This treaty, written to officiate the union of the Seaguard of Vira’ker and the Sutican Watch, lays out the terms and intentions of this pact. Written below are the terms:

 

  1.  In terms of defensive cooperation and peacekeeping operations in the South, the Sutican Cerulean Watch will be considered part of the Seaguard, operating under the name of the ‘Cerulean Brigade’ along with the Vira'ker based ‘Navy Brigade’.
  1.  The Cerulean Brigade will operate under the direction of its current captain, Mika Goldhand. He will report to the Commander of the Seaguard, but may petition the Trade King if any matters - not deemed in Sutica’s interest - arise.
  1.  The Cerulean Brigade must train in unison with the Navy Brigade, and vice-versa. Such should increase the skill and discipline of all, bring traffic to both cities and allow for fraternisation of the troops.
  1.  As part of the Seaguard, the Cerulean Brigade is obliged to attend the Seaguard Summit, held regularly to brief the troops on the matters of the Seaguard. Similar to the High Prince, the Trade King is cordially invited to attend every one, in order to raise any concerns over the Seaguard’s administration.
  1.  In the event of the death of the Commander, the High Prince will meet privately with the Trade King to nominate successors. The Trade King will advise on the choice. The Commander then appoints all subordinate roles.
  1.  The Cerulean Watch and the guard of Vira'ker reserve the sole right of law enforcement in their respective territories under the terms of their respective codes of law, though any combat reinforcements invoked by either side will defer to the Seaguard command.
  1.  The Cerulean Brigade shall not partake in offensive maneuvers in violation of policies of Sutican neutrality as disclosed within the Supreme Writ of Sutican Governance.

 

            These terms of union are written with the intent of beneficial co-operation between Sutica and Vira’ker. Gone are the days of military irrelevancy and martial incompetency. As one, the people of Sutica and Vira’ker will train, drill and build themselves into one united military powerhouse, rivalling any enemy force upon Arcas and securing the peaceful existences of the two nations involved. The greatest defense is a strong offense, and the unified Seaguard of Vira’ker and Sutica will certainly have both.

Keaton Errmark, the proud Commander of the now redoubled Seaguard, sits in his office. Sifting through the paperwork to do with this union would take a long time, he knew it, but it would be worth it. “Glory to the Seaguard,” he’d mutter.
