We the constituents of man, sign the Pax Orenia, Peace among Men, confirming our attitude of mutual respect, and desire for sustained peace between our nations. We recognize that mankind is strongest in its unified form, and that is when our species is most prosperous. We also recognize that our species is divided. Without Horen, we have yet to recognize a mutual sovereign. We therefore commit to maintaining peace, unity, and human sovereignty, without aggression between our realms. We, the signatories, the mutually recognized monarchs of mankind, uphold this pact.

 

We are guided to correct the dynamic of corrupted power, which disrupted our species’ unanimity. The crown became the subject of greed, rather than the symbol of our unity, and thus our pride brought our downfall. But as mankind's unity did falter, as war tore us asunder, as brother killed brother, we began to remember. We remember the uncontested supremacy of a united humanity. And now, in peace, we strive to restore and maintain our union. We sign the Pax Orenia, Peace among Men, and commit to abide by and uphold the following terms.

 

We as the Regency Privy Council of Godfrey III on behalf of the Holy Orenian Empire, King Pierce of the House of Devereux on behalf of Curonia, Serene Prince Ide Haraccus on behalf of Ves (together the “Participating Signatories”) , Archduke Edward of the House of Suffolk on behalf of the Archduchy of Suffonia and Duchess Asria of the House of Nasrid on behalf of Cresonia (together the “Observing Signatories” and Participating Signatories and Observing Signatories together will be defined as the “Signatories” and each a “Signatory”) sign the Pax Orenia, Peace among Men, and commit to abide by and uphold the following terms.

ARTICLE I - The Signatories shall enforce a strict policy of non-aggression, under all circumstances. This non aggression shall extend to mercenaries under the employ of the signatories.

 

ARTICLE II - The Signatories shall defend one another if aggressed upon, with nothing less than the full extent of their military and political authority and power, regardless of any pacts or alliances signed or made prior to this date hereof.

 

ARTICLE III - The Signatories recognize and agree to uphold the sovereignty of each Signatory over their respective domains.  No Signatory party will encroach upon, threaten, undermine or subvert the sovereignty of any Signatory.

 

ARTICLE IV - The Signatories recognize the borders outlined in the map provided within this pact, and agree that they shall not expand into the territory of the other Signatories.

 

ARTICLE V - A policy of free trade and travel shall be enacted between the Signatories. No customs shall be applied to any exchange between the any Signatory. The citizens of each Signatory shall be permitted to freely and safely travel within the borders of any Signatory.

 

ARTICLE VI - The Signatories shall deliver to justice to any party charged with or convicted of any crime by either Signatory. The surrender shall only take place upon evidence of criminality according to the laws of the territory the criminal is found. This extradition may only take place if the facts of the crime would justify his commitment for trial if the crime or offense had been committed in the territory where they are apprehended.

 

ARTICLE VII - The Canonist faith shall be universally recognized by all Signatories as the proper and true religion of the realms, with the Canonist Church as its safeguard and Supreme Pontiff as its head. The implementation, and enforcement of religious laws by the secular authorities shall be the sovereign determination of a Signatory, and it shall go uninfringed. The Signatories shall uphold the unity of the Canonist Church, and protect the liberty of the other Signatories to implement their own religious laws, including but not limited to laws permitting religious tolerance and practice of other religions, with nothing less than the full extent of their military and political authority and power.

 

ARTICLE VIII - The Participating Signatories agree not to engage in offensive war without first gaining the support of all Participating Signatories. In the event that an offensive war becomes necessary, the Participating Signatories may appoint via unanimous consent a wartime Imperator, who shall lead the combined forces of all Signatories, and conduct diplomacy on their behalf. Upon the appointment of an Imperator, this pact shall ascend into full temporary military alliance for the duration of the war. The tenure of the Imperator shall terminate immediately and automatically at the end of the war.

 

ARTICLE IX - The Signatories shall sign no military alliances, offensive or defensive, nor non aggression pacts. Rather, A Participating Signatory, provided the mutual consent of each of the Participating Signatories, may sign an agreement on behalf of the Pax Orenia.

 

ARTICLE X - The only empire that shall exist shall be the Holy Orenian Empire, whose emperor shall be recognized by the Signatories to be Godfrey II or his legal successors. Although Godfrey shall be the only emperor, the Empire and other Signatories shall recognize the right for states to exist as sovereign and independent entities within the Pax Orenia. The Empire recognises the sovereignty and independence of all other Signatory states, the Signatory states remaining independent political entities. No Signatory party will encroach upon, threaten, undermine or subvert the sovereignty of any Signatory nation.

 

ARTICLE XI - The Signatories recognize that for a sovereign state to receive protection and recognition under the Pax Orenia, they must first demonstrate a rally befitting their supposed noble status. The requirements shall be five hundred men for a barony, thousand for a county, fifteen hundred for a duchy, and four thousand for a Kingdom, Principality, Archduchy or Grand Duchy. Additionally, each of the Participating Signatories must approve a sovereign states entry into the Pax Orenia. Entry into the Pax Orenia is limited to human states, and those states shall be considered observing members.

 

ARTICLE XII - The purpose of this pact being peace and unity between the sovereign constituents of mankind, the Signatories condemn the nonparticipation of external human states concerning this treaty and encourage them to act as future Signatories.

 

ARTICLE XIII - In the event that one of the Signatories descends into civil conflict, no outside force, including mercenaries, bandits, or other Signatories, unless they have an agreement signed prior to the formation of Pax Orenia, may involve themselves  militarily, politically, or economically in the conflict. Agreements signed prior to the pax Orenia shall only be valid if the nation or entity considered, exists within the domain of the Pax Orenia during the existence of such conflict.

 

ARTICLE XIV - If a Signatory is found to be in violation of this pact, all articles shall remain in effect, so long as sincere diplomatic efforts are taken to peacefully resolve the dispute, according to the aforementioned articles.

 

ARTICLE XV - If under any circumstance, a Signatory no longer holds their respective office, their legal successor assuming the said office according to local laws and customs, shall continue to uphold all articles of this agreement.

 

ARTICLE XVI - Pursuant to this treaty, qualified citizens may only engage in the government, court system and subsequent political sphere of another party state following the mutual written assent of legal representatives of concerning Signatories, this engagement including but not limited to the filing of legal suits or claims for relief, holding public office, running for election for and the campaigning of the office thereof.

 

ARTICLE XVI.I This includes foreign nationals who live permanently outside of their place of nationality, or are stationed in another Signatory state for temporary business or vacation, and those foreign nationals who are citizens in the process of naturalisation.  

 

ARTICLE XVI.II If there is knowledge and acknowledgement of unauthorised intraparty government appointment of foreign nationals of your state or within your state, with the commission of the invalidation and holding of the office occurring after this treaty, this clause is rendered invalidated.

 

ARTICLE XVII - No person shall be tried before a court for a crime that has already been judged by the court of another Signatory, unless the proceedings in court were decided by at least three Signatories to not be conducted with impartiality, due process of law or decided to have been conducted in a manner which was inconsistent with the intent of good faith to bring a person to justice. 

 

ARTICLE XVIII - No Signatory shall be liable for conduct prior to this treaty entering into force.

 

ARTICLE XIX  - Military commanders or persons effectively acting as military commanders of Signatories shall be held responsible by all Signatoriesfor crimes committed by forces under his or her effective command, control or authority.  

 

ARTICLE XX -  Citizens of Signatories who are not represented in any third-party state by diplomatic or consular means, will be entitled to the protection of the diplomatic or consular authorities of any other Signatory.

 

ARTICLE XXI - Signatory states of the Pax Orenia shall not be liable for the commitments or actions of governments of any other Signatory.

 

ARTICLE XXII - If a Signatory has claims to for engaging military action against another Signatory, the dispute must be first brought before the attention of other Signatories and a Council of Arbitration consisting of representatives of each Signatory must be formed to solve the issue. If a Signatory does take military action before bringing the dispute to the attention of the Council of Arbitration, the other Signatories will condemn the said actions.

 

ARTICLE XXIII - All parties agree to the establishment of the AFAN (Arcas Football Association of Nations) and the establishment of the Arcas Football World Cup, which shall be held every 4th year, following a system determined by the AFAN.

 

ARTICLE XXIV - Principality of Ves, The Holy Orenian Empire, the Duchy of Cresonia and Archduchy of Suffonia shall be allowed to own or have one port in their respective territories, which may be large enough to contain two warships as defined in Article XXIV.II. The Principality of Ves, The Holy Orenian Empire may own, construct, purchase, operate, commission, harbour or employ no more than two warships at any given time while the Archduchy of Suffonia and Duchy of Cresonia may own, construct, purchase, operate, commission, harbour or employ, no more than one warships at any given time.

 

ARTICLE XXIV.I - The warships of the Signatories may enter the sovereign seas of House Devereux, only upon achieving prior ratification from the King of Curonia, who shall be recognized as the Lord and Warden of the Waves, supreme authority over the Arcasian seas. The Kingdom of Curonia may at any given time operate a maximum of five warships, or the same number of warships as collectively held and operated between the Holy Orenian Empire, Duchy of Cresonia, and the Principality of Ves. The Curonian warships may trace freely throughout the Devereux seas, so long as they remain a minimum of 100 blocks from the coastline of Principality of Ves, the Holy Orenian Empire and Archduchy of Suffonia, and the Duchy of Cresonia. No warship other than those owned and operated by the Holy Orenian Empire, Kingdom of Curonia, Archduchy of Suffonia, Duchy of Cresonia and Principality of Ves may enter the Devereux seas without unanimous consent from the Participating Signatories. The Signatories may build more vessels than provided herein if they receive unanimous consent from the Participating Signatories.

 

ARTICLE XXIV.II - A warship shall be defined as a ship greater than twenty-five meters in length or height, a ship capable of transporting soldiers, or a ship with the capacity to be outfitted with weapons of war (trebuchets, rams, etcetera).

 

ARTICLE XXV - At intervals of four years following the signing of this agreement a council of Signatories may be called by any Participating Signatory, to which each Participating Signatory must send a representative to an agreed upon location. At the council, provided unanimous consent by the Participating Signatories, amendments and articles may be added to the agreement. Articles and amendments added in this fashion may not alter, erase, or revise the articles initially signed into effect with the creation of Pax Orenia. No Signatory may employ duress or threat in order to encourage ratification of a new article or amendment, and if such strategies are found to be employed, the articles in question shall be terminated immediately and automatically.

 

ARTICLE XXVI - The Participating Signatories shall be considered at the time of the signing of Pax Orenia, to be limited to the King of Curonia, the Emperor of Oren, and the Prince of Ves. The Pax Orenia shall enter into effect when and if each of the three Participating Signatories or their legal representatives (i.e the Crown Prince of the Holy Orenian Empire) have affixed their signatures to the pact. Upon achieving the three signatures, the Pax Orenia shall immediately enter into effect. 


ARTICLE XXVII - The Observing Signatories of the Pax Orenia shall be limited at its initial implementation to the Archduchy of Suffonia and Duchy of Cresonia. The heads of the Archduchy of Suffonia and Duchy of Cresonia may enter into the Pax, at its initial implementation, without receiving consensus from the Participating Signatories. All Observing Signatories joining after the initial implementation of the Pax Orenia shall require consensus of the Participating Signatories, according to article XI, and the terms described therein. The Observing Signatories shall be afforded all of the rights, protections, and obligations guaranteed in this pact.
