The Skyrim civil war rages on across the provinces. The Holds of Riften, Winterhold and Windhelm have all risen in revolt lead by Ulfric StormCloak. The rebellion could have ended at Helgen, if it wasn’t for the appearance of a dragon. Both sides remained locked in a stalemate, with most of the Empires troops on the border of the Dominion few legions have been sent to crush the Stormcloaks. Only by the leadership of General Tulius has the Empire halted the Stormcloaks.  One side must act if they hope to turn the tide of this war.

 

Morrowind lay in ruins, the once proud Dark Elves are now refugees spread across Tamriel. Only a few Houses remain within Morrowind, and it was only by the heroic efforts of House Redoran that the Argonian invasion was halted. Can the Dunmer people rebuild or will they fall as so many before them. 

 

Following the events of Helgen rumors of a new Dragonborn have traveled, it's said he was called to train with the greybeards. Could this really be the end times, has Alduin the world eater returned?

King Ennis walks into the throne room in the Sentinel, it's been 20 years since peace was restored and the country becoming more prosperous. The Forebears have greatly advance in cultural, religious and military power since the first civil war.

Soon after few hours has passed the council has ended with everyone being put to work to improve the country. With messengers being dispatch to the neighboring and afar kingdoms.

With most being sent for trade agreements, others for diplomatic cooperation and goodwill.

However these things do not work as well as the forebears had hoped has nearly 20 years ago the corsairs have over run the city of wayrest using the city as a base to raid and plunder the countryside and most importantly the sea. To many time ships bound for hammerfell or high rock has fell to their ill gain motive.

With the Mage academy encouraged to improve their skills in destructive magic, King Ennis also encourage the mages that if any break through in knowledge or ideas for magic in combat or otherwise would be welcomed a will be rewarded if such vast improvement is made.

Atuba patrolled his city with a grin upon his face. Peering at one of the forge-wives, a lumberjack, carpenters, and the many others that fill this grand stronghold. He, of course, was grinning because this was his stronghold. He was the chieftain of the greatest stronghold in all of Talrien so of course he had pride.

 

The chieftain wasn’t bad at ruling either, as he had kept trade and contact with other strongholds. Even the ones a good distance into Skyrim. Sending some of his spawn to be wives of the chieftains, just as they did for him.

 

Speaking of which a few of his spawn were of age to be sent. And thus he began looking for possible suitors via the vague network of trade that had been formed between strongholds.

 

Trade between strongholds was common enough, though it seemed the Forebears wanted some of this trade as well. They sent a messenger but he was immediately turned away, as none non-orsimer are allowed within the stronghold’s walls. Instead an orcish messenger of Atuba’s own is sent as an escort for the Forebear.

Typical Happenings


Many spawns of the chieftains look for adventure outside the camp, as many have done before. Not only this but elderly orcs seek honorable deaths in battle. Since the Empire has gained recognition as being kind to orsimer, many who leave draft themselves into the Imperial [Empire] legion.

The Reigns of Power

 

Titus Mede II is an old man.

 

Still a respected leader in most of the Empire for his leadership at the Battle of the Red Ring, Titus Mede II is nevertheless an old man. Now, he begins to pass on the reigns of power to his children. His grandson and heir, Lucius Sempronius Longus Nero Mede, has already distinguished himself in the Civil War in Skyrim, notably saving General Tullius’ life at Helgen, and is respected and feared by the Stormcloaks for his courage, brilliance and honourable nature, showing an unusual clemency in war. 

 

Titus II had hoped to recall his heir to the Imperial City to accept a co-Emperor role, but the incredible appearance of Dragons in Skyrim, as well as the resurgence of the Stormcloak menace, forces the Emperor to keep his eldest grandson there. To reinforce him, he dispatches two half-strength Legions, the XIII and the XIV, deciding to bank on a quick victory in Skyrim. In addition, one light cavalry Ala (A unit of 500 men under a Prefect) and one heavy cavalry (to a total of a thousand) are sent to get to Skyrim as quickly as possible. These are put under the command of Tullius. Whilst the Legions arrive, Lucius is sent to raise locals to augment their strength. As part of the upcoming Titian Reforms (See below), Lucius, using his typical charm offensive and respect among the locals, tries to raise up enough Nords to fill these Legions up when they arrive. And, which is more, as part of the Reforms, the locals are given full and equal status as Legionaries. Lucius makes sure to recruit officers either from veteran rankers, or local, respected Thanes. It is made abundantly clear that these Nord local troops are equal citizens and subjects, and therefore that they are not auxiliaries, but full Legionaries: this is an effort of the entire Empire against a criminal and terrorist element; Lucius even becoming known as ‘one of our own’ among the Nords due to his proposal to marry Nordic stock (see below) and adopt Nordic customs in his household. If he can recruit even more troops than this, all to the good, and a new Legion or half-Legion will be formed from these. 

 

Meanwhile, to further augment local recruitment, the Nords are promised a pension for military service including a sizeable plot of land, basically raising them greatly in status and wealth after the end of their military service. This is hoped to induce many of the urban and rural poor to sign up; tough men who will fight for their own patch. 

 

With Lucius’ absence in Skyrim, the reigns of power are instead delegated to the other relatives of Titus Mede II. In particular, the very young Numerius Mede is noted for an incredible ability like unto his elder brother Lucius, and is therefore seen with Titus on public business. He, in particular, plays a prominent role in the new Titan Reforms. 

 

The Titian Reforms

 

Whilst the Legions performed admirably in the latter stage of the Great War, it is clear that the Thalmor practically steamrolled them within a short time in the wars’ early stages, leading to many debacles that threatened the very survival of the Empire itself. The Empire needs more soldiers on the frontier, but more soldiers alone cannot address the numerous flaws that allowed the Thalmor to waltz the frontier without a hassle. Titus convenes a military commission, comprising veteran scouts, mages and soldiers, as well as his own grandson Numerius, to examine the Thalmor frontier and the state of the Legions in general.

 

Their conclusion could not be clearer.

 

The Imperial Legion is still using a system which dates back to the Oblivion Crisis. A system that will work no longer and is not adapted at all to the present circumstances – instead, it is for a time when the Legion was more the police force of an hegemonic power, rather than a unit made for the defence in depth of a long frontier. Whilst Titus Mede II has been able to effect some change, a more comprehensive and systematic change is needed:

 

i)The Legion must adopt a true defence-in-depth strategy in order to cause maximum damage to the Thalmor. It was once said by the great Arena champion, Gaiden Shinji, that if a man defends everywhere, he will everywhere be weak. Thus, instead of the legionary heavy infantry being ineffectually strewn across the frontier like a rash of bacon, a much better system must be devised. This system becomes known as the Limes system. The Legions will no longer be at the frontier directly, but instead be stationed in large armies at the major cities. At the frontier, Limitatenses, or hardened local militias, are created and stationed. These are promised sizeable portions of land (instead of money, which the Empire lacks in) in return for their military service, making these troops semi-professional. A sophisticated alert system is created on the frontier, in order to allow the Legions to rush into action should a sizeable Thalmor army be detected. Lucius Nero sends a local Solitude hero, Noster Eagle-Eye, raising him to the rank of Camp Prefect, in order to advise this system.

Noster Eagle-Eye, a veteran of the Great War reduced to begging, is given a very senior role in the new scouting reforms, after Lucius tipped off the Military Commission about him. He is, in a stroke, raised form poverty to defacto Senatorial rank...

 

ii)On the tactical level, there must be changes. Recognising the Elven superiority in archery, the legionaries must increase their own firepower. Both the Limitatenses and Legionaries are given this in the form of deadly throwing darts and slings. The sling, used with lead bullets, is incredibly portable and also hide-able, and can also prove very effective any lightly-armoured mages and skirmishers. Incredibly, Imperial intelligence attempts to keep the Thalmor entirely unaware of this development, so that the Thalmor think the Imperials completely incapable in ranged warfare, and giving the Thalmor a nasty surprise in battle. Fake dispatches are ‘leaked’ that only the Limes troops will be trained with the sling, and on the immediate frontier those few units still training with bows are kept...

 

iii)Additionally, lessons are drawn from the Battle of Red Ring. In a single stroke, unparalleled in military history, the Imperials were able to totally crush a superior Thalmor army. This kind of success must be repeated. Thus, whilst the Limitatenses continue to train in solid and effective shield-wall tactics, the Legionaries are trained in a new kind of warfare. This is called Manipular warfare. Pairs of centuries are merged into new units called Maniples that alternate in the line, creating an highly flexible chessboard shape that allows for flanking and manoeuvring. Each Maniple is self-sufficient: with its own senior centurion, a troop of mages, and missile weapons in the form of darts and sling. This reform is supposed to vastly increase the battlefield flexibility of imperial troops: no longer being reliant on support from their Cohort or Legion, imperial field armies can now manoeuvre their heavy infantry.

iv)Behind the Limes, guerrilla warfare is embraced. Lessons are learnt from the stalwart Argonian and other guerrilla forces in recent history.  The Imperials attempt to turn a disadvantage into an advantage. The relative poverty of the Imperial Treasury has meant the granting of land in the depopulated frontier lands of the Empire, as opposed to good wages or money-based pensions. But this can surely only be a great hindrance for the Thalmor. For as soon as the Limes are overcome, the enemy will find themselves in a country utterly swarming with military veterans who are respected in the area and own a great deal of land. This means the Thalmor will constantly have to leave a vast trail of troops in order to maintain control, meaning that the further they go into imperial territory, the much weaker they will become. 

 

v)Among these new units granted land are the new heavy cavalry – almost resembling feudal knights, granted land in return for military service. Young families are granted land in these new frontier territories if they will submit to rigorous military training, and buy the heaviest horses and armour possible to act as shock cavalry. These new units are formed up, and called Cataphracts or Super-Equites.

These reforms are set to take place over the next few years. It is hoped the frontier and Cyrodill armies shall be reformed very quickly, with Skyrim and other provinces’ armies being later attended to. The Military Commission will continue to sit on these matters until the Reforms are complete.

Diplomatic Affairs

 

-Proposals from the FOREBEARS for trade are swiftly and graciously accepted. Ennis is offered the honourary rank of Proconsul – a clear recognition of the Empire’s intentions of friendship, as well as recognition of the independence and territorial integrity of Hammerfell. 

-The Emperor sends an official letter of thanks to the Orsinium for their military backing of the Empire. These new troops are quickly integrated into the new Reformed military system: they are formed into a new, elite, shock-troop Legion that takes its place behind the Limes. Like the other troops, they are again given the more feudal reward of pensions.

-In Skyrim, with battle fast approaching, WHITERUN is offered a marriage or betrothal to the imperial family. This idea originates with Lucius, who proposes to marry one of the Jarl’s daughters. This is presented as a win-win, for by it Lucius wins favour with the Nords and is shown as genuine in his attempt to ‘go native,’ but a deal in which Whiterun gets by far the better side, since such a close marriage between the heir of the Empire and the daughter of a Jarl would vastly enhance the Jarl’s prestige. It would also leave no doubt as to the Jarl’s allegiance in the war.

-Also in Skyrim, Jarl Elisif is officially proclaimed ‘Queen-Regent’ of Skyrim. This is a clear statement of the Empire’s position. King Torryg was murdered by an illegitimate regicide, and therefore Elisif is reasonably Regent until the Moot. At the Moot, a new king  or queen should be elected – excepting Ulfric and his supporters, who have committed treason not only against their Emperor, but, it is stressed, against the Kingdom of Skyrim herself. Therefore they are not true sons of Skyrim, but traitors to her. 

-Further to this, Queen-Regent Elisif , the usually mild-mannered widow, ‘accidentally’ slips that the Stormcloaks are actually helping the Thalmor, by weakening the only credible bulwark against it. It was only the courage of Nord troopers that allowed for the imperial victory at the Red Ring; therefore a weakened and divided Empire cannot hope to have anything like the same chance of resisting them a second time. If the Thalmor ask the Empire to apologise for this outrageous outburst, no comment is given, except that the Empire is not responsible for what the Regent of Skyrim says...This is done to subtly hint to the Nords the Emperor’s long-term goal of defeating the Thalmor and restoring Talos worship. Private Talos worship is also ‘overlooked’ or ‘missed’ by imperial officers. 

 

ACTIONS

-Lucius Mede raises up (at least) two-half Legions in Skyrim to complement the two half-legion already being sent there. 

-Lucius, already respected even by many Stormcloaks for his heroism in the war, attempts to ‘go native’ by his marriage to local Nordic stock and adoption of Nordic customs.

-The reigns of power are increasingly taken over by Titus II’s relatives.

-Nord troops are promised healthy land-based pensions for military service.

-A sweeping set of military reforms is set in motion by the Military Commission at the Imperial City, totally changing the manner of frontier defence and adapting the Empire to modern war. These reforms are 

-Forebear trade agreement accepted.

-Close marriage proposal with Whiterun.

-Imperial position in Skyrim clarified by declaration of Regency.

-Not-so-subtle slip by Elisif of what is already known but cannot be said: imperial ambitions to resist the Thalmor in the long-term.

Upon Ulfric killing the High King of Skyrim and it turning into civil war, Jarl Ulfric, would be supported by Winterhold and Riften. As Ulfric slowly gains support he and his Stormcloak General, Galmar Stone-fist, heads into the war room upon his return from escaping Helgan beginning to make ready for war. As they sat within the war room looking they turn their eye towards Whiterun as they struggle with nudging them to join the great cause of Skyrim independence from the Imperial dogs.

Galmar: "Balgruuf won't give us a straight answer."


Ulfric: "He's a true Nord. He'll come around."


Galmar: "Don't be so sure of that. We've intercepted couriers from Solitude. The Empire's putting a great deal of pressure on Whiterun."


Ulfric: "And what would you have me do?"


Galmar: "If he's not with us, he's against us."


Ulfric: "He knows that. They all know that."


Galmar: "How long are you going to wait?"


Ulfric: "You think I need to send Balgruuf a stronger message."


Galmar: "If by message you mean shoving a sword through his gullet."


Ulfric: "Taking his city and leaving him in disgrace would make a more powerful statement, don't you think?"


Galmar: "So we're ready to start this war in earnest then?"


Ulfric: "Soon."


Galmar: "I still say you should take them all out like you did Deadking Torygg."


Ulfric: "Torygg was merely a message to the other Jarls. Whoever we replace them with will need the support of our armies."


Galmar: "We're ready when you are."


Ulfric: "Things hinge on Whiterun. If we can take the city without bloodshed all the better. But if not..."


Galmar: "The people are behind you."


Ulfric: "Many I fear still need convincing."


Galmar: "Then let them die with their false kings."


Ulfric: "We've been soldiers a long time. We know the price of freedom. The people are still weighing things in their hearts."


Galmar: "What's left of Skyrim to wager?"


Ulfric: "They have families to think of."


Galmar: "How many of their sons and daughters follow your banner? We are their families."


Ulfric: "Well put, friend. Tell me, Galmar, why do you fight for me?"


Galmar: "I'd follow you into the depths of Oblivion, you know that."


Ulfric: "Yes, but why do you fight? If not for me, what then?"


Galmar: "I'll die before elves dictate the fates of men. Are we not one in this?"

After the conversation in the war room, Ulfric began to make his way to his throne as Galmar followed behind him. The Jarl then took his seat turing his attention to Galmar.

 

Ulfric: "I fight for the men I've held in my arms, dying on foreign soil. I fight for their wives and children, whose names I heard whispered in their last breaths. I fight for we few who did come home, only to find our country full of strangers wearing familiar faces. I fight for my people impoverished to pay the debts of an Empire too weak to rule them, yet brands them criminals for wanting to rule themselves! I fight so that all the fighting I've already done hasn't been for anything. I fight... because I must."

 

Galmar: "Your words give voice to what we all feel, Ulfric. And that's why you will be High King. But the day words are enough, will be the day when soldiers like us are no longer needed."

 

Ulfric: "I would gladly retire from the world were such a day to dawn."

 

Galmar: "Aye. But in the meantime, we have a war to plan."

After a long time since Jarl Ulfric sent the axe to Whiterun, he’d later hear that Jarl Balgruuf had returned the axe he had given him in order to give him a chance for no Nordic blood to be shed. Jarl Ulfric began to become furious with the weak Jarl’s decision as he’d call for his General, Galmar, to the war room to inform him of the news.

Ulfric: "You were right Galmar."


Galmar: "Again?"


Ulfric: "I'm in no mood to joke."


Galmar: "Give the word, my lord, and we see that Whiterun is yours."


Ulfric: "Whiterun is only a means to an end."


Galmar: "I've toured our camp. We're ready, Ulfric... Whenever you are."


Ulfric: "Is any man ever ready to give the order that will mean the deaths of many."


Galmar: "No. But neither is every man able to give that order when he must. But you are that man, Ulfric. You've been that man before, and you'll be him again. And these men and women - they call themselves Stormcloaks because they believe in you... They're the meanest, toughest bunch Skyrim has to offer. And they want this. They want this as much as you do. Perhaps they want it more."


Ulfric: "You're certain we're ready to do this? Whiterun's army will no doubt be bolstered with Legionnares if they do decide to. And those walls around Whiterun are old, but they still stand."


Galmar: "We're ready. And I might be old myself, but I'll kick them walls down with my bare feet! - if you would only ask me to do it!"


Ulfric: "And I'm sure you could do it, too. Alright. This is it."


Galmar: "Yes!”


Ulfric: "Send the word. A new day is dawning and the sun rises over Whiterun."


Galmar: "Aye, and the sons of Skyrim will greet that dawn teeth and swords flashing."


Ulfric: "So it begins."

Actions:

- An axe is sent to Jarl Balgruuf of Whiterun to hear a response though as the response was answered and it being war, the Stormcloaks made camp outside of Whiterun constructing siege equipment as they prepare for battle.

- Galmar is sent to rejoin the Stormcloak army

- Windhelm forges continue to construct weapons and armor for the war effort as well as working with food supplies

- Trade begins between Windhelm, Winterhold, and Riften.

- Stormcloak navy fully begins construction

- Due to much need of materials for the smithy and leatherworking. Farmers increase their work in food production as well as leather. The Miners increase work on obtaining more Iron and Steel for the smithy as well as to obtain gold if founded.

Tribes of Blackmarsh

 

 

 

As the new High Chief is sworn in, a vow is made to the argonian people. No longer will Blackmarsh and the Argonian people be servants of foreign nations and races. Only the argonians will rule the lush and dense swamps of Blackmarsh. Jakor promises glory and prosperity for the Argonian people, vowing to keep and fight for this promise until his final breath. With the recent addition of Southern Morrowind from the Dark Elves, unrest must have been forseen, as for centuries the Dunmer terrorized and brutalized the Argonians, enslaving entire tribes and villages. Now the tables have turned, as his first decree, the new Highchief orders the expulsion of Dunmer living within Argonian territory, any who resist will either be enslaved or executed. Resettling the area with Argonians. Following this decree, the High Chief would begin to restructure the region, centralizing and bringing more control to the crown. Citing that in order to protect the Argonian people from foreign invaders, they must first unify as one. Proposing the creation of the Kingdom of Argonia, with all of the major tribal chiefs being summoned to the City of Helstrom. Jakor is willing to negotiate and debate on the status of all the major tribes within Blackmarsh.

 

 

Meanwhile, as the other tribal chiefs begin their travels to Helstrom, the argonian people must modernize in order to stay on par with the Dunmer and other threats that Blackmarsh must face. Work begins on modernizing the cities of Blackmarsh, transforming them from dirty mud huts into large stone structures. Reminiscent of those from the ancient argonians. Coin would be funneled into the refurbishment of the cities of Helstrom, Stormhold, Stonewastes, Lilmoth and Tear.

 

Along with the modernizations of the cites, more troops will be needed to protect these cities. A decree is issued all throughout Blackmarsh summoning over 10,000 able-bodied men and women to report to Helstrom to begin training. As well as the contruction of armor and weapons for this many new recruits. Forming two new armies that will be the backbone of the Argonian military.

It has been two years since King Chrannel inherited the throne from his father who in turn took it from his father before him. The kingdom enjoyed a brief pause of stability with the end of the war. The merchant guilds  now enjoyed free passage through the waters with the absence of Aldmari ships, allowing for the several profitable businesses to prosper. While all across Tamriel brother turned against borther, and the spilling of blood renewed only after having fought a Great War among the continental powers, Daggerfall remains a beacon of liberty and coexistance, for especially, Bretons, Redguards, and Orcs. The metropolitan settlement preserved the basis of its foundation. All are equal in this land, and are

not judged by their race.

 

 

THE WAR ON SCHOOMA 

Yet there remains a plathora wrong with its peoples. The notorious Daggerfall schooma trade is crippling the local economy, yet it brought hefty profits from consumers all around Tamriel. This issue would be addressed foremost. The army shall act as a local police force and must be bulked in order to execute the law with an iron fist and end the illegal schooma trade. To encourage enlistment from the populace, new benefits would be granted to the volunteers. Until the next winter, and after serving for five years, all new recruits are given full exemption from taxes, they are given a deed with the royal stamp proving their exemption fron this tax. 600 volunteers will be brought into the ranks of the army. Secondly, anyone giving information about the whereabouts of the schooma production or distribution  that would turn out to be true, is handsomly gifted a pouch of a hundred golden septims.  Additionally, bounties would be placed on the notorious heads of operations behind these crime syndicates, the heavier their influence, the heavier the purse. The schooma industry would also be infiltrated by several government employed spies, returning with any and all valuable pieces of information and sharing them with the top heads of the city's acting law enforcement commanders. The acting law enforcers would then thoroughly and swifty act on this information, hunting down one gang leader after the other. Assistance is requested from the Knights of Dragon in annihilating the schooma trade.

 

TRADE BY SEA

To ensure the safe passage of the merchant ships, each 3 merchant galleys will be provided protection from one military ship. Traders are encouraged to travel in groups in order to provide mutual protection. Aditionally, naval ships will provide escorts at dofferent times of day, everyday so that the routes dont become too predictable to pirates.

 

The navy's  numbers are expected to be stretched thin with few held in reserve, six new medium war galleys are commisioned from the dockyards, and capable crew and commanders to be found and properly trained. Two are expected to be ready by the end of the halfyear with the rest lagging for ankther year or two.

Wayrest burns. Corsairs from across the Illiac Bay, invited in by  King Barynia to kill his political enemies, have invaded the kingdom and sacked the city. Whether Barynia is dead or not is uncertain – some say he was killed in his throne room, cut down by a ruffian’s blade and others still claim that he is hiding in the countryside, gathering support. Whatever the truth, Wayrest is without a ruler. Broken by administrative mismanagement and a bumbling monarch, and overshadowed by powerful Daggerfall to the west, it seems that the city is destined to decline into irrelevance. Various claimants struggle for the throne, rallying supporters. The city remains in the hands of brigands and roaming gangs – it is in ruins, a facsimile of it’s former glory. Once, it was a great power – now it is a wreck. 

 

Normal society and daily life have been disrupted by the bands of brigands now free to roam the countryside. The country is in a state of complete and utter ruin.

 

If any foreign nations were to take an interest in the affairs of this Kingdom, the fate of Wayrest will certainly become very interesting indeed...

World Events

The sightings of Alduin seem to prove true, and dragons are spotted all over Tamriel, but most heavily in the province of Skyrim. They seem to be growing in number, and so far, attacks are few and occur only on small scaled. However, it is apparent that the attacks are becoming more frequent, and the dragons becoming more bold with each attack.

 

The dragonborn is believed to be continuing his training with the Graybeards, though this is known by rumor alone, for he has not been spotted among the general populace for some time. Most do not even know what he looks like, or who he is, however.

 

Saadia:

Rumors make their way into the courts of the Crowned in Hammerfell. The rumors tell that the traitor, Iman Suda, who betrayed Taneth to the Aldmeri Dominion, is now living somewhere in Skyrim. Rumors do not say where in Skyrim she is located.

The True High King:

Rumors of a strange claw being located make their way into the Courts of Whiterun, the Stormcloaks, and to General Tulius. The rumors tell of dark colored claw, similar one reportedly recovered by the dragonborn near Riverwood. It is believed to be somewhere in either the province of Whiterun, Eastmarch, or the Pale.

 

Clan Forebears

King Ennis sits at a round table staring at king Talib for a moment. With the ever growing naval tension against pirates some generals has advise an invasion on the pirates that hold wayrest capital however may introduce international backlash while others suggest a safer route using the redguards strong and talented navy to help reduce the pirates threat on sea. Relief To Whiterun

With the arrival and reformation of Legiones XIII and XIV in Skyrim, Lucius Mede is given the rank of Proconsul and Tullius, well-regarded for his success in turning the war around, is made Consul. This puts Tullius in command of the army in Skyrim, with Lucius a close second. Behind them, and commanding the three Legions, are the Legati: Legatus Cipius (III), Legatus Rikke (XIII) and Legatus Hrollod (XIV), the latter being a local Nord warrior promoted from Praefectus for his prowess in maintaining a camp in Eastmarch to disturb Stormcloak operations. Additionally, Hadvar, an excellent Optio of the First Cohort of the Third, is made one of that unit’s centurions. The war, the Imperials know, is far from over, and therefore must be fought with the best commanders possible.

Legatus Quentin Cipius’ reputation is augmented by the defence at Whiterun. His disciplined style of command leads men to say: ‘His drills are bloodless battles, and his battles are bloody drills.’

 

But these new troops must be put to use. There is no value in defending Whiterun from the Stormcloak menace, only to let her people starve disgracefully. The people of Whiterun Hold are praised for their sacrifice in denying the Stormcloaks any crop, and are assured of the Empire’s help. But actions speak louder than words, and soon, Tullius authorises a massive relief effort in an attempt to feed Whiterun. 

 

All pro-Imperial Jarls are asked to contribute to the relief fund. The Empire promises to pay and reward those Jarls who give succour to the afflicted city, whilst grain is also brought in from Cyrodill. Additionally, the Imperial Whiterun Relief Agency (IWRA) is set up, backed by the Imperial Family, which asks peoples of all classes and races to give charitably to Balgruuf’s people. The Emperor imposes a salt tax on Cyrodill in order to fund the IWRA. An emotive poster which shows a Whiterun Guard stumbling to the ground, dying, looking sadly to his family as they fester in malnutrition. The caption reads: HE DIED FOR HIS COUNTRY. SHOULD THEY STARVE? DONATE TO THE IWRA, MARA SAVE THE EMPEROR. The family look right out at the people reading the poster in a way that catches out and jumps at people.

 

Additionally, two Cohorts of Legio XIV are set to work re-digging irrigation and doing other forms of manual labour to restore the Hold to working condition quickly. 

A Startling Intervention

 

Some speculated that he was senile. Others, that he had lost the willpower needed to rule. For almost a year, Titus Mede II had let his relatives do most of the ruling. He had appeared once, very briefly, to open the Military Commission, but seemed to disappear after that for a full half year. But truthfully, old age hadn’t made Titus hadn’t finished his brains just yet. The Gods had vested in him one more task. All old age did is make him all the more impatient when it came to dealing with nonsense.

 

It seemed the Reformists were losing control of the Commission. The Limes system was impractical, why implement it during a war, and why implement it at all? These arguments seemed to be prevailing in all quarters. Noster Eagle-Eye, newly appointed Praefectus, had his scouting expertise dismissed by anti-Reform officers as nothing but the useless insight of a grunt. Legatus Justianus, brought out of retirement to back up the Reforms, and whose military writings informed them, was dismissed as too old to render valid judgement. Numerius Mede was seen, on the other hand, was far too young to do so. The Reformists, then, seemed to be made up of two groups: veterans of the Great War determined to avoid the same calamity again – their experience dismissed as invalid or senile – and bright young officers with an equal determination – their inexperience being itself a dismissal. The Reformist cause seemed lost.

The Emperor has lost all patience with the folly of the generals in opposing his quite logical reforms.

 

But then, the Emperor appeared without warning. For the first time in months.

It is much easier for us to stick to the old ways.’ He begins to the horror of the Reformists, speaking stoically to a packed, frustrated and tense room. ‘To go back to the way we fought the Great War. This is the way that has served the Empire for centuries...’

 

’...Which is precisely why we must implement these reforms!' He bellows with a compelling force. ‘Gentlemen! I saw Cyrodill in flames because we attempted to fight the next war on the last war’s terms. Whole villages were desolate. The City itself rendered a pathetic ruin. And I led the Legions back across that selfsame land. I barely survived the assassins the Thalmor sent to dispose of me – I carry the scars with pride! How many of you can say the same? While you were a glint in the milkman’s eye, we’ he gestures to Justianus ‘were busy with saving the Empire from destruction. Therefore, our Reforms will not be cast aside.’

 

‘This is the latest statement I will permit myself to make. Therefore, heed our adaptations, or like to men proud of destruction defy the enemy to their worst. The gates of mercy shall be all shut up, and the flesh’d invader, rough and hard of heart, in liberty of bloody hand shall range with conscience wide as Hell, mowing your grass and fresh-fair virgins and flowering infants.

 

Fellow men of the Legions: take pity of your towns and of your peoples, whiles yet your soldiers are in your command. Whiles yet the cool and temperate wind of grace, o'er-blows the fifthly and contagious clouds of rape, spoil and villainy. With this remarkable intervention, the Emperor hopes to get the whole Commission backing the Reforms. The first and most important Reform is the establishment of Limes – the two-tier frontier and scouting system, and the granting to Limitatenses land along the frontier territories. 

Diplomatic Actions

 

-A squadron of warships is dispatched to Hammerfell’s coastline to aid that country in anti-piracy actions. A young admiral is put in charge – imperial shipwrights actually accompany the Squadron on their mission, hoping to learn what they can from this military experience. 

-Trade with the Crowns accepted; Talib is also offered the honourary rank of Proconsul as a sign of the Emperor and Senate’s esteem.

The rocks echo as they fall from the cliffs; he was nowhere near the land that they’d been gifted, instead Atoba was in the land they deserved. It lay in freezing ruins as the chieftain stood gazing at the once-was city. With longing for his people’s return he turned away. A coat of fur following his step.

But this was not all, for the messengers were not just relaying information to other trusted tribes; no, they were relaying hope. Atoba, spawn of Duron would tell of the possible return to Nova Orsinium. The city of their homeland could once more burn with the fires of smiths. To do this, however, they as well must support Edwyster in his claim for the throne. If they do not do this they will have to take Orsinium as they’ve done so in the past: by force.

Foreign

Imperial states are given much more leeway -- they are allowed more free trade and are generally viewed in higher opinion. However, the Forebears seem to be fostering relations with Orsinium quite nicely. As seen with the exchange of information and gifts. Another point of interest is the claimant and their proposal to Atoba; Atoba deciding to act upon it and openly support Edwyster in their claim to the throne.

 

Domestic

Domestic is as expected: the King focusing on his kin rather than the other races that live within his territory. He expects them to pay a small price for protection but generally leaves them autonomous. His kin, however, are of much interest. The King sending wives to his fellow chieftains in order to foster relations. Those within his realm are required to pay taxes but these taxes range from gold to other resources.

A city-orc writes these decrees for the King personally, finding his honor returning with each stroke of ink made upon parchment. The rumbling of Atoba himself behind the scribe as he writes. Atoba’s words becoming ink on paper and laws for his territory are created.

 

 


Grain Tariff

As of the winter of 4e 201, an increase in the tariff of grain shall be had with trade regarding all states besides those of Skyrim; especially that of Whiterun. This increase will be 7% of the profit, in gold, to each dealing and be instituted in the following year. The tariff will remain in place for an undefined period and is to be instituted in all cities within Orsinium’s borders.

 


Free Reign of Dragonstar

As Dragonstar is not of the same race or culture as the rest of Orsinium, it has been brought that the city shall remain semi-autonomous. The upkeep and well-being of their citizens shall be under Dragonstar’s discretion, as is their military. However if protection against external threats is needed then the orsimer will do so.

Given that Orsinium is liege over Dragonstar, it will have to pay a portion of its profits to the orcs. Not only this but it will also follow the decrees that are instituted within all of Orsinium’s territory.

 


Taxation and Representation

The taxing of all cities is done independently and squarely; Orsinium will request a certain amount of resources, or a certain portion of the profits, and the settlements are expected to pay this amount. Failure will result in lack of representation and perhaps punishment via blood.

Representation shall be done via petitions to the King himself. With each petition being seen by the King directly and given proper thought; any petition can be accepted and denied by the King, but will not be able to be accepted by anyone other than the King.

 


Upon Property

Private property is under the discretion of the settlement and its government, however all property may be seized by the state without reason; the state may only seize property if the King has decreed it however.

Property of a settlement may be expanded if petitioned and accepted by the King, usually the settlement having to pay a price. The king also has the ability to retake a settlement’s property with some of the compensation returning.

 


Imperial Tariff

All states outside of the Imperial’s territory will be required to pay a 5% portion of their dealings. With 3% being sent directly to the crown and the other 2% being held within the settlement itself; if the settlement is a tribe that 2% shall be delivered to the king’s vault instead.
