THE CONFEDERACY

17th of The Deep Cold, 1753

Preamble

Long have the northern lands been divided into conflict and war, blood stains the paving stones and innocent civilians find themselves massacred by the blades of soldiers running amok.

From this the Sovereign States of the South have chosen to come together to form a Confederation; those who respect peace, prosperity, honor, and understanding have come together to sign in ink their supportive nature for each other.

May the ink used to sign this page represent the blood that has been spilled in this endless conflict of the Heartlanders and the parchment represent the flesh severed by an empire’s refusal to seek peace, let it be known that the Southern lands seek their independence, their right to live a life free of war, together, not divided like their imperial brothers.

So to see this dream come true, we honorable leaders of the lands South of the Cloud Temples, shall sign this article of confederation to find a light in these dark times and bring together the separate lands to unity and mutual friendship.

 

May we long remember the wasted blood which stained the fields and fertilized the crops, the blood which now runs deep into the earth, lost forever in the sands of time, but not forgotten by those brought in by the war torn times. We who remember this painful image, a time which many thought had long passed but now rears its imperial head in the north again, looking to see an end to the fighting which destroyed so many lives, we band together in these harsh times to not forget those slain by these imperial wars.

Section I: On The Handling Of Legal Matters Between Signatories 

The Signatories do reaffirm their existing friendship, and agree to work to peaceful relations and diplomatic negotiations on all transgressions between them past, present and future. Should there ever be a conflict requires meditation on the matter by multiple parties due to a disagreement in how it should be handled then all signatories of the pact shall gather in a specified neutral territory to deliberate the matter.

 

Furthermore, signatories do acknowledge that their distinct and independent judicial system  and acknowledge that their judicial system does not hold sway over others signatories judicial system. If a citizen of any signatories though commits a transgression and violates the laws of another signatory why in their territory or attacks one of their citizens while outside of signatories settlement then they will be charged under the laws of the violated party. If there is ever a situation where the two violated parties can not agree then all signatories will gather and deliberate the matter to decide how the transgression will be handled.

 

Section II: On Governmental Authority of the Confederacy

The Signatories are granted equal seats on the Convocation of Confederates. The Convocation will have an annual meeting to address any issues within the Confederation, and may vote on matters, or simply be heard by other delegates. The Convocation of Confederates may only vote when there is three fifths of the representatives present. Only one representative from each Signatory may vote.

 

Section III: On Defence of the Confederacy

The Signatories agree that the continued existence of their people must be secured, and thus do hereby agree to hold Convocation to vote on any defensive measures from foreign and external forces; this vote will require three fifths of all member states to agree. This defense is strictly geographical, any foreign entity to march on, raid, or deliberately attack within the bounds of any Signatory warrants the response of the Convocation.

 

The Convocation of Confederates, if deemed necessary, may hold a hearing of any action from any external party which may pose a threat to the unity of the Confederacy. The preservation of this authority is to be used exclusively in times of grave threat to unity and stability within the Southern lands. Moreover, the signatories will be granted the right to elect a Chief General to oversee the war effort if deemed necessary by a majority of the signatories.

Ameen  Al-Nabeel would sign the document, letting out a sigh of relief “Alhamdulillah! May we prosper together and live in peace!” He’d say before returning to his work.

Ailmar reads over the missive printed in green multiple times, scratching the back of his head as he sat down in the tavern of Magara’lin. ”Quite the unlikely, but interesting pact to say the least.” He read over the pact multiple times, often pausing to look over a specific signature. ”Hmmm...” He hummed, leaving the parchment on the table and wandering off into the city, deep in contemplation.

Tantalus signs the document, a proud smile on his face. “To the bright future  of the South!” he said, to no one in particular.

Angvidr signs the document as the sunset over Al Faiz illuminates the parchment, he’d say to the others at the signing, ”We shall walk in the eternal light of temperance and wisdom, as if we shall stumble from our path we will be nought but the partial puppets of others.”
