17th of Horen's Calling, 1787

FRIENDS AND FELLOW-CITIZENS,

As many of you know, a difficult decision has recently been made in regards to the state of our Empire. After decades of suspicion and the hardening of men's hearts, Her Imperial Majesty Anne I has, by decree and by providence, deemed it appropriate to release the Kingdom of Hanseti-Ruska from vassalage, promptly expelling them from the Holy Orenian Empire as a political entity. Let it be known that the Stahl-Elendil Ministry maintains that this expulsion was wholly necessary, though its circumstances certainly unfortunate.

I believe that expulsion of Hanseti-Ruska is the correct course of action, and the only one that empowers us to march out of this stagnant, distrustful period to continue the progress of Mankind. Experience of recent decades shows that we cannot do so together, and so we shall not. This is the right answer, for it was the only answer left.

The visions of ancient tradition within the Kingdom of Hanseti-Ruska are not aligned with the providence of Imperial progress, making it irresponsible for us to restrict ourselves as a country, and irresponsible to mandate such a vision upon a populace so certain it cannot find happiness within it. This, as well as the disdain for Imperial institutions of popular representation, fair trial, and individual liberty, show that some parts of humanity are not in step with the majority. These are the causes for our separation, and so we must continue forward as Orenians, unshackled. Let it be known that our Orenian ideals and the Rights of Man will not be compromised by those who are so dramatically distanced from them.

This expulsion however, is designed to aid in the preservation of meaningful peace. Out of the desire to maintain the strength of mankind, an alliance has been declared between the Kingdom of Hanseti-Ruska and the Holy Orenian Empire. The Stahl-Elendil Ministry dedicates itself to peace between realms, and has faith in His Majesty, Josef I to share this dedication.

It would be dishonest to say that the challenges that directly lead to the expulsion won’t be overtaken by things we have been forced to neglect, and things we did not predict. But Orenians are made of stronger stuff, and we shall not be deterred. With renewed energy and vigor, and the unending resilience of the Orenian spirit, we are now united in the purpose of going beyond what we once thought possible. May we look onward and upwards, and through the grace of One God, One Empire, One Empress, continue the march towards happiness.

His Imperial Excellency, Jonah Stahl-Elendil

James II receives the transcript, pondering it idly to his Secretariat; the priest and the nun had made a habit of long evenings in the Palatinate, drawing up plans for how to handle an independent Canonist state coexisting with an Empire. He points to the heading, saying “This use of the word ‘expulsion’ feels like a change in tone from the Empress and Emperor’s more reserved statement--yet it is also accompanied by a proclamation of alliance. I suppose it was necessary to get these last clarifications out before we could all proceed to something better. I will pray the respective leaders continue their strategy of an amicable, mutually productive relationship.”

"This parchment is insulting Haense with its change of tone. Progress means nothing if we leave behind the heritage and traditions that define us as a unique people." The specter scratched his chin at the viewing of the parchment. "Missives like these will surely lead to growing tensions in the foreseeable future if it's not ceased soon."
