RIGHTS OF THE CITIZENS OF HELENA, 1737

The Helena City Corporation, issued 7th of Sun’s Smile, 1737

To acknowledge the absence of legal judgement where the rights of the citizenry (permanent residents and home owners within Helena) are concerned, the Council of the City of Helena has congressed to present to it’s populace a bill promulgating the social agreement of the people and their government.

The Gradic Rights have circulated twice through Humanity's existence: the first following its original design within the Imperial City of Felsen during the reign of Emperor John II, the second being it’s integration into the ducal charter of the City of Ves when it stood under the jurisdiction of Duke Paul II, each time modeled after the implied prerogative of all men and women.

 

Now being implemented into the daily lives and trials of the people of Helena, the following shall serve as a ballot of common rights imposed upon the body of all citizens from now until amendments are therefore made against it, never to be disrupted by the Council of Helena nor any force exterior to it under threat of possible conviction:

I. Hitherto the populace of this town shall be referred to as any legal landholder within municipal authority.

 

II. Hitherto does the populace of this town have the right to waive feudal privilege and govern itself.

 

III. Hence the town has the right to choose a leader from amongst its own.

 

IV. Hence the town has the right to produce and publish laws and rights regarding itself.

 

V. Hitherto does the populace of this town have an exemption from serfdom.

 

VI. Hitherto does the populace of this town have the right to freedom of travel.

 

VII. Hitherto does the populace of this town have the right to collect tax, tolls, and impose fees.

 

VIII. Hitherto does the populace of this town have the right to freedom of trade.

 

IX.  Hitherto does the populace of this town have the right to a trial by judge.

 

X. Hitherto does the populace of this town have the right to petition it’s lord.
