Hate Crime Act of 362 E.S

Introduced in the Duma.

 

An act to introduce hate crimes as a criminal offence.


 

INTRODUCTION

The purpose of this bill is to protect the citizens of Hanseti-Ruska from hatred by adding a hate crime variant to every crime, which will raise the offence level by one.

 

I. Necessary Definitions

-        Hate Crime: A crime committed by one individual against another individual which is motivated by the offender’s hatred against a group, family, or race the victim belongs to.

-        Group: A group of any size made up of individuals which is operating legally.

 

II. Amendments

-        The following shall be added to the Haural Caezk:

 

311: Hatred

311.01: Any crime that is committed out of hatred for a group, family, or race that the victim is a part of is defined as a Hate Crime, and the offense level is raised by one, unless the crime already constitutes severe or treasonous offence.
