Endangered Species Bill of 361 ES

Introduced in the Duma.

 

An act to protect animal and plant species that are endangered.


 

INTRODUCTION

This bill seeks to establish a list of both animal and plant species that are deemed endangered, placing restrictions in law on the harming, killing or otherwise exploiting of these species, depending on their level of endangerment, and setting guidelines for government interference in the endangerment of said species.

 

I. Necessary Definitions

  • Endangerment: To have the living conditions (of a species) threatened, or be seriously at the risk of extinction to some degree.
  • Species: A physically distinct kind of animal or plant.
  • Extinction: A species no longer existing in living form in a certain area or alltogether.

     

II. Amendments

  • Section 431.01: Endangered Species shall be added to the Haurul Caezk and state the following:
    431.01: Endangered Species

431.011: Any species that is considered endangered shall be added to one of                   four tiers - EN, CE, DW or EX - depending on the severity of their       endangerment.

431.012: The tier “EN” concerns all species listed as “endangered”, meaning their living conditions or habitat are threatened, but not in a very concerning manner. Harming, killing or otherwise exploiting these species shall constitute a minor offense. Furthermore, the Krawn is to observe the wellbeing of this species to conclude whether the species situation improves or whether they should be moved to a different tier of endangerment.
           
431.0121: The following is a list of species declared EN:
431.013: The tier “CE” concerns all species listed as “Critically Endangered”, meaning their living conditions or habitat are threatened in a concerning manner. Harming, killing or otherwise exploiting these species shall constitute a middling offense. Furthermore, the Krawn is to take action to improve the wellbeing of this species or if necessary move it to a different tier of endangerment.
           
431.0131: The following is a list of species declared CE:
431.014: The tier “DW” concerns all species listed as “Disappeared from the Wild”, meaning the species no longer exists in (parts of) the wild, remaining only in descendant-ran habitats like zoo’s, parks, gardens et cetera. Harming, killing or otherwise exploiting these species shall constitute a severe offense. Furthermore, the Krawn is to take action to preserve the species and introduce it back into the wild if possible.
           
431.0141: The following is a list of species declared DW:
431.015: The tier “EX” concerns all species listed as “Extinct”, meaning the species no longer exists in living form in a specific area or alltogether.
           
431.0151: The following is a list of species declared EX:
431.016: Species shall be added accordingly to one of the tiers of endangerment at the discretion of the Krawn.
