And behold here the Articles of Urguan, the foundation of the Grand Kingdom, and the core of its identity. Not granted are the rights listed here for all dwedmar, not offered is the government listed here to the dwedmar, not decided here are the core institutions of our culture, rather protected and ensured are the sacred ideas based off the teachings of the Brathmordakin. The purpose of these here Articles of Urguan is not to define dwarfdom, rather live up to its promise and existence, a contract between the government of the Grand Kingdom and the Brathmordakin to protect and lead their people properly and accordingly.

ARTICLE I: OFFICE OF THE GRAND KING

The Grand King of Urguan is given power over a majority of domestic policy in order to best run the day to day activities of the kingdom. The Grand King is charged with ensuring the preservation of the dwarven culture, people and lands. The Grand King is the representative of all dwarfdom and must reflect the honor of the dwarven culture.

 

Powers of the Grand King

 

 

  1. The Grand King has complete authority over taxation, all royal guilds, and infrastructure.

    1. This does not mean however his authority overrides official laws and treaties written by himself and or the Council.

  2. The Grand King is in charge of organizing all diplomacy with foreign nations, however he cannot make treaties or pacts without Council Approval.

  3. The Grand King may appoint persons to the lower offices of the Grand Kingdom.

  4. The Grand King acts as leader of the Council.

Appointment of the Grand King

 

 

Should a Grand King be deposed legally, resign, die or otherwise lose their office, a process is to take place immediately to place a new king. The Council of Urguan will have all the powers of the Grand King, until a new Grand King is established. Council Meetings will be led by an elected member until the new Grand King is established. This Regent will also be in charge of leading the election process, although decisions, such as excluding false votes, must be open to the Council so that they may choose to override him and appoint a new Regent. The Council may call for a recount of the votes once they are counted with a simple majority. Each Clan approved by the Council of Urguan may nominate a dwarf to be the Grand King.

 

 

Criteria for Nomination Eligibility

 

  1. That dwed must be a citizen of Urguan for over three stone months.

  2. That dwed must be a dwed of pure blood.

  3. That dwed must worship the Brathmordakin.

 

Criteria for Voter Eligibility

 

  1. The Voter must be a dwed.

  2. That dwed must be an active citizen of Urguan.

    1. Must have been seen within Urguan sometime during the election week.

    2. Must have been active in civilization for four stone hours that week.

  3. That dwed must have been a citizen for at least a stone month.

  4. That dwed must worship the Brathmordakin.

 

ARTICLE II: OFFICE OF THE GRAND COUNCIL

The Council of Urguan is made up of the leaders of dwed culture, from heads of prominent guilds to Clans representatives. The Council’s purpose is to decide the laws of governance of Urguan, large picture discussion concerning the state of the nation, and to be a final decision on foreign policy. 

 

Rules of the Grand Council

 

 

  1. The Council of Urguan may vote on the status of a Clan of Urguan with a simple majority.

    1. In order for a Clan to be approved, they must present 5 members to the Council.

    2. A Clan may be removed or denied for a number of reasons, from inactivity to corruption.

    3. This includes Hefrumm Clans.

  2. A Clan that is approved by the Council is given a vote in the Council.

    1. The Clan Father is able to delegate anyone in the Clan to represent the vote.

    2. The Grand King and his Council must be informed prior to the meeting who will represent the Clan.

    3. This Rule excludes the Hefrumm Clans.

  3. The Hefrumm and its Clans are represented by the High Chief.

    1. For each Clan that is Council approved within the Hefrumm, the High Chief is given a vote.

  4. The Council may remove or override the Grand King with a 75% vote.

    1. If removed, the Council may then elect to either remove him immediately and establish a reagent or enable an election to take place under the current King.

    2. If overridden, the Grand King may not undermine the decisions of the Council afterwards unless with a simple majority.

  5. The Council may add and remove positions within the Council with a simple majority vote.

  6. The Council may determine the status of a guild with a simple majority.

  7. The Council may propose a change to the Articles of Urguan with a simple majority, however in order to be fulfilled the Grand King must give Royal Approval.

  8. The Council may with a simple majority approve diplomacy begun by the King.

    1. This includes treaties, alliances, war declarations and embassy placements.

  9. The Grand King is in charge of leading the Council of Urguan, and in keeping order within it.

    1. The Grand King may remove spectators from a Council meeting for chaotic activities.

    2. The Grand King may remove a councillor from a Council meeting for chaotic activities, however doing so lightly or for political purposes in a threat to national security and worthy of removal as King.

  10. The Council of Urguan is to have orderly planned out sessions with specific points to discuss each meeting.

    1. The Council is to meet the penultimate stone day of every second stone week, and a King’s Court the following stoneday unless otherwise stated.

    2. If a meeting is cancelled it must be rescheduled, meetings cannot be prevented.

    3. Topics must be told to both the Grand King and Council prior to the meeting else they can be rejected by the Grand King.

ARTICLE III: OFFICE OF THE HIGH COURT

Organization

 

  1. The High Court of Urguan shall be presided over by a Chief Justiciar

  2. Under the Chief Justiciar shall be a moot of no more than 3, full-blooded dwed, appointed as Magistrates, and officers of the High Courts.

  3. The collective officers of the High Court hold direct, council authority over the administration of the High Court and all court proceedings within

  4. Each officer of the High Court will serve until death, resignation, or removal following a fair trial, presided over by the King, his Council, or a representative of such.

  5. This shall not change without approval from all officers within the High Court and the King himself.

 

 

Appointments

 

 

  1. Appointments to the position of Chief Justiciar must be made with approval of 100% of the Magistrates currently sitting within the High Court, and must be approved by the King and his Council

    1. The position of Chief Justiciar is to be given to current Magistrates, unless none are available, or an appointment can be made with 75% approval of the King’s Council, and approval from the King himself.

  2. Appointments to the position of Magistrate are at the discretion of Chief Justiciar and the rest of the Magistrates; Should a Chief Justiciar be unappointed at the time, the appointment of new Magistrates is to halt until a Chief is appointed.

    1. The Chief Justiciar also holds the authority to suspend or remove Magistrates at his discretion.

 

 

Authorities and Duties

 

 

  1. The Chief Justiciar can initiate voting on decisions within the High Court, but may only act as a tie-breaker if needed.

  2. Every one residing within Under-Realms of Urguan, temporarily or permanently, is subject to the Civil Laws and Articles of Urguan.

  3. Each officer within the High Court holds the authority to preside over civil court proceedings within the Under-Realms of Urguan

  4. Only the Chief Justiciar has the authority to sit over the trial of a sitting council member, or King.

  5. The High Court holds physical authority over the Book of Grudges

    1. The High Court holds the power to approve or deny any grudge entry presented before them

      1. An approval from 66% of the Magistrates sitting is required to accept or deny grudges.

    2. It is the duty of the High Court to examine the legitimacy of the claims presented within the grudge entry before coming to a decision

  6. It is the duty of the High Court to ensure that the proper procedures are followed when conducting their duties, moots, and trials.

    1. Every dwed is subject to a fair trial held under the High Court, and the eyes of Yemekar.

  7. The High Court holds the authority to establish and maintain lesser courts within the Under-Realms of Urguan

  8. The High Court holds the authority to establish additions or amendments to the Civil Laws of Urguan.

  9. The High Court can make additions to the Articles of Urguan with approval from 51% of the King’s Council, and the King himself.

  10.  Officers of The High Court has the authority to sit in on meetings of the King’s Council

  11. The High Court holds the authority for the punishment of those found guilty of charges against the Civil Law or Articles of Urguan, including but not limited to fines, imprisonment, or banishment.

  12. The High Court holds the authority to suspend a current member of the King’s Council on account of a severe break of the Civil Law, or Articles of Urguan themselves, for a period of no longer than 10 stone days. It is during this period that a proper, and fair trial procedure is to take place, overseen by the King himself.

    1. Following the period, if no trial has taken place, or the council member was acquitted, they may return to their normal duties.

  13. The King holds the authority to suspend a sitting Chief Justiciar from his duties for a period of no longer than 5 stone days, on account of a severe break of Civil Law, Articles of Urguan, or severe incompetence. It is during this period that a fair trial must take place, presided by the King’s Council.

    1. Following the period, if no trial has taken place, or the Chief Justiciar was acquitted, they may return to their normal duties.

 


ARTICLE IV: LOWER OFFICES OF THE GRAND KINGDOM

The Crown has many Lesser Offices that the Grand King can appoint dwarves to fill. These dwarves lead many operations of the Kingdom in the name of the Crown and Council. Those who hold these positions may not act outside of their authority granted in this Article, with or without Royal Approval.

 

Grand Marshall

 

  1. The Grand Marshall is in charge of operating the Royal Guild of the Legion of Urguan.

    1. This includes training the legion with practices, patrols and other duties.

  2. The Grand Marshall is able to appoint officer positions within the Legion.

  3. The Grand Marshall is to be given funds to pay the Legion.

Grand Architect

  1. The Grand Architect is in charge of all building projects within Urguan’s lands.

    1. This means overseeing quality, checking violations, etc.

    2. They are in charge of designing proper forts and other defenses for Urguan.

  2. The Grand Architect is able to appoint builders beneath them to assist efforts.

  3. The Grand Architect is to be informed on every build within Urguan.

    1. The Grand Architect is to keep records of all builds within Urguan

Grand Merchant

  1. The Grand Merchant is given charge of collecting taxes that have been levied by the Crown and Council.

    1. They may only collect the taxes, not levy taxes without the exact consent of the Crown and Council.

    2. Nobody other than the Grand Merchant is to collect taxes.

  2. The Grand Merchant alone is not allowed to make deals regarding land without at least informing the Crown and Council.

  3. The Grand Merchant is able to appoint wardens below them to help distribute homes to people.

  4. The Grand Merchant is to keep government records concerning tax income and housing availability for the viewing of the Crown and Council.

  5. The Grand Merchant is to promote business and trade within the Kingdom.

Grand Prospector (Yemekar’s Pick)

  1. The Grand Prospector is in charge of providing goods and resources for the Crown and Council, from iron to wood to meat.

    1. They may do this through encouraging resource collection guilds or other means

  2. The Grand Prospector is provided land for the purpose of collecting resources.

    1. This includes a mine, fields for farming, pastures for grazing, woods for chopping.

  3. The Grand Prospector is allowed to appoint Prospectors beneath him for leading operations on the collection of goods and resources.


ARTICLE V: THE GAUNTLET

There are many times during the reign of any nation that there comes a crisis, and at these times it is necessary to forgo the formalities and complex systems in favor of increasing the authority of a sole leader who could be depended on to lead the people through said crisis. That is the purpose of the Gauntlet, to increase the authority of the Grand King so that he may lead the dwedmar through crisis, be it war, natural disaster, or otherwise times of need. The Gauntlet however does not dismantle the Council or remove its authority, only giving more legislative power to the Grand King.

 

  1. The Gauntlet may be established or rescinded with a 75% majority within the Council. 

    1. The Gauntlet may be established with a time limit, say two stone weeks.

    2. The Gauntlet never passes onto future Grand Kings without re-establishment.

  2. The Grand Council still maintains authority over itself and the Articles of Urguan, the Grand King does not gain any new power regarding the amending of the Articles or the appointments of the Council.

  3. The Council still must meet, preventing the Council from meeting or failing to call a meeting is reason for removal or suspension.

  4. The Council still can override decisions of the Grand King with a 75% majority.

  5. The Gauntlet allows the Grand King to do full diplomacy without Council Procedure.

  6. The Gauntlet allows the Grand King to create acts and deals without Council Procedure.

 


ARTICLE VI: THE RIGHTS OF CITIZENS

As they are the finest creation of Yemekar, the sons of Urguan are given basic rights by design, and it is the duty of the governance of Urguan to ensure the rights of its people are protected under all circumstances.

 

  1. The Right to Create

    1. As charged by Yemekar, the dwedmar are a people of craftsmen.

    2. Urguan is to ensure that facilities to create and work are available to its people.

      1. There are allowed rules and regulations within reason for the usage of these facilities.

    3. The ideas of a dwed are considered his property.

    4. The creations of a dwed are considered his property.

  2. The Right to Hearth

    1. As charged by Anbella, each dwed is to have a hearth to call their own.

      1. Urguan is to make available housing to all dwedmar within reason.

      2. Taxation is within reason, a dwed may work for hearth.

    2. A dwed is to be able to speak freely at the safety of their own hearth.

    3. A dwed is ensured privacy at their hearth.

    4. A dwed is ensured healthy conditions of living.

  3. The Right to Protect

    1. As charged by Dungrimm, each dwed is to be able to fight for kin and clan.

    2. A dwed is to be able to forge, own, and use arms and armor.

    3. A dwed is to be able to challenge others to honor duel to dispute personal differences.

    4. A dwed is to be able to protect themselves and be protected within Urguan.

    5. A dwed is entitled to be buried and kept in death the way the traditions of their ancestors dictate.

  4. The Right to Happiness

    1. As charged by Belka, each dwed is to be able to pursue happiness.

    2. A dwed is to be able to engage in feasts and other communal gatherings.

    3. A dwed is to be able to pursue their passion and dreams without heavy and unreasonable restriction from the government.

    4. A dwed beardling is entitled to be of pure blood, and a parent who would impair this infringes their child’s right.

  5. The Right to Know

    1. As charged by Ogradhad, each dwed is to be able to seek knowledge and truth.

    2. The dwedmar are not to be intentionally misled by any guild or creed.

    3. The pursuit of knowledge for the advancement of the dwed race is not to be impaired with unreasonable regulations.

  6. The Right to Trade

    1. As charged by Armakak, each dwed is to be able to trade freely.

    2. Contracts made under Armakak are to be legally enforced.

    3. A dwed should not be impaired from business and exchange with legislation, legislation should only help create opportunity.

    4. A dwed is to be able to trade with other parties that are honorable without limitation.

      1. Limitations may be placed on dishonorable yrrok parties.

  7. The Right to Hoard

    1. As charged by Grimdugan, each dwed is to be able to hoard wealth.

    2. A dwed is to be able to guarantee the ownership of their own wealth.

    3. The private property of dwedmar is to be respected.

    4. A dwed is to be able to make wealth within Urguan.

    5. A dwed is to be able to mine within Urguan.

      1. Urguan may levy quotas on miners for access within reason.

      2. A dwed must still be able to attain riches for themselves.

 


ARTICLE VII: THE RIGHTS OF CLANS

The Clans are the most important cultural institutions of the dwedmar, and it is their duty to guide their members properly to becoming honorable dwedmar and maintain dwed culture.

 

  1. A Clan may not recruit dishonorably.

    1. This means a clanless dwed cannot be forced or extorted to join.

    2. A Clan may not try to steal members from other Clans.

  2. Clans must abide by the laws of Urguan.

    1. A Clan may not help its members escape from the law.

    2. A Clan may not orchestrate organized crime.

  3. Clans must abide by treaties of Urguan.

    1. A Clan may not attack parties neutral or allied to Urguan.

  4. Recognized Clans are entitled to a space for a Clan Hall.

    1. Clan Halls are liable to the laws of Urguan.

    2. Clan Halls may have other requisites within reason.

  5. Clans are to follow the Brathmordakin as approved by da Kirkja Dverga

    1. Small cultural Clan differences on the Brathmordakin’s worship is allowed.

    2. Heresies and grave dishonors to the Brathmordakin are not allowed.

  6. Recognized Clans are entitled to representation in Urguan’s governance

    1. Clans are involved in the nomination of the Grand King

    2. Clans are given seats in the Council.

 


ARTICLE VIII: THE RIGHTS OF GUILDS

Although not as fundamental and crucial as the Clans, the Guilds are another key aspect of dwed culture. They are what give the common dwedmar work, purpose, a part to play in society. For this reason, guilds are afforded certain privileges if they are prominent enough.

 

Variations of Guilds

 

 

There are three different ways that guilds and institutions of the dwedmar are understood by the Articles of Urguan. These are Private Guilds, Recognized Guilds, and Royal Guilds. These descriptions are only a manner of organizing the relationships between the Articles of Urguan and the organizations within it, not every organization listed would self identify as a guild.

 

 

Private Guilds: A Private Guild is any guild that has no distinct and official relationship with the Articles of Urguan. This can be due to small size, desires of its leadership, or perhaps just that it has not been done yet. Private Guilds are given no special privileges or responsibilities for this reason, other than rights already afforded to the common citizen.

 

 

Recognized Guilds: A Recognized Guild is any Private Guild that has proved their activity and utility to Urguan, and thus is offered a relationship to the Articles of Urguan which contains certain privileges and responsibilities. A Recognized Guild is to be given a free plot within Urguan’s lands to encourage guild works, often in exchange for something from the guild, be it resources or maintaining a public utility of the dwarves. The Articles of Urguan have no control over the leadership of a Recognized Guild.

 

 

Royal Guilds: A Royal Guild is similar to a Recognized Guild in that it has a special and written relationship with the Articles of Urugan, however in addition a Royal Guild offers complete control over its leadership and operation to the Crown. This can be done for several reasons, either to secure more assistance from the Crown in guild affairs or to simply make a closely associated guild officially a part of the Crown.

The Legion of Mercy - Private Guild

 

The Brewing Guild - Private Guild

The Medical Institute - Recognized Guild

  1. The Medical Institute is to provide quality healthcare for all dwedmar.

  2. The Medical Institute is guaranteed a clinic within Urguan.

The Holy Order (Da Kirkja Dverga) - Recognized Guild

  1. The Holy Order is to teach the dwarven people the faith.

    1. Dwedmar outside the clergy of course can teach the faith.

    2. Dwedmar outside the clergy however cannot spread false teachings.

  2. The Holy Order is entitled to land for the purpose of religious sites.

    1. Religious sites given to the clergy for free can only serve as shrines, not housing.

    2. This includes a hall in the capital to act as a Temple to the Brathmordakin.

  3. The Holy Order is the only recognized authority on the Truth of the Brathmordakin

  4. The Holy Order is solely able to prosecute and punish atrocities to the Brathmordakin.

    1. The government is not to impede or otherwise override any verdict.

    2. The verdict of an inquisition under the Brathmordakin is considered law.

The Remembrancers - Recognized Guild

  1. The Remembrancers are entrusted with leading the scholarly pursuit of the dwarves.

  2. The Remembrancers are entitled to land for a library.

  3. The Remembrancers are expected to maintain records that are veritable, false records and libel are to be taken down.

The Legion of Urguan - Royal Guild

  1. The Legion is the protection of Urguan and its people, the enforcer of laws.

    1. The Legion is not above the law in any form.

  2. The Legion is to have a hall to base operations from.

  3. The Legion is to provide benefits to the troops with the assistance of the Crown.

  4. The Legion must obey the commands of the Crown, Council and Courts.

    1. No Legionnaire, despite ranking, may ignore an acting government official.

Yemekar’s Workforce - Royal Guild

  1. The Workforce is tasked with maintaining all resource collection operations.

  2. The Workforce is given lands for the purpose of collecting resources and providing jobs.

    1. This includes the mines, fields for farming, and pastures for breedings.

  3. The Workforce is to give 50% of all yields from quotas to the Grand Kingdom’s vault.

Arngrimm reads over the documentation carefully inspecting every line playing out different scenarios in his head “T’is peice ov documentation es impressive tu say te least. Lots ov t’ought was put into et but t’ere are diffent potential errors regarding t’e system. T’at bein said you can’t make et perfect. One such example would be Article II Section 9:2. There es no layout fer what determines a true removal based off violation of t’e court versus a false removal t’at would promt te removal ov te king. T’ough et es a foine peice ov bureaucracy t’at”
