Chicago, a city nicknamed America’s Heart for it’s bolstering transport system that effectively linked the entire nation together from land, sea, and air. By the mid 21st century, the mob had more control over the city than the mayor’s office. The final straw occurred in 2061 when the mayor of Chicago bankrupted the city by constructing “The Illinois”, a massive mile-high skyscraper, in a misguided attempt to earn his city some recognition. The leader of the Chicago Outfit (Rumored to be descended from the infamous Al Capone) won the mayoral election in a landslide, effectively turning the entire windy city into mob territory. While the energy crisis of the 2060s ravaged the rest of the world, Chicago managed to stay relatively stable and the Mob reigned supreme until that fateful day; October 23, 2077.

 

What remains of Chicago lives up to the original namesake upon being founded in the early 19th century, The Mud City. For nearly one hundred years a volatile and turbulent storm imbued with radioactive waste had ransacked the city in total reign. The large doses of radiation made it a perfect breeding ground for all amalgamations of unnatural wildlife and mutated creatures, some of which even descended from humans that occupied the streets nearly a century ago. Entire city blocks were ravaged by nuclear bombs, buckling the supportsof skyscrapers throughout the entirety of downtown causing a maze-like ‘over-city’ hundreds of feet above the streets. The underground sewers and canals seemingly spew forth new creatures each day, a rapidly increasing number of species from crossbreeds to mutated creatures embedded with radioactive DNA. Nearly a full century, with no end to this vicious cycle.

 

But at long last, sunlight showered the city in its golden glow. 

 

In the mid-2160s, the city was rediscovered by several expeditions of various parties; The NCR, The Legion, both the Western and Eastern Brotherhood of Steel, various Commonwealth factions, and dozens of raider cliques that have roamed the midwest for years on end. 

 

Now, in 2170, the Tales of The Mud City shall be forged in blood for all across the midwest to hear.

Faction Name: People’s Republic of Jiāyuán

 

Civilization Type: Civilized

Faction Backstory:

The People of Jiāyuán are the descendants of Chinese POWs. Memories and stories passed down by those who survived tell the tale of many brave souls that gave their lives so that others may have lived. When the bombs began to fall, the prisoners overwhelmed and attacked their guards, securing weapons and supplies. Under normal circumstances their revolt would have been put down with ease, however the world was ending as atomic bombs fell upon America. Utilizing the chaotic situation to their advantage they learned that a nearby town had access to what they called a ‘Vault’. Some sort of doomsday bunker, being their only real choice other than facing the Nuclear Apocalypse above ground the company took their chances.

When they arrived they found the vault, its occupants and the US Military...throwing themselves at the enemy it did not pan out as it had at the prison camp. Blood was spilled, both civilian and military. Those that did survive the battle took to the vault, along with some of the few surviving civilians not that they had any choice. Once taking to the Vault they sealed themselves away from the world above and began their new life, taking to the one they knew, the culture they grew up on and the ways of their homeland. Life in the vault however would prove difficult, as the Vault was not meant to hold to such a capacity its resources begin to strain after 2 generations. Tough decisions were made..reducing the population to buy themselves more time in the Vault, until the day finally came where they needed to make the decision to reduce the population to extend their already near exhausted supplies or leave the vault and risk the world.

Their leader, Jiāyuán (Whom the settlement would be named after.) who had come to power after the previous was not as harsh and cold as his predecessor. Taking the chance they opened the vault and emerged into the wasteland to find a torn and destroyed world, far more dangerous and lethal than the one before. The nearby town was reduced to rubble and nothing of value could be made of it. Men, women and children set off to find a new place to call home. After months of travel they came across the decayed remains of Chicago, this would be where they would make their new home. Jiāyuán would sadly pass away from radiation poisoning before their new home would be settled, thus in honor of his memory it was named after him.

Character 1: Xīwàng Tiāntáng, A young male having just reached the age of 16. A man within his culture, for years he helped as an extra pair of hands as a scavenger and hunter. Now seeking his own path within Jiāyuán he hopes to prove his worth to the People and to the late Secretary General. With his skills in traversing urban areas and his trained handling of a firearm he seeks to join the People’s Liberation Army. A formal and dedicated security force for the People, and to defend the place they now call home.

Faction Backstory: The NCR and it’s Rangers are infamous groups of the west. The Republic has vast libraries and archives of it’s own glory. However far less is known about the 1st Eastern Expedition Corp, and the Rangers that comprise it. Their story is an interesting one, and well known to those of the Mojave desert. For these Rangers were all veterans of the vicious wars with Ceaser’s Legions. Banded together under their Colonel ‘Handsome’ Hank, the 8th Ranger Battalion is the founder of the faction. They played key rolls in the battle of hoover dam, and the famous ambush at Boulder City. Hank and his Rangers soon gained recognition from NCR brass in Vegas, and eventually, the Capital. With a lull in the fighting, the entire Battalion is pulled from the front. A few other Battalions that fought side by side with the 8th were similarly pulled out.

 

It became apparent why Handsome Hank and his coterie were selected. To their slight distaste it was not for RnR to celebrate their stunning victories. Instead the very top of NCR command wanted Hank to form a expedition to the East. The race with Ceaser’s Legion to secure trade and land was growing every year. They wanted Hank and the 8th to do the impossible. Travel the irradiated waste of the west, scale dangerous and massive mountain ranges, and see what was on the other side. Few expected to ever see them alive again, but the men of the 8th took it in stride. The very best of the NCR would lead the push for new frontiers. In a way they were truly becoming Rangers of the entire west, not just the Republic....

 

The trip was arduous, and extremely deadly. Of his 500 personnel, barely 200 made it to Mud City. At first it had been fine, but upon reaching the mountains, death stalked the land. Night-stalkers picked off their numbers nightly. Death claws would appear from their lairs, killing dozens. Few like to talk about the journey, and instead focus on the present. They arrive in a residential area, right off the highway.....

 

Characters 

 

Character 1: ‘Handsome’ Hank Williams

Rumored to be a descendant of the legendary county singer, he is completely ignorant of this fact. Him and his friends ironically joke about it, not knowing the truth. Hank Williams from an early age was reared on the brutal life of a wasteland rancher. He and his family tended to a small but sturdy flock of Brahmin, having to fight off bandits yearly. In this simple pattern of rural life he ages into his teen years. It is around than he longs to do more than raise and eat cattle. His favorite moments were in those of danger, fighting off bandits. Wanting to stop them for good, he signs up with the NCR against his parents wishes. Two years later and he has elevated to town commander through his charisma and skill. Eventually he even kills the Bandit leader that has plagued his family for years.

 

This is just the start, as he is soon selected for Ranger service. A full decade of hardened service flings him to fronts across the entire Republic. Neve rlosing his charm, Hank is an extremely charismatic and smooth talker. His troops worship him, and would follow him into the pits of a Death Claw nest. Hank stands relatively short at 5’ 10, with a gaunt face. His shot hair paired with an elaborately luxurious mustache gives off the air of an old time gunslinger.

 

Character 2; Kayla Williams

Hank’s wife, and long time companion. The two had spent most of their lives together. First in their hometown, than when they signed up to the NCR together. And though Kayla had remained a trooper while Hank was a Ranger, the two never grew apart. Now with command of an entire retinue, he ensured his wife was with him on the journey east. Finally in the same posting, the two are happy as they travel. Kayla is a bubbly and random soul, prone to bouts of emotion. She is short, with brown hair and eyes.

 

Character 3; Brock Davidson

A giant of a man, standing at 6’ 2”, and the second in command of the Expedition. He and Hank have served as Rangers since their youth, fighting side by side in countless battles. The two made an excellent pair, being so opposite. Where Hank was smooth and calculated, Brock was aggressive and unfiltered. He currently leads the power armor and heavy weapon teams, alongside the whole expedition. Brock though seemingly simple is a very intelligent men. He spend most nights reading or debating with various camp members.

Faction Name: Western BoS Expedition

 

Civilization Type: Advanced.

 

Starting Points: 6 points into technology, 2 points into equipment production, and 2 points for 10k C.

 

Faction Backstory: 

The Brotherhood of Steel's founding chapter at “Lost Hills” had decided it was time again to send out another expedition. The previous expeditions have either failed and or are nowhere to be heard of resulting in the loss of copious amounts of resources and countless lives that could’ve been used back home in California. There was some initial resistance by the Elders with valid criticism citing the past failures but Maxson managed to convince them that this would be the one to bear fruit. Unities remnants have been retreating since the Master’s death and it was once again time to dip their hand in the honey pot of exploration. There was technology to be preserved and nobody doing it, at least to their knowledge. 

 

The objective of this expedition is to establish a BoS chapter in the Midwest that would stay in contact with the West and adhere to tradition unlike the previous attempts. To lead this expedition the council of Elders and High Elder John Maxson himself have selected a relatively young and zealous Senior Paladin by the name of Beric Blackburn. Not only has he proven himself as a competent soldier in his years of service wiping up the remnants of major super mutant threats as they flee California, but he’s also shown competent leadership both in and outside of combat even going as far as helping prepare the future generations by assisting lower ranked Paladins and Knights without regard for his own position or social standing in the Brotherhood. A more perfect candidate could not be found anywhere else.

 

 

 The planning and preparation took almost two years but at last towards the end of 2169 a host of Scribes, Knights and Paladins set forward on an airship traversing the unknown and even making it within a hair of the Mud City before the storms could be seen fiercely hulking around the outskirts and suburbs.  Not wanting any part of what happened to the other expeditions, Blackburn opted to move in on foot from their location rather than risk the lives of those in the expedition. A risky move; one that would also limit the equipment and supplies being brought with them but a sacrifice he was willing to make nonetheless. As the host of 100 walked their way to the sprawling suburbs and towering skyscrapers, the airships crew could be seen making the necessary maneuvers to head back to “Lost Hills”. The expedition was now on their own.

Character 1: 

Senior Paladin Blackburn leader of the Expedition, not coming from a prominent brotherhood linage, but that of a lesser known family with a heritage of serving as Paladins. His father was a Paladin, and his father’s father was a Paladin, and so on and so forth. Growing up in the bunker was not an easy life, as shortages did come every once in a while but all in all nothing to different than any other child born into the Bunker. Blackburn is a sturdy gentlemen standing at around 6’, he has brown hair, a rather impressive beard for his age, hazel eyes, and a thundering voice that would make even the most senior enclave NCO tremble with fear. He is a staunch believer in the Brotherhood, and zealot in his mission to preserve technology and history. Morality is a luxury that can not always be afforded in the wasteland, nor in times like these therefor none shall be provided if times are dire.

Backstory:


When the bombs fell, civilization ended. Great states across the world, which had existed for millennia were suddenly and violently destroyed. Millions were killed with a snap of a finger, and millions of more would perish in the days, weeks, and months following, when the world was thrust into chaos and anarchy. The world of man crumbled.

At the Lincoln Park Zoo, however, a new world had begun to rise. With the fall of the bombs, powerful doses of radiation were spread across the landscape. It soaked deep into the recently freed zoo animals, and more specifically, the chimpanzees and other primates. What were once simply animals began to grow in intelligence. Mans’ closest living relatives grew more like them by the day, venturing out into the world that they left behind.

Ever so gradually they began to build civilization anew…

The world man left behind, the wasteland, however, would not be so kind. Around every corner were mutants and raiders, scavengers and bandits, thugs and warlords, almost all of which were terrified or unnerved by the inhabitants of the formerly Lincoln Park Zoo. Only through great hardship, conflict, and struggle have the apes managed to survive and cling onto their slice of land..

A shimmer of light in a sea of darkness, the Oasis is one of the few remaining areas of heavy vegetation in the wasteland. The patch of nature which originally surrounded the Lincoln Park Zoo was morphed, twisted and mutated. Great trees shoot from the earth, their canopy smothering all but the most resilient of the sun’s rays. The forest floor is dominated by massive ferns, some of which grow well beyond the height of a man.

It is here that Hannibal’s Apes call home. Over the generations, they grew accustomed to the dense jungle, and their familiarity with the unforgiving terrain allowed them to repulse assaults from even well equipped bands of raiders. To the outside world, The Oasis is a formidable clump of towering trees, full of strange creatures, lost things, and other such mysteries.

Though not the most physically formidable of the many hundreds of Apes, Hannibal is one of the wisest. He descends from a long line, which rules the troop as pseudo monarchs (Though even they do not grasp such concepts). They were among the first apes to develop greater intelligence. Hannibal well understands what is necessary to lead and organize his people, and prioritizes their well being and prosperity above anything else. His name alone commands great respect within the community.

Much unlike his predecessor, a radical pacifist, Hannibal has been molded by constant conflict with raiders and other human factions. He is of the belief that the Apes must further militarize, and if necessary, take the fight beyond the safety of the Oasis in order to secure their future.

Another one of the community’s most highly respected members. Mortar is best described as a radical, willing to do almost anything to achieve his goals. He commands a fearsome warband, often responsible for protecting the tribe’s borders, hunting, and salvaging great portions of their food and equipment. The veteran of many battles, Mortar earned his position by leading a daring raid on a human camp which resulted in a tremendous victory, and the capture of great quantities of firearms. Mortar was maimed and tortured by Human explorers as a young chimp, and holds a great disdain for them.

Mombeke is often the voice of reason in the Oasis. An ancient Ape, and witness to countless events, his opinion is greatly expected, and he has his own followers (politically speaking). Despite being the advisor to Hannibal’s predecessor, and his predecessor, Hannibal is known to often seek Mombeke’s guidance.

In the community, Mombeke assumes the role of a teacher and ambassador, caring for and instructing basically all of the tribe's youth. When there are matters of diplomacy to attend to, it is often Mombeke heading them.

The Disciples of Christ (more commonly referred to as the Disciples)

Faction backstory:

There once was a vault known as 48, one in which  the followers of Christ were gathered. Where they would survive the apocalypse like Noah survived the great flood. In this vault they awaited for centuries, waiting for the sign that life was once again possible. The sign of a bird flying overhead, the sign that it was time for the disciples to inherit the earth. And thus, one day after centuries of waiting, it was determined that God's wrath had lessened enough that they could tread onto the soil of the earth once more.
Though this might also have been motivated by the fact that food supplies in the vault had rapidly been dwindling.


As such the disciples went out onto the earth, and found it wicked. Society had degenerated. Where the sins of man should have been cleansed now they were more present than ever. And it was realized that in the aftermath of God's judgement, what was really needed was the mercy of Christ. To have man love each other, and be loved. And for the sinner and the wicked, those who could not be redeemed, they would be granted the final mercy of Christ, the mercy of the bullet.

 

After finding the earth as violent as it was, the Disciples headed to the mud city. To gather resources and build a stronghold. A bastion in which man can live in peace, to follow the word of the lord God and to rebuild. The journey to the mud city was harsh,  many died in it, yet now the apostles have arrived. And now they shall spread the word of God.

Characters:

 

Father Jacob:

Father Jacob is the leaders of the apostles of Christ. Born like nearly all others in vault 48, where he was raised with kindness and mercy. He especially took an interest in the scripture and the sermons of the priests of the ark. Spending his evenings and free time reading the bible and contemplating the word of God. Until one day being inducted into the ranks of the priesthood himself, until one day through his charisma, leadership and devotion he ascended to the position of First Father. The senior priest of the vault and the leader of the disciples.


Shortly after becoming the First Father, and as he found out the dwindling supplies of the vault, he made the hard choice to leave the vault. To brave the wilds of the new world, even as the fallout has not completely settled. Where he has been forced to grow more harsh, still holding onto the mercy of Christ, but realizing that sometimes a clenched fist is needed where an open hand will fail. That in order to protect the faithful, a shield and more harsh measures are necessary.  

Samuel:

Samuel is a former member of the Pitt. A skilled raider who brought in many slaves and who fought and killed many in combat. Yet even as he grew and prospered as a warrior, his soul grew more pained. More heavy from all the sins he committed. Haunted by the voices and eyes of those he had killed, those he had doomed to slavery. Until one day it was too much, he helped enable a slave uprising and then fled the Pitt. Heading to someplace far away, his goal the Mud City. Whilst on his way, he met the disciples and joined up with them to gain more safety in numbers, and because he felt a bit of sympathy for the naïve and unprepared followers. Thus he spoke of the truth of the wasteland, it's factions and ruthlessness. Training several men in the ways of combat. 

As he travelled and trained with them, he could not help but feel the pull of their philosophy. The idea that after all the sins he committed he could be redeemed. As such one day he confessed to the first father and was forgiven. Since then Samuel has been a faithful follower of the disciple, with the wish to protect their beautiful ideas. To commit the sins of murder so as to protect the faithful.

FACTION NAME: The Archdiocese of Chicago

 

Civilisation Type: Civilised.

Faction Backstory:

 

In 2070, Pope John Paul IV’s warnings of an upcoming nuclear war and urgent call for nuclear disarmament, in his encyclical PACEM IN TERRA were ignored. In 2077 the bombs fell, and most assume the Church finally disappeared. But perhaps the most survivable institution in all of history, did not die.

 

Pre-War Illinois was one of the greatest bastions of North American Catholicism, and Post-War Illinois, along with a presence in the Capital Wasteland, is now her last ember. For years, that ember sat dormant. The Archbishop of Chicago was able to survive the Great War through recourse to one of the great Underground Vaults, and since the war, the Church has survived as an underground society, having an undeniable Apostolic succession. 

 

In the 2100’s there came an heroine that re-ignited the fervour of the people. A girl called Monica in the Capital Wasteland was miraculously born of Ghoul parents, and yet showed few evident impurities of radiation. She was a pious Catholic girl, who prayed her Rosary every day. She had a husband, and a son. Slavers came. The Slavers killed the husband, for he was armed. They took Monica; they left the son, Ehran, for dead. 

 

Monica for years suffered grievously, rape, torture and forced labour under the Slavers, but kept the faith and through her example, was able to convert one of them. She escaped. After four years of searching, she found her son, only to find he himself had become a slaver. Ehran blamed Monica for all the years of hurt. Ehran himself made her his slave, but upon his beatings and hateful words, Monica only smiled and said “As the Lord is a living God, I forgive thee.” These words caused Ehran to break down, converting him to the faith. He went to and was ordained by the Bishop, going and preaching to slaves and slavers, the latter beheading him in 2182. Monica died in 2180. Having lost contact with Rome, the Archbishop authorised her veneration as Saint Monica in 2222. Saint Monica’s Catholic Church in Rivet City was consecrated in her honour in 2223, and she is declared the Patron Saint of the Wasteland, of Rivet City, and of the Archdiocese of Chicago. Saint Ehran was “canonised” in 2253. They have a joint feast day on the 12th of October.

 

Meanwhile the Archdiocese during that time consisted of a single Bishop, four Priests and a small congregation. They lived a monastic life in the deep underground, closely guarding the secret of their location and, like their forebears in the Dark Ages, preserving the light of knowledge by copying books and information. Unlike the Brotherhood, they are not so interested in modern technology as the great books of Western Civilisation, humanities, art and literature, as well as medical and agricultural knowledge. 

 

However, as the cult of Saint Monica spread, the Church has experienced a revival, still existing as an underground but growing society in the city. There are now three religious orders: the Oratory of Saint Philip Neri, which serves the pastoral needs of the faithful and is a house of about a dozen priests and novices and is the arm of the Archdiocese that goes to the surface, the Monician Sisters of Our Lady of Ransom, who provide refuge to Ghouls and ex-slaves and who help make medical equipment, of whom there are 33, and the Benedictine Monks, who spend their time in manual labour, prayer and intellectual work, of whom there are 20. The laity consist mostly of ghouls, ex-slaves, and even raiders seeking to amend their lives. The first post-apocalypse Archbishop recognised the impossibility of surviving in the city, so they are somewhere in the surrounding countryside or suburbs, in some kind of underground shelter, although some speculate that it is the “Tinley Park” underground train station in the suburbs, or any of the other Suburb stations. The Monks every day blast out the sound of feral ghouls from two loud-speakers, which deters unwelcome visitors. Undeterred by the cautious Archbishop, the Priests and Sisters now want to expand operations into the city proper. The first Archbishop, who, like one Edward Sallow found “a lot of good information in old books”, studied how the early Church survived the Roman persecutions, and then later the fall of the Roman Empire, preserving and then restoring the civilisation that would be called Christendom.

Archbishop Claudio Yacob: A pragmatic and political man, prone to long silences and in-action, but decisive once the course is set. He was elected Archbishop by the Oratory and Benedictine Friars. He does not always see eye-to-eye with the much less pragmatic Father G.K. Saunders and Mother Angelica, who accept ex-raiders and slavers with the fullness of their hearts, also accepting back ex-apostate Christians with little-to-no penance, and whom he considers naïve: likely to expose their presence to hostile forces, and destroy it. He rules at the Cathedral of Our Lady of Fatima, which is the home of all the Religious Orders.

 

Father G.K. Saunders, Cong. Orat.: Provost of the Oratorians and a fearless young preacher, benevolent and gentle, and 99.9% likely to be canonised as it stands, and probably to be martyred too, given his fierce denouncements of sin and error. Named after English writer Gilbert Keith Chesterton. As far as is known, he is the last worldwide expert in liturgical music, preserving all the Gregorian Chant and Polyphonic Sacred Music he can find! Unfortunately, he is not endowed with what you may call an angelic singing voice...

 

Mother Angelica: A very old Ghoul, Abbess of the Monician Sisters of Our Lady of Ransom. That she has survived so long in a merciless wasteland with such a merciful heart, is considered a miracle. She was personally converted by Saint Monica, on whose intercession she relies for unfailing help. Her daughters also help make vestments, chalices and the like for the celebration of High Mass. 

 

Father Benedict, O.B.: Abbott of the Benedictines. A nerd and a rambling intellectual. Obsessed with historical facts and formal logic, he and the monks also write an annual Chronicle called “The Chicago-Illinois Chronicle” based off of the Anglo-Saxon Chronicle. He owns a massive Douay-Rheims/Latin Vulgate Bible full of St. Thomas Aquinas’ Catena Aurea. 

 

Dietrich von Manstein: Actually, a descendant of the German general. In 2053, one of the von Mansteins converted to Catholicism and moved to the USA. Von Manstein is aware of his Prussian martial ancestry and after Father Benedict read Urban II’s speech from Fulcher of Chatres, von Manstein felt the need to start a militia to defend the Christian people. There were always armed members of the laity. But now he is beginning to band them together in a militia that trains together every Saturday, of which every adult male Catholic is expected to at least train in. This militia is called the Fyrd, named after the English levy which was called at the Battle of Edington in 878 for the defence of England from the Viking leader, Guthrum by Saint Alfred the Great. Von Manstein can be seen as aruthless leader, willing to put his men at the greatest risk for the protection of the Church, and he drills men hard. He has no official rank; his resources are quite meagre and varied.

Faction Backstory: The story of the Twisted Skulls begins with Vault 57. Before the Great War, the ancestors of the Twisted Skulls were taken from the nearby projects of Chicago and relocated underground. These individuals, mostly from black, low-income households, were forced into an already over-crowded home and given an endless supply of food and water via a special breed of algae developed by Vault-Tec. While originally pitched by Vault-Tec as a solution to world hunger, the true intentions of the company were far darker. Vault-Tec’s true goal was to create a human ‘Mouse Utopia’.

 

Within a single decade, the issues of the vault became obvious. For one, the Vault was way too small to support any growth in population and two; no disposal system was installed in the Vault, forcing the residents to store all of their waste and trash in a single room. This solution would only last them so long, however, as the waste room quickly filled up and the residents were forced to close off another room to keep the miasma from suffocating them. Another issue was the prospect of expansion, as the Vault-dwellers soon learned that the vault was built too close to the surface to support the creation of new rooms; any attempts could potentially contaminate the entire vault as irradiated mud collapsed on top of them.

The result of this horrific experiment was a Vault where walls of excrement and corpses slowly closed in on it’s inhabitants, where disease was an ever-present reality, and those who passed away would simply take up yet more space. Dwellers were practically stacked on top of each other by the time Osiris found them. He came to Chicago expecting to find pre-war secrets or stashes of archaic weaponry, and instead he found a Vault filled to the brim with excrement and bones, and found a people completely forsaken by any gods. And so, he decided to become their God. One which would give them an actual purpose beyond suffocating for the amusement of long-dead monsters. They would become his new tribe, one which he would use to sate his desire for revenge.

 

Characters

 

God-King Osiris; The faceless, nameless leader of the Twisted Skulls. The true nature of Osiris is known to very few. All that is known about him is that he came from some blasted land out West and that his original tribe was decimated to the very last man by some great empire. To the Twisted Skulls, Osiris is both their savior and their worst nightmare. He represents everything they came to despise after living through Vault 57, and yet they still cling to him and his image. Perhaps they continue to march with him out of gratitude, perhaps out of fear, or potentially from something far more sinister. The result is the same, the God-King shall continue to rule.

 

Uterius Burke; The infamous ‘Ravager of the Green’, Burke has developed a reputation for brilliant strategies and outright savagery. While clearly not as insane as his liege, Burke’s capacity for violence and skill in the arts of warfare is certainly without equal in the rest of the warband. Burke has sometimes even disobeyed direct orders from the God-King, earning him more hideous scars as punishment. Despite this, Burke is still determined to lead the rest of his brothers to find greater plunder and more slaves.

Faction Backstory: 

The Chicago Guild of Engineers served as, in the old days, the governing body of several Engineering Unions in Chicago, and nearby regions in Illinois. A rich and prosperous association, the CGE invested in their very own, high tech vault (with a considerable discount, as many of their members worked for Vault-tec), in which any member of the Guild was entitled a place. By 2077, this proved to be a rather brilliant strategy, as the bombs dropped and the world ended.

 

For nearly a century, the Council of Engineers governed the Guild, in the depths of Vault 91. Finally, in 2163, the Vault doors were cast open, and out stepped the first Guildsmen. 

 

The following years were ones of hardship and misery, as the group was preyed upon by raiders, mutants and super-fauna. Eventually the Guild settled in the remains of Chicago Union Station, and began to build a new life. By 2167, only 300 of the original Guild had survived, but they had at least found themselves a new home.

 

It was around this time that the Guild came under the leadership of the charismatic and ruthless William Donovan. Donovan restructured the Guild, and the battered and bruised Guildsmen were only too happy to follow his lead. 

 

Donovan quickly understood that his ambitions would require manpower, and he easily convinced the Council of Engineers to begin the practice of slavery. It was after a particularly bloody slave revolt in '69 that the religious aspect was introduced, and the Cult of the Steam God, Choo-Choo, was introduced, along with the Steam Priests, the Steel Inquisitiors and the Iron Captains, all created to keep the new slave-zealots in line.

 

Guild society is thus split into two sects - the wretched slave-zealots, held in line by the Cult of the Steam God, and the Guild itself, led by the Chief Engineer and the Council.

Character 1: Chief Engineer William Donovan

The cruel, ruthless, charismatic and incredibly ambitious leader of the Guild of Engineers. Donovan keeps his plans to himself, but the inner circle of the Guild and the Cult eye the neighbors suspiciously, quietly biding their time....

 

Character 2: High Engineer Reginald Wilson

Reggie Wilson is one of the three sitting members of the Council of Engineers, along with William Donovan and Frederick Suhl. He is a quiet, but incredibly dangerous man. An ardent believer in the 2nd Amendment (before America disappeared, at least), Wilson is a crack shot and a vicious fighter. Reggie is one of Donovan's right hand men, and he also leads the Iron Captains, who serve to march the slave-zealots into battle at gunpoint.

 

Character 3: High Engineer Frederick Suhl

Frederick Suhl is an incredibly loud and boisterous man, with a huge, booming voice. Obnoxious and vain, he is perfectly suited to lead the Steam Priests and their ruthless sub-branch, the Steel Inquisitiors. A sitting member of the Council of Engineers, Suhl is another of Donovan's right hand men.

The Mid-West Brotherhoods Curiosity finally got the better of them and they dispatched forward a great expedition led by Elder Geraint to explore the northern territories of the United States. Geraint’s backstory will be explained in the character tab. The expedition otherwise suffered n arduous journey that took them to reach Chicago arriving at an unknown area of the city. Their recruitment efforts had them swell up much larger as they were picking up and training many waste landers whom they deemed intelligent and civil enough to join them.

Elder Geraint: One of the youngest men to ever be given the rank of Elder within the Mid-west brotherhood, his journey began with him being born prior to his airship crashing into the wastelands near St. Louis. The Brotherhood found a nearby bunker and took shelter in it where the young Geraint grew up to become fascinated with the Pre-War US military and its mechanizations which no doubt found its way into the drilling of his men. Due to his age, his experience with pre-war technology and his understanding of the US as a whole. This young elder was dispatched to lead this first expedition.

When the bombs fell on that fateful day it was surprise to many, the warnings which the US had tried to perfect over a century failed and many national warnings failed to go out, for most the first indications something was wrong on that crisp autumn day was a double flash and mushroom cloud rising in the distance. For some however they received that warning, an emergency bulletin was put over dispatch on that October morning wishing all officers good luck and Godspeed and directing all to help evacuation to shelters, while a noble few did just that and carried out their duty until they were but shadows on the concrete walls of downtown many fled, officers raced home using lights and sirens to bypass traffic as ICBMs streaked towards the united states in the atmosphere of the earth. Throwing their spouses and children into their cars with whatever supplies they could muster in minutes they fled south into Indiana as the bombs fell on the city behind them. 

 

Coordinating by radio roughly 500 officers and their families settled in the fields of Indiana forming a secure farming community hoping to keep bandits and raiders away, keeping faded uniforms and other equipment the “Chicago Police” became the default protectors and one of the more organized factions in the prairies of Indiana. As years went by many nearby communities paid tribute so the police would protect them from the more bloodthirsty raiders and super mutants. In 2270 radio traffic had been picked up talking about the rediscovery of mud city. The group saw an opportunity to capitalize on what would be an influx of people going into the city for a new life.  With that the “Chicago Police” marched away from their camp in Indiana to take back their headquarters in the Windy City.

Commissioner Charles Byrne: Leader of the faction and a direct descendant from Captain Byrne, he has led the faction for near twenty years and through his leadership he has promised a better standard of living for his men by all means nessacary and to retaking their homes in Chicago, a callous but fair man he carries a copy of the 2077 Chicago Police Handbook and follows, albeit rather ruthlessly, to the letter.

 

Sergeant Garret Sweet: Shift sergeant and overall one of the most senior officers he functions as an advisor to Commissioner Byrnes hoping to alleviate and bring about a more grounded way of thinking in the services the group provides.

The Rock River Company is descended from U.S. military personnel stationed at Rock Island Arsenal Military Base before the Great War. When the bombs fell, all key personnel and accompanying garrison were evacuated to the nearby Vault 62, much to the dismay of most of the local inhabitants of Moline, Illinois. The Vault was largely reserved for engineering and R&D personnel, as Rock Island was home to one of America’s most prominent armored vehicle manufacturers, and were thus granted the benefit of self-preservation by Vault-Tec. With the exception of the military staff, only a handful of civilians were permitted entrance, chosen because of their pre-War professions- which would be useful to the Vault 62 survivors in the years to come.

 

By year 47 of lockup, the Rock Island Arsenal staff had just about exhausted their pool of resources and were forced to open up to the greater world. All this time, they prepared themselves for the inevitable day. With much anticipation, they were forced to open the dreaded Vault that had sealed them and their kids away for half of a century. What they say- the devastation- had shocked them, but they relent. Year by year, they reclaimed the City of Moline from the Wasteland. Though progress was slow and grueling, the Vault 62 inhabitants eventually carved themselves a democratic safe haven on the Mississippi, built upon ideals and traditions of their forefathers.

 

By the year 2270, the settlement at Moline had grown to remarkable heights, with a thriving civilization at the heart with a solid perimeter protecting it. It was in this year that the settlement began to realize their ambitions- the big City- Chicago, was within reach. The Moline commissioners appointed a task force under the command of Colonel Robert Vernon Craig to investigate and establish an outpost. The Colonel readily obliged, eager to prove his worth and take back the Wasteland. As their primary means, the task force followed Interstate 88 eastwards until they reached Chicago. Their journey proceeded mostly without a hitch, but as they entered the city limits, they felt the weight of prying eyes behind every window and corner. A large host could hardly go unnoticed, some one thousand personnel in attendance and a ripe target for raiders, thus, they dug in, claiming but a little patch of Chicagoan soil for themselves.

 

The mission is an odd conglomeration of both military and civilian personnel, thus multiple factions vy for influence in the expedition. There is no democratic nature to the group, with Colonel Robert Craig as the absolute authority in all matters. Their hierarchy and chain of command is modeled after the pre-War U.S. Army, thus, a similar degree of discipline and professionalism can be expected. To Craig’s dismay, only a handful of men had ever held a firearm before. Much work would be needed to transform this motley band into a capable fighting force.

Although Doctor Margaret Hanlon operates outside of the military command hierarchy, she is often relied upon as a unique insight, with her advice highly cherished. Lieutenant George Washington Stilwell is a career soldier through thick and thin, enlisting as soon as he was able. His battlefield lethality and leadership have allowed him to soar through the enlisted ranks and attain the rank of lieutenant. Stilwell was a natural candidate for the Chicago mission where he now serves as commander of the Heavy Armor platoon. Stilwell is heralded among the troops for being decisive in battle and leading from the front, to the point of near recklessness. Stilwell would adhere to any means necessary to achieve victory.

Faction Backstory:  Contrary to popular belief, when the bombs dropped it wasn’t the end for the United States Government. A continuity of the pre-War federal government survived. The President along with many members of the shadow government took refugees on an oil rig and other various bunkers throughout the old United States. The true extent of the Enclave is unknown, however following the destruction of the oil rig in 2242, the Enclave was forced to relocate their headquarters to the mainland. They sent out various patrols and expeditionary forces to spread their influence across the wasteland. Eventually they’d reach the ruins of Chicago.

In 2264 an Enclave expeditionary forced lead by Secretary of State Ryan Kennedy, and General William Hooker arrived in Chicago, quickly establishing an Enclave outpost in the area. However, they’d keep their presence and activities secret for the time. With Enclave influence spanning from the former Capital to the  Mojave Wasteland, the Outpost in Chicago will look to expand their influence into the Midwestern wasteland.
