The Folk are the dwarves that make up Hefrumm, without them there is no Hefrumm. Hefrumm exists for and because of the Folk. The Folk have the important role of deciding guilt in Tribal Courts, electing their clan representatives, and electing their High Chief. In non-govermental roles the Folk spread over all types of fields from humble farmers to wise druids.

Who is fit to be part of the Folk?
All descendants of Gloin Treebeard are able to join Hefrumm and become part of the Folk. This means that even those that are only part dwarf can become Folk of Hefrumm. Halflings are also considered by scholars as descendants of Gloin and are free to join the ranks of the Folk.

Exiled Dwarves
Exiled dwarves lose their role as part of the Folk. They are no longer able to assist meetings, have a home in Hefrumm, or vote for High Chief or run for the position. A dwarf can be exiled if they committed a crime that makes them untrustworthy and a danger to the community. Heresy can also be a reason to exile an individual.

All dwarves deserve to be treated with respect according to their rank. Individuals belonging to the Folk deserve the general respect one should show to each other. One should not call their ranking superiors or elderly lad/lass unless it is meant as an insult. It is not uncommon to call someone based on their accomplishments or their job.

The rank of Elder is given to dwarves for different reasons in different clans. In the most part and in theory the role of an elder is to teach the new generations of the clan and to serve as advisors to the Clan Father/Chief/Lord.

What is a Clan Keeper?

Clan Keepers are dwarves of great renown among their clan members for their great deeds. They are charged with keeping their clan’s culture and bloodline. These dwarves can only be made clan Keeper by a Clan Father of their clan. Because Keepers can at times differ in opinions about the correct cultural aspects of the clan the oldest one is correct.

Election of the Clan Keeper
Clan Keepers are elected by someone who is or was a clan father. A keeper can be made Keeper again by multiple clan fathers. In this case, the rule of seniority in the year of their term applies ( one who was elected in year 1 holds seniority over one elected in year 5).

Clan Keepers can be removed from their position only by someone who was the clan father at the time he/she was named keeper or someone who was clan father before those clan fathers (a keeper who was made keeper by the clan father of year 5 can be removed by the clan father of year 1). Expelled Clan Keepers and those Clan Fathers removed by Keepers are recommended to create a new Clan that branches off, with the culture they follow.

Role of the Clan Father/Chief/Lord
The Clan Father/Chief/Lord is the highest rank inside a dwarven clan. They serve as leaders of their people and represent them in the Chiefs’ Council if their clan is large enough to gain a seat. All Chiefs no matter how large their clan is has the role of judge in the Tribal Courts. The Chiefs alongside with the High Chief are the ones to discuss the legislation of Hefrumm and vote on it. These Chiefs also lead Hefrumm if the High Chief goes missing. One of their higher powers alog side the High Chief’s  is the ability to vanish any individual guilty of wrong from the lands of Hefrumm with a majority vote in the Chiefs’ Council.

Election of Clan Father/Chief/Lord
Dwarven Clans are very diverse and all have differing cultures and ways to elect their leaders. However, when it comes to Hefrumm most clans choose a democratic approach. In this way the dwarf with most votes from his peers becomes the Clan Father/Chief/Lord. This is due to theologic reasons more than for the love of democracy as a concept. As it is believed a dwarf is a holy creature by nature chosen by Yemekar himself to keep his balance. Because of this belief it is believed that a dwarf with more support tends to have the support of Yemekar.

When removing a clan leader clans differ on the methodology. However, As mentioned previously, most clans tend to elect (and in this case remove) their clan leader. A clan leader that has lost support of his folk has lost the support of Yemekar.

Role of the High Chief/Hefruth Kunnek
The High Chief is the highest governing rank in Hefrumm recognised by the larger Nation of Urguan as the representative of the forest dwarves. High Chiefs lead all council meetings be them Folk or the Chiefs’. In Tribal Courts the High Chief serves as one of the judges.

Election of High Chief/Hefruth Kunnek
In case of the death/removal/stepping down of the High Chief, the Chiefs’ Council will need to make sure a new High Chief is elected. To do so the Council will gather the folk of Hefrumm and together they will elect a New High Chief. The Chiefs will be the ones to nominate those who are seen as able to run. A Stone day after the Nominations there will be a gathering where all the folks of Hefrumm will elect the individual out of the representatives. The folks of Hefrumm are allowed to vote in blank. If at least half of the votes are blank votes the Folks will be allowed to nominate people and the next stone day a High Chief will be chosen out of those nominated.

Removing a High Chief/Hefruth Kunnek
Sometimes due to incompetence or loss in support from the clan father, the High Chief needs to be removed. If this is the case the Chiefs’ Council will be called by one of the Chiefs. When they gather the leaders of the clans will vote on the support of the high chief. If more than 70% want to remove the High Chief he/she will be removed.

The High Chief can be referred to by his/her name. However, while in public and when not in a one on one conversation it is deemed courteous to refer to him/her as High Chief, Hefruth Kunnek, or Lord of the Trees.
