The following notice would be personally delivered to every household within the walls of Lareh’thilln. Additionally it would be found posted in various nooks and crannies throughout the city.

CITIZENSHIP IN LAREH’THILLN

13th of Snow’s Maiden, 1730

 

In light of the recent shortcomings of my predecessor, I have taken it upon myself to redefine the measures required to obtain citizenship in the blessed bastion that is elcihi Lareh’thilln - the shining jewel of the silver state of Haelun’or. Our city has been plagued recently by an influx of liberals, thus I feel the necessity to reintroduce tiered citizenship. 

The definitions of the tiers can be found below, along with a Citizen’s form. Every mali residing within elcihi must fill out said form within an Elven week - otherwise they shall be assumed dead, or missing, and will face swift eviction.

First Class Citizenship

First class citizenship shall be reserved for mali’thill and those of other races who have proved themselves to be valuable contributors to Haelun’or for a minimum period of 5 elven weeks - albeit some privileges shall still be reserved for mali’thill. First class citizens must donate one tome to the Eternal Library before obtaining citizen’s rights. First class citizens must have an elementary understanding of the Elven tongue and must prove themselves as supporters of the mali’thill ideals (Maehr’sae Hiylun’ehya)

 

First Class Citizens have the following rights;

- First class citizens may possess a state-approved laboratory if available

- First class citizens may be granted unsupervised access to the Eternal Library

- First class citizens have the right to a proper home

- First class citizens have the right to a prompt and fair trials - no matter the accusation

- First class citizens have the right to own and operate a booth in the trade district

- Mali’thill first class citizens may serve as a parir’tir if called upon

- Mali’thill first class citizens have the right to declare self-candidacy for an open position on the Silver Council.    

 

Second Class Citizenship

Second class citizenship shall be granted to lesser races who desire solace within the walls of Lareh’thilln and mali’ata who are currently on the path of purity and actively working towards reformation. Second class citizens must donate a tome to the Eternal Library before recieiving citizen’s rights - additionally, second class citizens must actively contribute to elcihi in the form of additional tomes or skills for the entirety of their tenure. Individuals who fail to provide proof of their contributions once every four Elven weeks shall have their citizen’s rights removed. Second class citizens must have an elementary understanding of the Elven tongue and must prove themselves as supporters of the mali’thill ideals (Maehr’sae Hiylun’ehya)

 

Second Class Citizens have the following rights:

- Second Class Citizens have the right to bring grievances to the Council.

- Second Class Citizens have the right to operate a business within the Trade District

- Second Class Citizens have the right to a prompt, lawful trial (The Obvious Laws exempt).                        

- Second Class Citizens have the right to a proper home if available within the limits of the Lower District.

Uppori Visaj would take one of the forms, writing her information gingerly with a sharp quill. She dipped her quill in her jar of ink, leaving it idle to conclude her finished writing, sighing a bit to herself. Uppori folded the letter neatly in three, placing it in a rather elegant piece of envelope. She concluded her citizenship application with a large stamp of the Visaj seal, forcing the letter shut. Uppori handed in the envelope to the nearest ‘thill representative, nodding in approval to this new system.

Caestella Elibar’acal fills out the form for her Talonnii. She would stamp each of her forms with a wax press of a golden owl. She took a deep breath as she noted her husband as, ‘missing.’ She put the form in an envelope and walked outside of her home to drop it off in her sister’s mailbox. “Well my lari’onn has come up with an excellent system for dictating the citizenship. I am proud of her.” The Elibar’acal said to her lab assistant.

Sulraell took one of the forms and filled it out  “I g-guess sleeping o-outside counts for b-being a citizen...” he mumbled folding the paper up and delivering it to the nearest mailbox

Ayliana Maehr’tehral happily fills out the form as all blessed citizens of the silver state should. “Maehr’sae Hiylun’ehya!” She exclaimed, the council member going to tend to her plants.

Finnen takes the form from the nearest attendant, assuring them her sister will be here shortly. She takes the paper and quill in a rush and fills it out. Her eyes dreary and body over worn, its slightly illegible but she hands it in. Making a remark about how she loved the new system and then walking away.

Alys follows closely behind her sister. She takes the pen and parchment and with the utmost elegance fills out the form, as she admires the idea that lowlife scum are finally being weeded out of the pure city. As she has a flashback to the sea urchin scum a shiver goes down her spine. She hands over the paper with a smile thinking to herself “Maybe now I can try out some of my new experiment ideas”.
