so called morality of what they were doing. Many were simply here to escape the harsh, cruel and mundane reality of colonial life, desperate to avoid the fifteen hour shifts and blinding poverty of the colony-cities.

 

Their Captain, Luigi Rizzi, was a man who fled from his past, wanted for his actions even before he had turned to a life of piracy. Once an Italian commander, a true naval man, the murder of a brother officer had cast him as an exile from his native land, career and future lost forever. He was a short man, with a haggard face and a thin moustache. Short, black hair was combed over the top of his head, attempting to hide the premature baldness eating away at his hairline. A permanent sneer curled his upper lip, bitterness evident in his eyes. He was a harsh, unlikeable sort, but his skill in command and fairness of decision had rendered him strangely popular among the thugs that made up most of his crew. Such men loved leaders who brought them victory and riches, after all.

 

Rizzo dusted his coat. His losses in life had not hampered his sense of style or his disciplined manner of dressing - he wore an Italian uniform, with insignia removed. He glared out of the deck windows, before turning a hooked nose and cold green eyes to glance down at a star map presented on a monitor. “Bear right, by three degrees.” Once again, he glanced out of the windows, turning his eyes to another display, of slow moving blips carefully navigating the asteroid field. “Move from cruising speed to full battle speed - beat to quarters.” Once, the officers on the bridge might have questioned the wisdom of battle speed in the Asteroid Belt, now they complied with efficiency that the professional navies would be alarmed to see in a pirate ship.

 

Suddenly, the little ship leaped into action, as she exploded through the void, carefully dancing around hunks of rock floating through space. Jetting towards the convoy, the merchant ships suddenly attempted to scatter - they had seen her. The forward guns on the Audacieux leapt to life as she closed the distance swiftly. Soon, she would be on them and these armed merchant craft were no match for an actual warship.

 

As Audacieux swept past the first ship, she unleashed a torrent of violent secondary battery gunfire into her engines, scarring the vessel and leaving her drifting helpless. Luigi Rizzo turned his command then, sweeping back towards the other two merchants freighters. Another burst from Audacieux's secondary battery left the second freighter dead in the stars, a burned out and depressurised husk. She raced through the asteroids, and for several thousand kilometres engaged in a stern chase with the largest of the merchant craft, before she struck her with a volley from the main guns, causing a fatal shipboard explosion.

 

Rizzo paced the deck, pleased with the performance of his ship and his crew, but something was amiss here - where was the escort? “Capitaine, there is a ship approaching from our starboard.” Rizzo glanced at the Frenchman, Hugo Javert, his senior lieutenant. He was reassured by this news - there was nothing up their sleeves now. “Can you identify her?” barked the Italian, stamping his foot in moderate ill humour - every minute wasted made the prizes harder to salvage quickly, as they slowly drifted away from their original locations. “Oui, Capitaine, she is a cruiser, Minotaur-class. She may even be HMS Minotaur herself.” Rizzo nodded, staring coldly out of the bridge into space. “Allow her to close the range, we must scare her off if we wish to profit from this excursion today. Focus the main batteries upon their prow - I want superficial damage - we must scare them off, sinking this ship will only be bad for our business!” Across the bridge, men grinned at the confidence of their Captain, sinking a cruiser with a light cruiser was an incredible feat of skill, daring and pure luck, and this little man treated it like an everyday occurrence - he was popular, despite his harsh personality, for a reason.

 

Audacieux spun through space, weaving through asteroids as she skilfully began a gunnery battle with the much larger, heavier ship. Skimming along a large rock, she turned sharply and unleashed a full barrage from her fast firing 6 inch guns, striking the Minotaur more than once. Still, Minotaur showed no sign of retreat.

 

“Bring us in close!” thundered Luigi “Aim for their conning tower!” Audacieux responded with incredible swiftness, twirling through space to unleash her gunfire upon the Minotaur from a range usually considered madness in modern warfare. Madness or not, the shots struck home, and the deck windows of Minotaur vanished and caved in as the explosion tore through the bridge. At the same time, a torpedo slipped out of Audacieux's tubes, slamming into the midships of Minotaur, who began to founder violently. Audacieux, truly triumphant, sailed away from her for, with little but a fresh score along her paint work from a deflected shell. The men of Audacieux and the men of the company in which she mixed knew this ship by reputation - she was a lucky ship.

 

Minotaur, meanwhile, began to gently limp back to port, desperate to find the nearest Commonwealth base in the Asteroid Belt, where she could receive emergency repairs. Audacieux danced away, beginning the job of salvaging her prey.

As a side effect of the reduced Commonwealth capabilities to defend the trade lanes, piracy once again begins to pick up steam in the Outer Rim. Previously held largely at bay by massive amounts of pure Commonwealth force, this sudden change has resulted in a new surge of piracy along the main trade lanes, not just the minor ones. As a new colonial era begins, the Great Powers must not only deal with each other, but also defend their shipping lines from the increasing encroachments of such unscrupulous characters, though they are often romanticised by the civilian media.

 

In addition, great humiliation is heaped upon the 4th French Empire. The pirate ship, Audacieux, a former French operated light cruiser seized by mutineers, has attained exceptional fame over the past three years of her theft. Under the disgraced Italian Captain, Luigi Rizzo, she has become a vessel of exceptional renown. Seen by many as the flagship of this modern Belt piracy, her fame stems from victories in two incredible duels, both of them against the far more heavily armed and armoured HMS Monmouth and HMS Minotaur and won with barely a scratch. Audacieux will continue to be an embarrassment to the French Empire, so long as she is allowed to roam at large.

In the Asteroid Belt, rising Italian and Ottoman tensions swiftly leads to the beginning of what could be seen as a major naval development race. Continued infringement of Ottoman territory by Italian vessels has led to a series of threats and condemnations from both sides, and nearly 6 dreadnoughts have been laid down as tensions continue to mount. Without mediation, it is very likely to turn into war in the future, as both powers prime themselves for a fight.

 

THE GREATER GERMAN EMPIRE

 

-The beginning of 2934 sees the Greater German Empire attempt to radically increase her territorial limits. In this, she sees some success. The colony on Deimos - with massive amounts of population and material available from Mars - is established quickly and efficiently. Engineers reckon Deimos will be well on the way to being a major port by as late as Early 2936.

 

Unfortunately, the colonisation process does not go so smoothly in the Outer Rim. On Adrastea, Themisto and Valetudo, constant pirate raids and Commonwealth obstruction raise the bill for the colonies through the roof. They swiftly exceed budget, and it is recommended to the Kaiser that they be abandoned before they cost an inordinate amount of money. Worse still, the attempt to colonise Lysithia meets utter disaster when, after a raid, an explosion rips through the colonial commune, killing most of the colonists - the survivors are then forced to withdraw. The only gem in the German Outer Rim colonial policy is on Elara, where efforts have gone so swiftly and efficiently that engineers and other such experts expect a major fuel harvesting and refining facility to be fully ready by Late 2395.

 

-While the I.I.S.T is successfully established, inter university rivalries and clashing personalities render most of their research as functionally useless - the scientists are far too concerned in proving their own intelligence and the superiority of their respective universities than actually pushing forwards German research - no end in sight to the projects.

 

-The ship contracts will take a period of three years to fulfill.

 

-The Sturmabteilung is successfully formed at Thelpval, and a slew of veterans quickly find themselves reassigned. There are some small issues - officers tend to hoard their better troops for themselves, and the men of the Sturmabteilung demand better pay and living conditions, but for the most part the troops should be ready for active combat by Early 2395.

 

-The Germano-American agreement is a great success - American firms swiftly begin importing massive amounts of luxury modern appliances in the Martian colonies, making an easy buck for the Americans and raising the Kaiser’s popularity through the roof on Mars.

 

-The Reichstag reluctantly agree to give more representation, but only on a major compromise that sees most of the traditional status quo preserved.

 

THE UNITED STATES OF AMERICA

-Attempts to create three new federal colonies are largely successful, though Congress grumbles and the developments are somewhat slow and slightly over budget. It is projected that, by Late 2935 the series of colonies and research facilities will be largely operational.

 

-Both Boeing and NASA struggle to make any concrete gains on faster ship travel - they are hindered largely by the weight and expense of suggested engine designs, and they struggle to make such designs actually feasible - by Early 2396, they hope to make concrete progress.

 

-Project Pegasus passes Congress and is put into action.

 

-The entrepreneurial design of these new colonies is well received -  there are no shortages of volunteers, most of them brave “pioneers” excited at the prospect of striking it rich or living through a period of lawlessness as seen in the Wild West. Regardless, the plan goes well and it is expected Congressional approval for territorial status will be achieved by Early 2935 at the latest.

 

THE EMPIRE OF JAPAN

-Hiroki’s promises of a meritocracy are excellently received by the masses, who are more than delighted to see a Shogun who intends to effect some change throughout the Japanese Empire. Hiroki’s approval raises through the roof, and his political situation is further stabilised by his strong acclaim.

 

-Japanese attempts to modernise shipbuilding industry go very well - the industries respond well to tax cuts and grants, and it is estimated that an extremely reliable - though somewhat limited in scope - series of shipyards will be available above Venus by Early 2935. Furthermore, by Late 2396, it is estimated Japan will have a wealth of extensive and modern shipyards from which to build a major fleet.

 

THE PROTECTORATE OF SATURN

-Attempts to create better colonial working condition go surprisingly well, and the people of the Saturn colonies are delighted by their much shorter 12 instead of 14 hour shifts. In addition, a genius piece of bureaucracy sees wages rise as well, preventing loss of income - Otto’s popularity in the Protectorate rises swiftly.

 

-The creation of the Helene stadium is one marred by controversy and discord. From the beginning, engineers and other such staff struggle to work together, and contrasting ideas and visions see the budget widely over shot and the project itself going at a snail’s pace. Late 2937 is the estimated date of completion.

 

-The centralisation of the Protectorate of Saturn goes awfully - governors largely object to the centralisation of their power, and openly choose to ignore the court, preferring instead to rule their colonies like small kingdoms, ignoring the efforts of the King of Saxony’s Chancellor.

 

-Likewise, efforts to fortify the colonies hit a brick wall - the governors once again object to such an unnecessary expense in the middle of peace time, but eventually they reluctantly order their various militias to begin further fortification.

 

-The fuel reserves begin to come together quickly and efficiently, without too much hindrance to production.

 

THE COMMONWEALTH

-The streamlining of the Army goes… poorly. Disorganisation and mismanagement results in a number of issues. Guns are sent to the wrong place, militias are raised in areas that don’t actually have anyone living in them and troop reassignments are all over the place. Several generals are actually given reprimands for poor organisation and the whole thing simply becomes a farce.

 

-Even worse are the attempts of the Navy to arm the Merchant Marine - while they successfully begin expanding their patrol vessels, the Merchant Marine proves to be a difficult bunch to train in the use of shipboard weaponry. So cac-handed are the Marine at the operation of their newly armed ships, that they strike and damage the light cruiser, HMS Dutiful.

 

-Fortification efforts, however, go perfectly. Large scale entrenchment projects, the creation of fresh armories and other such exercises go without a hitch across the vast Empire of the Commonwealth. It is expected the Commonwealth will have a significant defences in place by Late 2934.

 

THE UNION OF SOVIET SOCIALIST REPUBLICS

-Soviet research into communication and travel technologies simply blows all rivals out of the water. Development into radio systems working on a special frequency begin, which are found to be nearly 3 times as fast at transmitting over vast sectors of space than previous models. In addition, newly developed Soviet engines are found to be lightweight and cheap, and both will be fit to enter full production by Early 2935.

 

-Russian attempts to streamline the Armed Forces go fairly well. There is some small amount of resistance - especially in the Navy, who view theirs as a specialised field - at the prospect of everything being lumped together, but ultimately Kukov is successful in his reforms.

 

-Popev does well, reaching the Quarter Finals. His team of young players performs well under the pressure, but ultimately the agreement is unanimous - Popev has built a good, solid team, but they lack cohesiveness as a cohort and experience as individuals. The Soviet FA is, despite the lack of silver, pleased with their new manager, and he is sent a personal commendation by both the Chairman of the FA and by Poliorcetes himself, extolling the Manager to continue the good work he has started and to continue to polish his team, who great things are expected of in the future.

 

THE 4TH FRENCH EMPIRE

-The new declarations present in the Fourteenth Napoleonic Code are received with riotous acclaim - which is unsurprising, seeing as they affect 90% of the colonial population. French national unity reaches an all time high with the Code, and faith in the government and in the Emperor could not be any better - truly France is blessed to be possessed of an Emperor such as Napoleon XXIV.

 

-Unfortunately, French attempts to establish privately managed colonies is largely unsuccessful - the colonies themselves quickly fall prey to pirates, specifically the Audacieux, as they are absent any kind of a significant military presence. While there is eagerness to try again among the corporations, they are petitioning the Emperor for some better protection next time.


-French attempts to develop a new, long range cruiser are startling in their success. The cruisers fit all of their specifications - indeed they exceed their specifications. These new vessels are fast, strong and well armed, not to mention sleek and efficient, with an exceptionally long range. There is no doubt they are possibly the best cruiser design currently in circulation - and to top it all off, they’re fairly cheap! Ready by Early 2395.

I.I.S.T Crackdown & The search for intelligence

 

The Imperial Institute of Science and Technology had shown extreme insubordination in the previous months. Personal feuds along with inter-university rivalries had prevented any advancement and had costed the Empire time that it did not have. The Kaiser looks on the situation with extreme disgust and embarrassment.

 

In response to this, the Kaiser strictly orders the institutions put aside their personal glory and rivalries and continue scientific work. If not complied with, Frederick X would find men who would. Additionally, a vast population of engineers and scientists exist throughout the colonial holdings of the Empire. This untapped scientific potential coerces the Kaiser to pass a motion that would scour the colonies for above average to genius engineers and scientific minds who would work for the betterment of the Empire.


Elara & Deimos

 

Following the limited colonial success of the previous months mostly due to unforeseen complications as well as piracy, the Empire settled itself down on two more rocks at least. In order to further cement Imperial control and security within the Jupiter region, the Kaiser orders that piracy on German shipping be cracked down on. Defensive installations are also ordered to be constructed on the colony itself, as well as belt shipping lanes.

 

In order to facilitate the growth of this far flung territory, a colonial policy granting a monetary compensation, as well as free travel to the colony itself is instituted. It is hoped that this would draw in bountiful amounts of eager souls to Elara. Additionally, the Protectorate of Saturn is requested to dedicate a portion of their squadron to protecting the new settlers while in travel.


Space Piracy & The Belt

 

Piracy of not just vital Imperial shipping lanes, but all nation’s shipping lanes has seen a recent explosion with the crippling of the Commonwealth fleet in the Outer Rim. In a move to establish Germany as a more dominant naval force, as well as a ‘Good Guy’ the Kaiser orders a series of defensive installations be constructed throughout the belt, where piracy is most prevalent. These would create safe lanes, protected by batteries and waystations. Open to all for only a small toll.


More Imperial Commision & Joint Research

 

The ever ambitious Kaiser, always wanting to further develop the Kriegsmarine and German military capabilities in general embarks on another program. In cooperation with the Japanese Empire, as well as the Protectorate of Saturn, the Kaiser commissions the team along with the Wilhelmshaven Imperial Shipyard, another prominent naval company within the empire to develop and design a more advance Battlecruiser.

 

The planned vessel would focus mainly on improving the gunnery systems as well as speed when in comparison to current models.

The Interplanetary States of America

With the expansion of the American Colonial program and the settlement of planets claimed by both the Commonwealth and the German Empire, President Long would recommend the expansion of the American Interplanetary Defense Force. Standing from a balcony attached to the Share the Wealth Building in San Francisco, Huey Long XXV announces the successful beginning of colonies on three separate moons. Two of the moons, orbiting Jupiter, were Dia and Lysithia while the third moon which orbited Saturn was Enceladus. The American Utopia

President Long and the current patriarch of the Kennedy Dynasty, Kellan Virol Kennedy both announce intentions to privately fund the development of industrial AI and robotics. The hope is to eliminate the need for manual labor. They spoke of a distant dream of a universal basic income, allowing Americans to live more comfortable lives while technology took over the future of production. Similarly, AI is improved in ships hoping to prevent human error as well as improving autopilot. On Phobos, capitalists are offered to test these new technologies with the be hope to not only improve colonial life but increase production.

 

Colonial Defense Systems

The military offers private contracts to companies who can begin to protect the fledgling colonies, promising to continue purchasing their technology upon Congress’s decision to consider these new colonies territories and provide them with formal funding. In addition to this, while not aiming to directly combat or prevent space piracy when it did not affect American interests, the Central Intelligence Agency would be put in charge of preventing pirates from raiding American interests.

 

The Interstellar Research Division

Throughout the United States, prominent engineers and scientists are recruited to join the Interstellar Research Division, or the IRD, which would specialize in researching new technologies from a variety of the United States’ interplanetary research bases. The Interstellar Research Division would be briefed and sworn to secrecy regarding Project Pegasus before becoming the lead on the project and taking over for the initial task force. President Long would personally order the settlement of the small moon of Prometheus on Saturn as one of the primary research base. Several hundred billion would be funneled into the development of a state of the art research base as well as defenses to ensure it’s protection.

President Long would formally announce colonial claims on the moons of Lysithia and Dia (Jupiter) as well as Enceladus (Saturn).

In theory, the money saved could then be used to provide a universal basic income to Americans who choose not to pursue a field of work. Those who help to invest in and produce these technologies are invited to research implementing this on the moon of Phobos with the hope to increase production levels and efficiency.

 

Artificial Intelligence for the piloting of spacecraft would also be developed, hoping to minimize human error and allow for autopilot so that space travel is more regulated and less prone to human failure.

 

The President would offer contracts to companies who would defend newly formed colonies using their technology, promising to continue using these technologies and to purchase them upon Congress’s support and financial backing of these colonies as territories.

 

The Central Intelligence Agency would work to prevent pirates from affecting American interests. They take little to no interest in their effect on foreign peoples.

 

The Interstellar Research Division is formed to take over and lead Project Pegasus, as well as being granted several hundred billion in order to build a state of the art research base on the moon of Prometheus (Saturn). Defenses would be prioritized to ensure the base is both kept secret and protected from intruders.

 

The United States of America would accept the offer for a trade deal with the USSR, as well as offering trade deals the French Empire, the Commonwealth. the Japanese Empire, and Nationalist China.

The Commonwealth

 

Led by her most Britannic  Majesty Queen Victoria II, by the Grace of God of the United Kingdom of Great Britain and Ireland Empress of India and of Her other Realms and Territories, Queen, Head of the Commonwealth, Defender of the Faith, Guardian of the Kuiper Belt, Duchess of Neptune and Jupiter, Queen of Pluto

 

Across the Empire billions of denizens toiled, lounged, or fought. What had once been an idealist world of black and white has turned to grey. Across the Sol System the elite of Great Britain made massive profits. The Outer Rim Trading Company alone was as rich and militarized as a minor power. Further in direct control from Parliament and Queen ensured at least some regulation. Who knew what those Outer Rim folk were doing.

 

Prime Minister Jawahar Kavi and his conservative party ruled from the hallowed grounds of Parliament on earth. Alongside them were various other parties, Outer Rim representatives, House of Lords, and far far more. Queen Victoria having reached her seventeenth year is now also coming into power in her own right. She is the gorgeous darling of the press, and a daughter in spirit to many. With her mother dead over five years ago, she had become the icon of a truly massive Empire.

This second Victorian age starts soon for the Commonwealth. On earth itself these incredibly powerful officials all meet and politic. And not just with each other, as it will soon be apparent. However for now more domestic policy begins to roll out of Earth, and into the Commonwealth system. Her main priorities were territorial matters, and the military. 

 

*The Commonwealth navy was truly the jewel of the entire Sol System. She had no equal, no true rival. Her armies though small were also a true Imperial force. However they were stretched thin, across an entire solar system. A renewed effort will begin to organize the Military wing. This will free up more Imperial Ground Forces to be able to deploy anywhere. For the navy a campaign continues to produce more patrol class vessels.

 

As for matters of territory, the Commonwealth and Outer Rim Trading Company have come to a unanimous conclusion. Not a single other nation had a grip, or even presence, on Neptune and Jupiter. With no colonial presence, and no System wide law in place to prevent it, the two planets and their moons, and nearby space, are proclaimed as sovereign Commonwealth territory. Permission must now be asked to settle or enter these planet’s space. The French Empire supports the claim, and is given settlement rights to the two planets moons as Queen Victoria's dowry

**In other matters the Commonwealth begins to take a mercantile and defensive posture. On mars for instance her Cities begin a renewed defense program. The citizens will be trained to act as reservist, and the armories increased. More kilometers of trench and barbed wire will be erected. Across the Empire the colonies and moons begin entrenching.

 

As well as that, a marriage is consummated this year. Queen Victoria seals the Anglo-French alliance by marrying a Bonaparte!

The Pirate Scourge

The sudden appearance of pirates presented the perfect opportunity, but also a great threat. It would allow the Soviets to test Kukov’s ambitious theories of flexible command; it would give the Soviets a chance to present themselves to the people of the world as a strong and renewed power. Immediately, Poliorcetes demands swift action. ‘I smoked out those partisans practically with my bare hands. With the Soviet Fleet behind me, these pirates had better learn to fear the same fate!’

 

Poliorcetes allows Marshal Kukov to use his ambitious theories against the Pirates. The streamlined command is put to the test. Ships and squadrons are encouraged to use the initiative and respond quickly should any pirates be caught attacking shipping. On all planets, defences are reinforced. Kukov also learns from the ‘sinking’ of the Minotaur. The USSR’s patrol vessels operate in squadrons, and their number of long range armaments are increased – anything to prevent the kind of close-range fist-fight that sealed the fate of the Minatour. 

 

In the meantime, Soviet military scientists are ordered to draw whatever conclusions they can from the Anglo-French blunders. What improvements in organisation, armament and practice could be made to make sure the same thing does not happen to the USSR?

 

But most important of all is the propaganda campaign. Propaganda seeps onto every planet and on every trade station; it blares on every loudspeaker and television in the USSR. Everywhere the USSR is portrayed as the guardian against piracy. Other nations had failed to protect or take responsibility. The USSR would not be among them. Kukov’s towering figure and status of the Hero of the Soviet Union is ever-more proclaimed.  Very publicly, any pirates captured alive suffer the most terrible execution or torture, or perhaps a lifetime sentence in the country’s very worst prison camps.

The Balkan Question

Poliorcetes attempts to build up Soviet control in the Balkans. The People’s Republics of Greece, Serbia, Rumania and Bulgaria are all visited by the Dictator himself, who promises considerable military and economic investment yet also security if they will bring themselves under the Soviet sphere of influence. 

 

’For too long have the Balkan nations been the mere playthings of imperial ambition; a stepping stone on the path to bloody conquest. The Soviet alliance will see the integrity and strength of these countries not only protected, but expanded.’

Reaction

Popov’s World Cup heroics are treated with enthusiasm in Moscow. Popov begins to bring through two star players who could become world class for Russia. The first is 18 year-old winger Ivan Lunyov, an electric winger from Minsk. The young man can beat his man and curl in a beautiful cross, and has a decent finish in him, too. The other is centre-back Petros Haroyan, an 6 foot 6 man-mountain from Armenia. Seen as a true working class hero, he captains the side at the young age of 21, and is hoped to be a leader for the next decade or so. This player is the voice of reason and leadership in the dressing room. He relishes the responsibility of the armband and Popov is happy to make the bold decision of conferring it.

 

Popov continues to attempt to build a style of play based on fast, pacey counter-attacks. Russia now prepare for the European Championships, which they feel to have a decent chance of winning.

Transportation Act

With the troubling news that many in the colonies seem unable to reach the court of Franz, Chancellor of the Protectorate, King Otto seems fit to decree that transportation costs are to be cut, making travel to the Royal Court easy and accessible for even the most common of men.  No longer should it be the case that they find themselves unable to travel, only able to work from dawn to dusk and dusk to dawn for their entire lives.

 

The Anti-Corruption Act

With the common man’s interests in mind, King Otto decrees that corruption within the upper ranks of society is to be punished more harshly than ever.  In addition to the standard fine, which could no doubt be paid off from the fruits of being in such a position, the offending party will also lose all lands, titles, and incomes, and be banished from the Protectorate.  All that is seized will be distributed amongst the people. Further, any man who sees corruption in his own life may take the time off to come to the Royal Court without issue. Not only will they be heard, but should their accusations be found to be true, they will be rewarded for their efforts.  However, if such is found to be false, they will be tried over the truthfulness of their actions, with a punishment to be determined on a case by case basis.

 

Of course, as the governors of Saturn are all law-abiding and respect the authority of King Otto, this act is just a deterrent against those criminals who believe they can openly flaunt the power granted to the King of Saxony by the Kaiser himself.  His Grace is certain that it will not come to that amongst his loyal governors, who surely have the best interests of their people in mind, in regulation with the command to shorten work days and raise wages.

 

Anti-Piracy Act

In recent times it seems that pirates have become increasingly flagrant in their attacks on good, law-abiding folk.  In the interests of the people, King Otto asks that the navy focus efforts on finding these men and their bases, so that they may be destroyed without remorse.

 

Further, King Otto recognizes that there may be such men in his own realm who have turned to such violence.  As such, he authorizes the creation of the Bureau of Investigation, with the goal of find those with links to foreign domains and powers, as well as those who may be engaging in piracy or terrorism.  Each man of this Bureau is to be personally vetted by both the King and his Chancellor Franz von Wettin, to ensure their loyalty and righteousness.

 

Should any be found guilty of piracy or aiding and abetting pirates, they will be sentenced to life imprisonment at minimum, unless they should be pardoned by the Crown of Saxony.  

 

To Protect the Colonizers

With word from the Kaiser that he wishes to colonize the areas around Jupiter, the Protectorate of Saturn reminds His Imperial Majesty that the King of Saxony is his servant, and should he wish any ships will be given up to him for the protection and defense of the colonizers.  In particular, he offers 5 Dreadnoughts, 4 Battle Cruisers, 20 Cruisers, 25 Light Cruisers, and 200 Destroyers.

 

The Colony of Elara

Further, the Protectorate offers aid and supplies to help ease the colonizers into their settlement.  Any available luxury not going to the Saturnate people will go to the Elarans.

 

Actions

A measure to increase transportation has been implemented- very unsubtly a means to get the common people to accept the court of the Chancellor.

 

An increased punishment on corruption is passed, specifically targeted at the governors who do not accept the centralization, implying that they will be under scrutiny if they do not comply.  However, ultimately it punishes corruption everywhere.

 

The Bureau of Investigation is founded, with its members being personally vetted by both Chancellor and King, with the intent of sniffing out piracy and collusion with pirates within the Protectorate.

 

Half the Protectorate’s fleet is to guard the colonizers on their way to Jupiter.  Further, aid and spare luxuries are offered to the Elaran colony.

Military Reforms 
Hiroki uses the wealth taken from the House of Oda to sponsor the military careers of a new generation of promising young officers from the minor nobility and middle class. Furthermore Hiroki’s reforms prioritize merit based promotion over noble background. To oversee these reforms the Shogun places his father-in-law, the veteran naval commander Isao Yamamoto as the new Minister of War. Having come from humble beginnings himself and earning his family’s noble titles through a long distinguished military career, made Isao both a living legend and a man uniquely qualified for the position. Joining the incoming class at the Imperial Japanese Naval Academy is Hiroki’s younger sister Akina Katou who has entered the Academy as a regular cadet and wishes to aid her brother by serving as an officer in the navy.

Anti-Piracy Campaign 
The Japanese Empire intends to ruthlessly protect it’s trade routes and merchant ships. Harsh punishments are put in place for captured and suspected pirates including torture, mutilation, and public execution. The Imperial Navy also formulates a plan to lead pirates into a trap. Leaking the manifestos of specific merchant ships to encourage pirates to attack them. In reality these ships are disguised naval vessels and as soon as the pirates begin their attack they quickly meet fierce resistance and shortly there after find themselves surrounded by the Navy. Hiroki also recognizes and somewhat admires the skill of some pirates and offers them a choice, serve the Japanese Empire as their privateers and be rewarded with estates as well as being allowed to keep the wealth they plunder from foreign vessels, or simply die in a public and very painful execution.

Actions 
Hiroki seeks to mediate the escalating conflict between Italy and the Turks. He proposes that the contested territory be placed under international control and that both Ottoman and Italian trade companies be given priority over the resources of their respective sectors.

With Japan and Germany formalizing their new alliance. Hiroki proposes a joint Scientific venture with both empires working  together in order to develop more efficient engines for their ships. The esteemed scientist and engineer Dr. Nobu Takahashi, a well respected member of the scientific community, is sent by Hiroki to Head the Japanese effort in the project.

The Japanese Empire accepts the Defensive Alliance with Nationalist China. An Officer’s exchange program is also proposed between the two nations.
